Center LLC, generally located on the

north side of State Road 50 at the

northwest corner of the intersection of
[2:20]
State Road 50 and Katherine Ross Road,
[2:23]
as more particularly described herein
[2:26]
with an approximate size of 14.80 acres,
[2:30]
approving a development agreement
[2:31]
between the property owner and the town
[2:33]
of Oakland, and approving a preliminary
[2:36]
subdivision plan, making findings, and
[2:38]
providing for conflicts, severability,
[2:40]
and an effective date.

Good evening, members of the ARB. It's
[3:12]
good to be back before you guys again to
[3:14]
talk about the Oakland Town Center.
[3:17]
Before we get into specifics, we'll go
[3:18]
into a little bit of background
[3:20]
regarding the actual property itself.
[3:22]
So, without going through all of the
[3:25]
actual numbers, this property is
[3:26]
comprised of five distinct existing
[3:28]
parcels of land totaling about 14.8
[3:32]
acres. It contains both a commercial
[3:35]
future land use classification and
[3:37]
zoning district. And it is located
[3:38]
within the town's urban corridor design
[3:40]
district. And as mentioned in the
[3:43]
reading of the ordinance, the purpose of
[3:44]
this is to
[3:46]
an all-encompassing package, but the
[3:48]
first and foremost is to reszone the
[3:51]
property from its existing commercial
[3:53]
zoning district to a planned unit
[3:55]
development. As part of that planned
[3:57]
unit development is the development
[4:00]
agreement which governs and creates the
[4:02]
regulations, standards, what is and is
[4:04]
not allowed on the property. And with
[4:06]
that development agreement then if we're
[4:08]
going down to the third layer is the
[4:10]
associated preliminary subdivision plan
[4:12]
which the purpose would be to um serve
[4:16]
as the template when if and when it
[4:18]
comes through for final construction
[4:20]
review by the town. So that's a little
[4:22]
bit of a background of what we're here
[4:24]
reviewing tonight.
[4:26]
Looking at the site location map, the
[4:28]
property is bordered on the east by
[4:30]
Katherine Ross Road. And the little
[4:32]
cutout here you can see is um just for
[4:35]
spatial references, the tractor supply
[4:38]
store there. And you can see the current
[4:41]
five parcel configuration.
[4:48]
So what actually comprises the Oakland
[4:50]
Town Center is 11 singlestory commercial
[4:53]
buildings that vary in size from
[4:56]
approximately 10,000 foot multi-tenant
[4:59]
buildings all the way down to a 12
[5:00]
approximately 1,200 foot drive-thru
[5:03]
building. In total all the buildings
[5:05]
comprise of 84,020
[5:07]
square feet and is accessed via five
[5:10]
distinct points. And you can see one off
[5:13]
of State directly off State Road 50, two
[5:16]
off of Katherine Ross Road, and one off
[5:19]
the side street directly in front of the
[5:22]
um tractor supply parking lot. You'll
[5:25]
notice here as part of and it is
[5:27]
indicated on the um provided preliminary
[5:30]
subdivision plan, part of this project
[5:32]
would comprise of the construction of a
[5:35]
connecting roadway here. And you can see
[5:38]
this red area to be constructed by the
[5:40]
developer and eventually once
[5:42]
constructed it would be dedicated to the
[5:44]
town as public rightway as a
[5:46]
transportation improvement.
[5:51]
So here is a general overview of the
[5:53]
plan. It will become important um in a
[5:56]
few slides but just take note of the
[5:58]
specific location and orientation of
[6:01]
buildings because we are going to go
[6:03]
building by building and discuss what
[6:05]
each of these is to look like. So, I'll
[6:08]
jump back and forth if needed, but just
[6:10]
get a general sense of the layout of and
[6:12]
configuration of the buildings you see
[6:14]
on the site plan.
[6:16]
And tying to that, we also have the
[6:19]
associated landscape plan. And it is
[6:21]
these two things together, including
[6:23]
details such as drainage, utility
[6:25]
connections, things such as that. All of
[6:27]
this together comprise the preliminary
[6:29]
subdivision plan that is before you and
[6:31]
subject to this ordinance development
[6:33]
agreement and associated plan
[6:35]
development.
[6:40]
So continuing on the overview, as
[6:43]
mentioned, there is a governing
[6:44]
development agreement which creates a
[6:47]
specific set of standards and
[6:49]
regulations that in some cases may
[6:51]
differ from what the general land
[6:52]
development code um requires or can be
[6:55]
more restrictive. As an example,
[6:59]
specific uses that are permitted within
[7:02]
the planned unit develop include, as you
[7:04]
can see here, commercial, retail, office
[7:06]
uses, restaurants with no more than one
[7:09]
drive-thru is all that's being permitted
[7:11]
within this developed project,
[7:13]
educational, and clinic uses. So, it is
[7:15]
a full gamut of potential uses that
[7:17]
could go into um this project as
[7:20]
governed by the development agreement.
[7:22]
There is also a specific prohibition on
[7:24]
a couple of uses. Both tobacco, smoke
[7:27]
shops, marijuana dispensaries, those are
[7:30]
in the agreement and baked in that they
[7:32]
cannot apologize for the pun cannot go
[7:36]
into the um the subject site. There are
[7:39]
also, which are separate from the
[7:41]
specific deviations that are being
[7:42]
requested before you as the ARB tonight,
[7:45]
certain standards, as I mentioned, that
[7:47]
do differ slightly from what the general
[7:49]
code requires and were negotiated as
[7:51]
part of the development agreement
[7:52]
drafting process. As an example,
[7:56]
the um the development agreement does
[7:58]
permit the maximum width of the
[8:00]
commercial buildings to go up to 240 um
[8:03]
liner feet as opposed to believe it's
[8:06]
150 as per regulated by the code. that
[8:08]
was negotiated and agreed to by the two
[8:10]
parties. And that is in the development
[8:12]
agreement that is included as part of
[8:14]
your packet.
[8:17]
And as mentioned, the the entirety of
[8:19]
the preliminary subdivision plan is
[8:21]
incorporated as an exhibit to this
[8:23]
development agreement and will be, as I
[8:26]
mentioned, the governing reference
[8:27]
document for final engineering and
[8:30]
construction plan review by the entirety
[8:33]
of the town review team. So I think
[8:34]
that's an important thing to note is the
[8:38]
this is a preliminary subdivision plan.
[8:40]
This is not a final approval. We if and
[8:44]
when it gets through the sequence it
[8:45]
will still need to go before the town to
[8:47]
ensure that all the design elements in
[8:50]
regard to engineering landscaping are
[8:52]
installed properly. all of those
[8:54]
elements including any outside permits
[8:57]
that are required whether it be with the
[8:58]
water management district panelis or
[9:00]
sorry it's my old life orange county
[9:03]
fire and etc etc.
[9:11]
So, as the appearance reviewer, as the
[9:13]
appearance review board, you are um
[9:16]
certain deviations can be asked of you
[9:18]
from the specific standards of the um
[9:21]
the town's design districts, certain
[9:23]
variances or dimensional changes. And
[9:28]
as the ARB, you do review propo
[9:30]
proposals to ensure that they confirm
[9:32]
conform to the intent and purpose of
[9:34]
each of the town's design districts. The
[9:37]
applicant group did provide a list of
[9:40]
specific requests and uh specific
[9:42]
deviations that they are seeking from
[9:44]
the code. And as I did mention to each
[9:46]
of you when you came in, the initial um
[9:50]
deviation letters that you received were
[9:52]
the were a previous draft of the of the
[9:55]
request and the final version is what
[9:58]
has been presented to you. The only
[10:00]
difference is the in terms of the
[10:03]
signage and we'll actually get into the
[10:04]
next slide and kind of transition that
[10:06]
better. So this remains the same. Um per
[10:10]
the LDC 60% of the building is required
[10:13]
to be transparent whether it be through
[10:16]
doors, windows etc. 60% of commercial
[10:19]
buildings are required to be transparent
[10:22]
and not just solid mass blank walls.
[10:24]
What has been proposed by the applicant
[10:26]
group is what's known as the pedestrian
[10:28]
uh transparency method which the stated
[10:32]
intent is to really facilitate that more
[10:34]
ground level design and change the way
[10:37]
that that calculation is um I guess is
[10:41]
perceived more from a pedestrian level
[10:44]
rather than you know somebody going by
[10:46]
on the turnpike for example.
[10:49]
And as you and now the next two are in
[10:52]
relation to signage. So, per the land
[10:54]
development code, each developed piece
[10:57]
of property is permitted a single ground
[10:59]
sign. Um, as part of the development,
[11:03]
the applicant is requesting three ground
[11:05]
signs. And I have a um I have a
[11:09]
rendering of one type of the sign. The
[11:11]
applicant group is intending to have
[11:13]
their own presentation. You will see the
[11:15]
a better layout than what is in my own
[11:17]
presentation.
[11:19]
And in addition to that, for each one of
[11:21]
those um two of those ground signs, the requested deviation would be to take
[11:28]
the minimum or the maximum sign area, I
[11:30]
should say, from 48 ft per the LDC
[11:33]
standards to a maximum sign area of 51
[11:37]
square feet. For the third sign, there
[11:39]
is no requested deviation from the code
[11:40]
requirements.
[11:44]
Now, we will go into architectural
[11:46]
design. So, as I mentioned, I will go
[11:49]
back and forth if needed, but
[11:54]
so building B1.
[11:57]

So, this building type is one of I go
[12:11]
back to the site plan. So, this building
[12:14]
here is one of these. If you guys can
[12:16]
see my mouse, it's one of the ones that
[12:18]
do not have direct frontage on State
[12:20]
Road 50 or Katherine Ross Road. It is uh
[12:23]
tucked in behind the primary frontage
[12:25]
buildings. And that one
[12:28]
is the first elevation set we're looking
[12:32]
at.
[12:33]
And again, it should be noted that these
[12:35]
are preliminary renderings. These are
[12:36]
not the formal official elevations that
[12:39]
would need to be reviewed as part of the
[12:41]
building permitting process.
[12:47]
So looking at this, this is B, this is
[12:49]
building B2. This is one of the two, uh primary
[12:54]
building masses that are going to be
[12:56]
fronting along State Road 50.

We have here building B3. This one is
[13:07]
directly adjacent to that first set of
[13:10]
buildings tucked behind the primary
[13:13]
fronting buildings on State Road 50.
[13:20]
This one is building B4. This is the
[13:23]
building to the east which is also
[13:26]
directly fronting State Road 50.
[13:35]
This one here is building B5, which is
[13:39]
another one of the buildings that will
[13:41]
be tucked in to the um tucked in behind
[13:45]
those buildings that are directly
[13:46]
fronting along State Road 50.
[13:54]
This is building B6. This is the
[13:56]
building, if you're looking at your site
[13:57]
plan, that is turned sideways and faces
[14:00]
Katherine Ross Road.

Looking at building B7, this is um guess
[14:14]
the only way really to show you is to go
[14:16]
back to the site plan. So B7
[14:20]

Building B7. This is seven and eight. So
[14:27]
just for reference points, these are
[14:29]
these two buildings that are facing
[14:30]
sideways with their sides facing
[14:32]

And then B8. Very similar. They're these

buildings are right next to each other,

so they do have similar elevations.

And then finally, we get to B9. And this

is the building that has the most direct
[15:27]
frontage directly against Katherine Ross
[15:29]
Road.
[15:32]
And if you notice on the site plan,
[15:34]
there are the two um smaller standalone
[15:37]
buildings. These are the two um they're
[15:40]
listed, I believe, on the site plan as
[15:42]
OP1 and OP2. This is the first building.
[15:45]
You can see it's a two tenants two
[15:47]
tenant building. And this is also
[15:49]
fronting State Road 50. And as
[15:51]
mentioned, there is only one permitted
[15:53]
drive-thru um per the development
[15:56]
agreement. And this is the preliminary
[15:58]
rendering of that singular drive-thru
[16:01]
facility.
[16:03]
Thank you for bearing with me as we went
[16:05]
back and forth with the elevations on
[16:06]
there. I'm happy to go back and at any
[16:08]
of those once we're done with this
[16:09]
presentation.
[16:16]
And as I mentioned, this was the sign
[16:19]
subject to the original request that you
[16:21]
received for two monument signs instead
[16:23]
of one. These would be located, if
[16:25]
you're looking at the site plan, on the
[16:27]
primary entrance along State Road 50.
[16:30]
And then the second one would be on the
[16:33]
entryway to Katherine Ross Road. But the
[16:35]
applicant group during their
[16:36]
presentation will show you on their site
[16:39]
plan where that third um I guess you can
[16:42]
call it a keynote sign would be located
[16:45]
at the intersection of those two roads.
[16:52]
So as noted this project is proposed to
[16:54]
be located within the town's urban
[16:56]
corridor design district the with the
[16:58]
intent of AC which the intent of which
[17:01]
is to accommodate mixeduse projects of
[17:04]
and larger scale developments. Staff did
[17:07]
find during our analysis that the
[17:08]
proposed development is consistent with
[17:10]
the intent and purpose of the urban
[17:11]
corridor design district um by creating
[17:15]
com largescale commercial uses with
[17:17]
local and regional accessibility given
[17:19]
its proximity to a very busy commercial
[17:23]
thoroughare project would also
[17:25]
facilitate the redevelopment of an
[17:27]
underutilized vacant property with
[17:29]
difficult topography and terrain which
[17:30]
I'm sure the applicant group might get
[17:32]
into during their presentation and of
[17:34]
course the develment could promote
[17:37]
remote economic investment and support
[17:39]
job creation within the town relative to
[17:41]
a vacant piece of land.
[17:45]
So based on this, staff does find the
[17:47]
proposed Oakland Town Center as
[17:48]
presented substantially compliant with
[17:50]
the town of Oakland's land development
[17:52]
code and the design district
[17:54]
requirements. Um and do recommend
[17:57]
approval of ordinance 20265
[18:00]
and provide that as is provided with
[18:02]
this agenda item. Apologize, it's really
[18:04]
hot in here. And um the applicant group
[18:08]
also has their own presentation that
[18:10]
they're that they um have queued up, but
[18:13]
before we get to them, if you have any
[18:14]

those answered at the forefront. Um but
[19:03]
before I begin, I just want to bring up
[19:04]
Alex Ree uh the applicant who uh wanted
[19:07]
to just introduce himself as well.

[19:13]
thoroughly enjoyed working with your
[19:14]
town on this project. This project has
[19:16]
been a long time coming. It has been a a
[19:20]
monster project really. Uh, I think that
[19:23]
we felt like there was a vision here off
[19:26]
of uh, Highway 50 10 years ago and we
[19:30]
saw the growth with Winter Garden and
[19:32]
Claremont and some of the towns that
[19:34]
you're surrounded by. We felt like that
[19:36]
there was a a real possibility that this
[19:39]
area could uh could grow into an area
[19:42]
where people would want to lease product
[19:44]
here. And
[19:47]
we went through this process with St.
[19:48]
John's water management. And uh I
[19:51]
digress here, but it was a very long
[19:52]
arduous process because we had to
[19:54]
mitigate an acre and a quarter of land
[19:57]
on the on the site. I tell you guys this
[20:00]
because over the time period, this area
[20:02]
has gotten more and more and more robust
[20:05]
in terms of what we can build here. Now,
[20:08]
so what kind of started out is as is
[20:10]
maybe something that would support well
[20:12]
something very much like Schmidt
[20:14]
Construction has across the street,
[20:16]
which was it was never really all that
[20:18]
glamorous to me. The rents now in the
[20:21]
area plus uh just the just the trips per
[20:25]
day support something quite different,
[20:27]
something that I'm very excited to bring
[20:29]
to you guys today. Um it's going to be
[20:31]
an incredible project. I mean, we're
[20:33]
trying to do something very much like a
[20:34]
winter garden feel or a winter park feel
[20:37]
to this. Um, it's uh we've I think the
[20:41]
biggest thing that I'm the most proud of
[20:43]
is the team that we've assembled. Okay.
[20:45]
So, uh Brent who's with Kimley Horn, who
[20:48]
I believe works with your town, is just
[20:50]
in incredible. He's an incredible
[20:52]
partner for us. He's done an incredible
[20:54]
job working with St. John's Water
[20:55]
Management. Bobby who works with Gemini
[20:57]
is not here tonight, but I think you
[20:59]
guys know him through Steve Healey and
[21:01]
some of the projects that he's done.
[21:03]
He's another incredible incredible
[21:05]
asset. Alexi is uh just a leasing and
[21:08]
guru. I mean, she deals with a lot of
[21:10]
different
[21:12]
tenants that we think are going to fit
[21:13]
very nicely here from an organic craft
[21:17]
feel that I think is going to give you a luxurious kind of feel to the town
[21:21]
center. You know, we're not looking to
[21:23]
do a cookie cutter town center here. And
[21:25]
then I would like to also point out uh
[21:27]
Costell Benurro who is uh in-house
[21:30]
design with me. He handles a lot of our
[21:33]
in-house stuff and and has done just an
[21:35]
exceptional job working with this. Logan
[21:38]
behind me works with a a young woman
[21:39]
named Tara Tedro who's also just an
[21:42]
incredible part of our team. Just
[21:43]
incredible. And then Amanda Sheffield
[21:46]
who's our superintendent. So it's been a
[21:48]
real process getting here. I've really
[21:50]
though thoroughly enjoyed working with
[21:52]
you guys and I look forward to
[21:53]
presenting the the project to you
[21:54]
tonight and hopefully you guys will like
[21:56]
it as much as we do.

in. Um and and again, appreciate the
[22:05]
depth since we're here at ARB. Wanted to
[22:08]
give you some appearances and give you
[22:09]
some of these pictures. So, over the
[22:11]
course of the next three hours, you'll
[22:13]
hear from I'm just kidding. So, uh want
[22:16]
to give you some renderings of the
[22:17]
project itself. Um, I think Alex did a
[22:20]
great job of touching on the quality in
[22:21]
which we're trying to instill, but this
[22:23]
is the Oakland Town Center. I mean,
[22:24]
Oakland has its own unique brand, and
[22:26]
this is an opportunity to capture that.
[22:29]
Um, and so this is a what we've done. We
[22:33]
have an assemblage of 11 different
[22:35]
buildings, almost 50, more than 50 uh
[22:37]
tenant opportunities. And you'll see
[22:40]
throughout these pictures kind of a
[22:41]
thoughtful design of breaking up what we're used to seeing, providing
[22:45]
courtyards, connectivity, uh the type of
[22:48]
things that Oakland's become accustomed
[22:50]
to. And here's some of those features
[22:53]
that you have with the fountains and
[22:54]
some gathering places. We're not just
[22:56]
foc focusing on, you know, the proper
[23:00]
traffic and vehicular uh
[23:03]
safety and and how those all interact
[23:06]
with the buildings, but also
[23:08]
walkability.
[23:09]
And how we're doing that is is having
[23:12]
things like these unique lightings,
[23:14]
umbrellas, you saw some of the water
[23:15]
features designed around the movement
[23:18]
and, you know, people utilize their golf
[23:20]
carts, a lot of connectivity with the
[23:22]
town. And so this project really focuses
[23:25]
on those characteristics that make
[23:27]
Oakland special.
[23:29]
Um, we're going to talk a little bit
[23:30]
about the signage, but I think this is a
[23:32]
good place to just hand over briefly to
[23:35]
Alexi. You can talk a little bit about
[23:37]
the tenants and what we're looking to to
[23:39]
gather in this place. Um, if you want
[23:41]
to.
[23:46]
» Hi guys, thank you for your time. Um so
[23:49]
we are really trying to you know bring
[23:52]
tenants in that are going to be
[23:53]
community centric right so not just all
[23:55]
your national brands but we want to
[23:57]
create a really curated mix of tenants.
[23:59]
So new tomarket restaurants but then
[24:01]
also local brands that are you know very
[24:04]
popular that people know of. Um fitness
[24:06]
health and wellness is a really
[24:08]
important category I think for Oakland
[24:10]
in general but in general health and
[24:12]
wellness category is a huge category now
[24:14]
that's growing a lot. Um, and then you
[24:16]
know your not just your basic coffee
[24:17]
shop, but something that makes you want
[24:18]
to sit there and work for a couple hours
[24:20]
and it's really community centric and
[24:22]
where people meet and spend time. And
[24:24]
that's the whole idea behind Oakland
[24:26]
Town Center. We're not just creating,
[24:28]
you know, another shopping center, but
[24:29]
it's a sense of place, right? We're
[24:30]
placemaking. And so in order to do that,
[24:32]
we need those outdoor spaces, those, you
[24:35]
know, beautiful facades. Signage is
[24:37]
super important for these brands that
[24:38]
we're trying to bring into the market.
[24:40]
Um, and we've had to do that on several
[24:42]
other projects, too. but to be able to
[24:44]
get their attention on projects like
[24:46]
this. These are the things that we kind
[24:47]
of need. For example, some of the
[24:48]
tenants that we're talking to that we're
[24:50]
looking at bringing is concepts like
[24:52]
Motech and Man out of and Pure Vita.
[24:55]
Those are all out of South Florida, New
[24:56]
York, but they're actively looking in
[24:58]
Winter Garden right now and there's very
[25:00]
little space in Winter Garden. So,
[25:02]
Oakland is a great opportunity for them
[25:04]
to kind of service that Winter Garden
[25:06]
need and the Claremont need when there's
[25:08]
very little space. Oakland fills that
[25:11]
for for these brands. Um, and so as
[25:14]
they're actively looking, this is our
[25:15]
chance to present to brands like that.
[25:17]
Um, Health and Wellness Concept, you
[25:19]
know, Solid Core Pilates is a great
[25:21]
brand, uh, very well known. They're
[25:23]
actively looking in the market. U
[25:26]
Barry's Boot Camp, we just did a deal

their first location in Winter Park, and
[25:30]
naturally, they're going to be looking
[25:32]
for their second and third option. And
[25:34]
Winter Garden is hot on their list as
[25:36]
well. Um, Pause is another one. and it's
[25:38]
one of those like hot, you know, hot uh
[25:40]
sauna places, cold plunge. So, again,
[25:42]
catering to that health and wellness
[25:44]
concept. That's another brand that's
[25:45]
constantly looking at opportunities. And
[25:47]
these are new to market, which is great
[25:49]
because we're getting, you know, the
[25:51]
attention that Oakland will get with
[25:52]
these new tom market brands and that
[25:54]
they chose this location for their, you
[25:56]
know, for their next door is huge for
[25:58]
us. Um, Glow 30 is a med spa, facial
[26:01]
space. Um, and then of course, you know,
[26:03]
breakfast is huge with the church being
[26:05]
next door. We know breakfast is a big
[26:07]
deal and so we want to bring in a really
[26:09]
cool breakfast concept. I mean, of
[26:11]
course, everybody loves a Kiki's, you
[26:13]
know, and First Watch, but we'd love to
[26:15]
bring in something like Snooze Eater,
[26:17]
um, which has been looking in the
[26:19]
market, and that would be new to market,
[26:21]
and they have not only, you know, a
[26:23]
breakfast concept, but they're also a
[26:24]
bar. So, you've got more of that bar
[26:26]
component. It's a little bit different,
[26:28]
and it's more of a full service versus a
[26:30]
cafe. Um, and then Pure and Simple is
[26:33]
another one, which our team actually
[26:34]
represents. Um, and they're always
[26:36]
looking in the market as well. Um, and
[26:38]
Motech actually fills that category. And
[26:40]
then some healthier concepts like, you
[26:42]
know, Naked Farmer and Purveto. Those
[26:44]
are healthy salad bowl, you know,
[26:46]
concepts, you know, organic, you know,
[26:49]
brands. And then some of our local
[26:51]
favorites. Good Salt Group. A lot of
[26:52]
people know Good Salt Group. They did
[26:54]
Rya's Mascaria. Um, they've got, um, uh,
[26:58]
in downtown um, oh my god, I just drove
[27:00]
like Sparrow Sparrow Wine Bar and a
[27:03]
couple others that they own in town.
[27:04]
sushi. They a sushi concept as well and
[27:06]
they're always looking at opportunities.
[27:08]
So, and they really like to come into a
[27:10]
market and they will create a brand like
[27:12]
the Monroe that they did in downtown
[27:14]
that's based off of the area and what
[27:16]
the area was. So, the Monroe, you know,
[27:18]
is named after a professor that um that
[27:21]
was the first black school in downtown
[27:23]
Orlando and they created the whole
[27:25]
concept around that. So, they'll do
[27:26]
things like that. Like, they'll come
[27:27]
into Oakland and see what Oakland's all
[27:29]
about and create a concept that really
[27:31]
feels local to the city, to the town.
[27:34]
Um, and then some of the dessert
[27:35]
concepts, we'd love to get in here. You
[27:37]
know, Salt and Straw, Mayday Ice Cream,
[27:40]
Kelly's Ice Cream. I know they're
[27:41]
already in Plant Street, but they could
[27:43]
actually get a, you know, their own
[27:44]
brick-andmortar location here. So, those
[27:46]
are some of the brands that just to give
[27:48]
you an idea of what we're trying to
[27:49]
target here for this project. Thank you.

[27:57]
want to ground the important work in
[27:58]
what we're doing today and and that is
[28:00]
we talked about the PUD request, the the
[28:03]
development agreement in the PSP. Of
[28:06]
course, the PUD zoning designation is a what they call a negotiated zoning
[28:11]
district. So it gives a real opportunity
[28:13]
to work with the unique challenges and
[28:16]
constraints of this site to allow the
[28:18]
flexibility to make something like this
[28:20]
come to life while also making sure we
[28:22]
don't have knucklehead stuff going on
[28:24]
here and and allow for the type of
[28:27]
design that that can really see this
[28:30]
thing effectuated. you know, uh, one of
[28:33]
the things that that came up in the
[28:35]
discussion, um, about how it's designed
[28:38]
in the courtyards and the way the glass
[28:40]
and canopies is, I'll show that in a few
[28:42]
slides. Um, that's a real opportunity
[28:44]
through this vehicle of the PUD, the
[28:47]
development agreement, which will govern
[28:48]
it. And so, I just like grounding the
[28:50]
pictures into what we're actually doing,
[28:52]
um, because it's it's important and
[28:54]
allows things like this to to happen.
[28:58]
Um, so this is just another view and I I
[29:01]
think this says it all of of kind of a
[29:03]
conclusion of what we've been selling to
[29:06]
you, which is this is a landmark. This
[29:08]
is a this is a welcome center of Oakland
[29:10]
and this is an opportunity to provide
[29:12]
some really top-notch tenants and
[29:14]
architectural detail in a way that that
[29:17]
Oakland again has come to be recognized
[29:19]
for.
[29:22]
Uh, and and this is just a visualization
[29:23]
of what I outlined. uh varied heights
[29:26]
projections allowing a uniqueness of
[29:28]
each tenants space and the buildings
[29:30]
between them and not just the outside
[29:32]
pedestrian connections that we talked
[29:34]
about particularly in the opportunity to
[29:36]
provide some off-site improvements but
[29:39]
also the the sidewalks and the bicycle
[29:42]
friendly nature and just having that
[29:43]
interconnectivity.
[29:46]
Here's another view of the canopies and
[29:48]
how that those spaces are broken up. Um
[29:51]
and so we'll end on this slide that has
[29:52]
some pictures. I know we threw a lot at
[29:54]
you and I'm thankful for your patience
[29:56]
and for being here making quorum tonight

in one of the slides it says that it is
[30:29]
pedestrian and bike friendly.
[30:32]
Um, how how does it you think it's bike
[30:37]
friendly? Are there certain things that
[30:39]
are catered bicycle?
[30:41]
>> Yes. Certainly infrastructure like the
[30:43]
bike racks and things like that, but the
[30:45]
wider sidewalks as well allow for more
[30:48]
pedestrian access, allow the bikes to to
[30:50]
safely traverse in and out of the
[30:51]
sidewalk areas. And then, as you'll see
[30:54]
here, this isn't just one big strip area
[30:57]
that all looks the same. the fact that
[30:58]
you have areas that are broken up with
[31:01]
and you see some of the crosswalks and
[31:03]
pedestrian safety features that allows
[31:05]
for to to break up these long alleyways
[31:08]
of cars uh that can get up to a certain
[31:11]
speed. So all those types of things go
[31:13]
into a shared space from pedestrian to
[31:16]
bicycle and then of course vehicular as
[31:18]
well and golf carts. Let's not forget
[31:20]
the golf carts.
[31:21]
>> So would there be
[31:24]
wide sidewalks connecting all of the
[31:32]
Yeah, I think it's hard to see on the
[31:33]
site plan
[31:36]
of the sidewalks, but I would assume
[31:38]
they're connecting all the
[31:42]
main road.

» Um if you look at the um um the area
[31:52]
Katherine Ross, right, because we know
[31:54]
we're in about a half a mile, not even
[31:55]
to let's say Orange Trail, right? So,
[31:57]
and that's just the main bike. So,
[31:59]
there's a couple of things. First of
[32:00]
all, you know, if you would make it here
[32:02]
to u to Catherine Ross on a bike, um we
[32:04]
would provide in just about every
[32:06]
amenity and courtyard, you'll have bike
[32:08]
racks so you can, you know, place your
[32:09]
bike. From there on, the sidewalk
[32:12]
actually has con connectivity all the
[32:14]
way really to the well, I wouldn't say
[32:16]
to the church because you'd have to
[32:17]
cross that street, but certainly to the
[32:19]
far end of the property. Um, and I know
[32:21]
it's hard to see on the plan, but
[32:23]
everything that's kind of sort of dotted
[32:24]
that's around the buildings. And if you
[32:26]
start at that point in Katherine Ross,
[32:27]
you can walk along building seven and
[32:29]
eight and then six and four and two. Of
[32:31]
course, there's be going to be a couple
[32:33]
of crosswalks, but you can certainly
[32:35]
walk that whole entire center. And, uh,
[32:37]
those are the wider sidewalks that we're
[32:39]
talking about. Um, of course, we don't
[32:41]
think the traffic in the center is going
[32:43]
to be, you know, insane because it's
[32:44]
very well laid out and everything. And
[32:46]
we thought of that because, um,
[32:48]
Oakland's known for biking. So whether
[32:50]
you come on a bike or on a um you know
[32:52]
whether you want to leave your bike at
[32:53]
building 7 or you want to ride it all
[32:55]
the way to perhaps buildings one and
[32:56]
three you'll have a little position
[32:58]
there where you can put your bike. So I
[33:00]
don't know if that answers your
[33:01]
question. Yeah. Okay.

>> Yes. And that's a um Brent that's a
[33:14]

So, as uh Brent Lensen with Kimley Horn,
[33:21]
200 South Orange Avenue, sweet 600. Um,
[33:24]
but as Taylor briefly mentioned before,
[33:26]
the topography of the site's a bit
[33:28]
challenging. We had some storm water
[33:29]
nuances with St. John's as well. So, if
[33:32]
you look at the plan, the northwest
[33:34]
corner where that large dry pond is,
[33:36]
it's like elevation 114 and the bottom
[33:39]
right southeast is about a 97. So
[33:42]
there's at least 17 feet of fall across
[33:45]
the site from northwest to southeast and
[33:49]
that's really happening along the state
[33:50]
road 50 frontage which made it really
[33:53]
difficult um from an overall master
[33:55]
infrastructure grading and drainage
[33:56]
standpoint. And then on top of that
[33:59]
unfortunately the initial development
[34:01]
that happened within that affects these
[34:03]
parcels was the tractor supply and they
[34:05]
built the large dry pond immediately
[34:07]
adjacent to it. Several of the parcels
[34:09]
included within this project are
[34:12]
benefited by that storm water. The
[34:14]
negative is the storm water's at the top
[34:16]
of the hill. So physically getting the
[34:18]
water to the dry pond is not achievable
[34:21]
without raising finished floors and
[34:22]
hydraulically being able to drain the
[34:24]
water. Oops, I did that. I'm sorry. Um,
[34:27]
so with the dry pond up there, we have
[34:30]
Apakka basin for storm water recharge,
[34:33]
which requires dry pre-treatment and
[34:35]
infiltration before you get to a wet
[34:38]
pond. Sorry for the storm water jargon,
[34:40]
but all that to say based on storm
[34:43]
water, it demanded the buildings being
[34:44]
set at a certain elevation and what's
[34:46]
being set at a certain elevation, which
[34:47]
had to drain to the dry ponds first to
[34:49]
get to a downstream wet, which is why
[34:52]
you kind of see a cascading deal with
[34:54]
that large rectangular white space as a
[34:56]
dry pond. A lot of our basin goes to it.
[34:58]
The basin that can't get there goes to
[35:01]
that boomerang, we'll call it, around
[35:03]
the wet pond. That's kind of a dry
[35:05]
upstream pre-treatment which then goes
[35:07]
to the lower wet pond that's at that
[35:08]
bottom southeast corner. So with all
[35:11]
those nuances, we have a retaining wall
[35:13]
near that storm water pond along 50
[35:15]
that's about 10 ft tall.
[35:18]
So
[35:19]
little bit of sight constraints kind of
[35:21]
drove that design and that's kind of
[35:22]
what you'll see within the waiver
[35:24]
request. Some of the building separation
[35:26]
from 50 was due to that nuance of having
[35:29]
to build a wall, having the structural
[35:31]
integrity of a wall and a building
[35:32]
adjacency and really trying to
[35:34]
centralize the focus of the development
[35:36]
more internalized because of that
[35:38]
elevation change off
[35:43]
» that basically the retaining wall and
[35:47]
then sidewalk.
[35:52]
It's going to be the basically state
[35:54]
road 50 turn like their travel lanes.
[35:56]
You'll have a sidewalk running along 50
[35:58]
that's still at road grade. Then you'll
[36:00]
have an elevated wall and then there's
[36:02]
going to be landscaping up above on top
[36:04]
of the wall and then the building facade
[36:06]
up there. I think the best picture, I
[36:08]
don't know where it was in the
[36:08]
presentation was the one that showed the
[36:11]
pedestrian down at the street level with
[36:12]
the monument sign there.
[36:15]
Probably the best example.
[36:19]
this going to be a like a good example
[36:21]
of what the landscaping is going to look like on
[36:25]
that corner that intent.
[36:31]
» So obviously, you know, the the
[36:32]
renderings and everything. So our
[36:33]
landscape architects are going to work
[36:35]
very hard and everything, but our our
[36:36]
goal is to have because that's going to
[36:37]
be the way we see it. It's it's
[36:39]
certainly our our main entrance, right,
[36:41]
from from most of the vehicles and and
[36:43]
we want that to look very nice. And
[36:44]
that's why we created even the the
[36:46]
monument, you know, we made it a lot
[36:47]
more architectural to actually integrate
[36:49]
with the center rather than just be, you
[36:51]
know, a little billboard looking thing.
[36:53]
Um, and the intent is yes to landscape
[36:55]
it as nice as possible. Is it going to
[36:56]
look, you know, tit for tat like that?
[36:59]
Um, you know, probably not, but it's
[37:01]
going to be the same exact feel. So,
[37:03]
that's really the u the intent of the um
[37:05]
the renderings. And um and we want to
[37:07]
make that wall, you know, as pretty as
[37:09]
we can. Um, good news is that wall is
[37:12]
not 10 feet everywhere, but you know,
[37:14]
that's just what we had to work with.
[37:16]
So, um, I don't know if that answers
[37:18]

possible. You know, we have the

buildings that are very nice, you know,
[37:45]
in the elevations that we we haven't
[37:47]
really skipped on anything, so we can I
[37:50]
don't want to say distract from it, but,
[37:51]
you know, just really make the the best
[37:53]
of it.

>> All right. So, one of the things that I just wanted to ask about was um being
[37:59]
able to see back of house from all three
[38:02]
roads.
[38:04]
>> So, the renderings show a lot of
[38:05]
architectural detail.

>> Yes, sir. So that's going to be pretty

[38:10]
intentfully and and um you know, we
[38:12]
wanted to offer obviously even on the uh
[38:15]
the
[38:15]
>> not a blank wall.

you know, we'll do the best we can with
[38:19]
the landscaping as well. Just we'll try
[38:21]
to make it as uh as obviously as nice as
[38:24]
possible. The idea was that it was
[38:25]
elevated. So, um you know, it's a little
[38:28]
less visible to begin with. We're going
[38:30]
to add some uh landscaping, but we added
[38:32]
the articulation on purpose so it's not
[38:34]
a flat wall like you would see normally.
[38:36]
Just to touch on that, just to expand
[38:38]
upon that too, John, you know, once it
[38:41]
gets through this portion of its review
[38:43]
sequence and it goes to the final
[38:45]
instruction, at that point, that's when
[38:47]
it goes beyond just renderings. We have
[38:50]
the actual architectural elevations to
[38:52]
show even more detail than what you're
[38:54]
seeing here to ensure that that, you
[38:56]
know, the breakup of that massing does
[38:58]
occur and you're not, as you say,
[39:00]
looking at the back of a house or
[39:01]
essentially a cinder block wall.
[39:04]
Well,
[39:07]
as a developer, right? We when we when
[39:10]
we saw this, we were like, "This is this
[39:11]
is horrible." Um because it's very
[39:13]
expensive to build. This is extremely
[39:15]
expensive. This isn't something that you
[39:17]
would go out and buy a piece of land and
[39:19]
start building walls and building
[39:21]
raising land. That's crazy. Um there was
[39:24]
really no way around it in order to
[39:25]
develop it. But the the takeaway from it
[39:27]
from our perspective is it gives a real
[39:29]
intimate feel to the center. It's going
[39:31]
to give a very private intimate feel
[39:34]
almost like an oasis in a way because
[39:36]
you're you're raising the center up and
[39:37]
you're kind of buffering out 50. So from
[39:40]
a perspective of being in the center I
[39:43]
think it's going to make the center you
[39:44]
know quite attractive to be honest with
[39:46]
you.
[39:48]
>> So you would have a 10ft wall at the
[39:50]
highest point and then a railing on top
[39:53]
of that
[39:57]
» maybe like 13 14t tall. at some point
[40:05]
» at the highest point which is at the far
[40:07]
eastern near the storm water pond it is
[40:09]
about 10 feet and that at this entrance
[40:11]
is it was around seven or eight feet
[40:13]
here but yeah if the the fall distance
[40:15]
is more than 30 inches you need to have
[40:17]
a railing on it for safety reasons yeah
[40:19]
it'll have at least a 42 inch railing on
[40:21]
top of that obviously we want it to look
[40:24]
good we'll pick some material and color
[40:26]
and product to look as good as it
[40:40]

I do I do like that it's going to be

like one story, a whole complex. Um is

that by design or is that by the land

doesn't think, you know, con like

vertically, right? So like, I'm going to

go to a second floor. It's just, you
[41:45]
know, they want to be able to park right
[41:46]
in front of their space and go right
[41:48]
into the business that they're going
[41:49]
into. I would love to get rooftops in
[41:52]
here or like a second story patio, but
[41:54]
it's just not, you know, it's also very
[41:56]
expensive. So, even for these
[41:57]
restaurants for their buildout, like
[41:59]
we're delivering, let's say, a shelf
[42:00]
space, right? And then they have to do
[42:02]
their buildout, they have to then
[42:03]
account for vertical transportation, so
[42:06]
an elevator and stairway. And it's just
[42:08]
very expensive. And with construction
[42:10]
costs right now, it's just not, you
[42:12]
know, it's not as as possible to get
[42:14]
something like that approved. Although,
[42:15]
we would love to see it.

when you're in Oakland? And to me, this

is like perfect, right? I mean, there's
[43:28]
one other little development on the on
[43:29]
the um east side, but other than that,
[43:32]
you're coming into Oakland. And so,

And I just want to say um they've worked

question. So the building A for
[45:19]
instance, you know, it's it it only its
[45:21]
side that actually butts up to um so and
[45:24]
then we do have some fenestration on
[45:25]
that side. Um and as far as um you know,
[45:28]
building 9, which is, you know, the one
[45:30]
on Katherine Ross right up on the top
[45:32]
right corner. Um there was there were
[45:36]
several reasons, right? And and one of
[45:39]
them was, you know, we wanted to stay
[45:40]
consistent with the center. Um the
[45:42]
second is you know we found that tenants
[45:45]
um and also guests you know if they park
[45:47]
in the back like if you look at this one
[45:49]
and if the access is on both sides in
[45:51]
other words it would look the same on
[45:53]
both sides where we would have same type
[45:55]
of fenestration on each side. um one it
[45:58]
gets a little bit confusing you know um
[46:00]
second the tenants you know they want to
[46:03]
have a little bit of a delivery area
[46:04]
right because you know they're bringing
[46:06]
in whatever they're bringing so they
[46:07]
might just want to keep it out of the
[46:08]
site or you might have in a restaurant
[46:10]
you know employees going out back and
[46:11]
you know have taken a break and stuff
[46:13]
like that so they kind of want to you
[46:14]
know want they want to use those areas
[46:16]
so as you know um to keep with the
[46:21]
consistency and to make it you know um
[46:23]
flow and actually it's a matter of cost
[46:24]
as well you know because we we really do
[46:26]
have to stay within reason. What we
[46:28]
thought was a nice thing is if we did
[46:31]
not provide, you know, that flat wall in
[46:32]
the back. So, we actually kept the front
[46:35]
and the back of the building look
[46:37]
completely the same when it comes to the
[46:38]
articulation. So, we're spending the
[46:40]
same exact money and, you know, um we're
[46:42]
going to put the landscaping buffer
[46:43]
behind it and that will allow us to save
[46:47]
a little bit of money, provide the
[46:48]
tenants, you know, with an actual space
[46:50]
that they can use. and our guests, you
[46:52]
know, we believe that um they're going
[46:54]
to really come in from the center um
[46:56]
whether on a bike, whether you know
[46:58]
they're going to turn that corner, come
[46:59]
on in and they're going to access it
[47:01]
probably through the parking lot. So um
[47:04]
we wanted to make it as beautiful as
[47:06]
possible because you know most centers
[47:09]
and that's why I think the gentleman
[47:10]
asked you know is it going to be a flat
[47:11]
wall because that's what you normally
[47:13]
see on the back of the house. So um I
[47:15]

know we try to stay consistent. We, you

sidewalk, it's a little beyond our
[48:06]
control, but as far as our center uh
[48:08]
walkability and pedestrian everything
[48:10]
was designed to to pedestrian scale, our
[48:12]
penistration or everything, you know,
[48:14]
the articulation, everything everything.
[48:16]
So, you know, we want you to feel good
[48:18]
in there. And that's why Alex's point, I
[48:20]
think we made that wall work in our
[48:22]
favor because now everything faces
[48:23]
inwards rather than, you know, 250. And
[48:26]
as much as we love 50, it's really not
[48:27]
that pretty regardless. So now you're
[48:29]
going to have this walkable and that's
[48:30]
why we sacrificed a lot of um uh square
[48:33]
footage for open areas. You know, we we
[48:36]
split up all these buildings and um and
[48:38]
even to the variance that Taylor spoke
[48:40]
of um up to what was it 250 ft um
[48:43]
actually if you look at I don't believe
[48:44]
any of our buildings are even close to
[48:46]
that. I think our largest one it's 170
[48:48]
because we've cut them up and we've
[48:50]
added you know 17,000 square feet of u
[48:53]
of green space. So
[48:56]
that's uh the long and the short of it.

lot of parking behind that. So it's not

a closed book right now. There could be

three, they have that courtyard. So

that's specifically designed for

25 or 30 foot wide courtyard and the

same length because we wanted um guests
[49:32]
when they park back there to be able to
[49:34]
walk.

ugly flat wall.

from the rear of the school, you would

applicant group does propose a more

robust tree line along that northern
[53:35]
boundary, but it would be done in a way
[53:37]
to ensure that the survival and the

function of that area reaches its full
[53:42]
potential.
