[1:49] building inspection uh uh and as well uh
[1:54] it is is going to be a part of this
[1:57] particular project as the as the project
[1:58] manager for the renovations uh project
[2:00] so
[2:01] for the last year since we got the
[2:04] funding announcement in March we've been
[2:08] working away
[2:09] at finalizing
[2:12] um the actual renovation project the
[2:16] technical drawings for tender we brought
[2:19] on um we had to the phase one for the
[2:23] project
[2:23] had been handled by a different
[2:27] architectural firm and the Ken trevalian
[2:30] had done that particular work he retired
[2:33] but he was graciously provided us with
[2:35] access to some of the work that had been
[2:38] done by the committee at the time that
[2:40] they did phase one so they did some
[2:41] architectural work and floor plan
[2:44] drawings
[2:45] for for that particular project
[2:49] um his his uh drafts person Mr Dave
[2:51] Slade had all of our technical drawings
[2:54] electronically and uh so what we did is
[2:57] we brought on
[2:59] um Mr Christopher taworski and Sandy
[3:03] Smith from tourski Architects
[3:05] um that helped us to get sort of the
[3:08] pilot the package together
[3:11] um we also reached back out to the
[3:14] Consulting engineering firms that that
[3:16] were involved in phase one so uh birth a
[3:19] lot
[3:20] um Electrical uh so they were the ones
[3:22] that did the Electrical uh engineering
[3:24] drawings for the previous uh uh project
[3:28] along with um
[3:31] OTS mechanical uh and uh and and they
[3:35] were the ones that did plumbing and and
[3:37] uh and mechanical drawings we also went
[3:40] out to
[3:41] um Norris fire limited uh and they did
[3:44] the sprinkler system
[3:47] um uh we also dealt with uh
[3:51] whether we had to change our structural
[3:53] engineer so Mr Sangster was our with our
[3:55] new uh structural engineer
[3:58] um we've also gone out with uh which is
[4:00] not a part of this particular report and
[4:01] went out and had a conversation uh and engaged the services of cambium
[4:06] who's done the uh they've done the
[4:08] tender package for the septic system
[4:12] um and so all of that had to be brought
[4:13] together sort of give you an idea when
[4:15] we went out to Tender there was about 35
[4:18] drawings to this project
[4:21] um spec drawings that had to be
[4:22] completed and reviewed by our technical
[4:25] committee our technical committee is
[4:27] comprised so Mike is here Dennis is on
[4:30] the screen we had Council
[4:33] Representatives that had been appointed
[4:36] as with
[4:38] councilor Powers uh previous counselor
[4:41] Howie the mayor attended a couple of our meetings
[4:46] um and so a previous interim CBO Ken
[4:51] Curry was involved and as well
[4:54] Chuck Parsons who's our fire chief and
[4:58] the previous fire chief Ted Bryant and
[5:00] then as well Heather Scott who was our
[5:03] Deputy CEO clerk so we had a we had a
[5:05] core group that was been looking at this
[5:06] for over a year
[5:08] so as the report said we we finally went
[5:12] we got to a point where we were able to
[5:13] issue a tender we did that on the 25th
[5:16] of November we did an invited tender to
[5:20] four pre-selected firms
[5:23] um and uh and this was led by
[5:26] principally the the tender process was
[5:28] led by Swarovski Architects
[5:32] as a result of that the tenders closed
[5:34] on Friday at 2 p.m we had all five all
[5:38] four companies provide us with this
[5:42] um you'll see that the bids the spread
[5:43] between the bids is pretty close
[5:46] um the low the low bid so the difference
[5:49] between the first bid uh or the low bid
[5:52] and the third low bid was 165 000 the
[5:57] difference between the second low bid
[5:59] and the third low bid was about fifteen
[6:01] thousand so we we think we got it right
[6:04] as far as where we think the pricing
[6:07] should be
[6:09] um and uh all four firms attended the uh
[6:12] the opening of the tenders on Friday
[6:15] despite the weather that we had
[6:18] um they appeared in person
[6:20] the bids were
[6:23] opened
[6:24] by uh by myself in cooperation with Mike
[6:28] Nelson and with fire chief Parsons the
[6:31] three of us were in there to to go
[6:34] through the bid opening process at about
[6:36] five after two and the summary of the
[6:39] bids are here
[6:41] and uh because it mentions in the report
[6:45] um so our previous when we when we
[6:47] applied for the money back in 2019 we
[6:50] estimated that project Works were going
[6:52] to be just under 2.2 million
[6:55] um we got approval in 2021 uh for that
[6:58] amount we asked for some additional
[7:00] money at that time and where we were not
[7:03] granted any additional money so we said
[7:05] well we should take what we can take and
[7:08] move forward
[7:10] um so the uh so to in that particular
[7:14] juncture the the split was
[7:16] 73.3 from The Province so this is solely
[7:19] funded by The Province not the province
[7:21] and the feds and 26.7 to the township so
[7:25] as we move forward
[7:26] um we're recommending the low bid at the
[7:30] 2.818 million
[7:32] um and that is that is net of GS of HST
[7:36] we'll get the majority of the HST back
[7:38] when we do our claim
[7:40] um and um and so what we um as I said
[7:46] we're
[7:47] it's a little more uh than what we had
[7:50] anticipated we anticipated maybe that
[7:52] the the bids were going to be
[7:55] um higher than this but beyond the three
[7:57] million dollar threshold was sort of our
[7:59] conversation
[8:01] um but uh we have a we have a
[8:03] recommendation before Council so the
[8:05] last thing I'll say is
[8:07] um we're looking to to I'll say two two
[8:10] last thing
[8:11] we're bringing this together quickly we
[8:14] want to look at on April the first start
[8:16] date and and so we can be finished by
[8:18] the first of September to give you an
[8:20] idea the second thing is is that some of
[8:23] the equipment that we have to acquire
[8:26] um that's a part of the project have
[8:28] significant lead times so I'll give you two examples the other one
[8:33] example is uh in this particular project
[8:36] there's a water cistern that that feeds
[8:39] the sprinkler system for the um for this
[8:41] particular project
[8:43] the pump for the fire pump in this
[8:46] particular case that's been specked has
[8:49] a 39 week
[8:52] um period or order period so they're
[8:54] going to have to go out with councils so
[8:56] chooses this morning to approve this
[8:59] particular project we're gonna have to
[9:00] order it to get the pump in so we can
[9:03] get it in there before September the 1st
[9:05] just to give you an idea of some of the
[9:06] challenges we also have rooftop a
[9:09] rooftop units for heating cooling and
[9:10] ventilation that we have to do and that
[9:12] is a significant mean time as well so
[9:14] we're trying to get there and that's why
[9:17] we're here before Council this morning
[9:21] and uh and if Council has any uh any
[9:24] questions I'd certainly or myself or
[9:27] Dennis or Mike who are on here
[9:29] um Sarah or Heather can answer any of
[9:32] the questions that that Council might
[9:34] have with this recommendation Mr Mayor
[9:37] thank you Greg and before I even open up

[9:41] members are going to be wondering about
[9:42] the the various financing options
[9:44] perhaps you could discuss uh what that
[9:48] would be yeah so so if Council thank you
[9:50] Mr America that um the council uh will

[9:56] you were part of that particular
[9:58] discussion related to our fire hall
[10:00] um so what happens in here is that we
[10:02] really accept the bid
[10:04] um we did this with the fire hall we
[10:06] went to
[10:07] um infrastructure Ontario and we got and
[10:11] we went and received and we're
[10:12] recommending in this case we would do it
[10:14] we received a construction loan to build
[10:18] the fire hall the council remembered
[10:20] that conversation
[10:22] um and so we we utilized that financing
[10:25] for cash flow to build the facility
[10:27] which is which is the
[10:29] built in its entirety so then once once
[10:34] all of the
[10:35] um the construction costs are known
[10:38] we we throughout the course of the
[10:41] construction can apply to the province
[10:46] uh and submit
[10:48] um for payment and the payment is based
[10:51] on
[10:52] um
[10:53] on actual invoices that you would have
[10:56] incurred during during the cost of
[10:58] building so we can work on that for cash
[11:00] flow
[11:02] um typically we wait until the end and
[11:04] see what the remainder is that is left
[11:06] and then we would come back and that
[11:09] would probably be sometime early in 2024
[11:12] that we would give Council some options
[11:15] that says okay here's the remainder
[11:17] that's left for the project here's some
[11:20] options that we would do in order to to
[11:23] uh to finance this so is it going to be
[11:25] a transfer from Reserve is it going to
[11:27] be
[11:28] um uh us going back to investment
[11:31] Ontario for a debenture is it going to
[11:33] be a combination of both and um if you
[11:35] recall with the with the fire station
[11:37] our original intent was to use the
[11:40] proceeds of a sale of the building from
[11:42] the fire hall uh and then we were also
[11:45] going to look at
[11:47] transfer from reserve and some debenture
[11:49] we got fortunate because the province
[11:52] provided to the township of the vote 575
[11:56] thousand dollars in covid startup money
[11:59] and uh so we we didn't have to do a
[12:03] debenture for the fire hall because of
[12:06] uh when after it was completed we had
[12:09] different sources of revenue so we're
[12:11] going to fall we were recommend meaning
[12:13] that we would follow the same approach
[12:14] and that we would get the apply and come
[12:17] back in January for Council approval to
[12:19] apply for the construction loan and then
[12:22] we would move forward construct the
[12:24] building and then the treasurer would
[12:26] bring forward a recommendation
[12:29] at the conclusion of the project about
[12:31] how to finance those particular amounts
[12:34] that are remaining
[12:35] left from senior government money and
[12:40] any other you know contributions such as
[12:42] fundraising Mr Mayor

[13:32] monies back how close what are we

[13:41] Merit so through the mayor where we're
[13:44] at at the present time is the amount
[13:47] that you see there the 2.818 yes it
[13:50] includes a hundred thousand dollar
[13:52] contingency allowance and it includes a
[13:55] twenty thousand dollar cash allowance
[13:57] for us to do some testing
[14:00] um you know for granular concrete
[14:02] testing so the um so we're carrying that
[14:05] money for unforeseen circumstances
[14:08] so if you if you uh right now at the net
[14:11] piece we're about uh three hundred
[14:14] thousand dollars over on this particular
[14:17] uh
[14:18] um which is about 10 percent of where we
[14:21] thought we might be 10 or 11
[14:24] um and then the only thing that's
[14:25] outstanding is we would have to look at
[14:27] going out and tendering for the septic
[14:29] system which is about another hundred
[14:30] thousand dollars and then any site works
[14:32] that we do outside of the building so
[14:34] we'd be looking at a
[14:37] guesstimate here before HST at the end
[14:41] of the day probably in that three
[14:43] million dollar
[14:44] um
[14:45] range for us to do what we need to do
[14:47] but we can spread some of this over
[14:50] multiple fiscal years as well so if
[14:53] we're going to we want to look at the
[14:55] site Works to maybe be doing by being
[14:58] done primarily by our own forces and
[15:00] stuff like that that we can sort of go
[15:01] forward and do that so that should give
[15:03] you a bit of a sense
[15:05] so at the end of the day the next the
[15:08] net number is is about 2.7 million uh on
[15:13] a 2.5 million dollar project
[15:16] um I I wouldn't be
[15:19] I think I would be naive to appear here
[15:22] before Council and say that we don't
[15:23] think that there's going to be any
[15:25] requirement to use that hundred thousand
[15:27] dollars worth of contingency but again
[15:28] we're going to be prudent about how we
[15:30] utilize that particular money
[15:33] um and uh
[15:35] as the mayor said I think the the
[15:38] um the bids are pretty competitive the
[15:40] other the other note that I would put in
[15:41] there is that we spec some pretty
[15:44] um everything is in that spec so to give
[15:46] you an idea some of the stuff that's
[15:48] really expensive is that athletic
[15:50] flooring that's going to be in the
[15:52] dressing rooms and everything we expect
[15:53] that Specialty Flooring to go in there
[15:56] and it's it is quite expensive so
[15:58] um if everything is in there
[16:01] um and uh we hope that we've
[16:05] um
[16:05] you know we hope that we haven't missed
[16:07] anything uh but we're relatively
[16:09] confident because of the detailed work
[16:11] that the technical committee we took our
[16:13] time to make sure that we tried to to
[16:15] focus on the details of the project and
[16:17] uh but there may be some unexpected
[16:20] things that that do arise and we'd bring
[16:22] that back to council if I may follow up
[16:24] with one further question mayor Taylor
[16:28] um if uh you could just roughly I know
[16:31] we thought we were in 23 if you could
[16:35] just figure that percentage which we're
[16:37] looking at for the increase and sorry
[16:39] Dennis uh I'm going to ask this question
[16:43] with you here uh uh the cost for our
[16:47] project manager is that inclusive of
[16:50] that Greg or we're looking at the
[16:53] additional uh septic system on top of
[16:56] this at 100 and then our is Dennis's fee
[17:00] included in that as well I'm just trying
[17:02] to get an overall
[17:04] Mr Mayor that's a great that's an
[17:06] excellent question so Dennis we pay
[17:07] Dennis an hourly fee right so it's not a bulk fee
[17:12] um and so Dennis's time is he builds it
[17:15] out on an hourly basis every month
[17:17] and some of that is split between the
[17:19] project and the building department
[17:20] right so because he's doing some other
[17:22] work for the building department so I
[17:23] think we're being pretty Frugal I don't
[17:25] have a I I don't have a grand total about what the project
[17:33] manager speed is going to be
[17:35] um but this is what we did in with the
[17:37] fire hall and Dennis was comfortable in
[17:39] just building for his time that he had
[17:40] and we have an hourly rate that we pay
[17:42] Dennis uh for that particular work I
[17:46] just asked and that that's great and
[17:48] thank you for that because I know that
[17:50] sometimes the project Management's based
[17:52] on the uh the amount of the project so
[17:55] I'm sure it's more frequent This Way
[17:57] Dennis can you uh just share with her I
[18:00] will phone and maybe speak to you Greg
[18:02] I'd like to just know what the fire hall
[18:05] uh fees in convert just so I uh I have
[18:09] an idea of where no that's that's a fair

[19:04] recommended uh bidder or compliant with
[19:07] the requirements of the Tinder in its

[19:11] expecting that because they're presented
[19:13] to us that they were compliant and then
[19:15] the second part is from a timeline's
[19:18] perspective has the perspective number
[19:21] one uh bitter identified the timelines
[19:25] that would be they would be looking to
[19:28] achieve the identified project and would
[19:30] they be starting as soon as the ice is
[19:32] out and when would they hope to be
[19:33] complete
[19:35] uh certainly let me uh thank you thank
[19:37] you councilor Powers through the Merit
[19:39] of council Powers the um
[19:42] the
[19:44] in the contract documents uh that each
[19:48] of the bidders received
[19:49] we had a phasing plan that was put
[19:53] forward uh for all of the uh the bidders
[19:57] to
[19:59] comply with
[20:00] in the bidding form
[20:02] there is what there are uh there were
[20:05] parts to the bid
[20:07] where if there was any alternatives that
[20:11] were being proposed around timing or if
[20:14] they thought that there was going to be
[20:16] issues related to
[20:18] um
[20:20] procurement or those sort of types of
[20:22] things they were asked to identify those
[20:24] in their bid
[20:26] so in this in the in the bids we had in
[20:30] that phasing plan we had looked at
[20:33] starting construction on the first of
[20:36] April of 2023 so after the ice is out
[20:41] um and then we would have a completion
[20:43] date by the first of September of 2023.
[20:47] so by us coming here to council to award
[20:51] um the pricing for the project
[20:54] um because it's so crazy out there these
[20:57] days and we wanted to be out here early
[20:59] is that they've held the pro the pricing
[21:03] for 30 days
[21:05] uh in order for us to make an award
[21:08] decision so typically it's 60 or 90 days
[21:11] so they've there they've held these
[21:13] prices for 30 days and the price will be
[21:16] held once the contract is
[21:18] um if the contract is approved that
[21:21] price is um is is held by the contractor
[21:25] um so we should be each of those
[21:28] particular bidders had to comply with
[21:30] those particular requirements
[21:33] um and and that's why we did the invited
[21:36] tender a bit so that they would uh they
[21:39] would make a commitment to get the
[21:41] project done in the in the time frame
[21:44] um you know we have some plans if we if
[21:46] we happen to go beyond the first of
[21:49] September
[21:50] um for temporary uh dressing rooms and
[21:53] that sort of type of thing but that's
[21:54] the time frame that they have bid on uh
[21:57] and that's the um that's what they have
[22:01] all the bidders have complied with
[22:05] um in in their bid process uh for this
[22:08] project

[22:17] having this project kick off and and

[23:11] few of these projects with Dennis before
[23:14] um because some of the things that we
[23:15] would you run into in a project let's
[23:17] say that we expect a particular model
[23:21] um and of a piece of equipment and let's
[23:25] say it's not available
[23:27] the contractor will come back to us and
[23:29] have a conversation with Dennis and with
[23:32] the Consulting engineering firm that's
[23:34] applicable to it and that's so let's say
[23:36] that we have
[23:38] um we have we have uh expect a specific
[23:41] type of let's say a rooftop unit
[23:44] and it comes back that they can't get
[23:46] that in the time frame so they're
[23:47] recommending a different type of unit
[23:49] and then our question will for us will
[23:52] be okay is it equivalent and B is there
[23:56] a price savings right so we we will we
[23:59] will naturally have that conversation as
[24:01] the project goes through
[24:04] um and that's what I said we've bid some
[24:06] pretty some some
[24:08] um
[24:08] quality building products for this
[24:11] particular project
[24:12] and aren't you know and that can be
[24:13] anything from glazing to Windows to
[24:16] lighting fixtures and all that stuff so
[24:18] where there is an opportunity for us to
[24:21] take it take
[24:24] um savings for the project we will I
[24:26] think that's a fair comment I think
[24:27] Dennis right they're about how we sort
[24:29] of approach these things
[24:31] um yes and we did that at the fire hall
[24:33] too yes
[24:34] and so the the um so I I guess we're
[24:39] pretty Frugal about how we sort of look
[24:41] at these types of things and uh and and
[24:44] my expectation that we're going to
[24:46] continue to have that same eye for
[24:48] detail
[24:52] okay any other well just the last
[24:55] question around the time frame oh I'm
[24:58] sorry the time frame um I believe that there is a requirement in
[25:06] that so what will happen is if should
[25:09] Council approve this particular bid we
[25:13] will go and enter into
[25:15] um a Canadian construction a CCDC
[25:18] contract with the bidder and there will
[25:21] be requirements based on the contract
[25:24] for their delivery date and and and
[25:28] penalties beyond the agreed to delivery
[25:32] date
[25:36] okay any any other questions uh Sarah do
[25:42] you know right off hand how much that we
[25:45] are still Township is still carrying
[25:47] with regards to phase the phase one
[25:50] Community Center renovation project yes
[25:53] so at the end of 2022
[25:56] uh we're still carrying
[25:59] 1.67 million of debt so the the loan
[26:03] only started in 2018 and then it matures
[26:08] in 2038.

[26:17] when we're all done this we could

[26:53] out for that and the hundred thousand
[26:55] dollar contingency Greg is that what it
[26:57] is
[26:58] it'll likely be spent uh this is a
[27:02] pretty big project this is bigger than
[27:03] the fire hall when you when you

[27:34] able to pay that parking lot and that's
[27:35] not part of this project either so if um
[27:38] you know if when we're all done we see
[27:40] how much money we've spent we want to
[27:41] cite just exactly how much debt we want
[27:44] to take on uh over and above what we
[27:46] have now and staff can give us some
[27:48] financing options that'll be the
[27:50] decision we'll make sometime in 2023 I
[27:53] guess

[30:30] the arena when infrastructure Ontario
[30:33] issues debentures you have to go the
[30:36] full term on the debenture
[30:39] so you can't pay it off early so if you
[30:42] choose a 20-year term you have to go the
[30:45] full 20 years so I know that our payment
[30:47] our annual payment on that on that 1.1
[30:51] million that that's fair for the arena
[30:54] um is about just under 43 000 a year
[30:58] and so when we look at financing options
[31:01] going forward
[31:03] um the financing options and we did I've
[31:05] done this in a couple of other projects
[31:07] is that if that's why putting
[31:10] contributions to life cycle is so
[31:12] important we put in place
[31:15] um you know our Recreation life cycle
[31:18] money
[31:19] that in order for it to us not to hit uh
[31:22] the current tax rate by us being able to
[31:25] utilize some of that uh life cycle
[31:28] annual contribution that goes to
[31:32] um to Recreation
[31:33] may be a source of funding that would
[31:36] help us pay the annual debenture cost so
[31:39] that there's no tax rate increase that's
[31:43] um that is borne by the uh by the public
[31:47] for the project so just just and that's
[31:49] what we've done in other locations where
[31:51] I've been involved with these types of
[31:52] projects and so let's say the debenture
[31:56] cost was you know a hundred thousand
[31:58] dollars a year but you're paying on your
[32:00] debenture if your life cycle money that
[32:03] you put aside is there and it's more
[32:04] than a hundred thousand you can draw
[32:06] upon that life cycle money in order to
[32:08] pay for
[32:10] um the cost of that infrastructure
