just would like to have the stop signs
put back in town instead of yield signs

and South will column North and South

um had yields so I know that there was
some adjustments there but it's so I'd
[3:05]
have to look back at it exactly now
they're all now it's the East and West
[3:09]
are all yields when they used to be all
stops so there's a standard that Kyle
[3:14]
applied because there wasn't much the
same
[3:19]
you know they're really you know there's
a stop signs in some places and yields
[3:22]
than the other
so you know we we had went through at
[3:26]
the time to kind of take a look at that
and like I said at some of the crossing
[3:29]
streets of stop signs and yields yield
signs that the other more through
[3:32]
streets but it's certainly something we
could look at adjusting if it needs to
[3:36]
go back I think there were certain parts
of it where it was a through Street most
[3:41]
of the way but then there was a stop and
it just didn't totally make sense from
[3:44]
that standpoint but I I'd have to look
back at some of the notes too on each
[3:49]
intersection so can you do that and get
back then is there a reason why you feel
[3:54]
the yield needs to go away to a stop it
just because you're used to a stop well
[3:59]
I've seen a lot of people just blow past
yeah they even come to any type of stop
[4:04]
and there are children riding bikes and
not on the sidewalk or on the street and
[4:10]
there's you know special needs kids in
that area and it just is a huge concern
[4:15]

the yield and stops you know it's all

part of the project plans

I guess in the beginning there's some
plans on what where they're stopped and

where there's not but you know so the
council approved that

you know indirectly I guess with proving
the plans but

um it's not a big deal to change it if
the council wants to go back in certain
[5:48]
areas or in all areas what was there
before I mean I guess I don't like when
[5:53]
those fine detail things go through on a
big
[5:57]
construction plan because I'm sorry I
guess I'll speak for myself but I don't
[6:04]
look through those big construction
plans in that grade of detail to know so
[6:09]
there's a yield or a stop I guess I
think those kinds of changes need to go
[6:15]
through I was thinking it was the
Planning and Zoning because that's where
[6:17]
it used to go because I know when they
wanted some other signs put up for
[6:24]
I don't know if it was the place to slow
down with with you know children at play
[6:29]
or something that used to go through
Planning and Zoning if that's not what
[6:33]
it does anymore that's fine but then I
would want it brought to the council in
[6:37]
more detail if it's not going to go to
the Planning and Zoning you know moving
[6:41]
forward

if it doesn't go back to the way it used
to be or they're changing it and I
[6:48]
remember years ago there was a bad
accident on one of those intersections
[6:52]
in the area that you're talking about
and
[6:56]
the neighborhood was insistent on
getting a stop sign versus a yield

they just felt that it was
well I can tell you I live on one of the
[7:05]
corners
of Emory and six that went from a stop
[7:09]
to a guild
I I like the stop sign especially with
[7:14]
the liquor store at the End of the
Street people you know it used to be
[7:18]
food and fuel but people come driving
down that street quite rapidly they did
[7:24]
do a four-way stop there at one time
that's not necessary they ended up
[7:29]
removing the the stop signs off of 6th
Street
[7:33]
it's just a few at least get one
direction to stop it helps the accidents
[7:39]
because at least one direction is
slowing down is this something that we
[7:43]
should involve the police commission or
the police department on picking or help
[7:48]
choosing or
yeah

uh regulating this

well you think it would be uniform if
they had this the numbered streets all
[8:00]
through streets and the other the cross
ones like they used to be have stop
[8:05]
signs on yeah but Morgan's not that way

wrap them up and bring them outside and

teenage girls I'm sure aren't going to
want to do that in front of their

friends or other people at the park so
if we could just get a garbage can in

the bathroom in for the girls I would I
think that would be a good idea

uh 10 total rfps for the community

center design

it was Jan George

Jeff and I that went through
the numerous
[14:33]
streams of paper of information
um we did narrow it down
[14:39]

the first one
the highest points was bollock

they're the top three and I can go over

kind of mentioned that we could maybe

the city had set apart but then we'd
also heard from the southwest initiative

foundation and they had items that

what all the donations actually are
um and then as far as expenses there
[18:14]
have been approximately eleven thousand
dollars in expenses so far

and I don't remember exactly what they

Talent another part I want to say I was
like for an architect or engineer some
[18:33]
sort of planning piece
um but yeah approximately eleven

so that's all through Southwest the
foundation isn't it

um I think there was some other

pledges I don't know if someone from the

different organization or if it came

directly to us but so they don't show a
balance until the money's in there so if
[19:18]
so like one of them was a five-year
pledge

where
you're only going to get year one this
[19:23]
year and then it's gonna be five years
before that whole pledge
[19:27]
comes back and I don't know all the
details on every one of them I exam
[19:32]
coming into this late so there was
another one that was similar to that I
[19:36]
want to say it was
Sanford Health
[19:39]
that it was fifty thousand dollars like
ten thousand each year for five years
[19:43]
was that right to like three years over
three years or something

well and we had Lewis Drug
okay I mean that all being said yeah uh

we have a grant to help fund what we're
trying to figure out yeah yeah

so there's a fifty thousand dollar grant
for the design portion of this

get between six and ten percent or
twelve percent of the total cost so that

puts you over the 50 000 but I think

trying to get across was they was trying
to figure out what this thing is going
[21:17]
to cost so they knew where to go
fundraising or not go
[21:21]
and until we get some idea what it's
going to cost nobody knows where this
[21:26]
everybody's in limbo
so the first two components of this RFP
[21:33]
I think will be well under the 50 000.
and will that get us what the
[21:37]
approximate cost is if I I understood
that Jeff crabby can help me or shame if
[21:42]
I understood it right that would get us
kind of a fairly close
[21:47]
engineered guesstimate what it's going
to cost am I right on that yes

haven't met to look through this weave

but if they're not doing the building
[22:59]
there's really no dollar to base their
phase three off which would be the
[23:03]
actual construction supervision portion
you'd almost have to if you wanted to

nail it down you'd have to have your
bids come in and then you'd know but
[23:13]
they can give you I know they've done
this in engineering projects for streets
[23:17]
and stuff they can give you an
approximation yeah of what they think
[23:21]
the cost will be based on materials Etc
yeah I believe the RFP also stated that
[23:28]
it's contingent on funding the project
too so if you get these
[23:34]
you know if you get you know only to the
the or through the design portion and
[23:40]
cost estimation portion then
you really you know say we can't come up
[23:44]
with you know
800 000 or 1.8 million or whatever it
[23:49]
comes out at you know what
you know at that point you could say oh
[23:54]
we can't do this or we need to go raise
more money or whatever it may be from
[23:59]
that point but
um we don't really really know what the
[24:02]
cost is going to be until you do those
first couple phases meet with the work
[24:07]
group
come up with an actual
[24:11]
design of what they want what they're
going to do based on what they're doing
[24:15]
in the building the programming part of
it
[24:17]
and from there you know they can
determine what what kind of kitchen it
[24:21]
needs and
um because just the kitchen alone is
[24:24]
gonna vary by a couple hundred thousand
I mean it's

well phase one was Community involvement
where they would work directly with the
[24:33]
work group and uh console reps and and
that sort of thing to
[24:39]
get a sense of what are they designing
for what activities Etc

for the the top three candidates and for

the price the most of the pre-designed
phases the community involvement in some

asked for a concrete definition this

seems where Tyler you kind of got the
feeling that maybe not everybody had all
[27:07]

and I really hope that
[27:11]
within a week we can get that all pulled
together is that reasonable
[27:15]

hand there has been a pledge from Lewis
[28:26]
family drug for twenty five thousand
dollars over five years five thousand
[28:29]
dollars of that has been received
um so so I think what we're looking for
[28:36]
and what I'm hearing is is we need to
get everybody involved including Val for
[28:40]
sure and and and get some information
with the the treasurer which would be
[28:44]
Tony Peterson of the Tracy Erie
foundation and then with Tyler with the
[28:49]
three of them get a list of exactly what
we have because we hear all the time you
[28:53]
know this is what we've got we've got a
700 3 000 we've got 720 000 we don't
[28:57]
exactly know what that is or where it's
at but I in my opinion it needs to be
[29:01]
just divided into what we have in the
southwest initiative foundation account
[29:05]
what we have in the Tracy account and
what we have in pledges and then we can
[29:10]
then we can go on from there so that's
kind of what this this is telling me
[29:15]
that was the vacation Jan that you're
that I I told him that you told me was
[29:19]
on vacation but then he got back to me
right away so I'm confused then where
[29:23]
does this dollar amount that go with on
this thermometer where's that dollar

Grant and what we can do with it whether

where we're at financially a little

ordered to move forward to get the the

rfps
the reason we did it is because we said
[30:51]
we need to know how much the final thing
is going to be and now you guys that saw
[30:57]
the rfps you're saying it's going to be
the full cost of these rfps

portion yeah to get the guesstimate down

includes electrical I mean everything

average about 15 000 for that portion

that on average for the preliminary
stage one and two yeah

somewhere less than that that's where
these get really kind of confusing is
[31:42]
because some of them will put it into a
phase one some of them put more into a
[31:45]
phase two and then in the end they
usually give a percentage each one of
[31:48]
these gives a percentage of what the in
the project kind of the project that we
[31:52]
gave them because they needed a number
also and we use that 825 to 875. that's
[31:57]
the number we use we didn't say that
this was going to be the project number
[32:00]
we told them this is the this is what we
you can use as your percentages because
[32:04]
if one uses seven and a half percent of
875 the next one's eight point two five
[32:09]
percent obviously that one's going to be
higher so that's the way this isn't an
[32:12]
exact science of looking through these
rfps because each one of the 10 have
[32:16]
different ideas of what they're going to
do
[32:19]
okay but you guys did the leg work of at
least narrowing it down or raiding them
[32:24]
where we could at least say okay we want
to look at the top three or whatever I
[32:30]
guess I'm feeling
okay kind of like my hands are either
[32:35]
tight or they're just floundering
because I I don't feel comfortable
[32:39]
making a motion on anything that I don't
know what the dollars are Jerry that's a
[32:43]
good observation and I think we too uh
well a thick stack of papers we went

through we tried to be as objective as
possible in ranking everybody and

sometimes it was very hard to compare
apples to oranges
[32:59]

so some of it was based on say anywhere
[33:02]
from six to 12 percent of the
final cost of the project well gee whiz
[33:09]
we don't even know how much that's going
to be so that's why it was very
[33:12]
difficult to get a good handle on what
and that's why we wanted to know what do
[33:19]
we think we really have nailed down for
contributions
[33:22]
and I'm going to throw in one other
thing and maybe as relevant or not my
[33:26]
brother is a my brother-in-law is a
project manager for an architectural
[33:30]
firm in South Dakota
and he said right now and I'm sure that
[33:35]
includes cost of land acquisition which
we already have
[33:39]
but he said you we're telling our
potential clients to figure on average
[33:45]
500 a square foot you take 2 800 square
feet times 500 and I unless my math was
[33:52]
wrong it came out over a million dollars
and that's that's probably including
[33:59]
cost of the land which is given right so
we could take that out of the picture
[34:05]
but that's when I started to worry so
where are we at with fundraising versus
[34:11]
the reality and do we spend
85 000 on
[34:20]
getting
this phase one two and three done and
[34:25]
then maybe we can't come up I don't know
which comes first the chicken or the egg
[34:31]
type thing it's kind of like how are we
going to figure this out and not waste
[34:36]
people's money because this is a lot of
money just to do the preliminaries and
[34:40]
the design
[34:43]
so I guess the Dilemma we're in right
now
[34:46]
to I guess get this going in the right
direction
[34:53]
so everyone's all right with the three
going to a committee for interviews that
[34:59]
go into a committee I think

the same people that look through all
the and adding someone from the work

group

it's the non-countable part of the work
group yeah the trouble we're going to

hit though hope we're still going to be
in the same

the interview
or what their guess is straight out like

what's what's this going to cost what's
this going to cost and what's this going
[35:33]
to cost and then
we can bring that back to the council so
[35:38]
if the council's all right with going
with a
[35:42]
what a four or five person committee
to interview these these three prospects
[35:48]
then we can go
from there as far as costs and
[35:53]
your ultimately gonna have to sign a
contract and that'll detail the exact
[35:58]
cost at that moment so you really have a
hotel that time before you're obligated
[36:02]
and committed to paying that amount
it's just a process to get that amount
[36:06]
and in that process will everyone's
numbers be the same to that point you
[36:11]
don't know that but you always can
decline to sign that contract because
[36:16]
you haven't committed yourself it's not
like a low-cost bidding this is
[36:20]
Professional Services you don't have to
go with the lowest bid so if it gets to
[36:24]
a point where
you don't have the funds you can just
[36:26]
say we're not going to sign the contract
as a point here we go you're just
[36:30]
wasting your time at that point but
you're not committing resources
[36:34]
financially so
so is everybody in agreeance with the
[36:40]
taking the top three here and I'm okay
with that Pam but I would hope that in
[36:47]
this process we could get some more
information on what the square foot cost
[36:55]
is for some commercial projects that are
going on now or that have just been bid
[37:02]
for next year because this whole thing
everything comes down to affordability
[37:08]
and then we've got to get more detailed
information on the money we have in hand
[37:15]
what's in pledges and so forth so we
know exactly where we're at and whether
[37:20]
this is feasible it's nice to see that a
piece of the information before we meet
[37:25]
with anybody
so in our minds as
[37:32]
companies what they
are thinking the costs are per square
[37:35]
foot I can ask them I don't know
if they'll give us a straight answer
[37:39]
because they don't know what they're
building and that's the problem you can
[37:43]
get the Cadillac or you can get the
strip down version the work truck
[37:47]
I mean it's you can build a building
with you know a million options with
[37:53]
automatic lighting and all this stuff
and then you can get the one where you
[37:56]
have to flip a switch
we're not going Cadillac I'll tell you
[38:00]
that well that's right but you know if
you ask these people for their current
[38:04]
projects for foot price
you don't know what that owner of that
[38:10]
construction projects including in their
project so it's
[38:14]
it's not really black and white and
that's that's a problem that's why
[38:18]
we kind of need to go through this
process it's not going to cost us
[38:21]
anything to have them come here and
interview them nope or could we even do
[38:26]
a zoom you could if it would be more
convenient you know what though well I
[38:32]
think that they should come here because
they should be bringing some plans and
[38:35]
like showing you and having some my
details of like what they're offering us
[38:39]
for this money I think what sets that is
to get an approximation of per square
[38:45]
foot on projects that are already
current for them to get somewhat of a
[38:50]
handle but you can't do that he just
told you that'd be like you can if you
[38:54]
go through the Cadillac process or the
the more moderate version but you can
[38:59]
have them you know if they're willing to
show pictures or whatever then you can
[39:03]
kind of see what they're doing
[39:06]
we're not looking at a Cadillac and I
don't think they're going to tell us the
[39:10]
price of the Cadillac because it's going
to throw them out to the bid
[39:14]
I mean if they're gonna give us a quote
of 800 per square foot because they're
[39:19]
going to give us the price of a Cadillac
whether they're not going to get the bed
[39:23]
or the approval of the rfps so I don't
think a business is going to be that
[39:28]
stupid to give us a outrageously High
cost at this point in time when you're
[39:35]
setting this up Shane then I'd like to
defer my position on this committee to
[39:40]

government has decided that we no longer

qualify to have two Humvee Motor
Vehicles even though that one was
[1:07:02]
um
don't uh granted to us as a parts
[1:07:05]
vehicle and so they want the parts
vehicle back the problem is is we have
[1:07:11]
to ship it to their base in Nebraska
so and we can take whatever parts
[1:07:20]
yes but it has to be complete as in
um frame certain things to make it a
[1:07:29]
complete vehicle have to be there so
like we can take the ignition switches
[1:07:33]
off and which this thing's already been
parted out to the point where the only
[1:07:37]
thing left on it is tires basically or
engine parts
[1:07:41]
um so it's it's
clumbersome to move it's been sitting
[1:07:47]
out in the weeds over the line ponds for
multiple years
[1:07:53]
was there a penalty if we don't deliver
it if we say it's not drivable it's not
[1:08:00]
it's cost prohibited for us to have to
deliver it back so this came up over a
[1:08:09]
year ago and I've been stalling
and contacting like Amy Klobuchar and
[1:08:14]
House Representatives to say this is a
burden on our city budget this is
[1:08:20]
this vehicle has absolutely no purpose
to the federal government
[1:08:25]
and they all answered you right quick
they did we'll look into it and get back
[1:08:30]
to you I'm still waiting so
um it's it's been a long process but I
[1:08:35]
think we've got to narrowed down to
where we're going to share shipping with
[1:08:38]
Nobles County here in the next couple
weeks to help lessen the cost because
[1:08:42]
they have one they have to return
there were three other vehicles that
[1:08:49]
were from like Douglas County and
um there are two other counties up north
[1:08:55]
and I was going to be the fourth to get
on the truck but there wasn't room that
[1:09:00]
would have split the cost four ways
instead of two what's the reasoning that
[1:09:04]
I want these things back
I have no idea
[1:09:09]
they're going to turn them into scrap I
know I mean they're just going to grind
[1:09:12]
them into pieces so
um
[1:09:15]
it's been a pain to deal with so
but that's coming up and it will be an
[1:09:21]
expense to us I'm hoping it's going to
be less than a thousand dollars so

are left on there off of it

um find out anything about the vehicles

that are parked on Forester East and the
other one because now I hear there's

Forth Street East is

turned into a very busy
road because of Center Street not being
[1:11:43]
accessible and traffic not being able to
cross Center Street and everybody from
[1:11:48]
west of Center Street having to go up to
Highway 14 to use only for Street East
[1:11:53]
instead of using using Union Street and
State Street so you have three times the
[1:11:57]
traffic on 4th Street East currently
happening

um
I discussed your concerns with people
[1:12:06]
talking about parking on both sides of
the street with a few
[1:12:10]
residents there and they said that it's
they're purposely legally parking their
[1:12:15]
stuff in front of their house to slow
traffic down because people are flying
[1:12:20]
up and down Forester East and it's
happening a lot and then I talked to
[1:12:25]
some residents some Forest Street East
that were complaining about the traffic
[1:12:29]
also and we're happy their neighbors
were parking things so that people had
[1:12:34]
to slow down and then I talked to a
couple others that said they they just
[1:12:39]
really wish the road construction
project would hurry up and get completed
[1:12:43]
so the traffic would diminish so I get
that but that's kind of a hazard the
[1:12:49]
people have to slow down no oh it gets
too narrow and I asked
[1:12:55]
get myself in trouble here but there's a
pontoon and then there's a big work
[1:12:59]
truck
and now there's a camper behind that and
[1:13:02]
there's just room for one vehicle to go
through kids on bikes and trikes
[1:13:07]
scooting back and forth in and out
and I get it if they had the whole at
[1:13:13]
least
a little more of the street would be
[1:13:16]
less dangerous or chance to see kids
coming out
[1:13:20]
and and to me
many years ago you did an ordinance that
[1:13:25]
you can't do that
so we're just allowing people to do it
[1:13:29]
because they think that's we're going to
slow traffic down by doing it well
[1:13:32]
that's that's it you guys this job to
slow traffic down and I know you're busy
[1:13:36]
I'm not trying to give you more to do
don't misunderstand me but it's not a
[1:13:41]
Citizens job to park something there to
slow somebody down
[1:13:45]
I get that our ordinance does say that
they can only park on the street in one
[1:13:50]
spot for 24 hours
but they are legally parked in front of
[1:13:54]
their houses
[1:13:57]
there is no it isn't like Third Street
or one side of the street has no parking
[1:14:04]
that street is designed for parking on
both sides of the street and they are
[1:14:07]
legally parked

in their vehicles closed a little I'm
not talking Vehicles well they're it's

the campers the pontoons anything is
supposed to only be there for 24 hours
[1:14:18]
right trailers anything
right am I checking every 24 hours to

well I know you drive by quite yeah I

so we do Patrol trying to keep traffic
down yes are you checking or your other

hard to tell on a tricycle going down
the middle of the street because you

it's legal form to do it but I think I
see that as probably the biggest safety

challenge because you can't see
with those larger

things versus a car I agree with the
safety issue I mean to me that's very
[1:16:33]
important if a young child who is trying
to navigate that street ends up getting
[1:16:38]
hit because people can't see them well
enough I

well I think the public in general it's
not just 4th Street East but
[1:16:56]
um should just keep in mind
slow down I mean uh Third Street I see

some people moving awfully fast on that
and we do have little kids going to the

register National register of historic
places building I received word this

morning that our city hall and Armory
buildings are officially on the register

so yeah so that opens up some um
some avenues for us to

seek some funding I did submit the
pre-application for the Historical
[1:18:17]
Society Grant on Friday and that will be
for the conditions assessment that we I
[1:18:23]
believe we suggest we
selected isg to do that project so
[1:18:30]
um
I'll just be waiting on feedback on that
[1:18:33]
and then I'll have to update it and say
that we're officially on the list and
[1:18:37]
not just eligible so
um yeah some kind of uh plaque or
[1:18:42]
something I don't know I don't know and

Financial update I won't go through the

um just wanted to mention uh that you
[1:19:36]
guys the city council has six thousand
dollars for donations budgeted and so
[1:19:42]
far none of that's been used
um there's 165 dollars there in services
[1:19:46]
and charges but that was for travel
expenses
[1:19:50]
and also
um it was high in the area of buildings
[1:19:58]
and plant
um like small items and that was because
[1:20:02]
of the downtown internet and that was
fully Grant funded by the Eda Grant so
[1:20:08]
almost have to do a budget amendment
there to adjust for that seventeen
[1:20:12]
thousand dollars
so yeah I just wanted to keep it brief
[1:20:17]
but if anyone has any questions about
any of the items

but the 6000 was the what we approved
[1:20:25]
earlier tonight right for the wheels the

a couple things that were at the top of
my report just wanted to to bring it to
[1:23:21]
the attention of the council um did
anybody have any questions on the email
[1:23:25]
that
that Shane sent out dealing with the
[1:23:29]
Orchard Lanes taxes or the lack of paid
taxes over the past four years we
[1:23:34]
approved that earlier didn't we to pay
the back taxes plus this just did we
[1:23:40]
didn't know if there was any if there
was any questions that went along with
[1:23:43]
it I mean it was based on about Revenue
brought in
[1:23:46]
and so I'm it's it's being taken care of
I don't know honestly don't know where
[1:23:50]
the oversight came from I I couldn't
tell you it doesn't really matter where
[1:23:54]
the oversight came from the money was
going to be paid for out of the uh
[1:23:57]
out of the housing fund which would be
the correct place that that would come
[1:24:00]
out of
there's no questions with that
[1:24:04]
um the industrial park potential project
that we have with isg right now
[1:24:09]
um so we were budgeted this year for uh
um just a little less than twenty
[1:24:14]
thousand dollars for the project that
could be going on with the industrial
[1:24:19]
park which would be to the
which would be to the north of the ball
[1:24:23]
fields the softball fields or of the the
um the Minnesota state whatever the the
[1:24:30]
the crews that come out of there
um so ISD has been working on something
[1:24:34]
with us they are doing up to five phases
I believe is what it is and for that the
[1:24:39]
cost and I just wanted to talk a little
bit about I know you know about that but
[1:24:43]
I just want to talk a little bit about
where that money or what the potential
[1:24:46]
project consists of so I found out
um a couple days ago or late last week
[1:24:53]
that we are allotted for that arpa money
of uh it's it's two hundred thousand
[1:24:57]
dollars right at two hundred thousand
dollars the arbor money was is the money
[1:25:01]
that the county is holding from us it's
Federal money that came into the uh um
[1:25:06]
the county and then they disperse it
there you know based on basically on on
[1:25:09]
population so our allotment was two
hundred thousand dollars
[1:25:14]
um the reason I wanted to bring that up
because and there's nothing that needs
[1:25:17]
to be decided on tonight but uh with
that 200 000 I found out through the
[1:25:22]
city or the County Commissioners that
that money can be used for what what it
[1:25:27]
can be used for I just got a uh just a a
just an email from from Rick Anderson
[1:25:33]
and it's it's for infrastructure it
can't be for buildings it can't be for
[1:25:37]
anything new it's got to be
infrastructure sewer water
[1:25:40]
um streets that type of thing so
essentially we have 200 000 out there
[1:25:45]
that needs to be used by the end of
2025. so we got two and a half years to
[1:25:50]
use this money
um
[1:25:52]
where this is going is is you had all
receive the same email from the
[1:25:56]
individual that was uh talking about the
museum and the and I think a lot of you
[1:26:02]
know the concerns of the museum that is
in the county obviously and in the city
[1:26:07]
limits some of it
um that they don't really have running
[1:26:11]
water out there they've got a cistern
they carry water from one place to the
[1:26:15]
other
they have a septic system because you
[1:26:18]
know and we can't afford to do any kind
of of uh um I think the estimate is just
[1:26:24]
a guesstimate what it was is to put
sewer out there a sewer line to be a
[1:26:28]
quarter of a million dollars you know
obviously we don't have that but for
[1:26:32]
twenty thousand dollars and that is just
uh just a guesstimate so far also with a
[1:26:36]
couple of bids that we got from a
um a plumbing firm and then also a
[1:26:41]
underground digging firm that for right
around twenty thousand dollars we could
[1:26:45]
put water out there I found out that
this arpa money can be used for that
[1:26:51]
um I was also told that they would do
anything they could since it is in the
[1:26:56]
county the the museum that uh depending
on what we gave out of that fund to put
[1:27:01]
water out there
um that they possibly would put some
[1:27:05]
money into it also I've also been in
contact with the the uh Museum itself
[1:27:11]
and they possibly would be able to put
some money into the into the projects it
[1:27:15]
is theirs but as you have you as you've
seen out there they've got a lot of
[1:27:19]
projects that are already going on out
there they put a lot of money a lot of
[1:27:21]
time a lot of effort out there
um we don't need to I I'm not ready for
[1:27:27]
it yet tonight but it's something that I
want you to at least think about because
[1:27:30]
when I do come back whether it's in
three weeks or five weeks to to talk
[1:27:33]
about that I'd like you know decision
it's it's the city council's money
[1:27:37]
there's two hundred thousand dollars
it's yours you can do what you want with
[1:27:42]
it you know Shane and I have had
discussion Eric and I had discussions on
[1:27:45]
it but
um and again this is this is me throwing
[1:27:48]
my opinion in there again but uh
putting twenty thousand dollars to to
[1:27:53]
updating the museum that brings so much
to the community for twenty thousand for
[1:27:58]
ten percent of that money
in my opinion it would be a good place
[1:28:02]
especially if we can get some money out
of the museum itself and out of the
[1:28:06]
county
would we need to do the 20 000 then we
[1:28:10]
we don't know what we don't know what
the exact costs are going to be we got
[1:28:13]
some we would have to be Jerry we'd have
to be a little bit flexible in the
[1:28:18]
number because uh the just for instance
it was ten thousand six hundred dollars
[1:28:22]
to um for the drilling the underground
drilling from the Dairy Queen site
[1:28:26]
wasn't it wasn't that chain

um to the where they would need it out
there that's if they don't run into any
[1:28:33]
problems
um the plumbing was anywhere from six to
[1:28:37]
eight thousand dollars you know so there
are some some variables that we won't we
[1:28:41]
wouldn't know until we got into the
into the project itself
[1:28:46]
so it's it's it's something that uh I
wanted to put onto your plate so you can
[1:28:50]
at least think about it you come back
and say absolutely not I didn't promise
[1:28:54]
anybody anything I just did the
groundwork with the county and with the
[1:28:58]
museum to just to discuss it because you
all were a part of that that email that
[1:29:04]
came out from a representative from the
from the museum
[1:29:09]

I just don't want because we've already
[1:29:18]
said that that arpa money was going to
go for
[1:29:21]
the industrial park out there yep I
don't want us also start dipping in
[1:29:26]
where it comes that we don't have enough

project itself out there is is could
[1:29:36]
it's you know the five phases that are
right now and it's down the road
[1:29:41]
um but remember we're also going to be
applying for a uh
[1:29:45]
um it's it's a it's a deed grant that
for industrial parks so they put in you
[1:29:50]
know in case somebody comes in for
manufacturing or for uh storage or
[1:29:55]
something like that there are some
matching deed grants which we can use
[1:29:59]
federal money for the state that that
saved money and none of that money could
[1:30:05]
be used to fix the bathrooms up in this
building here at all no that's that's it
[1:30:09]
that would be a part of the building
itself it doesn't anything for building
[1:30:12]
this is all basically I'll say it's
Underground
[1:30:15]
program
very very limited some of that go there
[1:30:19]
very limited I'll fix the bathroom
but we'd really like to do that you know
[1:30:23]
we the the city's been talking about
this well before any of you were on the
[1:30:27]
console obviously way before me 40 years
ago when they plotted that out out there
[1:30:31]
probably in the I'm going to say the 80s
maybe they plotted that land out of
[1:30:35]
there put it into two and one and two
acre lots out there we would do what we
[1:30:40]
could out there but we'd also want to
get the money the matching 180 000 or
[1:30:46]
200 000 is not going to make that much
of a difference Jerry it's it's we would
[1:30:49]
have to have some money coming in from
someplace else to do any kind of no I
[1:30:53]
understand that but it's like anything
when you start taking a little for this
[1:30:58]
because it's just a little then well
we'll just take a little for this and
[1:31:03]
I'll sign that you add up all those
Littles absolutely yeah well Jerry I

share your concerns and I'm a big
supporter of
[1:31:11]
infrastructure for that industrial park
because that is so important to our
[1:31:17]
hopes of expanding our tax base and
creating more jobs but I do feel really

strongly about the about the wheels
Museum I mean just think about you don't

have running water I know we've got
people hauling water to water plants or
[1:31:37]
just clean things and it's just
the water and I don't know if twenty
[1:31:43]
thousand dollars is the right number but
something something for the wheels to
[1:31:49]
help them get water see what it comes to

out of the right now and we'll get that
other thousand dollars but we had we

were up to just shy of ten thousand
dollars in in sponsorships and we only
[1:32:30]
have one of those left it's just like
last year it's taken some time to people
[1:32:34]
are busy in the summertime so
