And so, in this particular instance, the

town council uh, did allow for the

current chair and the current vice
[2:33]
chair, if they want to, um, to continue
[2:36]
to serve for another 2-year term. Um,

uh, if it is the case in which the board
[2:42]
would like to nominate Chair Lindsey,

um, they can do that and if there's an

introducing the project at 275 Jocelyn
[4:51]
Lane.
[4:52]
The project includes the demolition of
[4:55]
an existing single-family residence as
[4:58]
well as accessory structures and
[4:59]
swimming pool.
[5:01]
And includes the construction of a new
[5:04]
single-family main residence with a
[5:06]
detached garage,
[5:08]
a detached ADU,
[5:10]
um a guest pavilion ADU, swimming pool,
[5:14]
and other site improvements.
[5:17]
The property is approximately 8 and 1/2
[5:19]
acres and it's in the SCP-5
[5:23]
zoning district.
[5:25]
It's located off of Jocelyn Lane, which
[5:27]
is a private road that extends off of
[5:30]
Kings Mountain Road.
[5:32]
Um as you can see, the site has several
[5:36]
areas with 35% slope, so it's a um lots
[5:40]
of um topography,
[5:43]
um steep slopes on site.
[5:45]
It is currently developed, as I
[5:48]
mentioned with the single family
[5:49]
residence and accessory structures,
[5:52]
um all of which are proposed to be
[5:53]
demolished.
[5:55]
Um the
[5:57]
proposed new main residence is kind of
[6:01]
located in the same general location as
[6:03]
the existing development, so it's this
[6:05]
sort of
[6:07]
um
[6:08]
structure here that's the proposed main
[6:09]
residence.
[6:11]
So, kind of in the approximate center of
[6:14]
the property.
[6:15]
And then
[6:17]
over [clears throat] here in this um
[6:18]
area is the proposed ADU
[6:21]
and a proposed garage
[6:24]
/ gym structure.
[6:27]
And then kind of
[6:29]
uh south of the main residence is a new
[6:33]
guest house pavilion um ADU, so it is an
[6:36]
ADU.
[6:37]
As well as a new swimming pool.
[6:41]
The existing driveway location onto the
[6:44]
property will remain in the same
[6:46]
location. It'll be modified slightly to
[6:49]
um include new circulation as well as
[6:52]
parking and a fire truck turnaround.

That's that um piece right here.

There are

Um there are six significant trees
[7:06]
proposed for removal
[7:08]
in the project vicinity.

And then let me just pull up some
[7:15]
elevations.

So, the main residence is a two-story
[7:23]
structure

uh with the height being about 26.9
[7:28]
ft tall at the highest point.
[7:32]
Uh the de- detached structures will all
[7:34]
be less than the 17-ft maximum.
[7:37]
And the materials for all of the
[7:39]
structures include a mixed material
[7:41]
palette.
[7:42]
Um consisting of metal roofing, plaster
[7:46]
siding,
[7:48]
um with wood decks and wood panel
[7:50]
siding, as well as terracotta tile
[7:52]
siding.
[7:54]
Um and the colors will be muted
[7:58]
in shades of brown and beige.

Um the applicant did not install story
[8:05]
poles yet.

Um but that kind of includes my
[8:09]
introduction to the project and I'm
[8:10]

land not too long ago. Um so with that

super excited about this project. It
[9:38]
really is an incredible
[9:40]
lot.

The natural beauty is is it was um
[9:45]
It was incredible to see for the first
[9:47]
time. And with that said, I'm very
[9:49]
excited. We have a wonderful team here
[9:50]
as well. And I would invite Kyle as well

conducting the construction operations

as as smoothly as and

as less impactful as possible. So, um

So, it's very constrained. There's a lot

of 35% slope. Some of this is is
[12:23]
man-made.

Uh some of the This is where the current
[12:27]
septic field is that we're going to be
[12:29]
expanding a little bit and
[12:30]
reconditioning.

The idea here is to really take

advantage of the entire environment.

This is kind of give you I idea of a

glimpse of what's happening with the

[12:48]
to capture as part of this of the house.

While maintaining as much of the natural
[12:54]
site in this kind of state as possible
[12:56]
where and then forest.

The idea here is is really to create a

very serene environment. Um this is a

site. The main residence is here which

then the uh
[14:05]
the garage. So we've we've added in a uh

fire fire truck turnaround there.

And then there's a wide courtyard like

you saw in that previous uh photo where
[14:15]
there's a uh
[14:17]
low pool with natural environment. And
[14:19]
there's a seven seven turn path that
[14:22]
goes down to the pool. Which is a
[14:25]

with a with the arborist.

The idea here is to add more trees
[18:16]
upper and lower so that the landscape
[18:18]
concept is based upon a a layered
[18:21]
approach where there's low ground cover
[18:24]
and grasses and that kind of stuff to
[18:26]
medium-sized bushes to taller trees that
[18:29]
fill in so that when you're coming up
[18:30]
here, you're not going to you're not
[18:32]
going to be seeing the house until you
[18:35]
get clear up into here, which is the
[18:37]
intent, which is to keep and maintain
[18:39]
the privacy
[18:40]
and, you know,
[18:43]
create some create a unique retreat.

So, there's this is sort of the the idea

of the layered approach where you're
[18:53]
having low level
[18:54]
and this is being refined. We have We're

working with a the architect landscape

um be sensitive about choice of
[24:57]
materials, natural materials, natural
[24:59]
colorings.

privacy I think is

pretty unique aspect of this property.

Um, which I think in turn gives more

flexibility in terms of the design

direction and style choices. Um, I think

and I like
[25:23]
how all the aspects are
[25:26]
organized.

obviously saving trees is something we
[25:31]
always promote.

I did get a chance to visit the site and

I think that that grove indicated by
[25:38]
that bunch of red dots and
[25:40]

preserving that is critical to this
[25:44]
project.

today where the existing drive goes
[25:51]
relative to what's being drawn as new,
[25:54]
especially that large
[25:55]
tree marked for removal in the center

just to the right of the

continued the conceptual review, and it

allows the and it allows the applicant
[27:42]
to install story poles. We put the item

on consent. If there's no further
[27:46]
concerns based on the story poles at the
[27:48]
conceptual level, then it could be
[27:51]
passed to staff for formal design
[27:53]
review. Um if you want to see more
[27:55]
aspects of the project, it's probably
[27:57]
just best to bring it back to the ASBR.

uh development, and obviously would be
[28:44]
downward facing and shielded.

reports, I mean you you have a

director's report for May.

Um and as we kind of always highlight
[29:34]
with these things is looking at our
[29:36]
housing numbers.

We've also included a new pie chart um
[29:40]
that actually uh identifies all of the
[29:44]
residential housing permits that have
[29:46]
been issued
[29:47]
um
[29:48]
for this arena cycle six for this
[29:50]
housing element. Uh so, you'll see a
[29:52]
total of 87 ADUs so far and 36
[29:55]
single-family dwellings.
[29:57]
Um so, that's all the way up to date
[29:59]
through May.

And then uh for the month of May, we
[30:03]
didn't have any single-family dwelling
[30:05]
permits issued and only two ADU permits.
[30:09]
Um but, on the positive side,
[30:11]
um when you add up the numbers at least
[30:13]
for the ADUs, we are at 15 ADUs so far
[30:17]
this year.
[30:18]
Um so, you know, roughly halfway through
[30:20]
the year, not even quite halfway. And if
[30:22]
we were able to keep up this pace and
[30:24]
hit 30 ADUs
[30:26]
um this year, that would be great. That
[30:27]
would be the highest we've ever had in
[30:29]
several years, if not ever. Um so, we
[30:32]
are seeing um
[30:33]
more interest in ADUs as well as
[30:36]
uh we're continuing to modify municipal
[30:40]
code to make things more flexible.
[30:42]
Um we just brought another ordinance to
[30:44]
the planning commission last month and
[30:47]
they have recommended approval. So, we
[30:48]
will be bringing it to the next council
[30:50]
meeting another ordinance updating ADU
[30:53]
standards to provide more flexibility.

you know, for a second driveway

exception that needs to serve an ADU, we

can just deal with that at the staff

a couple other little tweaks we've done
[31:10]
really to clarify some of the stuff in
[31:12]
terms of like how far eaves and
[31:14]
overhangs for ADUs can go into the
[31:16]
setback since the ADU is already in the
[31:19]
setback. Um same with things like uh
[31:22]
um we've already in practice we've
[31:24]
already done this in terms of like uh
[31:26]
HVAC units
[31:27]
um you know, for ADUs, they have to be
[31:30]
adjacent to the building. So, we're just
[31:32]
clarifying and what we do in practice is
[31:34]
that uh they can be next to the ADUs,
[31:36]
they just can't be any closer than 4 ft
[31:38]
the side or rear property line such as
[31:40]
the ADU. So, um so, that's all I have to
[31:42]
report at this time.

dwellings, it's just a matter of

most properties are developed. Um you
[32:20]
know, the the vacant properties have a
[32:22]
lot of challenges
[32:24]
uh and so, um so, really when we see new
[32:26]
single-family dwellings, it's usually
[32:28]
replacing an existing one. It's a kind
[32:30]
of a larger project that most people may
[32:32]
be not ready to undertake. Um whereas
[32:35]
uh now that there's more flexibility for
[32:37]
ADUs and we allow more ADUs and state
[32:39]
law requires more ADUs on properties.
[32:43]
Um, that's why we probably see a much
[32:45]
higher uptick in ADUs than single-family
[32:48]
dwellings. We do really hope to get more
[32:50]
single-family dwellings. We need to hit
[32:51]
those numbers.
[32:53]
Um, we still are moving forward with
[32:55]
looking at, you know, how to get the
[32:57]
multi-family housing accomplished. Um,
[32:59]
it's important that Woodside has varied
[33:01]
types of housing, even if we are getting
[33:03]
close to hitting our numbers. Um, so
[33:05]
there's a couple different things that
[33:06]
we have to look at.
[33:10]
Um, it's being processed. They they have
[33:14]
submitted for a uh, subdivision, so
[33:16]
that's what we are processing.
[33:18]
Uh, they don't have a specific proposal
[33:20]
to actually do construction, but they
[33:23]
propose one multi-family site and 10
[33:25]
single-family residential sites um, as
[33:27]
part of the roughly 9 acres
[33:30]
um, that they have out there.
[33:32]
And the multi-family the target in the
[33:34]
housing element is for 16,
[33:37]
um, although it is zoned for 20 units
[33:40]
per acre and it would do it 1 acre, so
[33:43]
they if they wanted to, they could make
[33:45]
it a little bit more dense than what the
[33:46]
target was for um, housing, but at this
[33:49]
time we're just processing the cutting
[33:51]
up of the land. And so if they chose to
[33:54]
whether they choose to or a future owner
[33:56]
chooses to do the kind of the
[33:58]
construction aspect, uh, we would review
[34:00]
those details at that time.
[34:04]
Uh, they they are they've received their
[34:06]
permit for their
[34:09]
driveway/roadway. The reason I say it
[34:11]
that way is the final map hasn't been
[34:13]
technically recorded yet, but they are
[34:15]
to
[34:16]
uh, complete the construction of the
[34:17]
roadway and um, so that is underway.
[34:20]
>> They said that they're going to sell
[34:22]
those lots, is that right?
[34:23]
>> Um, they there's seven lots and whether
[34:27]
they choose to develop them or sell them
[34:29]
individually or sell them all to one
[34:31]
person.

That remains to be seen.

applicant this time is that they are

looking to sell them. They don't plan on
