[1:01] trustees, and citizens of Sunrise Beach. I would like to first address some

[1:06] comments told to me by by another board member. I will explain how a grant from

[1:11] the Department of Economic Development works. We put out a bid for an engineer.

[1:17] The engineer who was selected by the board was Cochran Engineer. They oversee

[1:23] the CDBG grant we received for paving Beachwood Road. After all the initial

[1:29] design and engineer work was complete, the village clerk placed an ad that

[1:34] Cochran wrote in the newspaper to request bids from companies who wanted

[1:39] to do the paving. Cochran sends out a scope of work to any company that

[1:45] contracted them or contacted them, sorry, for the bid package.

[1:50] Cochran sends out a scope of work to any company that contacted them for the bid

[1:55] package. They sent out 10 packages. On the date of bid opening, which was

[2:01] August 26th, as stated in the ad, the representative from Cochran arrived at

[2:06] city hall. When the clock turned 10:15, I was asked to open the two envelopes

[2:13] that we received. I read the front page of the bid that stated the bid price.

[2:19] Higgins was 616,522

[2:24] and Main Street was 599,567.75.

[2:31] The Cochran representatives said the low bid is Main Street. He then took both

[2:37] bids with him to make sure they filled everything out according to the scope of

[2:40] the job. Neither myself nor anyone I know had anything to do with the bids we

[2:46] received. Both companies have done work in the cities. Higgins won the award for

[2:52] paving Singing Oak, Castle Garden, Odo Drive, Spring Road, and Deer Valley.

[2:57] Main Street was hired by our village manager to pave Pisces and Cliff Drive.

[3:03] Both companies did fine work as far as I know.

[3:07] The next comment given to the board member was about who printed our logo on

[3:11] our shirt. The village purchased 13 shirts through a wholesaler for $15 a

[3:17] piece. My sister charged the village $846

[3:22] a piece to hot press a logo on the shirts. Using her service was the

[3:27] cheapest option for the village. Had we ordered from another printer, we would

[3:32] have paid around $50 a shirt. We went with the lowest price. To my knowledge,

[3:38] we did not break any law by using my sister to hot press the shirts. I'm glad

[3:44] there's a group of residents who pay close attention to the way the village

[3:47] is being run. We do everything possible to be transparent with running the

[3:51] village. Anyone who is paying attention will know that when I was elected in

[3:56] 2023, I cut the chairman's pay in half. My salary for chairman is still 7500 per

[4:03] year. Correct, Miss Clerk. >> Yes.

[4:07] » I work around 30 hours most weeks, so I make about $5.20 an hour. Obviously, I

[4:15] don't do this for the money. The rest of the board receives $50 per

[4:20] meeting. Our goal is, and always has been to make our village a great place

[4:24] to live. Please continue to let the board members know when you have

[4:29] questions about how we run the village. On other business, the grant for

[4:34] Beachwood did not cover the increase in the asphalt because of oil prices. So, I

[4:40] have applied to amend our grant for more funds to cover the additional cost

[4:45] through DED. Um, I don't know how long it's going to

[4:48] take to get that answer. The engineer for our phase 4 water sewer project is

[4:53] hopeful that the construction will begin in the fall. This means hopefully

[4:57] decommissioning or beginning the process of the south plant beginning late 27.

[5:03] The accountant hired to put the budget together will give us a spreadsheet in

[5:08] the next week. So, we will start working on the 2027 budget and hope to have it

[5:14] have a first draft by next meeting. I look forward to sharing that with the

[5:18] citizens. As always, if you want to give your voice or your opinions, please

[8:26] shortages if you have a large project. Um there's a lot that we can do. We have

[8:30] a menu of services um on a contract basis, as needed basis. Um we can help

[8:36] consult uh again coding options are a big one. And I know you're working on

[8:40] some ordinance updates and you know and uh anticipating the possibility of a

[8:45] data center. Um we're working with a couple data centers right now. So we've

[8:49] got some experience with those and happy to talk to you anytime if there's any

[8:55] services that we >> Scott. I think that maybe that would be

[8:59] somebody you would want to have a a more detailed discussion with rather than

[9:05] asking a bunch of questions now. So since he is the zoning official,

[9:46] different staff. Uh, last month we had 149 calls, 1,624 self-initiated

[9:51] activities, issued 63 citations, 79 warnings. Officer Gregory is into the

[9:58] final phase of her FTO. She is now in her own car on her own shift, and this

[10:03] is essentially the probationary six month period. So, she's for all intents

[10:08] and purposes off FTO and doing her thing. Definitely been a very busy month

[10:14] with the heat. So we're glad that's going down. Expecting very busy months

[10:18] continuing with Bikefest, Jeep Fest, YouTube. This was the end of everything,

[10:23] but we still have about a month. There's several different special events

[10:27] with 911 and Bikefest. Other than that, uh grant updates is we

[10:35] were formally awarded the Blue Shield grant. So hopefully in the next month

[10:40] we'll be able to order the stuff from that. And then there's a

[10:44] lo local violent crime prevention grant that opened for 25,000. We've

[10:47] historically received really good funding on it and I'll be applying for

[10:51] it in the next month hopefully to add a couple radios and potentially body.

[12:14] the only thing you can control from our SEA system is turning the pump on and

[12:18] off. And as far as I'm concerned, we'll deactivate that as soon as possible.

[12:21] That being said, you'll see the red bar. Below that,

[12:26] there's a blue bar. So, we've got one that shows the full draw out. Okay, this

[12:32] blue line in the graph is our tower height. So, you can see this steady up

[12:36] and down, right? Fill and drain. Fill and drain. This is what we like to see.

[13:08] » Did they report that to you? I reported the 15,000 gallons I would I requested

[13:14] them to flush that got reported. But as you can see from the graph, I have at

[13:20] least one 2 3 4 5 6 7 8 nine other events in that time period where I have

[13:29] water flowing somewhere with no accountability for it. So they are doing

[13:34] better about reporting. I got a couple more on the SH report that they have

[13:39] with us. Um, it's a challenge we're going to keep working on together. It's

[13:45] not something those guys think about. And credit to Scott, they had a

[13:50] structure fire and we're utilizing the hydrant at deep water. And he told them,

[13:55] call them and tell them that helps. I know where that water loss is going. I

[14:01] can look at it and I can try and calculate exactly what our loss was on

[14:05] that. So that is where that increase has come from.

[14:10] So whenever I'm calculating water loss and see an increase past what I think is

[14:14] acceptable that's significant compared to the previous one. The first thing I

[14:18] do is start looking at our tower and see. One of the other things that did

[14:22] happen is we lost a leg of power off of tower one and Troy and I had to flush

[14:28] over time for that. So just you guys realize what we're trying to chase with

[14:34] these numbers. Um

[14:40] operations wise, we're just trying to make it through the heat. Um had a

[14:45] couple of meters. We've had a program for new connections, couple new

[14:49] connections, um inspections. Nothing too crazy. One thing I did want to note on

[14:54] the metering is the schools meter. I don't know if you guys remember when we

[14:59] were first discussing the need for replacement, I was talking about how

[15:03] let's get this upgraded one. I'm just going to read a little bit more exact.

[15:07] Okay, so just looking for comparison numbers. The school's August 2026 bill

[15:14] was $789. The August 2025 bill was only $187. That

[15:19] meter is paying for itself >> and it will be paid off pretty quickly

[15:25] just by virtue of the fact that it's a well capturing usage I guess I should

[15:30] say. Um, billing wise, we have two accounts that placing utility leans on

[15:38] with during this permission. It's going to total about 3,900 pass due. Um, we

[15:45] also have found a previous it it's an old one. It was an agreed turned off

[15:50] account, no charge water. They decided to go ahead and turn their water back

[15:55] on. So, they got a bill. Our current due is 1,700 and we'll be building a monthly

[16:00] moving forward. So anymore other than that and that's

[16:07] really tidying some housekeeping stuff. Drinking water's been going pretty good.

[16:17] Aaron will be sending out a bill to the first business that's listed for that as

[16:23] that is not the city's responsibility. Um, and I just got her that information.

[16:37] trucks, and a lot of fells. It wasn't liquid enough to actually

[16:43] fix. Um, all right. We came to the pass lift

[16:48] station. We've gotten the electronics repaired only to turn the pump on and

[16:52] find out the flange inside the tank is broke.

[16:56] It's just one thing after the other. So, now wait until we don't cook the person

[17:00] inside of the tank to repair it. We're going to wait for some cooler water.

[17:04] We're going to have to drain it down. Daniel's going to get inside the tank.

[17:07] We're going to fix the flange. We're going to get that thing operational if

[18:21] when we're going to when we're so close to shut. Um, essentially what's

[18:25] happening is I have coupons that are down and I have things that are gravity

[18:28] feeding into the next. It's not ideal. That creates a situation where I cannot

[18:33] shut half of that facility down like I do in the winter time. So, we've just

[18:39] created a bigger problem for ourselves. I have two massive air leaks that I

[18:42] can't repair without a welder. I I need it done. So, um we are meeting

[18:50] with the project I say we I and whoever else may be interested in attending is

[18:55] meeting with the project engineer to clear the final drawing and design. And

[19:01] at that point, we still have to wait for final approval from DNR engineering

[19:05] section. So, we're I would ask maybe about six months

[19:10] behind and that is just killing me, but it is where we are. So, it may reach a

[19:16] point where I'm coming to you guys kind of asking what you want to do in regards

[19:19] to moving forward with it. I would like to throw as little money as possible at

[19:24] it, keep it operational. Obviously, we're not going to discharge unclean

[19:29] water. We're not going to do bad things, but we're going to be picking and

[19:32] choosing what we need in order. And the other conversations I've had with with

[19:37] Troy is where can we cut the the collection system line and push as much

[19:42] as possible to the north plant to alleviate the load on the south plant,

[19:45] which we have done to an extent already. We're just going to try and push a

[19:49] little harder. So, it's not an ideal situation, but

[19:57] things grow, but that one is not a surprise to anybody I think.

[22:00] to get as much um weeding and mowing and all the patchwork as he can. So he's

[24:44] paving. And you know, I know I know we got Beachwood covered, but I mean some

[24:48] of these other streets that we're talking about and I had a conversation

[24:52] with um Troy about this like Flip Lane, that little piece that's I don't know

[24:59] why we didn't do it when we were down there, but there's a piece that we

[25:03] should do and Camden Pass has some really definitely needs. So, those would

[25:08] be the two he's said we should do. um that so there's I've made notes of what

[25:15] he thought we should do. So it's something we need to think about maybe

[25:19] in the budget for next year is going ahead and trying to get some bids do

[25:23] doing a little bit of paving um without going through the big grant process

[25:28] trying to do within capital funds
