[0:08] everybody ready
[0:18] to order our very first regular meeting of Council on January 10th
[0:25] um it's opening remarks tonight and I will say this is our very first regular
[0:30] council meeting and um
[0:33] it's still early in the new year so we did have our mayor's levy on January 1st
[0:40] it was well attended it was a nice event and I I want to thank Emily Porter and
[0:46] her mother for being the Caterers office they did an excellent job and thank you
[0:51] to all the counselors that were able to come out that day as well it was
[0:54] appreciated and other than that I don't have a lot of other opening remarks from
[0:59] them well we're early into the game here so I
[1:03] guess we'll move on to item number three approval of the agenda so everybody
[1:10] hopefully read through the agenda and I'm just going to ask our clerk if there
[1:15] are any amendments to the agenda
[1:20] item number four to include item number for the Declaration of confliction
[1:25] entrance the next item that was in many days was
[1:29] ID 12 move into committee approval you changed this item 12.1 from personality
[1:35] plan and item 12.2 we are eliminating that
[1:39] from the same as agility it's great it's uh
[1:45] I don't hear any opposition and we will
[1:50] make a motion to approve the agenda today
[2:03] okay so for previous Council this is a new
[2:07] item but it will appear on every regular Council agenda so item number four is
[2:12] Declaration of conflict of interest so I'll just ask everybody openly if
[2:17] anybody has a conflict of interest they'd like to declare
[2:21] given the agenda
[2:24] hearing no opposition we will move on to number five approval of the minutes so
[2:31] minutes of the regular canceled meeting for November 22nd uh 2022 those were
[2:37] circulated to is there any counselor that would like to make a motion to
[2:43] approve the minutes or if there's anything
[2:48] okay
[2:53] foreign
[3:00] set of minutes as well so approval of minutes of the special meeting that we
[3:04] held November 25th 2022 uh is there a counselor that would like to make a
[3:12] motion to approve those minutes or if anybody has any questions on that one
[3:19] yeah where did we stand
[3:25] the end of that yes
[3:30] um that we are going to do you want to address that one I guess
[3:36] sorry yeah the 22nd of the 25th the special meeting the 25th right okay
[3:43] um there was we just dealt with the one item we had the motion which was the
[3:49] signing of the um
[3:55] okay
[4:00] yes as far as consideration third reading of Valentina that's what you're
[4:05] wondering about it and there's uh
[4:11] we're gonna get discussed okay
[4:20] figuring on the second
[4:27] [Music]
[4:34] yeah so let's say for both sets of communities
[4:40] okay so moving on to item number seven is business arriving
[4:46] for minutes I'll pass over to CAO yeah so for the minutes from the 22nd
[4:51] anything that's business arising um we'll uh we'll talk about
[4:56] um into the whole tonight
[5:00] update on that um and then on the 25th that was the
[5:05] signing of the Collective Agreement that was working until the contract got
[5:09] through 719 so that's been that's been signed and
[5:14] all good so you're up next again
[5:20] if you want to tackle your CAO update sure now for item number 18. so
[5:26] generally with uh my CIO report uh I usually do with Lane the reason why I
[5:32] do it later I kind of look to see what items do we have on the agenda and
[5:36] there's something that we haven't talked about or should we have an update there
[5:39] I'll usually try to use that as when I have a chance to bring it to the thing
[5:42] to the table and I try to bring you know a few items
[5:45] that we can update on and of course so with the new Council it's always usually
[5:50] easy to find some things to talk about but there have been definitely some new
[5:55] thing so um just four items tonight I kind of
[5:58] want to bring to your attention um last year recall we had made an
[6:02] application with the active Transportation fund for two two programs
[6:07] two grants uh one was for fifty thousand dollars for an active Transportation
[6:12] plan um late summer early fall we had
[6:17] received a word that we did hit that fifty thousand dollars and if you recall
[6:22] Stephen Stone had from Dylan who came up to do a presentation on
[6:26] on that on what it may or they look like it's basically they're playing it would
[6:31] um takes into consideration you know placement of sidewalks paths other
[6:35] safety features like lights and signage so
[6:39] um part of that when he was here uh talked about having a public uh
[6:43] consultation as well too buses according to the meeting with the
[6:47] council probably a few times uh with uh looking at that it'd probably
[6:53] be uh early March or late February when the public consultation will happen and
[6:58] we have both a time yet before but it would probably be at the air motor
[7:02] Center getting in the gallery room um some
[7:05] evening so we do that so that part we do the second part that we were waiting on
[7:10] was um we had an application in for for Deacon drive for some money to help with
[7:14] with that uh very happy to say that we I just received word from the act of
[7:20] Transportation fund which is a federal federal program
[7:23] that they are willing to support that project
[7:27] they're willing to contribute uh support 60 of the total eligible costs up to 141
[7:35] 000 so that's a nice chunk of change up but to be honest with when we first
[7:39] started talking with them I thought it was a lower percent I don't believe it
[7:43] was 60. I'll call them now at 40 50 if you're lucky so I mean 60 was great so
[7:49] 60 up to 141 000 so that would be like a 235 000 profit total remainder of funds
[7:57] we would have to sponsored right
[8:00] support um
[8:03] completion of that project would be has to be completed by March 31st of 2026 so
[8:11] it's necessarily this year this is an ongoing
[8:16] um fund that's out there for a few years we
[8:21] can actually of course 235 thousand dollars
[8:24] partnership won't do everything we want to do but we can reapply for more money
[8:29] so that's why it's 2026 so we can wait till we have
[8:34] spent other applications down the road to continue
[8:39] any questions with that going on
[8:45] so is it just sidewalk what is it that that is the
[8:51] it was not final design but it was a walking path okay
[8:55] and as we will say and clarify for anyone listening for all those around
[9:00] the table that um there was no there's no but there's
[9:04] never been a formal decision on elect aliens were doing because part of it was
[9:09] reliant on funding right we're never committed to actually doing the project
[9:15] we're still waiting we were waiting on whether we could get funding and there's
[9:20] still needed to be consultation to decide what was going to be the best
[9:25] approach initially we had a probably half a dozen different options
[9:32] everywhere for a walking path that may or may not be paid sidewalk
[9:37] I think it was six in total close to Six and they range someone of course
[9:41] than others I think our consensus at the time whatever walking past the universe
[9:48] and that's what was submitted as a um
[9:55] that'll generate some just talking about it again we want to make sure general
[10:01] public isn't confused that there's been a decision so yes
[10:06] at some point yeah
[10:13] Federal dollar to your document yes it is any chance of any prevention
[10:19] some of you can for example some programs
[10:22] um you can't piggyback on what you can but if you take a dollar you lose a
[10:28] dollar off of this so you have to watch so let me can something you can't
[10:33] um this one here the only other fund that we have right now would take away
[10:36] from but there's still a possibility to
[10:40] decline
[10:43] police I have another problem but I think it
[10:46] might hold that off until further down the road
[10:48] I'll make note of it here
[10:53] uh second item this is an update on the Town Square project
[10:58] um that was really hard to try to find some some funding for that
[11:03] dealing with different Avenues between RDC and Co-op
[11:08] uh especially with the co-end of things we had applications that we thought were
[11:13] going to be approved and they they never showed any traction we were moving
[11:17] forward after it probably was at least two years
[11:21] trying to get a deal in place um we we did strike a deal with RDC
[11:28] for a 50 50 split and that's uh RDC is a provincial level
[11:34] and um I feel the whole number throughout my
[11:38] head but they said they were going to they have a maximum as well too but it
[11:42] was enough to cover half the cost of the square we did do some changes on our on
[11:47] our budget um the time frame
[11:51] I had to updated two or three times to make sure that our number was a hard
[11:54] number once you get the funding in place there's no going back generally so but
[11:58] the unfortunate thing with RDC uh the timing of it was by the time we did that
[12:04] and they were moving forward with the design process
[12:09] um I wanted to look like um
[12:12] it was kind of too late in the year to put out a tender by the time you would
[12:15] have received materials you would have been able to build it but I mean it was
[12:19] our goal to have it in 2022 funding partnership agreement with RDC
[12:25] expires in April which makes it hard to build between now and in April and
[12:32] everyone that's in that business knows until every bit of frost is off the
[12:35] ground out of the ground with something we can do that being said I I I've been
[12:40] in contact with RDC and had them months ago to say you know this thank you this
[12:45] isn't going to quite work oftentimes we change it
[12:48] um and they were very willing to work to work with us
[12:52] um they kind of suggested to see if we could spend some of that money if you
[12:56] could um before their fiscal year and remember
[12:59] regards his calendar of theirs is April um so instead of doing it in one tender
[13:04] the whole thing we have a couple other tenders that are out right now and you
[13:09] will see them probably January
[13:14] the results of those to award them instead of
[13:18] doing it at academics at all construction the purchase of the
[13:21] materials the bricks light suspensions that sort of thing we Trace engineering
[13:26] has put out vendors um for for these other items ahead of time so and the
[13:31] main reason for that while there's two reasons one was let me make sure that we
[13:34] get a good cause for them for as long as we wait more than on the cost and just
[13:38] to make sure that they're here so that when it comes time to we could have put
[13:43] a major push on get this tender out in 2022 but
[13:47] um material will happen better the arrival
[13:52] of it so Jen Scott who was the guy from Trace I
[13:57] want to make sure that he's doing it right so we will see a couple tenders
[14:01] come Council here so
[14:04] um we would possibly award those for a person on material so so there will be
[14:09] at least one more and it would be of course the construction the construction
[14:11] of it so we'll have more of an update on that
[14:20] so
[14:24] uh we'll talk a little bit earlier about uh development planning in the lab and
[14:29] last meeting so we had a meeting with Dylan this afternoon Crystal and Nick
[14:34] myself um it was kind of funny one of the great
[14:39] things about having these reforms you know it officially began in January is
[14:43] it's really going to help with the development planning because not a whole
[14:46] lot of development planning happens in January we've had about a half a dozen
[14:51] people reach out to us and made cards to wanting to get building permits and
[14:56] um well say half a dozen and not one of
[15:00] them isn't Ward four so of course that's that's the change so
[15:05] um with occasions and stuff I even had some
[15:08] emails on last week's in because we have to do this like now
[15:11] uh because there's you know a couple million dollars maybe worth of projects
[15:16] that are on the table so we've been talking with them of course they're the
[15:20] people that are of interest that they're aware of the process
[15:25] um we're a little bit more clear I don't know too so we have a a good plan moving
[15:30] forward with that so basically how right now everything's going to go to um to uh
[15:37] to Dylan here we say Jennifer or Stephen
[15:42] there are two people I deal with mostly with with Dylan
[15:48] um as a team the three of us are going to
[15:51] do all of it regardless of what award it's in regardless of what Psalm it
[15:56] could be just to make sure that we're doing things consistently what will
[16:00] happen eventually is that this office will do everything
[16:04] residential for every award that level of permit if it's a
[16:09] commercial or anything not non-residential Dylan will do a lot of
[16:13] that has to do with the fact that now municipalities have to have a planner on
[16:16] staff cities have that but towns and a lot of each College do not have a
[16:22] planner they either contract the engineering company or an independent
[16:26] person to have it so these things are required to go through a planner
[16:31] so those folks with dental will act as a development officer like myself
[16:35] and we'll all have our rules of what what type of permits and applications
[16:40] that we can do so that is that is a change for us
[16:48] at that point if you go through it's more so they're they're trained to
[16:54] be the planner so they want to make sure that there's just to make sure that uh
[17:00] development is done correctly you know it's one thing you can engineer it but
[17:04] the planning part issue it is yeah
[17:10] yeah
[17:13] so that's that's that part any questions or on that I know we talked about it was
[17:19] swearing in or something it was just last Tuesday about someone that might
[17:23] have asked you a question about it there was another person last Wednesday
[17:28] and then also there's been like three or four people threat to literal songs
[17:31] commercials yeah absolutely
[17:36] so um you're saying eventually that just residential will come through here but
[17:41] regardless for like a citizen they would always come here and you just might have
[17:45] to the point of contact is definitely here yeah and so then everything here
[17:49] goes um to either stays here or we'll go to
[17:53] Villa um we're in the process here and it'll
[17:56] probably kick to the end of the month we want to make sure that we're going to
[17:58] tweak our permanent application um actually the one that the RFC used to
[18:05] hand that fees would have been used to but there's a lot nicer than ours was so
[18:09] we're gonna and we had gone that way with it but we're really even better but
[18:13] even so that there's an expectation of when um the citizen comes through the
[18:19] door and they say here you go um you know and if it has to say go to
[18:24] Dylan you know say there's you would expect an answer back within say 24
[18:28] hours of this is what the process is going to be and maybe the process
[18:33] or if it goes to phc um basically actually Dylan that also
[18:38] will be the folks that run PAC um we will
[18:45] myself as well too as a development officer but they will take the lead on
[18:51] it as a submitting applications so we will have it to let on our our web page
[18:55] Facebook page is that these um are the hard days and it's just
[19:01] because we're such a bigger area now that we'll have to make sure that these
[19:06] are the dates we have Pac these are the this is the cutoff for for applications
[19:10] if you're submitting anything that has to go to phc
[19:13] um just to make sure that it's it's consistent really wants to notification
[19:18] due for the awards because it's a big change for a lot of people yeah
[19:23] something non-existently yeah focusing yeah
[19:41] I decide right now there's opening there too as well and they've had the
[19:45] definitions like we're familiar with the floor
[19:49] um they have different names now we may um it's for a conversation because we're
[19:55] starting like the result the zoning and the musical dialogue we're going to
[19:58] start that like like we gave them the things today when it comes to meetings
[20:02] there so we've been working back and stuff with it is you know we may
[20:06] want to come up with new Zone names but you know to say R1 is R1 you know
[20:13] the other Awards May call it something different but uh but like some of them
[20:18] will be the same um or we just keep it away what they're
[20:21] familiar with um
[20:24] it uh I guess that's stuff that's all that we're discussion with that yeah
[20:28] yeah I think we got we got a copy of the map
[20:32] um of what it is we're gonna really go with like a web map as well too so you
[20:36] can click onto it oh you know this is my property what is it and it's going to be
[20:42] like it's just a matter of putting it together which
[20:53] and meet with all of us so that we can understand their role in the processing
[21:00] working with Andrew on regular um you know development but also within
[21:07] the PDC you know we've identified that as a sticking point forward ensuring
[21:12] that the steps are abundantly clear for whichever path it goes whether it's a
[21:20] um a variance that needs to be requested through VA Pac or a full re-zoning so
[21:27] that everybody is well aware and obviously is councilor Martin pointed
[21:32] out in the boards that are used to going to the regional service commissions for
[21:37] any permitting this is a big change and a new change so we do need to find good
[21:43] ways of how to communicate that and I know over the coming weeks it'll be a
[21:48] big project for Laura myself and the CAO to figure out how are we
[21:55] going to handle the communication So for anybody the public that watch is
[22:00] watching this it's it's important to know we're well aware
[22:04] that communication is going to be a big piece and and that we need to spend some
[22:09] time figuring that out and we will relay that at Council meetings and in numerous
[22:15] other banners in the coming weeks as as there's still some things great
[22:24] um
[22:27] my plan is to and there will definitely be more than one but um I'll talk with
[22:33] them today I think it works for their schedules a
[22:37] lot too and I sort of like 100 percent
[22:46] any more questions on on that the last thing I have is uh actually I
[22:52] never talked about harness racing before but the
[22:56] um I've seen it on the news I've heard it
[23:00] on the streets about because we seen it well St John has been done for a
[23:06] while for everything they're at least ran out the end of 2022 so the only
[23:11] track in the province is Fredericton sorry it's Woodstock and uh
[23:16] but at the same time uh maybe no one reach out from Harness race in New
[23:20] Brunswick to call to ask the question but it seems like they have been talking
[23:24] to the people um
[23:27] that being said uh for repairing myself this afternoon with
[23:32] um with the driving Pub to driving club
[23:34] members and um
[23:37] that we all know very well they
[23:42] want to talk because we we don't have an mou with the driving Club but we're
[23:46] going to start to create one to see they have possibly is like 12 dates that that
[23:54] they've talked with uh Brunswick about coming to Woodstock uh I know there's a
[24:01] there's low conflict happening in Fairington I think with the groups down
[24:04] there but that's you know here or there right now our trades from Brunswick has
[24:08] said to the Woodstock driving club but uh
[24:11] um that they you know have quote doesn't dates so
[24:17] um we thought we would start a conversation with with some driving Club
[24:20] since they're the ones that actually are going to host it
[24:23] um so it was it was good talk a good initial talk a lot of that
[24:28] um um if you hear if there was an agreement
[24:32] made between entrance New Brunswick we have not even talked to them it's just
[24:37] been looking at the local Club here so and that's like that's the way we're
[24:41] going so they penetrate your brother because kind of the overseer of it they
[24:44] say they want to go and they look after it so
[24:48] um yeah it sounds like something um they've had some initial talks
[24:52] they're you know their group of what they would like to do they'd like to
[24:54] like see it they'll probably be near a lot of what you see there and you'll
[24:59] only race the of the setup
[25:03] so anyway we just we just started uh laptop and um
[25:08] Toby and and group are going to sit down maybe hash that one an mlu we might look
[25:13] like so that you can look at it yeah so I understood that they had to have 12
[25:20] events so we can support the television yes that's right at this time
[25:54] that's a it's a few many more questions for the CIO before we move on
[26:02] uh so we do have a couple pieces of Correspondence tonight and I will pass
[26:06] it over to our Clerk Laura to read through course so the
[26:13] first piece of Correspondence
[26:19] coordinate so it's dear Toby my name is Daniella Hernandez and I'm the director
[26:25] of community engagement for the 2-1-1 and the helpline I am reaching out today
[26:31] to seek your support in our own technology

[27:33] we are wondering if you would be able to help us spread awareness about service
[27:38] so that no one is Left Behind such we're hoping that you will be open
[27:42] to the idea of shining a red light onto one of your local monuments buildings
[27:48] for the evening of your mother there will be an inclined event or
[27:53] Gatherings just the light as a symbol many landmarks and monuments across
[27:58] Canada will be participating and we will release a press release listing everyone
[28:03] involved including your organization Beholder as well as a further

[28:45] today to confirm the details of your participation
[28:49] I hope you and your loved one stay safe and stay healthy thank you for your time
[28:55] so usually in this case we don't necessarily pass a motion but I guess
[29:00] something more before Council whether we want to agree to that and make a
[29:04] recommendation for this to send this to the staff to see through
[29:09] forest in Nampa
[29:14] yeah yeah I don't I don't think there's any
[29:18] conflict yet on the counter for that day so
[29:24] um so we'll we'll say We'll recommend not to staff to do for us okay great
[29:31] we're looking into because they happen all the time of either buying those
[29:38] lights so that you can program them to do them or at least if you do save the
[29:43] ones above the door because um
[29:51] some groups are overlapping like one may ask for a day or a week and some are
[29:56] asking for a month so it
[30:00] seems a little funny to come up with policy on lights but we may have to kind
[30:03] of think how we're going to you know do that so that we you know support all the
[30:07] groups and so that's apparently
[30:14] what was the code again
[30:20] like
[30:56] I'll start before it reminds me that she will help find um
[31:00] problems but this one has the translation services as well so just be
[31:04] interesting to see what that means
[31:10] of Correspondence or fishing Association to be November
[31:16] 2018 thanks address to previous mayor council and staff
[31:21] on behalf of the new classroom sports fishing Association of fun to take this
[31:26] opportunity to thank you your Council and staff for your continued support and
[31:31] for allowing us to legalize your beautiful boat ramp and Facilities
[31:35] during the 2022 fishing season for the past 26 years our organization
[31:42] have thoroughly enjoyed fishing country town and Woodstock as they Upper St John
[31:46] river system continues to surprise us with the amount and size of small Road
[31:51] baskets once again thank you and we will play
[31:55] which of working with you your Council and staff again in the upcoming 2023
[32:00] Edition Merry Christmas and Happy New Year
[32:05] chairman of the association okay
[32:13] and we thank them for them
[32:16] I'd just like to encourage yourself to reach out to the resources it's a very
[32:21] important term that I've gone down a couple times
[32:26] we bring a lot of this down and energy that grows so
[32:30] [Music] um
[32:43] yep
[32:47] that's great do you know how many times were they here in 2022 I know that it
[32:51] seems like it's every language yeah
[32:56] yeah we've been busy it's really neat to um
[32:59] foggy morning and they can't go out and they're in between the two Bridges
[33:03] completely ago it's a really cool photo yeah
[33:16] that's awesome yeah okay so moving on to item number 10 new
[33:21] business so get some big ones item number ten one is the election of Deputy
[33:28] Mayor so hopefully everybody got a chance to
[33:32] read through the document that was circulated this afternoon
[33:36] apologize for the late edition but we did find a really good
[33:41] um kind of process to follow and I the third floor is going to read through
[33:48] the process for everyone just in case we had to hurry through this document today
[33:53] so I guess I'll ask you Laura to read through and
[33:59] so our current protest is a small list mayor Jones will call for nominations
[34:04] for position of Deputy Mayor counselors can then nominant a counselor for Deputy
[34:09] Mayor self-nominations are also permanent the mayor will chat with your
[34:14] nominee as to whether he or she will serve the project at the conclusion of
[34:19] the call the mayor will call again three more times for nomination
[34:24] once all nominations are received and accepted by the nominee a motion will be
[34:29] made to their own nomination seats once carried a public loan can be taken
[34:39] perhaps Council has not had more than two nominations for the position of
[34:44] Deputy year in the procedure was then simple the person receiving a majority
[34:49] of votes would be named generally makeup however should there be more than two
[34:53] nominations there will be a need for a different process which will still be
[34:59] fair clear in public
[35:05] if there are more than two nominations a majority of council is still required to
[35:11] elect the deputy mayor this means that more than one vote will be required
[35:16] to see the same majority of the rules no one will be dropped from the ballot in
[35:20] this place case unless he or she wishes to withdraw their lien the reason for
[35:25] not to open anyone is that counselors are entitled to change their mind
[35:29] and vote for someone else in the second alley if this happens those with the
[35:34] lowest votes are potentially attract Ed today
[35:39] after all normal news have spoken in the mail will call for the vote the town
[35:44] clerk will then call with each member Council to State the name of the
[35:47] candidate they choose and the votes will be tabulated the results will be read
[35:52] into the record if the majority of counseling present votes for one
[35:56] candidate that person will be
[36:00] if there is no majority you mayor will ask if anyone who is willing to withdraw
[36:04] their fantasy afterwards the list of candidates not including roasting for
[36:09] their names will be read on the second this process will continue until such
[36:15] time is n't it receives a majority of the broadcast
[36:23] Twitter is
[36:27] okay we're ready to proceed um I guess on the last four
[36:32] self-nominations first as I expect that that's that's probably likely doing a
[36:37] size glass tonight so if anybody is willing to put their name forward for
[36:45] Deputy Mayor to ask you to raise your hands
[36:49] okay so we have two we have cancer primary and we
[36:53] have councilor Rogers I will also officially ask if there are any other
[36:58] counselors that would want to nominate anyone else
[37:05] seeing no other yep seeing no other hands now we've got
[37:09] to ask officially three more times so I'll ask this will be the first uh if
[37:16] there are any other nominations
[37:21] seeing none Alaska second time if there are any other nominations
[37:27] third and final time
[37:32] okay so we have two names so we've got Council Rogers for the
[37:37] record and councilor Bradbury so
[37:42] um I would say that originally you would always chatting here so
[37:46] do we floor would you prefer for a record that we
[37:52] circulate the table and ask each chancellor who they want is that much
[37:56] for you okay so if it's okay uh Council Rogers will start on your end and you
[38:03] can yep go ahead you have a question are we doing the piece where they say a
[38:07] little thing no that's only required if there's
[38:12] there were we need a second program so
[38:17] um if everybody's okay with that that was
[38:20] that that was more very cool so councilor Rogers will start
[38:25] with you if you want to State who you're voting for about yes
[38:31] and probably
[38:34] and yeah
[38:38] counselor Martin okay
[38:44] Mr Williams I will vote for him counselor McCartney
[38:51] please
[38:54] uh uh councilor Brown both good choices but I'll vote for all four records
[39:00] um
[39:15] okay well we'll give our clerk a moment here to tell Tabby Lee but I I think we
[39:22] have a majority vote
[39:26] Rogers
[39:31] [Applause]
[39:38] and I think in I know we had some confrontation about this but where our
[39:43] term is shorter I think the consensus was we will let that
[39:49] we will assume it's for the full term I would also state that if life changes in
[39:55] circumstances and councilor Rogers feels he needs to step away from the deputy
[40:00] Liberty visited at that time so if everybody
[40:07] um
[40:12] right so that helps us with item number 10.2 which is uh signing Authority
[40:29] so for the signing Authority essentially we'll read a motion tonight and I'm
[40:34] going to make it easier on the counselors tonight uh simply because we
[40:39] we have it in the format we do the clerk it's going to help read motions but in
[40:44] the future the Motions will be part of your package and I will be asking
[40:49] councilor members to read motions because it actually helps it facilitate
[40:52] and move things forward um if somebody reads the motion then
[40:57] it's considered you know first read you've you've taken the first
[41:02] combination So speaking then we're looking only for a second after that
[41:07] um and for any that were that we could that are debatable which are many topics
[41:13] that will be passing and amending voting on in the future to
[41:20] I guess read the motion and then second the motion does not indicate which side
[41:27] to your go whether you're an A or or a yay or nay
[41:32] um so in reality it's a formality so that we can put the motion on the table
[41:38] to debate and to discuss so in order to put a motion on the table we need to
[41:43] have the motion read and secondly so anyone can second that you don't have
[41:49] to feel like if you're against emotion or you feel like you're against emotion
[41:52] that you can't second emotion and the way you do that as
[41:56] um death you may or you'll probably be called on if you more frequently than
[42:01] not to read a lot of motions anyway so regardless of where you stand on it it's
[42:07] just saying we're all in agreement that this motion should be tabled and debated
[42:12] and discussed then after debate then essentially we would take the vote then
[42:18] as long as everybody's ready um any amendments or anything like that
[42:23] we will take care of the clerk I think what I want to see happen for sure is
[42:29] that there's always the whatever we're reading is written down so that it's
[42:34] clear even for bylaws so that even if we're reading a bylaw by title that
[42:40] we're all acted in the process so that everybody's clear what it is we're
[42:44] passing emotion on um
[42:46] especially in case we need to amend something if we amend it we will clarify
[42:52] the wordings that we can remove the amend in order
[42:55] I think that's important to get in the habit of doing that it will also help
[43:00] get everybody active and if there's things in each one of your Wards so
[43:05] we'll probably be calling on the council agenda Awards in particular to read
[43:10] motions and get everybody involved so first one is for signing Authority so it
[43:18] is essentially to add mayor Trina Jones and the deputy mayor who we can we can
[43:25] amend this now to add councilor Rogers as signing Authority and at the same
[43:32] time Arthur slip Amy Anderson and Marie go tour and college Fallon lappage would
[43:39] be removed from having signing authorities so I will ask
[43:44] the clerk to read this one with the amended name please
[43:49] resolved tensors Direct
[43:56] directly authorized to give the bank instructions and perform transactions on
[44:00] behalf of attorney Jones mayor Mark Rogers Deputy
[44:06] Mayor Kristen healthy director of plant Financial
[44:13] and that two signatures required mayor or Deputy Mayor along with the CAO or
[44:20] director of financial
[44:23] foreign
[44:37] Brown has made the one and you're going to Second it answering he's quick for
[44:44] anybody new he's quick to make a second
[44:49] um okay that's great so motion carry
[44:55] oh sorry motion is not yet Carrie we need to vote first I dump the gun there
[45:01] on that one um so tonight and we may do this inhabit
[45:05] in the future especially where this is live streamed and not everybody can
[45:10] always decipher who's saying what so we're going to go with
[45:15] the show of hands for voting and I'll ask for when I say
[45:20] um for everyone in favor show a hands just leave your hand up until we call
[45:25] the offices so we can record it so I'll ask on that motion everybody in favor to
[45:33] raise your hand
[45:40] you want opposed
[45:44] motion carry I wonder how long
[45:49] before I'm sitting over there yeah exactly
[45:54] I know that before I passed my head I'll sit there and say yeah
[46:00] hello okay so that takes care of item number
[46:05] one um item number two uh I know we've
[46:10] discussed in our orientation we have a number of boards that we have a council
[46:15] representation for and I hope everybody gave some consideration
[46:19] to that I know I've heard from a few of you on some of these yeah
[46:26] oh
[46:29] apologize yes we have a little budgeting there for poor Christians
[46:35] almost forgot you so counseling twos is taken care of but we will get back to
[46:40] you 10.3 and let our director Finance Kristen give us a 2023 budget update yes
[46:48] it's kind of a status quo of that and so I've not receiving back the final size
[46:55] um budget so we did reach out to Don River Center advisor committee chair to
[47:01] ask you know what what does it mean now I'm just talking about it and he did say
[47:05] you know we could present it however there is still a possibility that it
[47:09] could be changed at the provincial level provide that we probably should just
[47:13] wait and deal with you know the final signature routine but everything is
[47:15] awesome so we're hoping I mean I think you can
[47:20] find this book like convenience an hour for you know discussions that we'll have
[47:23] it for the next the next council meeting should be able to go into as much detail
[47:27] as as you folks like with it but at this point
[47:31] um it still hasn't has
[47:36] all this ad so that they feel that it's
[47:55] we all thought s
[48:02] being told that I was having the problems you get back within you know a
[48:05] couple of games or whatever and all those kind of things days or weeks
[48:09] longer than we expected so I think it just has pushed everything back to where
[48:13] they have been destroying your apologies to get all of the all the grocery stores
[48:16] so we should hope we have something important
[48:33] I'd expect that when they release it the grades will go largely the public across
[48:40] the board anyway so general public will probably find Harry at the exact same
[48:44] time yeah
[48:47] um okay any questions for on the budget update yes in general
[48:54] um where Andrew was talking about something about the 10 square project
[49:00] for example or something like that we're committing The Province to put out this
[49:05] 50 percent and we're not setting the budget this
[49:09] year like how does stuff like that fall in
[49:12] do we just is there just like a general amount of the problems it's going to
[49:15] give us towards like improvements or something
[49:18] what do I say it's because
[49:21] yeah so we uh we've actually had to reserved
[49:26] that money because that we had hoped to do it even the year before that so we
[49:30] have our portion of that between that and then we'll learn a lot
[49:37] between Crystal and I presenting it um you're going to hear things like gas tax
[49:41] fund and then the new name for gas tax fund designated Highway there's a number
[49:46] of revenue streams including our own of course of how things get projects get
[49:53] that get funded so I think they're probably really need to be conversations
[49:56] with all of that because for today's point that it is the product you know
[50:00] kind of studied years ago about policy costs have gone up so even if you knew
[50:05] what happened included it was over for the college for the project is going to
[50:08] is not going to cover even the prevention of portion so when somebody
[50:12] come out in the actual videos
[50:18] kind of conversations
[50:25] before we learn a real life that again I know we've talked about this you
[50:30] mentioned this it's a bit of a this is an odd time of year to be talking about
[50:35] these items that would otherwise have been presented to you by year end you
[50:41] should know the answers what are come what projects are moving forward in 2023
[50:46] that we have reserves funds for so this is a an odd situation all around and I
[50:53] appreciate the question that was a great question and that is one that in reality
[50:57] should get the answer to during the whole budgeting process and so that
[51:03] at this stage we all kind of use good questions okay
[51:10] all right are you ready to read some more emotions back to or going moving on
[51:16] to 2.10.4 council committee appointments so we have a few and I will read a guess
[51:23] so this is I kind of in Hand by hand numbered with some numbers down for you
[51:29] on your documents so moving on to number two
[51:32] so we've got um
[51:38] uh we've got the following boards as we've discussed previously in
[51:42] orientation so we are required to have a board member participate on the library
[51:48] board uh we want at least one possibly two
[51:53] members on the planning advisory committee board and we would like to
[51:59] maintain that we're not absolutely required but I think we decided if
[52:03] someone is willing to right now we would still like to maintain a council member
[52:08] as part of the Bia board so again I will ask Laura to help read
[52:15] these for us I will before if we can look at the library board is there
[52:23] council member that wants to volunteer and work herself to be on that so we
[52:31] have councilor McCartney who's volunteered for the library board was
[52:35] there anyone else that was Desperately Seeking the library
[52:39] board position none
[52:42] okay I think we can consider we can fill that one
[52:47] and you can read that to approve the appointment of counseling
[52:53] department
[52:55] for a position on the lp Fisher Thompson Center Library board
[53:01] okay so we're uh Laura read that I will ask someone to make a motion for that
[53:08] okay this is Mr Williams before you raising
[53:12] your hands
[53:17] all right counselor that's gonna the second's going to go to the Candler Bell
[53:22] yet okay
[53:26] no more Gibbons now
[53:30] don't sleep anymore foreign okay excellent that was that was the
[53:35] first one was easy so the second one
[53:40] um and I guess the planning advisory maybe
[53:43] just uh re-emphasize for anybody watching and for everybody around the
[53:48] table uh we are going to post that soon to seek new members for all seats and
[53:57] any existing members will have the opportunity
[54:00] as well so that process will be happening as soon as we determine
[54:05] exactly how we're going to handle um everyone we have an application form
[54:11] we just need to figure out how we're going to communicate that to make sure
[54:15] everybody's in all words are fully aware because this would be the first and for
[54:20] everybody in the community to actually have the opportunity to sit on the Pac
[54:25] and for anybody listening or watches this later
[54:29] um or the media we are seeking individuals that are interested in being
[54:34] on that board and we are hoping we do get some names it's a great opportunity
[54:39] to participate right now there's lots of projects on the go and as a CAO
[54:47] um already expressed we've already had a
[54:50] number of calls even in the first week of January so it's a good opportunity
[54:54] for anyone and we have a question from councilman Martin mayor Jones have you
[54:59] have you heard yet that the numbers are changing or we still haven't
[55:02] or you know at this time I would um I would like I would like first like
[55:08] to see it stay in eight a members two of them being counselors
[55:13] um um that's to be determined but Aid is a
[55:16] good number I found in my experience with it one is that gets you a good
[55:20] group usually and then um also performs too
[55:26] sometimes it can be a little bit more difficult than the summer months say to
[55:30] to get a quorum for a meeting they happen on Mondays a new gun generally so
[55:36] uh but uh yeah probably I'll be responded
[55:41] to have one for each board you're not necessarily not necessarily I mean it's
[55:46] basically well um we'll be the existing members will apply and then if there's
[55:51] anybody that you folks and think of definitely let them reach out or have a
[55:57] form to get ready an application the simple one that's not like 10 questions
[56:01] to it it's basically a little bit of background information and so that we
[56:05] can um we would bring it back to those
[56:08] applications back to council and discuss other than Community the whole and then
[56:12] so Council appoints the numbers is this word starting fresh or will
[56:18] there be carryover or it depends again if we remember what we discussed
[56:23] discussed in orientation uh all of you will actually determine from everybody
[56:29] that submits the applications who will be on the PAC so you will you have
[56:35] authority to appoint you also have authority to remove so if somebody does
[56:41] get appointed and that individual just isn't working out because they can't
[56:45] commit the time or whatever you you have the authority to make that change and I
[56:50] think we would default from whoever's rep the council member that represents
[56:55] will help kind of guide and Council as to whether there's any concerns or
[57:00] issues in that manner but so I think we discussed maybe having potentially uh
[57:06] nominating committee that can at least bring to council and
[57:11] that would be of made up of council members whether it's a couple of you
[57:15] that takes the time to review all of these submissions I'd say all because
[57:21] I'm hoping we do have lots of people show interest so say there's 20
[57:25] applications you can't the nominating committee would review them all and
[57:31] potentially make the recommendation of whether it's eight or nine or ten
[57:36] members and I think we could probably get a recommendation even from Dental
[57:41] Consulting based on their experience what whether they would suggest we add
[57:46] any or keep it at eight but if especially if we only end up with one
[57:51] counselor it's probably a fair number um we can't have any more than two
[57:58] correct or we did look at that and two is the max so
[58:03] um but hopefully that goes into blinds for you guys little ask at this time if
[58:10] there's a council member that would like to be a part of BAC
[58:19] on okay councilor Rebellion
[58:23] anyone else but anybody wants to speak I would not
[58:30] be upsettered you know like no seriously
[58:37] between those and let's put it this way I think it's fair to say it's great to
[58:42] have the two names I'm not sure how we'll approach this one really tonight
[58:46] because in reality if there's lots of people that are interested and we deem
[58:52] if we stay at Aid and we think ah we only want one counselor then that group
[58:58] could always suggest that can we assume tonight that those two
[59:03] expressed interests are we okay with that and then we'll okay so yeah we're
[59:09] having a meeting on Monday
[59:12] pH of an email out late late today just with the members to update them on what
[59:18] it's going to look like we would board with it that uh
[59:21] we have heaven a month since we've had one so they just
[59:26] have to be brought up to up to speed on what that process going to look like so
[59:30] it's going to be Monday at 12 30 at the same term because
[59:35] Chi forward as um they're going on I'm just making sure that day so we're in
[59:39] Heavenly Sanford on 5 30 so probably won't they what I have to say might take
[59:44] five ten minutes and I'm sure it'll appear to see another thing
[1:00:04] and that's part of the discussion too actually with the PHD here but in
[1:00:08] regards to um
[1:00:10] doing it and sometimes they could be that you've always done them just in the
[1:00:13] room um you could do it kind of like uh
[1:00:17] virtually as well too um if you were away
[1:00:23] I didn't realize he met at dinner time yeah maybe that may be an issue for me
[1:00:28] yeah
[1:00:31] virtually might be virtually might be an option sure
[1:00:39] it could be an hour two hours it always depends on course how many items but
[1:00:42] usually we try not to put any more material on it if there's more than it
[1:00:46] is but like an hour and how often is once a month what's the
[1:00:51] third Monday of the month
[1:00:55] how many times did you meet last year
[1:01:04] they're public yes you don't have to be alone somewhere yeah
[1:01:15] I should be able to have a very interesting pepper okay
[1:01:30] as the Town Council representative or a position on a planning advisor in
[1:01:35] Community Village we want to add
[1:01:40] infography as well
[1:01:47] to approve the continuation of council Council Clary as a town of
[1:01:51] Representative for a position on a planning advisory Community College
[1:01:57] should we amend this so that it's not appointment yet
[1:02:04] well we can yeah there's no real need to do the
[1:02:09] motion if we're going to where if everybody's okay
[1:02:18] yeah yeah that's correct so that's fine Fair
[1:02:22] call deputy mayor
[1:02:28] yeah okay yeah because if you don't if they
[1:02:33] don't jack
[1:02:37] okay so Laura will get you to read that again sorry with both
[1:02:43] to improve the appointment of council evaluate and the continuation of council
[1:02:49] Bradbury and the Town Council representatives for organizations on the
[1:02:53] planning advisory and looking forward right again where the clerk has read
[1:02:59] this can ask for somebody in Revolution okay
[1:03:11] um is everybody ready for the question and we're going to do black hands again
[1:03:16] so if I show a hands everybody in favor
[1:03:25] and okay and by show our hands up with any one opposed
[1:03:30] motion carried
[1:03:34] okay next would be the business Improvement area board member
[1:03:40] so I will ask um
[1:03:44] if there's anyone that could give any consideration to be the representative
[1:03:50] okay we have counselor Williams raising her hand there did anybody else
[1:03:56] desperately want him to sit on me business
[1:04:18] area okay and again in order to work he's
[1:04:23] right back and I asked a counselor to make a motion for this
[1:04:40] okay everybody ready for the question we'll go by showing hands again
[1:04:46] that is um in favor raise their hand
[1:04:53] yeah
[1:04:57] okay you got that okay [Music]
[1:05:03] not so motion carried
[1:05:11] and then I guess we had
[1:05:16] a minute
[1:05:18] we did that at the time we had it twice so
[1:05:24] I'm moving along almost done guys
[1:05:28] okay so at this point unless we have small
[1:05:33] position we won't necessarily have to do the formal motions but as was shared in
[1:05:39] orientation we've discussed for you back for you
[1:05:45] stating some standing committees the three that I had asked everyone to get
[1:05:50] into consideration on were the finance a finance committee
[1:05:54] an asset management and building committee and third the Public Safety
[1:06:00] Committee so I will before I um
[1:06:04] I guess we can if anybody's opposed to any one of those committees or if anyone
[1:06:10] has any questions I I did send out a document hopefully everybody had a
[1:06:14] chance to review that to kind of give everyone an idea of the level of
[1:06:18] commitment and kind of the purpose of those committees
[1:06:22] um does anybody have any questions on any of those three
[1:06:30] specific knowledge
[1:06:34] would that be a conflict for me my job uh no because in reality it's uh
[1:06:41] or I guess Andrew and Laura you can chime in I I don't see it as a a
[1:06:47] conflict simply because you're you're not making motions so to speak at the
[1:06:54] committee standing committee level you're making recommendations and it's
[1:06:58] you as a group that would make the recommendations together so
[1:07:03] um I would I agree with you 100 in fact
[1:07:08] the river has fire chief that basically
[1:07:14] it's actually a benefit that's what you want right we want if you have a
[1:07:19] background in something that that's what we want at those tables so good question
[1:07:24] though anyone else have any questions on any one of those specific before I start
[1:07:31] are you looking for one or multiple on something
[1:07:35] um so right now I think tonight it would be good if we could designate a
[1:07:41] chairperson if you have a committee that you don't have a name yet we may hold
[1:07:48] that over and get some consideration I I can appoint but
[1:07:54] um it'd be great if if there are counselors that have interest in a
[1:07:58] specific committee I will say no matter what if any counselor can attend any of
[1:08:04] these committee meetings there's no restriction for counselors at all in
[1:08:09] particular they're supposed to be public medium so
[1:08:14] um yeah
[1:08:33] yeah so and I think in general where we want to move with this is the
[1:08:38] chairperson with probably uh myself and the CAO will help determine who else can
[1:08:46] from staff might be on that I know with Finance in particular we're looking to
[1:08:51] see a couple of individuals that are well qualified in the accounting World
[1:08:57] from General Public to sit on that committee meeting so we will help
[1:09:04] between the mayor and the CIO we will help every chairperson
[1:09:09] build that committee and help establish the members and I know the clerk will
[1:09:16] distribute for standing committees we'll get to the next ones the special
[1:09:22] committees next but for standing committees there will be a like
[1:09:25] procedural um document that goes with all of those
[1:09:30] and any meeting will require meeting minutes to be produced just because
[1:09:35] that's the point of the standing committee as we discussed is it's a
[1:09:40] long-term committee that we expect to be around for years
[1:09:44] really for our turn on that yeah so the chair would be responsible for uh
[1:09:52] you can designate somebody in the group to be secretary and take minutes but it
[1:09:57] would be the chair's responsibility to submit the minutes for those meetings
[1:10:01] back to Clerk and when I say minutes they really don't the minutes aren't
[1:10:06] intended to say uh councilman Rogers stated this and uh staff member Frank
[1:10:13] stated this it's simply or a summary of action items that are taken or that so
[1:10:21] we'll help give you guides and examples for what those minutes should look like
[1:10:25] it really shouldn't take an exorbitant amount of time to produce minutes
[1:10:30] it's not intended to be um a reenactment of what was all said
[1:10:36] it's just surely what what it is you're accomplishing now from a council
[1:10:41] perspective we are certainly we want to give guidance and give direction to all
[1:10:47] our committees for what it is we want them to do all committees whether
[1:10:51] they're standing or special so um
[1:10:54] I think that'll be a task for probably all of us that we can converse on that
[1:11:01] as to exactly what it is we want I know Public Safety is going to and hit the
[1:11:08] ground running because we've got a lot of moving Parts on that one we have some
[1:11:12] active Community groups um I know there's uh they call
[1:11:16] themselves the team group that's extremely active and has been working to
[1:11:23] solve some issues in their their area in particular in order for on the I guess
[1:11:28] at the Union Street King Street area um so there's already some community
[1:11:34] members that are highly engaged and I think with Public Safety we've
[1:11:39] identified in some of the conversations and meetings we've had before which
[1:11:44] helped spawn the request for the active Transportation fund project planning so
[1:11:51] to identify issues with because all counselors last time for new council
[1:11:57] members most of us were getting feedback from
[1:12:00] General Public over concerns over missing sidewalks non-visible sidewalks
[1:12:07] um stop signs that are were either they
[1:12:11] didn't feel were necessary or vice versa so there were lots of comments on
[1:12:16] traffic lights so again there's a lot of items that that group can certainly hit
[1:12:21] the green of writing with I know if we talk about public safety and potential
[1:12:27] for police and police our police force and expanding that jurisdiction that
[1:12:33] could be an item that is discussed at that with that group and recommendations
[1:12:39] made so there's lots that that's gonna uh I guess a wide range of topics that
[1:12:46] fall under there but there's a definitely need for that group to get up
[1:12:51] and going so our community members have a forum to I guess provide their
[1:12:58] feedback and concerns to us through a little bit more of a designated group
[1:13:04] instead of right now I think it goes all the way to the top most of the time so
[1:13:08] we're trying to help do our job and probably accomplish more
[1:13:14] as a council by committees so that's
[1:13:19] covers a lot of Public Safety does anybody have any questions on either the
[1:13:24] others or questions in general
[1:13:28] does anyone you want to volunteer to be a chairperson for any of these
[1:13:34] committees do you get any interest in
[1:13:38] particularly um
[1:13:41] [Laughter] um
[1:13:49] yeah okay
[1:13:56] and I will ask again if there's this is the conversations are of the assumption
[1:14:02] that there's no opposition from Council on any one of these meetings it is your
[1:14:07] ultimate choice so express interest to beyond that Community as well oh yes
[1:14:12] yeah yes so if if let's let's start with the finance committee and then we'll
[1:14:18] work our way down
[1:14:23] um is there a council member that would be willing to chair the finance
[1:14:28] committee or has an interest in the finance committee
[1:14:31] okay
[1:14:39] um I too am going to heavily participate on the finance committee
[1:14:45] now is there any other council members right
[1:14:50] now that is wants to express interest or you
[1:14:54] I'd like to be like a number of the third string quarterback yeah something
[1:14:57] really interests me and I'd love to be learn more of the financials but
[1:15:04] expertise in here
[1:15:09] nothing
[1:15:11] that's great and I know um
[1:15:15] Kristen's like an automatic she would be part of this um committee so which will
[1:15:21] be great and again will work to form the CIO
[1:15:28] as mayor I will try and be at as many committee needs as humanly possible
[1:15:34] unless there's a conflict of something I will try and attend all
[1:15:39] um CAO will try and do the same thing that you struggled get to all of them
[1:15:45] but um
[1:15:50] yeah and so that's a good start we'll rock paper scissors cancel them
[1:15:58] right to your persons that uh asset management
[1:16:03] and building committee so you would Express
[1:16:07] potential interest to chair that one yeah
[1:16:13] okay yeah all right
[1:16:19] uh Jack's in the chair counselor Bradbury will chair it I'd be interested
[1:16:26] yeah that again in that that it's going going to be a big one and for the
[1:16:32] benefit of the media everyone on the table and anyone listening this
[1:16:37] committee is extremely necessary right now
[1:16:41] um we had a brief conversation before over possible assets that we may have
[1:16:45] acquired which were none however we have a lot of assets and not necessarily a
[1:16:52] formal um
[1:16:54] Capital Asset Management plan in place which makes it difficult and has kind of
[1:17:00] exposed us I think over time as to where do our assets stand and in their
[1:17:06] lifespan and in their maintenance Cycles so I think we've already identified this
[1:17:12] room is fairly small now with a large Council and and in this building in
[1:17:19] particular the town hall which does not have a space for the mayor currently so
[1:17:25] I work out of my home office today um there are no more spaces for any
[1:17:32] additional Staffing and we already know there's probably one or two more that
[1:17:37] could be potentially acquired soon rather than later so that's an issue we
[1:17:42] know the fire hall has isn't necessarily meeting the needs of the fire department
[1:17:48] the police department I'll be polite tonight but that building
[1:17:54] has is is aging has aged there's some either not building me some additional
[1:18:02] work or it needs to disburse your new home and it's the overall end-all goals
[1:18:08] to potentially expand the police jurisdiction to cover our whole town of
[1:18:13] Woodstock that police force is going to grow so we about
[1:18:17] kind of grown a lot of our assets so this group has
[1:18:21] some great topics to start with as well as well as
[1:18:26] helping review and look at what our asset list looks like today and what
[1:18:33] that means as far as their the age of all of our assets and I know I'm sure I
[1:18:41] know we had we had put an asset list together whether we've gone as far as
[1:18:47] putting what their lifespan is or expected so that is stuff some things
[1:18:52] that we can look at and I expect that group to kind of give some
[1:18:57] recommendations to council that can make recommendations then
[1:19:00] or staff for how we want to move forward with those things so there's lots in
[1:19:07] I think that that group can hit the ground running with as well and it's the
[1:19:12] sooner the better because as we all know uh you can't build a building overnight
[1:19:18] in the day and do we need to look at temporary measures and things like that
[1:19:23] so there's lots of things to discuss for that group so again for a record for
[1:19:28] lures benefit we had Deputy Mayor and councilor Brown wanting to participate
[1:19:35] Chancellor bellier um and councilor Bradbury as the chair
[1:19:41] okay moving on to Public Safety um does anyone have an interest in
[1:19:49] cheering that was like brown I'd like to be on the
[1:19:52] community don't want to take notes I might be able
[1:19:57] to twist somebody else you might be able to twist somebody
[1:20:01] else's arm to take the notes it's an interesting one yeah
[1:20:06] it's going to be a busy one being on being on that
[1:20:11] all right okay write that down really quick
[1:20:20] so we've got
[1:20:29] uh we had Deputy Mayor agree would like to be part of that regularly
[1:20:35] I would like to have recently attended the meeting from
[1:20:38] communions
[1:20:44] yes so it's it was a good meeting yeah
[1:20:50] and I I'm actually excited to be able to go back to that group and confirm that
[1:20:56] there's going to be a formal Public Safety Committee moving forward and
[1:21:02] um again it'll be a conversation
[1:21:08] communication methods for how all community members and Community groups
[1:21:16] can um approach or receive information into
[1:21:20] that but they they've already embraced that
[1:21:24] um councilor McCartney attended that meeting and I've already received two
[1:21:29] emails but that was great and they were going to Cipher things through her so
[1:21:33] we'll just think of one step forward and and but it's great they'll they'll be I
[1:21:38] think pleased to see that there's a committee that's going to be overseeing
[1:21:43] and trust me you'll get that group will get to see
[1:21:48] some of the um I guess agendas that that group has
[1:21:52] put together and there's a lot of items that they've listed and
[1:21:58] um they can be that I'll be anxious to see what the group brings back to cancel
[1:22:03] I will definitely be participating in that group as much as I can too
[1:22:08] um I didn't see any of them that'll be a that's a big one there's a lot of uh and
[1:22:13] you know all jokes aside yeah yes and and I think that'll be you would
[1:22:20] like to be as well yeah and possibly uhp yeah
[1:22:27] yes
[1:22:32] it will be and again as part of our job to try and help
[1:22:38] build the Committees we will be trying to figure out which staff members are
[1:22:42] appropriate um and conscious that the staff members
[1:22:46] have a lot you've heard them tonight there's a lot of a lot on their plate
[1:22:52] um we're not trying to overburden them with additional meetings but this one in
[1:22:56] particular um G4 remains complete sense
[1:23:01] um and then again I think it's on a consult basis you might need to haul in
[1:23:06] boom um
[1:23:09] great under against publicity public works or under
[1:23:14] public works for meaning to discuss certain things you might have to
[1:23:19] the chairperson might have to reach out to a staff member or two but we'll help
[1:23:24] guide uh by the cao's direction use the best staff members to be part of it
[1:23:30] because we want staff to be part of our meetings we just don't necessarily think
[1:23:34] all staff members need to be at all of them it's uh conscious of their time and
[1:23:45] as well yes I think that'll be one that we can
[1:23:51] see how that gets started and see how the communication piece works and it
[1:23:57] would be I see that one as um open some open forms and some actual
[1:24:03] public that's what I was going to offer myself that if if we aren't gonna if we
[1:24:08] aren't going to invite private citizens then I would offer myself so that
[1:24:11] there's more through your presentation but if we're allowing private citizens I
[1:24:16] already know two people in my ward who'd be very interested in needing all
[1:24:19] activities I think that'll be a good good first
[1:24:24] kind of agenda item for that
[1:24:34] well or at least at least we can find the right person and the right chair to
[1:24:42] communicate with them questions because if you look at the list of the questions
[1:24:47] from the team community group it spans a wide array of people and that that we
[1:24:54] would need to approach to get some of those answers and and they're questions
[1:24:58] that of not just that area is going to have concerns with and it's questions
[1:25:04] we're going to look at the list and say oh yes there are things we've already
[1:25:07] thought about and considered and are aware or concerned so
[1:25:12] um part of it too is just figuring out who those stakeholders are that we need
[1:25:17] to consult and how do we go about that and so yeah these the groups are going
[1:25:23] to be busy they want slots to discuss
[1:25:28] um everyone on that lore at least for
[1:25:31] record to start and again we'll we'll have to get in the habit of sharing with
[1:25:36] all of council what those schedules the meetings look like anybody that's on the
[1:25:41] committee and has agreed to be part of the committee
[1:25:45] um you would try and formulate your meeting times and days around that group
[1:25:51] everybody else is secondary but any any council member that has the time as well
[1:25:56] and can attend any one of these meetings and that would encourage anyone to do
[1:26:01] that sure especially our finance committee
[1:26:06] so much fun in a certain
[1:26:11] points out what your expectations yeah
[1:26:18] okay so ready to move on to special committees
[1:26:27] don't jump under your seat definitely mayor
[1:26:34] okay so as previously shared the two special committees that I would like to
[1:26:41] see one was proven to existing and to explain to the benefit of the media the
[1:26:47] one sitting around the table and anyone watching a special committee committee
[1:26:51] exists only until they serve the purpose and then that committee ceases to exist
[1:26:57] so the orb ATV committee
[1:27:02] um this is to essentially reenact the committee that existed before I did
[1:27:09] share that I am willing to chair that unless there's somebody else that is
[1:27:13] really wanting to chair that meeting anyone is
[1:27:18] Will right it can participate on those in that meeting and I think probably CAO
[1:27:25] will decide if the group that we had before is is if that folder was
[1:27:30] necessary or whom it's necessary I mean it was regularly myself
[1:27:35] um she'll be very
[1:27:38] chief of police forward and CAO so we and we had a subcommittee of myself and
[1:27:45] Toby that did a lot of the leg work and then we only bothered the CAO and the
[1:27:51] chief police when we were ready to actually kind of put something forward
[1:27:55] and just make a final decision that was brought back to council so
[1:28:01] um I'm okay chairing that if everybody's okay with that
[1:28:05] or did somebody want with somebody like to
[1:28:11] put their name forward with them
[1:28:15] I would recommend say the same yes it's just as easy
[1:28:18] it's continuation so it's easy for us to pick up you know and we have a big task
[1:28:24] ahead of us which again is more public consultation and
[1:28:29] um so or the benefit of the media on that one it will be to review
[1:28:37] that group will see
[1:28:41] public opinion business opinion we will be seeking opinion from absolutely
[1:28:47] everyone everybody that we considered a stakeholder the first time around so
[1:28:52] we'll spend a few months so to give that group a deadline and a goal it would be
[1:28:58] um the first of April we would hope that that group
[1:29:03] um since it's me as the chair I've given myself the deadline of the first of
[1:29:08] April to have a recommendation for Council so that would be for new Council
[1:29:14] sure everybody's aware of it but the bylaw that allowed
[1:29:19] the ATV's access to designated streets so we
[1:29:26] um redacted that bylaw basically at the in November so November of 2022 so the
[1:29:35] bylaw CC students is so we will do our homework and decide whether as a group
[1:29:42] we feel we would recommend Council whether to do nothing or whether we
[1:29:49] would make amendments and or maybe not that is
[1:29:55] lots of homework for that group
[1:29:59] yeah always
[1:30:08] um and again anyone is means
[1:30:16] um the role of the final
[1:30:19] committee I guess which is our second special committee is a water billing
[1:30:24] Review Committee so for the benefit of the media again and those that are
[1:30:31] listening and those of us around the table
[1:30:34] um we know there was a proposal made by staff to cancel uh late in the very late
[1:30:42] August um 2022 to consider a water Levy Billing
[1:30:49] System versus a metered reading system that exists today so the purpose of this
[1:30:57] Committee just for summary and for the benefit of everyone is to
[1:31:01] do some additional homework consult even more staff members Public Works
[1:31:09] and just can give consideration of what other options if we don't go that route
[1:31:16] what does it then look like so it would be ideal and this one's going to be a
[1:31:22] quick moving one so I if nobody else wants to tackle this I I'm okay to chair
[1:31:29] that if somebody else doesn't want to charity doesn't have the time I
[1:31:34] definitely want some participants on it as best we can because there's a lot of
[1:31:38] work to do in short order ideally there's a recommendation by the first of
[1:31:43] March for Council for this because keep an end of February
[1:31:48] [Music] because it
[1:31:52] depending on what way we go where there's those administrative
[1:31:56] or to go with however
[1:32:00] it's important but if we are going to kind of stick with what the process is
[1:32:04] going to have just twice a year
[1:32:10] 's capsules and kind of get it before that because it's described several
[1:32:15] times almost immunity to make a decision
[1:32:25] so ideally this um committee will present as soon as humanly possible but
[1:32:31] obviously for the convenience of the staff depending on if it goes one way or
[1:32:37] another that no later than the end of February
[1:32:42] um we would want that committee to present
[1:32:46] options for Council to consider and just add any additional information that will
[1:32:53] help inform your decision because the decision is ultimately but up to you as
[1:32:59] a council however having to stay with that we already know based on the
[1:33:05] feedback even though it wasn't sought formally we did get a lot of feedback
[1:33:09] from community members so we know it's a sensitive issue we know there's a
[1:33:14] significant cost increase in that original proposal so
[1:33:19] there's some there's lots of homework to do I don't know how everybody feels
[1:33:23] about this one as far as participation and as far as sharing it again if nobody
[1:33:31] um wants to chair this one simply because it's going to go like lightning
[1:33:35] quick I I will volunteer to do that and if some of the others want to at least
[1:33:42] participate to be able to help generate ideas some of the rest of us can go
[1:33:48] running and do the research and I should take on some of that and we can buy and
[1:33:53] Conquer to try and get the best proposal we can back to Allen Council if anybody
[1:34:00] so counselor Williams canceled Martin have agreed to be part of that
[1:34:07] yeah and again we'll share meeting dates times
[1:34:12] um different with special committees
[1:34:15] there's no necessary uh procedural
[1:34:22] documents simply because there isn't meeting minutes required is this is your
[1:34:27] objective and this is your date and unless you can't commit to that we will
[1:34:31] expect that that's what we received from you and and we don't necessarily need
[1:34:36] anything in between but I will say we'll make sure that there's lots of
[1:34:41] opportunity for U.S Council to submit thoughts concerns ideas of your own you
[1:34:47] can at least anyone's welcome to do that again this
[1:34:51] one's going to be fast and furious but it's an important one
[1:34:55] right CAO that one's up and for staff it's a big one because
[1:35:02] depending on what way this goes it could mean a lot less working them or
[1:35:07] a total change so it's uh it's a big one
[1:35:13] you said not probably but but as we discuss there's going to be a
[1:35:18] change even if even if we stay as is the process has a change it is not an
[1:35:24] efficient process so even if nothing changes other than our internal process
[1:35:30] then you know it's so good but even that we're definitely not saying in any very
[1:35:35] satisfying location so status quo is not going to be one of the
[1:35:41] options perspective um okay so are we good with that
[1:35:48] so all right so that puts us to the end so we the guests we already have
[1:35:57] made of our next feeding set for January 24th
[1:36:01] and
[1:36:07] okay so we're missing one quick little bullet point but
[1:36:13] um two we'll adjourn this meeting now so I take uh unless I hear any opposition
[1:36:19] we'll
[1:36:25] amend ment move to a journal yeah
[1:36:32] yeah and we are going to
[1:36:37] um go into Committee of the whole to discuss funding matter
[1:36:44] are you looking for remote well yeah you've got a motion by cancer
