[7:25] the DEC definition of climate smart is that climate smart communities is a New
[7:29] York state program that helps local governments take action to reduce
[7:33] greenhouse gas emissions and adapt to changing climate. The program offers
[7:37] grants, leadership, recognition, and free guidance from regional
[7:40] coordinators. Registered communities have made a commitment to act by passing
[7:45] the CSC pledge, which we did. Uh, certified communities are the foremost
[7:49] leaders in the state. They have gone beyond the CSC pledge by completing and
[7:53] documenting a suite of actions that mitigate and adapt to climate change at
[7:57] the local level. I want to make it clear, it is not a committee because
[8:01] many people think it is a committee. It is not. It is part of the government.
[8:10] The next shows the pledge that you took where you pledge to be a climate smart
[8:14] community. Set goals, inventory emissions, plan for climate action,
[8:18] decrease community energy use, increase community use of renewable energy,
[8:22] realize benefits of recycling and other climate smart solid waste management
[8:26] practices. Reduce greenhouse gas emissions through the use of climate
[8:30] smart land use tools. enhance community resilience and prepare for the effects
[8:35] of climate change. Support development of a green innovation economy, inform
[8:40] and inspire the public, and commit to an evolving process of climate action.
[8:47] Then there's a definition of what is climate change, but I'm pretty sure all
[8:50] of you kind of know that. Um otherwise, we wouldn't be involved in
[8:56] this to begin with. So, you can read that out at your leisure.
[9:03] And then why be a certified climate smart community? Climate impacts affect
[9:08] public health, the underprivileged, infrastructure, and municipal costs.
[9:12] Local actions improve resilience and long-term sustainability. Being a CCSC
[9:17] helps position the town for future planning and funding opportunities.
[9:24] So what we did if you didn't know um we became bronze and to get that the
[9:31] initial level level of certification for local governments that have enacted
[9:34] their commitment to climate action and taken steps to implement climate smart
[9:38] policy and projects. It is a point system. The requirements um for a bronze
[9:44] is 120 points. They are done by actions
[9:49] pledge elements. at least one action is completed under four different pledge
[9:55] elements. There are mandatory actions we had to do. Um the first one being that
[10:01] the board passed a resolution to be a climate
[10:05] smart community and also to pick a coordinator and a climate task force.
[10:10] Not a committee again, a climate task force acting for you, the town, the
[10:16] government, the board. Um there are three priority actions and
[10:22] then there's other actions.
[10:27] So I've been talking about the process of what you have to do. So of course you
[10:30] have to find an action that fits you and then go after that. And there is a lot
[10:36] of documentation. The documentation has to be uploaded
[10:40] to um the DEEC's website. There's explanations. There's backing
[10:48] documents. It's a lot. It's a lot to document and it's not fun. But there's
[10:54] more fun doing the action than uploading it to the DEEC.
[10:59] The kicker though the DEEC has which I personally and I don't think anybody in
[11:02] climate agrees with is that certification is only valid for 5 years.
[11:08] We have I believe just reached the wonderful 5year mark or we're coming
[11:12] very close to it. During those five years, you can do
[11:17] nothing and stay bronze. But once those five years are up, that's the end of
[11:22] your not certified anymore, which I think is very wrong because we did all
[11:27] those actions and to get move on to the next step. You have to do half those
[11:31] actions again anyhow because you need the points.
[11:36] So the next slide is just that action point submit, review, resubmit, certify,
[11:41] expire, resubmit, repeat. It's just a process that goes on and on and on.
[11:48] And there's an example of a completed action. It's not just you have to
[11:52] summarize it and then you have to put things like the minutes.
[11:56] So everything really has like five different steps to it.
[12:01] So here we are. We're bronze. We're pretty much in the expiring thing.

[12:11] All of you need to actually familiarize yourself with what we actually did
[12:14] because I don't think you know what we actually did unless you went to the
[12:19] website which again I don't think you did even though I asked for that in we
[12:23] all asked for that in the letter. So, we had a greenhouse gas inventory that we
[12:28] did, a climate action plan, a shade policy, a comp complete streets policy,
[12:35] a recycling and municip building policy. I think it's now time for you to look at
[12:41] those and at least implement what we did.
[12:45] You also need to rebuild the task force. We're tired.
[12:50] We're very tired. We can't go out and say to people, "Hey, be on the task
[12:54] force." That's something that has to come from the board.
[12:58] So, you need to put a call out if you choose to continue to want to do this
[13:02] for people to join us. We will mentor them. We will stay with them. We will
[13:06] still be there because we love what we do and and we're passionate about we
[13:11] would do, but we cannot do all this work alone. We are eight, but we're slowly
[13:17] getting down to less than eight.
[13:22] And in order to get the points, a lot of the information that we used, a lot of
[13:27] the plans that we now have here are too old. I mean, one of them just like
[13:32] squeaked by and we were very lucky. But the comprehensive plan, the open space
[13:36] and farmland protection plan, and the natural resource inventory all need to
[13:41] be updated. And you also need to reinstate the
[13:46] conservation advisory council which somehow disappeared and no one has
[13:50] looked for anyone for that. They actually are more important than
[13:55] the climate smart task force because when they were active they looked into
[13:59] every single thing that occurred in this town and did offer advice to the
[14:03] planning board that was actually taken. But now we have no climate advisory
[14:08] council.
[14:11] the decisions you need to make like soon I think is if you first of all if you
[14:17] want to be a a climate smart community and if you're willing to update all of
[14:23] those wonderful things and if you will become more involved
[14:28] with the task force and let them know what what you want done look at the
[14:32] actions know the actions I actually gave Phil a b bunch of actions that I think
[14:37] this building could get points for he needs to review them he's busy right now
[14:42] and he doesn't know we're in limbo right now. So,
[14:46] but I gave them to him. He will look through them. I know Phil and he will
[14:49] work with me. He has worked with me and he will go through them and hopefully
[14:53] get more points. But again, we're missing a lot of the other points we did
[14:58] already that because the plans are too old.
[15:02] I mean, and again, you have to decide if you want to get to silver. And I
[15:06] actually have to check to see if we have to get bronze again or we just go right
[15:10] to silver. That's another interesting thing I did not check and I apologize
[15:13] for that. And then you have to play an active role which when we were here and
[15:19] we were doing things there was really bad communication to us about things the
[15:26] shade policy you know in the playgrounds the complete streets and the bus stop
[15:32] that was put in. I mean there's you got to talk to us. A simple email is really
[15:37] not that hard to do. We don't want phone calls. We don't want a whole big to-do.
[15:41] We don't want this whole big thing. All we want is an email to say, "Hey, we're
[15:45] looking to do this. Did you know climate does anything with this help get you
[15:49] points?" And so that's why we're here to say, "Please don't forget about us. Pay
[15:55] attention to us and and give us some direction because right now we are very
[15:58] much in limbo. Even though we are still doing many of the things that we set up,
[16:02] repair cafe, and we're still educating people. We're still doing things but not
[16:06] getting the points at the moment. That's it.

[20:37] from what I've seen um was supportive of all the initiatives that you brought
[20:43] forward and it has been part of the discussion. So, you know, the we adopted
[20:49] uh a program that New York State recommended for green uh detergents and
[20:56] stuff like that if we can use it. I know like the um the bus stop, we had
[21:01] discussions about the bus stop, the town hall, I mean, you guys were very
[21:05] involved with that um and walking the building and giving Phil and I input on
[21:11] that. So, I just want to make sure that you guys understand like from my
[21:15] standpoint, I'm not going to speak for everybody else, is that um I believe in
[21:20] this and anytime I've been asked to help, I've tried to help and I'd be
[21:26] supportive of continuing it. I understand that we need new people, but
[21:29] um yeah, I mean I think it's definitely not something that the town the five of
[21:36] us are going to be very active in physically going out and completing

[27:11] office of the professional municipal clerk is the oldest among public
[27:15] servants. And whereas the office of the professional municipal clerk provides
[27:19] the professional link between the citizens, the local government bodies,
[27:22] the agencies of the government at other at other levels. And whereas
[27:27] professional municipal clerks have pledged to be ever mindful of their
[27:31] neutrality and impartiality, rendering equal service to all. And
[27:37] whereas the professional, excuse me, whereas the professional municipal clerk
[27:42] stirs serves as the information center of functions, local government, and
[27:48] community. And whereas the professional municipal clerks continually strive to
[27:53] improve the administration of the affairs of the office of the
[27:56] professional municipal clerk through participation in education programs,
[28:00] seminars, workshops, and the annual meetings of their state, provincial,
[28:05] county, and international professional organizations.

[28:29] extend appreciation to our professional municipal clerk Mary Beth Mure and her
[28:35] deputy municipal clerks Kathy Miller and Deborah Dooall and all professional
[28:39] municipal clerks for the vital services they perform and their exemplary

[29:02] of board assessment review from the 4th Tuesday in May to Wednesday after 4th
[29:08] Tuesday in May and scheduling a public hearing for Monday 5:18.
[29:15] So this is because our assessor is not available that day. He does a few couple
[29:20] of towns and it um conflicts and sometimes we get him first and sometimes
[29:27] we don't. So this that's all this is is to change the date but we have to do a
[29:32] local law in order to do it. Um, so it's a local law changing the date from the
[29:38] town of Pleasant Valley, Pleasant Valley Board of Assessment Review to hear real
[29:42] property tax complaints to the Wednesday following the fourth Tuesday in May of
[29:48] each year. So many days a so many days after as the board of assessment review

[32:30] future. Um, and I've been focused really on Main Street with beautifification and
[32:35] economic development, and I want to keep moving that forward. Um, so, uh, I'd
[32:40] like to ask the board to invite the D the Duchess County Water Authority to
[32:46] present a proposal that they have, uh, that right now is conceptual, um, to
[32:51] bring water from Hyde Park, um, through town to the Valley system. uh they
[32:58] already manage the valleyell system and so this would be an interconnection and
[33:02] regionalized water plan. It wasn't really possible to do this uh five years
[33:07] ago. The Hyde Park system has been expanding um over and over. Uh but now
[33:13] they have a pretty clear actionable plan uh that would bring water uh down West
[33:18] Road across Main Street. It would serve our schools and potentially if uh there
[33:24] were other users that wanted access to it, uh they could request access. Um and
[33:29] then it would connect to the Valley community uh which has an aging small
[33:33] plant. Um and the homeowners there are are having difficulty with very high
[33:38] bills as that that plant ages. Um and there's also a significant issue with
[33:43] POS in the water um in the Valley area as well as countywide that needs to be
[33:48] addressed. Um the water authority project
[33:52] um would uh at this time they conservatively estimate would be 70%
[33:57] grant-f funded and possibly more both because of uh need-based grants um as
[34:03] well as uh grants that are now available because of emerging contaminants in the
[34:08] area. Uh and it would it could help take care of some of the emerging
[34:13] contaminants that we have in some of our public water systems already in town.
[34:18] Um, obviously we also have a proposal from Delaware Engineering. Um, I'd love
[34:23] to hear an update on that proposal as well. Um, the intent of this is not to
[34:28] choose one over the other. Um, it is just to make sure that we uh are working
[34:33] on our our water issue and keeping it on the front burner. Um, so I think the
[34:39] public should look at this proposal, invite the water authority to come here
[34:44] and present. they are more than willing to uh you know have a um discussion with
[34:49] the community about the option that they are proposing what may or may not work
[34:55] for our community. Um so I'd like to invite them and have them come out and I
[34:59] would also love to uh get an update on the um Delaware engineering project so
[35:05] that we can move forward and choose a plan that fits our community. Thank you.

[37:05] Hey everybody. Um, we've historically held um, soccer clinics for our existing
[37:13] uh, registered players in the past. Um, it's usually something that I just would
[37:18] work out with the recreation director and we would offer it to already
[37:22] registered kids. Um that's been anything from skills and personal player
[37:28] development clinics to uh goalkeeper clinics. The the need for this specific
[37:35] clinic and why it's hopefully going to be offered for female athletes is I've
[37:40] been approached by some of the coaches in our coaching community who have
[37:44] daughters who are about to age up into the LDT age group.
[37:49] Um this is a critical age for female athletes. This is uh 10 and 11 year old
[37:54] uh girls who are playing in co-ed divisions. When we are inhouse, it's
[38:00] they're playing with their friends and their friends know them. It is a safe
[38:04] and inclusive environment. once they age out and we are playing in the LDT um
[38:09] which is limited distance travel. We are playing against other towns
[38:15] um predominantly boy teams because the larger programs in the surrounding clubs
[38:20] are able to offer female uh teams at a younger age than we are. We are
[38:27] respectively a pretty small program. So we don't have enough girls to start um
[38:33] female only teams at 8 or 9 years old. So we wait until they divide to that LDT
[38:39] age. Um this year we currently have a co-ed team but they are playing mostly
[38:44] boy onlyly teams because these larger clubs are able to have the numbers to
[38:48] sustain girl only teams and the girl only teams play other girl only teams.
[38:55] um developmentally wise, uh social wise,
[39:00] it's important to give girls a very inclusive and safe space and encourage
[39:04] them to not be discouraged by the physicality that boys start to play at
[39:08] this age. Um boys really start to get very physical and and girls tend to want
[39:14] to play a more strategic teamwork-based game. Um, and it's it's in the rare
[39:21] occasion where we've been able to nurture that, it has proven to be very
[39:25] successful. Um, a few years ago, my daughter was one on on on one of the
[39:29] first female girl teams in Pleasant Valley, and it was really great to see.
[39:34] Um, historically, LMS and Arlington High School would only choose athletes from
[39:42] Lraange Soccer Club. and they chose 18 girls the year that my daughter was able
[39:48] to play sports and 12 of her teammates from Pleasant Valley were on that team.
[39:53] We were more than half of the team. So, we are developing players here. You
[39:58] don't need travel soccer to develop players. You don't need travel soccer um
[40:03] and and large clubs to be able to do for kids what soccer can do for them. But I
[40:10] see a group similar to the group that my daughter played in. And I have coaches
[40:15] that are motivated. And right now there are clubs advertising for girl only
[40:20] tryyous. And that draws people away from our club and our ability to support and
[40:26] nurture girls in girl programming. So by having a clinic, it's kind of almost
[40:32] similar to another club holding a tryyout. It's just letting them know
[40:35] that we have a safe and inclusive space, that they're going to be supported and
[40:39] nurtured, and they can also get a sense of uh what their team will feel like and
[40:44] develop chemistry before they hit the fields when they all age up in the next
[40:49] soccer year. So, that specific age group is to target the kids who are either
[40:54] currently going to remain in that age group, um who are currently playing on a
[40:58] co-ed team, and include the girls who are about to age up into that division.

[41:48] about each of them so that the public kind of has the confidence of knowing
[41:52] who is on the committee. Um so after we appoint them tonight um so we will have
[41:58] uh Gary Serin who is a communications professional uh who is getting a
[42:03] master's in sustainability um and has a strong academic lens for
[42:08] local economic development. Mary Meyer uh who has solid business experience and
[42:14] a familiarity with the town's existing plans including the comprehensive plan
[42:18] and recreation master plan. Um so she's very focused on making better use of
[42:23] what we have to implement ideas. Uh we have Heather Ravenet who is a policy um
[42:29] writer for IBM. So she has a corporate background but her husband owns a small
[42:35] business. So she has an insight into both large scale and small business
[42:38] needs. U Melissa Arpino who's a lifelong resident um and a small business owner
[42:44] uh who has strong skills in event planning and community outreach. Um and
[42:49] then Keith Doyle who has a degree in economics and finance um and lives uh
[42:56] has lifelong Pleasant Valley resident as well um and he has experience in
[43:01] government and policy. So we have some really great people who applied um so
[43:05] I'm happy to have the board consider appointing them tonight.

[44:05] revisions. Um so I'm happy to get any feedback on that. Um, and I did kind of
[44:11] time it out if we, um, you know, make a motion tonight to send it to the
[44:17] personnel attorney to review and after that, you know, post it to the for
[44:22] community the community to complete the survey um, with a deadline before um,

[52:00] the town. and they have waved all all refunds. So they waved refunds not only
[52:07] from uh to for us or but also for the school district. So

[54:30] the proceeds of the advertisement and I made a few tweaks to the um original
[54:36] agreement. Uh nothing major. Um I didn't want to if it's been working well, I
[54:43] didn't want to uh hamper that. So, um, just some minor things that I don't
[54:48] think the school district will have any problems with. So, we would urge you to,

[1:03:01] that bypassed so we don't have a problem.

[1:03:11] » Um I did have a my town board comment. Um so yesterday we had an amazing
[1:03:18] amazing day at the mill site. Um 20 volunteers came out for the mills site
[1:03:24] work day. Uh I calculated a quick calculation was probably 50 hours of
[1:03:30] work that were put in. Um some of the volunteers like Mary Meyer and Terry
[1:03:35] Alrech stayed for four or five hours. Um we had uh you know weeding and um
[1:03:42] mulching. We mulched the entire site so it looks beautiful. Um there was if
[1:03:48] anyone on the town board else wants to come, we're going to be planting some
[1:03:52] more beonas tomorrow at noon. Um so the site looks absolutely fabulous. So big
[1:03:58] kudos to the beautifification committee um for putting it together. There was
[1:04:03] snacks and refreshment and sunshine and pack 33 was there so they made everybody
[1:04:08] laugh. Uh you know wielding shovels and picking weeds. Um so it was a a great
[1:04:14] day of community. Uh we got a lot done. So if you guys walk through the mill
[1:04:18] site, make sure you give a a thank thanks to the beautifification
[1:04:21] committee. Um, I'm when you have all of those forms
[1:04:28] that if you could please make sure that they get to Alicia.

[1:05:09] all about, getting people out and doing something. Um
[1:05:13] on that note, just another update. Um so the the basketball court is closed for
[1:05:18] the week. It's being painted right now. The playground is still open. Uh if
[1:05:23] anybody is familiar with the site, there was a small portion of the old tennis
[1:05:27] court that was exposed. Um where the rubber
[1:05:32] flooring uh didn't go out to the edge, which kind of looked ugly. Um but it's
[1:05:36] now painted uh this nice bright blue. So it's it's amazing. If the weather holds
[1:05:40] this week, I'm hoping they're going to be done by the end of the week and we
[1:05:43] can we can open that court up on on the weekend. But um and the other the other
[1:05:48] nice thing is that uh thanks to the help from Alicia and supervisor um we have
[1:05:53] the the lights ordered in our town hall or groundskeepers office and we have the
[1:05:58] contract signed with V. So as soon as this the court is painted the light
[1:06:04] project will start. So uh folks will be able to play basketball after hours.
[1:06:09] People will be able to bring their kids on the playground until about 9:00 at
[1:06:11] night. Um and that should be by by June if not earlier. So, good stuff
[1:06:16] happening. And, um, shout out to Tracy's comments. Whatever we got to do to get
[1:06:22] more sports for girls in this town, let's do it. You got a lot of athletes.
[1:06:25] Like, I I my question would be, how do we get more girls to play? We've seen it
[1:06:29] in basketball. We've seen it in all the other sports. How do we get more girls
[1:06:32] out there? Uh, last time I checked, the only Olympic medal in soccer in this
[1:06:36] country was from girls, not boys. So, that's the sport they dominate. So, why
[1:06:40] aren't we getting more girls playing, right? So whatever we got to do to
[1:06:43] foster that because we might have some Olympian in our Olympians in our midst
[1:06:48] here that we're missing. So let's do whatever we got to do.
