[2:28]
Hi.
>> Okay. Greetings everybody. It's 6
[2:30]
o'clock. We can start our meeting.
Everybody signed in here and we have um
[2:35]
two people on Zoom.
[2:40]
Okay.
First order of business uh is to appre
[2:45]
approve the previous minutes of 7:15.
I read through them. I don't have any
[2:51]
comments. Deborah.
>> Nope.
[2:53]
» Um I'll make a motion to approve them as
written.
[2:57]
» I'll second that.
>> Second. Okay. All in favor?
[2:59]
» I
>> I Okay.
[3:02]
Uh are there any additions or deletions
to today's meeting?
[3:08]
» Hearing none. We'll say one. Right.
>> I changed.
[3:11]
» Oh, you changed. Yeah, I added it. Yeah,
>> the never ending agenda.
[3:16]
» Um, so yes, we uh we don't have any uh
changes. And does everybody have any
[3:22]
conflicts of interest for today's agenda
items? I do not.
[3:28]
» Okay.
>> And there are none.
[3:32]
» Okay, great. Um, this is going to go
fast because our first item, um, Tasha
[3:39]
Wallace is not available tonight. She's
feeling ill. So, we're going to push her
[3:44]
to next month's meeting and she's going
to give us just an update on LCPC, what
[3:48]
they're doing, and what they could do
for us. So, we're we're going to skip
[3:52]
that and we're going to jump right to
the dog complaint that we've received.
[3:59]
Um,
I'll just go through a little bit. Um,
[4:04]
you know, for those who aren't aware
there, we have a we had a complaint come
[4:08]
in regarding a dog that was barking
uh excessively
[4:14]
um in all hours of the night allegedly
and our uh animal control officer went
[4:21]
out. He gave us a report
um basically he contacted the dog owner.
[4:28]
Uh they denied that uh it was their dog
and uh since then we have received uh
[4:36]
two emails from neighbors that uh also
state that they did not hear any dog
[4:43]
barking. Uh do we have the complaint in
here? Okay. Uh would you like to give us
[4:49]
a little history?
>> Sure. I've um been on that road for
[4:53]
about five years now.
>> Okay. the past um three years um I've
[4:58]
had dogs um barking um at all hours. I
mean 4:45 in the morning, 12:09 at
[5:06]
night, 5:50 in the morning, 5:35 in the
morning. I don't have air conditioning,
[5:11]
so anybody that has air conditioning
might not hear them. It's short, sharp
[5:16]
um sparks and it's almost like an alarm
going off and a couple times it's on
[5:21]
like a Saturday morning and I mean the
4:45 on a Saturday morning when you have
[5:25]
company and everybody in the whole house
is up is totally unacceptable. I mean I
[5:30]
think towns usually have ordinances of
sometimes that you know 7 to 10 kind of
[5:35]
um you know I mean 10 to 7 in the
morning are quiet hours normally. Um I
[5:40]
mean you know five uh 650. I mean, I
wouldn't be complaining, but I mean, I
[5:47]
had my windows open and it's just been
disruptive for a couple years.
[5:53]
And a lot of people have dogs on that
road and I don't hear anything at that
[5:56]
time of the morning.
>> You're Gail, but uh could you just
[6:01]
identify yourself so we have for record?
>> Yeah.
[6:04]
» Y
>> Thank you. Uh we also have um the dog
[6:10]
owners here represented by Samantha. I
don't know who wants to speak but uh
[6:15]
maybe you can give us a little bit and
then I'll go into where we need to go
[6:18]
from here.
>> So um I have two dogs um two labs and we
[6:25]
are two houses apart so we don't live
next door to each other. Um my dogs
[6:30]
sleep in front of us. I have two young
kids so they're also in bed with the
[6:35]
kids. My kids actually sleep till 7 or
8. Even this morning, I had to like wake
[6:40]
them up. My kids don't get my dogs don't
get up until we get up in the morning.
[6:45]
Um, definitely not up at 4 in the
morning with my kids or my dogs. Um,
[6:52]
occasionally I let them out around 11,
maybe 12 if they have to go to the
[6:57]
bathroom, but it's no more than five
minutes and then they're back inside.
[7:01]
just enough time for me to pee and them
to pee and they go back to bed. Um, I
[7:06]
know there's a, as she said, there's a
lot of dogs on our road. I actually took
[7:10]
a v video on Sunday of someone's dogs
barking in the distance that were not
[7:15]
mine with a video of my dogs and I don't
mind presenting that.
[7:18]
» Okay.
>> Um, as there is other dogs in the
[7:20]
neighborhood, not just mine.
>> If you want to hear it, you guys can
[7:25]
hear a dog howling. Well, I think the
next Well, we'll get to the next step
[7:28]
because I don't think we're going to
resolve it tonight, but
[7:31]
» So, are you Samantha? I am Samantha.
>> Just wanted to clarify that for the
[7:34]
minute.
>> Yeah. And um
[7:38]
» and my kids like need to sleep too. So,
if they're going to like not going to
[7:42]
let my dogs be working and also I don't
want to be up for h like more than five
[7:47]
minutes at night letting them in and out
if I have to. Um so, definitely I am not
[7:53]
a night person. I work all day long. So,
um, and then I come home, they're
[8:00]
outside, they bark if someone's walking
by, they bark if there's a bear in the
[8:04]
property, they bark if there's a deer,
which is not a very, you know, not like
[8:09]
it happens every day.
>> Okay.
[8:12]
» Well, for the record, both uh parties
were notified on August 5th by the town
[8:16]
to to appear at tonight's meeting. We we
do appreciate you coming tonight. Um
[8:21]
there there is a a dog ordinance in the
town that's available online, but I'll
[8:28]
just kind of hit the highlights of what
we're talking about tonight. And section
[8:33]
4 talks about disturbances and
nuisances. Um no person shall keep or
[8:37]
harbor a domestic pet which disrupts the
quiet comfort and response of others by
[8:43]
frequent habitual or persistent barking
or howling. So, that's kind of the um
[8:49]
thing that we're talking about here. Um
there are penalties. Um if if found uh
[8:56]
that it's a problem, there's a the first
offense is a warning. The second offense
[8:59]
is uh a $50 fine or empoundment. And the
third uh which hopefully we never get to
[9:06]
is empoundment or $100. In addition,
there's other fees. So, um how do we
[9:12]
resolve this? Well,
the select board
[9:18]
um is the enforcer of local ordinances.
Um we can issue formal warnings, impose
[9:23]
civil fines,
uh authorize an animal control officer
[9:28]
to seize or impound the dog if it
violates a noise ordinance. So hopefully
[9:33]
we don't get there. Um and most
importantly, we can hold hearings uh and
[9:38]
issue orders. So, we have received a
written complaint which kind of follows
[9:43]
everything that we're supposed to have.
You gave the times, you gave all the
[9:46]
information. So, that's good. So, we
don't have to go back in time. So, the
[9:51]
next step would be to hold a hearing
uh and order the owners to take remedial
[9:57]
action if necessary.
Uh so, we need to convene a meeting and
[10:07]
we could set a time and date for that.
It'll be a public meeting. It won't be
[10:11]
in this format. It'll just be for uh for
that issue. So, if if you guys want to
[10:17]
give us a time and we can see if we can
work out an evening or whenever works
[10:21]
for everybody. Um then you can present
your case and the select board will make
[10:26]
a decision
um of what to do.
[10:31]
So, with that being said, um I think
that's the next step because I don't
[10:35]
think it's going to get resolved
tonight.
[10:38]
Correct. Um I mean that it doesn't sound
like it. So, it sounds
[10:44]
» even a dispute as to if it's your dog,
right? I don't like
[10:49]
» it's definitely their dog,
>> right? So, again, we're not
[10:52]
» that's during the day. That's the
question that's in contention,
[10:56]
» right? They let the dogs out even during
the day. It's a sharp bark a couple
[11:00]
times. They do pull them in, but it's
the same dog that's barking at night. I
[11:05]
mean, I have no issues with a dog
barking during the day. I mean, usually
[11:09]
after 15 minutes, the dog would probably
be in disgust. Wouldn't want to leave it
[11:12]
out anyhow. Um, but it it's definitely
their dogs and at night. I mean, I've
[11:17]
had company, family, all been woken up.
Um, I believe sometimes people come in
[11:22]
late at her home and that's where the
times come in. And some of these are
[11:27]
actually
before school was even out and the kids
[11:30]
were even there. So, I can um I mean I
can start taping if necessary, but I'm
[11:36]
not all the time to
>> So, at this point, we need to set that
[11:39]
meeting date, correct?
>> For the interested parties and concerned
[11:43]
parties to come forward and meet with
the select board, right? And have it's
[11:47]
really a hearing. It's a hearing.
>> It'll be a hearing uh in this room, but
[11:50]
it's just going to be us.
>> Just us.
[11:52]
» It is a public meeting if somebody wants
to show up, but I don't know if anybody
[11:55]
will. And if you have witnesses, uh, we
suggest that you bring them along.
[12:00]
» Okay. Recordings.
>> Sure.
[12:02]
» So, heard this right. I'm out hell and
at the moon. I can be fine 100 bucks.
[12:08]
» Yeah. You got to stop at
[12:13]
» only if your name is
>> Jack.
[12:16]
The ordinance. It's an ordinance.
>> It's it's it's a noise ordinance and um
[12:21]
if it's a violation, we need to resolve
it. So,
[12:25]
um it's just this this meeting is to set
up um the hearing
[12:32]
» a hearing, right?
>> And uh if you let us know what days
[12:35]
you're available, we could do it next
week. We could do it the following week
[12:38]
whenever
uh you're good.
[12:45]
It's a meeting that'll have to be warned
because all three select board members
[12:48]
will be here,
>> right? We'll have to be here. So, is
[12:50]
evening best for you folks, for the
parties involved? Is evening best?
[12:55]
» Yes, but I am not available the 18th
through the 20th.
[12:59]
» Okay, good to know. Thank you.
>> So, at least the 17th, the 19th, the
[13:05]
21st.
>> I'm not.
[13:09]
» Okay.
>> Well, let us know when you're
[13:12]
We're pretty flexible.
>> I'm not available with 17 at all.
[13:16]
» Okay. Do we want to just try to do this
by email?
[13:20]
» I don't think we're going to be able to
do it by email because we have a lot of
[13:24]
information already and it calls for a
hearing
[13:26]
» through and figure out the date. The
date
[13:28]
» Oh, the date. Well,
>> the date I think we need to determine
[13:31]
the date right now. If that would be my
hope.
[13:35]
» I mean, if the week of the 17th doesn't
work, we can move it to
[13:38]
» What about like September 3rd or
something right before Labor Day?
[13:41]
» I'll be in Utah. Okay. Well,
>> let's do it in Utah.
[13:46]
the next couple weeks. I mean, so
>> so you're not available the next couple
[13:49]
weeks. Okay.
>> Okay.
[13:51]
» Um, so
so we're looking at the week of the 7th
[13:57]
possibly or
>> that's after Labor Day. Yeah,
[14:01]
» the week of the 7th. Um, we have a
select board meeting on the 9th. We
[14:05]
could do it before then if that works.
Like 5:00 on the 9th.
[14:08]
» You're going to be out of state from
>> Oh, on the 9th to the 9th.
[14:11]
» It'll fly back until the 9th.
>> Okay. Um the 10th, September 10th.
[14:21]
» Um
>> you know, can we just
[14:26]
» Okay. Um the 11th, maybe it's a Friday
or the following week, the week of the
[14:31]
14th.
>> Not the whole month of September.
[14:36]
» Well, you can appear by Zoom if that
works for you. We don't do Zoom. Okay.
[14:42]
Um,
>> I guess
[14:47]
we do anything like next week or
something or early next week like Monday
[14:50]
or Tuesday or something.
>> So the 17th or 18th?
[14:53]
» 17th.
>> I can't do an evening the 17th at 5:00.
[14:57]
I'm I'm I have another meeting but the
18th is we have engagements 18.
[15:05]
» Yeah.
>> Three people waiting. That's it.
[15:09]
» You know, it's hard because we're all
dealing with the end of the summer.
[15:13]
Family is still coming. People are
traveling. You know, it's it's
[15:16]
challenging. That's all I'm
acknowledging.
[15:19]
» Well, you guys work at a date. I'm
pretty much available.
[15:22]
» Well, I don't want to do that. I want us
to come up with a date that we can all
[15:26]
agree to right now because it's very
difficult to try to do it over email or
[15:31]
in any other way.
>> 18th. Can it be a weekend?
[15:38]
I'm not available the 18th.
>> The 18th is my birthday. I would prefer
[15:41]
not to
for that.
[15:45]
» So any other day would be great.
[15:55]
» I could be available for an hour meeting
on the 19th.
[16:00]
» The 19th of August,
>> Wednesday. I work out of state and I
[16:05]
don't I'm not here that much. Um but
when I am here I need to sleep and I
[16:09]
can't have dogs waking me up but I am
not here
[16:14]
that day.
>> 19th.
[16:18]
Okay. Well, why don't we ask when when
are you available?
[16:26]
» She's going away. I forgot the dates
again. What did she just say?
[16:29]
» The 1st of the 9th. Other than that, I'd
really like not to be here on my
[16:32]
birthday.
>> Oh, you should not do that. Everything
[16:35]
else, I'll make it work.
>> Well, bring your cake.
[16:37]
» So, what does the 23rd
>> annual thing? No,
[16:41]
» you don't want that.
>> Friday,
[16:47]
» the 20th
47.
[16:53]
» Well, yeah. evening because there is an
easy agent earlier three block that some
[17:00]
of us are involved in
or if civil authority
[17:06]
is the 20th possible for people's
birthday but I will make it work. It
[17:12]
just takes you two sons of
>> Is that your birthday? My birthday is
[17:17]
the 18th and my six-year-old spring
seven is on the 20th. And so I've
[17:21]
scheduled those three days to do
something with her, but I will make the
[17:24]
19th work. I really prefer not to be
here.
[17:26]
» And the mornings don't work. It has to
be in the evening.
[17:30]
» Oh, I could I'll make any other day work
timewise. I'll just move my clients
[17:34]
around. Um,
>> is there anything in the morning that we
[17:38]
could do like like next Monday or
Tuesday?
[17:43]
» I'm available.
>> The 17th or 18th? Yeah.
[17:46]
» Yeah. I'm available in the morning to
zoom in.
[17:49]
» First thing you wanted to do 8:00 or
8:30
[17:52]
» 8:00 Monday 17th would work.
>> Yeah. 8:00.
[17:56]
» Is that okay for you?
>> Do that.
[17:58]
» Yeah. Yeah. Okay.
>> The 17th.
[18:00]
» I'd have to move patients around. Um
>> the 17th at 8 a.m. Is that possible?
[18:06]
» Just checking. No,
>> she has patient schedu.
[18:09]
» I have patients scheduled and I just
wander scheduled and that's the only day
[18:13]
she can do. Right. What what time would
there not be a on the 17th? Is there any
[18:18]
time that works anytime in the morning?
[18:24]
» 9:45
or
[18:27]
» 10:00
>> or 10 o'clock?
[18:29]
» Maybe.
>> All right. Well, we we can do it.
[18:33]
» Hold on. Hold on. Back to 10:00.
[18:38]
» If Trevor can't make it, that's fine.
>> That's fine. It'll be two of us.
[18:41]
» Okay.
>> It's a majority.
[18:43]
» No. or 8:00.
>> 10:00
[18:44]
» Stop shorty.
>> Okay. So, what time on the 17th?
[18:49]
» Did we agree on a time for the 17th?
>> 10:00.
[18:54]
» 10:00. Is that possible?
>> Works. I'll make it work.
[18:58]
» You can without making it impossible.
I don't want to make things impossible
[19:04]
for people. So,
>> okay. 10:00 a.m.
[19:10]
» the 17th.
>> On the 17th. And if if any of your
[19:14]
witnesses aren't available, they can
zoom in or if we have a couple emails. I
[19:20]
mean, that's fine, too. We can bring you
can just enter them. I This isn't a
[19:24]
courtroom, but we'll do the best we can.
>> Okay. Does that work? Okay, then. Thank
[19:31]
you both for coming and uh hopefully
we'll resolve this on the 17th
[19:36]
» at 10:00 a.m.
>> Are we allowed to Am I allowed to get
[19:39]
the dates and times ahead of time?
>> Yes.
[19:43]
» I I will send it to you.
>> Sometimes.
[19:46]
» Oh, it's in the package.
>> I think it's in the material.
[19:50]
» Those in my house with my dogs. I'm not
ready.
[19:53]
» Even during the day
here in the package.
[19:56]
» Oh, it is here.
>> I think it's it's here.
[19:59]
» Just
It's only me at home and my mom that
[20:03]
takes
>> second page.
[20:07]
» Here's your
[20:11]
» No, no, second page
>> in the in the packet. A minute for me.
[20:15]
» Okay.
>> Oh, get the second page.
[20:20]
» Here it is. I've got it. Yeah.
>> Okay. So, um
[20:28]
just you know, whatever you can
[20:34]
uh we'll we'll try to resolve this one
way or another, but it's probably going
[20:37]
to go to a warning and
[20:41]
» the next step.
>> Yeah. But we'll do our best.
[20:46]
» We We will do our best
>> solve the matter. Yeah.
[20:50]
» Yeah. We've had issues with dogs biting
people and stuff and we had to have dogs
[20:54]
removed from the house, but we don't we
don't want to go there. It's not even
[20:58]
close to being there. people that live
next to me that are there 247 don't hear
[21:02]
my dog, right? So, house two doors down
is complaining who's not even there half
[21:06]
the time
>> and knows it's my dogs, but she's never
[21:10]
met my dogs. My dogs.
>> All right. Well,
[21:12]
» so we'll hear all
>> we'll hear all that. Bring whatever you
[21:15]
have. And
>> if your witnesses can't attend, uh
[21:19]
» maybe statements from
>> Yeah, a statement from a witness is
[21:22]
fine. Or if they can attend by Zoom, uh
we have the two emails. That's fine. If
[21:27]
you have anything else, just bring it
along with you and we'll try to try to
[21:31]
resolve this.
>> Like,
[21:34]
» yeah,
>> like that their dispute.
[21:36]
» I mean,
>> money on the road. Just saying.
[21:38]
» I I you know, it's hard for for us
because we weren't there.
[21:43]
» So, we'll do the best we can. And if if
a warning is issued,
[21:47]
it that'll hopefully be the end of it.
>> But we need to have more investigative
[21:53]
information. I need everything we can
have
[21:56]
» as best we can.
>> Okay.
[21:58]
» So, if I give them to these to my
neighbors and they'll be like, I guess
[22:01]
» correct. Have them write statements.
>> That'll be fine.
[22:04]
» Documentation.
>> Okay.
[22:06]
» Again, thank you for coming. If you if
you want to stay through our meeting,
[22:09]
you're more than welcome. But
>> yes,
[22:14]
» exciting.
>> Everybody has different excuses.
[22:19]
» Okay. Um, now that the dog complaint
>> is over,
[22:24]
» dealt with, right,
>> man, we spend more time on dog stuff.
[22:29]
Well, well, last year we had the cat,
>> the chiller cat,
[22:34]
» but yeah, remember there was a cat
running around.
[22:36]
» I got to come to more meetings
>> and it turned out to be the wrong cat.
[22:39]
They identified the wrong cat.
[22:43]
» No, you can't make it up. Okay. Uh, in
either case, uh, you know, we will have
[22:50]
We'll do whatever we're supposed to do
in accordance with the local ordinance,
[22:53]
which is hold a hearing and we will find
out who's right and who's wrong
[22:57]
hopefully.
>> Okay. The next item we have on here is
[23:01]
another big item. Um Sharon Draper has
suggested that the windows in the town
[23:07]
office and the town hall be cleaned
cuz apparently they're dirty. Uh I asked
[23:15]
her to get a couple prices which she
did. One was for $1,50
[23:20]
and one was for $620.
Uh Sharon has requested approval to move
[23:26]
forward. Are there any comments from
>> You don't clean them or No,
[23:35]
» that's not in her job description.
>> But but shorty, we will take volunteers.
[23:41]
» Um Dave and I volunteer.
Do do you got Can you guys hear me? This
[23:47]
is Betsy.
>> Betsy.
[23:49]
» Yeah, Betsy.
>> Yeah. So, Dave loves doing windows and I
[23:53]
will support him. So,
>> I think Dave just got volunteered.
[23:56]
» Oh, yes, he did.
>> Hi, Dave.
[23:59]
» Hi, Dave.
>> He's not here. Therefore, he's got
[24:03]
» Yeah, there's just no way we should
spend that money.
[24:06]
» Being volunteer,
>> we will do it. We will do it. Dave and I
[24:12]
will do it. I'll bring a crew,
>> right? That's fantastic. We thank you
[24:16]
for that
>> and we will tell Sharon.
[24:21]
» I I'll call Sharon and we'll set up a
time.
[24:24]
» Okay,
>> great. Thank you, Ben.
[24:26]
» We appreciate that. And then when you're
done, 620 camper.
[24:31]
» Um,
>> I'll send Dave over.
[24:36]
» Where is Dave? Let him defend himself.
>> Dave Dave's up at the farm. He's late
[24:40]
for dinner, so too bad.
>> Wow. That's what happens when you get
[24:44]
volunteered.
>> Bring beer.
[24:49]
» When are you going to tell him?
>> He gets home.
[24:54]
» The middle of the night.
>> I'll call him as soon as he gets home.
[24:58]
» I just texted Michelle Greson. She wants
to be in on this next item.
[25:02]
» Is she on?
>> Uh she's going to call in. She's at
[25:05]
work.
>> Okay.
[25:06]
» But uh she asked me to text her, which I
did.
[25:09]
» When we're ready.
>> We're ready. Um, so Nancy, uh, the the
[25:13]
next item here is the EPC recommendation
for open positions. Um, first I I just
[25:19]
want to say a couple things. One, it's
great. We had four candidates apply. Um,
[25:26]
which is is great. There's times we
can't get anybody. So, the fact that we
[25:30]
have uh four candidates applying is a
fantastic thing. Uh, it's great to see
[25:36]
this type of interest in a open
position.
[25:40]
Um,
so with that, uh, Nancy, if you want to
[25:45]
take it until we'll see if Michelle Oh,
Michelle's here. Okay,
[25:48]
» Michelle. Right.
>> Um, where is she?
[25:53]
Should be at the top.
>> There she is.
[26:00]
» Michelle.
>> Yeah, she's on.
[26:01]
» She's there.
>> Yes, I I'm here.
[26:05]
» Okay, good. We're We're just getting
into this. I was just thanking everybody
[26:09]
that uh and pretty happy about the fact
that we did have four candidates and u
[26:15]
you know I don't know if you or Nancy
want to take it um and kind of go
[26:19]
through what you did and then I have
some notes.
[26:24]
» Uh Nancy if you're there if you want to
run through it. Sorry I just uh I I bet
[26:30]
I'm on a little bit of a vacation right
now and just wanted to call in and be
[26:33]
available.
>> Yeah, I can take it.
[26:38]
Glen, like you just said, we had four
really good candidates. We had um
[26:43]
different backgrounds. We had different
um
[26:48]
experience. We had different um a
variety, I
[26:56]
um
reasons to want to be on the board. And
[27:02]
um we did go the three of us went into
executive section and we did um come up
[27:08]
with two names to advance as a
recommendation.
[27:12]
Um we decided to
as our recommendations Betsy Perez and
[27:18]
Brian Evans.
[27:21]
» Yes.
>> Right.
[27:24]
um process
was
[27:29]
really just to go back over
um they they were all there, all four of
[27:34]
them. They um spoke um about their
experience, about why they wanted to be
[27:42]
on the board, about um their backgrounds
and where they're coming from. Um
[27:49]
all of them had something definitely to
bring forth. Um
[27:58]
and we made the
this these decisions um based on all
[28:05]
that information.
[28:09]
» Michelle, do you have anything to add?
>> Nope. I think you covered it, Nancy. We
[28:14]
had four really great candidates and
they all um all but one um had submitted
[28:21]
their letter of interest prior to the
meeting last month and everyone had
[28:27]
really great qualifications and things
to bring to the board um for the select
[28:31]
board to decide and that's what we came
with our recommendation. It wasn't easy.
[28:35]
Uh we were lucky to have so many great
applicants.
[28:41]
» Okay. Could could we get the names of
all of the
[28:45]
» Yeah, I'm going to go through that. Um,
in addition to the EPC recommendation,
[28:51]
uh, which we all received, the select
board has reviewed the verbal
[28:54]
introductions by each of the candidates.
Um, we also, uh, reviewed the recording
[29:00]
of the EPC meeting. We all watched it.
Um, the letters of interest were
[29:06]
submitted by Brian Evans,
Warren West, and Betsy Perez.
[29:13]
Um,
so we had that uh Colin Reynolds uh gave
[29:19]
a verbal introduction
uh after asking the EPC and other
[29:24]
candidates if they would be amendable to
u him um speaking because he didn't
[29:31]
submit a letter prior to the deadline of
which they all said yes that was fine.
[29:35]
So, uh he is on the recording. Um
before making a final decision, the uh
[29:42]
select board will and it's on our
agenda. We'll enter into an executive
[29:46]
session to discuss this matter prior to
making a final decision.
[29:52]
So, if anybody else has anything to add
to that, we'll certainly listen to it
[29:57]
now.
[30:00]
Okay.
Um well, a lot of time and effort seems
[30:05]
like it's been put into uh vetting um
the candidates and hopefully u we make
[30:12]
the right decisions here.
But thank you to all those who applied.
[30:18]
Okay. Um hearing nothing else,
[30:24]
uh the next item I have on our um agenda
here is reviewing the action list, which
[30:33]
is in your package. It's kind of short
this week, which is good.
[30:38]
» I think we're down to three items,
four.
[30:42]
Um
I know Trevor is still working on trying
[30:46]
to get prices on the ramp and the
stairs. meeting with somebody tomorrow
[30:50]
and we'll add in
>> Yeah, we're gonna add in this ramp out
[30:52]
here, which if you walked up this ramp,
you'll see that it's uh a little spongy.
[30:57]
Yes. So, we're going to add that in.
>> Are we going to add a big enough door
[31:02]
for the wheelchair access also?
>> We did have a problem with that, didn't
[31:06]
we?
>> Yeah.
[31:08]
» Where this door, the wheelchair doesn't
fit through. Somebody was here. Who was?
[31:12]
It was like a year or so ago.
>> You guys through the the other door.
[31:17]
Uh the main entrance I'm not sure but
the ramp at least
[31:22]
» right and this one with the ramp and the
door is not wide enough for a
[31:26]
wheelchair.
>> That's what I'm thinking. And you got
[31:28]
you got a lot of work here if you're
going to do that.
[31:30]
» No ripping and tearing. Right.
>> Y saying that one's not
[31:35]
» We'll look into it but
>> we may put that as a separate project
[31:39]
outside of the other but but the ramp
itself is really getting
[31:44]
» spongy. Uh, Nancy, the town
appropriations,
[31:48]
um, your draft, I think I sent you an
email. I don't know if you got it. I was
[31:52]
asking You didn't get it.
Uh, I was asking if you could send it to
[31:57]
me in Word format, what you gave us last
month.
[32:00]
» Oh,
>> you didn't see that?
[32:02]
» No, I did not. I'm sorry.
>> All right. If you get a chance, if you
[32:05]
could just send that to the three of us
so we can really get a chance to review
[32:08]
it
>> and give comments.
[32:10]
» So, what is that document? I just wanted
clarification. It's attached to the
[32:16]
» I believe
>> the previous one. Yeah.
[32:19]
» The last month last month's agenda.
>> Yeah.
[32:22]
» So it was there
>> last to the minutes.
[32:26]
» The minutes. Okay.
My minutes that I issued.
[32:32]
» Okay.
>> Yeah.
[32:35]
» Yeah. It's just easier for me to comment
on word if it's a problem.
[32:40]
But um you know just track changes.
It's just easier for me. If it's a
[32:47]
problem, let me know. But
>> word.
[32:50]
» Oh well, what did you do it on?
>> I can put it in.
[32:53]
» I got it.
>> Google.
[32:56]
» I I did notice that there was a
>> You can Google.
[33:00]
» I'm not a Google person.
>> Okay. If we can get that again. Uh,
[33:06]
unfortunately, I don't think any of us
had a chance to review that this month,
[33:10]
but
>> No, I didn't. But I did notice in the
[33:13]
director's orders for the month that we
all signed off on and take a look at so
[33:17]
forth that there was a thank you letter
from one of the organizations who gets a
[33:23]
request from us from the town and that
was um the Moy Restorative Center. they
[33:28]
had sent a thank you and you know
they're in receipt of the $150 that we
[33:35]
pledged through allocations. So I just
wanted to mention that it's in there.
[33:39]
» Well, we're going to be working on next
year's budget before we turn around. So
[33:42]
it'd be good to to get that resolved. So
>> uh if you guys could work that out,
[33:47]
we'll take a look at it. We'll
definitely address it at next uh next
[33:50]
month's meeting. And Nancy, if you want
any help with any of that, I'm pretty
[33:55]
familiar with a lot of these nonprofits,
so I'd be happy to work with you. Just
[34:00]
give me a holler. Okay.
>> Well, yeah. Um, but you may have a whole
[34:05]
plan already. You probably do.
>> Well, it was kind of my recommendations
[34:09]
of what I did.
>> Okay. What you've done.
[34:13]
» Yeah. We'll go through,
>> but we'll look at that. Thank you.
[34:16]
» Um, Michelle, any progress on the demo?
No. Okay. I know you're swamped.
[34:21]
» July's been really busy.
>> Would would it help you if if I got
[34:24]
together with you and tried to write it
myself or?
[34:26]
» Um
I hopefully in the next week or two.
[34:31]
» Okay. Let me know if you need help. I'm
available.
[34:34]
» And Charlie, I'm sure we don't have
anything new on the shoreline
[34:37]
restoration.
>> We do.
[34:38]
» Oh, we do.
>> Okay.
[34:42]
» We've been working with a gal Emily
Porter Goff who's uh over Yep. at the uh
[34:49]
the resource group in Morrisville.
>> Yeah.
[34:54]
» And the funding source that she had
previously went away. However, it's come
[34:58]
back again and it's called the u
[35:04]
the right term here,
[35:08]
the enhancement enhancement repairarian
buffer grant.
[35:13]
And it's
it's a Roland grant. It comes out of the
[35:18]
Vermont Department of Environmental
Conservation.
[35:21]
Um,
and it's for it's to implement high
[35:26]
priority cost-effective repairarian
buffer plannings along river streams
[35:32]
um using native vegetation blah blah.
Um, the funding round is coming up again
[35:39]
this fall for uh for spring planting in
2027
[35:44]
» or worst case next fall. Um, and her
question is, "Would you like me to apply
[35:50]
on behalf of the town?"
>> Absolutely. Sure. I needed your blessing
[35:53]
to her.
>> Absolutely.
[35:55]
» And please give me her name for the
minute. Emily Taylor.
[35:58]
» Emily Porter-goff.
>> Porter. Okay.
[36:02]
» Porter Golf.
>> Porter Golf. GFF.
[36:05]
» GOFF.
>> Okay. Thank you, Charlie.
[36:08]
» I think she was here.
>> Yeah, I know she came at one point.
[36:12]
She's also the the gal that's been
working on the grant for uh the West
[36:16]
Loop Road,
>> right? Oh, that's where that's where
[36:19]
» that's where we've met her before. Yeah,
>> she surfaces every now and then, but
[36:23]
hasn't been
>> She took Peter's position.
[36:26]
» Oh, right. Okay. Now I Yeah, it's
clicking. Okay. Thank you.
[36:30]
» I'd be interested in in seeing the grant
grant application. I think
[36:35]
» it's about seven pages and it's checked
the boxes and
[36:39]
» I would be interested in seeing
>> even better.
[36:43]
» Yeah.
>> Well, that's that's good news.
[36:46]
» Good news.
>> I'll forward you the link.
[36:49]
» That's great.
>> Great.
[36:51]
» All right, moving along. Unless anybody
have any comments or questions on that?
[36:55]
No. That would be a wonderful thing if
we get the shoreline research.
[37:00]
Um, I just have on here discuss pay
increases for town employees. Um, my
[37:06]
bad. Uh, they're supposed to get their
increases July 1st. Forgot all about it.
[37:11]
So, we're just going to discuss it um in
executive session, but it's pretty much
[37:17]
going to follow what we approved in last
year's budget. So,
[37:21]
» who was a new town employee that last
meeting?
[37:24]
» The woman that was here. Yeah.
>> Said uh
[37:29]
on a select board meeting went into
executive to discuss a new employee.
[37:33]
» Oh, that was a personnel matter.
>> Not this. It wasn't this shorting.
[37:38]
» Didn't hire anybody.
>> No,
[37:39]
» no, no. We hired no one.
>> We There was a discussion about an
[37:44]
employee matter. That's all.
>> Thank you.
[37:46]
» Yep.
>> Okay. So, that that we'll do that in
[37:50]
executive session, but um like I said,
it's pretty much going to follow what
[37:53]
was approved.
Um There's a I'm missing
[37:58]
B.
>> Too big or not too big? Um
[38:02]
» I'm next.
>> Yes. Harwood Flats um logging update. Um
[38:07]
Sharon.
>> Yep. I received a very um detailed email
[38:13]
um from
Richard Carbonetti who is the senior
[38:18]
advisor for Landfest um forest resources
division. And so here's what I'm going
[38:24]
to do, which is what I did last month as
well. I'm going to um take his email and
[38:29]
I'm going to just give you some
highlights from the email and then the
[38:33]
entire email will be in the minutes
attached to you know the record which
[38:38]
will go on the website. Okay. So here is
the view from 10,000 ft. All right.
[38:46]
Upgrading of the unimproved segment of
Elmoretown Highway 29. All of the road
[38:52]
work intended for this summer on the
Elmertown rightway has been completed
[38:57]
and there are some bullets that fall
under that. Roadway has been constructed
[39:02]
using all the required Vermont state and
wetland regulatory requirements. On-site
[39:09]
blasting created riff wrap ledge
material and gravel that has replaced
[39:13]
the need to truck an additional plus or
minus 100 loads of gravel on the town
[39:20]
neighbors. So that is a savings um you
know in terms of found and um effort.
[39:28]
Blasting reduced the overall need for
gravel since the blasting has eliminated
[39:33]
the ledge impediments.
Blasting enabled the installation of
[39:38]
ditches and drainage structures that
will provide the long-term stability of
[39:42]
the town road.
This blasting has environmental benefits
[39:47]
in preparing a roadway that will be
stable and in compliance with all AM and
[39:52]
wetland rules.
With the completion of the road past the
[39:57]
wetlands, all blasting has been
completed.
[40:01]
We have continued to coordinate with
Rick Dwire FPNR for several inspections.
[40:09]
Further forestry operations have also
been inspected by the Loyal County
[40:14]
Forester Emily Sers.
The Elmore Road foreman has also made
[40:20]
several additional visits to the site to
ensure town road improvements meet with
[40:25]
his approval. That's Michelle.
As noted previously, an internal road
[40:32]
will be constructed on EL ELT LLC. The
route plans for that road have been
[40:39]
reviewed and approved by in the field by
both Richard Dwire and Jocelyn Stelto
[40:46]
of FPNR. New road is entirely on the
land of ELT LLC. We are noting this for
[40:54]
information purposes so as to be as
transparent as possible.
[40:59]
We continue to have members of the
public visiting and commenting on the
[41:03]
project.
Timber harvesting update.
[41:08]
Harvesting continues on the land of
Wildwood Ventures LLC and has been
[41:13]
initiated on the land of ELT LLC.
As a reminder, Wildwood Ventures LLC has
[41:22]
received approval from the Vermont Land
Trust that the harvest complies with the
[41:28]
terms and condition of the VLT easement.
Harvesting will continue on Wildwood
[41:35]
Ventures and ELT LLC.
Harvesting will likely continue through
[41:42]
the fall until the fall mud season
prevents us from operating without
[41:47]
damage. This is likely that then it is
likely that we will return for winter
[41:53]
operations.
We anticipate maximum weekly logging
[41:58]
truck traffic to be 5 to 10 trucks.
There will be days without trucks at all
[42:05]
and possibly days with more depending on
logging conditions, availability of
[42:11]
trucks and other considerations.
That concludes Richard's report to me
[42:17]
and I will include in the minutes the
entire report. I just gave you, you
[42:23]
know, the thumbnail sketch of it now.
>> Okay. Well, thank you for that, Sharon,
[42:29]
because we did uh make a commitment that
we would keep the public notified as far
[42:33]
as what's going on on up there. There's
a lot of concern where operations began.
[42:38]
So, that's good. So, we'll continue to
update on a monthly basis.
[42:44]
Uh, next item I have on the agenda is,
uh, Trevor had rewritten the, uh, class
[42:49]
4 road policy, made some amended. Yeah,
amended, modified. Uh, made a couple
[42:56]
changes in there. Um, I don't know.
Sure. If you want to give us the
[43:00]
highlights.
>> Uh,
[43:04]
this was a while ago that I did it, so I
just want to make sure. I think the
[43:09]
um
yeah, the big changes that we've just
[43:13]
added
uh to section 4 under maintenance
[43:18]
um uh I'll just read it. Uh maintenance
not performed by town. All maintenance,
[43:24]
repair, improvement, restoration,
plowing, or other activities by parties
[43:28]
other than town shall occur only after
written approval of the select board.
[43:34]
Um, and we've added uh or highway
commissioner
[43:41]
and uh
I think there just a couple other notes.
[43:47]
This is in all in black so I can't see
the
[43:52]
difference here but it was basically
just keeping that consistent
[43:57]
um that authority that is shared by the
select board or the highway
[44:02]
commissioner. So the way I think it
reads is that um the slice board does
[44:07]
have the authority but the private
commissioner is also granted that
[44:10]
authority but the
um
[44:16]
written
uh request still needs to be submitted
[44:20]
to the select board. That doesn't go
away, right?
[44:23]
» So any new roads do have to be submitted
and made public
[44:27]
» regardless of how it's approved.
>> Public have any comments or questions?
[44:34]
Oh, sorry.
>> I have a comment on
[44:38]
paragraph number 11, which is compliance
with other regulations.
[44:44]
You should be mindful that the town
zoning bylaws have very strict
[44:49]
regulations about new development roads.
Uh any any new road serving subdivisions
[44:55]
and developments
and that anybody wanting to improve a
[44:59]
town highway may be subject to those
zoning bylaws that have to do with road
[45:05]
construction.
Um, during the zoning rewrite or bylaw
[45:09]
update, I'm going to be asking the
planning commission to look at that
[45:13]
subject and see if there's any way we
can make it so that it's more equitable
[45:19]
in terms of complying with some rules
and and also examining the aspect of
[45:26]
future development off of those roads.
>> Right. The class
[45:30]
» not seated to any standard.
>> Right. Right. Really
[45:33]
» the class four road. So these are class
four roads really
[45:37]
» take Lake View Lane for example.
>> Correct.
[45:40]
» Okay.
>> Right.
[45:42]
» All of a sudden there's incre
incremental growth
[45:45]
» and little handle on on the
specifications to upgrade to accommodate
[45:51]
new residences.
>> So do you think the way this is written
[45:54]
is sufficient at this point until we
>> until we get new zoning regulations?
[45:58]
» I would like the select board to to be
mindful that there are zoning
[46:03]
regulations. We're getting into the same
subject.
[46:06]
» So just for clarity, section 11 reads,
"Compiance with other regulations. This
[46:11]
policy intended only to supplement state
law, local ordinances, and bylaws. All
[46:15]
other ordinances and policies adopted by
the town shall remain in full force in
[46:20]
effect." So I think that covers pretty
clear.
[46:22]
» And then this is another change that I
made just um section 11. Uh
[46:31]
well, I just added a section that we're
redating the the adoption of the um
[46:37]
policy
>> just changing the date to Okay.
[46:40]
» Yeah.
>> to now.
[46:41]
» Well, it's just been revived. Oh, yeah.
>> To now.
[46:45]
» Yes. This policy supersedes um town of
Elmer Class 4 highway trail policy dated
[46:51]
May 11th, 2016. So, this is super,
>> right?
[46:55]
» That's why I changed that.
>> Okay.
[46:56]
» Okay. Then I'll make a motion to approve
that and sign it tonight uh as written.
[47:02]
» And I will second that motion.
>> All in favor?
[47:05]
» I
>> I
[47:06]
» Okay. So, we'll sign that. We don't have
to sign it right now, but we'll sign it
[47:09]
before the evening's over and we'll have
to make sure that uh they get a copy of
[47:13]
it and gets posted onto our website.
>> Y skipped an item. Glad
[47:17]
» I did. I skipped an item.
>> You skipped the capital advisory floor.
[47:21]
» Uh I did.
>> You did, sir.
[47:23]
» I didn't mean to do that.
>> Questions?
[47:26]
Just a quick question for my own info.
Mr. Burnham mentioned about the
[47:33]
incremental addition of housing units on
Lake View Light. It's currently a class
[47:37]
four, correct?
>> Lake View L. What does it take
[47:42]
in this town? Say there are enough
houses out on Lake View Lane that people
[47:47]
all get to get them and want to upgrade
that from a class 4 to a class three.
[47:54]
Are there is there a procedure in place
for the town to do that? And who just
[48:00]
out of curiosity who has final say on
yes, we're going to do it or not.
[48:04]
» Okay.
>> But Charlie, you worked on a an
[48:06]
agreement on that road, right?
>> I just used that as an example, right?
[48:12]
» I I believe the way the regulations this
bylaw here is that if somebody wants to
[48:17]
upgrade it to a class three, you bring
it up to town highway standards,
[48:22]
» right? And it's on
>> responsible for the developer to yeah
[48:26]
for the people that want to use it or
add additional properties to
[48:31]
» and would they need they would need to
get or I think they would want to get
[48:34]
approval from the select board first
before they invested all that money.
[48:39]
» Yes,
they do also an act 250 controlled
[48:44]
roadway.
>> Right.
[48:45]
» So that's one of the few in town that is
covered by a 250.
[48:50]
» Yeah. Sterling View, Worester Ridge,
they'll ask me about every other year
[48:55]
if we take them take it over and I'm
like, "Well, go see Nick Minaj and have
[48:59]
them give you a bid or a quote for what
it would cost you to bring it to class
[49:03]
of respects and that usually calms them
down for another couple years."
[49:06]
» So, pretty much the same then as as any
like private role that want to become a
[49:11]
a public.
>> Yeah. Yeah.
[49:14]
» All right.
>> I think Nancy, you had a question. I
[49:16]
just when you post this to the website,
will the old one get archived so that
[49:22]
there's only the current one on there?
>> That's a good question. Um, and I will
[49:29]
What would you recommend? The old one is
going to be archived, but I don't know
[49:33]
that it'll be archived on the website.
Um,
[49:36]
» recommend only the current just
>> available
[49:40]
» the updated. Okay.
>> Yeah. I mean, we can label it clearly,
[49:46]
but that still doesn't resolve all the
issues.
[49:49]
» Archive stuff on the website.
>> I was just curious. Plus free roads are
[49:56]
» are better than the Elmore Mountain
Road.
[49:58]
» No, no, no.
>> I'm back to the other track. They are or
[50:02]
not? I mean, do they auto if they go to
class three roads? Are they
[50:05]
automatically given over by the town?
>> No.
[50:07]
» No, no. It still needs to be approved by
the sled board. Thank you.
[50:11]
» Yeah, there's no automatic approval.
>> Yeah. And I don't think that's
[50:14]
happening.
>> That's the first step,
[50:17]
» right?
>> Well, it's a class three, but when if
[50:21]
you meet the new standards, studies new
standards,
[50:25]
Elmore Mountain Road is like grandfather
just because it's always been existing.
[50:29]
But when you build new, you've got to
have X amount of heat, sub certain
[50:34]
subbase. you. It's a total
>> You're building an interstate basically.
[50:40]
You're starting from scratch building a
road. It's not just dumping gravel over
[50:44]
some fabric.
>> We're tweener.
[50:47]
» Yes.
>> Stay that way. My driveway.
[50:51]
» What's that?
>> My driveway.
[50:58]
» Right.
>> Back to the previous
[51:01]
» Okay. I'm sorry. I missed the other one
here. Um, we've been talking about the
[51:05]
formulation of uh the Elmer Capital
Advisory Board. Uh, we seem to have u
[51:13]
pretty good amount of interest so far.
Uh, we've received interest from Lauren
[51:17]
West, uh, Randy Tomlin who's here,
Sharon Draper, Steven Nutting, and Brian
[51:25]
Brian Evans
>> Nice. Um,
[51:29]
what we'd like to do is, uh, if Ry's
willing to become the chair again.
[51:37]
» Bless your heart.
>> Bless your in Texas. That means
[51:40]
something else.
>> I know, but I'm not a Texas.
[51:44]
» So, yeah, Randy, you did a great job on
the equipment board. And, uh, if you
[51:48]
want to take the chair of this uh,
>> capital advisory board. Um,
[51:54]
» does it have a time, date, and
>> we talked about trying to get this thing
[52:00]
set up in September?
>> Okay.
[52:01]
» Uh, just because summer is just crazy
and and sitting here.
[52:05]
» When does it need an output?
>> Well, there's really no time frame. The
[52:10]
money is is available. I mean, right
now, you know, it's invested at bank.
[52:16]
» We did something in the next three
months that would be useful.
[52:19]
» That would be fine. Yeah. anything we
come up with and there's no not a huge
[52:23]
rush but we need to have a plan if
>> No, I don't know
[52:26]
» if there's a better plan than what we're
currently doing with the cash we have.
[52:30]
» Oh, there's a better plan.
>> That's right. And knowing all the work
[52:35]
that the equipment um
committee did with our 15-year uh
[52:42]
projections, you know, we know at some
points we're going to have a lot of
[52:45]
cash.
>> Okay.
[52:46]
» And we need to know what to do with it.
>> Yeah. I'm I'm happy to I'm happy to be
[52:50]
engaged.
>> Okay. So, what we'll do is we'll get
[52:53]
together. We'll try to come up with some
dates and formulate
[52:58]
uh this group.
>> Are you going to recommend a date?
[53:00]
» Uh I'm happy to do it.
>> If you want to do it, that's fine.
[53:03]
» No, no. I I think it'd be good to come
from the board like the last time. Just
[53:06]
say, you know, pick a date and show up
and then let's, you know, pow out.
[53:11]
» Yeah. Of course, if after if after going
through what we did to get a date,
[53:16]
» we don't need a dog. We got six people
here. I don't maybe next year.
[53:20]
» Just clear a date.
>> I have a question about membership. So
[53:24]
just for the minutes. So Warren Randy,
>> I'll give you this. I have some Warren
[53:30]
Randy Sharon Draper.
>> She's the keeper of the funds. So she
[53:35]
needs to be involved. Steve Nutting
>> and Brian Evans. Um I'll probably also
[53:40]
be on there. I thought Nancy wanted to
be on it.
[53:42]
» Did you want to be on there, Nancy?
if I wanted to exist. So if you needed
[53:48]
people to round it out.
>> Okay. Uh yeah, I just didn't have you
[53:52]
listed.
>> Yeah. Uh let's put Nancy on.
[53:57]
» Name Nancy. That's
>> And unless one of you two want to
[54:00]
volunteer. I I'll take the bullet.
>> That's fine.
[54:03]
» We're going to meet at where we meet.
We'll probably meet here.
[54:06]
» Okay.
>> Six o'clock's good time.
[54:08]
» Six o'clock.
>> Got a good time. I don't know. I kind of
[54:10]
like the truck thing. Nobody has
birthdays on
[54:14]
» my dog's birthdays.
>> I'll be out of town for 14 years.
[54:19]
» All right. So, we'll we'll work on that.
We'll contact everybody.
[54:24]
» It is. I'm sorry, but
>> just declare a date.
[54:27]
» Yeah, we'll we'll work on the date.
We'll let everybody know. Then we'll
[54:30]
hear everybody can't make it. We'll pick
another date.
[54:33]
» All right. Um if you can't make it,
you're wrong.
[54:35]
» I think we beat that. Um the next item I
have, which is E,
[54:41]
uh is the 2026 stormwater inspection
report. Just a an quick update on that.
[54:47]
Uh we had I forget where we we were as
of last month, but we had um
[54:54]
our first designer come out and we
weren't really very happy with what he
[54:59]
was coming up with. So we've contacted a
second engineer,
[55:04]
uh Dwolf, uh came out. We met with them
and they're going to give us a proposal
[55:09]
to evaluate the site whether it's
wetlands or not. We're hoping it's not
[55:14]
and then we'll uh come up with a course
of action. Uh if you're not familiar
[55:19]
with the subject, uh it's it's at the
town garage. Um we need to have more
[55:26]
space for storage of stone and sand. Uh
we created a yard up there and it may or
[55:33]
may not be in wetlands. The interesting
thing that we did find out from cross is
[55:38]
they never did a study
>> bait.
[55:42]
» Don't get a study with cross.
>> Yeah. So this this is what I had to find
[55:46]
out to get to the new engineer. And I
found out that preconstruction there was
[55:51]
never a study for wetlands. And the guy
that came out to assess the land
[55:56]
recently did not make up a report and he
may or may not be the right guy for
[56:03]
identifying wetlands. So we've gone to
another engineer.
[56:07]
Um, like I said, Dwarf, uh, is going to
give us a proposal, uh, which we should
[56:12]
have in the next couple days, and, uh,
we'll hopefully get them working on
[56:16]
that. So, but the idea is to keep that
storage area, um, permanently, and, um,
[56:25]
unless you have anything to add on that,
Michelle.
[56:27]
» No, I you know, I've, you know, you've
heard my disappointments about it, so
[56:32]
» Yes,
>> I know. And
[56:34]
» place wet.
>> No, no,
[56:36]
» no. Well, and it was
>> well when it rains,
[56:39]
» right? And you know, three years ago
when they said this is where your garage
[56:43]
is, this is going to be your storage
area. So everything was built to that
[56:47]
storage area. I make it into a storage
area. It's been in compliance the last
[56:52]
three years and this year all of a
sudden it's a wetland.
[56:57]
» So we just got to be done with cross.
>> We're we're trying. We're I the last
[57:01]
thing I did with them is is ask them for
these reports to which they said
[57:05]
» they don't have it
>> right.
[57:07]
» They never did it.
>> Double jeopardy.
[57:09]
» So um so we're working on that.
>> Um
[57:14]
if we have to do anything out there,
it's not going to happen till spring
[57:17]
anyhow.
>> Um based on where we are now, the
[57:21]
permits that would be required. So it
would be probably next year's budget
[57:25]
before we had to do anything up there.
be a big number of up to some.
[57:29]
» It may or may not. Um, if we just have
to dig a pond, I I think we can get away
[57:34]
pretty cheap,
>> right?
[57:36]
» Another ring already.
>> Yep.
[57:39]
» Um, don't go.
>> Okay. So, does anybody have any
[57:42]
questions on that whole mess?
>> And we can get a grant for that rain
[57:46]
garden.
>> Maybe
[57:47]
» it's still got water in it. I saw it
yesterday over here. Oh, yeah. There's
[57:51]
water.
>> Okay. Um, that gets us up to, uh, the
[57:55]
road commissioner's report.
>> Yep.
[57:58]
» All right. So, um,
>> easier if you don't have
[58:00]
» Yeah, I was going to say there are some
extra copies. Um,
[58:03]
» so we did the rental of a roadside mower
uh, back starting on July 20th. It was
[58:09]
we had it for two weeks. Um, two passes
were made around town and a limited
[58:14]
amount of brush was trimmed back. If it
hit the windshield on the tractor, it
[58:18]
got trimmed back.
Um went around with a loader and the
[58:23]
sweeper, cleaned up the beach road. I
mean, we're way behind on that. Uh town
[58:28]
aprons on the black top uh town offices.
We also completed a nice culbert project
[58:35]
on the Elmore Mountain Road. Um one
culbert is crossing the intersection of
[58:40]
Sterling View and Elmore NLES and the
other one was placed under Sterling View
[58:45]
itself. Um these culberts are 24 in in
diameter and certainly we got a nice new
[58:50]
road sign and a stop sign. So um little
more rules over there. Um before the
[58:59]
inter the cart used to cross through the
intersection on an angle
[59:03]
» and we were losing the side of the road.
So now having it going through Sterling
[59:08]
View, we've got some nice headers,
concrete headers. So we were able to add
[59:11]
almost 4 ft to the road. So they widened
it out in a narrow section there. Um
[59:18]
mountain road was graded and chlorideed.
Um we're presently working on Simmons
[59:22]
Mill Road. We're putting down some new
gravel on the entire length
[59:26]
equipment. The grater was out of service
July 16th through the 23rd. We had a
[59:32]
nice little noise in the front right
wheel. Um we had Elijah Cley come up and
[59:39]
help us. Um, he tore apart the
planetary. We shims were added to
[59:44]
realign the gears and the bearings so
they wouldn't rub on the outside casing.
[59:48]
So, there's they're starting to have
some wear, but it's just normal wear.
[59:51]
Um, oil is drained out, planted air was
flushed out, and new oil was added. On
[59:57]
the other stuff, FEMA, um, I put in well
over 30 hours this past month um, in the
[1:00:03]
office working on Puma. Finally got
everything approved over there on Earl
[1:00:08]
Grey Road. our engineers design, our new
change in scope, which is interesting
[1:00:13]
because they're the one that changed the
scope of work because they didn't accept
[1:00:17]
our port order. So, we got to write all
new work orders and and scopes for this
[1:00:24]
new culvert. Our permits are in place.
Um, Army Corps of Engineers state
[1:00:29]
permit. I think I've met all their
criteria. I haven't heard from them for
[1:00:33]
a week or two now. So, I believe we're
going to move forward on this project
[1:00:37]
next year.
Um, we'll be changing a large culbert on
[1:00:41]
Simmons Mill in the next two weeks. I
have not set a date because the culbert
[1:00:45]
has not showed up yet in my yard. Um,
grant and aid work. Um, that's a one of
[1:00:51]
the grants from the state of Vermont.
We'll be working on Hardwood Flats Road
[1:00:55]
on the Kirect Hill Per portion of the
road. We'll be doing ditching, stone
[1:01:00]
lining, cover work, and that will be
done in the month of September.
[1:01:06]
I guess you know the the covert that we
got to go back and replace. Are they
[1:01:09]
going to pay for that or how did
>> Yeah. So um Yeah. So FEMA is going to
[1:01:14]
pay 75% of it. We're going to end up
paying 25% of it. Um so we're looking at
[1:01:21]
almost $230,000 project.
>> Wow.
[1:01:24]
» So um it's a long ways from the $12,000
fix that we put in during the flooding.
[1:01:32]
Um, but I mean engineer cost, I mean
they don't accept my my design. It's got
[1:01:38]
to be approved engineers and stuff. So,
um, that all adds up and it's got to go
[1:01:42]
through a bid process since it's federal
money.
[1:01:45]
» It's a different process than what we
would normally just pick three names
[1:01:49]
that are.
>> So, you I don't think you mentioned
[1:01:51]
anything at the end the south end of the
the construction that the state is doing
[1:01:57]
down there.
>> Route 12.
[1:02:00]
» Yeah, Route 12.
>> Okay. Okay. South end of the lake. Yes.
[1:02:02]
» Okay. So, the guys, as most people saw,
they pave, if you've been through there,
[1:02:07]
they paved. There's still an overlay of
pavement that get needs to get done,
[1:02:10]
» right?
>> Um I think that's next week. Guard rails
[1:02:13]
are going in next week. That's the
schedule.
[1:02:15]
» And then as soon as the guardrails are
done, we'll be able to use the new road
[1:02:19]
and they'll be tearing out the the
temporary bridge.
[1:02:23]
» Great.
>> So, by the they're hoping to be out of
[1:02:26]
there by the end of September also,
>> 1 of October. Nice.
[1:02:29]
» Yeah, it's looking great. I bike by
there every day.
[1:02:32]
» Yeah.
>> Yeah. The the new black top's kind of
[1:02:35]
nice.
>> Yeah.
[1:02:37]
» Yeah.
>> But they have But it's still an overlay
[1:02:40]
to put on a black top.
>> Right.
[1:02:41]
» All right. Well, thank you, Michelle,
Charlie.
[1:02:48]
» 12 days in the office in the month of
July. Um,
[1:02:53]
doing my normal work. I'm sorry I didn't
bring X copies of my report. Please.
[1:03:01]
A lot of stuff
people that want to build
[1:03:10]
have a look at
new project and
[1:03:15]
» checking them and clients with the ones
that are under work underway.
[1:03:19]
» Yeah. Okay. I have that. I think
>> attendance select more DRB.
[1:03:26]
Um I am continuing on my project uh
studying the septic systems
[1:03:33]
permits which exist for all the
properties around Lake Elmore. Uh trying
[1:03:38]
to identify any deficiencies
[1:03:43]
and also providing a reference base for
people that uh don't know where their
[1:03:47]
septic systems are. Um
>> are you getting cooperation from people?
[1:03:53]
» Yeah.
an amazing number of people that have
[1:03:57]
state permits for their septic systems
that have been improved over the years,
[1:04:02]
» but they don't know where they are
really fully.
[1:04:04]
» Some of them because they get new
owners.
[1:04:06]
» Oh, right.
Property.
[1:04:09]
» Right. Right. Right.
>> We only issued four zoning permits in
[1:04:14]
July.
>> One for a shed, a reconstruct a garage,
[1:04:19]
a studio shed, and a deck replacement.
Um, but there wasn't a lot of zoning
[1:04:24]
fees the month of July. Um,
[1:04:31]
and we had a
[1:04:36]
one alleged violation which has all been
cleared up and that's over off of Beach
[1:04:40]
Road which was a property line issue.
Uh, that's been successfully resolved
[1:04:46]
and that's basically it.
[1:04:52]
just as I don't know if you're aware of
it but uh I test the water every two
[1:04:56]
weeks give it to the state and they do a
a caffeine test which picks up septic
[1:05:03]
issues here in the lake and uh we should
have the results of this year so I mean
[1:05:07]
if it's something you'd be interested so
>> yeah I did it pinpoint any
[1:05:13]
» very very low
>> very very low
[1:05:17]
» but the caffeine um the theory behind
behind it is animals don't drink
[1:05:21]
caffeine.
So if that gets into the water, it
[1:05:24]
doesn't show up. But um fortunately
people do drink caffeine.
[1:05:29]
» Even decaf is picked that up.
>> Decaf does not. No. So if you drink
[1:05:33]
decaf in your systemic system doesn't
work. It doesn't show up. No. But uh
[1:05:38]
this is what the state has found.
Said I do every two weeks. I take a
[1:05:43]
water sample and drop it off all summer
long.
[1:05:46]
» Take it in different locations.
>> Same location. and they give me the
[1:05:48]
point to take it. And uh I test for a
couple other things too, but caffeine is
[1:05:53]
one that's been added in the past couple
years.
[1:05:57]
» Yeah.
>> So anyhow, okay, so that takes care of
[1:06:00]
that.
Uh I think that brings us to the end
[1:06:04]
here. Uh we are going to go into
executive session, but unless anybody
[1:06:09]
has any other thing to add, Nancy,
>> um when and how are we
[1:06:19]
Well, we will um we'll exit out of
executive session and announce that on
[1:06:26]
the tape, but we will also send out an
email.
[1:06:30]
» It would be it'll be in the minutes.
It'll be in the minutes as well and all
[1:06:33]
the
>> Yeah, but uh it'll be on the recording.
[1:06:35]
It'll be in the minutes and we should
send uh I guess an email to everyone
[1:06:41]
except for shorty who doesn't have email
um on the planning commission
[1:06:47]
» to the current member.
>> I think we all chip in and buy shorty a
[1:06:50]
computer.
>> He doesn't want it. Planning commission
[1:06:54]
got like a $9,000 some odd
>> right.
[1:06:59]
It for doing the uh the new zoning.
So, but how
[1:07:05]
» it's that for
>> Leo County Planning Commission will take
[1:07:10]
that money
>> and use it
[1:07:12]
» and distribute,
>> right? And no. Well, it goes to them
[1:07:17]
wages.
>> So, we have it um they the town will
[1:07:21]
give that we'll probably write them a
check uh in that amount to Leo County
[1:07:27]
Planning Commission for the zoning. And
then that's our portion that we received
[1:07:31]
in the grant. I had to go down there and
sign for it. It's got to be two months
[1:07:34]
ago at least.
>> Yeah.
[1:07:36]
» So, yeah. So, that's what that's for.
It's not for the planning commission.
[1:07:41]
» No, I knew
>> and and unfortunately it's not for the
[1:07:44]
town. So, the money's coming in, but
it's going right
[1:07:46]
» asked me. I would have not had it in
>> Yeah, it it's it comes in and it goes
[1:07:50]
right back out to them. But it the grant
was for the town
[1:07:54]
» before they get the money. They get the
money.
[1:07:56]
» They get the cash.
>> Okay. had a question not related
[1:08:01]
who had talked
[1:08:05]
» Yeah.
>> Yeah.
[1:08:07]
» There was going to be I had three things
to bring up and that was going to be one
[1:08:09]
of them when we're ready.
>> Ready?
[1:08:12]
» Uh like a open forum type thing, not a
formal meeting and greet. Uh I've been
[1:08:22]
thinking about it and looking at dates
and I'm almost wondering if an October
[1:08:26]
session would make sense. there's going
to be group of people or I know it's not
[1:08:30]
going to be super busy, right?
>> And the store in ECT is tentatively
[1:08:34]
planning a a public event. Um so that
could be a good opportunity. It's not
[1:08:39]
going to be as busy as the middle of the
summer.
[1:08:41]
» Right. Open farm about
>> Sorry. Um Nancy and I are just
[1:08:45]
communicating nonverbally about it. We
had talked a number of meetings ago
[1:08:48]
about having um an opportunity for
people in the community to just give
[1:08:53]
feedback um or ask questions of the
select board without it being a formal
[1:08:59]
meeting where we're discussing town
matters or business. Um, so just an
[1:09:04]
opportunity that isn't in this setting
where people might feel uncomfortable
[1:09:08]
sitting in in this room in this meeting
to engage with us and ask questions, but
[1:09:13]
it's not going to be there's not going
to be any business discussed or anything
[1:09:16]
like that.
>> This is sort of like like town
[1:09:19]
orientation.
>> It's just like what Wilcut does, their
[1:09:22]
town barbecue.
>> I'm not familiar with that, but that's
[1:09:24]
all right. Would you want somebody from
like the DRB?
[1:09:28]
» Anybody can come. Um,
>> no. I mean, I mean to be able to answer
[1:09:31]
questions about that aspect.
>> I don't think that would be bad.
[1:09:36]
» Well, if there's more than one board
member there, we would need to warn it.
[1:09:43]
» It's a
>> I mean, we can check with VCT, but it
[1:09:46]
» can't talk to each other.
>> We don't talk to each other anyhow.
[1:09:51]
» The idea is the idea is not for us to
like sit at a table and answer questions
[1:09:56]
from meeting with everybody else. Well,
why don't we'll just check
[1:09:59]
» sausages. Yeah.
>> I just don't want to do anything wrong.
[1:10:01]
» Mhm. And and it's fine.
>> Yeah. So, I I'll keep working on the
[1:10:06]
date for that and follow up with what
the plans are.
[1:10:09]
» Okay. Great. Um, and then the other one
of the other things was just been
[1:10:14]
working with Michelle on looking at some
options for uh heating systems at the
[1:10:19]
town garage uh as an alternative to the
electric um boilers that we have that um
[1:10:28]
yeah uh the electric boilers and also
reduce the uh electrical demand for the
[1:10:34]
town garage in the winter. uh which
would reduce the size of the needed
[1:10:39]
generator for the emergency shelter.
That's the big issue right now is that
[1:10:43]
the heavy load of the electric boilers
really makes the generator a very big
[1:10:50]
purchase way bigger than it really is
for lights um in the the rest of the
[1:10:56]
building.
>> So working with a couple um firms on
[1:11:01]
getting some estimates. We have one.
We're going to meet another one on
[1:11:04]
Monday. Uh and also getting estimates
for generators for the new potential um
[1:11:11]
boilers that could be supplementary
um to take advantage of the electric
[1:11:16]
heaters when it makes sense to um but
could also support the building um if
[1:11:22]
the power was out, right?
>> Could be supported by the generator.
[1:11:25]
» Can I ask a curious question? Um, why
aren't they oil or
[1:11:30]
» Well, that's a long story.
>> Okay, then don't go there. Go ahead.
[1:11:34]
» But to make a long story short, when we
tried to go green on building with solar
[1:11:38]
panels and in discussions
>> way before design during design, uh
[1:11:44]
there was a lot of discussion about
going solar, keeping the building green
[1:11:47]
and that avoided the oil situation. Was
it the right decision looking back on it
[1:11:52]
now? Probably not. But
>> um but it they do work
[1:11:57]
» right
>> and you know it's you know all summer
[1:12:00]
long I mean we're not burning any
electric over there but in the winter
[1:12:03]
we're uh
>> you credited like six grand so far this
[1:12:07]
summer burn in one month
>> right so we we just don't have
[1:12:11]
» so if we can get some supplemental heat
in there through propane or whatever we
[1:12:16]
decide to do
>> we can cut back on the electrical usage
[1:12:19]
and still kind of stay green But that's
making it short. There were a lot of
[1:12:25]
meetings held
>> already,
[1:12:26]
» right?
>> Yeah, there were a lot of meetings.
[1:12:28]
» We're penalized $600 a month year round
because we use x amount of kilowatts.
[1:12:34]
» Mhm.
>> So, you know, if we could just turn on
[1:12:37]
some other source to keep us at whatever
level that we don't cross that
[1:12:41]
threshold. I mean, if we don't have to
pay a $600 a month penalty, I mean,
[1:12:47]
that'll help build up credits that much
faster. That all help. I mean, it's a
[1:12:51]
it's a good size nut. It'll help pay.
>> We had hoped to be net zero
[1:12:56]
» or close to it
>> when we designed the building.
[1:12:58]
» Yeah, but I bet the didn't turn out that
way.
[1:13:00]
» That's
>> the generator's going to be
[1:13:03]
designed and then we went metal and it's
single phase too calculated.
[1:13:07]
» Okay.
>> Yeah. I didn't want to open.
[1:13:09]
» It's a long story.
>> Okay.
[1:13:11]
» It's a long sad story.
>> If they cross no more.
[1:13:15]
» Yes.
>> But we're working on it. I think we'll
[1:13:18]
get we have some time so we're not in a
rush to get something. We can take our
[1:13:22]
time and figure out the best option.
>> Uh the third item is a um
[1:13:30]
benefactor in Stow has a 60 kilowatt
generator
[1:13:34]
um that they have uh donated to the
Elmore community trust for the Elmore
[1:13:39]
store um which will actually cover the
full building. Um the current generator
[1:13:45]
there is 30 kows and it covers most of
it but not all of it. Um so the 30
[1:13:51]
kowatt generator donated by concept 2 is
available and up for grabs. Um that
[1:13:57]
probably wouldn't be a very good fit for
the town hall. It's not going to cover
[1:14:00]
those boilers
>> garage.
[1:14:02]
» So the sorry the garage not the town
hall. So the let me just finish uh
[1:14:07]
thought is that we can put the 30 kowatt
generator at the fire department which
[1:14:13]
is the primary emergency shelter and
emergency operations center.
[1:14:17]
» That'd be good.
>> The power goes out. It'll have an ATS.
[1:14:19]
It'll switch on. The building will run.
We can open and close the doors. Our
[1:14:23]
compressors will run.
>> Um and the benefactor has agreed to
[1:14:29]
cover the installation costs of both the
store and the fire department.
[1:14:32]
» Great. And the the other thing is you'll
have enough power for the town hall.
[1:14:36]
» Yeah. So the 60 kilowatt generator
that's going into the um Elmore store
[1:14:43]
will also we have a spare automatic
transfer switch and it has more than
[1:14:48]
enough capacity if we wanted to. We
could add another leg over to the town
[1:14:54]
hall. So if the power goes out the town
hall would have power.
[1:14:57]
» What about the office here? Is it
enough? That's
[1:15:03]
the power line underneath the road.
>> Okay.
[1:15:05]
» We can look at other options for the
town office if we needed to. It's just
[1:15:09]
getting the emergency operation centers,
the emergency shelters cover.
[1:15:13]
» Yeah. But as a benefit, the town hall
would
[1:15:15]
» Yeah. So I I think maybe we can sort of
vote on it at the next meeting, but it
[1:15:20]
seems to make sense to take advantage of
this benefactor's generation and uh do
[1:15:25]
what we can
>> right to make that happen. I also have a
[1:15:29]
generator that might be useful that
we're not using looked it's looked up
[1:15:34]
but as
>> what's their rating?
[1:15:36]
» I you'd have to come look at it.
>> Okay. There may be the uh repeater for
[1:15:41]
the fire department uh sheriff's office
fire department and Hardwick Rescue.
[1:15:47]
There's no generator on that tower on
Town Hill.
[1:15:50]
» Well, it's you know somebody's got to
come by and look at it.
[1:15:53]
» Yeah, I think
>> it's a seam. It's a seam generator if
[1:15:55]
we're on mistake.
>> Yeah, it won't take much up there. That
[1:15:57]
could be a really good fit.
>> Oh, that's great.
[1:15:59]
» Yeah, that's great.
>> It powered our easily powered our our
[1:16:02]
whole house.
>> Yeah, that'll be great.
[1:16:04]
» When we put solar in it, we bypass it
for some reason.
[1:16:08]
» Fantastic.
>> Cool. That's great.
[1:16:10]
» Well, a lot of good things came out of
this meeting.
[1:16:12]
» Well, thank you, Trevor.
>> We're going to get our windows cleaned
[1:16:16]
» and we're going to have power.
>> All right. Well, with that, I'm going to
[1:16:21]
make a motion that we enter into
executive session. Second.
[1:16:24]
» Second that.
>> Okay. All in favor? I
[1:16:27]
» So, we're entering into executive
session at 7:14.
[1:16:34]
» And Randy, I I'll be in touch.
>> Okay. All right. Just let me know. I'm
[1:16:38]
I'm a bum. So, I Yeah.
>> I see that. I got to get you on the golf
[1:16:42]
course.
>> I should have responded when you pull a
[1:16:45]
call out for the capital advisory.
>> I don't read it because I don't know
[1:16:49]
certain personnel, but there's something
I can contribute. I work for the finals
[1:16:54]
affiliate. Okay. bond trading.
>> What are you looking for, Trevor? I work
[1:16:58]
with
[1:31:20]
Yeah.
>> Okay. Uh we're now exiting um executive
[1:31:26]
session.
Um still two people on the line. Michael
[1:31:31]
Miller and Brian. Can you hear us?
Are you muted,
[1:31:39]
» Brian? You are muted.
>> They may have walked away from their
[1:31:42]
computer. Okay. Tired of us.
>> All right. Well, in either case, it's
[1:31:46]
being recorded. So, uh we we talked
about three items. Uh one were the
[1:31:51]
members of the
uh planning commission.
[1:31:57]
So, I would move that we approve the
appointment of two members to the
[1:32:05]
planning commission whose names are
Brian Evans Menon and
[1:32:11]
» Betsy Perez.
>> Okay. Um, I'll second that. All in
[1:32:17]
favor?
>> I
[1:32:19]
» I Okay. So, unanimous. So,
>> uh I will let the uh planning commission
[1:32:24]
know. Uh the second item,
>> a second
[1:32:28]
waiting for Sharon
>> Schwarz.
[1:32:33]
Second.
>> I will notify planning commission
[1:32:35]
» and then unanimous. All right.
>> Right.
[1:32:37]
» Okay. Great.
>> Uh the second item is increasing the
[1:32:42]
town employee salaries
uh in accordance with um our last town
[1:32:49]
meeting.
So, we will be increasing
[1:32:55]
uh the wages of crew number one, which
is Michelle,
[1:33:01]
to from 75,000 to 78,000, which is a 4%
increase.
[1:33:06]
» So, do you want the dollar amounts to go
in the minute?
[1:33:09]
» It's right. It's right here. I mean,
>> okay. Well, that's fine.
[1:33:11]
» Yeah.
>> All right.
[1:33:12]
» Um, we have crew 2 wages, which are
ready. Uh he's going from 62,000 to
[1:33:19]
65,000. I guess we don't have to put the
percentages in.
[1:33:23]
» Yeah.
>> And uh we have the town clerk um is
[1:33:28]
going from 28,000 to 30,000.
>> So can we have a motion to approve
[1:33:34]
those?
>> So moved.
[1:33:36]
» Okay. I'll second.
>> Okay, that's fine. Now, do you want the
[1:33:40]
dollar amounts to go in the minutes?
>> Let's put the dollar amounts. So that's
[1:33:44]
what their pay is increased in
accordance with what was approved at
[1:33:48]
town meeting.
>> Correct.
[1:33:49]
» Okay.
>> And it'll be retroactive to July 1st
[1:33:54]
because um we
>> unintentionally you forgot to do this
[1:33:59]
earlier. So
>> it'll be retroactive to July 1st.
[1:34:04]
» Okay.
>> Okay. That takes care of that.
[1:34:06]
» All right. Uh the last item we discussed
uh was the retirement package for the
[1:34:13]
town three town employees.
Uh they're currently in group A, which
[1:34:19]
is the lowest uh group
of retirement benefits. Uh they've
[1:34:25]
requested uh that they be moved up to
group B. Uh we've done an evaluation
[1:34:32]
of the cost to the town for that.
and the road crew would be approximately
[1:34:40]
$1,747
of our contribution
[1:34:45]
and the town clerk would be have a cost
of $450.
[1:34:51]
Um, this is unbudgeted, but it will be
taken out of other items and we will
[1:34:57]
make sure that this increase is shown
um at next year's town meeting.
[1:35:06]
So, we have a motion.
>> Yeah. I'll move that we increase the
[1:35:10]
retirement compensation for the
employees to the group B percentage.
[1:35:16]
Uh,
which is I don't have the
[1:35:19]
» Yeah. No, they're going to be moved to
group B.
[1:35:22]
» Group B. Okay.
>> Um, I'll second that.
[1:35:25]
» And Okay, then. So, we have Ron Schwarz.
>> And all in favor? I
[1:35:34]
» I
>> Okay, it's unanimous.
[1:35:37]
» Unanimous.
>> Uh that concludes our report from what
[1:35:40]
we did in executive session. The minutes
will be uh reflective of what we
[1:35:46]
discussed and I make a motion to adjourn
at 7:34.
[1:35:52]
» And I second that. 7:34.
>> Yep. All in favor?
[1:35:56]
» I
>> I Okay. Well, thank you everybody who
[1:35:58]
joined and we're going to conclude at
this time.
[1:36:03]
134. Okay, great.
