We'll try.
[0:19]
» Give me good luck.
[0:33]
Monday's
[0:43]
fine.
>> Just as long as it's
[0:49]
just long.
[0:57]
should be enough 15 minutes.
>> Okay.
[1:48]
How
[1:58]
It's over already.
[2:13]
All right. order
[2:18]
to the flag of the United States of
America and to the republic for which it
[2:24]
stands. One nation under God,
indivisible, with liberty and justice
[2:30]
for all.
[2:35]
» September.
>> Stacy, could you please do roll call?
[2:40]
» Mr. Art,
>> here.
[2:42]
» Mr. Badger,
>> here. Miss Busher here.
[2:44]
» Miss Hassler is absent. Mr. Staler
>> here.
[2:48]
» Mr. Wel is absent.
>> Mr. White
[2:51]
» here.
>> And Mr. Miller is absent.
[2:53]
» Okay. Thank you, Stacy.
All right. Approval of minutes. We do
[2:59]
not have minutes, so we're going to move
on from there.
[3:03]
Communications. Stacy.
>> Uh, without Mr. Klein being here. Uh he
[3:09]
did email us to ask that we um
[3:16]
for the first time I believe uh since
the humbling parade now comes over to
[3:22]
the west side of top 10. He would uh
like to have no parking on the north
[3:28]
side of Hoy Street from Haw Street to
South Kalapill Street on the night of
[3:33]
the parade which is October 10th with
the ring date of October 11th.
[3:38]
» That would be a date.
>> It's
[3:41]
the rout's changing.
>> No, but they're not on street. have
[3:47]
observed over the years that it really
does get tight for emergency vehicles to
[3:52]
make it through White Street when people
are parking along there to be close to
[3:58]
the parade.
>> Right. Right. Right. Right. Okay. So,
[4:00]
they want to move the north side of
White Street from West to Cal. That's no
[4:03]
parking for the night of the parade.
>> So, that would need to be approved by
[4:08]
council.
>> Yes. Yes. So we can we get a motion to
[4:12]
uh no parking on the north side of White
Street from Hod Street to Callahill
[4:16]
Street on October 10th.
[4:20]
» All right. Any questions?
All those in favor?
[4:25]
» Anyone opposed?
>> Thank you. And just two reminders. Um
[4:31]
one that trickor treat again this year
will be held on October 31st uh from
[4:36]
6:00 p. a.m. to 8:00 p.m. and that the
fire company will be holding the trunk
[4:42]
or treat this year on the same night,
October 31st from 6:00 to 8 on South
[4:48]
Avenue.
>> Perfect.
[4:51]
Thank you, Stacy. Okay,
Mayor Miller is not here, so we will
[4:56]
move on to uh hearing of any visitors
regarding agenda items.
[5:07]
Good evening everyone. Uh my name is
Alex Bar from HRG here with
[5:12]
David from Everroo. I'm here in regards
to the discussion or ongoing discussion
[5:17]
that we have the two properties located
on home road or currently owned by Don
[5:22]
and looking to split utilities from the
ever property uh connecting to top of
[5:27]
Burough's global water and sewer
facilities. Uh we've been working with
[5:31]
Burrow and the township for quite some
time now. got to a point where there's
[5:35]
been a drafted a municipal agreement uh
which has been passed over to to Avery
[5:40]
for their review. Uh we have provided
some comments back to the to the uh
[5:45]
township uh for review and just felt
like we wanted to maybe discuss if the
[5:50]
council is okay with that to clarify if
there's any additional information
[5:53]
that's needed. you still feel like
there's a few items that are outstanding
[5:57]
in order to get this uh get this to a
point where all parties are willing and
[6:02]
able to to sign off on this. Uh we did
we did submit a letter to the township
[6:07]
back in uh on June 19th indicating
essentially the four comments that we
[6:11]
have um which we received some response
back from the township. I think two of
[6:16]
which you guys are amendable to which
I'd like to just confirm with and then
[6:19]
the other two still seems like it's up
in the air and I just want to make sure
[6:22]
that we're working towards getting the
information that the township needs in
[6:26]
order to clarify uh you know what needs
to be done to get this agreement
[6:31]
complete. So
I I'd like to discuss that today if
[6:36]
possible. Um at least I got an idea what
the next steps are. Uh I think we've got
[6:40]
some good traction with the draft being
circulated amongst all parties. Um, I
[6:45]
just wanted to see if we had an
opportunity to to take a few minutes and
[6:48]
discuss these comments.
>> So, Pam, I I know you've been briefed on
[6:52]
this. Is this something that we should
discuss here or because it's already
[6:57]
going back and forth, this is something
we should not discuss here.
[7:02]
» I think you can handle it either way.
Um,
[7:06]
it's public comment. Council not to
general public conduct. You can take
[7:12]
things under adisement. Um,
[7:17]
I think it depends on the council's
appetite.
[7:19]
» What do you suggest we do?
>> Thanks. So, since there's a
[7:23]
representative here, if anyone has any
questions for him, obviously I think,
[7:27]
you know, good opportunity for you to
vet those questions if they're not
[7:30]
answered in the materials that you
already have.
[7:35]
» Okay. So, anybody on council, I mean,
how do how do you guys feel about this?
[7:41]
» Do we want to discuss it here?
[7:48]
your thoughts on
>> Okay. All right. Fine. We'll do that
[7:51]
here.
>> So, what are the qu what are the You
[7:55]
said you have a couple questions there.
You wanted to kind of get squared away.
[7:59]
» Yes. So, the first one happened to be
with the cost allocation. Our
[8:02]
understanding is that the owner will be
paying for the water and sewer um
[8:06]
extensions. Um, as part of some of the
language in the agreement, we'd like to
[8:10]
have in there that if anyone does
connect on those property on those lines
[8:14]
in the future, we would get a a portion
of of the tapping fees uh through an
[8:19]
agreement. I think that's pretty
standard of of how we handle them with
[8:22]
other taxes just to kind of reimburse
and putting in the the infrastructure
[8:26]
that's needed for this. But if anybody
were to take advantage of that in the
[8:29]
future, a portion of the tax or some
sort of agreement that there would be a
[8:33]
bit of reimbursement if anybody were to
connect to that. Our understanding was
[8:37]
that the town or the burrow was
amendable to that. I just we never
[8:42]
really got formal clarification. I just
wanted to make sure that we were
[8:45]
» That is correct. That's correct. Thank
you.
[8:48]
» Um
we also believe that in there there
[8:51]
should be a service standard when it
comes to the pressure that's being is
[8:54]
that will be able to be provided to our
two properties. I believe that the
[8:58]
response that we got back was that hydro
testing would need to be provided or
[9:03]
performed in order to get the pressures
of where we're trying to connect. I just
[9:06]
like to get clarification on whether the
burl will be doing those hydro tests or
[9:11]
do you need you know the consultants of
the owner to do the hy test. Just trying
[9:15]
to get some clarification on who's going
to be doing that so we keep this moving
[9:18]
forward.
>> The design of the year in terms of
[9:22]
testing that you should
schedule it with you and
[9:26]
» uh schedule with water department and
that dependent.
[9:32]
» Sure.
>> Okay.
[9:34]
» Okay. So, we will look to we can we can
perform those. We just want to know
[9:38]
whether who's going to be taking part on
that. If you want to if you want to
[9:43]
submit your your procedure, we'll take a
little review that you um so of the two
[9:52]
larger um comments that we have. First
was the the dedication of the water and
[9:57]
sewer lines. So, um, our proposed our
proposed plan right now is to install an
[10:03]
individual delta iron water main that
has a connection point at home road um,
[10:10]
I'm sorry, home road and Heming with
Hemingsville Road uh, to provide a a
[10:15]
water main going onto our properties
with individual services for our two
[10:18]
properties. And then similarly, we'll
have a separate gravity sewer main uh,
[10:22]
that connects to our at that
intersection to provide sewer service to
[10:26]
both of those properties. Our understand
our request is and I guess we got
[10:31]
projected as part of the uh letter was
for these this infrastructure to be
[10:36]
dedicated to the burough. Um we have
been we have water manes and gravity
[10:41]
sewer mains being installed in a
existing public rightway. Um in my eyes
[10:47]
I haven't really we haven't really
gotten any explanation as to why the
[10:50]
burl was hesitant to to take dedication
with this. We will be looking to design
[10:55]
the semi burough standards. We'll have
all the testing performed obviously pay
[10:59]
for any construction inspection to be to
ensure that this has been installed
[11:02]
properly. So we're just trying to get
some clarification as to why the burrow
[11:07]
is unlimited to take dedication of these
water banks within the public right and
[11:12]
if there's anything that we can do to
continue that conversation.
[11:19]
question.
Once these lines are on their property,
[11:25]
it becomes their responsibility.
Okay. Just like in in my house,
[11:32]
» right?
>> Where the once we hit the
[11:37]
border, once we get the curve box from
there on in, it's my responsibility up
[11:42]
to the curve box becomes the girl's
responsibility.
[11:46]
It's that understanding.
Yes. Yeah.
[11:49]
» The private water services each of the
properties would be on
[11:54]
and sewer. Yes. After clean, but it's
the mains and the road that we're
[11:59]
looking to get dedication on. And our
our indication was that the Burke was
[12:02]
not willing to take dedication on those
utilities
[12:08]
and also the inspection. Once these
services are being installed, there
[12:15]
needs to be a proper inspection. apply
the bureau to make sure it's done to the
[12:19]
burough standards.
[12:23]
» The the burrow's concern is the chances
of other people connecting is pretty
[12:29]
slim. So we're being asked the burrow is
being asked to take over what amounts to
[12:35]
very long
with only one customer to recoup future
[12:40]
cost.
That's I guess is a sticking issue.
[12:44]
We're going to we're most likely the
world's going to be stuck with
[12:47]
maintaining hundreds of feet in it.
>> It's about thousand feet.
[12:52]
» Yeah. Thousands of feet of
what eventually is essentially is a very
[12:58]
long.
[13:01]
So um for one customer
that I mean regardless of the public
[13:09]
rightway issue, it's still a lot for the
burrow to maintain that much pipe for a
[13:15]
customer.
>> Correct. I mean 53 52
[13:24]
» given it is a large
[13:28]
unit that will be connected to the flow
coming coming through. So,
[13:34]
you know, for for Diaon to take
ownership or maintain ownership of this,
[13:38]
we need to have a licensed operator in
order to take care of this, which which
[13:43]
they're not equipped to to have right
now. Uh, obviously, right now, their
[13:47]
water and sewer is going from Everr, uh,
which is only maintained by Everrew.
[13:51]
They have their own their own operators
to maintain both of those systems. Um,
[13:56]
however, with the split, they are trying
to part ways with they go their separate
[14:01]
ways. So, you know, right now it's just
they're not set up to have an operator
[14:05]
on the hand to maintain that one section
of sewer and that one section. So,
[14:11]
wanted to see if there was anything and
continue this conversation. Thank you
[14:15]
for for the explanation on the
particular property owner, be it a large
[14:19]
property owner discharging on the top
end. Um to see if there is anything that
[14:25]
we can do or anything any further
discussion that we can do to move this
[14:30]
along is is a bit of a sticking point on
on Don side that would really prevent
[14:35]
them from doing this. Right.
No, the house
[14:43]
right
[14:47]
» two highrises on home road that are
right on the road on opposite sides of
[14:52]
the
>> Yeah, it's Luther Cra Luther Meadows and
[14:56]
» so you're d you're thinking the old
school building the old thinking you
[15:01]
around home and it's
>> they're both home
[15:05]
» both home and the tenants sit outside on
the chairs.
[15:13]
» Maybe
[15:19]
it's called
>> Oh, how much fun was that?
[15:25]
» So, we're talking about how the windows.
Yeah.
[15:29]
» So,
>> all right. So, you just kind of want to
[15:32]
see if we can open conversation about
that again. We're not
[15:37]
just that further conversation.
>> We will note that
[15:43]
on that as well. So I can see your
>> Okay, perfect. So the last item here on
[15:49]
the go for for water and sewer as it
relates to sewer ting fees and water
[15:54]
volume allocations. So I'll start with
the with the sewer ting fees. So we
[16:00]
believe that well let me let me back up
with the flow coming from these two
[16:03]
properties going through the ever true
property ever does connect their sewer
[16:07]
toward to the burrows sew sanitary sewer
system so the sewer flows that are
[16:13]
coming from these two properties are
already contributing to the bur sanitary
[16:16]
sewer system we just looking to to
connect it in a different location to
[16:20]
separate from
we wanted to confirm that there wouldn't
[16:24]
be any additional tapping fees as it
relates to the sewer because we were
[16:29]
already connected to the burrow sewer.
We're just changing the location of of
[16:33]
which so my understanding was that there
was going to be need to be some further
[16:37]
investigation or more information to
justify that. Uh I'm not sure off the
[16:43]
top of my head when those connections
were made back in the day, but they were
[16:46]
connected through ever true and our
thoughts are that we shouldn't have to
[16:50]
pay tax fees for sewer that was already
connected.
[16:56]
any additional information that you
could ask of us to provide. We will look
[17:00]
to to try and dig up and just try to see
what would be needed from your I guess
[17:05]
the issue is technically the original
owner will maintain ownership of that
[17:10]
capacity
because they purchased it. Okay. So even
[17:17]
so you've subdivided different ownership
unless this is where it gets legally
[17:23]
confusing for me. I don't know what
happens to the other parties unloed
[17:29]
EDUs.
Do they revert back to the burrow and
[17:33]
then you have to purchase them? I don't
think you can purchase them directly
[17:38]
from the other entity because they're
it's our plan capacity.
[17:43]
So that that's the that's the that's the
rub here because technically the
[17:49]
capacity we sold is owned by another
entity and as far as I know they haven't
[17:55]
surrendered it if they have plans of
future expansions they have full rights
[17:59]
to those you use they purchase
even though you're part of their flow
[18:04]
now you you separated so I don't know
where that puts us
[18:09]
» that would probably be an else question
[18:13]
» just looking for guidance on how a girl
would like to handle this and I
[18:18]
understand I understand why you can't
sell their stuff. So I understand that
[18:26]
they're to surrender their ed
but then you're still buying them from
[18:32]
us. So how that works
like I said they they bought all
[18:38]
capacity therefore they're entitled to
that capacity would there be any
[18:44]
money
[18:48]
what's the advantage of that
financial benefit
[19:00]
just trying we want to make that we
the flow has already been excuse me
[19:06]
connected. So again we feel like a case
should be handheld there. So
[19:12]
excuse me. So the other aspect here is
the water application volume for each of
[19:18]
the units. So we have uh I understand
that the burrows EDU is 250 gallons a
[19:24]
day. Um we ever true and Don do own
other properties of similar capacity uh
[19:32]
in which we have provided water water
bills from the American water for 2
[19:36]
years uh that justify about 60 gallon
I'm sorry 60 gallons a day green usage
[19:42]
for for 2 years on a very similar site.
Um so our request is to requ is to
[19:50]
request a 60 gallon a day per unit uh
water allocation as opposed to the 250
[19:56]
gallon a day. Um the response that we
received from the township was that we
[20:01]
felt like we need to cover the averages
of the PA water bill um which we're open
[20:07]
for discussion. Uh we just gave you the
average across 365 days of usage. So
[20:14]
if there's another way of looking at
those water bills to justify this
[20:18]
reduction in water usage, we're open for
discussion there as well.
[20:24]
» And how many units are we talking?
>> Uh 52 and 53.
[20:35]
» Okay.
All right. I think we have uh these
[20:39]
three uh points written down here. This
is something we're discussing.
[20:48]
» Correct.
>> Correct.
[20:52]
» Yes, definitely.
[20:56]
» So, thank you for your time. Of course.
I just want to clarify is this something
[21:01]
that will be up for discussion at next
month's meeting? Is this something that
[21:04]
we hope to schedule meeting between now
and next month? I just want to get
[21:08]
clarity on what the expectations are and
I'm not putting a rush shot. I just want
[21:12]
to know are we waiting till the next
month to have this this bill this
[21:15]
discussion.
>> I would say probably yes. I mean, you
[21:18]
know, as you can see, we've got two uh
council members out tonight and you
[21:21]
know, we'd much rather have everybody's
input in this.
[21:24]
» So, we will pass the notes on and uh
hopefully we'll have a discussion.
[21:30]
» And if the EDU research involves any in
any way PA D that'll be consuming and we
[21:38]
can't judge that.
>> Yeah. Okay.
[21:40]
» I apologize for that. But if it requires
them to sign off on something
[21:45]
» about our capacity.
>> Sure.
[21:48]
» That'll be a delay. Sorry.
>> Okay. Okay.
[21:53]
» Great. Well, I appreciate your time.
>> Thank you.
[21:54]
» Thank you.
>> Did anybody have any questions for Ever?
[22:00]
He was talking quite a bit. I'm Dave
from Everly.
[22:08]
We're trying to separate out so we can
we don't have to come to service
[22:15]
you in whatever decisions and whatever
direction you need. So please feel free
[22:19]
to contact us and we'll give you
whatever information we can.
[22:23]
» Perfect.
>> Thank you.
[22:25]
» Thank you.
Since these two connections are involved
[22:35]
in
they need to be aware of aware of this
[22:41]
interunal agreement
too
[22:47]
as well.
[22:53]
» Okay.
>> Great. Thank you. Thank you.
[22:56]
» Thank you.
[22:59]
» Okay. Any other hearing visitors
regarding agenda items?
[23:05]
» All right. Moving on.
[23:10]
» Looks like you're up here. So,
it's my understanding that you have been
[23:15]
given a revision for ordinance 6-202
for studio requirements and restrictions
[23:23]
um to be considered via adoption of a
resolution if you're so inclined. Um my
[23:31]
understand is updating the fees
associated with these permits in
[23:37]
consultations with the engineer
to bring them into the modern range.
[23:43]
» Yeah, that's why we discussed this last
time. All right, so it looks like we
[23:49]
need a um motion to adopt resolution
1926, which is amending our uh fees and
[23:56]
permit schedule.
[24:00]
Everybody have their copy of this?
>> Y.
[24:02]
» Okay, good. Okay.
[24:09]
» All right. Anybody have any questions?
All those in favor?
[24:14]
» Anyone opposed?
[24:20]
» And the second matter from our section
is a request from Mr.
[24:27]
to
for you to authorize him to review
[24:34]
a number of your nuisance ordinances. Um
I believe there was a prior discussion
[24:42]
regarding barking dogs. um that brought
to light the fact that a member of your
[24:48]
ordinance has still placed the
enforcement power or obligation with the
[24:54]
chief of police which you no longer
have. So he was asking for permission to
[25:00]
go through those ordinances, find those
sorts of references and make
[25:04]
recommendations for updates.
[25:11]
» Right. Yeah. I think I think it'd be a
great idea, too. Do we need to make a
[25:16]
motion on that?
>> Okay.
[25:22]
All right. One more. So, so he's he's
just
[25:26]
» well and make recommendations.
>> Yeah. Yes.
[25:32]
» I see that
>> it goes back quite a way.
[25:36]
» Yes, it does. I was I was the secretary
at that time.
[25:40]
» Yeah.
>> I saw that.
[25:47]
» All right. Anybody have any questions
about that? All those in favor? I.
[25:51]
» Anyone opposed? Very
good. Okay.
[25:58]
Thank you, ma'am.
Stacy,
[26:03]
manager report.
>> So, during the past month, uh we
[26:06]
continue to work with our new software
company, G Works. It's going very slowly
[26:12]
and it's been tough. Um we began working
with um a new vendor that we f were
[26:19]
familiar with as a sign vendor who's now
taken on um GIS databases
[26:26]
on an hourly rate. So we wanted to see
what kind of work he would uh produce.
[26:34]
So, public works water and sewer would
like to start using that vendor and we
[26:40]
started using him as a test for the
signs and mapping all of the signs in
[26:46]
the burrow.
So, hopefully that'll go well and
[26:50]
continue in the future because that's a
big need in the future. Uh, we obtained
[26:56]
a newer, not new, but newer bucket truck
um through Muna bid. So, we did win that
[27:02]
bid and it's in our possession
and it's already been used and works
[27:09]
well. We're working with the solicitor
on a bunch of ordinances including
[27:16]
nuisance ordinances and our abandoned
vehicles
[27:20]
will also be included.
[27:25]
Community organizations were sent an
email to submit uh requests for funding
[27:31]
for support for the 2027 fiscal new
year. Uh they were due yesterday, so we
[27:38]
did receive answers from most
organizations in the community.
[27:43]
We've been issuing quality of life
violations
[27:46]
and responding to them with the help of
council members as well.
[27:52]
following up and gathering information
for our staff. Revisions were made to
[27:58]
the employee handbook. Uh the 2027
budget was presented to the finance
[28:03]
chair, Miss Hassler, and we are
continuing to work with her to formulate
[28:08]
a draft for all the council
and we are due to submit the MS4 annual
[28:15]
report at the end of September. So, I'll
be working with Mr. White on finalizing
[28:20]
that report.
[28:24]
Then the other items under um my section
of the agenda, the PA auditor general
[28:31]
regularly comes on site to audit um
liquid fuels, but this one is for our
[28:36]
pension. Uh so uh a representative from
that office will be here this week and
[28:44]
electronically we've been submitting
most of the information. So hopefully
[28:48]
it'll be very quick on-site
meeting. The 2027
[28:54]
MMO will meet minimum municipal
obligation for the bureau uh was
[28:59]
presented to council and it would need
to be approved by council this evening
[29:03]
in order to meet the the deadline to let
our administrator know how much we are
[29:10]
obligated to contribute next year.
That's between 3:00.
[29:16]
» Correct.
>> Yes, sir.
[29:27]
» Okay.
Does everybody have the worksheet?
[29:35]
» Any questions? Because this is new to
this council, most members of council.
[29:53]
Are you looking for a motion?
>> Yes.
[29:56]
» Just want to make sure that everybody
>> I
[30:01]
» I'll second that.
[30:05]
Anybody have any questions about this?
[30:11]
All right. All those in favor?
>> Anyone opposed? All right. Stacey.
[30:18]
» And then the last item is that the
pickup is going to start October 12th.
[30:26]
If there are any moves at that point, we
will start after that. But just to let
[30:31]
the community know all the candy from
the
[30:37]
» Thank you. All right. Thank you, Stacey.
>> All right. Committee reports and
[30:45]
environment committee. Mr. White,
[30:57]
» very good. Thank you. Personnel, Mr.
Staer,
[31:01]
» I think everybody
has this in their mail box.
[31:07]
I would like you please to review it
next meeting. I would really like to
[31:11]
take action on it at the next meeting.
However, uh Stacy pointed out a couple
[31:18]
items that need to be we need to get
back to review
[31:23]
a couple items in there. They're just
maybe 6% of the majority of them is
[31:30]
ready to go. So, I appreciate if you
review it. Uh
[31:35]
in the meantime,
Kathy and Sab and I are going to get
[31:39]
together to check those items that need
to be addressed. For example, on the one
[31:45]
page is talking about a safety
committee. We don't even have a safety
[31:48]
committee. All right. So, we're going to
go back hopefully next week we can meet
[31:54]
and I'll have those corrections uh
sent to Stacy and then she can update
[32:02]
them her page. And then you please She
she'll send you an email when they're
[32:08]
ready so that if you're viewing this
plus the revisions, we should be ready
[32:15]
for next meeting. So hopefully we can
take action on on that and get that in
[32:19]
place. Perfect. Okay. Does anybody have
any questions?
[32:24]
» No. But thank you guys for doing this
because this is not an easy job to do.
[32:29]
So
just one thing. Uh this is the handbook.
[32:36]
Should the
contract
[32:40]
with the union employees be part of
this?
[32:44]
» No.
>> No.
[32:46]
» Okay, never mind.
>> There you go.
[32:49]
» They they they are interpreted
in conjunction with each other, but they
[32:54]
are two separate documents.
>> Okay. Okay then. No problem. Then it
[33:00]
should be hopefully agenda for next
month.
[33:04]
» Thank you. That's it.
>> Perfect. Thanks, K. All right. Streets
[33:08]
committee. Uh, Mr. Wetszel is not here.
Do we need approval to proceed with the
[33:14]
» Yes. So, um, each council member should
have a copy of Mr.
[33:20]
opinion on the topic of
moving forward with the cooperative
[33:26]
municipalities to look into and
hopefully purchase a used roller that
[33:33]
cooperatively could be used in the
future by the four municipalities. Um,
[33:38]
one of the major items that Mr. Wetel
explained was renting it. The ease of
[33:44]
renting every time um the season comes
to pave. It must be rented from a vendor
[33:53]
and what happens is they rent it at the
beginning of when we plan to pave. They
[34:00]
hang on to it and they have to house it
for all those months. Otherwise, if they
[34:05]
return it to the vendor,
>> it could be rented out to somebody else
[34:09]
and then we don't get a roller,
>> right,
[34:11]
» for all the paving projects we have in
the four municipalities.
[34:15]
And the cost per month is um under
$5,000.
[34:21]
So, this would probably pay for itself
within
[34:24]
» I mean, this is just the same way we did
the other one.
[34:27]
» Other pieces of equipment.
>> I mean, it makes sense.
[34:31]
» Yeah. and the mileage is very or the
hours on it is very good.
[34:37]
» So that was his opinion and that was his
explanation.
[34:41]
So Mr. Wetzel did say he would support
the purchase. We're approving to go
[34:46]
through the process.
>> Yeah. So
[34:48]
» because it would come back to council
again for the final purchase with the
[34:52]
dollar amount etc.
>> All right. So we just need a motion to
[34:54]
move forward with the process of
purchasing. This 55 is that split
[34:59]
between the
>> four municipalities. Correct.
[35:02]
» So we need a motion to move forward with
the process. We're purchasing not
[35:06]
purchasing the process of it. So
anybody have any questions? All those in
[35:13]
favor?
>> I. Anyone opposed? All right.
[35:19]
» And with Mr. Wetzel's absence, I'll
report that M. Long swamp is the last
[35:24]
one to be um the cooperative
municipality who's been experiencing
[35:29]
paving the last couple of weeks they
built. Now they're paving. It's a very
[35:33]
long street. So expect our staff to be
involved with paving for at least two
[35:38]
weeks.
>> Sure.
[35:42]
And then with Northolk Southern, we had
a report and photographs from a resident
[35:47]
that the storm water was being retained
and it shouldn't be. So it was reported
[35:55]
to Norfolk Southern and they quickly did
a PA1 call, came on site and rectified
[36:01]
the situation.
[36:08]
» Downtown. Okay.
[36:14]
» I have no idea.
>> If you get the report, you can pass it
[36:18]
along to me and I'll pass it along to
our folks.
[36:22]
» Thank you.
[36:27]
» Yeah. You know
>> floors that in front of Jackson.
[36:36]
» Yeah.
[36:40]
» Yeah. They're getting older.
>> We're grateful that they
[36:46]
» probably address the storm water issue.
>> Next time next time they're going to
[36:50]
tear all these rails down. I'm sure
they're going to do it again soon. When
[36:55]
they do the re
have them all
[37:01]
when you go across to Jackson.
>> I mean they just leave that sweet.
[37:08]
It's really about 10 by 10.
>> Yeah. Cuz there is a lot of people that
[37:13]
walk there. A lot of people
>> next time they want to go replace those
[37:18]
rails say no.
>> Yeah.
[37:21]
» They allow you to do it unless you do
that.
[37:24]
I don't think we're even allowed to say
no.
[37:29]
» You can still try.
>> And they do outsource a lot of the
[37:34]
actual paving work there. Staff are on
site, but
[37:40]
» it's easier when you're walking down to
go across.
[37:45]
» Yeah.
>> That area small area in there.
[37:49]
» Sure. Sure.
>> I mean to the pro. Well, a lot of people
[37:52]
I mean you park all over the place to go
to any of those businesses down there.
[37:56]
People are walking around down there a
lot. Yeah, definitely. So, definitely.
[38:00]
Okay.
Thank you, Stacy. All right. So, finance
[38:04]
committee, um, Miss Hassler is not here,
so we all have the list of bills to be
[38:12]
paid and the little note on the front of
this that we're currently migrating.
[38:17]
So, some things will be corrected and
added here.
[38:22]
So what you see is a list of checks
and then transactions.
[38:30]
So the checks are still being processed
through our current software and the new
[38:35]
software are the other reports that are
attached.
[38:39]
» Yeah.
>> So the check register report is the new
[38:46]
couple. Okay. Okay.
It's payroll primarily because we
[38:52]
haven't done accounts payable and
receable in totally in the new
[38:57]
» on the new software. Okay.
>> And then the transfers are still on the
[39:00]
old software as well.
>> Okay. All right. Can I
[39:03]
» Yes, sir.
>> Then I need a motion to uh pay the bills
[39:10]
» and I'll second that.
>> Any questions?
[39:15]
All those in favor? Anyone
>> opposed?
[39:30]
» Um, sewer is getting stronger now that
rates have been adjusted and debt will
[39:37]
decrease over the next couple of years.
So, watch that.
[39:43]
I mean, we're not
>> line items if it's over budget and we'll
[39:48]
see budget revision
>> soon,
[39:51]
» but nothing terrible.
>> Thanks.
[39:55]
» Sure.
>> Correct. Okay. Does everybody have the
[40:00]
budget revision looks like this? We have
this here.
[40:10]
» Sure.
[40:13]
I know the lights were flickering
too.
[40:19]
» So,
>> we just paid the bills. I mean, come on.
[40:22]
» So, due to the fact that we are not
proceeding with a few projects in the
[40:30]
burough this year, that's where the
money is being moved from. One of which
[40:35]
is police. So we brought that down to
zeros for the services and the um
[40:41]
services for investigation. So those are
the first two lines that are brought
[40:46]
down to zero. And then the perennial
stream since we don't need a match this
[40:50]
year for a grant that we don't have we
uh reduced that line item down to you
[40:58]
know $2,500
[41:01]
that we will need to put in the budget
for next year. Just put that as a note
[41:05]
in the back of your mind. So those items
were reduced to pay for the bucket
[41:11]
truck. The bucket truck came in with a
price tag of 15,000 plus a fee for
[41:19]
municip.
That's a certain percent. So that's
[41:22]
16,350
total for the newer bucket truck. And
[41:27]
then the pool demo, as you recall, it
was budgeted at $20,000
[41:33]
because it was expected that inhouse
staff would perform the work. Once
[41:39]
council decided to bid that work and
have it done by a contractor, the budget
[41:46]
line item had to be increased. and we
increased it to 115 to hopefully cover
[41:53]
all of the engineering fees that will
will be built, you know, in the future.
[42:00]
To date, it's a little less than 115 for
the total project.
[42:05]
» I hate not seeing a pool there, but the
grass looks great. They did a good job.
[42:10]
So,
all right. So, then we need to approve
[42:14]
this.
So, I need a motion to approve these uh
[42:18]
budget revisions and uh for the pool
deation demolition and the purchase of
[42:22]
the used bucket truck.
[42:28]
» Any questions?
>> That's coming up on the agenda.
[42:33]
» Look at that.
>> All those in favor?
[42:38]
» Anyone opposed?
>> Thank you.
[42:41]
» Very good. Thank you.
So, community relations, uh, that is me.
[42:47]
So, the community report, uh, the, uh,
um, music in the park went very well
[42:51]
this summer, I think. I think people
were very happy with it. This last one
[42:55]
certainly drew a crowd. Um, thankful to,
uh, Redeemer Church for doing uh, the
[43:00]
food there, which was great. Um, and
also Stephanie in the office took care
[43:05]
of some of the logistics for that last
one, which was great. and uh she did
[43:10]
want me to read some uh of the uh notes
on the uh Topton on Wheels Touch a Truck
[43:15]
event coming up. That is September 12th
from 12:00 to 4:00. That'll be on South
[43:19]
Kalah Hill Street between Weiss and Oak
Alley. There are 14 trucks registered,
[43:24]
eight vendors, and including a possible
medevac landing if their schedule
[43:28]
allows, which I think is always
exciting. Everyone loves that, you know.
[43:32]
Um, the event will also host a scavenger
hunt for participants to find a few
[43:36]
truck features and the bottom that form
will act as an entry for a raffle prize.
[43:40]
So far, there are two people committed
to a basket. Um, please include whom to
[43:46]
pay for the raffle basket, I guess. Do
we have those? I don't know. Uh, still
[43:50]
looking for raffle baskets or prizes
like gift cards, trucks, our vendors
[43:53]
until Thursday the 10th. So, if anyone
knows anyone that would like to do that,
[43:57]
that would be great. But I think
Stephanie worked pretty hard on this, so
[43:59]
that was great.
Um that is really all I have uh for
[44:04]
community relations. So next we have
properties and events and that is uh Mr.
[44:11]
We need a motion to authorize to advi uh
advertise for a bid for the 1994
[44:21]
Ford Superduty with just about the
truck.
[44:35]
All right.
>> Any questions? All those in favor? I.
[44:41]
» Anyone oppose?
[44:47]
And just with
since it's time to talk about the
[44:51]
budget, there are
some of the burrow on the sidewalks need
[44:56]
attention on Cal Hill Street. There are
seven sections
[45:01]
plus we should maybe look at the ramps
while we're doing the work.
[45:06]
» Um
I don't know if we want to do that in
[45:12]
or houser
[45:16]
as per also on
memorial there's seven to nine sections
[45:23]
to replace and possibly three down
closer to the bank and a ramp at
[45:30]
memorial
[45:35]
sections are like 48 by See?
>> Okay.
[45:42]
» Yeah, it's definitely something we
should look at because there's a lot of
[45:45]
places that need attention.
>> I don't understand.
[45:49]
There was two sections replaced, then a
good section and then a bad section. Why
[45:54]
didn't they do that?
>> Yeah.
[45:58]
» Section when they had this
>> for the same reason Norfolk doesn't go
[46:02]
all the way over when they do there.
[46:08]
Oh, that's right. That was the whole
town.
[46:10]
» The old basketball court. I'm just going
to put it out there.
[46:15]
» Everybody can look at it and maybe come
up with an idea of what we can do there.
[46:19]
» We had talked about many years ago
making it parking for the bowl field
[46:24]
that's there.
>> Well, the bowl field, the tea ball,
[46:29]
remember was bottom of the
>> correct ball court. They were going to
[46:34]
use that as
[46:38]
What happened? The T-ball field moved
together. They moved it back. The
[46:43]
people that were going to put a whiffle
ball field in there when T-ball field
[46:48]
moved that fell through. So now it just
But people on Smith Street
[46:57]
don't have a parking lot when it snows
because the church don't want them to
[47:02]
use the
>> But if you make it parking. I I don't
[47:07]
want it to become
an abandoned corn lot,
[47:11]
» you know. Yeah.
>> Yeah. If you're going to use it for
[47:14]
parking, you almost have to do like a a
fence that would separate that from
[47:20]
what's the first house? 19 East West
Street, I think, is the number. I'm not
[47:24]
sure.
>> There's got to be a dividing line there.
[47:30]
I would think.
>> I mean, I know they talked about a skate
[47:34]
park there, but that came back with a
figure.
[47:41]
» Yeah.
>> But I don't see why we would have to
[47:44]
spend that kind of money,
>> right?
[47:45]
» Cuz we have we could mill it off and we
could put a new coat on. We have the
[47:51]
equipment,
>> you know.
[47:54]
» Yeah.
>> More like more like a hockey roller
[47:57]
hockey.
>> Yeah. put a fence around its
[48:02]
for
[48:07]
» Yeah.
>> Just
[48:08]
» something to think about.
>> Yes. if we can do it next year or you
[48:12]
know just thinking some plans
and like Stacy mentioned
[48:21]
abandoning Carly's partly street
is moved
[48:26]
and
talking with Taylor about the colonial
[48:31]
life issue and there's baby steps being
taken there.
[48:35]
» Okay. Okay.
Well, that's what they hear. All
[48:43]
right.
Utilities and events committee. Mrs.
[48:47]
Busher.
[48:52]
Um,
we need to get approval for executing
[48:58]
for a 2027
F3504
[49:04]
SD Super.
[49:18]
Yeah, I think.
[49:23]
» So, the truck itself is the 48170
and the fitting outfitting of it is
[49:30]
32139.
>> So, add those two together and that's
[49:35]
the total amount for the scale.
[49:40]
» Did you add it?
>> It is
[49:45]
» $80,39.
[49:52]
That's $9 over what I want.
>> We approximated it.
[49:58]
» Okay. Okay.
>> We fully did.
[49:59]
» Yeah.
>> All right. So, we're just looking for
[50:02]
approval to execute the quotes to order
the truck right now.
[50:05]
» So, we need a motion for that.
>> I'm sure a motion.
[50:10]
» A motion just to um execute the quotes
to order the truck.
[50:13]
» Oh, that's
motion. Okay. Well, second. Anyone have
[50:20]
any questions?
All those in favor? I. Anyone opposed?
[50:26]
All right. Execute those.
[50:48]
A lot of people.
[50:52]
» So,
you had your you have nothing in front
[50:58]
of you.
[51:06]
» Um
[51:09]
sir, it looks like we need to discuss
um the joint meeting with Swan Township
[51:16]
to discuss alternative drinking uh for
water well and respond to possible
[51:23]
dates.
[51:27]
» Did they give us any dates that they're
looking for?
[51:39]
» No, they like a few dates. Um Mr. would
take them to the other supervisors and
[51:46]
their solicitors.
>> And are they looking for it for this
[51:48]
month? Are they looking
>> as soon as possible? I'm sure because
[51:53]
the year is going to get away with all
of us with budgets.
[51:57]
» And obviously the well issue is
something we need to you know
[52:02]
» get a move on. So
[52:08]
» six years, right?
>> Yeah.
[52:12]
Definitely.
>> So, um,
[52:18]
what is everybody?
>> I was going to say who needs to attend.
[52:21]
Do all of us need to attend?
>> It will be a public meeting. It will be
[52:25]
advertised. It will be advertised as a
joint.
[52:28]
» Where are we having?
>> We'll probably have to
[52:32]
um get a larger venue like we've done in
the past. Either the middle school, high
[52:36]
school.
>> Okay.
[52:39]
and how long does that take to
coordinate?
[52:41]
» I mean, we're going to have to figure
out what they have available and then
[52:45]
we're going to have to see if we're
available.
[52:47]
» So, maybe that's what we should do first
is see what venue is available. We can't
[52:51]
just say we're going to meet on the 23rd
at the middle school without asking the
[52:54]
middle school if it's available.
>> Okay.
[52:56]
» So, why don't we see what they have
available first and then put it out
[52:59]
there and see what we can
>> in general. Are there certain days of
[53:02]
the week that or days of the month that
are not for members of council?
[53:08]
» Well,
this month I won't be here the 15th and
[53:13]
17th or the 24th to the 27th.
>> Okay.
[53:18]
» Which 26th and 27th, Saturday and
Sundays.
[53:22]
» Okay. Anyone else you want to go around
the table?
[53:26]
» Anything else?
I'm pretty flexible.
[53:29]
» Yeah, you tell me and I'll make it work.
>> Okay.
[53:33]
» Okay.
>> No problem.
[53:35]
» Okay, that's it. I'll do that.
>> Yeah, we should
[53:39]
» I'll check with the middle school.
>> Yeah. And then we'll see what we can do.
[53:43]
Okay.
>> Okay.
[53:44]
» Perfect. Thank you.
>> I'll let Mr.
[54:01]
And then the last thing um we're looking
for is um discussion and um regarding
[54:10]
the history book. Um
you guys were provided a list of
[54:18]
votes um and
the committee which was just Uh Colleen
[54:23]
and I have decided to go choose with
Algra um with the purchase of being
[54:30]
$3,560.38.
[54:34]
Um and we're looking to
sell them roughly $20 for a little bit
[54:40]
of a profit. Um we do already have some
donation Washington donation
[54:47]
sponsorships and um that have come in.
We're a little under 600 others that
[54:53]
came in and plus we're getting more with
the sale of the ordinance to also cover
[54:58]
some of that. Mhm.
>> Um
[55:01]
we were also
um
[55:07]
just
Yeah. So that that was the discussion
[55:11]
that we had. Um and then there was
something about somebody was it one of
[55:16]
the schools doing it.
Ben, you were saying about designing
[55:22]
graphic design. Was that for the
>> Yes. So we do um Ben, I don't know if
[55:26]
you know Ben. He graduated last year.
He's a self at college. He is assisting
[55:36]
with some of the writing, but his
girlfriend does graphic design. So,
[55:41]
they're both as volunteers
um working on getting things together
[55:48]
for us,
>> which is kind of nice. So she'll as soon
[55:52]
as we get the printer, she'll be in
touch with the printer to see what
[55:55]
formats they need and all that kind of
>> and they're volunteering at the time.
[56:00]
Correct.
>> Okay.
[56:02]
» We're going to work out whether the
school will get college credit from what
[56:07]
they're doing. So yeah, they're willing
to speak to their resumes.
[56:12]
» Okay.
>> Um those the people that have um
[56:20]
sponsor the book. We're looking to give
them at least one free copy to everybody
[56:26]
that has donated or whatever.
>> So that's where we're at.
[56:31]
» And the people who sponsored the
>> Yeah.
[56:41]
» We don't have you don't have them with
you. The samples that they gave us.
[56:47]
» No. Okay.
They gave us two different types of
[56:52]
sampling and one
way it was kind of like a landscape
[56:57]
form.
>> Oh, nice.
[57:00]
» Okay.
Anything else?
[57:04]
» Okay. Thank you.
>> Can Can we Can we communicate with them
[57:08]
then?
>> Can we communicate?
[57:12]
» I'd like to let the other printers know
that we're not going to go with them.
[57:16]
» Are we going?
>> I think so. because we already decided
[57:19]
that last time. Yeah. Yeah, we're okay
with that.
[57:23]
» Okay, that was decided last time. Y.
>> Okay.
[57:29]
» Then I will place a resolution on the
October agenda for passage
[57:34]
for us to say be able to as borrow to
sell these.
[57:39]
» Perfect.
>> Engineers reported.
[57:43]
» All right.
any further discussions that you want to
[57:47]
have about the Luther Meadows at
Helman's house with me?
[57:53]
» I don't think we need to. I think we
have questions that they're interested
[57:56]
in having an answer to and once we get
that we'll move forward with that.
[58:03]
» So, we're continuing to push D to
improve this planning model for
[58:08]
Washington Station.
They finally got back to us and asked
[58:12]
for uh fees. I don't know why they
waited so long. So, we paid those and we
[58:18]
also provided them some additional
information that they requested. It's
[58:22]
getting a little frustrating with them,
but what can you do on the chlorine
[58:27]
contact chamber? I'm still trying to get
an estimate from the vendor on the
[58:33]
amount of material that needs to be
purchased to compare that. As soon as I
[58:37]
have that, I'll for that council. He was
away on vacation. He did promise to me
[58:44]
promise to me have today have it. So,
I'm a little frustrated with that at
[58:49]
this point.
Moving on to the water well.
[58:55]
We are working on the next phase of
that. Once again, if you need any
[59:01]
assistance with any other things for
that well, please let us know. Fiber
[59:08]
optic extension. Um, I believe we might
be on another project down here now from
[59:14]
them. So, batons passed again and it
seems like every time they pass a baton,
[59:19]
the people take over, start it over from
scratch. So, um, we still continue to
[59:26]
remind them that, hey, we're not happy
with you. Just
[59:30]
that's running through everyone's
backyards. We need this to be documented
[59:35]
because you know they're not going to
bother you. They're going to come here
[59:40]
to public meetings and say why our
backyard you know just happened even
[59:45]
though we have nothing to do
with. So we're asking them to do their
[59:52]
due diligence and that seems to be where
they pass to another
[1:00:00]
and we started the whole process.
So moving on talked to UTI they're still
[1:00:07]
working with their issues to try to
resolve ours
[1:00:11]
reached out to us on Friday last week.
Unfortunately reached out to Josh. Josh
[1:00:17]
just returned from vacation. So he got
the message and he got
[1:00:23]
to
looks like
[1:00:28]
I will update you next month hopefully
solution
[1:00:36]
report which I saw today. So we'll get
on that. Um I wanted to talk to you
[1:00:42]
about preparing I was asked to prepare
sort of price estimates for water and
[1:00:48]
for tapping fee updates. Um, are you
looking for just a budgetary
[1:00:55]
cost to do those? Cuz we usually don't
write proposals and we usually do them
[1:01:00]
under general services, but if you want
to just have a cost,
[1:01:07]
» that would be very helpful.
>> Okay. All right. So, I'll do that.
[1:01:12]
I'll get that to you very soon. And like
I said, we're working on the well
[1:01:18]
contract. We're also working on getting
some of this grant issues resolved DC.
[1:01:37]
» Perfect. That's it.
>> All right. Thank you.
[1:01:39]
» Thank you.
>> All right. Old business, hometown
[1:01:44]
heroes. Is there anything that we need
to discuss there? We've had a couple
[1:01:48]
people interested not um submitting
applications. So, we're getting closer
[1:01:53]
hopefully to five
for our next order.
[1:01:57]
» Perfect.
Top 10 community ambulance board. Monica
[1:02:08]
and Stacy that on us so we got that.
Okay, good. Thank you. Perfect.
[1:02:14]
Tottenboro Preservation Board.
>> Nothing new.
[1:02:18]
» Nothing new. Same old.
>> Okay.
[1:02:20]
» It'll be open Saturday any
[1:02:25]
» Oh, nice. Okay. Good.
>> Same hours.
[1:02:28]
» Perfect. Brandy Community Library.
Right. Ray,
[1:02:34]
» we had a great summer.
>> You did.
[1:02:37]
» Great call. Um, just let you know that
fundraising continues and We have douts
[1:02:46]
at um
villas
[1:02:53]
and Buckeye Tavern happening. So, you
know, you have to eat. Just pick that
[1:02:57]
thing.
>> That's always a good fundraiser. You
[1:02:59]
have to eat. You know,
>> those go really well. Um the big sales
[1:03:04]
going, which amazingly are going really
well. There's always bigs at the desk
[1:03:10]
now.
Um, and I'll just put a little bug in
[1:03:14]
your ear, but sent their chat to us this
week.
[1:03:23]
disability that
>> well have you heard just
[1:03:29]
kind of swamped with the software and
trying to get the bills out and all that
[1:03:34]
but
still looking for
[1:03:45]
» the vendor fair
is
[1:03:49]
» okay they're going to have a Saturday.
>> Perfect.
[1:03:53]
» And it'll be at trunk and tree.
>> Perfect.
[1:03:56]
» So
>> nice. Good.
[1:03:58]
» Can I check on something?
>> Yeah.
[1:04:00]
» The whole time here is is that just for
the military or can we expand that to
[1:04:07]
like firefighters or
>> that would be active counsel?
[1:04:14]
cuz I'm wondering if that might if we
add to making clothes that maybe that'll
[1:04:19]
add to
interest
[1:04:27]
probably since we didn't have any
new ones to go up. We didn't really
[1:04:34]
enforce the the two year,
>> right?
[1:04:37]
» But there's plenty of patterns that have
been up two or more years.
[1:04:41]
» Sure. Yeah. Huh? Do you want it on the
next agenda to discuss it?
[1:04:47]
» It might be a good idea.
>> Okay. Something to think about.
[1:04:51]
» Sure.
>> And if we get interested,
[1:04:53]
» we don't. Yeah.
[1:04:59]
» Yeah. Absolutely.
>> And then council would have to then
[1:05:02]
decide
[1:05:08]
» all of the ones that have been up two
years or more come down.
[1:05:13]
So
>> ours is going to go oldest.
[1:05:15]
» Yeah.
>> Like if you only need five, take the
[1:05:19]
five oldest. But then you run into the
problem that people might hurry up.
[1:05:26]
» Yeah. Correct.
>> I can tell you my dad's coming down.
[1:05:31]
» Yeah. So you'll Yeah, absolutely.
>> Okay. All right.
[1:05:38]
» Sorry.
>> Okay.
[1:05:40]
No, it's cancelled.
>> So, two things that I forgot to mention
[1:05:44]
when I was doing my uh little thing. Uh
East Penn manufacturing sent us. They
[1:05:48]
are having an 80th anniversary open
house on Saturday, October 3rd. Um they
[1:05:54]
are having a VIP tour for public
officials at 10:30 a.m. Uh followed by a
[1:05:58]
special anniversary program at 12:15
a.m. We have all been invited. So, if we
[1:06:04]
would like to go, we have to uh email
the uh government relations and advocacy
[1:06:09]
manager. I have all the information
here. So, if you'd like to see it, you
[1:06:12]
can take a look at it and the schedule
and all this fun stuff here. Um I think
[1:06:18]
that's very nice.
>> We got
[1:06:22]
Okay. Did everybody get the St. Barnabas
Center thing also?
[1:06:26]
» She's shaking her head. Yes.
>> I think that was the
[1:06:30]
one.
>> Yep.
[1:06:31]
» Thing.
>> Yep. Perfect. So before we uh have any
[1:06:35]
other visitors, if there are any and in
Germany, I I have two things to just
[1:06:38]
kind of put into uh uh your mind to
think about, we are one of the only
[1:06:43]
municipalities that has um their own
water and sewer system that does not
[1:06:48]
require a certificate of occupancy when
a house is sold or a sewer lateral scope
[1:06:54]
when a house is sold. Now, we do have a
sewer lateral where Alex goes out, looks
[1:06:58]
at it from the inside, and says, "Yep,
we're good." Um, however, as we know,
[1:07:03]
Toppton is 150 years old, which means
there are houses that are 150 years old.
[1:07:08]
Uh, I I think it's something that to
protect us and to protect homeowners. I
[1:07:13]
think it's something we should think
about. A certificate of occupancy would
[1:07:17]
just be an inspection, but it can be a
third party inspector that the seller of
[1:07:23]
a home would pay for to go in to make
sure, you know, we had a situation on
[1:07:27]
Main Street with a water bill. That
wouldn't have happened if we would have
[1:07:31]
had a certificate of occupancy
inspection. Uh sewer lateral, again,
[1:07:36]
it's third party, uh a third party
person that would go out and put a scope
[1:07:39]
down and make sure everything is okay.
Again, we had other issues with sewer.
[1:07:44]
Maybe it would happen if we would
require that. But it's just something to
[1:07:49]
think about in the future. And again,
I'm not saying we have to be like every
[1:07:53]
other municipality, but there's a reason
why they do it. It's to protect
[1:07:56]
everybody involved. So, just think about
that. All right. Hearing the visitors on
[1:08:02]
anything else.
[1:08:05]
And here we go. I need a motion to
adjourn.
[1:08:10]
» Should I say?
>> All right. Thank you.
[1:08:14]
» Oh, you were so close. You said 805.
>> It's 806. Oh, man.
[1:08:22]
» You kidding me? Order looking
