[0:41] to make a brief announcement

[0:46] to say publicly and acknowledge
[0:47] that our Deputy director j p
[0:48] Usyk will be leaving the fpc
[0:51] very shortly. This is his last
[0:52] week with the ftc's. He's
[0:55] moving on to bigger and better
[0:57] things. Has had the honor of
[0:58] being appointed a circuit court
[1:00] judge for Milwaukee County.
[1:01] So he'll be joining the
[1:04] judiciary very soon. And I just
[1:05] want to one congratulate him on
[1:09] that. And also acknowledged
[1:11] that this well, it is good for
[1:19] him is a no less than great
[1:26] This is a a loss for the Fpc
[1:27] deputy director Psac has been a
[1:33] a great asset to the fpc both
[1:33] adviser to myself helping to
[1:37] push things forward in terms
[1:38] of constitutional police seen
[1:42] community in problem oriented
[1:44] policing advocating for that
[1:46] educating need to a greater
[1:48] extent on that. He's been
[1:50] fantastic working with the
[1:52] staff and he has done a lot
[1:55] to improve the fire and police
[1:57] commission and push things
[1:58] forward here. That said as good
[2:02] as deputy director that I think
[2:03] I he is. I think he will make
[2:05] an even better judge. She's
[2:07] going to be fantastic both in
[2:08] terms of substantive and
[2:10] procedural justice, a
[2:14] commitment to fairness and
[2:16] equity. And just a top notch
[2:18] keen legal minds. So again,

[2:25] just want to say a couple of
[2:26] words. I know everybody wants
[2:27] to get to that microphone

[2:33] comments. But and first, I just
[2:35] want to think that the ftc
[2:37] staff, those most of those
[2:38] folks are not transparent.
[2:38] He all the they work behind the
[2:41] scenes to support the work that
[2:43] the board does. It's a it's
[2:43] a fairly large full-time staff
[2:48] to about 30 people. They do
[2:50] tremendous work to both
[2:52] oversee, investigate an audit.
[2:54] The public safety departments
[2:56] here in the city and they do
[2:58] really great work in that
[2:59] capacity. They also do the
[3:00] hiring testing in promoting
[3:03] to try to get the best people
[3:04] possible into the public safety
[3:05] departments. And it's sometimes
[3:10] thankless work. It's difficult,
[3:12] but it's been a real honor for
[3:13] me to be the person that's
[3:16] actually primarily what my job
[3:17] is. Ben, in this role is to
[3:21] help support and guide those
[3:23] folks in their work. And I just
[3:24] want to call out that work and
[3:27] thank them for the dedication
[3:27] that they have serving the
[3:29] community of Milwaukee also
[3:31] wanted to thank the
[3:32] commissioners here for the
[3:33] dedication and the work that
[3:34] they do to try to make sure
[3:38] that public safety is honoring
[3:40] the best practices that that
[3:42] we can find a around the
[3:43] country. And finally, I want
[3:48] to thank you all. Thank you for
[3:49] being here. The enthusiasm, the
[3:51] persuasive arguments, the
[3:53] passion that you all bring a
[3:56] every time this forward meats
[3:59] is really needed. And I'm
[4:00] always so happy to see all I'm
[4:06] glad to see such a big turnout

[4:16] enforcement and public safety.
[4:16] It's a really valuable thing
[4:17] for a community to have.

[4:20] perfectly right. And we know
[4:23] that. But it is something and
[4:24] it is important policing in a
[4:27] democracy means being
[4:29] transparent. With the people
[4:32] and it means working with the
[4:33] people. It's too figure out
[4:34] what law enforcement and
[4:36] policing and problem solving
[4:38] looks like. For the citizens of
[4:41] the community. And this board
[4:43] helps tried to. Accomplish that
[4:45] and link the community with the
[4:53] public safety departments to
[4:53] hopefully find ways that the
[4:54] department's can conform their
[4:55] conduct. What? The needs of the
[4:56] people are. So thank you all
[4:59] for being here. This wouldn't
[5:00] work without you. And so this
[5:00] is democracy in action. And
[5:04] it's really beautiful to see.

[6:25] of this, my name isn't on that

[6:44] weekend, we witnessed our own I
[6:47] surge in Milwaukee and
[6:49] throughout the state. This
[6:50] involved in the majority of
[6:51] cases unmarked vehicles
[6:54] surrounding and blocking our
[6:55] neighbors. So they left their
[6:57] homes and on masked and armed
[6:59] ice agents breaking windows
[7:01] and in some cases using a
[7:03] warrant in physical violence
[7:04] against people, including
[7:06] mothers and fathers who were
[7:07] physically mistreated and torn
[7:09] away from their children and
[7:12] loved ones. Our neighbors are
[7:13] not.
[7:16] Criminals, but the actions of
[7:17] ice are criminal. The continued
[7:19] use of excessive force leading
[7:22] to murder, followed the I
[7:24] search in Milwaukee. How can
[7:26] anyone in Milwaukee feel safe
[7:29] that the data mpd collects will
[7:31] be used to protect them when
[7:32] the federal government
[7:32] demonstrate its desire to
[7:33] implement racist policies and
[7:37] the use of violence and claims
[7:38] of immunity when so much of our
[7:40] personal data is being used
[7:41] and exploited for the profit
[7:44] and benefit those who already
[7:46] have immense power, whether in
[7:48] the federal government or
[7:48] private corporations, including
[7:51] the use of facial recognition
[7:52] technology and other
[7:53] digital data identifies.
[7:54] It is my hope that Milwaukee be
[7:56] an example of best practices.
[7:59] We asked you to vote to not
[8:00] when no flock, which would make
[8:03] our city less safe. Thank you.

[8:31] how scared I am. I'm getting
[8:35] more and more scared. I have

[8:37] really particularly dystopian.

[8:55] flock, cancel o'clock contract.
[8:56] We should be disallowing any
[8:56] use of automatic license plate
[8:59] reader software in our city.

[9:09] recent action to it simply
[9:10] limit access to the flock
[9:12] database, restricted to
[9:16] supervisors brings me no
[9:17] comfort and it feels like I do
[9:18] kind of like throwing us a bone
[9:20] to put us off of our goal, but
[9:22] we will not be put off. We will
[9:23] not stop until there are no
[9:26] more cameras in the city.

[9:46] Fire and police commissioners
[9:48] and director time. The judge,
[9:52] Turner's hope that you had a
[9:53] restful AUGUST.
[9:56] The mayor's proposed changes to
[9:57] police officers access to the
[9:57] flock. Surveillance cameras
[9:59] aren't surprising considering
[10:00] the overwhelming public outrage
[10:00] is more and more examples of
[10:02] law enforcement misuse of this
[10:05] mass surveillance tool come out
[10:06] every week. We've seen rampant
[10:07] abuse not only within the
[10:09] Milwaukee Police Department,
[10:09] but even in the I d and in
[10:13] cities across Wisconsin, in
[10:14] the country misuse of flock,
[10:15] surveillance systems is so
[10:16] pervasive. The national
[10:17] investigation was just launched
[10:19] by the U.S. Senate Judiciary
[10:20] Committee.
[10:21] Milwaukee's flock failures have
[10:21] caused national headlines
[10:22] showing it doesn't seem
[10:24] possible to keep this mass
[10:26] surveillance system out of the
[10:26] hands of unethical people who
[10:30] use it to terrorized women.
[10:31] They're sworn to protect the
[10:32] mayor's recent proposal is a
[10:32] last-ditch attempt to convince
[10:33] Milwaukee that the ongoing
[10:34] threat of officer abuse of
[10:36] flock can be fixed with just a
[10:37] few little tweaks. That is
[10:41] nothing wrong with mass
[10:41] surveillance. On top of this
[10:42] national outcry, the city is
[10:44] preparing to hold more than a
[10:44] dozen budget hearings in the
[10:45] next 2 months. The Common
[10:49] Council and the recent letter
[10:50] to the mpd in the Fpc indicated
[10:50] that the police department's
[10:52] continued problems with
[10:53] officers abusing flock must be
[10:54] addressed before takes up the
[10:55] budget. The mayor will soon
[10:56] propose can the mayor and the
[10:59] chief really just have a chat
[11:00] and skip the Fpc and Common
[11:01] Council whose job is to ensure
[11:02] that the department is
[11:04] accountable for the use of its
[11:06] surveillance tools. We can't
[11:08] have public safety without the
[11:08] public. Slight changes in
[11:09] procedure aren't enough to
[11:11] protect the people of Milwaukee
[11:13] from this constant
[11:14] surveillance. Milwaukee needs
[11:14] assurances that mpd and the
[11:15] city will end their contract
[11:18] and data sharing with flock.
[11:18] According to the most recent
[11:22] data from ipv m and the company
[11:22] that makes unknowns flock
[11:24] flock, scans, everyone, not
[11:26] just suspects. That's a quote.
[11:27] Fox on figure of 20 billion
[11:30] monthly reads across more than
[11:31] 5,000 agencies means the
[11:32] average American vehicles red
[11:34] roughly 70 times per month.
[11:37] This mass surveillance tactic
[11:38] is just not acceptable. The
[11:40] mpd and mayor suggested changes
[11:42] will do nothing to mitigate
[11:44] this. Equally troubling is how
[11:45] the mpd escorted review by the
[11:46] public Fpc in the Public Safety
[11:46] Committee by having the
[11:48] purchasing Department of the
[11:51] Department of Administration
[11:51] approve exceptions to bidding
[11:54] and waivers of financial
[11:55] finance and personnel committee
[11:56] approval for single source
[11:57] contracts in an apparent
[11:59] attempt to perpetually purchase
[12:00] new flock equipment and renew
[12:02] their contract with flock over
[12:03] and over again. They do this
[12:06] because there are exceptions
[12:08] to city charter section 16.
[12:09] 0, 5, 0, 2, which covers
[12:09] purchasing and competitive
[12:10] bidding. With contracts to be
[12:13] approved by the Finance and
[12:14] Personnel Committee. It was
[12:14] called to fight to ensure that
[12:15] service agreements abide by
[12:17] public and open competitive
[12:18] selection process is and public
[12:20] scrutiny to ensure money is
[12:21] being spent fairly. However,
[12:24] an agency can file exceptions
[12:25] to bid forms and waivers if the
[12:27] things being purchased for less
[12:29] than $50,000 where they are
[12:30] proprietary approved waivers
[12:32] and exceptions think it folded
[12:33] into a big pile of things that
[12:34] don't necessarily cross the
[12:37] desks of the fpc or public
[12:38] safety. Why? Because the
[12:38] purchasing division of the
[12:40] Department of Administration
[12:41] has been granting these waivers
[12:42] and exceptions according to
[12:46] Section 16. 0, 5, 0, 4, a which
[12:48] allows us so now Rhonda Kelsey
[12:49] over purchasing among others, a
[12:49] deal way have indefinitely
[12:51] extended impede his
[12:52] relationship with flock to
[12:54] these loopholes. This happened
[12:56] multiple times in 2022. 23.
[12:59] 24 25 and it's probably
[13:00] happening again now. I believe
[13:01] the police are being coached to
[13:03] do this by flock. These types
[13:03] of tactics. And there it is.
[13:06] a broadly discussed in flocks
[13:07] guide entitled how to speak to
[13:10] the city council's about public
[13:11] safety technology. We're
[13:11] morbidly instructs police to
[13:14] own the narrative before
[13:15] someone else does. The handbook
[13:17] highlights how flocking police
[13:18] can team up to convince cities
[13:19] to buy and keep its
[13:19] surveillance technology.
[13:22] Even when there is widespread
[13:25] public opposition to it.
[13:26] And let's be real flocks
[13:27] lobbying and government
[13:27] strategy. Teams will fund and
[13:28] world class they have. Brian.

[13:31] communications director for
[13:32] PRESIDENT Trump's 2016
[13:33] transition team. They work with
[13:34] the bgr group, one of the
[13:36] largest and wealthiest on the
[13:37] planet and among others, Kevin
[13:38] Kane, who was YouTube,
[13:39] government affairs director in
[13:40] the public policy director
[13:41] lobbyist for Twitter before
[13:43] that. So imagine how they can
[13:46] advise police to get what they
[13:48] want. And so I ask you, has the
[13:48] mpd again applied for
[13:49] exceptions to bidding and
[13:50] waivers to committee approval
[13:53] for a single source. Contracts
[13:53] like flock, according to the
[13:54] records they do this months in
[13:55] advance, which would put us
[13:57] near the date where they would
[13:58] have asked is this recent
[13:59] announcement from the mayor's
[14:02] office just so much pr to keep
[14:03] the contract? Can the fpc make
[14:04] a recommendation that the
[14:05] police department notified them
[14:06] immediately and publicly when
[14:07] they're going to apply for
[14:09] exceptions to bidding waivers
[14:10] before applying for them so
[14:11] that the civilian oversight
[14:14] body and the body and the me
[14:15] to wear the ftc needs to
[14:17] recommend that the mp the end
[14:18] and not renew a contract with
[14:20] flock or any other automated
[14:22] surveillance like it. How mpd
[14:22] has been doing it seems to
[14:23] circumnavigate the very core of
[14:26] what public oversight is
[14:27] supposed to be. Its yield go
[14:29] daddy. And Mommy says no rooms.
[14:30] The recent letter from the
[14:32] mayor and police about a new
[14:32] guardrails is not binding, not
[14:33] transparent, does not protect
[14:36] us from federal access to all
[14:37] this data and not believable
[14:38] considering how we've seen it
[14:40] exploded everywhere already
[14:41] this easily be used technology
[14:42] and sneaky way. It's been
[14:44] renewed over and over again
[14:46] reaffirms our conviction that
[14:47] Milwaukee was and diction to
[14:48] mass surveillance and not renew
[14:51] the contract with Flock.

[15:16] and advocacy director for the
[15:18] aclu of Wisconsin. And as I
[15:19] described from this chair many
[15:19] times, Milwaukee surveillance
[15:22] infrastructure is a sprawling
[15:24] Penndot to come. In addition
[15:25] to flock to an attack in Axon
[15:27] Alprs mpd serve ails us with
[15:29] cell site simulators, alternate
[15:30] stingrays, gun shot detection,
[15:31] microphones, drones, open
[15:32] source intelligence tools
[15:34] scraping the Internet for
[15:35] personal data in Geo-fencing
[15:36] data including data extracted
[15:38] from the dark Web. Her
[15:39] reporting on a contract and
[15:40] entities community connect
[15:41] integrated public and private
[15:42] surveillance camera network
[15:47] through an axon product called
[15:48] few sus 1200. And 25 life.
[15:50] He cameras blanketing the city
[15:50] that mpd can perform.
[15:53] Ai-powered image recognition
[15:55] searches like woman Maroon
[15:58] jacket with within a particular
[15:58] radius. Stingrays are only
[15:59] supposed to be used with a
[16:03] warrant, but mpd has so key
[16:04] for those. All the other stuff
[16:05] I listed and he deploys without
[16:08] a warrant supported by probable
[16:09] cause. Most of this dystopian
[16:10] technology was acquired as has
[16:11] been mentioned through no-bid
[16:13] sole source contracts that
[16:15] bypassed the Common Council's
[16:16] approval. And it relies on
[16:16] these rubber stamp sign-ups
[16:18] from the apartment
[16:19] administration purchasing
[16:21] division to obtain terrifyingly
[16:22] powerful, integrated artificial
[16:23] intelligence driven
[16:23] surveillance tech without
[16:26] Milwaukee residents knowledge
[16:29] let alone consent if you sis
[16:30] sole source contract, no stop
[16:31] open source intelligence, no
[16:34] stop stingrays. Sole source
[16:34] contract, no stop. And then we
[16:37] have flock, sole source
[16:38] contract.
[16:39] It's interesting to see the
[16:41] mayor take action now. That
[16:43] Flock is a political liability
[16:44] last year when it came to light
[16:45] that mpd use facial recognition
[16:47] technology for at least 5 years
[16:48] in secret without a policy in
[16:50] place. The mayor said he was
[16:52] supportive of thoughtful
[16:54] application of effort. He by
[16:56] mpd in FEBRUARY when former
[16:58] mpd officer host, we made
[16:59] national headlines for
[16:59] searching Flock 129 times.
[17:03] The stock is partner and her ex
[17:03] crickets from the mayor on
[17:04] March 5th, this room was packed
[17:06] with people tested and
[17:07] testifying against Flock on
[17:08] MARCH. 11th for members of the
[17:10] Common Council sent a letter
[17:11] to the ftc with urgent concerns
[17:12] regarding Flock. Another
[17:14] surveillance second, Milwaukee
[17:16] in JULY when criminal charges
[17:17] were filed against mpd,
[17:17] internal affairs detective
[17:20] tried to Chapman for allegedly
[17:21] using flock to track to
[17:22] people's locations. The mayor
[17:23] said he still supports the use
[17:24] of flock and quote, we should
[17:25] embrace technology and policing
[17:28] when it's done the right way.
[17:30] In Wisconsin since DECEMBER.
[17:32] Appleton, Ashland, should tech
[17:34] Dane County Fitchburg Grand
[17:36] Chute, Kenosha, Kaukauna, uw
[17:37] Madison Police. Mcfarland
[17:39] Marinette nationally Scott
[17:41] Sheboygan, Stout and student
[17:44] Sturgeon Bay Verona and Racine
[17:45] have either canceled or not.
[17:46] Renewed flock contracts begged
[17:47] cameras are taking steps
[17:49] towards canceling a contract
[17:51] news that broke when we were
[17:52] just waiting in the hallway
[17:53] about why Sheboygan abruptly
[17:54] bagged their cameras and are
[17:56] working to cancel the contract
[17:57] earlier this summer, a flock
[17:59] sales rep reached out to
[18:01] Sheboygan. Is engineering
[18:03] department offering to sell the
[18:04] city 5 years worth of data on
[18:05] traffic speeds and movements
[18:09] captured by these flock cameras
[18:10] in the city of Sheboygan, which
[18:11] was news to Sheboygan. The
[18:15] flock was even collecting any
[18:16] of that data for years on
[18:17] AUGUST. 25th 12 of the 15
[18:17] members of the Milwaukee Common
[18:18] Council sent a letter to mpd
[18:21] and the Fpc about flock with
[18:24] a request for data. And there's
[18:25] some very specific reforms on
[18:26] AUGUST. 28th Texas Governor
[18:27] Greg Abbott announced he was
[18:29] blocking state agencies from
[18:31] spending money on flock cameras
[18:32] on AUGUST 31st. Florida
[18:33] Governor Ron DeSantis ordered
[18:37] the state dot to revoke alpr
[18:38] permits on
[18:39] state roads then on AUGUST
[18:40] 31st. Mayor Johnson issued a
[18:42] press release about changes
[18:45] and how mpd uses flock. Nothing
[18:47] codified and stop. It's Common
[18:47] Council Finance Chair Dimitri
[18:48] much told urban Milwaukee she
[18:51] doesn't, quote, legislate by a
[18:52] letter.
[18:53] Chief Norman told the press
[18:55] that he still a little confused
[18:56] about why I said mpd needs to
[18:56] get a warrant supported by
[19:00] probable cause for Al pr use,
[19:00] end quote, How a warrant would
[19:03] address a real-time situation.
[19:04] The vehicle's movements
[19:04] learning in regard to that this
[19:08] is all a public space end
[19:10] quote. I'm a little Chief
[19:12] Norman, thanks from a 4th
[19:13] Amendment perspective. The mp's
[19:13] dragnet collection of likely
[19:16] millions of images of vehicles
[19:18] and plates of people driving to
[19:18] work to church, to protests, to
[19:19] events, to medical
[19:23] appointments, to union meetings
[19:24] in this city, their store by a
[19:25] multi-billion dollar company.
[19:26] For ai ai powered searches and
[19:27] predictive analytics. It's no
[19:28] different than an officer
[19:31] standing on the corner, writing
[19:31] down plate numbers. The Fpc,
[19:33] the Common Council, the mayor
[19:36] and mpd. Please get rid of this
[19:39] dangerous contract and also
[19:39] begging you for very basic
[19:41] transparency and democracy in
[19:41] the policymaking process
[19:44] surrounding all surveillance
[19:45] tech acquisition, a commitment
[19:46] that ultimately ensures our
[19:47] community's future remains
[19:50] rooted in the consent of the
[19:53] governed. Thank you.

[28:58] fox Safety and other automated
[28:58] license plate readers
[28:59] surveillance systems in
[29:00] Milwaukee. This is not an
[29:01] argument against public safety.
[29:02] It is an argument for public
[29:06] safety that remain accountable
[29:08] to the public. Milwaukee has
[29:08] already experienced serious
[29:10] concerns regarding the use and
[29:12] potential misuse of flock
[29:13] technology. In MARCH, members
[29:16] of the Common Council warned
[29:19] the Fpc that an officer alleged
[29:20] misuse of the technology for
[29:21] stalking system, systemic
[29:24] oversight problem, not merely
[29:25] an isolated failure. They
[29:28] specifically raised concerns
[29:29] about tracking movement
[29:31] patterns, sensitive location,
[29:33] information, inadequate or
[29:34] editing and the potential
[29:35] impact on survivors of the best
[29:35] domestic violence, journalist,
[29:37] advocates or ordinary
[29:41] residents. Daschle make a stop
[29:43] and think if a technology can
[29:43] create a searchable record
[29:46] where people travel, who they
[29:47] associate with, where they
[29:47] worship, where they seek
[29:49] medical care, where they work,
[29:50] where they protest, where they
[29:52] organize and where they spend
[29:53] their private lives. Then we
[29:55] are no longer talking about an
[29:56] ordinary camera. We are talking
[29:57] about a system capable of
[30:00] creating a digital map of human
[30:02] movement.

[30:06] the question is not simply
[30:09] can't it help solve crimes?
[30:11] The question must also be who
[30:13] conservative, who can share it?
[30:15] How long does it exist? Who has
[30:18] what happens when the system
[30:19] is wrong? Artificial
[30:21] intelligence cannot replace
[30:23] human intelligence. We are
[30:24] entering an era where
[30:27] artificial intelligence is
[30:27] increasingly being used to
[30:28] interpret human activity.
[30:30] But artificial intelligence
[30:30] does not possess human
[30:34] conscious. It does not possess
[30:35] natural wisdom. It does not
[30:37] understand human dignity.
[30:38] It does not understand the
[30:40] circumstances of a person's
[30:40] life and it cannot
[30:44] independently determine what is
[30:45] morally just technology can
[30:47] identify a vehicle. It cannot
[30:49] determine a person's character.
[30:50] Technology can identify a
[30:52] pattern. It cannot determine
[30:54] whether that pattern is
[30:55] innocent. Technology can
[30:56] generate an alert. It cannot
[30:58] carry the more responsibility
[30:59] for what happens after that
[31:00] alert. That responsibility
[31:04] belongs to human beings and
[31:06] government power. We should
[31:07] never allow technology
[31:09] capability to become the
[31:10] justification for government
[31:12] authority. The fact that
[31:13] government can collect
[31:13] information does not
[31:18] automatically mean government
[31:19] Safety must include the
[31:21] flock an assist law enforcement
[31:22] in locating stolen vehicles,
[31:26] missing people as suspects and
[31:26] serious crimes. Even Mayor
[31:27] Johnson has point is the second
[31:31] says and wished the technology
[31:33] has assist investigations but
[31:35] cannot be the only measurement.
[31:38] A government program must also
[31:41] be evaluated by necessity.
[31:42] Proportionality, accuracy,
[31:42] accountability, transparency,
[31:44] constitutional compatibility
[31:46] and its effect on innocent
[31:47] people. We cannot create a
[31:48] system where everyone because
[31:49] part of a permanent
[31:52] surveillance infrastructure
[31:53] simply because some people
[31:54] commit crimes, the nsa should
[31:55] not have to surrender their
[31:57] privacy as the price of living
[32:02] in a supposedly free society.
[32:02] Right? Should not depend upon
[32:03] government convenience. Our at
[32:05] tradition recognizes
[32:07] protections against
[32:07] unreasonable government
[32:08] searches and seizures. The 4th
[32:09] Amendment is not a
[32:12] technological document. It is
[32:14] a principle it exists because
[32:16] government power must have
[32:17] boundaries. And Wisconsin's
[32:17] all constitution the clear that
[32:20] people have the right to be
[32:21] secure in their persons.
[32:22] Houses had papers and effects
[32:25] against unreasonable searches
[32:26] and seizures as technology
[32:27] changes the principle
[32:30] protecting human being should
[32:30] not become weaker. If anything,
[32:32] increasingly powerful
[32:35] technology requires a stronger,

[32:39] because surveillance technology
[32:44] has become more sophisticated
[32:44] natural law and common law

[32:50] something beyond statutes and
[32:51] policies. What is right before

[32:54] intelligence, algorithms
[32:58] contracts and surveillance pro
[32:58] you are a time. So if you could
[33:01] briefly conclude that formed
[33:04] human beings exist, it human
[33:04] dignity, existing privacy,

[33:08] their one community without
[33:09] being treated as a perpetual
[33:10] suspect existing the moral
[33:11] principle that government
[33:14] exists to serve the people not
[33:15] to make the people subject of a
[33:15] limited governmental
[33:16] observation. Existing law
[33:17] should be an instrument of
[33:19] justice. Technology should be
[33:24] an instrument of human where
[33:25] fair, neither should become in
[33:26] issue that cannot be measure
[33:29] simply by Costa to stick.
[33:29] Trust where residents believe
[33:31] that their movements can be
[33:31] tracked and search without
[33:34] their knowledge confidence in
[33:35] government. This creases when

[34:34] safeguards are not being
[34:37] developed and if the safeguards
[34:38] are still being developed,
[34:39] perhaps the civilian system
[34:39] should not continue operating,

[34:45] Meryl restrictions are not the
[34:47] same as public Cox in consent.

[34:50] doesn't have not propose
[34:51] significant restrictions on
[34:53] flock use, including limiting

[34:59] an independent audit.
[35:01] Appreciate the movement toward
[35:02] greater com belief. But my
[35:03] concern is larger than the

[35:04] whether Milwaukee should
[35:07] maintain a civilian
[35:10] infrastructure at all and
[35:11] before entering another
[35:11] contract are continuing as the
[35:12] front Savannah's program that
[35:14] people should have meaningful
[35:15] participation in that decision.
[35:17] A private company should not
[35:18] determine about is a public
[35:19] surveillance. A police
[35:20] department should not be the
[35:23] only institution that term and
[35:24] surveillance and government
[35:27] should not act the public to
[35:30] trust a system simply because
[35:32] government promises oversee
[35:33] self trust requires
[35:34] verification. Cancel the
[35:36] contract, then have the public
[35:37] conference. A conversation.
[35:38] The city already has a
[35:39] documented history of debate
[35:41] over to flock contract. And
[35:41] this renew the contract.
[35:42] The current contract is
[35:45] therefore an opportunity to
[35:46] establish a new principal
[35:46] public safety technology should
[35:49] require public accountability
[35:51] before public deployment.
[35:53] I'm asking the fire Chief Fire
[35:54] Police commission and more can
[35:57] come a costly and the CDs flock
[35:59] safety contract and discontinue
[36:01] fought alpr surveillance,
[36:01] reject the assumption that
[36:02] replace and wants a vote on

[36:07] underlying problem, evaluate

[36:31] the roads or misuse protect
[36:33] vulnerable populations,
[36:34] including survivors of domestic
[36:35] violence activists, Donovan
[36:36] journalist imprisoned people
[36:39] exercise their constitutional
[36:40] rights require a demonstration
[36:42] that the technologies necessary
[36:43] and proportionate before
[36:43] government collect information
[36:46] about people who are not
[36:47] suspected of rep
[36:49] wrong door. Prioritize human
[36:50] intelligence community
[36:52] relationship restored to
[36:54] approaches and traditional
[36:54] investigative methods over
[36:57] indiscriminate technological
[36:59] collection. Whenever those
[36:59] methods can accomplish the
[37:01] legitimate public safety
[37:02] objective. The question before
[37:04] us, ultimately, this is not
[37:06] about whether Flock is a good
[37:08] company, is not even primary
[37:09] about whether flock cameras
[37:11] sometimes help Ollie's. The
[37:13] question is what kind of
[37:13] society are we building are
[37:14] rebuild the community for
[37:16] government work with the
[37:18] people. Where are we build a
[37:18] few minutes where the people
[37:19] most commonly prove that they
[37:20] are innocent while government
[37:23] continuously collects
[37:24] information about them. Are we
[37:25] using artificial intelligence
[37:27] to enhance human judgment or
[37:29] are we gradually allow
[37:30] technology replace? Just me.
[37:33] Are we creating safety through
[37:34] traffic or recreate complies?
[37:35] Do surveillance? I believe
[37:36] Milwaukee can do better.
[37:37] We can create a model public
[37:39] safety and uses intelligence
[37:42] without sacrificing with them.

[37:44] humanity. Accountability

[37:48] Without sacrificing being the
[37:51] tea public safety and human

[47:44] federal government? Who was a
[47:45] share with it? Fusion controls,
[47:46] access to flock cameras and
[47:47] a fusion center is literally an
[47:49] agreement based on data sharing
[47:51] with the federal government.
[47:51] How can we ever know or monitor
[47:55] they share data with them in
[47:56] their back door meetings, the
[47:57] High Intensity Drug Task Force
[47:58] Agency also has a data sharing
[48:00] agreement with the federal
[48:01] government. If we can't trust
[48:03] the police not to stock their
[48:03] go, France under the threat
[48:06] of a rest, how can we trust
[48:07] them to protect our data?
[48:08] The mayor did not report
[48:09] consulting with the community
[48:11] at all. Only law enforcement.

[48:20] serve seems to be in name only.

[49:05] Sussex was tracked by Flock
[49:07] cameras after following a
[49:07] lawsuit against the sheriff's
[49:09] department for arresting him
[49:10] for exercising his First
[49:11] Amendment right. Law
[49:13] enforcement is using flock to
[49:14] actively retaliate against
[49:15] citizens for expressing their
[49:19] First Amendment rights and not
[49:19] even serving this country.
[49:21] Has the United States armed
[49:22] forces veteran can save you
[49:25] from over police and the police
[49:26] claim to want to improve
[49:28] community police relations.
[49:29] But they are dead set on spying
[49:30] on Milwaukee residents and then
[49:30] ignoring the community when

[49:35] their right to privacy. This
[49:36] directly contradicts the stated
[49:37] aim, considered the
[49:38] psychological effects of mass
[49:40] surveillance with flock as a
[49:41] major tool in the Arsenal.

[49:47] surveillance causes heightened
[49:48] anxiety, self-censorship loss
[49:49] of control, hypervigilance
[49:52] paranoia. Mass surveillance can
[49:54] also exacerbate existing mental
[49:55] health issues. That being said
[49:57] policy needs to be data driven
[49:59] and data certainly shows that
[50:00] flock cameras are bad. Fox

[50:03] and police commission to work
[50:04] with the Common Council and the
[50:06] mayor to end the contract with
[50:07] Flock is not using all of their
[50:08] automated license plate,
[50:10] reading technology outside of

[51:23] Here's a list of all the misuse
[51:25] of flock Quitman across the
[51:27] state of Wisconsin and no
[51:28] particular order. I-94 was shut
[51:31] down. And Amber new well was
[51:33] pulled over at gunpoint with
[51:34] their daughter in the car
[51:35] because Milwaukee police failed
[51:36] to remove a wanted vehicle
[51:39] alert from the system after it
[51:41] already been investigated.
[51:42] She has since lost 2 jobs from
[51:42] this incident and her and her
[51:45] daughter have been left
[51:46] traumatized.
[51:47] In Milwaukee. 2 separate
[51:49] officers have been accused of
[51:52] misusing technology in order to
[51:53] break the law in JULY. Criminal
[51:56] charges were filed against a
[51:57] mpd internal affairs Detective
[51:58] Chapman who allegedly used
[52:00] blocks a lower p technology
[52:01] system to track to individuals,
[52:04] locations, a total of 20 times
[52:05] over the course of one year
[52:05] arrange a slate. This internal
[52:09] affairs detective was entrusted
[52:12] with investigating. Another
[52:13] officer was Allah for using
[52:16] flock to stock a romantic
[52:16] partner and his ex nearly 200
[52:17] times. And now a 3rd invest
[52:20] officers being investigated.
[52:23] And then Sean officer gets jail
[52:25] probation for misusing flock
[52:27] camera system. According to a
[52:28] Washington Post, Mensch Officer
[52:29] Christian Morales use flock to
[52:30] check whether his then
[52:31] girlfriend had gone to a clinic
[52:33] to seek the potential
[52:34] termination of pregnancy.
[52:36] According to an affidavit from
[52:37] an investigating officer with
[52:38] another police department
[52:41] seeking to subpoena flock for
[52:44] records requests and Waukesha,
[52:45] U.S. Navy veteran Napoleon
[52:46] Jones who is here tonight was
[52:47] searched a fog over 100 times
[52:50] after he lawfully recorded a
[52:51] traffic stop. He served his
[52:51] country and now he is being
[52:54] surveilled in his own country.

[53:03] County deputy faces 2 felony
[53:04] counts after prosecutors said
[53:04] he misused truck network to
[53:07] track his then girlfriend while

[54:17] risk manager admitted that they
[54:19] did not have the necessary
[54:20] guardrails in place after 2
[54:21] Milwaukee police officers were
[54:23] charged with misuse of
[54:24] technology. And now mpd has put
[54:25] a considerable amount of time
[54:26] and resources into developing
[54:30] a new audit process to identify
[54:31] and says of Waukee a officers
[54:32] using flock for inappropriate
[54:33] reasons like stalking romantic
[54:34] partners. I can appreciate the
[54:37] steps being taken now. But if
[54:37] you asked me a 25 year-old
[54:41] woman, if I was surprised this
[54:44] happened, I would tell you this
[54:45] was bound to happen. What?
[54:47] But those scenarios are also
[54:48] not the totality of the danger
[54:49] posed by flock that need to
[54:52] be audited. What is the process
[54:53] for auditing out of date or run
[54:55] us information like the case of
[54:57] Amber Newell who and I cannot
[54:58] say this enough was put in a
[55:00] dangerous situation at gunpoint
[55:01] with her daughter in the car
[55:02] because of a lack of data
[55:05] integrity within the Milwaukee
[55:07] Police Department, Colorado
[55:08] police officer was wrongly
[55:10] accused of wrongly accused a
[55:11] woman of theft based on a false
[55:14] flock hit. An Arkansas woman or
[55:14] child were held at gunpoint.
[55:15] Sounds familiar lrp cameras
[55:18] wrongly flick, their car
[55:20] stolen.
[55:22] On JULY 11, the Los Angeles
[55:22] Police Department, the 3rd
[55:24] largest police force in the
[55:26] U.S. Allowed its contract with
[55:26] flock to expire and the la pd
[55:28] deactivated all their flock
[55:29] cameras. The decision followed
[55:31] an internal audit by lapd and
[55:34] journalist Inspector general
[55:36] which found that lapd and
[55:37] investigated 161 car owners
[55:37] whose vehicles were wrongly
[55:41] identified as stolen by Flock.
[55:44] A study close to 1500 flock
[55:45] cameras report in Roseville,
[55:46] California found that the
[55:47] cameras failed to detect
[55:50] license plate. 71 1% of the
[55:52] time.
[55:53] What we're trying to build with
[55:54] this is additional safeguards.
[55:55] Additional guardrails to show
[55:56] accountability to the public
[55:59] said James Lewis amputees risk
[56:01] manager.
[56:02] That framework already exists.
[56:03] We've been telling you exist.
[56:04] It's been caught. See, cops is
[56:06] called community control over
[56:07] police surveillance. In
[56:09] addition to ending the standard
[56:10] spot contract at the bare
[56:11] minimum, a framework is needed
[56:13] for Milwaukee residents and the
[56:14] Common Council to have the
[56:16] ability to approve an audit
[56:18] existing or proposed
[56:19] surveillance tools. That's the
[56:20] accountability who are in a
[56:22] sense have been asking for.

[56:49] and I've been a city of
[56:53] Milwaukee resident for 15 years
[56:55] and also pretty active in the
[56:56] district 3, but the Aldermanic
[56:59] district 3 has a neighborhood
[57:00] leader and I try to attend all
[57:01] the town Try to take the
[57:03] minutes for the aldermen as
[57:04] well. There's been so many
[57:07] important comments given
[57:08] tonight by the public. And I
[57:09] think sometimes we all think
[57:10] like our voice does not matter.
[57:13] But I think the collective
[57:14] voice of all of us together
[57:15] does is important. And we
[57:18] should all try to overcome our
[57:19] own fears and anxieties of
[57:21] speaking up. These are however
[57:21] intimidating. It MAY feel
[57:24] because it is important for all
[57:25] of us to speak.
[57:28] Automatic license plate readers
[57:29] are being used to track our
[57:30] movements, Spider Communities
[57:31] and compile detailed databases
[57:35] on everywhere. We travel and
[57:36] our vehicles. I'm not an expert
[57:39] on these things. And I've been
[57:41] learning a lot more as we go.
[57:44] But that data doesn't just stay
[57:44] in one place. It's being shared
[57:48] directly and indirectly with
[57:50] other agencies. Whether or not
[57:51] we're told it's not being
[57:51] shared it. The infrastructure
[57:55] is there for it to be shared
[57:55] and we don't really have like
[57:56] people have been saying the
[57:57] guardrails to tell where and
[58:01] what that information is being
[58:02] used for. It's also been abused
[58:05] and misused as we just heard
[58:08] all of the examples. Also them
[58:10] one of the biggest concerns for
[58:11] me is that the mpd has been
[58:16] quietly entering these no-bid
[58:17] contracts as I believe, Amelia
[58:19] was sharing more of the
[58:20] intricacies of that, but
[58:20] bypassing the Common Council's
[58:23] approval and not having the
[58:26] community give there their
[58:28] input. Not to mention all of
[58:28] the amount of money being spent
[58:31] on all of these surveillance
[58:33] technology contracts. I think
[58:33] we hear a lot that the mpd is
[58:36] frequently complaining of not
[58:39] having enough money. I was
[58:40] recently at
[58:40] the East Side Public Safety
[58:44] Town hall. I believe you were
[58:45] there as well. I'm hearing a
[58:47] lot about how more money for
[58:48] hiring and things like that
[58:50] and the millions of dollars
[58:51] being spent on this that the
[58:54] public does not want. I feel
[58:55] like there's money there.
[58:56] So the commission, this
[58:57] commission and the Common
[58:58] Council and the mayor have the
[59:00] power to help protect us from
[59:01] this extreme level of
[59:07] surveillance in violation of
[59:08] our rights. The asa aclu has
[59:08] regulations recommended some
[59:12] just going to read those as
[59:14] I agree with them. So we need
[59:17] the eu and the entire city to
[59:19] create the strict regulations
[59:19] of limiting data retention to
[59:22] hours or days, not weeks or a
[59:22] month or more. Obviously the
[59:26] main goal would be to get rid
[59:29] of this in general. But also
[59:30] limiting data sharing by
[59:30] sharing by prohibiting local
[59:33] law enforcement from providing
[59:37] access to any other government
[59:38] entity limiting usage to felony
[59:40] investigations, missing persons
[59:41] cases identifying unregistered
[59:42] uninsured vehicles and certain
[59:46] limited not enforcement
[59:47] scenarios.
[59:48] That situation on the highway
[59:51] with the woman. Brookfield is
[59:53] just terrifying. And I know
[59:54] people of color are fearful
[59:58] all the time of being pulled
[59:59] over. But that was just so
[59:59] extreme. I think it all made us
[1:00:03] feel something when we saw
[1:00:04] that. And like they were saying
[1:00:05] like you don't really think
[1:00:09] of the after effects losing
[1:00:11] your job. I actually was a
[1:00:12] special ed teacher and a
[1:00:13] vocational councilor Dai work
[1:00:15] with people trying to return to
[1:00:17] work after traumatic incidents
[1:00:18] and there's more to it than
[1:00:19] just like, oops, we made a
[1:00:20] mistake. Sorry, like this is
[1:00:24] actually people's lives that
[1:00:25] we are impacting and then
[1:00:26] requiring annual usage
[1:00:29] reporting and placing limits on
[1:00:32] the availability of these
[1:00:33] surveillance technologies.

[1:01:39] city's contract with flock.
[1:01:41] What flocking other automatic
[1:01:41] license plate readers while the
[1:01:44] reforms announced by the city
[1:01:45] are step in the right
[1:01:47] direction, pr companies like
[1:01:48] flocks our communities and
[1:01:50] violate the privacy of everyday
[1:01:52] citizens. We haven't members.
[1:01:53] We've seen members of the
[1:01:53] police misuse this technology
[1:01:57] by Stocking x's and romantic
[1:01:58] partners. Flock cameras have
[1:02:00] been used to track protesters
[1:02:01] and terrorize immigrant
[1:02:02] communities, automatic license
[1:02:04] plate readers can track and
[1:02:05] monitor every detail and
[1:02:06] movements of a person's life
[1:02:08] such as whether they are
[1:02:08] attending a house of worship
[1:02:09] where they buy groceries.
[1:02:12] And if they are attending a
[1:02:13] protest.
[1:02:16] The use of flock cameras poses
[1:02:16] serious risks to immigrant and
[1:02:17] other marginalized communities
[1:02:18] who historically been victims
[1:02:21] of warrantless surveillance
[1:02:21] justified in Islamophobia.
[1:02:22] And the notion that particular
[1:02:25] communities constitute a threat
[1:02:26] more than others.
[1:02:27] Law enforcement should not be
[1:02:28] able to search for a location
[1:02:30] information without first
[1:02:32] obtaining a warrant. The usage
[1:02:32] of flock cameras is
[1:02:35] particularly concerning at this
[1:02:35] moment in time were anti Muslim
[1:02:38] rhetoric is at an all-time
[1:02:39] high.
[1:02:40] Putting the Muslim community at
[1:02:41] an increased risk of misuse of
[1:02:42] surveillance technology by any
[1:02:46] bad actors in law enforcement.
[1:02:47] Danczuk power that block
[1:02:49] technology gives to the
[1:02:49] government poses a serious
[1:02:51] threat to our communities,
[1:02:52] privacy and freedom of

[1:10:57] of her civil rights and a
[1:10:59] national disgrace. They make me

[1:11:00] what flocks representatives
[1:11:03] are paid to say, they make all
[1:11:03] of us less safe, the database
[1:11:04] that they build on us creates
[1:11:06] vulnerability where none would
[1:11:10] otherwise exist. And it's a
[1:11:10] public safety issue. I'm here
[1:11:11] to demand that the city of
[1:11:15] Milwaukee canceled its contract
[1:11:15] with Flock. And that no
[1:11:16] replacement contracts are made
[1:11:17] with another lp provider like
[1:11:18] Axon to install virtually the
[1:11:21] same kinds of products in
[1:11:23] flocks absence.
[1:11:25] The power to watching collect
[1:11:25] information on every single
[1:11:26] person. 24 hours a day is not
[1:11:28] something that can merely be
[1:11:29] mitigated with better
[1:11:30] guardrails. This power simply
[1:11:31] shouldn't exist. Not a single
[1:11:35] person can be trusted with it.
[1:11:36] If you don't agree with me, if
[1:11:36] you're one of the people who
[1:11:37] shrugs off violations of the
[1:11:40] 4th Amendment by saying that
[1:11:41] you have nothing to hide
[1:11:41] tonight, challenge you to
[1:11:42] invite the chief of police in
[1:11:45] your home tonight and look

[1:12:13] know how this technology gets

[1:12:15] the very people responsible for
[1:12:16] investigating that abuse aren't

[1:12:33] authoritarian state like Russia

[1:19:44] with a positive. One was I
[1:19:46] believe his name was Officer
[1:19:50] Wilkerson, Wilkins Wilkerson
[1:19:51] members partner's name and
[1:19:52] maybe save my life in a
[1:19:53] domestic violence situation.
[1:19:55] Any advice be going forward and
[1:19:57] the device was excellent.
[1:19:58] I wish I could have run into
[1:19:58] Lincoln someday, but I did
[1:20:01] write a letter to his
[1:20:01] supervisor back then. And then
[1:20:02] on the other hand, I have
[1:20:05] worked with let's just call
[1:20:07] him officer putts to the
[1:20:08] schools and there was a serious
[1:20:09] incident that I have to be
[1:20:11] involved with. And and somebody
[1:20:13] was injured to the point of
[1:20:16] surgery and the little guy,
[1:20:19] his family took Waukee Police
[1:20:19] Department to court.
[1:20:20] So it was called to testify.
[1:20:23] People had their attorneys is
[1:20:25] very stressful.
[1:20:26] And then the parent told me,
[1:20:29] Oh, it's all good. We don't
[1:20:29] have to go forward. Milwaukee
[1:20:30] Police Department said they're
[1:20:31] going to cut us a check.
[1:20:33] We don't have to go through the
[1:20:33] court process and it was a lie.
[1:20:36] So they had to start it all
[1:20:37] up again because there was
[1:20:37] never a check sent to them for
[1:20:41] the child's injuries. And so.
[1:20:43] The trust factor that I have is
[1:20:47] a mixed bag. You know, I I feel
[1:20:48] police officers and other
[1:20:51] situations on the summerfest,
[1:20:57] security and a couple the rules
[1:20:57] There's just a trust trust
[1:21:00] issue. And it's based on facts
[1:21:03] that I've lived in my life.

[1:21:04] have enough officer Wilkerson's
[1:21:07] to make it safe for us to have.

[1:21:55] and I never really speak at
[1:21:58] them. But I feel compelled to
[1:22:00] this time just because this
[1:22:05] has been. An ongoing issue for
[1:22:06] some time now. This is I don't
[1:22:06] even know what meeting this is,
[1:22:16] Rick, that we've discussed
[1:22:16] There is a story that has been
[1:22:19] mentioned a couple times
[1:22:26] tonight, but I'd like to really
[1:22:30] nature of it just over a week
[1:22:31] ago, a traffic stop was
[1:22:32] initiated, stopping all traffic
[1:22:33] on. I-94 where woman and her
[1:22:37] passenger were held at gunpoint
[1:22:38] by Brookfield Police and
[1:22:39] falsely arrested due to their
[1:22:41] license plate being linked to a
[1:22:42] homicide within the flock data
[1:22:45] base by the Milwaukee Police
[1:22:47] Department.
[1:22:48] The car was investigated and
[1:22:49] found have never been involved
[1:22:50] in the homicide. Another with
[1:22:52] the individuals, please drew
[1:22:54] rifles on inside of the car.
[1:22:55] The Milwaukee Police Department
[1:22:57] failed to remove the alert
[1:22:58] within the fox system that
[1:22:58] caused it to be flagged by
[1:23:01] flock cameras winter about and
[1:23:04] drove by.
[1:23:04] Stopped and rifles being drawn
[1:23:07] on innocent people on the
[1:23:10] freeway. The ins, the woman has
[1:23:11] now lost both of her jobs due
[1:23:12] to this incident is currently
[1:23:15] mulling legal action against
[1:23:17] the city of Milwaukee. All this
[1:23:18] came about because the
[1:23:19] Milwaukee police and failed to
[1:23:20] remove her vehicle from the
[1:23:21] fox database after they
[1:23:24] concluded their investigation.
[1:23:26] Between the Milwaukee Police
[1:23:27] Department's general neglect
[1:23:29] and or incompetency to update
[1:23:33] their system or they're
[1:23:34] intentional. Use of it to now.
[1:23:36] We've had another mpd officer
[1:23:38] recently found to have been
[1:23:38] violating the department's
[1:23:42] policy by using it. Just talk
[1:23:45] to people. I mean, like there's
[1:23:47] every time we come back here,
[1:23:47] this issue, there's just like
[1:23:48] another officer that's been
[1:23:52] found to be using the power
[1:23:54] and fox system.
[1:23:54] It's clear we cannot trust the
[1:23:56] Milwaukee Police Department to
[1:23:58] follow its own policies on
[1:24:02] flock or to use it correctly,
[1:24:03] quote, unquote, correctly.
[1:24:05] The fact of the matter is
[1:24:05] simply that their access to in
[1:24:07] any degree creates a danger to
[1:24:10] everyone in this community.
[1:24:12] The only sensible solution, any
[1:24:14] rational person would have to
[1:24:14] the numerous stories that
[1:24:16] continue to be released
[1:24:18] regarding the use of flock in
[1:24:20] Milwaukee will be to
[1:24:23] in the city of Milwaukee.
[1:24:25] Enough is enough to call for
[1:24:27] anything less than a total ban
[1:24:28] on apr is would be to knowingly
[1:24:31] in danger. Every single member
[1:24:36] of this community.
[1:24:36] Difference between that one
[1:24:37] being alive and being dead
[1:24:39] right now because they had
[1:24:40] rifles pointed right at her
[1:24:42] all because a mistake by the
[1:24:46] Milwaukee Police Department.

[1:25:39] regulation. I want to see them
[1:25:43] gone. Flock cameras pose the
[1:25:44] risk to the safety of
[1:25:45] everyday individuals, Foxx term
[1:25:47] at terms and conditions state
[1:25:49] that they possess a, quote,
[1:25:49] perpetual license to use
[1:25:50] customer data to, quote,
[1:25:53] support and improve its
[1:25:53] services.
[1:25:55] Assuming Milwaukee terminates
[1:25:56] its contract with flock today.
[1:26:00] The damage has already been
[1:26:00] done. They have a right to all
[1:26:03] the data they have collected up
[1:26:03] until now. We are in damage
[1:26:06] control territory at this
[1:26:08] point.
[1:26:09] Furthermore flock does not
[1:26:10] explicitly state in their terms
[1:26:13] and conditions that they would
[1:26:13] not sell customer data. We also
[1:26:15] know that flock creates heat
[1:26:16] maps that track an individual's
[1:26:17] movements so flood could be
[1:26:19] selling your data to anybody
[1:26:20] who wants it. The highest
[1:26:23] bidder insurance companies,
[1:26:24] tech companies, maybe foreign
[1:26:25] governments. I don't know if
[1:26:28] they're allowed to do that, but
[1:26:29] they can to close. I want to
[1:26:32] live in a surveillance state.
[1:26:33] I want to live in a place way
[1:26:34] per it. A private tech security
[1:26:38] firm can access my whereabouts
[1:26:38] whenever they want to to
[1:26:39] terminate the contract with
[1:26:40] flock and any and all mass

[1:28:30] put it back up. Who pays for

[1:30:42] democracy. We know that voting
[1:30:45] is a key part of democracy.
[1:30:48] But also the rights that we
[1:30:51] have as people who live in a
[1:30:52] community, the right not to
[1:30:54] have. We've opposed the facial
[1:30:57] recognition technology. And
[1:30:59] we're here today to oppose this
[1:31:00] technology. We want the
[1:31:03] contract to be stopped and we
[1:31:04] don't want flock cameras.
[1:31:05] And that's that is really part
[1:31:08] of our fundamental belief that
[1:31:12] it goes against our rights in a

[1:52:56] review hours before was once
[1:52:59] the critical incident Review
[1:53:00] board was Meeting was convened
[1:53:03] with the executive command
[1:53:04] staff within 60 days to go over
[1:53:07] the results of that curve
[1:53:10] meeting. How it is now is that
[1:53:14] once the critical as every book
[1:53:15] the findings from that review
[1:53:16] are given to the chief within
[1:53:20] 14 days and then from there
[1:53:20] once the chief, whereas final
[1:53:22] approval over the board's
[1:53:24] findings, once that's done,
[1:53:26] the results are for it on to
[1:53:27] both the fire and police
[1:53:30] commission as well as the
[1:53:30] impacted members union. So the
[1:53:35] policy now matches how the
[1:53:36] practice really is with stop
[1:53:38] for 90 to Merit Award program.

[1:53:42] Distinguished Service Award and
[1:53:43] created the Career Achievement
[1:53:43] Award. We had a couple of other
