[4:05]
favorable recommendation thank you very
[4:07]
much petitioner
[4:13]
president morton yes and this is
[4:21]
commissioner castelni
[4:22]
um head before you an
[4:26]
ordinance
[4:29]
can you remind me what the heck the
[4:30]
ordinance is i'm having a tough time
[4:32]
pulling up my
[4:33]
agenda salary amendment
[4:38]
look mike go ahead mike uh uh this is
[4:41]
for the
[4:42]
human resources director um
[4:45]
so it's a it's not even correct anything
[4:48]
wrong but it's a
[4:50]
it's for the uh it's a proposed shower
[4:52]
increase it looks like
[4:55]
yeah because but kim was not able to use
[4:58]
uh
[4:58]
certain top time because her duties at
[5:01]
the county
[5:03]
yes that my apologies yes she was unable
[5:06]
to
[5:07]
use given in light of all the code of 19
[5:09]
related activities she's been doing that
[5:11]
it
[5:11]
was not prudent and she did not feel
[5:14]
comfortable taking
[5:14]
time away so this is being able to
[5:16]
compensate her for her
[5:18]
um unused vacation time for paid time
[5:20]
off
[5:21]
it's not an additional appropriation and
[5:24]
she found the money within her budget so
[5:25]
it's just
[5:27]
take care of that there's no additional
[5:28]
cause
[5:33]
any questions from council
[5:38]
i open a public hearing on 39 20. does
[5:41]
anyone wish to speak
[5:43]
in favor of this bill i think councilman
[5:46]
tilloyan had a question
[5:47]
i didn't hear him speak up sir
[5:50]
thank you i have in my notes that bill
[5:53]
3920 was for a safety risk manager
[5:59]
oh no that's 40 20.
[6:02]
yeah that's not just that's 41 mark
[6:04]
that's one coming up
[6:06]
yes that's the next one
[6:11]
thank you always one step ahead aren't
[6:12]
you
[6:14]
i just didn't get the audio on the phone
[6:16]
again but i just
[6:18]
woke up any other questions on 39.20
[6:23]
hearing none does anyone wish to wish to
[6:26]
speak in favor of this bill
[6:30]
does anyone wish to speak in opposition
[6:32]
of the bill
[6:35]
here right now i'll close the public
[6:36]
hearing on 39 20.
[6:40]
[Applause]
[6:43]
it looks like you are uh
[6:46]
do i hear a motion
[6:58]
do i hear a second
[7:16]
this bill
[7:19]
who is this kelly's even
[7:24]
who i heard
[7:31]
please please please state your name for
[7:33]
the record
[7:35]
carol kelly heavens 12 o'clock
[7:38]
timberline trace north and granger all
[7:42]
right
[7:44]
i'm clearly going to make the same
[7:46]
general comment
[7:48]
for most of the salary bills
[7:51]
i think we all need a little
[7:54]
help to get through the the thing
[7:57]
the shutdown but i think we have to be
[8:00]
very careful
[8:03]
not using a lot of taxpayer funds right
[8:06]
now
[8:07]
especially for people that are not
[8:11]
working because the taxpayers aren't
[8:14]
working
[8:15]
either and they're going to have trouble
[8:17]
coming up with these funds
[8:19]
so i think we need to
[8:23]
look twice at each of these items and
[8:25]
even if
[8:26]
the money is still in the budget that
[8:28]
might be because
[8:30]
it didn't get spent on what it was
[8:32]
originally intended to be spent on
[8:35]
and we have to be really careful
[8:39]
um not not creating a whole host of
[8:42]
expenditures here that are just going to
[8:45]
put our county in
[8:46]
a bad position that the taxpayers are
[8:49]
then going to have
[8:50]
real trouble um
[8:53]
doing anything helpless because they're
[8:55]
in a bad position too
[8:57]
so that that's my my general congress
[9:01]
thank you thank you very much
[9:03]
[Music]
[9:06]
mr morgan
[9:14]
[Music]
[9:21]
yeah i saw a message on my screen that
[9:23]
jamie i believe it was jamie jay o'brien
[9:26]
wanted to know how to join the
[9:28]
conversation speak for or against the
[9:29]
bill
[9:32]
is jay o'brien out there listening
[9:34]
because i saw a message come up
[9:36]
yes i am can you hear me yes
[9:39]
right i didn't want to just speak out
[9:41]
and speak over other people so i typed a
[9:43]
message
[9:44]
asking how to raise my hand but i i
[9:46]
wanted to
[9:47]
also consistent with what ms haven said
[9:51]
um we everyone is
[9:54]
having tight financial times now and if
[9:57]
there's unspent money in budgets
[9:59]
i would suggest that the money not be
[10:01]
spent so i would also speak against
[10:04]
the particular bill and thank you uh jamie can you hear me
[10:13]
yes i can okay did you did you hear me
[10:15]
when i asked for it
[10:16]
if anyone wanted to speak against the
[10:18]
bill did you hear me when i said that
[10:20]
i did and i was raising my hand i didn't
[10:22]
want to speak over you so that's why i
[10:24]
typed in the chat
[10:25]
i asked do we just speak out i don't
[10:27]
want to talk over other people oh yeah
[10:29]
yo
[10:29]
go ahead speak out when i ask that
[10:30]
question go ahead speak out and we'll
[10:32]
figure it out
[10:33]
but thank you for your comments okay and
[10:35]
thank you i'm trying to
[10:36]
i know it's difficult with lots of
[10:38]
people trying to speak so i wanted to
[10:40]
avoid
[10:40]
speaking over other people so thank you
[10:42]
i appreciate that
[10:44]
very very courteous thank you is there
[10:46]
anyone else that would like to speak
[10:48]
in opposition of this bill
[10:52]
here and on with hearing and i'll close
[10:54]
the public hearing on 39 20.
[10:56]
i believe i had a uh a motion
[11:00]
by miss hess to pass the bill is there a
[11:02]
second second by mr nolan
[11:08]
any further comments from any council
[11:10]
member in regards to 3920
[11:16]
hearing none clerk will you please take
[11:18]
the role
[11:21]
mr krasinski yes
[11:25]
mr nolan yeah excuse me yes
[11:30]
miss half yes
[11:34]
mr toys no
[11:39]
tan's right yes ocean carry 7-1
[11:58]
thank you uh if i was still on the
[12:00]
council
[12:02]
mr file we we took roll and i asked for
[12:04]
your i asked for you
[12:06]
to speak up and let me know you were
[12:08]
here not once but twice
[12:11]
well you know i'm not as good as
[12:14]
i'm here
[12:17]
thank you i i didn't mean it like that
[12:19]
sir i just when you said are you still
[12:20]
on the council
[12:21]
i'm just letting you know from a
[12:22]
business perspective i did acknowledge
[12:25]
you not once but twice i was not trying
[12:27]
to not acknowledge you sir okay
[12:30]
comments accepted let's move thank you let's move on
[12:37]
clerk will you please read the next bill number 40 20.
[12:41]
known as amending ordinance 80 19 the
[12:43]
same thing in order that's establishing
[12:45]
salaries and fixing the numbers
[12:46]
employees of saints just attended here
[12:47]
2020
[12:49]
official auditor andy this is the bill
[12:53]
for uh human resources to uh increase
[12:56]
the
[12:57]
salaries of 40 to 50 for that budgeted
[13:00]
position
[13:03]
kim do you want to give the background
[13:04]
of why this is necessary
[13:07]
hold on hold on hold on andy hold on hold on
[13:11]
okay let me back up enough for the
[13:13]
record 39 20 was passed by a vote of
[13:15]
eight to one and i need to commit a
[13:18]
report
[13:19]
from miss hess on 40 20.
[13:22]
okay mr president bill number 40 20 came
[13:25]
to the full council without
[13:26]
recommendation
[13:28]
thank you very much okay
[13:31]
mr mr castellny
[13:35]
after ken do you want to start us off
[13:37]
and i'll
[13:38]
finish it okay
[13:41]
kim karkowicz human resource director st
[13:44]
joseph county
[13:46]
offices at 227 west jefferson
[13:49]
7th floor this is a position that was
[13:52]
budgeted for 2020
[13:55]
for the county to have a centralized
[13:57]
safety
[13:58]
program and a safety risk manager to
[14:02]
implement that the budget was approved
[14:06]
i have been interviewing since the
[14:08]
beginning of the year
[14:10]
diligently finding the proper candidate
[14:14]
for the county and all of the entities
[14:16]
that we have
[14:18]
and the needs that we would have i have
[14:20]
found a candidate that would
[14:22]
fit and would be able to actually exceed
[14:26]
what we are needing to do especially in
[14:28]
this time
[14:30]
where we have safety as a big priority
[14:33]
here within the county as the employees
[14:36]
are returning to work along with
[14:38]
the public coming into our buildings
[14:41]
it is a position that was budgeted there
[14:44]
is no
[14:45]
additional money needed for this year
[14:48]
for this position
[14:52]
this is commissioner andy felning
[14:54]
officer on the seventh floor of the
[14:55]
county city building
[14:57]
i will also add that the reason why
[14:59]
there's nothing added for
[15:02]
the year 2020 because the amount was
[15:05]
budgeted but yet
[15:06]
filled so the remaining amount in there
[15:09]
would cover for this year and then
[15:13]
moving forward
[15:13]
2021 beyond one of the the things that
[15:17]
we
[15:17]
also identify from a safety standpoint
[15:20]
is we would need to do trainings
[15:22]
for our employees and different
[15:23]
department heads and other things
[15:25]
and this individual if hired would be
[15:28]
able to do those things if you would not
[15:30]
have to outsource that piece or
[15:32]
pay a third party to do so so it would
[15:35]
actually at the
[15:35]
minimum it would be a
[15:39]
state revenue neutral moving forward and
[15:41]
it could possibly
[15:42]
be i'm sorry budget savings as well
[15:47]
answer any question any questions from
[15:50]
council
[15:51]
from foreign
[16:02]
[Music]
[16:07]
you have for this position do they have
[16:09]
a background in
[16:11]
or industrial hygiene or what is their
[16:14]
background is actually in
[16:17]
municipalities
[16:19]
and has over 10 years
[16:23]
this person is taking quite a bit of a
[16:25]
cut in salary from where they're going
[16:27]
to start off as a new venture so
[16:31]
the the project was something that would
[16:33]
move them
[16:35]
to make that move we just needed a
[16:37]
little bit more
[16:39]
to meet in the middle
[16:43]
understood so they don't necessarily
[16:45]
have any the same experience
[16:47]
with safety programs or implementation
[16:50]
of safety strategies they have implemented
[16:54]
a whole safety program for another
[16:56]
municipality
[16:58]
that had the same needs that we have
[17:02]
in our highway and you know other
[17:06]
avenues that we have here
[17:08]
that that we need to have done
[17:12]
okay all right thank you
[17:19]
any other questions from council
[17:22]
yes mr morton is mr nolan mr nolan
[17:26]
um either kim or mr costellny
[17:30]
can you expand a little bit on the
[17:32]
training that this person would be able
[17:33]
to provide
[17:35]
so the osha requirements for training
[17:39]
this person is a certified trainer for
[17:42]
osha
[17:43]
which we would need to get our county
[17:45]
employees trained
[17:47]
in either the 10 hour or 30 hour session
[17:51]
that is just one of the major trainings
[17:54]
that need to be completed
[17:57]
and given the price point that we were
[17:59]
looking to hire it's difficult to find
[18:01]
someone
[18:02]
that has that level of expertise to
[18:04]
provide the training so what was
[18:05]
originally identified is to try and keep
[18:07]
the salary amount lower
[18:09]
was to allow um we would just outsource
[18:12]
that particular piece of this if we can
[18:13]
find someone for that amount of money
[18:15]
that's why we anticipated being an
[18:17]
actual revenue
[18:19]
at least neutral if not a savings
[18:23]
i understand that's kind of what i was
[18:24]
asking what those
[18:26]
other than osha 10 or and or osha 30 are
[18:29]
there other
[18:30]
training classes that this person is
[18:32]
currently
[18:33]
capable of providing i'm just trying to
[18:36]
get my head wrapped around
[18:37]
what that savings would be and not hire
[18:39]
the trainer active shooter is something
[18:42]
that they
[18:42]
have implemented in the past for
[18:45]
multiple locations
[18:47]
which is something that we still need to
[18:48]
do here at the county also
[18:54]
okay
[18:58]
any other questions from council
[19:05]
hearing none will not open the public
[19:06]
hearing on bill 4020.
[19:08]
does anyone wish to speak in favor of
[19:10]
this bill
[19:15]
does anyone wish to speak in opposition
[19:17]
of the bill
[19:23]
hearing none i'll close the public
[19:24]
hearing on bill 40 20.
[19:27]
do i hear a motion
[19:30]
mr morgan pastor nolan
[19:34]
i would uh i got one comment that i'd
[19:36]
like to make a motion if there
[19:38]
just real quick math here i don't know
[19:40]
how many exactly how many employees
[19:41]
would need
[19:41]
osha 30 but at 200 employees that's 30
[19:45]
grand
[19:46]
so it would be a significant savings so
[19:49]
over and above what this is causing so i
[19:51]
make a motion in favor
[19:53]
do i hear a second second marcus android
[19:59]
motion to pass bill number 4020 was met
[20:01]
by councilman nolan it was seconded by
[20:03]
councilman
[20:04]
katanza any further comments from
[20:06]
council on forty twenty
[20:10]
hearing now click please please take the
[20:12]
roll
[20:15]
mr nolan yes fire
[20:21]
hi yes
[20:28]
what is it no
[20:32]
um
[20:40]
yes
[20:57]
but the record show that bill number
[20:59]
40-20 was passed by a vote of eight to
[21:01]
one
[21:04]
clerk will you please read the next bill number forty two twenty
[21:08]
in order to many ordinance 8019 the same
[21:10]
day and ordinance establishing salaries
[21:12]
and fixing the number of employees of
[21:14]
saints this economy of the year 2020
[21:16]
petitioner probate court jdc
[21:19]
mr kaczynski committee report please
[21:22]
just come to the council with a
[21:23]
favorable recommendation
[21:25]
thank you petitioner hello it's cheryl
[21:28]
rush
[21:29]
uh controller at the saint joseph
[21:31]
probate court 1000 south michigan
[21:34]
we're asking for a salary amendment for
[21:36]
probation officer 4
[21:38]
from 72 40 439 to 66
[21:43]
and then we're asking for two probation
[21:46]
officers to go from 73 989 to
[21:49]
79 886 so there is no change to the
[21:52]
budget they're both state mandated
[21:56]

[22:33]

[22:35]
number 4220
[22:36]
made by councilman krazynski it was
[22:38]
seconded by councilwoman hass any
[22:39]
further comments from any council member
[22:41]
on 4220
[22:45]
hearing another clerk would you please
[22:46]
take the role
[22:51]
mr file
[23:06]
yes thank you
[23:09]
sorry mr katan's right
[23:12]
yes just counteracting
[23:34]
yes motion care is nine to zero
[23:38]
thank you let the record show that bill
[23:40]
number 42-20 let's pass by a vote of
[23:42]
nine to zero
[23:44]
clerk will you please read the next bill number 29 20.
[23:50]
ordinance of many ordinance 8019 the
[23:53]
same being an audience establishing
[23:54]
salaries
[23:55]
fixing the number of employees of
[23:56]
sanchez accounting for the year 2020
[23:58]
petitioner adult probation
[24:00]
mr kuczynski committee report please sir
[24:04]
mr president this comes to the council
[24:06]
with a favorable recommendation
[24:08]
thank you very much petitioner
[24:11]
good evening jesse carlton chief
[24:12]
probation officer with the saint joseph
[24:14]
county adult probation department
[24:15]
office is located on the fourth floor of
[24:17]
the county city building
[24:19]
i come before you today we are changing
[24:22]
our executive staff structure
[24:24]
and as a result of that additional
[24:26]
responsibilities and duties have been
[24:27]
placed on our assistant chief
[24:29]
judge broden has approved the request to
[24:30]
increase her salary by twenty five
[24:33]
uh hundred dollars as a result of these
[24:34]
additional duties retroactive to january
[24:37]
first
[24:38]
no additional funds are required to
[24:39]
accommodate this request
[24:41]
as we've hired a po with a lesser salary
[24:44]
and a different line item
[24:46]
so no additional funds are needed right
[24:48]
now as there's a
[24:49]
surplus in that account
[24:52]
any questions from council
[24:56]
hearing none open a public hearing on
[24:58]
bill number 29 20.
[25:00]
does anyone wish to speak in favor of
[25:02]
this bill
[25:05]
does anyone wish to speak in opposition
[25:07]
to the bill
[25:10]
what is it what is the total cost of
[25:13]
this
[25:15]
i mean i you say you have appropriated
[25:17]
money for it but what is the cost of it
[25:24]
mr carlton i didn't hear the question mr
[25:29]
morton
[25:29]
he said councilman feil said what is the
[25:32]
cost
[25:33]
of this appropriation uh 2500
[25:37]
we are moving it from um since our
[25:39]
salaries are mandated by the state we
[25:41]
hired someone in a different account
[25:43]
that has less years of experience so
[25:45]
that way there's a surplus
[25:47]
and as a result of shifting those
[25:49]
additional duties
[25:51]
because we've taken one executive
[25:53]
position away and just made it a line
[25:54]
officer
[25:55]
those funds are going to um going over
[25:58]
to her salary as a result of those
[25:59]
additional duties
[26:00]
yeah okay appreciate that you know it's
[26:02]
another 500
[26:04]
items so it's not it's not like some of
[26:06]
the other
[26:07]
much higher cost items we might want to
[26:10]
be considering
[26:11]
right so fine
[26:15]
any other questions
[26:23]
here and then do we have do we have a
[26:25]
motion on 2920
[26:29]
motion for passage second motion to pass bill 2920 was made
[26:38]
by councilman katanza wright it was
[26:39]
seconded by councilwoman s
[26:41]
any further comments from any council
[26:43]
member on 2920
[26:46]
here we know clerk can you please take
[26:47]
the role
[26:49]
[Applause]
[26:51]
yes to tomorrow
[26:56]
no
[26:59]
tan's right yes
[27:03]
is that a no mark yes no it was a yes
[27:08]
i'm so sorry so yes i'm having a hard
[27:10]
time here
[27:13]
uh mr canary yes
[27:27]
[Applause]
[27:30]
yes
[27:33]
[Music]
[27:33]
[Applause]
[27:44]
thank you let the record show that bill
[27:45]
number 2920 was passed by a vote of
[27:48]
eight to one
[27:51]
clerk will you please read the next bill number 2820
[27:56]
according to many mornings any 19 the
[27:58]
same thing in order that's establishing
[28:00]
salaries the number of employees
[28:02]
essentially this kind of year 2020
[28:03]
petitioners
[28:04]
honor and commissioners
[28:09]
miss fast committee before please uh mr
[28:12]
president bill number 2820 comes with a
[28:14]
full council with a favorite
[28:15]
favorable recommendation
[28:27]
okay petitioner
[28:31]
president morgan this is danny costello
[28:33]
again officers remaining on the seventh
[28:35]
floor of the county city building
[28:37]
um if you recall this is part of the erp
[28:41]
and bree roberts um and
[28:44]
um john butler
[28:47]
were have been part of the uh
[28:52]
i don't have it part of the
[28:53]
implementation piece
[28:55]
and the expectation initially with erp
[28:58]
so we were going to hire program manager
[29:00]
an implementation manager who would kind
[29:02]
of take on those paths and those
[29:03]
functions
[29:04]
and as a result we decided to go in a
[29:06]
different direction
[29:07]
so as a result bree
[29:11]
and other employees have taken on their
[29:14]
kind of outside their normal
[29:15]
job responsibilities so we are looking
[29:17]
to compensate them for additional time
[29:19]
because they're working
[29:21]
over and above the number of hours that
[29:23]
they have to work on a regular basis
[29:25]
taking care of these tasks
[29:27]
and i'm into still an overall cost
[29:29]
savings from an implementation
[29:31]
standpoint
[29:32]
then paying one or two salaries people
[29:38]
just
[29:40]
any questions from council yeah uh
[29:43]
councilman style
[29:44]
um i thought that i thought that we
[29:47]
already voted on this i thought that
[29:49]
this increase for brie was already a
[29:51]
matter on the table and that was voted
[29:53]
yes
[29:54]
is that wrong i believe
[29:57]
it was it came out of committee i
[29:59]
believe we discussed it at city
[30:00]
and it received a favor a favorable
[30:02]
recommendation
[30:04]
but i believe this is the fourth action
[30:07]
okay yeah that's correct okay it was
[30:10]
just
[30:11]
i guess what the answer is it was
[30:12]
discussed but not voted on by the
[30:14]
council
[30:15]
because it seems like we didn't post it
[30:18]
yep but by the full council correct it
[30:19]
was just voted on by that particular
[30:21]
committee
[30:22]
yeah okay thanks
[30:25]
any other questions from council
[30:32]
hearing on offer the public hearing on
[30:33]
bill 2820
[30:35]
does anyone wish to speak in favor of
[30:36]
this bill
[30:38]
does anyone wish to speak in opposition
[30:40]
to the bill
[30:44]
hearing none i'll close the public
[30:45]
hearing on 28 20 do i hear a motion
[30:53]
i'd like to make a motion that it uh
[30:56]
actually starts april 1
[30:59]
this year i'm gonna go back to uh
[31:03]
january 1. been prorated for this amount
[31:07]
for the rest of this year
[31:09]
and we'll discuss i would certainly
[31:12]
assume that if this passes that we would
[31:13]
do it next year but we'll discuss that
[31:15]
at budget time
[31:18]
there's a motion on the floor to uh
[31:21]
pass with stipulation of starting april
[31:24]
one
[31:26]
and then uh if it does pass look into
[31:29]
next year's
[31:30]
at budget time do i hear seconds of that
[31:31]
motion
[31:33]
second one second who said second first
[31:38]
bobby bobby okay motion
[31:41]
capacitor number twenty eight twenty was
[31:43]
married by councilman nolan it was
[31:44]
seconded by
[31:45]
councilman krazinski any further
[31:48]
comments from council
[31:49]
on 2820 i have a question mr morgan
[31:53]
marcus just to clarify
[31:57]
mr nolan's motion was to begin this
[32:01]
pay structure at april one versus going
[32:04]
all the way back to january so
[32:06]
not the full amount um what they asked
[32:09]
him was
[32:10]
with a 10 000 or 7500 they were asking
[32:12]
for
[32:14]
it was ten thousand correct yes so that
[32:17]
so it wouldn't necessarily be a full ten
[32:19]
thousand it would be
[32:20]
one quarter essentially one quarter or
[32:22]
less than what they're asking
[32:23]
am i correct correct
[32:26]
okay that was my intent actually this is
[32:30]
it's actually not 10 000 for her
[32:33]
to push the salary from 43
[32:37]
693 to 50 so not 10 000 for her the
[32:40]
other
[32:41]
four thousand is for i'm assuming it's
[32:44]
ryan
[32:45]
he's up there is that correct
[32:48]
that would be underlying and then taxes
[32:51]
and then perf
[32:53]
so i thought i thought mr costelli
[32:56]
mentioned down carlson
[32:58]
yeah i i mentioned john butler but i
[33:01]
misspoke
[33:02]
or john i'm sorry john butler is already
[33:06]
at this
[33:08]
that's where his salaries my project
[33:10]
manager's assisting he's working degree
[33:13]
so he hit his uh salary is not being
[33:16]
amended at all
[33:18]
my issue with degree in these folks is
[33:21]
they've been doing this since
[33:22]
i think the reason they put it the
[33:23]
commissioners had to go back to january
[33:25]
first
[33:26]
andy jump in if you can or john murphy
[33:28]
that
[33:29]
um you guys have been john you've been
[33:32]
dealing with it more than i have
[33:33]
that they have been working since
[33:35]
january on this
[33:40]
well i know it's going pretty hot and
[33:41]
heavy right now we're getting the chart
[33:43]
of accounts all
[33:44]
set up and we just had a meeting today
[33:46]
on the general ledger with bree
[33:49]
myself and katie in our office
[33:52]
so they're putting a lot of work on it i
[33:53]
don't remember exactly when they started
[33:56]
but
[33:56]
they're certainly working hard on it now
[34:00]
it was early in the year and i mean
[34:02]
that's kind of the point is i understand
[34:03]
that it's
[34:05]
now is they're doing a lot i mean i
[34:08]
think the thought process that wasn't really
[34:12]
full bore
[34:13]
january 1 a compromise to get
[34:17]
something because i think they're
[34:18]
absolutely going to be working harder
[34:20]
doing extra duties for the rest of this
[34:21]
year and
[34:22]
i fully expect that to be next year as
[34:23]
well
[34:31]
any other comments from council
[34:35]
are we going to discover uh discuss on
[34:37]
the amended resolution or how do we
[34:39]
handle
[34:40]
mr nolan's input
[34:43]
his motion his motion was basically to
[34:46]
start it april 1.
[34:48]
so that's the motion on the floor the
[34:50]
one that's on the floor is april 1.
[34:52]
right the motion in a second on the
[34:54]
floor is to start april 1.
[34:56]
okay understand thank you any other
[34:59]
comments
[35:00]

[35:04]

[35:20]
mr tripple
[35:24]
yes does that by by corey by corey
[35:28]

[35:30]
is that considered an amendment or is
[35:31]
that just a motion on the floor
[35:35]
i he's fine you're fine to move forward
[35:37]
with the vote
[35:40]

[40:20]
ninety five
[40:21]
it's for the salaries for the
[40:23]
investigator and
[40:25]
for the uh director the uh
[40:28]
we're a hub county we're covering saint
[40:30]
joe elkhart
[40:31]
marshall and casiato and as we speak
[40:35]
they're still going out with the virus
[40:38]
rampant they've had 455 cases
[40:43]
in those four counties and sorry to say
[40:45]
there's been 54 deaths
[40:48]
this does not provide any increases for
[40:50]
the investigators
[40:52]
the aps people kept the grant amount as
[40:55]
the same so
[40:56]
we didn't provide any income but it's

for
[41:01]
next year starting july and it's 402

[41:22]
not an increase in pay for any of them
[41:25]
yeah and
[41:26]
we have to decide uh a budget for next
[41:28]
year
[41:29]
this early this year this is a fiscal
[41:32]
grant
[41:33]
it starts uh july first of each year
[41:36]
so it starts this july first yes this is a renewal of the existing grant
[41:42]
that will be effective july 1st
[41:44]
yeah 7 120 yes

okay

[44:05]
areas for appointed officers employees
[44:07]
for all departments of the county
[44:09]
providing a coving 19 hazard pay
[44:11]
increase to the county police department
[44:13]
essential employees we have continued to
[44:14]
provide law enforcement services to our
[44:16]
residents while increasing their risk
[44:18]
contracting the virus petitioner sure
[44:24]
mr kuznetsky committee report please
[44:27]
i'm sorry president morton i don't have
[44:29]
anything with a recommendation on this
[44:32]
bill
[44:37]
it came without recommendation okay all
[44:40]
right thank you petitioner
[44:45]
uh sheriff william redmond offices at
[44:47]
saint joe county jail 401 west sample
[44:50]
street
[44:50]
south bend i'm requesting that each of
[44:52]
our merit officers corrections officers
[44:54]
and medical staff be getting a 15
[44:57]
hazard pay increase for their dedication
[44:59]
and commitment on keeping our community
[45:01]
safe while subjecting themselves and
[45:02]
their families to an
[45:04]
increased risk during covet 19 while
[45:06]
serving our community
[45:08]
our staff must go hands-on with people
[45:10]
daily from conducting safety pat downs
[45:12]
of individuals to transporting
[45:14]
people in our vehicles to performing
[45:16]
medical examinations at the jail
[45:19]
as well as entering homes and businesses
[45:21]
not knowing what's behind those exterior
[45:23]
walls
[45:24]
since the beginning of this pandemic we
[45:26]
have had
[45:28]
62 employees quarantined that is up from
[45:31]
35
[45:33]
that i reported two weeks ago
[45:36]
they have been quarantined at their
[45:38]
homes along with their family members
[45:40]
our nursing staff has treated 65
[45:43]
inmates that is up from 41 from two
[45:47]
weeks ago
[45:48]
with covert 19 symptoms and according to
[45:51]
the national fop
[45:52]
there have been 101 police officer
[45:55]
deaths attributed to covet 19
[45:58]
and that is up from 77 as i reported to
[46:01]
you all
[46:02]
two weeks ago uh with the weather
[46:05]
and the weather getting nicer stay at
[46:08]
home orders being listed
[46:10]
we are seeing a increase in jail
[46:13]
bookings
[46:15]
which we anticipate will continue uh
[46:17]
which will then
[46:18]
cause more isolations of inmates in our
[46:21]
facility
[46:22]
putting our officers and our corrections
[46:25]
staff at risk
[46:27]
we will have to continue as you all know
[46:30]
we had our first
[46:31]
positive covid uh 19 uh
[46:34]
inmate last week who was transfer
[46:37]
transported
[46:38]
due to court order from uh westville
[46:41]
correctional facility to our facility
[46:43]
we anticipate more court orders which
[46:47]
will continue
[46:48]
we will have to transport other
[46:51]
individuals from other facilities
[46:53]
here to our facility which again
[46:55]
increases our
[46:59]
risks for all of our staff
[47:04]
any questions from council for the
[47:08]
sheriff
[47:10]
hearing none i'll open the public
[47:13]
hearing on bill 4320
[47:15]
does anyone wish to speak in favor of
[47:17]
this bill
[47:22]
does anyone wish to speak in opposition
[47:24]
to the bill
[47:26]
i do mr morton jamie o'brien
[47:30]
great sir name and address please put a
[47:33]
record
[47:35]
in 1582 cedar ridge court
[47:38]
granger indiana that's the uh
[47:43]
good deputies and other employees of the
[47:45]
sheriff's department
[47:47]
our experiential traditional rift
[47:50]
sammy
[47:52]
[Music]
[48:26]
move ahead
[48:34]
is there anyone else who wishes to speak
[48:36]
in opposition to this bill
[48:42]
name an address for the record
[49:00]
um i have a great appreciation for
[49:02]
sheriff redna
[49:04]
and for all of his officers and staff
[49:07]
really appreciate the officers up here
[49:10]
in granger
[49:11]
um if this is an issue of fairness
[49:17]
we're all dealing with the extra hazards
[49:19]
or the covered liars
[49:21]
right now um
[49:24]
these officers face greater hazards than
[49:27]
i ever face
[49:28]
knowing that they walk into potentially
[49:31]
a loaded gun behind the door
[49:34]
i think they they are already receiving
[49:37]
hazard pay in their salary
[49:42]
meanwhile all of us that worry about
[49:46]
um exposure to the virus
[49:50]
which i think in the end we're going to
[49:51]
find this a lot less severe than
[49:55]
all of the heights but
[49:58]
at any rate um
[50:01]
all of us face that hazard and we're not
[50:04]
getting the increase in pay
[50:08]
all of the delivery people that keep
[50:10]
bringing stuff to our
[50:12]
doors and and people who bring stuff to
[50:14]
the
[50:15]
supermarkets and people working in all
[50:18]
of these places
[50:20]
are not getting any hazard pay as a
[50:22]
matter of fact
[50:23]
they're lucky if they're getting their
[50:24]
usual pay
[50:27]
they just don't have the advantage of
[50:31]
somebody else's money that that can be
[50:34]
put
[50:35]
toward giving young extra money and of
[50:38]
course government always has
[50:40]
access to the taxpayers money
[50:44]
so in in the interest of fairness i
[50:47]
don't think we should be giving
[50:49]
any
[51:02]
thank you thank you very much
[51:06]
is there anyone else that wishes to
[51:07]
speak in opposition of bill 4320
[51:11]
yes sir versus mike cannon i have a i
[51:15]
just have a clarification in terms of
[51:17]
what you all are voting on
[51:20]
are you voting at the fifteen percent
[51:23]
increase or ten percent or five or a
[51:25]
bonus can you
[51:26]
clarify that for me
[51:33]
we haven't had a motion yet the bill
[51:36]
before us is 15
[51:38]
there is no motion here
[51:42]
is there anyone i wish anyone else that
[51:43]
wishes to speak in opposition to 4320
[51:46]
mr file first first has to do with
[51:49]
procedure
[51:50]
um i thought the council met on this and
[51:53]
i thought the council sent this to
[51:56]
committee without recommendation
[51:59]
i thought then we did i thought
[52:06]
it was it was sent to the full council
[52:08]
without a recommendation
[52:10]
and now it's up for a vote with
[52:13]
amongst the full council but i thought
[52:17]
it went back to a committee uh could have been the
[52:20]
budget
[52:21]
no no no well i thought we did we
[52:25]
definitely said
[52:26]
something without recommendation
[52:29]
we sent it to the full we sent it to the
[52:32]
full council
[52:33]
without a recommendation
[52:36]
i thought the whole council was there
[52:39]
that was that i was at the committee
[52:41]
meeting
[52:45]
i'm surprised because i'm not on a
[52:46]
committee
[52:47]
[Music]
[52:49]
okay uh having said that um
[52:54]
two three things that i would comment
[52:56]
about
[52:58]
uh the first one is yes this has nothing
[53:01]
to do with the safety of the police officers um
[53:06]
if we were by bulletproof vests if we
[53:08]
were to spend this kind of money on the
[53:11]
crisis or include some other things in
[53:13]
the health department
[53:15]
this would improve the uh safety of the
[53:18]
police officers so this has nothing to
[53:20]
do with the safety of the police officer
[53:22]
it is a it is a new way to make more
[53:25]
money
[53:26]
and it may or may not have merit but it
[53:28]
has nothing to do with the safety of the
[53:30]
officers
[53:31]
secondly uh if we go down this path we
[53:35]
cannot just add 157
[53:37]
people across the six hundred thousand
[53:39]
dollars we gotta add
[53:41]
everybody in the nursing home we gotta
[53:43]
add everybody in the health department
[53:45]
we've got to add everybody else who can
[53:48]
make the same case
[53:50]
and that that i think i think i'm
[53:53]
willing to have accounting people
[53:55]
give us the number but i think that
[53:57]
would take this for at least a million
[53:59]
dollars if we apply the same
[54:01]
principle to other people who have to
[54:03]
take
[54:04]
uh regular part of our stuff
[54:08]
what could be complicated
[54:22]
that
[54:36]
for
[55:00]
but i think the public opinion of the
[55:02]
police department and the public
[55:17]
and so for us
[55:46]
go ahead
[55:50]
i'll reference something around six
[55:52]
hundred thousand dollars
[55:54]
and johnny look these calculations are
[55:56]
correct
[55:57]
and sheriff red and his calculations are
[56:00]
correct
[56:01]
they're talking to 323 employees
[56:05]
121 merit officers 21 folks the
[56:08]
courthouse
[56:11]
other staff 179 so when you figure all
[56:14]
the benefits in which is what you asked
[56:16]
us to do
[56:17]
what you're voting on for the police
[56:19]
department
[56:20]
is the total would be 701
[56:24]
564 000 701
[56:28]
564. thank you mr hammond
[56:32]
mr president in other words right in
[56:33]
other words we're asking
[56:39]
new money
[56:42]
did you hear that mr hammond yes uh yes
[56:46]
that is correct 700 000 of no money yes also mr hammond
[56:51]
does that include the people
[56:53]
at the nursing home who uh everybody is
[56:56]
overseas
[57:00]
well no i mean we're not in charge of
[57:04]
nursing homes but
[57:06]
uh to that end the uh john murphy and
[57:09]
steve dalton and i
[57:11]
tried to consider other folks that might
[57:14]
think of themselves as in the line of
[57:16]
fire
[57:16]
if you will and you know the list isn't
[57:20]
exclusive but
[57:22]
there are other people i'm sure that
[57:23]
will come back you mentioned the health
[57:25]
department i can
[57:26]
you've talked about others that might be
[57:28]
coming back and saying well we you
[57:29]
should deserve
[57:30]
hazard phase 2 and john murphy to the
[57:33]
best of his ability
[57:35]
that at uh that could be another 1.7
[57:38]
million dollars
[57:40]
if you say yes 2.7 million
[57:43]
if you say yes to everybody if you come
[57:45]
back and you say yes to the jjc and yes
[57:48]
you are you know to the to the uh health
[57:51]
department that is yes to a pea chef and
[57:53]
yes
[57:54]
but yeah i mean conceivably so you know
[57:57]
that's worst case scenario
[58:01]
mr president
[58:04]
uh hi uh i'm i want to state that i'm
[58:08]
generally in favor of some kind of
[58:10]
hazard compensation
[58:11]
for uh county employees
[58:14]
at most risk however i think
[58:17]
that we need a lot more in-depth
[58:19]
discussion and
[58:20]
uh research into the matter before we
[58:24]
vote on this matter so i would like to
[58:26]
make a motion to send it back to
[58:27]
committee
[58:29]
[Music]
[58:31]
there's a motion on the floor made by ms
[58:33]
hass to send bill number 43-20
[58:37]
back to committee i believe a second was
[58:38]
made by
[58:41]
bobby mr krazinski
[58:45]
so there's a motion on the floor to send
[58:47]
bill 4320 back to committee
[58:49]
made by ms hess and it was seconded by
[58:52]
mr krasinski any further comments on
[58:54]
4320
[58:56]
mr morgan mr katan's right i just want
[58:59]
to
[58:59]
comment i i applaud sheriff redmond for
[59:04]
going out and going up to bad for his
[59:06]
first employees
[59:08]
and i don't dispute that they're not at
[59:11]
more increased risk with this cobit 19
[59:14]
virus
[59:15]
but i do agree with council member pass
[59:18]
and also others who have mentioned that
[59:21]
there probably are other county
[59:22]
employees that are at risk
[59:24]
at varying levels um maybe not as much
[59:27]
as a police officer but at a different
[59:28]
level
[59:28]
but i think i applaud the sheriff for
[59:31]
bringing this to our attention there are
[59:33]
other
[59:34]
municipalities in the state and in the
[59:36]
country that are
[59:37]
considering things such as hazard fee
[59:39]
like this
[59:41]
and um i think if we give it more
[59:43]
thought take it back to committee
[59:45]
i think we probably need to think about
[59:46]
all the other county employees that
[59:48]
are at risk or at an increased risk and
[59:50]
at what degree of risk they're at
[59:52]
and make it an all-inclusive bill if
[59:55]
we're going to do it
[59:56]
if we are actually going to do it let's
[59:57]
make it all inclusive bill that includes
[1:00:00]
all county employees that are at risk
[1:00:03]
and at whatever degree of risk they're
[1:00:05]
at
[1:00:05]
and offer some form of compensation dish
[1:00:08]
those um not just the county police
[1:00:10]
officers but others that are at risk too
[1:00:12]
so
[1:00:12]
i concur with council member kardinsky
[1:00:16]
and council member hassan
[1:00:17]
returned this back to committee for
[1:00:18]
further study but you want the sheriff
[1:00:21]
and his employees to know that
[1:00:22]
this request has not fallen on deaf ears
[1:00:24]
and we're giving it more thought and
[1:00:26]
more consideration
[1:00:28]
any of the comments from council
[1:00:32]
hearing none collectively please take
[1:00:34]
the role
[1:00:37]
this vote is to return 4320 back to
[1:00:39]
committee
[1:00:41]
yeah yes hello
[1:01:08]
yes
[1:01:23]
but the record show that build number
[1:01:24]
4320 the motion to send back
[1:01:28]
to committing past nine to zero
[1:01:31]
[Applause]
[1:01:32]
next is public hearing of public comment
[1:01:34]
on fiscal matters
[1:01:36]
all financial issues were heard and
[1:01:38]
discussed at our april 28
[1:01:41]
2020 committee meeting is there anyone
[1:01:43]
who wishes to speak in favor of any
[1:01:44]
financial issue on tonight's agenda
[1:01:48]
is there anyone who wishes to speak in
[1:01:50]
opposition of any
[1:01:52]
financial issue on tonight's agenda
[1:01:55]
hearing none public comment is now
[1:01:57]
closed clerk will you please read bill
[1:01:59]
number 3720
[1:02:03]
learn that's incorporating and
[1:02:04]
transferring money for the purposes here
[1:02:05]
and specified for the separate
[1:02:07]
apartments getting enlisted at st
[1:02:08]
joseph county government
[1:02:11]
may i have a motion on bill 3720
[1:02:17]
move for passage second
[1:02:22]
a vote to pass 37-20 was made by
[1:02:24]
councilman catanzale
[1:02:25]
seconded by councilwoman hess any
[1:02:27]
further comments from any council member
[1:02:29]
on 3720
[1:02:33]
you right now quickly please take the
[1:02:34]
roll
[1:02:36]
mr krishnansky yes mr nolan yes mr chef
[1:02:44]
mr file hi
[1:02:55]
just to clarify just 175 thousand
[1:02:58]
dollars to lay through us in this bill
[1:03:02]
i think so uh mr floyd i believe it is it is stand by hold up stand by
[1:03:10]
i'm looking here it is it is mark
[1:03:14]
yeah t no
[1:03:18]
you want to vote no on the whole thing
[1:03:20]
or just item t
[1:03:26]
uh no on item t no on the lease of the
[1:03:29]
40 pickups
[1:03:34]
i can make a note of that
[1:03:39]
okay thank you oh miss katanza
[1:03:56]
yes
[1:03:59]
motion carries over all nine to zero
[1:04:02]
except it appears eight to one on item g and on the item which talks
[1:04:07]
about the leases
[1:04:24]
right
[1:04:43]
yes sir okay let the records show that
[1:04:47]
bill number 3720
[1:04:49]
was overall passed by a vote of 9-0
[1:04:52]
except for item t and item e which was
[1:04:55]
8-1
[1:04:59]
thank you that concludes public hearing
[1:05:04]
for this evening next on the agenda is
[1:05:06]
miscellaneous items
[1:05:09]
yes councilman morton yes
[1:05:12]
andy castell um i had a question
[1:05:16]
um during the committee meeting last a
[1:05:18]
couple of weeks ago we had discussed
[1:05:21]
on the possibility of here of having
[1:05:24]
first reading and also taking action
[1:05:26]
on what i believe is bill 4620
[1:05:31]
and kind of modifying the emergency pace
[1:05:35]
functions
[1:05:36]
being used to complicate our facility
[1:05:38]
through the kobe 19 thing as we were
[1:05:40]
beginning
[1:05:41]
county offices and ran back
[1:05:45]
the thought was by multiple attorneys
[1:05:49]
that we take action and we speak that so
[1:05:51]
we can move
[1:05:52]
forward
[1:06:01]
i don't know if you had plans on
[1:06:07]
mr morgan yes i i presume that
[1:06:10]
councilman is referring to the uh
[1:06:12]
ordinance today we got emailed
[1:06:14]
the draft ordinance by peter augustine
[1:06:26]
suspend our rules and have unanimous
[1:06:30]
agreements that we would get willing to
[1:06:32]
do that in order to move that forward is
[1:06:34]
that right
[1:06:35]
yes no that i know what he's asking
[1:06:40]
mr trebow yes
[1:06:46]
so we we would need to have a unanimous
[1:06:48]
vote to suspend the rules
[1:06:51]
that's correct
[1:06:55]
do i hear a motion to suspend the rules
[1:06:57]
to vote this evening on 46
[1:06:59]
20. mr morgan yes
[1:07:03]
did mr triple get a chance to review
[1:07:05]
that ordinance
[1:07:11]
i did it works in concert with the
[1:07:13]
previous two ordinances we passed
[1:07:17]
for purposes of stay-at-home pay
[1:07:19]
emergency pay etc
[1:07:21]
since we have some employees working in
[1:07:23]
the building some at home
[1:07:25]
some remote this is part of the phase
[1:07:27]
back of the employees
[1:07:29]
it is consistent with what we're trying
[1:07:30]
to do
[1:07:35]
i i heard you say you worked on the
[1:07:37]
previous two did you get a chance to
[1:07:38]
review the one that was emailed to us on
[1:07:40]
friday
[1:07:41]
yes are you you're a part of that
[1:07:44]
