[0:23] and Recreation. So we've done about half of our event. So last week we had a copy

[0:30] in the park, Out in Harmony had some good conversation there.

[0:33] We had a great time at the family day out last Saturday, or not this Saturday, the one

[0:42] before that.

[0:42] That's what that picture is right there.

[0:45] And so there was a really good turnout there, didn't realize you could get snow cones in

[0:49] like a Caprice Unpouch now, so that was a really big hit.

[0:54] But what we have coming up is this week, we have our dive-in movie at the community

[0:58] pool on Friday.

[0:59] So the gates will open at 730.

[1:02] There'll be open swim for about an hour or so until it's dark enough for us to start the movie, which will be Luca.

[1:09] This is a free event for anyone in the community.

[1:13] So we're looking forward to that.

[1:15] And then on Saturday morning, we have backyard painting.

[1:19] This is going to take place at Chofi Club Park, kind of in that pavilion area right when you enter the park.

[1:26] Just some fun kind of outdoorsy type crafts for the kiddos.

[1:31] Last year we had some birdhouses and rocks to paint, so things similar to that as well.

[1:37] And then we'll finish out Parks and Rock Month with Treats and Tales next Wednesday out at the dog park.

[1:44] So it will be treats for humans and dogs.

[1:50] Yeah, that one I feel like is one of our least original ones because there's a lot of other

[1:55] communities that do the dive-in movie but I was giving props for the treats and tails and

[2:00] backer painting. I think Daniel came up with all that. So he's the one who designs this nice

[2:05] flyer for us every year. So we're having fun for sure.

[2:11] Then just wanted to give you a quick

[2:13] week, recap of July 4th. It was a long but very fun day. Honestly, it was hot, but it

[2:21] was really great weather for all of our events. If you remember last year, there was a nice

[2:25] downpour of rain at about 4.30, so we were thankful we didn't have that this year.

[2:30] So the Patriot 5K and Fun Run, we moved that location to the pool this year. We have

[2:36] still struggled with Byron Elson being closed and finding how to best do that 5K.

[2:41] And so some of the feedback last year when we did it at Beck was just trying to get out

[2:46] once he finished the race.

[2:47] So by moving it to the pool, that helped us with traffic flow tremendously.

[2:51] So if you were a fast runner, you could get your medal and your snacks and leave.

[2:56] So yeah, it was good.

[2:58] We had about 563 participants register for the 5K.

[3:03] Then moving on to the parade of Patriots.

[3:06] We had 42 entries, but that doesn't necessarily mean 42 cars.

[3:09] that's probably, I mean, one entry could have three or four or five, you know,

[3:13] jeeps or Broncos or something like that. So we're on par with about what we do

[3:19] every other year. So that was a great time. And then we moved into our

[3:23] celebration. The kind of new element that we had this year was a Ninja

[3:28] obstacle course. Oh, sorry. No, I was just, as far as the parade, there

[3:35] There always seems to be a problem with a length of time between one part and the other

[3:40] part.

[3:41] And I was on the Parkview side.

[3:44] So we had no idea what was going on.

[3:49] And so people got, I mean literally, they were like, is that it?

[3:59] And then I realized talking to a guy yesterday and he goes, well, there was a float that

[4:14] So that's something that kind of lesson learned on that.

[4:21] And so we'll probably just hold it a little bit tighter

[4:23] to that in the future because it did cause some issues.

[5:10] We usually average around the 50 mark, so somewhere in that 45 to 50, so we were pretty

[5:15] on par with what we've done in the past.

[5:23] Just back to the celebration, kind of our new element was that Ninja course, so we had fun

[5:29] kind of testing that out and had a few thousand people enjoying the fireworks and

[5:34] went off off a little bit closer to the time frame they were supposed to this

[5:38] year so yeah it was a good time. Are there any other questions or feedback

[5:43] related to July 4th or anything? I saw the city manager shooting t-shirts and

[5:48] then fall and trip. Yeah. So there are not going to be any workers comp claims from the manager.

[5:52] Oh my gosh, on this street. Wait, the city manager, he's the one that fell? Yeah.

[5:56] Oh, really? He's not giving up that T-shirt gun, so you'll have to take whatever injury comes.

[6:10] So he, off the council float, they shot a bunch of them, and then he had some at the celebration as well that he was shooting off.

[6:17] It was actually our Texas Town of Patriotism shirts, so we officially have a logo of the Texas Town of Patriotism,

[6:25] And so, we had some shirts that were, you know, but yeah, so this year he actually, yeah,

[6:32] we had to get some backup cannons because last year he ran out and didn't have enough juice

[6:36] to shoot all the t-shirts, so.

[6:39] How come that float was so far in the back?

[6:42] Normally the city council float is like in the, it wasn't, it was towards the front.

[6:48] Not the one I saw, it was in the back, it was in the second tier of people that

[6:53] came through.

[6:54] So we have like a group of dignitaries that go first and then council follows behind them.

[7:00] So there's usually the fire truck, the police truck, some of our dignitaries, some veteran

[7:05] groups and then council follows behind them.

[7:08] It was in the back, if you would check, because I was surprised how far back it was.

[7:17] I just wanted to highlight the Tritons.

[7:21] They on July 11th and 12th attended the regional swim meet.

[7:26] So we had 114 athletes compete at regionals, which is one of the largest teams to participate.

[7:33] So we definitely have a really big showing of athletes in the TAP program.

[7:40] So that was over two different days.

[7:42] And then we are sending 65 athletes to the state competition,

[7:48] which will happen July 30th through August 2nd.

[7:51] So in order to get to the state competition,

[7:53] you have to be fast enough and qualify at regionals.

[7:56] And so we had 65 athletes who qualified,

[8:01] and multiple of them qualified in multiple events.

[8:04] So we are very proud of them.

[8:07] And that includes both youth and masters level summers.

[8:09] So it's cool to see some of them are families going down where it's a mom and a dad and

[8:15] Both their kids all qualifying for the state meet and so they'll get to go down

[8:19] To college station and compete and hopefully make some memories and have a good time

[8:28] So this is to you. I guess sorry. Oh, yes. Okay. All right on to

[8:35] Department updates number two recap of the recreation facility public hearing and town council discussion

[8:42] at the July 13th Council meeting.

[8:45] Yes, so you all have already heard a lot about this,

[8:49] and this presentation was very similar to what you guys experienced with the joint meeting with Council.

[8:55] So that was what was presented last Monday and a public hearing a chance for people to come up

[9:00] and voice either positive feedback or concerns regarding the rec facility.

[9:06] There was only two people that came up and provided public comment, and it was all positive.

[9:10] And so there was a little bit of discussion, but just to kind of run through what Council

[9:16] saw last week as a reminder, this all kind of stemmed from the strategic plan which helped

[9:21] guide our parks and rec master plan to establish a space for all ages and abilities for educational

[9:28] and recreational recreation activities.

[9:33] We are still supporting the master plan through this process.

[9:36] That was something that was very heavily highlighted once that was published as

[9:43] that the need for this space for all ages and so we're really looking to expand

[9:50] our recreational opportunities to add more community programming to just

[9:56] overall increase the quality of life for participants. So this is a similar

[10:02] side to what you saw with council as well. Just as a reminder, why this facility is so

[10:09] great is that it helps solve our need with camp, right? We have a facility that right

[10:15] now at the annex building doesn't easily fit the number that we need for summer camp, doesn't

[10:21] have enough restroom facilities, isn't really conducive to super hot days like this week

[10:26] for being outside and so this facility would provide an indoor gymnasium. It has two classes

[10:34] that are off of the gymnasium to provide additional space, has plenty of restrooms. There's a restroom

[10:41] in each of the classrooms as well as in the indoor gym. There are multiple furnishings

[10:49] and equipment already there so we bought the building as is. So Daniel and I were

[10:53] talking about, we're a little excited, a little nervous to get into the building and kind of

[10:57] just see all that's in there and pull it all out and see what's salvageable. But having been a

[11:03] previous daycare center, we think that there's a good amount of stuff that will help save us

[11:07] some money that we can still use. We love, love, love the location. It's about as central as

[11:12] you can get in Shopee Club. And so some people, and I didn't even really notice this until

[11:18] we start talking about it, that when you think about hot works and kind of those buildings

[11:23] you forget that there's all this space behind it where this building is. And so it's a pretty

[11:27] kind of expansive space back there. So this would give us up to 8,600 square feet of

[11:33] usable space, which is more than what we have now. So not only does this help solve

[11:39] our problem with camp, but it provides a space for us to do year round programming

[11:43] for all ages, which is just not really what we've been able to do right now.

[11:49] Madison, what's the game plan for the other facility?

[11:53] So essentially, we'd break the lease, and then I believe it's the mud will be working

[11:59] with the active adult group to still provide a space for that to be used in that way.

[12:05] It turned out to be a win-win, because what we do is a lot quieter, and the space

[12:11] is perfect for us. We're going to knock down a few walls, but other than that.

[12:16] So I guess I'm confused. Why couldn't we work with the mud?

[12:22] It's not that we couldn't work. It was that it was the space even to renovate it for the

[12:28] money that we were going to put in probably still wouldn't meet what we're getting with

[12:31] this building for the same amount of money, if that makes sense. So it wasn't that

[12:35] we couldn't necessarily. It was that even if you expanded it, the amount of parking

[12:39] that we have at this new facility and like getting buses in an hour and having the playground

[12:44] that's already built on the outside of this facility that we'll still be able to use.

[12:49] We're just getting more bang for the buck basically.

[12:52] So the Act of Adult Facilities completely off the seas books, that's their own deal.

[12:57] That we're going to be working and partnering with the MUD, yes, and off of ARC, yes.

[13:05] and we will still be providing active adult programming and so something that

[13:13] we've talked about is that we will have a gym space right so something that we've

[13:26] office yeah exactly Tai Chi or yoga or chair yoga or whatever so it's not

[13:32] that we are not going to be doing active adult programming. We will just be doing some

[13:37] different programming than what that group is looking to do over there.

[13:40] So you're not, the city is not subsidizing them at all?

[13:43] Not at the same time.

[13:44] And hasn't to date.

[13:48] Now that no budget at all, in the two years we've been open.

[13:53] We have purchased supplies over time and things of that nature, but Carol's right,

[14:55] No, there is not a kitchen and we won't be adding that there is a

[15:00] In this little room right here there's a sink and space for a mini-fridge, but that's kind

[15:07] of the extent of what we'll have there.

[15:13] So this is just a concept rendering, but all of

[15:18] this is pretty accurate, minus these tables in the middle of what this classroom looks

[15:22] like. So again, we're just excited about the potential to continue expanding programming

[15:28] for all ages, all groups, all different activities.

[15:32] And then the ability to increase revenue, right?

[15:34] So these are rentable spaces.

[15:36] I had somebody reach out today looking for a space

[15:38] for their mother's 90th birthday party, right?

[15:42] And we don't really have a space to provide somebody

[15:44] to do that right now.

[15:46] And so when we have availability,

[15:47] we'll be able to do things like that.

[15:51] So just to kind of recap on meeting community demand

[15:54] and the camp right now,

[15:57] we can only max out at 60 children in the mud and X building related to our

[16:04] students of care and the number of bathrooms we have. This facility would

[16:09] allow us to definitely increase that closer to 100 if we wanted to. If we

[16:14] might not start there, we might incrementally go up a little bit, but

[16:18] we're able to further meet the demand of the community. Our camp sells out

[16:22] quickly. There's always a demand for more spots, so we're excited to be

[16:26] able to provide more space for that.

[16:29] So once you close escrow, do you have a time frame?

[16:34] Yeah, we'll talk about it in just a minute.

[16:38] And this is just to give you some numbers,

[16:40] comparison-wise, of different camps in the area.

[16:43] I will say places like Great Vine,

[16:46] they have multiple different camps, right?

[16:48] They can have 30 to 45 or more or can't do it all

[16:53] or something like that.

[16:53] they have multiple camps going on at the same time so they're being able to

[16:58] host even more kids than what is listed here. So financial strategies, so the

[17:04] town has about 2.2 to purchase a building, make renovations for this

[17:11] project. So our purchase price was 1.8 estimated closing costs are

[17:17] 25,000. And then we've set aside about 275 for property improvements. So the good thing

[17:26] about this building is that it is already wired with an alarm system. It had a camera

[17:30] system, so it's just upgrading it to our needs and our equipment. Looking to replace

[17:38] the flooring in there. The carpet's pretty bad. Want something that's a little bit

[17:42] more kid-friendly, easier to pick up the spills, things like that.

[17:47] And then just general equipment.

[17:50] We'd also love to get a partition in the gym so that we can have two usable spaces at

[17:55] once.

[17:56] You could have a soccer practice on one side and a basketball skills practice on another

[18:00] side, things like that.

[18:03] So when we're talking about operational costs, over here this is kind of what we've

[18:08] estimated for both a full-time and then four to five part-time staff, as well as

[18:14] utilities, supplies, equipment, and then the maintenance fee for the group of

[18:21] buildings over here. So and then what we're hoping to bring in is about 37.5

[18:27] for operating revenue. So we feel like there's a lot of potential for rental

[18:35] revenue for program revenue. So we're excited about being able to offset that a little bit.

[18:47] So just updates. This is a little bit different I think than the last time we all talked together,

[18:51] but on the due diligence items, the inspection did come back and there is one HVAC unit that is

[18:58] not operational. So we will have a company come out and repair that. So we've been factoring

[19:05] that into our repair cost. The foundation inspection came back and was in good condition.

[19:12] We are in the middle of a leak inspection, so there's one spot pretty much right where

[19:17] this HVAC unit is for one of those front rooms where it looks like there's a dried water

[19:21] spot in the ceiling. And so it doesn't look like it's an active leak, so we're kind

[19:26] of betting it's related to the HVAC when it went out. So we're still waiting on

[19:30] the results of that. And then the appraisal did come back, and it was finalized at $1,815,000,

[19:40] so we were pleased with that. And then our survey update is still in progress.

[20:33] events going on in there, and we were like, we'll just wait till those are done so that

[20:39] So August 31st is the anticipated closed day at this point in time.

[20:43] So the city owned the building, but who's managing the parking lot?

[20:47] Is that like an HOA type of business arrangement?

[21:36] As far as opening the facility for use, we're anticipating about six months of project time and kind of innovations.

[21:49] So, you know, late January, early February, we might do a little bit of a soft opening

[21:53] in the sense of accepting some rentals and opening the space for that.

[21:56] But our true kickoff that we would be aiming for is in March with a spring break camp,

[22:02] which would be the first time we've done a spring break camp.

[22:05] And then we would do a ribbon cutting at that time.

[22:08] And that would be a time to really make sure we had programs lined up for the spring.

[22:12] And so once that spring break camp hit, we would kind of be full fledged, ready

[22:16] to go with programs already lined out for the spring and then into the summer.

[22:20] And Chase has mentioned this before, but like we've done for the summer, we'll have a program

[22:24] guide where people can get all that information ahead of time, see what classes will be available.

[22:30] The thing with recreation program, especially since we haven't had a rec facility before,

[22:35] it's going to take a little bit of time to kind of figure out what people want to

[22:38] see in there, right?

[22:38] So there will be lots that we will offer.

[22:42] There might be some classes that get canceled due to low enrollment, and that's kind

[22:45] of our cue back of hey that's not the class that we need to offer here so it'll be a little

[22:50] bit of trial and error for a little bit until we kind of figure out what people really want

[22:55] Is there is Brandon set cost recovery goal for you guys?

[22:59] So not as like for the building as a whole but we will follow what we adopted in the

[23:04] master plan.

[23:16] Parks Board, one of the best things that you guys can do is help us share the information

[23:21] about the Rec Facility as we're soliciting information for it, sharing it on Facebook

[23:25] when you see posts from the town and whatnot to all the private groups at Tropic Club that

[23:28] we can't post in.

[23:29] It's really a great way to help us out in spreading the word not just about the

[23:33] Rec Facility but other programs we're doing as well.

[23:36] I will say we had a coffee in the park last week and it was a topic of conversation

[23:41] and it was interesting to hear that everybody seemed to have heard about it, right?

[23:46] and so the word is definitely out there about this building. We just want to make

[23:49] sure we're bringing the programs that people want to see and getting to use it

[23:53] the way that they really want to see it be used. So yes, definitely to Daniel's

[23:57] point. And this website is a great place to direct them to. It has all the

[24:01] information that we have laid out in this presentation and we've talked

[24:04] about at Park Board meetings and Council. And then it also has ways to

[24:08] connect with us or submit suggestions on there.

[24:25] waiting on some stage structures so if you've noticed I've been out there in

[24:29] the last week there are some new structures over on the kiddie pool.

[24:35] There's the big pavilion, I think it's a 12 by 12 and there's four smaller

[24:40] pavilions that are bordering the kiddie pool. When they went to go install

[24:46] the poles, there were some bolts issues, so they corrected those, USA Shade did, installed

[24:52] the poles, poured the concrete, so the structures are stable, but the shades did not arrive

[24:57] at the same time as the poles, so those are set to be installed on Wednesday this week.

[25:05] Then the connected shade structure, which is between the kiddie pool and the lap pool,

[25:10] If you go out there, you see a bunch of squares all lined between there.

[25:14] That is set to start on Tuesday next week.

[25:18] So that will take a couple of days because they will have to, again, pour concrete, wait

[25:21] for it to dry before they can set the shade on there.

[25:24] But hopefully by the end of next week, you'll see that middle connected shade structure

[25:29] in there as well.

[25:30] And then the last one will be the one that goes over the kiddie pool.

[25:34] I believe it's August 7th, 6th or 7th around there, where they are set to begin installation

[25:43] of that structure.

[25:52] I would say just about average, I don't know that we've seen a massive increase or anything

[25:57] like that, but I do think that that kiddie pool is being heavily used.

[26:08] So yeah, the kiddie pool has definitely been a hit for sure, and we definitely see a lot

[26:13] more people sitting in the shade structures that are up now, even when we're talking about

[26:18] some lessons in the morning or some team and stuff like that, the parents are choosing

[26:22] to sit over there.

[26:24] So definitely having the extra shade has been helpful for sure.

[26:59] but we opened the space around it and then put a speaker system out there to

[27:04] allow people space to expand. So, and it didn't take over our whole splash pad

[27:10] either, so it still worked out really well. Great. Yeah, and we ended up the

[27:14] loungers that are in front of that flower bed right now. We removed all of

[27:18] that. We removed all the stuff underneath basically almost all the

[27:22] furniture to make room for all the tents and it still worked out.
