[0:00]
Actually,
>> It'd be windy up there.
[0:03]
» Actually, that's where it was nice.
Going by Tofino and stuff, yeah, it was
[0:08]
nice there.
>> This guy used to go do stuff with and
[0:12]
me and Fulton and that.
He uh
[0:15]
He was just one of those guys. Just
I mean, he says, "Well, I'm going to
[0:19]
build a boat
and I'm going to sail it."
[0:23]
I can't remember it was to Hawaii
or from up the Arctic down to Seattle. I
[0:30]
can't remember which one cuz he started
the boat there. I said, "If have you
[0:33]
done much sailing?" He says, "Well, I
built one. I took it from uh
[0:36]
He went down
to Panama.
[0:40]
And he like he's that type of guy. He
just decides I'm going to build one and
[0:44]
» And he's not married. He makes lots of
money. He goose hunts for a living.
[0:48]
Let's just say that.
>> Wow.
[0:50]
» That's what he does for a living, ducks
and geese. So,
[0:53]
» Okay, you're ready to go.
>> Yeah, 7:00. So, we'll call the meeting
[0:56]
to order. Um everybody should have a
copy of the agenda. Any additions or
[1:01]
deletions?
>> I'd just like to talk maybe about the
[1:04]
businesses downtown for a quick second.
Some words?
[1:07]
» Sure. In in your report or would you
like it actually on the agenda?
[1:10]
» I'll I'll I'll I can do it in my report.
That's
[1:12]
» Yeah, sounds good.
Uh
[1:15]
Okay, somebody wish to move the agenda
as presented?
[1:17]
» Dwayne.
>> He's back.
[1:19]
» Any questions on Dwayne's motion?
Hearing none, I'll call the question.
[1:24]
Those in favor?
Opposed? I see none. This is carried
[1:28]
unanimously. Okay, minutes of the July
13th meeting.
[1:33]
Any
>> Judy moves them.
[1:36]
» Any discussion on Judy's motion?
Hearing none, I'll call the question.
[1:41]
Those in favor?
>> [snorts]
[1:43]
» Opposed? I see none. This is carried.
So, we have a delegation. Aaron,
[1:48]
» Okay.
>> the floor is yours.
[1:55]
» Thanks.
I assume that everybody read my little
[2:00]
AI proposal that I
[2:05]
I'm not that clever with that wording.
Um, [clears throat] is there any
[2:09]
questions or do you want me just to
touch on
[2:12]
» Just go for whatever you wish.
>> Explain what you want to do there.
[2:15]
» So, yeah, so the So, our idea behind it
was that
[2:19]
uh the money that we're looking for
would be in cooperation with ourselves
[2:23]
and and we do plan on
approaching other groups in town as
[2:26]
well.
Um, but it it is for the four holes that
[2:29]
are our shared boundaries with the town.
So, being walking path and the cemetery.
[2:35]
Um, we've had the some of the trees have
been blown over. We've had one tree blow
[2:39]
over on the number line rail number four
tee box. That would have been during the
[2:42]
day it would have probably killed
somebody during the season two years
[2:44]
ago.
Um, and we pick up a lot of tree
[2:47]
branches and stuff and it there's no
rhyme or reason to I mean, that those
[2:51]
trees are between the cart path and
between the walking path. They could
[2:53]
fall on the walking path just as easily
as they could on the cart path.
[2:56]
Um, it's it's [clears throat] they're
definitely hazards down at hole seven.
[2:59]
Those are definitely our priorities.
They need to go.
[3:02]
Um,
as I'm sure everybody knows, we have elm
[3:04]
trees planted on the inside of that
boundary and that are kind of stopped
[3:08]
growing because the poplar trees are are
shading and blocking them in, which they
[3:11]
will continue to to grow more if we can
get rid of those poplar trees. So, we
[3:15]
wouldn't have to have a tree replacement
for hole seven.
[3:18]
Um,
we would probably have some tree
[3:21]
replacements down four and five. Um, six
is virtually gone, but there isn't too
[3:25]
much there in a sense.
Um, that we probably do as well. And
[3:28]
those are probably when we would
approach some of the service groups in
[3:31]
town about um
tree, you know, replanting and stuff
[3:35]
like that, beautification of course with
the town and stuff like that. But, we're
[3:37]
not there yet.
Right now, our our biggest concern is
[3:41]
the safety aspect of those trees blowing
over onto I don't want to say onto the
[3:46]
walking paths and stuff like that.
Obviously, you guys all know that the
[3:49]
town owns the golf course, but we do run
independently. So, we're not we're not
[3:53]
saying that it needs to be you know you
guys funding it yourselves.
[3:57]
We would be kicking in as well. Our near
New Year starts on November 1st. So we
[4:01]
would be putting in
the 15,000 match your 15 if you guys go
[4:06]
with the proposal and then in November
we would start cutting all those trees
[4:09]
down on the whole seven and have a clean
up before the start of next season.
[4:13]
Whole six, there's about 19 trees, nine
of them have to come down right away as
[4:17]
well. That would That would be more of a
fall 2027 job.
[4:22]
Four and five, the trees aren't as bad
but they are dying as well. So when we
[4:26]
have KWD come and cut some of these
trees down there was they're dead in the
[4:30]
They're just great big holes in the
middle of there. There's They're just
[4:33]
like the end of the season at this
point.
[4:36]
Um
Yeah, that's kind of the long and short
[4:39]
of what we're thinking. We're trying to
keep it nice but it's right now it is
[4:42]
mostly on the safety aspect. Especially
whole seven, that is
[4:46]
We cut down as many as we can a year.
We've talked to the board about having
[4:51]
increasing our tree budget so we can
cover We only have a 10,000 tree budget
[4:55]
and I totally appreciate that the town
doesn't have unlimited amount of money
[4:58]
that they have a tree budget as well.
But we thought if we got started at it
[5:01]
now then you know for the future budgets
and stuff that we can have some new
[5:05]
ones.
[5:08]
» Mitch, um you're going to approach
service clubs you said um
[5:12]
to help with this 145 or
>> Yeah, so like so the So the 145 is is
[5:17]
just for the trees that are on the
boundaries. We only have another 150 or
[5:21]
200,000 inside the course. They're not
as They're not as dying off as rapidly
[5:26]
and they're not as in much way as
They're If they fell over in a flood it
[5:29]
wouldn't make any difference. You don't
golf in a flood anyway. So we're not as
[5:32]
concerned about them. We're prioritizing
safety ones. But yes, we would We're
[5:35]
just trying to get somebody to take the
first leap of faith and say okay when we
[5:38]
can go to the next group and say the
town's on board helping us, can you guys
[5:42]
help as well? And it just kind of goes
from there.
[5:43]
» Are you going to be asking for money for
the inside batch too? Do you think
[5:47]
you're coming to the town for that as
well?
[5:48]
» I I Not at this time, no. I think that
was one of the ones that once you get
[5:52]
these the priority ones cleaned up that
we will start on our own and then
[5:56]
perhaps we may We've had donations from
members as well. We had a $10,000
[6:00]
donation last year with five more trees
being put those all in back. So, it'd be
[6:03]
that sort of thing as well. We might do
an adopt-a-tree program where we'll go
[6:06]
cut down a tree if somebody gives us,
you know, $3,000 we can cut down a tree
[6:10]
and plant a tree. That kind of thing.
So, that's how we would approach the
[6:12]
inside course.
Um we just I you know, like we just
[6:15]
don't have the money to get the priority
trees out quick enough.
[6:20]
» Thank you.
>> Any other questions?
[6:23]
» Yeah. Darren, what about
uh
[6:26]
kind of offset the cost of the the tree
people coming in? Would any of your
[6:31]
staff be able to assist them to kind of
knock that
[6:34]
cost down? I realize that they are
seasonal, but keeping a couple of
[6:37]
seasonals on,
you know, Duke or somebody else? Is
[6:41]
there
>> Uh so, he So, Duke does stay on. We In
[6:44]
the past we have cleaned up a lot of the
trees. Uh KWD is only charging us $300
[6:50]
to clean up at that point in time, too,
right?
[6:53]
» Mhm.
>> So, it's they're not It's not as as as
[6:55]
much money. It's not like it's half the
the cost isn't that.
[6:59]
Um we would
We're cuz we're not going to have quite
[7:01]
enough
>> [snorts]
[7:03]
» It depends on how the how the budget all
works or something like that. But, that
[7:05]
is definitely an option that we we have
cleaned up a lot of her in the past.
[7:08]
They have to do the stump grinding for
us.
[7:10]
» Oh, yeah. Yeah, and stuff like that.
Yeah.
[7:12]
» We have What we've done in the past is
they cut up the trees and they left the
[7:15]
logs there and then Duke has guys around
town that are looking for firewood. And
[7:18]
so, he just phones those guys and they
come and load them all. So, we we've
[7:20]
we've [clears throat] We're also have
that in our back pocket to do as well.
[7:23]
» Okay.
>> Okay.
[7:26]
» Okay, cuz Steve, I know the golf course
has taken a lot of trees down,
[7:29]
especially around seven. So, you've
[clears throat] been working on it, I
[7:32]
know,
for quite a while and you do put money
[7:34]
in every year to do that. And I know
last year when we were playing uh
[7:39]
we played hole seven when we came
around,
[7:43]
a tree had come down, so it had just
missed
[7:46]
So, you just never know when that is
branches or or a whole tree is coming
[7:50]
down, so
>> It doesn't have to be weather related to
[7:53]
be proactive.
>> If it hasn't dropped, it can just fall,
[7:55]
right?
>> Yeah.
[7:57]
» The wind starts to blow and you'll see
that coming and all driven down that
[7:59]
street. Tree branches scattered all
over.
[8:01]
» Yeah.
Yeah, that was a huge limb that came
[8:03]
down that night.
>> One thing worth mentioning is council
[8:06]
aware that we've been doing the same
thing off roads long.
[8:09]
» Yeah.
>> Uh
[8:10]
534 as well.
Uh we just planted that whole new bunch
[8:14]
in there. And as far as the street the
stump grinding, something that I added
[8:19]
to the report after we had public works
look at it was they would like to be
[8:23]
involved in that cuz they got a pretty
good method where the shoots don't come
[8:26]
up as bad, so it'll save the asphalt
from Should council move forward with
[8:31]
it. Uh Stu would like to have input with
the golf course to make sure
[8:34]
» Yeah.
>> I think we
[8:36]
Yeah, the relationship with those two
good service is a lot, so so the motion
[8:39]
that I have
uh
[8:41]
that I hope would forward for it
includes some of the to allow good
[8:45]
coordination of public works with
>> Yeah, I think that's the biggest one and
[8:50]
that
Kim and I talked about a little bit
[8:52]
earlier, too, is that uh Cal Retherford
had a scenario what um
[8:58]
he did for his partners where you cut
the bark around the tree 18 in in height
[9:04]
off and then you so that you do it now,
so then when it doesn't in the fall it
[9:09]
doesn't shoot send it's uh
>> the
[9:11]
» the sap sap down in so then you get less
shoots and he really believed in that
[9:17]
now that too, so I'm not sure
he was the arborist, but uh
[9:22]
um
I I know that my son-in-law did it and
[9:25]
he had the trees that he did that on
he had half the shoots sending back up
[9:31]
as what the other ones did, so
I I think it has merit, so I mean again,
[9:35]
you know, if you can pick up on what Stu
said, you know, of working with Duke and
[9:40]
and saying, you know, can we cut it down
and make it so that we don't have so
[9:44]
much damage to either cart path or the
or the walking path with the shoots off
[9:50]
those darn poplars, it'd be a huge
asset, that's for sure. So.
[9:55]
Well, if there's no other questions, um
it's farther on our agenda. If you want,
[10:00]
you're welcome to stay and listen and
>> minutes left, you can stick around.
[10:05]
» [laughter]
>> I think I don't know how you go through
[10:06]
the agenda in 8 minutes, it might be
there.
[10:10]
» You you can stay till it comes up or you
can go when this
[10:14]
Oh, I'm sorry, Chris.
>> One question. So, where do you get your
[10:16]
trees from, John?
>> Um
[10:18]
» You get some like Eagle Lake or
>> Yes, well, the the ones that we bought
[10:21]
last year that that we got the donation
from Wayne, I believe came from Eagle
[10:25]
Lake. No, we I think it was
I think it's Joy on the golf course. I
[10:30]
think her
I don't want to say nephew or something
[10:33]
works up there, so he's he's been
they've been talking about Corki, and he
[10:37]
gave us a bit of a break on some trees,
and and they haven't do good. They've
[10:40]
kind of bought it, so he he he's doing
that.
[10:43]
We we did talk to to Corki as well about
cut trees. They were more money than
[10:46]
KWD.
Um
[10:48]
and and just throwing out there, we've
tried, you know, we don't have really
[10:52]
have the the connections you guys have
at Fortress. They really don't help at
[10:55]
all. They wouldn't even open a gate to
talk to us. Like I
[10:57]
I feel like they when they come and
spend a lot of money to trim those trees
[11:00]
back, like why wouldn't they just want
somebody to cut the trees down? But
[11:03]
we don't have anybody connected enough
to them to get that to make that happen.
[11:07]
If you guys do, that's great, but we
don't, so.
[11:11]
» Yeah, no, I I don't think they've ever
been very kind on, you know, butchering
[11:14]
the trees and then, you know,
>> The ones down there
[11:17]
by the school are just terrible.
>> it's it's terrible. I mean, there's but
[11:20]
anyway, that's what they believe they
have to do, and and
[11:24]
they do it. And again, like he said,
you know, instead of talking when we're
[11:28]
doing something else to them, they
they don't they they have their
[11:33]
philosophy and
and we don't have any friends in their
[11:37]
group.
[11:40]
» We we do have a county counselor on our
board this year and so he's going to
[11:43]
once, you know, we talked to you guys
and we also going to vote close to the
[11:46]
county to vote their parks and
recreation and see if he gets money at
[11:49]
that as well.
That's where kind of we're at.
[11:52]
» Okay.
Thank you very much and like I said,
[11:55]
you're welcome to stay or
>> You can't sit that long at one time but
[11:58]
I can't sit.
>> Well, you can stand. [laughter]
[12:01]
All right.
>> I love it when people pace during a
[12:03]
meeting.
>> [laughter]
[12:05]
» Yeah, that would be striking at all.
>> See you later.
[12:07]
» Thanks, guys.
>> Thank you.
[12:08]
» Hope you feel better, buddy.
>> Yeah.
[12:11]
» Okay.
Moving on to
[12:15]
511 or 51, the National Police
Federation call to action.
[12:20]
» So,
I first included just the the email and
[12:24]
the and the call to action but uh
part of it just didn't make sense
[12:28]
without all the statistical data so I am
sorry. I don't usually put documents
[12:32]
that big in the agenda but we had a
later agenda today so that does have all
[12:36]
the graph work that came along with it.
Uh there
[12:41]
uh it is just a correspondence piece.
Should council uh wish to participate
[12:47]
and entertain a motion to uh send them
our
[12:50]
logo to attach to it if you're
interested.
[12:54]
» Okay, anybody have any
[12:58]
thoughts on that?
>> Is it strictly Alberta or is this
[13:00]
nationwide?
Like I I read BC and that kind of thing
[13:05]
and
uh
[13:08]
there's pros and cons to both like
>> the purpose of what they're doing for
[13:11]
the call to action is actually specific
to Alberta. It helps them to send it
[13:15]
straight to the premier.
[13:18]
» Yeah, it's interesting. When I was
reading this, the only thought I had was
[13:21]
uh you know, I
I'm uh
[13:25]
I'm kind of a pro guy, but I
I I
[13:30]
I would like to have a a way in cost cuz
our costs are going up quite
[13:34]
significantly with the RCMP over the
next few years.
[13:38]
It would sure be nice if our provincial
government had some sort of idea what
[13:41]
the matching costs would be for like our
community if it was you know, I that
[13:46]
would be a something to know what it is
to have a to make a decision on, you
[13:50]
know, it's
cuz
[13:52]
I I think we have pretty good officers
here. I just
[13:56]
you know, I
I'd sure like to see what costs are
[13:58]
going to be and
what [clears throat] costs from the
[14:01]
government are going to be cuz it's
going to be in there play in our budget
[14:04]
quite significantly over the next few
years.
[14:06]
» Go ahead, Dave.
>> I
[14:08]
it
Your question is good, very good.
[14:12]
But I would feel that
uh Miss Smith
[14:17]
it doesn't really know what those
numbers are and I think it's going to be
[14:21]
quite substantial.
With the RCMP, that's federal, so we do
[14:25]
get a bit of federal coming in to
support the Royal Canadian Mounted
[14:30]
Police.
If it goes the other other way, I
[14:33]
chances are we're not going to see
federal and I think it would be more
[14:37]
costly.
>> Yeah, I don't know and that's what I was
[14:40]
» I don't know either. I'm just putting my
two bits
[14:42]
» That's what I'd like to be able to have
there so I can make a weighted decision
[14:45]
on this.
>> Yeah.
[14:46]
» So.
>> Well, I
[14:48]
I think though that too is that
some of the costs that we're
[14:52]
seeing now have been created because of
the
[14:56]
larger municipalities that always have
had to pay their share.
[14:59]
» Yeah.
>> And they saw a portion of the province
[15:02]
that paid zero for the
uh
[15:05]
policing and so I I think they felt that
this is more of a fairer method, but
[15:10]
» And the other thing to keep in mind,
this is just a letter of request from
[15:13]
one group, the RMA, the Alberta
Municipalities,
[15:17]
many of the
uh
[15:18]
groups that council attends and and
with are also doing the same thing,
[15:23]
trying to get these numbers all these
things together. So, this is just a
[15:26]
request from them.
>> And I think too on on this too,
[15:29]
going back to exactly what Kim said, you
know, to be honest with you, up until a
[15:33]
few years ago,
we hardly heard much from the
[15:38]
the policing
provincial wide, especially.
[15:42]
We heard from our local people a little
bit, but even that we heard more in the
[15:46]
last four or five years than we ever
heard in the past.
[15:50]
But, Christian, you had a comment?
>> Oh, I was just going to say if if the
[15:53]
county's taken position on the matter at
all.
[15:57]
» I
don't know. It's just like I said, this
[16:00]
just came as correspondence.
>> Okay.
[16:02]
» And you got to remember this is
>> [clears throat]
[16:03]
» their union side of
it. It's like the Canada Post. I mean,
[16:07]
they've got their union side of it
that's, you know, they're always asking
[16:10]
for, you know, support. And again, not
to say that there's anything wrong with
[16:14]
supporting that side of the picture.
It's just that
[16:17]
you know, they're giving their views
from what they see and uh
[16:22]
potential. And again, like I said, in
the in the last few years, we've seen
[16:26]
more information than we've ever seen in
the past.
[16:29]
You know,
some of us that have been around for a
[16:32]
while, hardly ever heard from them other
than, you know, their our local ones
[16:36]
were good enough to come to our table,
but nothing provincially or federally,
[16:40]
so.
But again, we don't have to do anything.
[16:43]
This is
>> Just receive it for information.
[16:45]
» I'll make the motion to receive it for
information.
[16:48]
» Okay. So, Wayne will second the motion.
Any other discussion on
[16:54]
this?
Hearing none, call the question. All in
[16:57]
favor?
Opposed? Seeing none, it is carried.
[17:01]
Okay, and we'll move on to the cash
statement
[17:04]
as of today in June.
>> As you can see, we're sitting in a
[17:08]
decent financial position, but that's
usually the case at the end of June, so.
[17:12]
» [laughter]
[17:15]
» That's what to do with the
largest source of revenue for the we
[17:19]
have here.
>> And then unfortunately the the
[17:22]
difference too is that um
we don't get on a monthly basis, so
[17:26]
» Yeah, absolutely.
>> Okay, any questions on cash statement?
[17:32]
If not, someone wish to move the cash
statement. Uh Chantel.
[17:36]
» Move it forward.
>> Any discussion on Chantel's motion?
[17:42]
Hearing none, I'll call the question.
All in favor?
[17:45]
Opposed? See none, it's carried
unanimously.
[17:48]
Year-to-date statement.
[17:52]
» It's very straightforward unless uh
there is something that caught council's
[17:56]
attention, uh
an anomaly that
[18:00]
it's very interesting.
>> school taxes are a dollar time?
[18:04]
» That's because uh yeah, you put that in
there and uh
[18:08]
when we levy it, it goes in. So,
on the school, we know those numbers, so
[18:13]
and then we just levy it four times
>> a year. Okay.
[18:21]
Okay, any other questions on the
[18:25]
year-to-date?
Okay, I'll entertain a motion.
[18:30]
Chris.
[18:34]
Any discussion on Chris's motion?
Hearing none, I'll call the question.
[18:38]
All in favor?
Opposed? See none, it's carried
[18:43]
Okay, we'll move on to the next one,
which is Darren. He could stay for the
[18:46]
next one.
>> [laughter]
[18:48]
» He could He said he was pretty sure.
>> finished his 15 minutes he was allotted.
[18:54]
» It's like a
>> Okay, anyway.
[18:56]
You You heard the the comments and and
uh
[19:00]
» So, I had a chance to meet obviously
with Darren beforehand and
[19:04]
uh I've also uh spoke to public works
about it. They told me feedback that
[19:08]
they had is that should council want to
participate in this,
[19:11]
uh
gives uh good grounds to have public
[19:15]
works involved in because of course
there's pavement on both sides of those
[19:18]
trees and the excuse of that they've
been very successful last couple of
[19:22]
years with uh uh
the timing of cutting the trees to then
[19:27]
treating the stump and then when they
grind to uh uh
[19:31]
to limit the amount of uh sucker roots
that do come up. And as you all are very
[19:36]
aware, sucker roots when we do trim all
of our trees, things like that, they are
[19:40]
a huge detriment to sidewalks, asphalt,
all those things. So yeah.
[19:45]
So now Steve would like to share that
information with the golf course,
[19:48]
especially if they're going to do so
many
[19:50]
to try to keep the integrity of both
their pathways and our pathways as as
[19:55]
they do that work.
>> And you know, like like
[20:00]
he Darren was saying is there is two
sides there that really do flank both
[20:05]
the town's walking path and the
and the golf course's cart path for the
[20:11]
golf course's fairway and and green. So
I I think that they did the right thing
[20:18]
by planting trees behind them, but
unfortunately now they've got these ugly
[20:22]
trees that are
And and again, he's he's right, you
[20:26]
know, Fortis has not been kind enough to
you know, you'd say well, instead of
[20:30]
doing the butcher job you guys do on
them, why don't you just
[20:33]
chop them
chop them down.
[20:36]
And they have a budget, they have a
program and
[20:40]
they don't alter from that at all, so
>> Yeah.
[20:43]
» Chris
>> Do you Do you have other municipalities?
[20:45]
Do they have a similar arrangement like
a cost sharing? Is that normal or is it
[20:49]
just because of the because of the
walking path and because of that shared
[20:52]
pathway?
>> Well, and then I think also too is that
[20:54]
you know, we we have to also always
remember is that the the that area
[20:58]
belongs to the town.
>> Yeah.
[21:00]
» The golf course belongs to the town and
we use it as part of our green space
[21:04]
um allocations and the only one that's
going to potentially affect us on a
[21:09]
green space allocation is the school
board that's coming up.
[21:14]
» Yeah.
>> Um cuz they can steal green space
[21:16]
allocation
or dollars.
[21:19]
And um
they uh
[21:22]
But we have been good enough to use that
green space allocation as part of the
[21:27]
program we have here.
>> Uh you know, if
[21:30]
Darren you brought up the safety factor
and and even our counselor
[21:34]
uh Sanderson said that uh you know,
playing there a tree comes down and
[21:39]
if we know that information up front, we
fail to act on it,
[21:43]
are we not in some sort of liability in
that, you know, like you live in that
[21:47]
world. And um
>> Well, this is now public knowledge.
[21:51]
» Yeah, exactly.
>> Yeah.
[21:52]
» But but also too on the liability side
too is that we do have a tree
[21:56]
program too. And and you know, we cannot
control mother nature
[22:00]
» No.
>> with the wind or the way the trees are
[22:02]
grow. So, I mean, some of those trees
look pretty decent on the outside and
[22:06]
then it come down on the sudden you see
there's a
[22:09]
» Oh, all the way through the middle.
>> middle of the middle of it.
[22:10]
» Yeah.
>> So, we go ahead.
[22:12]
» One one thing to keep in mind with
liability side is we're always liable on
[22:17]
those. Uh but we also are covering our
liability both from the golf course
[22:21]
standpoint within their own insurance
uh and the town's is we have tree
[22:26]
programs in place. We can prove that we
are doing ongoing maintenance of those
[22:30]
certain things. And and we do risk
That's why we do our trees out on the
[22:33]
risk assessment uh side of things. Golf
course has now come and said that their
[22:38]
risk assessment on these trees is very
high.
[22:42]
It's going to take them
And I guess that's the
[22:45]
what was really put to me when asked
bringing this proposal forward to
[22:50]
council was left to their own devices,
this could take them 20 years. And you
[22:54]
know, what they're trying to do is bring
it down to 4 years.
[22:58]
And
so, their ask being that $15,000 year
[23:04]
that was to do the four years 145 that
they got quoted.
[23:09]
Our our cost share is 60,000. So, 15,000
a year we obviously didn't put it in the
[23:14]
budget for this year, but council can
look at it as as a one-time grant going
[23:19]
forward to put it in the budget for the
next 3 years if you're interested.
[23:23]
That's logistically how you can do it.
It is uh
[23:28]
as Tom said, I mean you will hold title
on all that land and it's all town land
[23:32]
because that's that's where it's the
unique partnership and it's I I wouldn't
[23:37]
be able to tell you what that's like in
other communities whether they
[23:40]
they have that shared
agreement or not.
[23:43]
» So, you still
>> You don't want to be like Edmonton right
[23:46]
now.
>> No.
[23:47]
» Anyways, but I'll make the
recommendation that council approves the
[23:51]
Vulcan Golf and Country Club's request
for funding of $15,000 per year for 4
[23:57]
years for the removal of hazardous trees
in coordination with public works on the
[24:03]
perimeter of the golf course with
funding for 2026
[24:07]
of the $15,000 to be drawn from
contingency reserves and directs
[24:12]
administration to include 15,000
[clears throat]
[24:15]
the one-time grant portion of 2729
operational budget.
[24:21]
» Okay, thank you. Any discussion on
Dwayne's motion?
[24:29]
Okay.
Hearing none, I'll call the question in
[24:31]
favor.
Opposed? Seeing none, it's carried
[24:34]
unanimously.
>> Okay, we'll move on. Yeah, I've got a
[24:38]
question regarding the green space.
Explain to me this green space.
[24:42]
» Well,
when when they subdivide a piece of
[24:45]
property, a portion of the
subdivision has to go to either green
[24:49]
space or you can pay cash in lieu.
And so, that's partly why when Dean
[24:55]
Pollock did his area there, He wanted
the second nine holes for two reasons.
[25:00]
One is it creates a green space so he
didn't have to put any money up. And
[25:04]
number two,
>> [clears throat]
[25:05]
» he was able to retain the water from the
storm waters onto those into those ponds
[25:10]
and stuff like that.
>> Okay, any large subdivision has to have
[25:13]
10% municipal reserve.
>> Municipal. [clears throat]
[25:16]
But the the school has first right of
refusals on municipal on
[25:21]
municipal reserves.
[25:25]
So, that that's partly why, you know,
that that green space that they call a
[25:30]
football field or rugby field or
whatever, it really and truly belongs to
[25:34]
the town.
They do all the maintenance on it, but
[25:38]
it is part of our green space allocation
too. So,
[25:42]
you know, there might be a bit of a
discussion if they built a new school
[25:47]
depending on what happened. But anyway,
>> On the south side of the hospital?
[25:50]
» Yeah.
Quite quite south.
[25:54]
» [laughter]
>> There was a
[25:57]
comment [clears throat] that did come to
me about building it at the corner
[26:00]
store.
>> A school?
[26:03]
» A school.
>> Oh, yeah.
[26:04]
» Yeah. So,
anyways, thank you for answering that,
[26:07]
sir.
>> Okay, go ahead.
[26:08]
» Um, I just wanted to say one thing. I I
noticed that our uh
[26:12]
country club's been
rebranding, so to speak, and they have
[26:16]
some sort of new kind of marketing
initiatives. And so, I've seen some of
[26:20]
the stuff that they've recently put out
on social media.
[26:23]
They've made the course look absolutely
beautiful, and it is in really good
[26:27]
shape right now, and they've done a
fantastic job of of showing it off. And
[26:32]
so, if you haven't looked at some of
their stuff on
[26:35]
Instagram or Facebook, but I think they
whoever they've hired to do that, they
[26:40]
it looks very very well done and
thoughtful.
[26:43]
» But I think also, you know,
>> Yeah, it looks good.
[26:45]
» you take a look at the golf club for for
years. They have tried different things,
[26:50]
you know, they
>> [clears throat]
[26:51]
» joined a different, you know, I'm not a
golfer, but they joined a a group where
[26:55]
they,
you know, sold [clears throat] the the
[26:58]
golf course as being one of four or one
of five or whatever, you know. They
[27:02]
tried different things. Now, and I think
that's great cuz I think you're right,
[27:06]
you know, you [clears throat] got to
kind of sometimes think outside the box.
[27:09]
Um and unfortunately, you know, we that
was one thing that our community has
[27:14]
always been known for is our tree
canopy. And you know,
[27:18]
the the golf course has got a huge tree
canopy and now all of a sudden it's
[27:22]
coming back to haunt them because their
trees are aging the same as ours are,
[27:27]
but
you know, and that's that's partly why
[27:30]
the councils in the past have put funds
away for trees and sidewalks and stuff
[27:37]
» [clears throat]
>> or slowly deteriorating in our community
[27:39]
and so it you don't get hit with it all
big time in one year and that's what
[27:43]
they're unfortunately, [clears throat]
so.
[27:45]
Uh I think that, you know, but again
that tries to answer your question on
[27:49]
the green space allocation thing, so
it's kind of a
[27:53]
one that you kind of get nailed with,
but
[27:56]
Okay, well, we'll move on to Councillor
Sanderson.
[28:00]
» One pager.
>> What? Bridge? What?
[28:03]
» [laughter]
>> July 14th at 8:30, um
[28:08]
we had uh
we reviewed a draft to apply for the
[28:12]
BCSF, which is Built Community Strong
Fund. This is uh I think through the
[28:17]
Left Bridge program and we suggested
some additions and changes and uh
[28:23]
so
Lorraine got that all done up for us and
[28:28]
we
uh got that sent off on Monday night.
[28:33]
Monday afternoon. And July 14th, right
after that we were supposed to have a
[28:37]
design meeting, but Lorraine had another
meeting and she couldn't come on and we
[28:41]
needed her information, so that was
canceled, so thank goodness.
[28:45]
We could just have a visit until we
realized she wasn't going to be able to
[28:48]
make it back home. Uh July 15th at 3:00
p.m. we had a security and communication
[28:53]
workshop with uh
Gloria Kaufman from the Peter Dawson
[28:58]
Lodge, myself, uh
Bill and Jerry. Uh they were
[29:04]
Jerry's with uh TWS and Bill's with
Chandos, I believe. And Briane, uh Corey
[29:09]
was unable to attend due to a sewer
backup, so
[29:14]
he had a good excuse.
But we [snorts] did need him there. Uh
[29:17]
we went through the plans on all the
floors.
[29:20]
We did room by room for security and
communication, where cameras need to be
[29:24]
located, which outside doors are fall
back activated, the fire and smoke, the
[29:29]
FD control panel, which is the remote
access, where all cable accesses are
[29:33]
located. Currently, there are two call
bells call bells in every room, and
[29:40]
those were not
relegated for. So, by going through this
[29:43]
room by room, you pick up
you know, the lodge can say, "Well, hey,
[29:47]
what about what about this? We don't
have this in there." And it wasn't on
[29:50]
their on their plan, so
um they're getting pricing for that. Um
[29:55]
you know where all the cable accesses
are located, and um
[30:01]
and uh this the call bells is going to
cost us about 200,000.
[30:05]
» Yeah.
>> So, we need to know what our preference
[30:08]
is. So, they'll be talking to the staff,
we'll probably find out tomorrow night
[30:11]
at our meeting, and what's affordable um
prior to boarding up the walls, so it's
[30:16]
all all in there. TV cables, I thought
was pretty uh interesting they the way
[30:22]
they set it up, you can plug into Shaw
or Telus. It's very flexible, so you're
[30:27]
not having to change out the
So,
[30:31]
they're pretty and Bill had power
separate for because we have
[30:34]
self-contained units in there. We have
three two-bedroom, and I think 10
[30:38]
bedrooms are considered self-contained,
which is kind of what it is
[30:42]
At the lodge, you know, those little
separate buildings that are by Peter
[30:45]
Dawson Lodge, those are considered
self-contained units. Only we're going
[30:49]
to have some self-contained and they're
marketable, so you're going to make more
[30:53]
money on them. So, that'll be a bigger
income for us to help support paying
[30:57]
this lodge off. So, that's uh why we
went that way.
[31:02]
So, he had
under his understanding, he had
[31:06]
two transformers,
one for the lodge and then for the
[31:10]
self-contained.
But, that's not how we want to set up,
[31:15]
so but it's cheaper to leave the
transformer plan in there than to change
[31:19]
it, so we're going to leave it and then
he suggested increasing the um
[31:24]
you know, kind of monitor the the amount
of electricity and then make them pay a
[31:29]
percentage
of the bill, so we're going to figure
[31:32]
that out.
So, a lot of things you you learn that
[31:35]
you didn't think you'd ever want to
learn.
[31:38]
Uh Jerry is going to do a camera review
and advise how many cameras exactly in
[31:42]
the building cuz there was a few missed,
so he's going to do that. Uh July 16th,
[31:46]
I attended an hour of the presentation
by Paliser.
[31:50]
Sorry, I had to leave, but
personally
[31:53]
my body needed it.
July 20th, uh 9:30 a.m.
[31:58]
Um
we just went through the corrections
[32:01]
that uh
that uh Lorraine did on that Build
[32:05]
Community Strong Fund and she got that
sent out July 20th. July 22nd at 9:00
[32:11]
a.m. Um
Lorraine, Kelly, Dick Ellis, Gloria and
[32:15]
myself, Brianne and Harmon from M3, Mike
and Natalie, Amar, Bill Hamilton from
[32:21]
Shandells and Megan from JMAA.
Um
[32:26]
had a a talk about some of the things
that happened in the previous meeting.
[32:31]
Um
50,000 is in our budget for the
[32:35]
nurse 50,000 is in the budget for the
nurse call button and the rest of money
[32:39]
will have to come out of our budget. So,
that's just more money that we're going
[32:42]
to have to to raise. It's
gets better.
[32:47]
Um vinylized
the less expensive flooring. It is LVT
[32:51]
flooring and other cost savings we're
going through again.
[32:55]
Um Glorious Meeting Plus met with the
school to find out tomorrow night and
[33:00]
see if they will supply cuz a lot of
times they'll come in and supply the
[33:04]
towels
toilet rolls and everything. So, just
[33:08]
make sure that's all covered and they
will do that for nothing.
[33:12]
Um electrical is down 250,000. That's
the good news, but heating went up 30%
[33:19]
increase mechanical and heating up to a
cost of 2 million dollars.
[33:24]
So, checking to see if there are any
other cost savings, what equipment went
[33:27]
up, where increases are coming from.
So, we require an additional 1.7.
[33:34]
So, if we get this
um
[33:38]
Build Community Strong sign, I think we
asked for just over 3 million, which was
[33:42]
going to allow us to put everything in
that we had cut before.
[33:46]
But now it will
hopefully we'll get it and it will cover
[33:49]
this 1.7 and then put a few other things
in that we had to and who knows what
[33:55]
else. I mean, until we get all the
trades locked in
[34:00]
then our prices can fluctuate, right?
Until that final hour. So,
[34:05]
Uh so, we're praying for that. So, stay
tuned.
[34:08]
Uh tomorrow I have a couple of
No, I just I have one meeting now, one
[34:13]
raising meeting tomorrow morning. Our
design meeting was canceled.
[34:17]
Um they're waiting for some of these
costs to come in before we meet again.
[34:21]
Um and then the evening I have the
Marcus Foundation meeting.
[34:26]
On the 30th, uh we're supposed to have
this meeting today, but it was canceled
[34:31]
to
uh with our lawyer to discuss any
[34:35]
changes for the last agreement for
senior seats. We'll be going to that
[34:39]
later on Thursday.
[34:42]
» Nice.
>> know. We're getting closer, but
[34:44]
» Yeah.
Any questions for Judy?
[34:49]
Thank you, Councillor Vote.
>> As Judy said, I was
[34:53]
also was at the Palliser school meeting
on the 16th here and quite interesting
[34:59]
lot of information.
Um
[35:02]
the very very first step.
Um
[35:06]
So, I I did find that very interesting.
Some of the comments were interesting.
[35:10]
Um
I was quite surprised at the
[35:14]
size of our school versus the percentage
that's not that's not being used. That
[35:18]
was quite
quite an eye-opener.
[35:21]
Um
then uh
[35:25]
I
attended with Tom and Joan. We did the
[35:29]
new pool sign uh
unveiling on Saturday and did the parade
[35:34]
with that and um it was kind of fun. We
had a
[35:38]
It was fun. We loved that.
Um going to do the uh Strathmore parade
[35:42]
on Saturday. I think Georgia Lee and I
are going to do it. It's a Saturday,
[35:45]
right? Yeah.
And um
[35:49]
uh
then uh been having some comments on a
[35:52]
couple things. Uh one of them in the
business downtown uh the closures. Um
[35:57]
just wondering if if there's anything we
can do as a town, get together with
[36:02]
small business, see if we can come up
with any ideas
[36:05]
to
attract any small entrepreneurs into a
[36:09]
a town like ours and uh there's lots of
things in the way of doing it, but um
[36:15]
I don't know. I just
for me, I'm thinking we've got to do
[36:18]
something, you know, and try to get some
small business. I don't know how we can
[36:22]
work with uh
with the government provincial
[36:26]
government to see if there's any
incentives and we have the tax
[36:30]
incentives in place already, but I'm
just wondering if there's more that we
[36:34]
can do as a town working together with
other organizations to see if we can
[36:38]
draw
some smaller businesses in the town and
[36:42]
see if we can fill some buildings. And
um it's kind of been on my mind. The
[36:47]
other one uh
was um
[36:51]
uh
local coffee and girls coffee were
[36:54]
talking about the pool and um
uh they felt how unsafe it was and they
[37:01]
Chris walked in while they were having
the conversation, I guess, and um
[37:08]
but um
so that was brought forward to me and I
[37:13]
said I would mention it and um
just uh see if we're doing what we're
[37:18]
doing about that and um
so that was about it. Um
[37:25]
And um
[37:29]
just the local stuff, you know, what's
going on, why they're digging a hole on
[37:32]
our street and you know, and
you know,
[37:35]
just the average stuff. So,
um
[37:38]
one fellow I know from over at Okotoks,
he was in the Tin Man and he said
[37:45]
it's the first one he did and he said it
was awesome. He uh really enjoyed it.
[37:50]
And I said, "Well, you're right right by
my house." He says, "Stopped and had a
[37:52]
coffee." You know,
>> [laughter]
[37:54]
» and but uh
um he said it was very well done. So, he
[37:59]
he was very good to your town for that.
So, that was about it.
[38:03]
I was hoping I was wrong but there's no
way.
[38:07]
Okay.
>> Any questions for Richard?
[38:10]
» So, the the question about the
businesses, is that like a taxpayer that
[38:14]
came to you with that?
>> That was um that was me. I'm watching
[38:19]
them tear down signs. I'm watching them
I'm thinking
[38:22]
I know
a couple people mentioned it to me, you
[38:26]
know, the way we're traveling seems to
be holding up. I said, you know,
[38:31]
So, I said, you know, when I was looking
at those, I was watching the CIBC sign
[38:35]
come down and
I was walking [clears throat] at Main
[38:37]
Street and I drove up and down Main
Street a couple times and I thought,
[38:40]
what can we do?
>> And now it was the same thing since
[38:44]
then.
>> Yes, there was that one too.
[38:46]
» Was there any other one?
>> Oh, okay.
[38:47]
» It was both.
>> Awesome.
[38:49]
» Oh, I should have known that.
>> Okay, I should have seen that they were
[38:51]
shutting down and I should have known
that they were closing down.
[38:54]
» So,
>> But you also have to remember though
[38:56]
that in
>> [clears throat]
[38:57]
» in fairness, if you offer a incentive to
anybody, you have to offer it to
[39:04]
everybody.
>> I don't
[39:05]
» So, so you you got to be careful on
that. I'm not I'm not saying it's wrong,
[39:10]
I'm just saying that, you know, you got
it that's part of it why we came came up
[39:13]
with that incentive program. And and I
think we need to flog it a little bit
[39:16]
more if somebody comes along and say,
"Hey, there is programs out there." And
[39:21]
you know, I mean, Lyle did have three
opportunities to sell that one lot.
[39:27]
» Yeah.
>> But they turned it down
[39:29]
because they restrictions on them.
Yeah, they wanted to buy it to, you
[39:35]
know, make it into a park.
But they only wanted to pay $50 a year
[39:39]
or zero for taxation on it, you know,
that type of thing. So, you know, we
[39:45]
only need so many parks and we only need
so many gazebos and so many bell towers
[39:50]
and so many, you know, type things in
our community. So, you know, but again,
[39:54]
just always remember in the back of your
mind that if you offer an incentive to
[39:59]
one group, you have to offer it to
everybody.
[40:02]
» I understand that, Mr. Mayor. Um,
I just got in office and experienced um
[40:06]
when I started my business, Small
Business Alberta, I went to them and it
[40:11]
was funny, they flat out told me, "No."
And then when we bought the shop, you
[40:17]
know, the Sears building, we bought that
and then
[40:21]
they walked in one day and I said, "If I
hired a man and if I bought a vehicle,
[40:25]
you would have gave me $200,000 right
now." They said, "You're right." And I
[40:30]
So, I was thinking along that premise. I
know with the town we have tax
[40:34]
incentives for your business, you know,
to start, but I I was thinking along
[40:38]
that premise, if if there's any way we
could come together
[40:42]
find out from the provincial side what
we could both come together and offer
[40:46]
as, you know, we have ours, they have
theirs, and maybe there's a thing.
[40:50]
You're leaving it at me. Go ahead.
>> I just to to that point asking what what
[40:54]
we can do, those sort of things. Just
keep in mind, we're just wrapping up and
[40:59]
will be presented to council fairly
quickly that new economic development
[41:02]
plan that we've been working on for so
long that addresses small business stuff
[41:05]
in town as well. And if anybody is
asking you about small business help in
[41:10]
our community, we're still members of
Community Futures Highwood. And that's
[41:13]
that's huge.
That's one of the one of the largest
[41:16]
funders of small business in southern
Alberta. So, yeah.
[41:19]
» Okay.
>> We should We're we're still actively
[41:21]
participating in that. We
So, those are the things just should
[41:26]
that come up, what are we working on
right now, those those could answer
[41:30]
those.
>> Well, thank you. Appreciate that.
[41:32]
» No, well, that's great. I mean
I mean it's out there. I mean there is
[41:35]
concerns. I mean
I'm not a big Facebook person, but you
[41:39]
know, when you read some of it, you have
to read between the lines, too, you
[41:42]
know? I mean somebody looking for
a tire, too, but yeah, you know, you
[41:47]
then when a person says, "Well, check
Lowe's Hardware." You know, 15 said, "Go
[41:51]
on Amazon." And you know, you sit back
and go, you know,
[41:55]
um Olds tried to say, you know, the
Amazons and uh Purolators and uh
[42:01]
Peerless trucks stop at the curb and
they have to pay a uh price to come into
[42:07]
the community.
Uh they got hung up to dry on that one.
[42:12]
and uh but again you know it's So, how
many people are selling their their
[42:16]
stuff because they ordered it from
Amazon and it doesn't work or doesn't
[42:20]
fit or but yet you know what you need a
quart of milk and what are you going to
[42:23]
do [clears throat] you want to complain
because you
[42:25]
you know you drive to Lethbridge and
spend $500 on on groceries and yet you
[42:31]
you know complain because you your quart
of milk is you know
[42:36]
a little higher or whatever so I mean
there there is that
[42:39]
pros and cons to the treaty 2018
>> So they can find out about Community
[42:44]
Futures because if you come to the bank
and you can't do the loan for them they
[42:48]
they
give you a contact and they will the
[42:52]
bank will contact Community Futures and
set up so that you can get your business
[42:56]
up and running too so there's
everybody's working
[42:58]
» We we let every business
know that as well
[43:03]
from a council standpoint as far as
sales of buildings and things don't
[43:08]
lots of times we cannot we we take all
of this information in confidentially so
[43:13]
a sale of a building
for another business may not be common
[43:17]
knowledge
[43:20]
we do try to keep that
>> Um well I think it was a concept that we
[43:24]
we we spoke about a little bit at the
strategic planning we talked about
[43:28]
businesses and I mentioned what can we
do right and it's looking at okay well
[43:34]
what can council control and focus on
what we can control like well we can't
[43:39]
can't try to just fill downtown so we
have to incentivize people to come in
[43:46]
and advertise for businesses to come in
that
[43:49]
will help the community and goods and
services goods are
[43:53]
are and it's tough to
have open up a shoe store in town and
[43:58]
thrive right in in the Amazon world we
live in
[44:02]
we're disproportionately affected by
area and distance that's just something
[44:06]
that is
in our makeup and so we have to have
[44:10]
service-based businesses
Those are the businesses that are doing
[44:14]
well. And so I think if Main Street
changes from goods to more service-based
[44:20]
buildings over time, but
I think we focus on what we can control
[44:25]
and what can we control? We can
we can look for the industrial side.
[44:30]
That That getting larger base businesses
in town that create jobs that bring
[44:36]
people into town that make them move
here and then that creates the demand
[44:39]
for downtown core that
language. So
[44:43]
Um so I think it's focusing on that
stuff and then we're coming into these
[44:47]
capital projects like with with the
school and the lodge and and um other
[44:53]
things that are happening within
industrial parks both county and town.
[44:58]
And those things I think if we do a good
job advertising that and and promoting
[45:04]
that side, I think all the other stuff
comes into play a little bit better. So
[45:09]
it's
it's uh I think that's a tertiary effect
[45:12]
of of all the other things that we can
control or towards and you know
[45:18]
administration and previous councils
they've have done a great job making
[45:23]
downtown look look wonderful, but we
can't control the individual owners of
[45:29]
the businesses. We can give those tax
incentives and
[45:33]
» Well, I'm not saying I'm not saying
control them. I'm just No.
[45:36]
» Yeah.
>> But how can we you're talking about
[45:38]
helping like not necessarily that
>> that control. It's it's you know, you
[45:42]
want to be fair to everyone.
>> Oh yeah.
[45:45]
» For sure.
>> You're just hearing a little of my heart
[45:48]
right there.
[45:50]
» And again, we're you know, we're not
trying to
[45:52]
belittle anybody's thoughts or
philosophies at all on it. It's just
[45:56]
that you know,
it it's not as easy as a person thinks
[46:01]
and
and it's easy to sit
[46:04]
behind your
computer or your coffee shop or whatever
[46:10]
and and come up with all these
suggestions and
[46:14]
and yet quite often, you know, it's
there's more to it than that. You know,
[46:19]
it's
I was once told that a subject's like a
[46:22]
cup, you know, you have to go all the
way around the cup to understand it.
[46:26]
And and I think you know, that's the
same thing with this here is that
[46:29]
there's more there's more moving parts
than people think. All they see is what
[46:33]
they see.
>> Yeah.
[46:34]
» And some of them have their blinders on,
you know, really quite tight. So, but
[46:38]
again, I think education
exactly what we talked about here
[46:42]
tonight, you know, there's lots of
things out there that some of us don't
[46:45]
remember or didn't realize are still out
there. And if somebody has a question,
[46:50]
you know,
try and send them in that right
[46:53]
direction.
And so that we can move it forward but
[46:57]
» Okay, appreciate all your comments.
Thank you very much.
[46:59]
» Anything else for Richard?
Yeah, he comes.
[47:02]
» you said something about the pool and
Um
[47:06]
Did you want to say anything about that
or did
[47:08]
» The
>> Talk about safety or something.
[47:10]
» Yeah.
Yeah, so as you're as you were all aware
[47:14]
from the last council meeting, we
uh have someone fall on the on
[47:19]
» Oh, it's okay.
>> And there was a group at a restaurant
[47:24]
apparently that
had words with Chris about how unsafe
[47:27]
the
floor was and he defended that with
[47:30]
with our procedures that we have in
place. We sweep the floors every 15
[47:33]
minutes. We have signs posted from a
liability standpoint.
[47:37]
But it was brought up that there should
be flooring should be put in. And of
[47:40]
course all the public suggestions that
should be there without any
[47:43]
further thought to mold growing, rubber
flooring and all of those things. So,
[47:49]
from our standpoint with Alberta Health
Services that uh
[47:55]
that looks after our our pool. Our
procedures are sound.
[47:59]
» Mhm. And uh
pool floors are are slippery. They when
[48:04]
they have water on them. That's why we
implemented the 15-minute squeegee cycle
[48:09]
between
their rotations on and off the deck.
[48:13]
And uh we are covering all our
sides. But
[48:17]
and Chris did explain that to the
>> Yeah. It didn't sound like it was very
[48:20]
well received.
>> Yeah.
[48:22]
» And in a public forum that's hard to
listen to.
[48:25]
Yeah, absolutely.
>> Yeah, you know and and I worked at a
[48:28]
swimming pool for four over well, three
different swimming pools over 40 years
[48:32]
and uh
uh you know, in those 40 years I saw 40
[48:37]
different things that were tried to make
the floors not slippery and and you
[48:43]
know, right from exactly Kim said, you
know,
[48:46]
one
pool floor they put these rubber chips
[48:49]
down and you know, you'd go through a
mop every 2 days. You know, because
[48:53]
» The last week were very hard on it.
>> And and you know, sandblasting and I
[48:58]
mean, there was everything that you
could think of was tried and uh
[49:04]
I think I don't think there's a pool out
there that has found a
[49:09]
perfect system. Um so and again, exactly
Kim said uh Alberta Health uh
[49:16]
um definitely comes down on you if you
have water standing, but yet on the
[49:21]
other hand, if you
don't clean it enough or it doesn't
[49:25]
enough, you get in trouble, too. So, I
mean Yeah. You know, I I think
[49:28]
procedures and education is the best
that we can do. So.
[49:32]
» I appreciate it. But it's still
>> So, just um going forward, there isn't
[49:36]
further discussion about any changes to
the flooring. We're strictly just
[49:41]
sticking with the procedures that are in
place.
[49:44]
» Yeah, cuz we're redoing the flooring and
that uh we haven't even put a cost
[49:48]
estimate something like that.
>> And again, what what do you do?
[49:51]
» This
was engineered for a pool setting. And
[49:54]
it's a
It's only 5 years old, 6 years old now.
[49:58]
So, the procedures that we have in place
for squeegeeing the floors and that are
[50:02]
as high a standard as every other pool
out there.
[50:06]
And and I can guarantee you there isn't
a pool in all of St. Albert that hasn't
[50:11]
had
the same discussion at some point in
[50:14]
time depending on what's going on.
>> Yeah.
[50:17]
» And and uh
>> So, with finance and whatnot, that we're
[50:22]
not held liable if somebody were to fall
then and as long as we're putting up the
[50:28]
» Wait. So, so on the liability side,
we're always liable. If somebody gets
[50:32]
hurt on a town town facilities, we're
always liable. But, we limit that
[50:37]
liability by posting signs, by having
procedures in place. The same as pothole
[50:42]
patching or fixing sidewalks or any of
those things. We put the programs in
[50:46]
place. We acknowledge that there's a
hazard there that we are
[50:50]
» Yeah.
>> And so, by This is what Chris tried to
[50:53]
explain. With us squeegeeing the floor
15 minutes on a cycle as the lifeguards
[50:58]
are coming off the deck,
that is our procedure to make sure that
[51:02]
the floors are being done and the HS is
we're above standards with that. We get
[51:07]
get trouble for that. So.
So, yeah. And the different flooring
[51:11]
materials there
Anyway, as Tom said, we tried
[51:14]
everything. We
We sanded lots of We put glass beads
[51:17]
down and
they were good.
[51:20]
Uh
fantastic first year, second year, they
[51:23]
were slipperier than the floor was
before. Uh
[51:26]
you can put down matting, those sort of
things, but those have to be lifted
[51:29]
every 15 minutes to to squeegee because
uh they will grow mold and that's way
[51:36]
more hazardous than
posting a sign and having people
[51:41]
walk Then again, those are the rules for
keeping kids from running and And it's
[51:45]
unfortunate that we have wet areas like
that and
[51:49]
uh
over my career I have seen a lot of
[51:52]
falls in all of our different pools.
It's unfortunate when it happens and we
[51:58]
have modified our procedures to where we
are today to try to keep that from
[52:02]
happening. But again, somebody running
or rolling an ankle or
[52:07]
or whatever may
happen. That's Sometimes it's an
[52:11]
accident as well.
>> Out of curiosity, that accident that
[52:15]
took place, was that
um outside or was that inside?
[52:18]
» inside the dressing room.
>> Okay.
[52:20]
» And again, lots of times it's
unfortunate, but they are accidents.
[52:24]
Like there's nothing And this is the
other way to look at liability from the
[52:28]
town side. Did the town do something
negligent to cause this to happen? And
[52:33]
by showing everything that we do,
there's nobody that works for the town
[52:38]
or is in administration for the town
that is negligently doing something to
[52:43]
harm people.
>> Well, and this is the thing is, like you
[52:46]
can squeegee the floor a million times
and that's great. It it limits it, but
[52:50]
as soon as someone gets out of the pool
and they're soaking wet,
[52:52]
they're walking and the water they're
dragging along. So it really I mean,
[52:56]
that's the best that we can do. Does
that make sense?
[53:00]
» Okay. Anything else? Thank you, Richard.
Councillor Vote, do you have any?
[53:04]
» I just had the meeting with Councillor,
which I thought was interesting. It was
[53:08]
kind of nice to get the information
about where they stand at the moment
[53:11]
because then we were able to pass that
information on to to locals and help
[53:16]
kind of calm everyone down a little bit
with what the plans are and timeline and
[53:21]
all of that fun stuff. So
um I look forward to the meeting that we
[53:25]
have the joint meeting with
the county. I think that's going to be
[53:30]
interesting.
Um I do believe I plan on attending the
[53:35]
Strathmore race this weekend.
Other than that, I've got nothing.
[53:40]
» Okay. Any questions for Shantal?
Councillor
[53:46]
» Uh for me, same thing with the uh
Palister meeting.
[53:51]
Uh well, it's great, you know, early, of
course, but I think
[53:55]
getting both municipalities on side on
on potential funding and different
[54:00]
things on
uh on the project, I think it's great
[54:04]
before the meeting in September.
Standard does the scoping, so
[54:09]
I think that's that's really good. Um
you know, it was seemed to be a pretty
[54:13]
friendly meeting, and they're more than
willing to meet
[54:17]
other times, and so I thought that was a
great first step.
[54:23]
And uh look forward to the the meeting
on the 5th.
[54:27]
And uh yeah, I have a
And then, following that meeting on the
[54:32]
5th, there's a
I'll be in a inter-municipal development
[54:36]
meeting, my first one.
>> Okay.
[54:38]
» All right. So, that'll be fun, and um
yeah, other than that, I have a little
[54:44]
bit of correspondence with with Angela.
I have a phone call with her tomorrow,
[54:49]
which is her giving me a quick update on
things.
[54:52]
There most likely will be a release of
funds at some point in the near future,
[54:57]
but I'll get more details as that kind
of comes through, so.
[55:01]
Yeah, [snorts] other than that, that's
it.
[55:03]
» Okay, any questions for Chris?
>> I'm just going to make a comment about
[55:07]
the Palister thing. Actually, after
sharing some of the information with not
[55:11]
only adults, but some of the kids too,
that have been curious and a little
[55:15]
concerned about what's going on with the
school, it was interesting to hear some
[55:18]
of their points of view on what they
would like to see in the school system.
[55:22]
I know it's been brought up by a few
kids that um
[55:26]
they fear going to the bathroom at the
school, and so they really like to see
[55:30]
some safety regulations put in place
when it comes to bathroom use.
[55:35]
Um so, it it's just going to be really
interesting, I think, to see to hear
[55:39]
some of the different perspectives from
teachers, EAs, um, parents, and then
[55:44]
kids are a big, you know, a big part of
it. I think it will be fun to to listen
[55:49]
to it and hear what they have to say. It
definitely opened my eyes, and I work in
[55:53]
the school, and it [clears throat] they
really opened my eyes to what they feel
[55:56]
on a daily basis and what they feel like
they need to be able to, um, feel
[56:01]
comfortable.
>> One question that I was going to ask to
[56:05]
you that I forgot to ask in the meeting
was if they've interviewed, uh, like the
[56:10]
actual staff. Right? Cuz they sent out
the survey
[56:13]
» the the survey.
>> I'm getting a lot of negative feedback
[56:16]
from the survey. Like overall, most
people that filled it out didn't like
[56:19]
the way the survey was done, but, you
know,
[56:22]
» I think
>> But, uh, I thought that it would be nice
[56:24]
to see what the teach how the teaching
staff at the because they know the
[56:29]
facility better than anyone, right? And
what the what students need and whatnot.
[56:34]
So, it'd be interesting to see that
lens.
[56:36]
» I think they sent out
>> I'm not sure how it works because, you
[56:39]
know, they're part of the union and then
it's So, I I don't know if it's a
[56:43]
» I think they're going to really see a
huge Once they've been in that facility
[56:48]
for a long length of time, they're going
to see a big shock when they see 50% of
[56:53]
that building gone.
>> Yeah, exactly.
[56:55]
» Yeah, and you lose you lose that second
gym cuz you're only going to have one
[56:59]
gym unless somebody in the public's
going to build one, and then they get to
[57:02]
use it, you know? So, uh,
I I think there are a lot of teachers
[57:07]
that have The one gentleman that was
here talked about working in the in the
[57:12]
in the
>> in the CTS
[57:14]
» CTS, you know, you get that cut by at
least 50%, maybe 75%.
[57:19]
» Maybe.
>> You know, and and all of a sudden
[57:21]
they're going to have their eyes open,
and they're going to say maybe they're
[57:24]
whining and complaining because the
electrical or the air conditioning's not
[57:29]
as good as it should be or the
>> not enough natural light
[57:31]
» Yeah, not not, yeah.
>> I think the new the new like building a
[57:36]
brand new it's be careful what you wish
for.
[57:38]
» Well, I know and I think that's one
thing we we need to really definitely
[57:43]
go out to the public and say
you know, be careful of what you ask for
[57:47]
because you know, like you know,
50% to 60% and you know, and they the
[57:52]
chairman of of Palliser, the reason why
that he thought that CCHHS should have
[57:57]
been number one for years is because of
the operating costs.
[58:02]
» I don't want to
with the math on that but they factor in
[58:06]
the CRC portion of it. That's where like
I hear from some people that it's like
[58:11]
oh, it's skewed because of they're
putting them the equation in and the way
[58:15]
they do the math they include that whole
CRC and then it just manipulation
[58:20]
» They have
they have but again, the the school
[58:22]
system has a CRC from 6:00 in the
morning till 6:00 o'clock at night every
[58:27]
day or I shouldn't say five five days a
week for sure
[58:31]
from 6:00 to 6:00 and so
if you don't want the numbers, don't ask
[58:36]
for the facility. So that's that's where
the public is and the the teachers and
[58:41]
the students and parents
you know, I've been spoiled because that
[58:45]
building was designed for 750 kids and
you're under 300. You know, so you're
[58:50]
you're less than 50% right now.
>> if I remember right.
[58:54]
» So I mean so you you really have to sit
back and say again exactly what you're
[58:58]
saying is that be careful what you ask
for because when you get it, it might
[59:01]
not be exactly what you want and I think
that's where
[59:06]
a lot of them don't understand.
>> Yeah, that's one so I think
[59:10]
you know, there may be a more of a
leaning to like a hybrid model where you
[59:14]
keep keep the facility keep the
building.
[59:17]
» And again, you don't but you take a look
at them you know, the again, this is up
[59:21]
to Palliser to make that decision do but
I mean
[59:24]
you know,
$30,000 $30 million
[59:28]
to renovate or $35 million to build new.
Ooh, which one would I go with? I would
[59:33]
go with the $35 million to build new and
then take that
[59:36]
» The city said the $35 million was 5-year
numbers.
[59:39]
» Yeah.
>> That could be 40. [laughter]
[59:41]
» Yeah, that's going to be.
>> Well, but I mean, you know, Coalhurst
[59:44]
will definitely be but they're they're
getting modernization. They're not
[59:47]
getting a rebuild.
I mean, they're they're not a brand new.
[59:50]
They're getting a modernization and yet
their population is ex-
[59:54]
» 60
>> you know, is is going up extremely.
[59:56]
» Yeah.
>> You know, where ours and and the numbers
[59:59]
that they're predicting too for
population growth is like when we built
[1:00:02]
the hospital, you know,
they believe believed in in 30 years
[1:00:06]
we'd be over 5,000 people in the town of
Vulcan.
[1:00:10]
» Yeah.
>> You know, it hasn't happened when we
[1:00:12]
built that one in 1980. You know, so
it's [clears throat] again, be careful
[1:00:16]
what you ask for cuz sometimes when you
get it
[1:00:19]
» Mhm.
>> Anyway,
[1:00:21]
it'll be interesting to see but you
know, there isn't and again too, you
[1:00:24]
know, that that's the thing that bothers
me the most about the
[1:00:27]
the surveying.
It it's doesn't matter what group you
[1:00:31]
were at with, whether it's
young, middle,
[1:00:35]
our age group or the seniors, you know,
everybody wants this to give you this
[1:00:40]
information but 99% of them don't.
All we want to do is, you know, like
[1:00:45]
like they hardly give you that
information in a timely fashion.
[1:00:50]
I mean, you know, they talked about
Palliser came to us or we went to them
[1:00:53]
and asked for this meeting.
And then the other in September, you
[1:00:57]
know, a month and a half
of time to to come with all these
[1:01:01]
questions, with all these suggestions
and all these ideas.
[1:01:05]
You know,
a month and a half. If we wouldn't have
[1:01:07]
asked for this meeting,
we would be
[1:01:11]
we you know, what would we have done?
You know, Stantec would have showed up
[1:01:15]
here.
>> In September, yeah.
[1:01:17]
» And you know,
would we even known about it?
[1:01:21]
» And that meeting's an open forum for
everyone.
[1:01:23]
» It is. And it's just like where it just
be at the town hall or wherever it is.
[1:01:28]
» Well, it could be might be in the Legion
or at the Irish Hall.
[1:01:31]
» I see it sitting
>> Okay.
[1:01:33]
» I see it in the CRC CRC.
>> Yeah, it could be right. Yeah, that's a
[1:01:36]
good good place to have it in. But but
you you go there and watch the numbers.
[1:01:40]
You know, you you listen to the whining
and complaining and carrying on in life
[1:01:44]
and then how many people show up.
>> You know.
[1:01:47]
» It'll be It'll be 2%
and yet, you know, there'll be
[1:01:51]
how many people So, I mean, if you look
at the stats that they gave us on those
[1:01:54]
Dwayne didn't get them, did you?
Unfortunately, we should give you a copy
[1:01:58]
of them.
Uh of of of that survey, how many people
[1:02:01]
were from, you know, town, how many were
from county, and how many were
[1:02:05]
educational
teachers, you know.
[1:02:08]
» No, she didn't supply that survey. She
didn't.
[1:02:10]
» Really?
>> Jill provided the survey.
[1:02:12]
» She showed us the the pies the pie
charts on the back of that one. So,
[1:02:15]
yeah.
>> Yes. Yeah. But she was going to supply
[1:02:18]
me a digital one.
>> Yeah.
[1:02:20]
» So.
>> But anyway, I mean, so it's there there
[1:02:24]
is but
>> Mhm.
[1:02:25]
» Yeah.
>> It'll be interesting, so.
[1:02:27]
» I think it'll be more interesting just
on the practice center side, too. Like
[1:02:30]
that's I would be interesting to get
that.
[1:02:33]
» Well, and we need to do some soul
searching on that side, too. So.
[1:02:36]
» Mhm.
Well, that's one of the main
[1:02:39]
» When they when you know, when they talk
about the the facility that's that's,
[1:02:43]
you know, it's going to need a new roof
in the next 2 years and a new heating
[1:02:46]
system in the next 2 years and
you know, and you go
[1:02:50]
Okay, this facility is less than 40
years old and and uh
[1:02:55]
» And there's probably an input of
probably 300 to 400,000 that have to go
[1:03:00]
into that building.
>> So, but anyway.
[1:03:03]
» Yeah, well, they said a million dollars
for the roof.
[1:03:05]
» Yeah, just in that. But it's
>> Mhm.
[1:03:08]
» It's government.
>> Okay, anything else for Chris?
[1:03:13]
If not, thank you, Counselor Hill.
>> I don't understand parade.
[1:03:18]
» [laughter]
[snorts]
[1:03:19]
» Three other people ride with me to
Calgary. It was most enjoyable.
[1:03:23]
I did get a text message on
uh
[1:03:32]
Put this up here.
Just give me a second, please. I'm
[1:03:36]
sorry.
>> [snorts]
[1:03:38]
» It would have been on
the 15th
[1:03:43]
from Mr. Ellis
that the Mosely Transfer Station had
[1:03:48]
been broken into
and uh
[1:03:52]
they were apprehended by the RCMP. I
haven't heard any more with regards to
[1:03:57]
that.
>> Did they steal the garbage or did they
[1:03:59]
uh
>> No, they were bringing the garbage in
[1:04:01]
and dumping it.
>> Okay. No, that's good.
[1:04:03]
» So, yeah. Yeah, which I I kind of found
weird as well. Uh
[1:04:08]
but other than that, no. Um our
Foothills Regional Emergency Services
[1:04:13]
Commission meeting was canceled.
I think they're going to try for
[1:04:18]
another meeting in August, late August.
And that that was it.
[1:04:24]
Kind of holiday. It was cold, rainy.
No sunshine.
[1:04:28]
» It was It was hot here. It was
>> Yeah, I know. I heard.
[1:04:31]
Yeah, but the bunch of those uh American
people
[1:04:35]
they were freezing to death. I've never
seen toques, gloves, mitts, jackets,
[1:04:40]
scarves.
>> It's 15°.
[1:04:43]
» Yeah. They're walking around in shorts
and a
[1:04:45]
» T-shirt. Yeah.
>> So, no, that's it, Mr. Mayor.
[1:04:48]
» Okay. Any questions for Dwayne?
And I thank you very much. And I too was
[1:04:53]
at the Foothills meeting, but uh I too
was uh have lots of ideas and thinking,
[1:04:58]
but uh again, I think we need to really
uh
[1:05:01]
contemplate what we are our ask would be
um and what our contribution would be.
[1:05:07]
Um
I I think we have a in their eyes a very
[1:05:11]
good
working relationship and I think that
[1:05:14]
that's that's a good one and you know
we've heard from Don once that
[1:05:18]
you know
it took our
[1:05:22]
our agreement and kind of expanded it to
to to fit for other municipalities and
[1:05:27]
and
so I I think we're ahead of the game on
[1:05:30]
one event but
so I think again you know our our wants
[1:05:35]
and asks and and our our needs are
all going to be altered a little bit
[1:05:40]
because what we're going to accustomed
to.
[1:05:43]
Um I had a SEWA
meeting and then a an hour and a half
[1:05:49]
meeting again today on SEWA so it's uh
it's it's getting uglier as the days go
[1:05:55]
on but hopefully we will see something
happen soon over in in Newell uh solid
[1:06:02]
waste and that might alleviate some of
our problems with
[1:06:06]
what's what's going on so
Um I too like Richard said I went to
[1:06:11]
Vulcan.
I went and got the float and took it
[1:06:16]
down and then met up with Richard and
Joan and
[1:06:19]
and Richard walked in the parade and it
was it was good to see. There was a
[1:06:24]
two two of the stars that they had they
couldn't believe what we've done. You
[1:06:29]
know what I mean? It's it's really funny
you know
[1:06:32]
it's it's like so many things in life
you know people that come into your
[1:06:35]
community sometimes are just gobsmacked
by what's going on what's here and what
[1:06:40]
we've got and what's going on and yet
locally we think that we've got nothing
[1:06:44]
and
and uh
[1:06:46]
and and I think by
slowly trying to build on the on it and
[1:06:51]
and um
and and move the project forward I think
[1:06:55]
it I think it's the the best thing that
we can do you know every couple years
[1:06:59]
try and do something and and uh
make it so that there's more things for
[1:07:04]
people to come to but
Um I did watch a interview with a one of
[1:07:09]
the vendors um, on channels
um,
[1:07:14]
global
and uh, you know, he was did had nothing
[1:07:19]
but great things to say about the
facilities that we have and and what was
[1:07:23]
going on and the whole thing. I mean, it
was just a real good interview and
[1:07:27]
after, you know,
listening to the whining and complaining
[1:07:30]
because
>> But let's not forget your taxi driving
[1:07:33]
because I was coming up and you had a a
bunch of people
[1:07:37]
» And that was the same thing, you know,
Richard comes along and and he he said,
[1:07:42]
you know,
I said to him, "Well, I'm not going back
[1:07:44]
to the to the tourist center." And then
the then the float wouldn't start
[1:07:49]
because I
had the generator on, but I didn't have
[1:07:53]
the town crew had taken the
battery charger off. So, then I put the
[1:07:57]
battery charger on and then I got it
going. And then these these women that
[1:08:01]
couldn't walk
in the parade said, "How are we going to
[1:08:05]
get back?" So, I gave them I was giving
them a ride. So, I get down there and I
[1:08:09]
thought, "Well, maybe I can catch
Richard before Richard comes back and
[1:08:12]
gives me a boost." And then I didn't see
you, but
[1:08:15]
» I drove by and you saw these people
sitting there.
[1:08:17]
» So, I
yeah, I was a taxi guy back down. So,
[1:08:21]
then I dropped them off, I come back to
the town shop and I didn't have the keys
[1:08:26]
to my van and I went down town taking my
cell phone. So, now here I am at the
[1:08:30]
town shop, how do I get Well, I tried
using the phone system, but I couldn't
[1:08:35]
get through and anyway,
it was a gong
[1:08:39]
the whole back part. But anyway, I did
get finally find a method to get my
[1:08:44]
send out smoke signals
>> out of the back of the starship.
[1:08:50]
I had to laugh. I had to laugh.
>> I felt so bad cuz here I said to
[1:08:55]
Richard, "Oh, I need a boost." and he
went to get the vehicle and then he come
[1:08:58]
come back and I'm gone, so
>> Well, no, actually, you were coming down
[1:09:01]
Main Street with all the I drove by, you
didn't see me. I waved to you. And I
[1:09:05]
thought, well, he's doing taxi service
now, and so it's working.
[1:09:08]
» Yeah, well,
they thought it was good. But anyway,
[1:09:11]
you know, I the little bit that I had to
do with
[1:09:14]
the Vulcan was great. And I I think the
signage and
[1:09:18]
the rock Yeah. We were proposing it to
us is was a a win-win. And And so, I
[1:09:25]
think once it gets all
up and running, I too am looking forward
[1:09:29]
to the uh Vulcan County meeting that's
coming up. And
[1:09:33]
again, the parade in And um
Strathmore. So, Chris will be sending
[1:09:37]
out a
what time we are going to meet. And And
[1:09:41]
uh so, those that are coming
can meet up and we'll
[1:09:46]
go to Strathmore on Saturday evening.
And that's pretty well it for me.
[1:09:53]
Any questions?
>> Shouldn't be.
[1:09:55]
» If not, somebody wish to move the uh
verbal reports.
[1:09:59]
Richard?
>> Okay.
[1:10:02]
» An ADR. I'm not
>> Okay. Any discussion on Richard motion?
[1:10:07]
Hearing none,
>> I have a question in the favor.
[1:10:10]
» Thank you very much, everybody. And
moving on to action list.
[1:10:15]
» So, my pretty big board, we had the two
things from the last meeting, obviously.
[1:10:18]
Uh
I got the
[1:10:21]
Dwayne at the last minute because of
vacation to get his oath of office done.
[1:10:25]
But uh I mean, it's all there before you
now.
[1:10:28]
My agenda needed to be published.
>> So.
[1:10:30]
» Uh
unless there's any questions on
[1:10:33]
» There There was a uh
a
[1:10:36]
uh one of the things that we're kind of
disappointed that we don't have it on
[1:10:39]
our action list that I didn't know that
was the first thing that was on our
[1:10:42]
action list for the last 5 years.
>> was the uh
[1:10:45]
» the birds of
>> the birds of prey.
[1:10:47]
» They brought it up as a you know, when
are we going to get the birds of prey?
[1:10:50]
» Mhm.
>> And so,
[1:10:53]
» Any proposal that comes forward, I still
got it uh tucked away in back the
[1:10:57]
» I I I said to them
back I I
[1:11:00]
said that if you had some cash and you
wanted to make a donation that we would
[1:11:04]
put it towards it, but uh
nobody came with
[1:11:09]
But anyway, sorry.
>> So, on to my uh report, pretty
[1:11:13]
straightforward. Uh you've all had a
chance to read it, so uh
[1:11:17]
obviously lots of questions with the
Parks Foundation.
[1:11:21]
The still, which is good. Uh the our
street program, they you can see the
[1:11:25]
construction moments in it working.
They're currently 1 day behind. We have
[1:11:28]
a site meeting tomorrow.
Try to get that back on track.
[1:11:32]
Uh
Quite a bit of work with the golf course
[1:11:36]
public works on that on that proposal.
Uh quite a bit of
[1:11:41]
research on the county land use bylaw
and the before what's going up for the
[1:11:45]
inter-municipal uh development
committee. I do have some things to send
[1:11:50]
out to you as well, Chris. Keep that.
Uh
[1:11:54]
The water break in Birch, uh that
happened during all the rest [snorts] of
[1:11:58]
the stuff that was going on. Uh
water was down by uh
[1:12:03]
11:00. They had it isolated. Uh had it
back on by 7:00 that evening. So, uh
[1:12:09]
fairly limited effect and really only
affected Birch Road, Birch Bay
[1:12:14]
um for the most part.
[1:12:17]
And again, with Rita being away, you
have lots of business licenses and
[1:12:24]
uh uh tax uh or sorry, uh your
compliance certificates.
[1:12:28]
Putting people to the right place for uh
uh for permits, those sort of things. Uh
[1:12:34]
been working
uh
[1:12:37]
answering questions from community
members on data centers. Lots of people
[1:12:40]
asking lots of questions. Uh
I
[1:12:45]
been very clear that I'm a long ways
from being an expert and
[1:12:49]
perhaps filtering things online might be
a good start to
[1:12:53]
move from there, so.
And uh
[1:12:57]
my formal meetings, obviously Golf
Course Executive Paliser meeting was uh
[1:13:00]
it was excellent. Uh
should be able to get together with the
[1:13:03]
county and and
see what kind of happening there is uh
[1:13:07]
should there
uh be
[1:13:11]
that project start to move forward.
Uh had a meeting with Davis in, for
[1:13:14]
those of you that you remember, I
participated in a 3-day infrastructure
[1:13:19]
uh workshop. And uh the results of that
have come out. They're actually starting
[1:13:23]
to be tested. And uh Mountain View would
like to
[1:13:27]
well, most likely be coming to our next
council meeting and should the mayor
[1:13:31]
approve it to be on the agenda, she'd
like well, it's the opportunity to be
[1:13:35]
one of the first in the province to try
it
[1:13:37]
should you be interested in this one.
Uh um
[1:13:41]
it [snorts] will have to be closed
session because there's some proprietary
[1:13:45]
and uh and uh
Sorry.
[1:13:49]
» [snorts]
>> Uh procure procure
[1:13:52]
procurement
Uh
[1:13:54]
changes that will go along with that, so
uh
[1:13:57]
Uh we're looking forward to getting that
project forward. I had a really good
[1:14:00]
meeting with her and uh and it's looking
really promising.
[1:14:05]
Kind of nice when you do 3 days worth of
work and actually see some
[1:14:09]
results out of it, so. And then
obviously been back and forth almost
[1:14:14]
every day with CEMA on
on the street program. Again, because
[1:14:18]
this our next project relies so heavily
on the first part, we're watching this
[1:14:22]
one very closely
to make sure.
[1:14:25]
And uh
that's
[1:14:27]
the last couple weeks.
>> Okay.
[1:14:31]
Go ahead, Chris.
>> Quick question.
[1:14:32]
» Yeah.
>> Uh
[1:14:34]
electric motorcycles.
>> Mhm.
[1:14:37]
» But is there anything in the bylaw on
how we treat those?
[1:14:40]
» They are in
the ones I've got in our bylaw is 50
[1:14:44]
km/h.
>> So you're checking like the e-bikes?
[1:14:47]
» Yeah. Yeah, we have a bylaw that fits
that.
[1:14:50]
» under the Traffic Act.
>> Okay.
[1:14:52]
» Because all of our our road way is so
they're enforceable under the Traffic
[1:14:55]
Act. We don't have anything in our
bylaws so we're not allowed to regulate
[1:14:59]
anything like that. So, something like
that.
[1:15:01]
» Okay.
>> And
[1:15:05]
I can I can bring it to I'll I'll send
I'll send the information.
[1:15:09]
» Yeah.
>> Yeah, they and they and again the folks
[1:15:11]
that are using them need to be very
careful because it's the same thing as
[1:15:14]
the the same thing as the golf carts
driving those around town.
[1:15:17]
» Yeah, and they they don't make a sound.
>> No.
[1:15:21]
» Like
Yeah, and they go just yeah.
[1:15:25]
» Yeah.
>> And I I
[1:15:27]
I do believe I do believe I haven't
haven't seen anything official but I do
[1:15:31]
believe all of that but all of that
small vehicle
[1:15:34]
stuff is being reviewed because of the
e-bikes and all that now because there
[1:15:39]
are some
regular bicycles battery powered by
[1:15:43]
bicycles that can be difficult to
>> Yeah.
[1:15:46]
» Yeah, so.
>> There's one goes by my house every
[1:15:48]
morning and
it's not plated I don't think and at
[1:15:52]
least he's wearing a helmet and
>> Right. Young kid.
[1:15:55]
» Which is a which is a choice when you're
over 18.
[1:15:58]
» Yeah, he doesn't look that old but
>> I I believe that I believe that that's
[1:16:02]
currently being reviewed but yes, we
don't have anything in our bylaws but it
[1:16:05]
is covered under the Traffic Act and
they're not allowed.
[1:16:07]
» Yeah.
>> Yeah.
[1:16:09]
» Yeah, like the the
rich governments really doing a big
[1:16:13]
review on that.
>> Okay.
[1:16:15]
» Yeah, I figured I I
it's and our information is quite
[1:16:19]
» [clears throat]
>> the provincial information is quite old.
[1:16:20]
I've got a whole file on it. I'll send
you out the the overview of what's
[1:16:24]
covered and what's not. Okay, I'll send
it to the councilors tomorrow.
[1:16:27]
» Thank you.
>> Yeah, just there's been lots of lots of
[1:16:29]
commenting on that. That's That's why
several years ago we had it included in
[1:16:36]
our bylaw. Council had made a motion to
allow golf carts to drive around town
[1:16:41]
and it was against the traffic guy.
>> The provincial traffic guy. So, we
[1:16:44]
actually had to recall
>> Had to recall by-law and rewrite it. So,
[1:16:49]
uh we tried to accommodate it, but you
cannot
[1:16:52]
It's very interesting. You cannot do
anything more or less than a provincial.
[1:16:58]
So,
you can in some cases put on more
[1:17:02]
stipulations,
but when they draw that line, your
[1:17:05]
subjects can't do less. Does that make
sense? You know,
[1:17:07]
» Yeah, like
>> Okay.
[1:17:09]
So, if the province says that
[clears throat] the roads
[1:17:12]
the minimum they can be is 30 km/h, you
can't go like 20.
[1:17:17]
» Yeah.
>> Yeah.
[1:17:19]
» Or if No, sorry. If they say the minimum
is 30, you can't put it up to 40.
[1:17:22]
» Yeah, you can't increase that.
>> But you can go down to 20. So, you can't
[1:17:27]
If they say a golf cart's not allowed on
a public roadway, you can't say it's
[1:17:31]
allowed on our streets.
>> Mhm. Mhm.
[1:17:34]
» So, I'm kind of seeing that.
>> That's fair.
[1:17:36]
» Yeah, it's cuz there's there's lots of
stuff
[1:17:38]
going through and and if you I'm not
sure if you get that that email from AM,
[1:17:43]
but there's always usually a bit in
there about what's going on provincially
[1:17:47]
with some of that, too.
Kind of read through that and if there's
[1:17:51]
something that, you know, tweaks your
imagination or question on,
[1:17:55]
if you do.
>> Yeah, if you do have a complaint or
[1:17:58]
somebody has talked to you about that,
bikes and those uh call would be to your
[1:18:03]
RCMP.
>> Okay.
[1:18:05]
» And
the other thing I think that the public
[1:18:07]
doesn't understand either is that you
have the ability cuz 99% of people have
[1:18:12]
a cell phone
>> Yeah.
[1:18:13]
» to take a picture of their license plate
and lay a complaint against that person,
[1:18:19]
even though you might not know who they
are, and but you have to file a report.
[1:18:23]
» Mhm.
>> But it's easier to go on this and go
[1:18:26]
like this on Facebook, send, and then
you're think you're anonymous to a
[1:18:31]
degree, but you're not. But But again,
you know, if you are offended by
[1:18:35]
somebody speeding or or breaking the
what you believe is the rules.
[1:18:40]
Go get get their license.
>> Yeah.
[1:18:42]
» Go ahead and file a complaint though.
You can't just
[1:18:46]
» Mhm.
>> complain.
[1:18:47]
» complain
>> Well, you can complain. I mean, that's
[1:18:49]
what 99% of people do, but but but
again, you know, if you really want to
[1:18:53]
do something, you know, put put your
name behind it and write a
[1:18:57]
And that's what this one person's doing
on that speeding on on
[1:19:02]
on Elizabeth or Connemara. And you know,
they're going to review it, but again,
[1:19:07]
you know, it's
and they talk about it being in a in a
[1:19:11]
playground zone.
Uh we don't have a playground zone.
[1:19:15]
Like I mean, a school zone I should say.
We only have playground zones. We don't
[1:19:18]
have any school zones in town of Boca.
So, you know, uh
[1:19:22]
you know, some people don't get all
their facts right.
[1:19:25]
You know, what's going on. So
>> I have witnessed
[1:19:29]
radar in the last week.
>> And and and again, sometimes that's what
[1:19:33]
it takes is is a complaint, but that
person was willing to put their name to
[1:19:36]
it instead of just going out there and
and
[1:19:40]
you know,
>> So, the answer to the long answer to the
[1:19:44]
question is anything inside the traffic
act got to be our responsibility
[1:19:48]
within our bylaws. Anything on the
public roadways falls under the traffic
[1:19:52]
act.
>> Okay.
[1:19:53]
» Perfect.
>> Okay, anything else for Kim?
[1:19:57]
If not, somebody wish to move the
management or administration.
[1:20:00]
Judy did.
>> I'll back you.
[1:20:02]
» Thank you.
>> Any discussion on Judy's motion?
[1:20:06]
Hearing none, I'll call question. In
favor? Opposed?
[1:20:09]
It's carried. Okay, we'll move on.
Dwayne Hill adjourns us
[1:20:13]
8:19.
Thank you very much, Dwayne.
[1:20:16]
» You're very welcome.
[1:20:20]
» [laughter]
>> Yeah, all in favor?
[1:20:22]
» Yeah.
>> Opposed? Seeing none, we're adjourned
[1:20:25]
officially. Adjourned. Thank you very
much, everybody.
[1:20:28]
And again, for the meeting for the
county, you know, come with your
[1:20:31]
thoughts, philosophies, thinking
