[28:26] the motion, but um you know, I I foresee that there could be a potential for them

[28:30] peacemealing this project out. And I'd just like to see us have a little bit of

[28:35] flexibility in that if they um come forward and say, "Hey, we found a grant

[28:38] for just the fencing, we could give that versus, you know, um in in addition to

[28:43] the overall project." So, >> so just before you motion, let's have a

[28:49] I have a couple comments to make and you know one we already have a policy that

[28:52] is in regards to this when it doesn't cost uh there's no municipality uh

[29:02] of mentioned I think if as they come forward they can send those in but we do

[29:18] council is going to support every grant you ask for. If they send it in, at

[29:22] least staff can make sure that it actually is something the town would

[29:28] supporting. Um, you know, don't want to get into specifics, but there could be

[29:31] other granting options out there for something that maybe the municipality

[29:34] would not want their name attached to. Whether that's

[29:40] tobacco, whatever it may be, we may have, you know, to meet staff have to

[29:44] make sure that meets our criteria. and we're just doing an open-ended grant.

[29:48] They could just use our name for anything anywhere. So that's the only

[29:50] reason I say that because that I think that's why previous councils came up

[29:53] with that policy. So that that would be just my only comment council nor and

[29:57] that's kind of what I said delegation and I think it also assists this

[30:01] organization is sometimes the grants are are certain specific on the wording they

[30:05] want in the support letters and I think that also makes a difference when they

[30:09] send them in. It's not about handcuffing them every time they apply for a grant.

[30:12] It could be a very fast turnaround when it when it when we talk about that

[30:15] especially with that policy. >> Council Norbe,

[30:23] give them that option. I can appreciate the mayor's office wanting to being able

[30:36] municipality. I think our opportunity is that um we give a blanket um

[30:46] they're letter of support that they're requesting meets the criteria of this

[30:50] grant and meets our policy, we can provide it.

[35:02] Uh, even though we're putting it on the floor, I just think not every, you know,

[35:05] maybe we have some people watching, but I think it's important just to have a

[35:08] conversation about it. Know council's obviously read it. I've I've had some

[35:11] good comments. So, if we may. >> Um, yes. Thank you. I will ask the

[35:16] director of economic and community development if she can provide council

[35:19] with a brief overview of this recreation strategy. Um, and and maybe highlight

[35:24] some of the changes since last time it was before council.

[35:36] before you presents the final Tumblr Ridge trails and outdoor recreation

[35:40] strategy for adoption. This has been a collaborative project involving the

[35:43] district, Chora, local recreation organizations, community partners, and a

[35:47] consulting team. The strategy gives us a much clearer understanding of the size

[35:51] and condition of our trail network and establishes a coordinated framework for

[35:55] future planning. It identifies 108 trails across 13 trail areas

[36:00] representing approximately 1236 kilometers and includes seven goals and

[36:05] 129 prioritized recommendations. The strategy was informed by extensive

[36:10] community and stakeholder engagement including public input, local recreation

[36:14] organizations, youth, indigenous outreach, and ongoing review by the

[36:18] project advisory committee. The committee brought together

[36:21] representatives with direct knowledge of our trail systems, recreation groups,

[36:25] and destination assets, and helped ensure the final recommendations were

[36:28] grounded in local experience. The project also resulted in a significant

[36:32] amount of GIS and spatial data that can support future trail mapping and

[36:36] planning. We had anticipated additional uh funding through Pacific to further

[36:41] develop this into a public-f facing web map, but that funding did not ultimately

[36:45] materialize. This may be something council wishes to revisit in a future

[36:48] budget year if uh funding becomes available. It's important to emphasize

[36:53] that this is a long-term planning framework, not a commitment to implement

[36:57] every recommendation. There's no reliable total implementation costs that

[37:01] could be assigned today. Any actions requiring district funding, significant

[37:05] staff resources, land decisions, procurement, regulatory approvals, or

[37:10] indigenous engagement and consultation would still come back through future

[37:13] budgets uh or separate reports to council.

[37:17] TROA is an important implementation partner, but the strategy would still

[37:21] remain valuable if organizational rules change over time. The inventory,

[37:25] mapping, priorities, and long-term direction would still remain in place.

[37:29] That said, Shore brings significant value through coordination and capacity

[37:32] building, and we certainly hope that they continue to grow and succeed for

[37:36] many years as a key partner in outdoor recreation.

[37:39] MRDT is identified as one potential funding tool to explore. Adoption

[37:44] tonight does not approve an MRDT application, a tax rate, or any specific

[37:48] use of future revenue. It simply keeps it as an available option for future

[37:52] consideration. Other communities in our region are also currently investigating

[37:57] MRDT and there may be opportunities to work collectively where it makes sense,

[38:00] including sharing information, coordinating parts of the process, and

[38:04] learning from one another as we assess whether it is the right fit for all of

[38:07] our communities. So overall, this strategy gives the district and our

[38:11] partners a shared direction. It improves our readiness for grants and

[38:14] partnerships and recognizes trails and outdoor recreation as important parts of

[38:18] Tumblr Ridg's quality of life, tourism economy, and long-term economic

[38:23] resilience. And the recommendation is that council adopt the strategy as

[38:27] presented. Thank you. >> Thank you.

[38:55] And one of the biggest assets that that brings um is the usage, the popularity,

[39:01] and then plans to maintain and develop our our highly soughtafter assets of our

[39:06] trails and our and our natural places. So, um and then, you know, all these

[39:10] other recommendations to help us improve, you know, there suggestions

[39:13] that we can grow off of. We can we could pick some here, pick some there, you

[39:17] know, find a low hanging fruit we can implement quickly and then, you know,

[39:20] anything that requires more, we could, you know, we can have that discussion

[39:23] about what's what's required. But having that framework to start um is is very

[39:29] important and I'm glad it's here and I'm happy to support it. Thank you.

[41:25] table, we need to send a formal letter. But we did have a health task force

[41:29] meeting recently where we did have a representative from Northern Health and

[41:34] um I'd like to provide an update what came

[41:38] out of that. Um essentially the plan is that uh there's no plans currently to

[41:44] reduce emergency room access. They plan to uh continue operating the health

[41:49] center through um locoms, but they were honest and and said realistically we can

[41:54] expect to see some closures, which is um you know, we it's it's a tough thing to

[42:00] hear. So we'll have to continue to advocate for our community. Um but the

[42:05] the other big thing was we do have two P candidates the two P doctors coming and

[42:35] place to still have them come to our community. So um we have a doctor lined

[42:39] up for um quarter end of quarter 1, maybe beginning quarter two and then one

[42:44] in the summer as well. So um that was a big concern, but the plan is to still

[42:49] have them come. they have a plan on how they could accommodate their needs. And

[42:53] um yeah, so unfortunately it's going to get darker before it gets brighter for

[42:58] us, but um we do have some um explanation of of future plans. So

[43:08] we did get some information from Northern Health. Thank you.

[43:30] their plan is, put it in writing and send it back to us and and it's, you

[43:34] know, we're working with Northern Health, but the reason I say that,

[43:37] Council Norbury, is we have something that we can say that this was your plan,

[43:41] but that's not the direction you're going. So, as your plan changed that you

[43:43] can refill us in and I think it's it's about that communication tool and

[43:47] working directly with Northern Health as a full council as well as a health task

[43:52] force. But I think it's important to have that come back. But I also think

[43:54] that gives um support to the new minister of health who probably will say

[43:58] the same thing. There probably have to be that would only be why I say I mean

[44:02] if council doesn't want to do it I understand why that you know we did get

[44:05] quite the explanation there at the health task force but again to me this

[44:08] is you know we have a new health minister. I know it's going to Northern

[44:10] Health, but I mean there way it may be a way of capturing that too as we try to
