[1:14] » Good evening, Mayor and Council. Um, I'd like to call up Officer Jacob Grimes up

[1:18] here. Um, as you all know, uh, we like to recognize our police officers when

[1:23] they, uh, do great things for our community, and this is one of those.

[1:28] Tonight, I'd like to recognize Officer Grimes for a life-saving award. And I'm

[1:32] going to read the memo. I think it, although it's a little cumbersome, it it

[1:35] it says everything. Uh, the Stallings [clears throat] Police Department

[1:38] believes in recognition of officers and their actions and service to the

[1:42] community. In keeping with this belief, the Stallings Police Department

[1:44] recognizes Officer Jacob Grimes for measures taken to save a life that

[1:48] occurred on December 13th, 2025. [snorts] On that date, Grimes responded

[1:54] to Atrium Hospital at 3 about 3:40 in the morning regarding a dog bite. Upon

[1:59] arrival, he found a victim who had been bitten by a dog and subsequently had his

[2:02] arm broken. Um, the victim related to Grimes that his mother had also been

[2:06] bitten, but he had left her at the residence. Um, Officer Grimes made the

[2:11] decision to go to the house to check on this elderly woman. When he got there,

[2:14] he found her uh or he heard an elderly woman uh calling for help from inside

[2:19] the garage. Um, Grimes made entry in the garage and located an elderly female on

[2:24] the floor who'd been bleeding heavily and he realized that her foot had been

[2:27] delved by the dog. Uh recognizing severe blood loss and injury along with the

[2:32] fact that the female victim is sitting in the cold for unknown period of time

[2:35] uh officer Grimes made the immediate decision to transport her to the

[2:38] hospital here in Stallings. Uh due to her injuries, he picked her up and had

[2:42] to carry her to his squad car as time was of the essence and place her inside

[2:46] the car. Upon arrival of the hospital, the female victim was stabilized and

[2:50] later transferred to Charlotte Hospital for potential amputation of her foot. Uh

[2:55] and she is still currently in the hospital. Officer Grimes demonstrated

[2:59] exceptional judgment, professionalism, and dedication to the preservation of

[3:03] life. Had it not been for the decisive actions taken by Officer Grimes, the

[3:06] victim would have succumbed to her injuries due to the continued blood loss

[3:10] and shock. His actions reflect the highest standards of law enforcement

[3:13] service and brings credit himself and the Stallings Police Department. And his

[3:17] actions such as this and his sense of duty that helps continue to make our

[3:20] community a safer place to work and live. So, I ask everybody to uh

[3:24] congratulate him for a job well done. >> [applause]

[7:44] hope to meet him here, bring him into a council meeting and introduce him to the

[8:24] were there two and a half hours or so. Um it was really well done. Jeannie

[8:28] Lindsay, who's a resident of Shannara, put that on and it was a great way to uh

[8:32] share information for folks who were not up to speed on everything that was going

[8:35] on and uh for John and I to help answer some questions and uh get some new

[8:39] questions that we're going to find answers to as well.

[9:35] kind of grow and bond uh for the betterment of the [clears throat] town.

[9:39] Uh the board asked for a couple things. One, didn't want it to go anywhere far

[9:43] and wanted to keep the cost low. Uh if if we could do it for free, that'd be

[9:49] the preference. So, uh, with Chief Franks's help, we're able to secure the,

[9:54] uh, Matthews Police Department's police simulator, training simulator, uh, think

[9:59] like, uh, uh, if a virtual reality video game grew up, got a job, and, uh, it's

[10:06] very impressive, um, training process. So, it'd be a good, I think, bonding

[10:11] experience for y'all to go through that together, and also learn about some of

[10:15] the split decisions our police officers have to make. So, um, is is anyone

[10:20] opposed to that? How does that sound to y'all? Open to it. Okay. If everybody's

[10:24] good with that, then we'll send out some dates and try to get something that

[10:28] works for the most people. Uh, also, one thing you'll notice is uh, one of the

[10:33] initiatives we're trying to make here internally is try really bring up the

[10:38] appearances of our facilities both from a cleanliness standpoint and an

[10:42] appearances. We've had storm water issues out back. You'll notice now

[10:45] there's some enhanced landscaping planning eventually. I would love to do

[10:48] that out front to really set the tone for our citizens and for our developers

[10:52] of the expectations we have here at the town. And also we've tried to expand our

[10:59] um our contractor list of various janitorial janitorial work. So we're

[11:04] going to work on that and hopefully that addresses and brings it up to the

[11:07] standards that we would like. Um so that concludes uh staff's report. Appreciate

[12:51] will adopt the ordinance that extends Stalling's boundaries. We just need to

[12:57] open the public hearing, see if there's anyone here to speak on that, close it,

[13:00] and then council can speak on whether or not you want to annex that parcel into

[13:04] the town. >> All righty. So, I'll open the public

[14:07] residential and more commercial. And when something like this comes along,

[14:14] it it doesn't make any sense to me, especially that it's on Route 74 that,

[14:19] you know, is mainly commercial except for, you know, a couple residents across

[14:25] the street. Um, so I I'm feeling that I'm feeling

[14:31] negative about this project, about the annexation

[14:36] because it it's not going to benefit anybody in the town or the town.

[16:23] now." Um but thinking more about the surrounding area, the difficulty of

[16:28] getting in and out of there. Um and the fact that as Lori said as well, it's

[16:35] more residential than commercial. Um, so it would be an easy thing to say yes to.

[16:40] Um, I think without deep consideration, but thinking about it more, I don't know

[16:44] that it aligns with what we want to do. >> I think that's I'll just say it real

[16:50] quick. I mean, I think that's it is that I mean, you kind of look at our

[16:54] strategic goals and uh I think that's ultimately the problem. We all know here

[17:00] that we're currently out of sync when it comes to a ratio between commercial,

[17:06] industrial, and um residential. And with the limited capacity of sewer on this

[17:15] side of town, uh this this particular project would eat up most of that

[17:19] available sewer or and even the new sewer allocation that potentially is

[17:24] coming to us for the 74 corridor. And I'm just not sure it it aligns best to

[17:30] our goals to use that sewer capacity for a project that of this nature.

[17:39] » There again, we're talking use, not annexation. That's the complicated

[17:42] things. And I assume maybe that's why the developer wanted to or the applicant

[17:46] wanted to do the presentation. [clears throat]

[19:48] owner to the representative the land owner that if the board was not inclined

[19:53] to approve the subsequent action on the CZ that we would be doing a disservice

[19:57] to the land owner in annexation. So for that I would
