[3:51] need to uh requesting approval on tonight and that is the uh the approval
[3:57] on the uh pole workers for the upcoming March 23rd 2016 city election so that is

[4:14] timeline uh we have already sent out to each department head the sheets the
[4:19] summary sheets to get their uh projected uh expenditures and their uh forecast
[4:25] for 2017 budget uh this week we expecting all most of not all of them to
[4:31] be in uh m u m Frankie Willams and I will sit down uh and we will actually
[4:38] pull all of that information then we'll meet with the department heads the week
[4:41] of August the 1st after that on August the 9th we'll present the first draft to
[4:47] council for review after that uh we will schedule meetings with council with the
[4:52] department heads to go over and they can ask specific uh
[4:57] information make recommendations the center ET to the budget afterwards a
[5:01] budget hearing will be scheduled and the scheduled for August 20th and we will be
[5:06] requesting approval the uh first meeting in September which is September
[5:11] 13th that's the uh budget preparation timeline anybody have any questions on

[6:25] 8 weeks but as I said last council meeting we are okay to go ahead for the
[6:29] full 8 weeks that's not an issue at this point but I would urge everyone if here
[6:35] tonight if you have not pleaded your pledge not paay the pledge we would like
[6:39] you to go ahead and complete that pledge so we can uh we can give you full
[6:44] credit uh those are the three items under Council updates and concerns are
[6:48] there any concerns anybody Council would have that they' like to share with me
[6:52] now follow up I have one more you your M okay I have one
[6:58] more also on McKenzie Street I mentioned the
[7:03] street sign but they also have a drainage problem and a water is coming
[7:08] down and settling into a church yard on the Kon Street and they want something
[7:15] to that okay still on K One Church on the right on that street all right have
[7:22] our guys take a look at and also the the uh street sweeper if we have one live
[7:29] like to have something done on P Street that Cur in this
[7:41] area yes is the street working do you know that's I I don't know if it's

[8:18] making sure that we have the ability to detect carbon monoxide from the fire
[8:23] department and perhaps even from the police department uh Mr Hunter on uh
[8:28] South M Street had a problem with carbon monoxide present in his house he called
[8:34] the fire department and they indicated that they could not detect they couldn't
[8:39] tell whether there was a problem with carbon
[8:42] monoxide and to my understanding he says just a small detector that we have to
[8:46] get to do that and say that we didn't have that ability he called a gas
[8:50] company they came out and found out he might have had a small leak from his
[8:53] stove but he wanted to make sure that we understood that's something needs to be
[8:57] addressed okay and yeah he went through that situation fortunately it wasn't a
[9:02] major leak but there was a leak there and so we may need to check on our
[9:05] equipment for carbon monoxide detection for the police fire department
[9:10] particularly in the police department this is a note and they can check with
[9:15] Mr Hunter on South M if they need information on that okay thank you got

[10:04] three items overall summary which shows that um our account payable balances uh
[10:10] currently at the end of June was $497,000 and uh with a notation that uh
[10:15] we're not able to reduce our tables as quickly as before primarily because of
[10:20] the shortfall experience as a result of the CO's uh escro ruling uh we were at a
[10:26] point where we were almost near the top of the just about ready to get out so
[10:31] now we're not going to get out as quickly and in fact just be honest over
[10:35] the next month or so until we build the 3% factor in um which we're probably
[10:40] going to go a little bit in the ho little bit further in the hold total
[10:44] revenues uh for June 377,000
[10:48] uh plus an additional 170 for the occupational and gas tax uh which total
[10:58] 54757 uh bringing about a year-to-date revenue for the city of $
[11:03] 7,229 196 just looking at June uh June last
[11:09] year our year-to dat totals was 7,587
[11:14] 770 uh compared this year's revenues are
[11:20] less by 358,000 and a major reason for that is again the loss of revenue from
[11:26] the 5% franchise fee we have not gotten the payment for uh May uh nor June so
[11:33] the two months missing out of out of our Revenue the last couple of months I just
[11:38] went back and looked at 2015 for May and June uh we did a combin
[11:45] 215,000 franchise tax in those two months a year ago so this has been a a a
[11:50] pretty big hit to our Revenue scream here uh expenditures uh we're still
[11:55] holding the landine on expenditures uh year to date we're down over a million
[12:00] um we're still continuing to keep our expenditures in line only necessary
[12:04] essential spending um that's that's been the uh that's been the approach since uh
[12:10] almost since day one since I moved in and we're going to continue that uh
[12:15] moving forward uh just looking at expenditures and and revenue for the
[12:19] month of June itself we had a negative year and it's
[12:24] $11,533 meaning revenues were less than expenditures for the month of June not a
[12:30] surprise because here again the uh franchise be um ESR
[12:38] situation and uh the next item here we went through the payables and
[12:44] everybody city manager pro thank you Mr Mayor Mr manager I did want to address
[12:50] that so we are $151,000 in the r this past month the past month
[12:56] indicated and um primarily due to to the loss of the franchise Fe
[13:02] yes okay so Council we are come to a point that we knew R to to meet at some
[13:07] point I think we need to take note of that cuz we're going into a deficit
[13:11] situation which I hope we would have avoided by changing to the 3% which we
[13:16] would have been able to collect at this point we're not collecting
[13:20] anything 3% was an allowable collection according to what appeared there we're
[13:24] not collecting anything putting us in a hold at this time it's not a good
[13:28] position for the city I hope that we'll take a look at this as we go forward in
[13:33] the future and we ask the attorney after we finally pass the 3% which I had
[13:38] recommended probably 6 months ago and we asked the attorney recently to take
[13:43] action on that the attorney hasn't P that and we not here at this point to
[13:47] give us an update on where we are so we're continuing to go into the hole
[13:51] that's going to cause US problems those are the kinds of things
[13:55] that I think that we should think about when we make our decision gods to the
[13:59] recommendation for anyone else the bound decisions come to us because now we're
[14:03] going to have to look at next month if we continue like this we could be as
[14:08] much as $300,000 in a hole which is going to seriously impact this city I
[14:13] mean some hard decisions for the city manager this Council and I don't think
[14:18] it was the best advice at the time to come and say don't do something that we
[14:21] were allowed to do which wouldn't have us in as bad position so I hope as we go
[14:26] forward we take a closer look what our options are not be so anxious to just do
[14:31] whatever someone says without considering what the long-term effect is
[14:36] we're going into the whole right now we'll go into the hole next month more
[14:40] than likely after this month and that's going to put real strain on the city and
[14:45] its Financial condition which is not very
[14:48] strong so I hope we'll continue to look at this closely make the decisions we
[14:53] need to make and ask the questions that we need to ask regardless of whatever
[14:57] recommendations may be cuz it just recommendation in the end we have to
[15:00] make the decision thank
