as we start all of our meetings with uh
[5:28]
reading the character count statement
[5:31]
Urbandale is a national leader and
[5:32]
character counts endeavoring at all
[5:34]
times to promote and model the
[5:36]
principles of trustworthiness respect
[5:39]
responsibility fairness caring and
[5:41]
citizenship in conducting tonight's
[5:43]
meeting we expect that all participants
[5:45]
will act in a respectful manner
[5:47]
consistent with these
[5:51]
principles I am going to turn the
[5:53]
meeting over now to our assistant city
[5:55]
manager Curtis
[5:57]
Brown who will uh give us an
[6:01]
introduction very good thank you council
[6:03]
member tonight I'm sitting in for our
[6:05]
city manager uh Aj Johnson during
[6:07]
tonight's meeting but first I want to
[6:10]
begin most importantly with the thank
[6:11]
yous uh to you council member car
[6:14]
Montgomery council member bod uh to Lori
[6:17]
linhard representing the parks and recck
[6:19]
commission Jackie Nicholas representing
[6:21]
the plan and Zoning commission and
[6:22]
community members John hrand Rob Hilbert
[6:25]
Dominic penelli Matthew Butler and
[6:27]
Daniel Graves we sincerely do from the
[6:30]
staff perspective appreciate uh the work
[6:32]
of uh the elected officials and all the
[6:35]
community members who raised their hand
[6:37]
uh to help with these important
[6:39]
processes uh as important internally
[6:41]
this document is the collective work of
[6:43]
many Department directors and staff from
[6:46]

lamb this committee uh does represent
[7:18]
important perspectives in the Urbandale
[7:19]
community and in that way it serves the
[7:22]
larger Urbandale community and helping
[7:24]
to review and shape the physical
[7:26]
development of our community as laid out
[7:29]
in in this Capital Improvements plan so
[7:31]
you serve a very important role here
[7:33]
Urbandale CIP process and the resulting
[7:36]
document is something that the city can
[7:38]
justifiably be proud of it exemplifies
[7:41]
as you look at all the projects and the
[7:43]
way it's done the city council's goals
[7:45]
of accountability collaboration
[7:47]
inclusive community quality of life
[7:49]
safety and sustainability in the way
[7:51]
that it is compiled reviewed approved
[7:54]
and shared the document is also uniquely
[7:57]
Urban Dale's own plans for major Capital
[8:00]
expenditures to advance our community
[8:02]
and meet needs in 11 categories
[8:04]
including public art which is a unique
[8:06]
aspect of urban Dees program we have a
[8:09]
lot of work to do this evening so I will
[8:11]
simply end with uh three quick reminders
[8:14]
one that tonight is for the CIP
[8:16]
committee to hear from the Departments
[8:18]
about the planed projects in the
[8:19]
proposed program and for the to
[8:21]
committee to ask questions and if you so
[8:24]
choose to propose amendments second that
[8:28]
the public will have opport unities to
[8:30]
express their views on the CIP in the
[8:32]
public hearing on Monday December 16th
[8:34]
at 6m and then again when the city
[8:37]
council takes action to consider
[8:39]
adopting the plan another public hearing
[8:42]
will be held on Tuesday January 21 and
[8:45]
finally a note to all that the topic for
[8:47]
consideration tonight is the projects
[8:50]
themselves policy that relates to the
[8:53]
financing the method of construction
[8:55]
delivery Etc are all policy decisions of
[8:58]
the city council that will NE
[8:59]
necessarily come later as projects come
[9:01]
into clearer view in the CIP so without
[9:04]
further Ado I'll turn it back to you
[9:06]
madam chair thank you um I guess it is
[9:10]
now uh Nikki's turn to tell us all about
[9:14]
the
[9:17]
money mine will be very short the money
[9:19]
is set and balanced how about that so
[9:23]
just a quick reminder of the types so
[9:25]
the document in front of you is balanced
[9:27]
from a general obligation Bond and Tiff
[9:29]
Bond fing so those are our main Revenue
[9:31]
sources that that we're most concerned
[9:33]
about so those items are balanced um so
[9:36]
as you move through the the document
[9:39]
look at the types if you want something
[9:41]
that is to be moved around that is that
[9:43]
is your option to do but the you need to
[9:45]
swap type for type so if it's a go and
[9:49]
you want to switch a year move it around
[9:51]
a little bit it needs to trade spots so
[9:53]
my funding bucket needs to stay
[9:55]
relatively level so that is the one
[9:58]
reminder I give every year is you can
[10:00]
move it around but go is not the same as
[10:02]
storm water revenue or water revenue or
[10:04]
whatever the other types are those are
[10:06]
all a different think of it as a
[10:08]
different checkbook I can't write checks
[10:11]
from one thing to pay for something
[10:12]
that's not the same category does that
[10:14]
make sense um but otherwise this does
[10:16]
assume that our tax levy stays at $149
[10:18]
for Debt Service um and so that'll be a
[10:21]
policy decision that goes through from a
[10:22]
council perspective but that is what
[10:24]
this document incorporates do you have
[10:27]
any questions before we get started

know we're we're efficient this

year I'm I'm not under any race with
[10:40]
Adam this year so we can take our time
[10:43]
but you know we all want to get home so
[10:47]
uh we will go ahead and get started and
[10:50]
I believe our first department is public
[10:55]
art and just oh just to clarify we are
[10:58]
going to go through all of the sections
[11:01]
um all the presentations from the
[11:03]
department head heads and then we will
[11:07]
go back and make changes recommendations
[11:12]
discussion but if you have questions
[11:15]
please ask them during I guess or
[11:18]
whenever but if you got a question about
[11:20]
public art go ahead and and ask it
[11:23]
during that
[11:26]

for those few of you that I haven't met
[11:35]
before um the public art committee is
[11:38]
one of the Committees that I oversee as
[11:40]
the Parks and Recreation director we
[11:42]
have um CIP funding for years it was a
[11:44]
percentage of um certain projects and
[11:48]
last year we started where the trends
[11:50]
had been since 2008 on average
[11:54]
$225,000 um for public art so that is
[11:56]
what we are proposing again um is uh
[12:01]
$25,000 annually for public art that
[12:03]
does accumulate so if some years the
[12:06]
public art committee does not recommend
[12:08]
spending um certain amounts um that does
[12:11]
accumulate um so be happy to answer any
[12:15]
questions you have on public
[12:18]
art it very much appears like John's
[12:21]
truck is in the picture in front of
[12:23]
us John Hol Brand's truck that we
[12:27]
discussed oh if anyone else has noticed
[12:30]
that I just it just jumped out of
[12:33]
me and uh I didn't know what you were
[12:36]
saying yeah pretty sure that might be it
[12:40]
that could be that could be
[12:44]
um and I would just like to um thank Rob
[12:47]
Hilbert he serves on the chair of our
[12:49]
public committee for many years so thank
[12:52]

buildings all right good evening
[13:14]
everybody I'm John lson I'm the director
[13:16]
of engineering and public works I got
[13:19]
the Short Straw so I get to start with
[13:20]
this first one on the building here for
[13:22]
the EVS it's not actually my
[13:25]
page but this one here what we're
[13:28]
proposing is looking at doing a couple
[13:31]
level two uh charging stations within
[13:33]
the city hall library parking lot um
[13:37]
it's part of of a of Grant application
[13:39]
so I think this is one we still got to
[13:40]
wait and see if it gets the grant
[13:43]
funding that's proposed in
[13:49]
2025 our next
[13:52]
page fire
[13:56]
related so excuse me so we will we
[13:59]
actually own the charging stations or I
[14:02]
know sometimes you can lease them or um
[14:04]
which is a lot more lucrative sometimes
[14:06]
as you don't have to update them it's
[14:08]
automatically updated through the vendor
[14:10]
uh I believe it's ownership but I'm not
[14:12]
100% sure on that
[14:25]

now for

John we are really just getting started
[15:47]
we're on page four we've only heard uh
[15:51]
about public art and the possibility of
[15:54]
some electric charging stations so uh
[15:58]
we're just getting to the good
[16:00]
stuff so if you want to go ahead Chief I
[16:03]
think uh sure members of the committee
[16:06]
um if you're familiar to are with our
[16:08]
oldest Fire Station 41 7100 Douglas you
[16:10]
recognize that it's been a main state of
[16:13]
the city for a long time but it has
[16:14]
reached end of life and the cost to fix
[16:17]
it and update it so it can meet the
[16:19]
needs of of a fully staffed station make
[16:21]
it uh not really uh feasible financially
[16:25]
to continue to put money into it so
[16:26]
three years ago we started a study to
[16:29]
identify based on area coverage where's
[16:31]
the best place to build a fire station
[16:33]
should we decide to replace Fire Station
[16:35]
41 that location was identified
[16:37]
somewhere in the area of 86th and
[16:40]
Meredith and that's based on area
[16:42]
coverage maps and things like that um
[16:45]
what you have before you tonight is
[16:46]
simply to move Fire Station 41
[16:48]
replacement out of an oute where it has
[16:51]
been until this year and start moving
[16:53]
forward the progress we're recognizing
[16:55]
that we are going to need to have a plan
[16:56]
for eventually identifying the s
[16:59]
uh and then doing the work that we need
[17:01]
to uh how we're going to fund it and
[17:03]
then eventually building the building
[17:04]
and that's what we pretty much have
[17:06]
tonight we do not have a specific site
[17:08]
we don't have a building plan we have a
[17:10]
general idea that we just need your
[17:12]
approval to continue to move it into the
[17:15]
CIP so that we can appropriately plan
[17:17]
for the next few years and that's Fire
[17:21]
Station 41 pretty briefly
[17:34]
thank you I'm very concerned about these
[17:36]
other all these other potential
[17:39]
locations
[17:40]
about emergency vehicle exit and
[17:45]
returning I can just see almost any
[17:48]
place I can imagine that we're going to
[17:50]
be confronted with a traffic jam in
[17:55]
rushar and I I guess I make the same
[17:57]
comments when you get to the police
[17:59]
station I think that
[18:01]
needs careful review and I'm sure you
[18:03]
folks will
[18:05]
thanks thanks John I know that's a big
[18:08]
concern that I've brought up as we've
[18:10]
been discussing various uh possibilities
[18:13]
at the council level so um just know
[18:16]
that that is uh a major consideration
[18:19]
for us and I know uh you guys want to
[18:22]
make sure you can get out as quickly as
[18:24]
possible so I know we had discussions
[18:26]
about different sites we have talked
[18:28]
about access both going out and coming
[18:31]
back and had conversations with
[18:32]
engineering about different
[18:34]
opportunities for how we would have to
[18:35]
make that happen but again right now
[18:37]
until we have an actual site uh which
[18:40]
has gone into the discussion as we've
[18:41]
looked at potential sites uh that has
[18:44]
been a very important part of the
[18:45]
discussion is that whole question as
[18:48]
well so and you know technology is also
[18:51]
our friend in that too with the ability
[18:53]
to uh change the lights or the traffic
[18:56]
signals in the in the vicinity of any
[18:59]
location which I always seem to forget
[19:01]
about that possibility we do have the
[19:03]
possibility but also the understanding
[19:05]
that most of the time uh when you see
[19:07]
fire apparatus ambulances leaving the
[19:09]
station they're not actually going out
[19:11]
emergent so most of the time um probably
[19:14]
about uh 55 60% of the time they're
[19:17]
actually just going to wait for a break
[19:19]
in traffic before they go uh because it
[19:21]
isn't truly an emergency call if it is
[19:23]
an emergency then obviously we have the
[19:25]
ability to change the lights we have the
[19:27]
ability to stop traffic um but we do try
[19:29]
to make sure that we're being aware of
[19:31]
the need to keep traffic moving
[19:33]
throughout the city and we are a partner
[19:34]
to that as
[19:37]
well thank you you mentioned that this
[19:40]
was in an oute before um the the Fire
[19:43]
Station 41 replacement in 42 Renovations
[19:46]
um what kind of triggered them to move
[19:48]
forward from the out
[19:50]
years what's triggered the 41 and I'll
[19:53]
get to 42 in a minute with triggered 41
[19:55]
is simply how it fits into a bigger
[19:58]
picture one of the things that was
[19:59]
brought to my uh Direction last year was
[20:03]
uh before we can move forward with oute
[20:05]
with planning Station 41 we needed to
[20:06]
make sure that our partnership with
[20:08]
Clive is solid which we have spent the
[20:10]
last year working on uh our agreements
[20:12]
with them to make sure that not only is
[20:14]
that partnership going to continue which
[20:16]
I think we saw a couple of weeks ago
[20:18]
that they are committed to the
[20:19]
partnership as well but also how any
[20:22]
potential move of our sta of a station
[20:24]
is going to reflect on our partners with
[20:26]
Clive which we've made sure are all
[20:28]
locked in down uh as we' moved forward
[20:30]
in this the other part it's just the U
[20:33]
it's the advanced part of planning
[20:34]
making sure that we see how this fire
[20:36]
station also fits into some of the other
[20:38]
big projects you're going to hear a
[20:39]
little bit later about a police uh
[20:41]
building that we need to build and
[20:43]
making sure that we're coordinating
[20:45]
those projects to make sure one doesn't
[20:47]
step on the other or cause a problem for
[20:48]
the other and that's the reason to kind
[20:50]
of move them both forward even though we
[20:53]
don't have property and we don't have a
[20:54]
plan at least we know how we're going to
[20:56]
coordinate the pieces over the next few
[20:58]
years
[20:59]
so the funding for 25 is that just for
[21:01]
site acquisition or is that for um it
[21:04]
looks like it's kind of multi-year right
[21:06]
you mean for 2026 for yeah yeah next
[21:09]
year yeah uh that's basically just for
[21:11]
initial design work that's assuming that
[21:15]
uh if we've AC acquired a piece of
[21:17]
property at some point over the next
[21:18]
year and a half then we could move
[21:19]
forward with starting that initial step
[21:21]
that initial process thank you
[21:32]
so moving on fire station 42 which is
[21:35]
our Administrative Building um one of
[21:37]
the things that we've done over the last
[21:39]
year is to reassess our command
[21:40]
structure within the department which we
[21:42]
have done and last year we added
[21:44]
Battalion Chiefs that means that there
[21:45]
is one chief officer on duty 365 days
[21:49]
which is something we definitely needed
[21:51]
um running three stations plus our
[21:53]
partnership with Clive so as part of
[21:55]
that process we've identified that the
[21:57]
building at uh on 121st Street uh does
[22:00]
need some updates to allow us to do that
[22:03]
in addition uh we need to bring our fire
[22:05]
prevention staff from Station 41 which
[22:08]
is where they're by themselves we need
[22:09]
to bring them back over um so what we
[22:12]
are proposing uh you'll notice is over a
[22:14]
series of five years in phases to do the
[22:18]
internal upgrades to the building we're
[22:20]
not talking about knocking walls down or adding additional space it's more a p
[22:24]
question about reallocating space within
[22:26]
the buildings uh and addressing some
[22:28]
frankly long-term needs of the building
[22:30]
there are some Plumbing issues that are
[22:32]
going to need to be addressed in in the
[22:33]
coming years there are some hbac the
[22:35]
building has reached it uh almost
[22:38]
reaching its 30-year life which is the
[22:39]
time when HVAC systems need to be
[22:41]
updated electrical stuff in the building
[22:43]
will need to be upgraded so this is all
[22:46]
just a part of planning to keep that
[22:48]
building in really good condition uh so
[22:50]
that it'll continue to serve the
[22:51]
community
[23:02]
okay I think we're good all right then I

[23:13]
six you can see this is at 9401 Hickman
[23:16]
roads this is a parks and Public Works
[23:18]
facility that's just recently
[23:19]
constructed um next to it this was the
[23:22]
original fleet building that was
[23:23]
replaced by by the new building then
[23:26]
down here in this other blue box that is where the solid waste trucks were
[23:29]
parked that has now been moved into a
[23:32]
new building here so what's being
[23:35]
proposed right page here proposed uh for
[23:39]
construction next year is this Fleet
[23:42]
Maintenance building will have a new
[23:43]
roof put on it um we did new siding on
[23:46]
it when we did the other building and
[23:48]
then this building here be a new roof
[23:51]
and new siding installed on it currently
[23:54]
there's three garage doors on the East
[23:56]
and the West Side both sides here we're
[23:58]
going to go down to one on each side
[24:00]
since again it's a new purpose this will
[24:01]
be mainly a storage building no longer
[24:04]
housing the vehicles like it did in the
[24:06]
past so again this one's under design
[24:09]
and we're looking to bid that here in
[24:10]
the next few
[24:13]
months so next one is our police station
[24:15]
replacement
[24:28]
everyone I have a short PowerPoint I'm
[24:31]
going to pull up just so I can remember
[24:34]
to touch on everything
[24:36]
um for those that were here last year we
[24:39]
talked about a new police facility just
[24:42]
to recap what we talked about uh our
[24:44]
original building was built in
[24:47]
1981 um we uh did an addition renovation
[24:51]
in
[24:52]
2009 currently the the facility is
[24:57]
23,800 there's an error on there it's
[24:59]
about 23,000 Square
[25:01]
ft uh at the time we opened that uh
[25:04]
renovation addition onto the building um
[25:08]
we filled it immediately so on in 2009
[25:11]
if you can just think back to that date
[25:13]
how long ago that was we were full that
[25:15]
day um we had waited quite a while to do
[25:18]
that addition so once we opened it we
[25:20]
filled it immediately since that time
[25:22]
we've added 14 sworn officers four
[25:25]
administrative staff and three non-
[25:27]
Department members that are housed at
[25:29]
our station So currently we are at 69
[25:33]
full-time staff 10 volunteers and uh the
[25:37]
still have the three non-department
[25:38]
staff that we
[25:40]
house and then we we're talking about
[25:42]
building this out so projected growth
[25:45]
over the next several years um on
[25:49]
average we need about one officer a year
[25:51]
with our current rate of growth in the
[25:52]
city of endale um we don't always get
[25:55]
that but that's what we try to project
[25:57]
out is about one sworn officer position
[26:00]
every year um we did a a space needs
[26:03]
analysis and they determined that the
[26:05]
current facility is not feasible to
[26:07]
expand the needs of the
[26:11]
department uh new facility some of the
[26:13]
things that we really need to um look at
[26:17]
and address with a new facility are
[26:18]
locker rooms we're currently out of
[26:20]
locker rooms so we have new officers
[26:23]
coming on the department we have no
[26:24]
Locker space for them at all um we're
[26:28]
looking to upgrade our emergency
[26:30]
Operation Center right now we just use
[26:32]
the front conference room and that is
[26:33]
for the whole city so the city of
[26:35]
Urbandale doesn't really have a
[26:37]
Emergency Operations Center at this time
[26:40]
um our property evidence um crime lab is small um and it's not properly built
[26:46]
to house some of the um things that we
[26:50]
house in there specifically drugs the
[26:52]
odors those types of things need to be
[26:54]
uh addressed a little better than they
[26:57]
are right now we did put a vent in the
[26:59]
one room because the the smells were so
[27:01]
bad that it helps but it's probably not
[27:04]
up to Snuff to be honest with you um we
[27:08]
need some soft interview rooms um what
[27:10]
that really is for is victims of crime
[27:13]
especially children when they come in
[27:15]
and we have a a place for them to go that's look a
[27:20]
little more relaxed a little more uh
[27:22]
friendly environment so uh the children
[27:25]
feel comfortable and they can uh tell us
[27:27]
what happened to them we we uh have a
[27:31]
closet right now that we use for our
[27:32]
mothers and wellness room um for our
[27:35]
nursing mothers it's just not adequate
[27:37]
for these times we do not have a fitness
[27:40]
area currently um so the new facility we
[27:43]
would uh like to have a fitness area
[27:45]
built into that as
[27:47]
well secure parking lot for our
[27:50]
employees right now our current
[27:51]
facilities is not secured it's open for
[27:55]
access to anybody that happens to be
[27:56]
walking around our building
[27:59]
um and then secured covered parking for
[28:00]
our Fleet when we did the expansion in
[28:03]
2009 we did add on a covered parking
[28:06]
area and we've outgrown that about half
[28:09]
of our Fleet sits out in the back
[28:10]
parking lot
[28:12]
uncovered um we need a training room
[28:15]
that has a defensive tactics area in
[28:18]
other words like a mat room so we can do
[28:20]
uh handcuffing techniques those types of
[28:22]
things defensive tactics and we we
[28:25]
currently don't have an area for that we
[28:27]
have an range that was built in our
[28:29]
original building in
[28:30]
1981 um it's a three lane range it's
[28:34]
fairly short all of the equipment that
[28:37]
ran that range is outdated they no
[28:39]
longer make it we make do in there right
[28:42]
now um uh since we built the the
[28:46]
original building the weapons that we
[28:48]
use and the police department have
[28:49]
changed dramatically um most of our
[28:52]
officers carry rifles now we are unable
[28:54]
to qualify or train with rifles in the
[28:57]
current range it's just not big enough
[28:58]
it can't handle
[29:00]
it um storage uh we do a lot of
[29:03]
community events now that we never did
[29:05]
in the past we have lots of stuff to to do that so if you've ever been to our
[29:09]
National Night Out or our Trunk or Treat
[29:12]
we have lots of things that we use for
[29:13]
those events and we really don't have
[29:15]
anywhere to put them uh we'd also like
[29:17]
to uh as part of the building project
[29:20]
have a large community room that we
[29:21]
could have open to the public that
[29:22]
people could use come in and use at any
[29:24]
time we don't have that currently and
[29:27]
then uh we'd also like to incorporate a
[29:29]
lot of green initiatives into the
[29:31]
building design if we were able to move
[29:34]
forward um the city did acquire a piece
[29:36]
of ground at 100th in Douglas it's not
[29:39]
specifically designated for the police
[29:41]
department but we are looking at that as
[29:44]
a potential site for a new new facility
[29:47]
I pull up this slide here it kind of
[29:50]
shows a little bit of how we could fit
[29:52]
the new facility in there um the blue
[29:55]
box that you see there that would be a
[29:57]
twostory um police
[29:59]
structure the yellow would be the
[30:02]
parking lot The Orange Box over onto the
[30:05]
left would be the new Range the kind of
[30:09]
lighter orange colored box up to the top
[30:11]
is a um secured parking area for staff
[30:15]
and then the dark colored box would be
[30:17]
our covered parking area for
[30:19]
Fleet that's just roughly fitting it in
[30:22]
there just to make sure that it's
[30:24]
adequate for that space if we wanted to
[30:26]
move forward there
[30:29]
the new facility when they did the space
[30:30]
needs analysis they indicated that we
[30:34]
need approximately 74,000 square feet
[30:36]
including the covered parking the
[30:39]
covered parking I believe from that
[30:40]
estimate was about 12,000 square fet of
[30:44]
that the estimate on the cost was 47
[30:47]
million um you see an alternative solar
[30:50]
array there for 2.3 million um that was
[30:54]
if we built the facility in 2025 that 47
[30:57]
so
[30:58]
figure a 5 perish increase each year as
[31:01]
it goes out so the projected cost is

there not necessarily how it would lay

about the use of the large community

room and then my second question is

features you have here for Recruitment

and Retention of officers sure uh the
[33:20]
community room I see that the example I
[33:23]
would give you is if you've been to the
[33:25]
new P County Sheriff's uh office office
[33:28]
they have a really nice large community
[33:30]
room at at the front side of their
[33:32]
building that's open for the public to
[33:34]
use for events or or or anything that
[33:36]
community that needed that space for
[33:40]
what we currently have we have a small
[33:41]
training room in the back of our
[33:43]
facility so if someone comes to our
[33:45]
place they have to walk through our
[33:46]
secure area of our Police Department to
[33:48]
get back to that area the designs I've
[33:50]
seen that work the best or those
[33:52]
Community rooms are right off the lobby
[33:54]
of the building you know in the front of
[33:55]
the building when people can come in and
[33:57]
utilize that so that would be the one
[33:59]
aspect um as far as the amenities to
[34:03]
attract officers there's been a lot of
[34:06]
uh police department and this is not a
[34:08]
reason to build a police department
[34:09]
obviously but this is one of the things
[34:10]
that we consider it's been very hard to
[34:12]
hire police officers recently uh since
[34:15]
about 2020 we've struggled um to hire
[34:18]
police officers and this is a nationwide
[34:20]
problem um so one of the things we're
[34:22]
seeing in the Metro there's been a lot
[34:24]
of new facilities built Clive I can just
[34:27]
Clive County Altuna whiley's building
[34:30]
one now um Bond Durant no not bant sorry
[34:34]
um they all have new facilities and they
[34:36]
all have all the amenities they have
[34:38]
workout facilities they have really nice
[34:39]
locker rooms with big lockers that can
[34:42]
hold all the gear for the officers have
[34:44]
nice shower facilities things like that
[34:47]
um they have covered parking for their
[34:49]
Fleet so they're not out in the weather
[34:50]
with their Fleet they have secure area
[34:53]
for their vehicles for their employees
[34:54]
vehicles to park those kind of things
[34:56]
that's the kind of things you compete
[34:58]
with when you're trying to hire an
[34:59]
officer and they can go anywhere they
[35:00]
want when you have a really good
[35:03]
applicant right now in this environment
[35:05]
they can go work for any police
[35:06]
department they want to in the Metro and
[35:08]
we all pay about the same we all have
[35:10]
about the same type of benefits and
[35:12]
those types of things so start looking
[35:14]
at where do I go to work every day and
[35:18]
we can't compete with that right now
[35:20]
with some of the newer facilities so
[35:22]
that that is a thought for us but that's
[35:24]
just one little p tiny piece of the
[35:26]
puzzle

station it's kind of nice where it's at
[35:32]
now in this administrative area is that
[35:35]
GNA continue to be an administrative
[35:37]
building yes I think there's been a lot
[35:39]
of hands raised for for we put this in

there and that I've heard and this is
[35:44]
just totally this is just here say
[35:47]
Senior Center uh social services that the city's
[35:52]
talking about getting into more Social
[35:54]
Services type activities those types of
[35:56]
things uh Park and wreck has some other
[35:59]
uh programming that they'd like to do in
[36:00]
there for classes and things so I don't
[36:03]
think it will go unused at all and it is
[36:05]
a decent building we've just simply
[36:07]
outgrown it it has some older parts to
[36:09]
it and that thing you know that would
[36:10]
need to be addressed but uh it functions
[36:13]
every obviously it functions every day
[36:14]
and we work out of there and and it's
[36:16]
been a good facility for us we've just
[36:19]
simply outgrown it and it's just not
[36:20]
functioning as high standard as we'd
[36:24]
like so with the fire stations they
[36:26]
talked about the location effect on
[36:28]
response time um would it be like a
[36:30]
study uh on this location or we we
[36:34]
operate a lot different than the fire
[36:35]
department we send our people out now
[36:37]
obviously you want to be kind of
[36:38]
centered in the city and honestly moving
[36:41]
a little bit further west gets us a
[36:43]
little closer to that Center probably
[36:45]
but we are out in our areas working out
[36:47]
of our cars so we don't necessarily
[36:50]
respond from the station so it's less of
[36:52]
a concern for us where we're at um I
[36:55]
wouldn't want to be on one clear on one
[36:58]
side of the city as opposed to the other
[36:59]
because sometimes you do respond from
[37:01]
there and you have to have to get
[37:03]
somewhere and you know just coming back
[37:04]
to that home base but that area and even
[37:08]
right here is ideal for us to be there
[37:10]
because we just put our cars out in the
[37:12]
areas and they stay out there most of
[37:13]

would have to move us somewhere for 18

months to two years they estimated that

to be about just about $2 million just

to rent out something to hous us for a

couple years so after we got to looking

at it a little closer we thought it was
[43:32]
pretty wasteful honestly to tear down a
[43:35]
decent building and then spending that
[43:38]
money to houses somewhere that you're
[43:40]
not going to obviously get
[43:44]
back yes this this same boxes will all
[43:49]
fit on that current site that we have
[43:51]
it's a little tighter but it will fit in
[43:53]

northeast corner of that intersection uh

it's been a multi project so here in the

middle first we constructed a fuel
[44:30]
Island out here then we constructed a
[44:33]
storage and break room facility here
[44:35]
it's not in the area yet but we just
[44:37]
constructed a salt storage building here
[44:40]
so the next phase we were looking at was
[44:41]
to PVE some more of the parking lot and
[44:44]
then create some material bunker storage
[44:46]
we just kind of re-evaluated how we were
[44:48]
doing things and it was originally in
[44:49]
for 2025 it's not something we need
[44:52]
right now so we pushed it back to 2028
[44:55]
we'll continue to evaluate and see if we
[44:57]
need it come closer to 28 if not we'll
[44:59]
just continue to slide it until we do

facilities so what is a materials bunker

it's basically concrete walls on three

sides of the roof that you put your rock

large storage of materials out

out in the January February time frame

summertime so that we can move on with other City initiatives with the

property

are they going to be City buildings on

this lot in the future is that what

news where it says uh fire truck

replacement in our current CIP we have

1.8 million
[48:57]
uh to replace a ladder truck all both of
[48:59]
our ladder trucks uh have reached end of
[49:02]
life we've replaced one that was just
[49:03]
pushed into the station two weeks ago
[49:06]
you haven't seen the pictures of that
[49:07]
it's worth it it's literally pushing it
[49:11]
into the station pushing it in so as
[49:14]
part of our agreements with Clive we
[49:15]
explored the opportunity why can't we
[49:17]
just flop trucks because we're going to
[49:20]
run the ladder truck primarily into the
[49:22]
cover in the City of Clive and so we
[49:25]
said let's just see what we can do so
[49:27]
rather than spend the $1.8 million which
[49:29]
the CIP currently allocates to buy a
[49:31]
second ladder truck we explored the
[49:34]
opportunity uh which has now been
[49:35]
through all the different iterations
[49:37]
that says let's just buy Clive's truck
[49:39]
and sell them our spare engine and then
[49:41]
we can share them as needed so that's
[49:44]
what this is actually doing here where
[49:45]
it says
[49:46]
$297,500 in next year's CIP that is what
[49:50]
the difference in value between the two
[49:52]
trucks has been appraised at so we would
[49:55]
buy their truck for for roughly 700 and
[49:59]
it's off the top of my head but roughly
[50:01]
$770,000 they would buy our truck at 400
[50:05]
and something thousand so basically the
[50:07]
difference is about $300,000 which is
[50:09]
what we're asking for and if we are able
[50:11]
to finalize that deal then which we
[50:14]
cannot do until the money is
[50:16]
appropriated then uh we would not have
[50:18]
to spend the $1.8 million on the other
[50:20]
ladder truck because their ladder truck
[50:22]
is only 10 years old and has an expected
[50:24]
life of another 8 to 10 years so that's
[50:28]
what we are doing with this particular
[50:29]
piece again it's building on our
[50:32]
partnership and and attempting to really
[50:33]
be good stewards of the Public's money
[50:35]
so that's what we're trying to do there
[50:38]
so and by the way the arrangement we're
[50:41]
working out with Clive is that actually
[50:42]
we will still have access to our engine
[50:44]
our former engine so that if we needed
[50:46]
to borrow one we would be able to do
[50:48]
which is something we already can do now
[50:50]
so again trying to save the taxpayers
[50:53]
money and and be the most efficient use
[50:55]
especially these Reserve resources that
[50:58]
you don't need every single day and
[51:00]
these new trucks are getting very very
[51:02]
expensive so trying to keep that going
[51:04]
and they take a really long time to
[51:06]
build they do take a very long time to
[51:08]
build yes the current replacement
[51:10]
estimate on a new ladder truck is almost
[51:13]
up to four years
[51:14]
now
[51:16]
so there's that so we got to start
[51:18]
planning what in a couple of years for
[51:20]
the 10e uh truck well we actually have
[51:24]
marked that out again as we move forward
[51:26]
with Clive and our partnership we've
[51:27]
agreed as to replacement schedules for
[51:29]
all of our apparatus so that we can
[51:31]
accurately and allow you to plan
[51:33]
effectively for these bigger
[51:35]
purchases well I don't think we can say
[51:37]
enough about the value of that
[51:38]
partnership and all of the work that uh
[51:41]
the both departments have put in and the
[51:43]
finance department and everyone um to to
[51:46]
be such good stewards of of our taxpayer
[51:51]
dollars I agree that's great great
[51:55]
thinking yes we're trying
[51:58]
so the next one is already uh in program
[52:00]
for next year um the scbas which
[52:03]
self-contained breathing apparatus those
[52:05]
are the tanks we were on our back they
[52:07]
have a hard lifespan of 15 years after
[52:10]
15 years you can't get them tested you
[52:12]
can't work on them anymore you basically
[52:14]
have to buy new ones so uh we have
[52:17]
reached our end of life on our current
[52:18]
packs and have been uh planning for this
[52:22]
replacement we've been looking at
[52:23]
different packs about how we need to
[52:24]
move forward we are still in that same
[52:26]
number uh so we don't need to make any
[52:28]
adjustments to the number the plan is to
[52:30]
replace those uh in in the summer and
[52:33]
fall of next year in the 26 fiscal
[52:36]
year and then the third one we have uh
[52:39]
the fire tender um for those of you not
[52:42]
familiar with the project a tender is a
[52:45]
truck that hauls water and the um reason
[52:48]
that it's in here and it's not programed
[52:50]
is that it is simply a statement that as
[52:53]
Council has explored the possibility of
[52:55]
annexing future growth into the Western
[52:58]
area we have identified that some of the
[53:00]
areas that they have considered annexing
[53:02]
in the past do not have any hydrants and
[53:04]
if we were to Annex that area and be
[53:06]
responsible for fire protection we would
[53:08]
need to have an ability to at least on a
[53:11]
temporary basis be able to bring our own
[53:14]
water with us so that's the cost the in
[53:17]
today's dollars of what a tanker or I'm
[53:19]
sorry a tender would cost um we have no
[53:22]
immediate needs to buy one we just have
[53:24]
it standing by in the so that you can
[53:27]
see and Council especially can see as
[53:29]
they consider annexation plans what that
[53:31]
would need to what we would need to do
[53:34]
and answer to the question next is what
[53:37]
about building a new fire station and
[53:38]
the answer is we do not anticipate
[53:40]
needing another fire station even with
[53:42]
the proposed annexations for
[53:45]
approximately the next 25 years uh
[53:47]
basically until we get all the way out
[53:48]
to Dallas Center if that annexation were
[53:51]
to occur that's the point at which we
[53:52]
would need to think about adding another
[53:54]
station otherwise where we Loc located
[53:56]
Station 43 will meet our expansion needs
[53:59]
for the next 20 to 25 years including
[54:02]
possible
[54:08]
annexations and that covers equipment
[54:11]

available or an easement through it it

would become a priority project so Jan

sale it right for sale right now and so

if it did sell are

and is that what's kind of preventing

the sale of that and us being able to do

been with the city 26 years and we've
[56:17]
visited with the current family a number
[56:19]
of times over those years they had no
[56:21]
interest in selling or giving easement
[56:24]
or anything but that certainly is a
[56:26]
priority for us because it's a
[56:29]
significant um link Missing Link in this
[56:32]
trail
[56:34]
system so again it's an oute but I just
[56:36]
wanted to mention it as it is a priority
[56:39]
so silkwood Crossing this um section
[56:43]
here 140 um 148 Street and this Trail
[56:49]
when this development was uh put in the
[56:53]
um developer was responsible for putting
[56:56]
in in the the north south and east
[56:58]
section so this is a missing section to
[57:01]
provide um accessibility so that is U
[57:05]
proposed for next year and not a hugely
[57:08]
expensive compared to all the other
[57:10]
projects you're looking at tonight put
[57:12]
it that
[57:16]
way silveren Ridge Trail so this is at
[57:19]
North U park next to the Little League
[57:21]
complex the Miracle League field the
[57:23]
all-inclusive playground this section um
[57:26]
of Trail each year we evaluate all of
[57:29]
our 58 miles of trails and evaluate the level of of safety and What needs to
[57:35]
what trail needs to be replaced or
[57:38]
repaired um uh as a priority and this is
[57:42]
a section this one right here is a
[57:44]
significant slope it it's um averages
[57:48]
over 10% slope so as part of this it
[57:51]
would be total reconstruction is what's
[57:53]
proposed and uh we we'd be looking for
[57:57]
opportunities my fine colleagues here in
[57:59]
engineering would be um looking for
[58:01]
opportunities to make it reduce the
[58:03]
slope and make it safer for trail users
[58:06]
so this is plan design in 25
[58:08]
Construction in
[58:13]
26 Waterford ro road uh continuation
[58:17]
right now starting here going all the
[58:19]
way down to Hickman we go over three
[58:21]
miles without crossing a street so it's
[58:23]
a pretty amazing um Trail linkage so
[58:27]
this would continue North this is 156 in
[58:30]
Waterford so we would continue North to
[58:33]
um the uh Dallas County unincorporated
[58:37]
and that is planned right now for
[58:41]
2026 so on this one in particular
[58:45]
I I guess what is the reasoning for this
[58:48]
getting bumped ahead of some of the
[58:50]
other Trails or connections um that are
[58:53]
planned because it right now you know
[58:56]
there's nothing on the other end
[58:59]
right and again where when we do Trail
[59:02]
linkages one of them is as neighborhoods
[59:04]
they can get on going in this direction
[59:07]
so connecting anytime that we can
[59:09]
connect neighborhoods connect to
[59:11]
communities as well obviously this one
[59:13]
isn't necessarily connecting to
[59:15]
communities but we certainly would be
[59:17]
looking at that of as this gets
[59:20]
developed is this um getting developed
[59:23]
in the next um two years obviously the
[59:26]
plans then would be to for design and uh
[59:29]
construction hopefully in in 26 or 27
[59:33]
depending on one the design is but it
[59:36]
certainly we evaluate these as we go of
[59:39]
is there other priorities a lot of it's
[59:43]
with all Trails as well as other
[59:45]
projects kind of the hip bones connected
[59:47]
to the knee bone and and so forth so um
[59:50]
one thing has to be developed before
[59:52]
another
[59:59]
Barrett bosen Park is probably one of
[1:00:01]
our most popular new parks so 156 in
[1:00:04]
Waterford currently we actually just
[1:00:08]
finished phase two which is pretty
[1:00:10]
amazing so if you haven't been out there
[1:00:12]
please go out and take a look uh it
[1:00:14]
includes an optical course climbing
[1:00:16]
Boulder a pave pass for accessibility so
[1:00:19]
this is what was just completed um this
[1:00:23]
section here and what is proposed in
[1:00:27]
2026 is a trail
[1:00:30]
connection I'm going to zoom in here
[1:00:32]
again so this is all Barrett bosen
[1:00:36]
Park we have a a trail that that was put
[1:00:39]
in and there's a Creek in between so
[1:00:42]
proposes a trust bridge to connect this
[1:00:45]
whole neighborhood to the park so you
[1:00:47]
don't have to go all the way up and down
[1:00:49]
and across so that's um proposed for 28
[1:00:54]
and then future development um as
[1:00:56]
outlined here isn't an oute for other
[1:00:59]
amenities what's wonderful about this
[1:01:01]
park is the the bosen foundation has um
[1:01:04]
donated the first phase they donated
[1:01:06]
over $100,000 this phase that just
[1:01:09]
completed they donated $40,000 toward it
[1:01:12]
so um it's been a great partnership and a funding um opportunity for the
[1:01:22]
city the next two parks Bentley Ridge
[1:01:25]
Park um this Parkland has actually not
[1:01:28]
been um dedicated yet I'm going to zoom
[1:01:31]
out here a little bit so this is Bentley
[1:01:33]
Ridge so radiant Elementary School 170th
[1:01:37]
Street so this is the land that the city
[1:01:40]
would acquire and we're looking at this
[1:01:43]
property for Parkland as well as I'm
[1:01:47]
going to move ahead to the next one
[1:01:48]
Highland Meadow so again this is radiant
[1:01:50]
elementary school so some unique
[1:01:52]
opportunities Bentley Ridge is here
[1:01:55]
Highland Meadows here this is a 9 acre
[1:01:58]
pretty beautiful um area for Parkland so
[1:02:01]
we're proposing to do a master plan for
[1:02:04]
both of these Parks so we know what what
[1:02:08]
makes sense to be developed there um and
[1:02:12]
the uh this park has some significant
[1:02:15]
Parkland or Bentley Ridge has some
[1:02:17]
pretty significant Parkland Dedication
[1:02:20]
that help offset the project but again
[1:02:22]
for both of these projects of just
[1:02:25]
wanting to get usually the bigger
[1:02:27]
projects will look to get a master plan
[1:02:29]
if it's a five six um acre or less Park
[1:02:32]
we we typically will do it inhouse and
[1:02:35]
work with a a consultant but these two
[1:02:40]
um certainly um seem appropriate to do a
[1:02:43]
master plan and looking to obviously
[1:02:45]
radiant elementary school has a
[1:02:47]
playground so what can we do that's
[1:02:48]
going to complement what they have and
[1:02:50]
Not Duplicate so three parks that are
[1:02:53]
with close proximity
[1:02:56]
I think that's great uh
[1:03:02]
planning the rec Hub so this is just
[1:03:05]
south of the parking lot here where our
[1:03:07]
current I guess it's almost a year and a
[1:03:10]
half ago City Hall was was at capacity
[1:03:13]
so our Parks and Recreation offices were
[1:03:16]
uh moved uh to this site so it was
[1:03:20]
repurposed I'm going to pull up the
[1:03:22]
master plan here so our parks and
[1:03:25]
recation offices this is the library
[1:03:27]
this is the main parking lot so our main
[1:03:30]
offices are right here now proposed is
[1:03:33]
re um utilizing the current two garage
[1:03:37]
Bays right now they're still with garage
[1:03:41]
Bays so in 2018 we had a master plan
[1:03:44]
done for parks recreation and open space
[1:03:46]
and one of the things that was pretty
[1:03:48]
clear is we have very insufficient
[1:03:51]
indoor Recreation space we have our
[1:03:53]
three Park shelters line shelter
[1:03:55]
gianetti shelter in the senior center
[1:03:57]
community center um with the uplex vote
[1:04:00]
that didn't um get approved we still
[1:04:02]
that hasn't changed and it's getting
[1:04:04]
worse of we're having to rent spaces now
[1:04:07]
to to accommodate uh the community
[1:04:10]
obviously still wants to to have indoor
[1:04:13]
programming outdoor programming as well
[1:04:15]
so this is an opportunity to uh
[1:04:18]
reutilize and repurpose the um two
[1:04:22]
existing garage Bays this area here we'd
[1:04:26]
call it the yard and essentially is
[1:04:28]
outdoor space some um
[1:04:32]
artificial turf that you can have
[1:04:35]
outdoor picnic area shade structures do
[1:04:37]
outdoor movies um outdoor yoga things
[1:04:40]
like that so that is what's proposed in
[1:04:43]
the first phase of this uh project um
[1:04:47]
for next year would be uh it's planned
[1:04:51]
for 26 and 27 so we'd work with a
[1:04:53]
consultant and start the design planning
[1:04:56]
to then move forward with that in 26 and
[1:04:59]
27 and future phases could be a splash
[1:05:04]
bad additional parking um exterior
[1:05:07]
restrooms but again that is uh oute for
[1:05:10]
discussion uh we do get questions what's
[1:05:13]
going to happen to the old house that's
[1:05:15]
right next to the wreck office and that
[1:05:17]
currently is a Wellness Center um for
[1:05:20]
the city the house is built I think in
[1:05:22]
1954 so as part of this that would come
[1:05:25]
down um and some of the parking there
[1:05:29]
would be um be able to be used for this
[1:05:32]
facility and that would come down in
[1:05:35]
phase one that would come down in phase
[1:05:37]
one so in 26 and
[1:05:42]
27 so this would be a truly a public
[1:05:45]
amenity it wouldn't generate any any
[1:05:47]
Revenue uh it would be a rental rental
[1:05:50]
space so it would be a community
[1:05:53]
room similar to our indoor lion shelter
[1:05:56]
you can rent Senior Center you can rent
[1:05:58]
we do programming there but you could
[1:06:00]
also rent it so this um you could rent
[1:06:04]
this facility you need to have this
[1:06:05]
outdoor space uh as part of it so um one
[1:06:10]
of the garage Bays right now is proposed
[1:06:13]
like a be quite small a mini
[1:06:16]
gym so different types of flooring so
[1:06:19]
you can do different Fitness classes or Youth Sports and things like that so
[1:06:25]
yes they would be rented
[1:06:30]
facilities can you uh use your mic I'm
[1:06:34]
sorry one of the things that we've
[1:06:36]
talked about at parks and wreck is that
[1:06:38]
the senior center is overflowing and
[1:06:42]
that there's a continued need for more
[1:06:44]
and more and more Fitness classes or
[1:06:47]
programming so rather than having to
[1:06:50]
rent extra space for those kinds of
[1:06:52]
classes and so forth this would provide
[1:06:55]
additional opportunity for us is that
[1:06:58]
right yeah right now the senior center
[1:07:01]
has over 38 classes a week of Fitness
[1:07:03]
class that's the most popular classes
[1:07:05]
that we have we're having to rent um out
[1:07:08]
starting in January going to be renting
[1:07:09]
out space just to accommodate that so
[1:07:11]
that's just on the the senior population
[1:07:14]
side and as um we continue with kids of
[1:07:17]
all we say womb the tomb uh with
[1:07:21]
Recreation yeah ideally obviously would
[1:07:24]
have could have should have we would
[1:07:25]
have love to have a new recreation
[1:07:27]
facility but um out west but that's not
[1:07:30]
something that happened so now we're
[1:07:31]
looking to be creative with the
[1:07:33]
facilities that we do have the
[1:07:35]
infrastructure the footprint is solid we
[1:07:38]
had that evaluated obviously before our
[1:07:40]
wreck offices even move there so um this
[1:07:44]
would be a helpful first step in being
[1:07:45]
able to um and then hopefully someday
[1:07:49]
maybe the police station when that's
[1:07:50]
vacated we
[1:07:52]
can planting a seed
[1:07:57]
any other questions on the rec
[1:08:01]
up uh jacqulyn Baldwin Dunlop Park and
[1:08:05]
our berum we are currently uh under
[1:08:08]
contract for the construction of a
[1:08:10]
flushable restroom and that's the next
[1:08:13]
phase so in 2025 and as you know um
[1:08:17]
through this process hopefully you know
[1:08:19]
something gets approved like in 2024
[1:08:22]
that initiates the planning so the
[1:08:23]
funding is in 25 so uh we are under
[1:08:27]
contract the uh with a consultant who is
[1:08:31]
planning the the design of the flush
[1:08:33]
restroom here as well as the one next to
[1:08:35]
the police station next to the soccer
[1:08:37]
field so those two were approved in 24
[1:08:40]
those are underd design right now the
[1:08:42]
exact location is is still being um
[1:08:45]
evaluated as well but we anticipate
[1:08:48]
somewhere off of the the parking lot
[1:08:51]
here for a flushable restroom what's
[1:08:54]
nice for um the any projects capital
[1:08:57]
projects that are done at uh the Dunlop
[1:09:00]
Park and Arboretum there is a foundation
[1:09:02]
that Paul and Jaclyn Baldwin um created
[1:09:06]
before they passed away and so any
[1:09:09]
capital projects that are funded it's
[1:09:11]
funded 50% by the foundation so that is
[1:09:15]
um part of what will be funded for this
[1:09:17]
project as
[1:09:22]
well Lions Park Improvement Prett
[1:09:25]
exciting the last couple years in
[1:09:28]
2024 this past spring the splash P
[1:09:30]
opened under construction right now
[1:09:33]
nearly completed phase two uh the
[1:09:36]
temperatures got too uh cool for doing
[1:09:39]
the surfacing and coloring for the
[1:09:41]
pickle ball court so this section right
[1:09:43]
here focused on the um Southeast corner
[1:09:47]
so was the demolition of the existing
[1:09:50]
courts the construction of four pickle
[1:09:51]
ball courts a tennis court three half
[1:09:53]
basketball courts are in there
[1:09:55]
accessible walkways outdoor games
[1:09:57]
grading detention um detention work for
[1:10:01]
both that phase as well as proposed for
[1:10:04]
next year is this parking will be adding
[1:10:08]
41 parking spots along the so it's pull
[1:10:12]
in head in parking along Prairie
[1:10:14]
obviously that's one of the the the
[1:10:16]
challenges we have at this park very
[1:10:18]
popular Park parking is an issue um so
[1:10:22]
being able to add that parking as well
[1:10:24]
as there will be some um medians in
[1:10:28]
between uh so we're going to be able to
[1:10:31]
adjust the electrical for Fourth of July
[1:10:33]
vendors so there'll be um little Islands
[1:10:36]
in between these parking spots so that
[1:10:38]
will be more of a permanent um for the
[1:10:41]
utilities there and also proposed for
[1:10:45]
this phase is improvements to the
[1:10:47]
playground so adding uh additional
[1:10:49]
expanding the playground adding
[1:10:51]
additional playground equipment and some
[1:10:53]
a part of it would be accessible rubber
[1:10:56]
eyes surfacing obviously as we've talked
[1:10:58]
before I would love to have that
[1:11:00]
rubberize surfacing on every playground
[1:11:02]
we have but it's usually seven to 10
[1:11:04]
times more expensive than the um the
[1:11:07]
wood fiber and wood chip so anytime we
[1:11:10]
have that opportunity obviously that is
[1:11:12]
a priority for us so we can be
[1:11:14]
accessible to kids of all abilities and
[1:11:16]
adults as well so that is what's planned
[1:11:19]
and proposed for phase three and then
[1:11:23]
future phases are outlined in the ca
[1:11:25]
of whenever those come
[1:11:32]
up this is a right next to the Delta
[1:11:35]
Dental and it's more of a it would be
[1:11:37]
initiated by the private um private
[1:11:39]
businesses there the city would have
[1:11:41]
very little commitment with that so just
[1:11:45]
a quick overview um one of the we have
[1:11:48]
playground Replacements and we have 40
[1:11:52]
playgrounds in Urbandale 13 of these
[1:11:55]
playgrounds are over 16 years old so
[1:11:57]
starting two years ago we had only been
[1:12:00]
doing one playground a year and that
[1:12:03]
there was no way we'd catch up with that
[1:12:05]
so now we're proposing three to four
[1:12:06]
playgrounds a year so just the the
[1:12:09]
colors here the playgrounds that were
[1:12:11]
replaced in 2023 are the orange the new
[1:12:15]
playgrounds the regional park um as well
[1:12:18]
as Barrett bosen phase two was done this
[1:12:21]
past year um playgrounds in 2024
[1:12:25]
the replacement ones are in yellow and
[1:12:28]
then the proposed ones are in red for
[1:12:33]
2025 and again those are all highlighted
[1:12:36]
in the in the in your CIP
[1:12:41]
document so this year because of weather
[1:12:44]
and and we were supposed to finish three
[1:12:46]
playgrounds in the spring but the
[1:12:49]
installer um once summer hits they go to
[1:12:52]
the um the schools so we ended up having
[1:12:55]
five new playgrounds this year so it's
[1:12:57]
pretty phenomenal the regional park one
[1:12:59]
is is amazing so um we're just showing
[1:13:05]
the and again this is just a a DOT on
[1:13:08]
the map but essentially we have a
[1:13:10]
project for shelters and flushable
[1:13:12]
restroom so uh right now this one's
[1:13:15]
showing the one I just mentioned is at
[1:13:17]
the police station so that is a larger
[1:13:20]
that's our most used and most rented
[1:13:22]
shelter so it's flushable restroom and
[1:13:25]
shelter planted here um and then in 2025
[1:13:30]
would be the construction of
[1:13:37]
that and this is the one where it's just
[1:13:40]
the dot on the map but essentially
[1:13:41]
utility installation a lot of these
[1:13:43]
projects obviously require um utilities
[1:13:46]
if you're doing a I've learned over the
[1:13:48]
years you do a flushable restroom one of
[1:13:50]
the reasons why it's so expensive is
[1:13:52]
bring sanitary sewer and water to a park
[1:13:54]
that doesn't have any an electrical so
[1:13:58]
um it's outlined again in the CIP I I I
[1:14:02]
could stand here and talk all night
[1:14:04]
about all the projects but I think that
[1:14:05]
you can read those over I wanted to just
[1:14:09]
overview the next few projects are
[1:14:10]
Walker Johnson projects and one of the
[1:14:14]
things that we are proposing for our
[1:14:17]
Parks operations budget so nothing to do
[1:14:20]
at CIP but it impact CIP is proposing to
[1:14:23]
do a master plan to re-envision Walker
[1:14:27]
Johnson Park essentially the softball
[1:14:30]
complex all of our area communities
[1:14:33]
Norwalk Grimes um walki have new
[1:14:37]
complexes our softball complex right now
[1:14:40]
we I eight years now I think or six
[1:14:44]
years that the city took over the
[1:14:46]
operations we just rented out so there's
[1:14:49]
not a huge Revenue stream there's some
[1:14:51]
that there's not a huge Revenue Stream
[1:14:53]
So as we look at some
[1:14:56]
significant um Investments that are
[1:14:58]
proposed in the CIP this one is not as
[1:15:01]
huge but next to the pickle ball courts
[1:15:03]
is just the repurpose and remodel to
[1:15:05]
provide a restroom but as you and some
[1:15:09]
for the skateboard park starting to get
[1:15:11]
more expensive but you look at this
[1:15:13]
softball complex um and some of it for
[1:15:16]
the lighting needs to be replaced uh The
[1:15:20]
Outfield fencing the surfacing some
[1:15:24]
significant in Ms to the tune of almost
[1:15:26]
$2 million we said okay should we be in
[1:15:29]
the softball business let's do a master
[1:15:32]
plan to revisit that and have
[1:15:34]
significant Community input Community
[1:15:36]
what do you want to see and they might
[1:15:38]
say keep it softball but it might be a
[1:15:41]
splash pad it might be outdoor
[1:15:43]
recreation one of the things just to
[1:15:45]
mention and again it doesn't impact the
[1:15:47]
CIP projects but the master plan it does
[1:15:50]
need to be an outdoor recreation
[1:15:52]
amenities because of the the funding in
[1:15:55]
the 1970s that was used to purchase this
[1:15:58]
it's the land waterer conservation
[1:16:00]
Bureau of outdoor recreation it was
[1:16:01]
called at the time so it would need to
[1:16:04]
be um outdoor but stay tuned um we have
[1:16:10]
three of our five council members here
[1:16:12]
so um and our finance director and
[1:16:14]
assistant city manager so that is
[1:16:17]
proposed in our Parks operating budget
[1:16:20]
so I just preface that so we don't get
[1:16:23]
too much into the details of what's
[1:16:25]
planned here um so we did we push back
[1:16:28]
all of our projects in Walker Johnson
[1:16:30]
until 2026 at least so we have that
[1:16:33]
Master Plan input before we make those
[1:16:35]
Investments so with the softball fields
[1:16:37]
it sounds like they're just costing more
[1:16:39]
than we're kind of renting yeah we we
[1:16:42]
net some I mean three years ago it was
[1:16:45]
56,000 last year was 32,000 this year
[1:16:49]
was 22,000 so it's getting less and less
[1:16:53]
uh and just
[1:16:55]
because there's a lot nicer complexes
[1:16:58]
out there that um one they have
[1:17:00]
synthetic field so they can play uh
[1:17:03]
pretty much any time and it's just
[1:17:05]
becoming less and less popular so it we
[1:17:09]
just thought you know what Now's the
[1:17:10]
Time to do it obviously our main
[1:17:12]
infrastructure that we've invested
[1:17:13]
millions in would stay um we're not
[1:17:16]
going to take out the pickle ball courts
[1:17:17]
or the tennis courts or things like that
[1:17:19]
but revisioning that that section by the
[1:17:22]
softball is what we be looking at Jan
[1:17:26]
um I you said this was coming soon to an
[1:17:30]
operating budget but you know we've
[1:17:33]
talked about the ReUse of the police
[1:17:35]
department
[1:17:37]
building would that be something to wrap
[1:17:42]
into this or would that be too premature
[1:17:45]
I don't know you don't need to answer
[1:17:47]
that but like that's where I'm what I'm
[1:17:50]
thinking I don't
[1:17:52]
know so you're like like yeah I can
[1:17:56]
answer for Jan it's
[1:17:58]
yes yeah we're we actually are are
[1:18:01]
hoping to to get things all ready for
[1:18:04]
July 1 to start with the community input
[1:18:07]
so if the budget gets approved in March
[1:18:09]
we would move forward with the RFP get
[1:18:11]
things ready so we're not doing that in
[1:18:14]
July and August we're ready to to start
[1:18:17]
so I I can't speak for well I just think
[1:18:21]
it's something to consider uh um since
[1:18:26]
it's coming the you know an empty big
[1:18:30]
building in the vicinity so I don't know
[1:18:34]
I would love nothing more that okay well
[1:18:38]
it brings up a good point if we're
[1:18:39]
talking about the park right next to
[1:18:41]
where we've got a planned wreck Hub and
[1:18:43]
an empty station you before too long can
[1:18:47]
that all be wrapped into a master plan
[1:18:49]
to get the best use of all of it the
[1:18:52]
recre Hub has a master plan it we did a
[1:18:55]
master plan for it um so and have
[1:19:00]
obviously the preliminary drawings and
[1:19:02]
so forth so timing of these obviously a
[1:19:06]
lot of steps have to happen for the
[1:19:07]
police station our crisis right now of
[1:19:09]
indoor space for the wreck Hub
[1:19:13]
um I'm hoping we'll be able to move
[1:19:15]
forward but certainly all the timing and whatever comes out of a master plan
[1:19:21]
then you start plugging things back into
[1:19:23]
the CIP saying okay now when can you
[1:19:27]
make those happen so um I think there
[1:19:30]
would have to however the timing works I
[1:19:33]
am open to whatever discussion so so
[1:19:36]
hopefully for the overall master plan
[1:19:39]
the wreck Hub is essentially an existing
[1:19:42]
condition isn't that what we're looking
[1:19:44]
at right I mean we if it gets approved
[1:19:46]
we would start right design construction
[1:19:50]
drawings and design of that okay yeah I
[1:19:52]
just I asked CU you know I hear Splash
[1:19:55]
Pad at Lion's Park Splash Pad at the
[1:19:56]
wreck Hub potential Splash Pad at you
[1:19:58]
know some of these things are all kind
[1:20:01]
of similar in function in a way right
[1:20:04]
and the splash pad at the wreck Hub
[1:20:07]
is out year and some people have
[1:20:10]
concerns about it at that location so
[1:20:13]
certainly that master plan at Walker you
[1:20:15]
would not put one in my opinion you
[1:20:17]
would not put one at the rec Hub if you
[1:20:20]
have one at Walker Johnson I mean and
[1:20:22]
that's where we're in the CIP coming
[1:20:25]
here to of the the upcoming projects of
[1:20:28]
a splash bed out west so um I love this
[1:20:32]
excitement about parks and wck
[1:20:35]
yay um Waterford Park is a diff Golf and
[1:20:39]
I think it's over here we're g to so the
[1:20:44]
expansion there's Waterford Park so we
[1:20:47]
have a current 15 or 13 whole disc golf
[1:20:49]
course is proposed to to um enhance that
[1:20:54]
to expand that to 18 holes so that would
[1:20:56]
be in this uh coming fiscal
[1:21:02]
year water Trails this is an uh I'm
[1:21:06]
trying to think of what year we have
[1:21:08]
this
[1:21:09]
in this is an out oute I'll just mention

I did submit a grant to Icon last week
[1:21:16]
if we were to get that Grant then next
[1:21:18]
year I would come to you and seeing if
[1:21:21]
we can move that forward but that's
[1:21:23]
planned in the regional part so these um
[1:21:25]
projects now are for the regional call
[1:21:28]
Park the Walnut Creek Regional Park for
[1:21:30]
those of you that hopefully you're aware
[1:21:33]
of it but it uh Meredith Drive on the
[1:21:36]
North Douglas on the South 156th Street
[1:21:39]
on the west 142 Street on the East so
[1:21:43]
this 200 acre Park uh Walker Johnson is
[1:21:46]
considered our active Park Walnut Creek
[1:21:48]
Regional Park is considered our passive
[1:21:50]
Park limited to what you can construct
[1:21:53]
there because a lot of this land land
[1:21:54]
was purchased with re funding so again
[1:21:57]
the um more of an outdoor passive
[1:22:01]
Recreation so this is the park access
[1:22:04]
road we currently from Aurora Avenue
[1:22:06]
down to the end of 147th Street have the Park Road or the Walnut Creek Park
[1:22:12]
Road proposed here would be the
[1:22:15]
continuation of this down to Douglas and
[1:22:19]
one of the things that this is
[1:22:20]
contingent upon here's the roundabout
[1:22:23]
this section the Northwest section of
[1:22:26]
the roundabout would need to be
[1:22:27]
developed because the frontage road for
[1:22:30]
this is the this park access road would
[1:22:33]
need to connect to so it it seems to be
[1:22:38]
a project that gets pushed back right
[1:22:39]
now we have it in 2028 and we just see
[1:22:42]
on the timing of of as this gets
[1:22:45]
developed then kind of one of those one
[1:22:47]
thing has to happen before the next
[1:22:49]
that's what this is so
[1:22:56]
this is the area at the corner of
[1:22:58]
152nd
[1:23:00]
and uh Meredith Drive so the fire
[1:23:02]
station here this is where the proposed
[1:23:04]
uplex would have been so these are in an
[1:23:07]
oute but we just have proposed possible
[1:23:10]
facilities that could be there one of
[1:23:13]
the um amenities we had talked about was
[1:23:15]
a regional playground and we said you
[1:23:18]
know what for that one amenity let's put
[1:23:21]
it next to an already existing in
[1:23:24]
parking lot shelter restroom so this
[1:23:27]
current year we just finished the Walnut
[1:23:30]
Creek Regional Park regional
[1:23:33]
playground right next to and I didn't
[1:23:35]
want to zoom ahead I just wanted to show
[1:23:37]
you the the visual here so proposed
[1:23:40]
ameni 152nd and Meredith oute unless
[1:23:45]
they become a priority in funding more
[1:23:47]
of a priority in fundings available what
[1:23:50]
is proposed in 2020
[1:23:55]
eight right now is a splash pad right
[1:23:59]
next to the regional play playground
[1:24:01]
this is the regional playground that
[1:24:03]
just got completed they already have
[1:24:05]
done the grading for a future Splash Pad
[1:24:07]
when we found out the popularity of
[1:24:09]
lions uh park splash pad and wanting to
[1:24:14]
certainly provide Regional amenities for
[1:24:16]
both um parts of the community uh we'd
[1:24:20]
love to do a splash pad out at the
[1:24:22]
regional park in right now it's in
[1:24:27]
28 that is the end of the parks projects
[1:24:31]
any questions Jan would

you uh for the a splash pad at that
[1:24:37]
location would you need to do because
[1:24:39]
the shelter with the restrooms is on the
[1:24:41]
other side of the parking lot would you

seeking Partnerships on the funding so
[1:25:14]
that it's not entirely uh a burden of
[1:25:17]
the city of
[1:25:18]
Urbandale I'm not trying to put this on
[1:25:20]
in your lap I'm just saying that that's
[1:25:22]
something we need to kind of figure out how to think about U because
[1:25:26]
I think there's probably potential
[1:25:28]
Partnerships um it is a regional part
[1:25:32]
for
[1:25:33]
sure yeah we had looked at at some of
[1:25:37]
those for other Regional amenities it's
[1:25:39]
um yeah as you know I I'm all about
[1:25:43]
rating grants
[1:25:45]
to to subsidize yeah maybe we can we
[1:25:49]
need to talk about that maybe there's
[1:25:50]
ways to do this that aren't even right
[1:25:52]
in Grants it's like uh getting them to
[1:25:55]
step up and support a regional
[1:25:59]
piece so anyway there might be ways to
[1:26:02]
defr some of this
[1:26:05]
Cost question for that one Trail link
[1:26:07]
that you had um that was contingent on
[1:26:09]
the sale of that property that was the
[1:26:11]
critical connection yes um maybe this is
[1:26:14]
a good question for some of you at the
[1:26:16]
table here but is there anything that
[1:26:18]
can be done with Planning and Zoning
[1:26:19]
what what is that zoned there right now
[1:26:27]
agricultural looking at you yeah I think
[1:26:29]
it's R R1 where the houses and
[1:26:30]
agricultural but like you said three4 of
[1:26:33]
it flood plane yeah I just didn't know
[1:26:36]
if there's anything zoning wise that
[1:26:37]
could be done to entice someone to
[1:26:38]
actually come in and put in a burn to
[1:26:40]
develop it well the problem is a current
[1:26:43]
owner probably on getting it
[1:26:48]
resed so it would to exactly someone

would have to buy it and then correct
[1:26:53]

about um let's see so Bridges our first
[1:28:22]
one here 41 one it isn't an oute now
[1:28:25]
I'll just highlight that it used to be
[1:28:27]
in 2028 and this is the area where Jan
[1:28:31]
was talking about the bridge and in the
[1:28:32]
disc Gulf up in this area here um really
[1:28:35]
the reason I moved it to an oute is just
[1:28:37]
to free up funding this property up here
[1:28:40]
will need to be purchased and a
[1:28:42]
development plan brought forward so
[1:28:44]
until really this property is ready to
[1:28:46]
develop there's not a reason to have a
[1:28:48]
bridge connecting the two properties so
[1:28:51]
the property up here does have Financial
[1:28:53]
responsib abilities for a portion of the
[1:28:55]
bridge so again nothing we can really do
[1:28:58]
until the development comes along once
[1:28:59]
that does we can look at moving it back
[1:29:01]
up in the CIP but as of right now I
[1:29:04]
think it's been been in you know a year
[1:29:08]
those first five years for at least 10
[1:29:09]
years now so I fig it's time to just
[1:29:11]
move it to an oute and see what
[1:29:15]
happens and then our next one on page 42
[1:29:18]
is also in and out year that's if we
[1:29:20]
actually extend Waterford road further
[1:29:22]
to the West we'll need a structure to
[1:29:23]
cross across the
[1:29:25]
creek and that is the only two items we
[1:29:28]
have for
[1:29:34]
Bridges move on to the
[1:29:38]
sidewalks so on page 43 is our Ada
[1:29:42]
pedestrian access transition plan
[1:29:44]
basically we have to have this plan in
[1:29:45]
order to receive federal funding through
[1:29:47]
the through the dot um what we do is
[1:29:51]
each year um we design basically The
[1:29:53]
Pedestrian and ramps at the
[1:29:54]
intersections and we reconstruct them to
[1:29:57]
bring them into ADA compliance uh we do
[1:30:00]
$100,000 a year and what we're coming up
[1:30:03]
with for this next year that we'll beid
[1:30:05]
in you know in January is roughly in are
[1:30:09]
areas east of 86 Street again this is
[1:30:12]
just an annual
[1:30:17]
program next one is on page 44 this is a
[1:30:20]
new new project that we added to the CIP
[1:30:23]
this year it's basically to construct a
[1:30:26]
10- foot Trail on the north side of
[1:30:28]
Hickman Road from the access point on
[1:30:30]
the Frontage Road West of Patricia drive
[1:30:32]
over to 86 Street and there's a lot of
[1:30:35]
other sheets we'll be talking about but
[1:30:36]
I just want to show how all this kind of
[1:30:38]
connects together so we're talking about
[1:30:40]
the trail here as we move a little
[1:30:43]
further to the
[1:30:45]
West um so this is our parks and Public
[1:30:48]
Works facility it's got a 10-ft trail
[1:30:51]
out in front of it we have under
[1:30:53]
contract to connect that trail over to
[1:30:56]
the axis onto the frontage road um
[1:30:58]
they've started that this year
[1:30:59]
unfortunately we ran into some delays
[1:31:01]
with getting our shop drawings approved
[1:31:03]
through the railroad we're hoping
[1:31:05]
through the winter we will get that
[1:31:06]
approved and then we can finish the
[1:31:09]
construction in in the spring so this
[1:31:11]
will be a connection from 86 Street
[1:31:13]
will'll get us back to the parks and
[1:31:15]
Public Works then another page that'll
[1:31:18]
be coming up in a little bit is we're
[1:31:21]
looking to reconstruct the frontage road
[1:31:23]
and and once we do that we'll look to
[1:31:25]
turn that into Cheryl's and that'll be
[1:31:27]
the connection to get you over to 100
[1:31:29]
Street our right away on the north is is
[1:31:32]
just too narrow to fit anything in there
[1:31:35]
and then of course with the ditches in
[1:31:36]
here it'll be difficult so we'd have
[1:31:39]
there's not a lot of traffic on there
[1:31:40]
they can come up onto here we would um
[1:31:43]
replace this sidewalk to connect you up
[1:31:45]
to 100 Street that'll be said another
[1:31:48]
page that'll talk about a trail
[1:31:51]
connection from 100 Street back West to
[1:31:55]
111 street or the entrance into living
[1:31:57]
history farms and then there's another
[1:32:00]
page we'll talk about the Hickman
[1:32:01]
interchange that'll get you back
[1:32:03]
Connected over here by LifeTime Fitness

to the trail that was just constructed
[1:32:07]
there so again just kind of put a few
[1:32:09]
things in context on how they all work
[1:32:11]
together when to talk about them
[1:32:15]
individually going back so again this is
[1:32:17]
at at the East stand here from from just
[1:32:20]
west of Patricia over to 86 Street
[1:32:23]

I was just about to say the same thing
[1:32:27]
looked at each one of these individually
[1:32:29]
they jump they jump around so then we
[1:32:31]
jump that's what alphabetical order
[1:32:33]
does on on for on page 45 then is one I
[1:32:37]
just mentioned is the 100 Street over to
[1:32:40]
the entrance to liveing history farms
[1:32:42]
and we were fortunate enough to we
[1:32:43]
received 400,000 in surface
[1:32:45]
Transportation block grants um
[1:32:48]
alternative funding for that so again
[1:32:51]
we'll have funding it was originally
[1:32:54]
funding for 2028 asked to move it up to
[1:32:57]
27 to coincide with when the trail would
[1:32:59]
be with the Hickman interchange and the
[1:33:01]
no said yes we can accommodate that so
[1:33:03]
they let it occur in
[1:33:09]
27 our next one here on page 46 is a
[1:33:13]
study trying to look for a way to find a
[1:33:16]
connection around 86 Street or a little
[1:33:19]
further west to connect North Park and
[1:33:21]
Plum Drive to get you over the
[1:33:22]
interstate um we've hired a consultant
[1:33:25]
that's looking at options right now
[1:33:26]
they're due to have um recommendations
[1:33:29]
To Us by the end of the year then
[1:33:30]
hopefully next year we can update the
[1:33:32]
page on on the location but right now
[1:33:35]
it's not the safest people do walk along
[1:33:37]
86 Street and we're just looking for a
[1:33:39]
more accomodating way to connect the way
[1:33:42]
I look at it connect the hotels and
[1:33:44]
restaurants with the other hotels and
[1:33:45]
restaurants on the North side along with
[1:33:48]
the
[1:33:50]
businesses so I did have a question on
[1:33:52]
this one um
[1:33:54]
right now the the trail Network that is
[1:33:57]
linking all those neighborhoods to the
[1:33:59]
South kind of from Cross Creek on up um
[1:34:02]
it manages not to have to cross any
[1:34:05]
streets until you hit
[1:34:07]
Plum um so any of the people that are
[1:34:09]
going to be using this um that are not
[1:34:11]
just coming from hotels but all those
[1:34:13]
residential neighborhoods to the South
[1:34:15]
are having to cross a cross plone drive
[1:34:18]
and that that's only going to get busier
[1:34:20]
as that area develops is there a way
[1:34:23]
similar to how it is in all of the major
[1:34:26]
um arterial streets to the South to get
[1:34:28]
under Plum Drive so that you're not
[1:34:30]
having to cross eight bus he Street I I
[1:34:32]
don't believe it's physically possible
[1:34:35]
one thing are as part of this study is
[1:34:37]
the consultant is also looking at where
[1:34:39]
the trail should be on Plum Drive again
[1:34:42]
I think it's going to be on one side of
[1:34:44]
the road or the other they're also
[1:34:45]
looking at where the uh decorative light
[1:34:48]
poles and things would go so they're
[1:34:50]
looking at that entire Corridor but I
[1:34:52]
just don't think it's possible to get
[1:34:54]
low enough to go go under Plum Drive
[1:34:57]
yeah because at at Douglas at merid it
[1:34:59]
all goes under manages to go under the
[1:35:01]
roads kind of by those the water system
[1:35:05]
the creek
[1:35:13]
y um on page 47 this is a new project so
[1:35:19]
what this would do is we have a trail in
[1:35:21]
Meredith Park and it would replace the
[1:35:25]
sidewalk and continue it over towards 86
[1:35:27]
Street as we come up on 86 Street it
[1:35:30]
would go back down to the existing
[1:35:31]
sidewalk that's there today our limiting
[1:35:34]
constraints there are um the parking lot
[1:35:37]
and there's a gas regulation station
[1:35:39]
right here and the easements we' need to
[1:35:41]
obtain so again this this one would be a challenge and a very expensive
[1:35:46]
project if we had to buy part of their
[1:35:48]
parking lot and move that gas regulation
[1:35:50]
station a little more background on this
[1:35:53]
again future projects I'll talk about
[1:35:55]
but so as I say it connect out of the
[1:35:58]
Marth Park up into the
[1:36:00]
neighborhoods um we've got a project
[1:36:02]
that'll be bid shortly through the dot
[1:36:04]
that'll take a 10- foot trail from 86
[1:36:07]
Street on the north side of Meredith
[1:36:08]
over to 104th Street and over by 104th
[1:36:13]
Street zoom in so you can see it we
[1:36:15]
recently constructed a trail along 104th
[1:36:18]
that provides
[1:36:19]
connections and then we're in the
[1:36:21]
process we have under contract track to
[1:36:24]
extend the trail from 104th over to
[1:36:26]
Northwest Urbandale Drive in order to do
[1:36:29]
that we had to underground the power
[1:36:31]
poles unfortunately that's taken longer
[1:36:33]
than we anticipated so we thought we'd
[1:36:36]
have this Trail in this fall turns out
[1:36:38]
it'll be this spring before they finish
[1:36:40]
the undergrounding for
[1:36:42]
us so again just to put things in
[1:36:45]
context on uh where we are
[1:36:49]
at yeah I will mention I think I did
[1:36:51]
last year it would be a shame to have
[1:36:53]
that 10 foot nice path all down along
[1:36:56]
Meredith except for a 200 foot section
[1:36:59]
um I I know you know down on Hickman we
[1:37:01]
managed to figure something out with the
[1:37:03]
railroad I don't know if there's how
[1:37:04]
expensive this gas station area would be
[1:37:08]
to get moved or all I'm sure it's
[1:37:10]
complicated but yeah I think in order to
[1:37:12]
get the 10 foot through there we would
[1:37:14]
have to remove a large portion of that
[1:37:16]
parking lot as well I think it'd be very
[1:37:19]
we can always look into it but I think
[1:37:20]
it be very expensive to buy a chunk of
[1:37:23]
par parking lot from from the bank there
[1:37:26]
I'm sure it would as well it just it
[1:37:27]
would be a shame to have that whole I
[1:37:29]
realize that but that's part of part of
[1:37:32]
I guess the philosophy of the complete
[1:37:33]
streets plan is it's not always I you
[1:37:36]
know a perfect situation you just try to
[1:37:38]
fit in and make as many improvements as
[1:37:40]
you can and what you can make work it's
[1:37:43]
not additionally just that one stretch
[1:37:46]
of sidewalk gets within like two foot of
[1:37:48]
the road there I know it's it's
[1:37:50]
dangerous as it is so
[1:37:56]
next one is also a new project this year
[1:37:59]
on page 48 this would be a 5- foot
[1:38:03]
sidewalk to connect um the hotel down to
[1:38:06]
Sutton Place and then there's a sidewalk
[1:38:08]
continues to the South I'd also add that
[1:38:11]
in the last few years we worked with the
[1:38:12]
city de Mo and dart and we now have a a
[1:38:16]
bus stop in this area here so again
[1:38:19]
we've got access to the bus stop from
[1:38:21]
the south and from the West this would
[1:38:22]
provide more access from the hotel down
[1:38:25]
to to that Dart
[1:38:30]
stop page 49 is also a new project so as
[1:38:35]
I was mentioning we have a trail we're
[1:38:38]
looking to construct on the north side
[1:38:39]
of Meredith we have an existing on
[1:38:41]
Meredith we have a trail on Northwest
[1:38:43]
urbil Drive so this would provide a
[1:38:45]
trail connection on the west side of
[1:38:47]
Northwest over the drive that would get
[1:38:49]
you up to the Plum Drive corridor
[1:38:56]
page 50 this is our page that we call
[1:38:59]
the sidewalks various locations
[1:39:01]
basically um we walk a quarter of the
[1:39:04]
city every year and we look for defects
[1:39:07]
uh we notify the property owner to do
[1:39:09]
those repairs and then if there happens
[1:39:11]
to be any there are city responsibility
[1:39:13]
this allows us to have funding to fix things that are city
[1:39:18]
responsibility and you can see right now
[1:39:20]
almost all all the money that's in in
[1:39:22]
out years are B basically the property
[1:39:24]
owners we do have a balance so we are
[1:39:26]
all right at the moment sometime in the
[1:39:28]
future we may need to start putting
[1:39:30]
funds into that balance but right now we have enough money to keep doing our
[1:39:33]
own
[1:39:37]
repairs is there a certain part of the
[1:39:40]
city based on
[1:39:43]
your every foure walking that we'll be
[1:39:46]
focusing on for this coming year you
[1:39:50]
mind me
[1:39:56]
when you when you've been doing this for
[1:39:57]
20 some years those those keep rotating
[1:39:59]
start keep
[1:40:04]
track okay and then on page 51 is a new
[1:40:09]
project um this would provide a
[1:40:11]
connection between call the the North
[1:40:14]
Leg of aurora on the west side of 86
[1:40:16]
Street and then what future project
[1:40:18]
we'll talk about is our complete streets
[1:40:20]
and bike Lanes we're talking about on
[1:40:21]
Aurora Avenue um right right now there's
[1:40:24]
not a good way since we added cheros on
[1:40:27]
Aurora Avenue here to get down to Aurora
[1:40:30]
um there's a 4ot sidewalk that doesn't
[1:40:32]
drain real well through here so what
[1:40:33]
we're proposing is to replace that with
[1:40:35]
a 10- foot Trail and and make for a
[1:40:38]
safer connection between the two Aurora
[1:40:45]
Avenues P 52 is another new
[1:40:49]
project um so recently on the north side
[1:40:52]
of Doug we did the 15ot um complete
[1:40:55]
streets uh Trail and sidewalk that get
[1:40:58]
you to the creek get the cross over the
[1:41:00]
creek and then this past year we added
[1:41:03]
the 15 foot section over to um Justin
[1:41:06]
Martin Drive or the entrance police
[1:41:07]
station and HIV where we cross the
[1:41:09]
street and then continued over to 86th
[1:41:12]
Street unfortunately we had some utility
[1:41:15]
issues that held us up so so far only
[1:41:18]
the sidewalks been put in on the south
[1:41:20]
side of Doug Douglas they'll connect
[1:41:21]
over to North Karen Acres Park Park in
[1:41:24]
the spring we'll add the 10-ft asphalt
[1:41:26]
piece which will give us a good
[1:41:27]
connection through there so looking at a
[1:41:30]
future project that will connect up to
[1:41:33]
this new new East West trail that will
[1:41:36]
provide a 10- foot Trail to replace the
[1:41:38]
sidewalk to go from Douglas past the
[1:41:41]
city hall campus and then connect down
[1:41:43]
to the Charles gapes Memorial Tree Park
[1:41:46]
it's one of the kind of missing areas we
[1:41:47]
have of sidewalk is on call it the
[1:41:50]
entrance into the library we don't have
[1:41:52]
a sidewalk on either side it was set up
[1:41:54]
in the middle of the parking lot so this
[1:41:56]
will add an easier way to get down to
[1:41:58]
the park and into the trail so that's
[1:42:00]
proposed in
[1:42:02]
2026 and then in 2029 would be replacing
[1:42:06]
a piece of Trail through here that
[1:42:08]
connects into to our other trail
[1:42:12]
system what is the plan for 86 are you
[1:42:15]
looking at doing a 10- foot Trail
[1:42:17]
similar to the other arterial streets
[1:42:19]
or um actually looking at the areas we
[1:42:22]
can there's a lot of areas where it's
[1:42:24]
going to be tough especially as we get
[1:42:27]
north of Douglas um it'd be one of those
[1:42:31]
things where you'd have to start looking
[1:42:33]
at will it fit on the east side then you
[1:42:35]
might go a couple blocks and you have to
[1:42:36]
move it to the west side where it would
[1:42:38]
fit and then maybe move it back to the
[1:42:40]
east looking at a lot of these I think
[1:42:42]
it's going to be difficult um it's been a while but I did the widening
[1:42:46]
design for 86 Street here and just kind
[1:42:50]
of the way the drainage if you look at a
[1:42:51]
lot of things it drops off into the yard
[1:42:53]
s to where we pretty much did all we
[1:42:55]
could without having to either get
[1:42:57]
easements take people's fences out and
[1:42:59]
keep moving things closer so there's you
[1:43:02]
again challenges there then on the flip
[1:43:04]
side you've got you know by the golf
[1:43:06]
course where it's down next to it and
[1:43:09]
their parking lot where we already got a
[1:43:10]
retaining wall next to it so it's
[1:43:13]
something something we're looking at but
[1:43:14]
haven't found a great solution for yet
[1:43:17]
with that in mind um you just talked a
[1:43:19]
second ago about the extension or
[1:43:21]
replacement of a 4ot sidewalk
[1:43:23]
are are a lot of those easements through
[1:43:26]
these neighborhoods where they have the
[1:43:27]
trail City owned where those 4 foot
[1:43:29]
sidewalks exist it depends it could be
[1:43:32]
in an easement or it could be in City
[1:43:34]
own just different location what I was
[1:43:36]
wondering is is there a way to go from
[1:43:39]
Walker Johnston through some of those 4
[1:43:41]
foot trails that kind of run from there
[1:43:43]
up through C to kind of Cross Creek Park

instead if you're not able to develop

along the street of 886
[1:43:54]
so it would be I know like I said we've
[1:43:56]
worked with again we started doing some
[1:43:58]
of the cheros up in here but it gets
[1:44:00]
tough through the golf course here and
[1:44:03]
there's some other ones where yeah it
[1:44:04]
would be private property that is in
[1:44:07]
kind of the in the complete streets plan
[1:44:08]
just again we were trying to get some of
[1:44:11]
the ones that we can do now versus and
[1:44:13]
then there'll be time when we get to
[1:44:14]
more of these challenging ones
[1:44:23]
53 is a new one it's hard to see here
[1:44:27]
but uh there's a trail that goes through
[1:44:29]
um Gul VI Park here comes out to a 4
[1:44:33]
foot sidewalk along 100 Street so we'
[1:44:35]
replace that with a trail across the
[1:44:37]
street have our Trail come along here
[1:44:40]
and tie into La Ward Park which brings
[1:44:42]
you out to the trail along Northwest
[1:44:44]
Urbandale drive so we have this short
[1:44:46]
little stretch of sidewalk that we would
[1:44:47]
lighten out to a
[1:44:50]
trail would we be assessing anything the
[1:44:53]
property owners there no um basically
[1:44:56]
once the property owners responsible for
[1:44:58]
the original sidewalk so if there hadn't
[1:45:00]
been one then yes they would be
[1:45:02]
responsible for half I just wanted to
[1:45:04]
see if Curtis was paying
[1:45:06]
attention he's pretty excited when he
[1:45:07]
learned this one was in
[1:45:13]
here
[1:45:14]
54 our last one within sidewalk so these
[1:45:17]
are is a sidewalk along 114th Street so
[1:45:21]
this year we constructed a sidewalk that
[1:45:23]
continued from Meredith down to Aurora
[1:45:26]
Avenue and I guess a little background
[1:45:28]
what we're looking at is trying to add some amenity into the the Aurora
[1:45:32]
Business Park to have people a place to
[1:45:34]
walk with all the business we have back
[1:45:36]
when these were all originally built
[1:45:38]
sidewalks were just not something that
[1:45:39]
anybody built in in a business area or
[1:45:42]
an office area so again from Meredith
[1:45:44]
down to Aurora the sidewalk has been
[1:45:46]
built and so next year's plan is we'll
[1:45:49]
continue from Aurora bring it all the
[1:45:51]
way down to Douglas tie the trail system
[1:45:54]
there and then 2026 we tie it in along
[1:45:57]
Aurora into there's a a Trail Loop
[1:45:59]
around the pond so we'd connect that
[1:46:01]
area all
[1:46:04]
together I guess that is the last page
[1:46:07]
of
[1:46:11]
sidewalks storm water is next one's
[1:46:15]
storm water here that storm water stream
[1:46:19]
restoration youve got uh the very first
[1:46:22]
one on page AG 55 is in an oute it'd be
[1:46:26]
some improvements along Airline
[1:46:29]
Avenue our next one is is the cre and
[1:46:32]
storm water
[1:46:34]
improvements have some slide here I want
[1:46:36]
to pull up
[1:46:40]
quick that is
[1:46:51]
not so again this is an annual allotment
[1:46:54]
where we do different different Creek
[1:46:56]
improvements where we lay back the banks
[1:46:58]
and deal with erosion issues just I
[1:47:00]
wanted to highlight a couple things that
[1:47:02]
we are currently doing it's one that's
[1:47:04]
under under contract now this is City
[1:47:07]
Hall here so we're just north of Douglas
[1:47:10]
in sunflower Park we've got a proposed
[1:47:12]
project in there and we've got another
[1:47:14]
one reference here's 142nd in Douglas
[1:47:17]
the roundabout we're you did you come
[1:47:19]
into the park on the north side of
[1:47:20]
Douglas that's looking to start this
[1:47:22]
December
[1:47:23]
and the bids were roughly
[1:47:25]
$390,000 for that one and then we have
[1:47:28]
one under under design now that we're
[1:47:30]
trying to keep make sure we get all our
[1:47:32]
permits secured which should happen
[1:47:33]
shortly that we can go out to bid
[1:47:34]
probably January February hopefully here
[1:47:37]
um one is in G viw Park so it's just
[1:47:40]
east of 100 Street or just just in the
[1:47:43]
general area where we were just talking
[1:47:44]
about the trail
[1:47:45]
connection and then there's another one
[1:47:48]
here's the roundabout again but this
[1:47:50]
time it's south of Douglas for work on
[1:47:52]
the creek right now their estimate is
[1:47:54]
roughly $900,000 for those those two
[1:47:58]
projects so just give you a little more
[1:48:01]
detail uh on those
[1:48:08]
projects our next one is page
[1:48:13]
57 um this is a new project that would
[1:48:16]
be some storms improvements on Dennis
[1:48:18]
Drive but is currently in an oute
[1:48:24]
page 58 is our annual intake uh
[1:48:27]
rebuilding program this is one where we
[1:48:29]
have used outside contractors help
[1:48:32]
supplement our Public Works Crews um
[1:48:35]
this is actually be the last year that
[1:48:36]
we have this proposed to use the outside
[1:48:39]
contractors in the last since 2014 we've
[1:48:42]
repaired about 450 intakes uh we think
[1:48:45]
from now we can handle it with our crew
[1:48:47]
we're going to suspend this this program
[1:48:49]
with the additional funding but we're
[1:48:50]
going to keep monitoring things and we
[1:48:52]
think we need to start hire some
[1:48:54]
contractors to help again we'll
[1:48:56]
reintroduce dollars into this this
[1:48:58]
program but again right now we repared a
[1:49:01]
lot of the older block style ones that
[1:49:03]
have fallen apart we've got way more now
[1:49:05]
that are the port concrete which last a
[1:49:07]
lot
[1:49:13]
longer page
[1:49:15]
59 is a new page but it's the Madison
[1:49:18]
Avenue storm sewer improvements so just
[1:49:20]
a little background since this one is is
[1:49:23]
in the next fiveyear plan um we did a
[1:49:25]
study to look at our storm sewer system
[1:49:28]
east of 86 Street and that's where're
[1:49:31]
not really a surprise but we learned
[1:49:33]
that a lot of our storm sewer is
[1:49:34]
undersized we also know a lot of the
[1:49:37]
community doesn't have any storm sewer
[1:49:39]
in in their neighborhoods so we're
[1:49:40]
looking at ways that we can add storm
[1:49:42]
sewer or upside storm sewer as we go so
[1:49:45]
for instance on this one with our
[1:49:47]
Douglas urbanization we upsized the pipe
[1:49:50]
here to kind of get things started and
[1:49:53]
with this project we can add storm on
[1:49:55]
81st in Madison 82nd and 83rd so
[1:49:59]
basically to do these projects we have
[1:50:01]
to remove the pavement um add the larger
[1:50:04]
storm sewer and we redo the pavement and
[1:50:06]
at these times we're also adding uh
[1:50:08]
Services out to the property owner so
[1:50:10]
they can hook their sum pump up to it as
[1:50:13]
well um a lot of these you know we
[1:50:15]
decide we got to determine how many
[1:50:17]
years they're usually mult multiple
[1:50:18]
years for instance this one right now
[1:50:20]
we're assuming we get done in two we'll
[1:50:21]
have to design to confirm that but the
[1:50:23]
reason these take so long is you have to
[1:50:26]
do them in short segments because while
[1:50:28]
the Street's gone people have to walk to
[1:50:30]
their house so we try to keep it as
[1:50:32]
short a distance as possible but still
[1:50:33]
be able to get get work done during the construction season so again
[1:50:38]
kind of that four or 500 feet is what we
[1:50:40]
try to limit to how far people have to
[1:50:45]
walk on page
[1:50:48]
60 is our Oliver Smith storm sewer
[1:50:51]
project so as a point of reference
[1:50:53]
here's Ken Acres Elementary um this will
[1:50:56]
be kind of a second phase of a project
[1:50:58]
that I'll talk about in a minute that's
[1:51:00]
why this is not looking to start till
[1:51:02]
29 but we will basically be able to add
[1:51:05]
the storm sewer and make improvements on
[1:51:08]
74 street over to 72nd Oliver Smith
[1:51:11]
again kind of northeast of Karen Acres
[1:51:16]
Elementary and here's the main one that
[1:51:19]
we're looking at right now is Page 61
[1:51:21]
which is our Land Drive storm SE
[1:51:23]
Improvement so again here is Karen Acres
[1:51:27]
so this project will start down down at
[1:51:29]
the creek work all the way up to Rosland
[1:51:32]
the 72nd Beyond Palm again this is
[1:51:35]
another one that'll have a lot of
[1:51:36]
payment removal new storm sewer payment
[1:51:39]
replacement there's a little bit unlik
[1:51:41]
Ashworth Drive that would we don't need
[1:51:43]
to remove all the street to put in the
[1:51:45]
storm sewer so we'll do some patching so
[1:51:47]
again we're looking to improve the
[1:51:49]
entire neighborhood while we are there
[1:51:52]
um this one we're looking at bidding
[1:51:54]
that out kind of the January February
[1:51:56]
time
[1:51:57]
frame John with it being so close to the
[1:52:00]
school do you have to schedule around we
[1:52:03]
do y we've been in communication with
[1:52:05]
the school I think it's roughly two
[1:52:07]
weeks ago we also had a neighborhood
[1:52:08]
informational meeting where we kind of
[1:52:10]
explained everything it's kind of
[1:52:12]
surprising nobody wanted to talk as much
[1:52:13]
about the street coming out as they did
[1:52:15]
our our foundation drain disconnect
[1:52:17]
program that was that was interesting to
[1:52:18]
them was that well received actually
[1:52:22]
there actually I think it was and there
[1:52:24]
was just a lot of curiosity with it you
[1:52:26]
know wondering how it would work and you
[1:52:28]
know tell them we still had some more
[1:52:29]
things to work through but again i'
[1:52:31]
would have been there to talk about the
[1:52:32]
fact I'm gonna have to walk home they
[1:52:34]
just seem to focus focus on wanting to
[1:52:35]
learn more about that
[1:52:39]
so so yeah and so yeah we have talked to
[1:52:41]
school it got a little tougher now this
[1:52:44]
became the year round school so we have
[1:52:46]
different windows and when we have to do
[1:52:48]
breaks but again the good news is when
[1:52:50]
we're down here there's still other ways
[1:52:52]
to get in from the north be bar
[1:52:55]
consultant has been in contact with the
[1:52:57]
school and been discussing it with
[1:53:00]
them who's the consultant in this one
[1:53:02]
this one's aeom
[1:53:07]
okay our next one is page
[1:53:10]
62 um we call this the storm store
[1:53:13]
extension from the Merl ha reinvestment
[1:53:15]
District we called it was called the
[1:53:17]
Merl hay reinvestment District because
[1:53:19]
we applied for a grant and didn't get
[1:53:20]
the grant but we kept the name
[1:53:23]
so a little bit about this one um back
[1:53:26]
in our our June of 2018 storms 66 in
[1:53:30]
aine was probably our one location where
[1:53:32]
the intersection probably got the
[1:53:33]
deepest the most flooding so we're
[1:53:35]
looking to try to alleviate that um what
[1:53:38]
we've got going since this is kind of
[1:53:40]
that second phase this year we started
[1:53:44]
down down here at 64th in Douglas where
[1:53:46]
used to be a Mexican restaurant City
[1:53:48]
purchased that to install the storm
[1:53:49]
sewer we cross Douglas went up parking
[1:53:52]
lot on the west side of IHOP followed
[1:53:55]
the Ring Road around the mall up to
[1:53:57]
Airline we were always figuring this
[1:53:59]
would be a full two-year project
[1:54:02]
everything went went well with our
[1:54:03]
contractor all the storms pipe is in
[1:54:06]
Airline all we have left to do in the
[1:54:08]
spring is is paved the the malls Ring
[1:54:11]
Road back in it's just temporary surface
[1:54:13]
now but again they they did a lot of
[1:54:16]
work in a short time frame to get
[1:54:17]
through there so to talk about this next
[1:54:20]
phase so there is the storm sewer that
[1:54:23]
comes up here and it's already stubbed
[1:54:26]
into Airline off the mall's property so
[1:54:28]
this would bring the storm sewer and
[1:54:30]
bring it down Airline over to 66 where
[1:54:33]
again we'll be adding a lot of intakes
[1:54:35]
and things to help reduce that Flooding
[1:54:37]
at the intersection we're also adding um
[1:54:41]
new storm sewer over here in Madison and
[1:54:43]
it does two different things for us you
[1:54:45]
know all a lot of the drainage that's
[1:54:47]
coming north Airline now coming in this
[1:54:49]
new storm sewer and go around whereas it
[1:54:52]
doesn't overload the system that's down
[1:54:54]
here now so we've taken some of the
[1:54:56]
pressure off of our existing system that
[1:54:58]
could not handle
[1:55:00]
it so this one here is planned for
[1:55:04]
2026 and this one is currently under
[1:55:11]
design our next one is page 63 so this
[1:55:15]
is at 65th at Meredith another storm
[1:55:17]
sewer Improvement project what this one
[1:55:19]
will do is we'll start at the creek
[1:55:21]
north of Meredith um put in a larger
[1:55:24]
storm sewer along Meredith here between
[1:55:27]
67th and 65th then 65th currently has no
[1:55:31]
storm sewer so this will be adding storm
[1:55:34]
sewer to this entire stretch of the road
[1:55:36]
here it does not currently have it and
[1:55:37]
of course will hook up or give the sump
[1:55:40]
pump connections as
[1:55:44]
well believe it or not that is the end
[1:55:46]
of
[1:55:47]
storm I'd like to make a general comment
[1:55:50]
here sure
[1:55:53]
I've been an advocate for storms worker
[1:55:57]
for quite a while
[1:56:01]
and going back to our
[1:56:04]
original repeating myself from last year
[1:56:07]
and the year before andway going back to
[1:56:10]
our Consultants study a couple years ago
[1:56:13]
they outlined in yesterday's dollars
[1:56:16]
$100 million worth of storm store work
[1:56:18]
for
[1:56:19]
Urbandale and I suggested that time
[1:56:22]
maybe think about 80 80 mil and of
[1:56:25]
course those numbers now are obsolete
[1:56:28]
you what was 80 million then three or
[1:56:32]
four years ago is probably 100 120
[1:56:35]
million
[1:56:37]
now and I advocated for more money for
[1:56:42]
storm sters it felt like 100 Mill if
[1:56:45]
it's 100 million doll project and you're
[1:56:48]
divided divided into 10 years so maybe
[1:56:50]
we'd arrive well it be 10 million in the
[1:56:52]
year that's just repeating what I said
[1:56:57]
before now I see by going back to the
[1:57:00]
finance
[1:57:01]
pages that we left
[1:57:05]
our monies for storm
[1:57:08]
seers what they were we go back to page
[1:57:13]
a.2 I I bragged out last year's CIP to
[1:57:18]
Compare the numbers yeah
[1:57:20]
while jump numbers up more money going
[1:57:24]
to it now but now I don't see or I guess
[1:57:27]
my question is we have put three new
[1:57:31]
storm SE projects on the
[1:57:34]
books but as far as I can see most of
[1:57:37]
that is
[1:57:39]
outway
[1:57:45]
and don't see these numbers are jumping
[1:57:48]
up I suspect subject to correction that
[1:57:52]
reflecting increased construction costs
[1:57:55]
for the same
[1:57:57]
project and I still think we need to
[1:57:59]
devote more more work more dollars to
[1:58:03]
more storm seers we're ever going to
[1:58:05]
arrive on this thing again repeating
[1:58:07]
what I talked about
[1:58:09]
before
[1:58:11]
now as our chief Engineers pointed out
[1:58:14]
here you got to move this stuff in small
[1:58:17]
increments it's
[1:58:18]
disruptive I can't imagine anything
[1:58:21]
tougher to sell
[1:58:22]
a concrete pipe that is buried in the
[1:58:25]
ground and is only used once in a
[1:58:28]
while unfortunately love clip side of
[1:58:31]
that thing is yeah used once in a while
[1:58:34]
but then had once in it's all designed
[1:58:36]
as far as I know for 100e flood subject
[1:58:39]
corrected on that but we have lots of of
[1:58:43]
times when there more than a 100 year
[1:58:46]
flood and so then
[1:58:49]
the the question comes up well we spent
[1:58:52]
all this money and we're still flooding
[1:58:54]
so it's it's a tough sell all the way
[1:58:55]
around difficult costly deal but again I
[1:58:59]
guess I'll just if we can I still think
[1:59:03]
we need to accelerate this program over
[1:59:06]
what we're currently planning on but
[1:59:08]
where that money is going to come from
[1:59:10]
is a very good question because this
[1:59:11]
stuff is
[1:59:13]
slow and you can't do too much anyone
[1:59:17]
ear like John says can't walk to your
[1:59:19]
house it's a mud hole for five blocks
[1:59:22]
around so it's a very difficult deal but
[1:59:26]
I guess I'll
[1:59:28]
just leave it to well I appreciate your
[1:59:31]
comments and I know we all take them
[1:59:34]
very seriously especially at the council
[1:59:36]
if you have um
[1:59:38]
specific uh amendments or uh items you
[1:59:42]
want to move around we're going to talk
[1:59:44]
about that once we get through all of uh
[1:59:48]
the sections which we are almost we're
[1:59:49]
getting very close to being can tell you
[1:59:52]
on these yeah we have a staff looked at
[1:59:54]
how much more can we get how much can we
[1:59:56]
move stuff up the other thing is is kind
[1:59:58]
of how we sell it is we also pick places
[2:00:00]
where the roads are in really bad shape
[2:00:02]
so that's the other selling point as you
[2:00:04]
get a new road out of it even though you
[2:00:05]
had to walk for a little while yeah
[2:00:08]
that's that's all all part of it I guess
[2:00:11]
what I would I'm just speaking generally
[2:00:13]
here and I don't know if I'm going to
[2:00:14]
make any the Motions here but I think if
[2:00:20]
we want to accelerate this
[2:00:23]
deal that's what we really want to do is
[2:00:25]
going to have to come out of some some
[2:00:26]
other program's hide here okay very
[2:00:30]
simple
[2:00:32]
and just
[2:00:34]
question whose Ox do we want to go if
[2:00:37]
for really really want to do something
[2:00:39]
about this we pick it up from what it is
[2:00:41]
but the way that I don't want to be too
[2:00:43]
critical here but the present Pace will
[2:00:47]
be we'll be 50 years getting this done
[2:00:49]
and I just think need to speed it up
[2:00:53]
again I think I'm going
[2:00:55]
to a little bit refer to the rest of the
[2:01:00]
committee my position is well known on
[2:01:04]
this if I were to do
[2:01:07]
it I would be taking monies probably out
[2:01:11]
of the the
[2:01:14]
streets and I'd probably taking money
[2:01:16]
out of
[2:01:19]
sidewalks he done
[2:01:23]
but again I'm I'm going to defer a
[2:01:24]
little bit to the the rest of the
[2:01:27]
committee if here well let's uh let's
[2:01:30]
defer the conversation um till we get
[2:01:33]
through uh the rest of the sections and
[2:01:35]
then uh I welcome uh discussion on this
[2:01:39]
yeah I just wanted to insert that there
[2:01:41]
I did have a question um for two of the
[2:01:44]
projects uh 61 and 62 Rosland and the
[2:01:47]
storm sewer extension to Merl the costs
[2:01:51]
for those two projects jumped
[2:01:53]
significantly from last year's budget to
[2:01:55]
this year's it's like John has said
[2:01:58]
these prices have been been going up and
[2:02:00]
as we get into from a planning level
[2:02:03]
cost opinion to an actual design
[2:02:06]
one they have they have gone
[2:02:11]
up prices only go one way and that's
[2:02:15]
up those two in particular almost didn't
[2:02:18]
quite double but got pretty close to
[2:02:19]
doubling so
[2:02:22]
Y and these are like I said these are
[2:02:24]
challenging projects and and they have
[2:02:26]
gone up you know we can still have a
[2:02:27]
chance to get some good bids like we did
[2:02:29]
on the aora Avenue project west of 86
[2:02:32]
but as I said before we need to budget
[2:02:34]
enough that if bids do come in high we
[2:02:37]
can still still do
[2:02:46]
projects right on to streets um so this
[2:02:51]
is our annual Street re rehabilitation
[2:02:53]
program or we call it our patching
[2:02:55]
program that we do every year um this
[2:02:58]
next year we're up in this area here so
[2:03:02]
we're north of Meredith south south of
[2:03:04]
Sutton Drive and kind of between 67th
[2:03:07]
and Merl hay so we'll be up in that area
[2:03:09]
of patching and then we'll also have one
[2:03:12]
as we come down to 128th in Douglas the
[2:03:16]
Timberline area we up in here between
[2:03:18]
Douglas and Tanglewood and then 128 over
[2:03:21]
to 127 so basically this Timberline area
[2:03:24]
just for a little additional information
[2:03:26]
but we typically do this um 2 and a half
[2:03:29]
million a year in in roadway
[2:03:37]
patches get on to I guess page 66 that's
[2:03:40]
our roora Avenue uh from U our on street
[2:03:44]
bike Lanes from 7th 86th Street so this
[2:03:48]
is one where we're looking to go from a
[2:03:50]
four-lane section to a three Lane Lane
[2:03:52]
section on Aurora between 86th Street
[2:03:54]
and 70th and then add at bike Lanes on
[2:03:57]
the outside um we've had two public
[2:04:00]
information meetings um they were
[2:04:03]
attended by the council and the mayor
[2:04:06]
some of them were able to attend even
[2:04:08]
both meetings so we've kind of gone
[2:04:10]
through got a lot of public comments on the project uh we then have followed
[2:04:15]
up with the council and got the
[2:04:16]
direction to at this point to continue
[2:04:18]
moving forward with our design so we've
[2:04:21]
been meeting with our consultant will
[2:04:22]
get going more on on this design just
[2:04:25]
want to note though for the public and
[2:04:27]
we said this at both of the public
[2:04:29]
meetings that they have the ability to
[2:04:31]
comment on this project when we have our
[2:04:33]
CIP public hearing with this committee
[2:04:36]
and then there'll be the other meeting
[2:04:37]
where the council takes up the CIP at
[2:04:39]
their public hearing and then if we are
[2:04:42]
still moving forward we'll bid the
[2:04:44]
project and then there'll be another
[2:04:45]
public hearing on it that the public has
[2:04:47]
a chance chance to comment so again
[2:04:49]
we've done a couple information meetings
[2:04:51]
just wants you know that there's still
[2:04:53]
plenty of time for the public to comment
[2:04:55]
on the
[2:04:59]
project what's been the reaction yeah um
[2:05:03]
there's been there's been some positive
[2:05:05]
comments and there's definitely been
[2:05:06]
some some negative comments
[2:05:09]
U so again there's there's some that
[2:05:13]
would prefer we we did nothing um
[2:05:16]
there's some from the biking community
[2:05:18]
that that like the I idea of this they
[2:05:20]
feel more comfortable having having the
[2:05:22]
actual Lanes out there and I think
[2:05:24]
probably the biggest thing we'll see
[2:05:25]
from this in my opinion is just the
[2:05:27]
safety Improvement of going from four
[2:05:29]
lanes to three lanes I think that's
[2:05:31]
going to help things it should slow down
[2:05:33]
traffic a little bit get them closer to
[2:05:35]
that 25 that's out there plus when you
[2:05:37]
narrow it up and have those bike Lanes
[2:05:39]
it's a shorter distance when you do have
[2:05:40]
to cross Aurora Avenue especially the
[2:05:42]
fact that we do have the schools
[2:05:45]
there yeah on this project um is there
[2:05:48]
any way to know how the majority of the
[2:05:51]
public kind of feels about it because
[2:05:52]
you get the people coming to these
[2:05:53]
meetings voicing an opinion one way or
[2:05:55]
the other and those are a small segment
[2:05:58]
but have have we really taken a look to
[2:06:00]
see if you know the general population
[2:06:02]
is in support of this we haven't done a
[2:06:05]
Citywide poll or anything like that
[2:06:08]
other than again we did have a lot of
[2:06:11]
public involvement when we did the
[2:06:12]
complete streets master plan which was part you know this was part of
[2:06:18]
it I think that in my time on the
[2:06:21]
Council this is the project that we've
[2:06:24]
probably invested the most in terms of
[2:06:27]
getting uh soliciting public comment um
[2:06:31]
because
[2:06:33]
um I think you know the complete streets
[2:06:36]
uh master plan existed prior to any of
[2:06:41]
the five of us serving on the council
[2:06:43]
although Pat did serve as the citizen as
[2:06:46]
a citizen on the committee and so we've
[2:06:48]
had a lot to learn um about that plan
[2:06:52]
and then you know I think we've pushed
[2:06:56]
this back I mean pushed this back

well attended public meetings that we
[2:07:08]
did a I think an extensive public
[2:07:11]
Outreach

um was it a perfect Outreach um no but

in short of going door too I don't know
[2:07:21]
that we could
[2:07:23]
do um better than what we've done I
[2:07:26]
don't know that's my opinion um it's a sensitive subject I mean this is
[2:07:30]
obviously sensitive sensitive people
[2:07:33]
have viewpoints so my my personal
[2:07:36]
opinion is that this is a street safety
[2:07:39]
Improvement project and bike lanes are
[2:07:43]
sidebar a sidebar part of it and we
[2:07:47]
probably went out selling it as a by
[2:07:51]
plane project and that got people riled
[2:07:55]
up to so to speak and um but I think we have a
[2:08:00]
safety um issues that we need to look at
[2:08:03]
on Aurora and going to a three lane
[2:08:05]
roadway is going to
[2:08:07]
address those safety issues so I don't I
[2:08:12]
don't know I mean I wish uh we maybe
[2:08:15]
rolled this whole thing out differently
[2:08:17]
five years ago I don't know um I do but
[2:08:20]
you know when when the public you know when we
[2:08:23]
were doing this stuff I mean I wasn't
[2:08:25]
even on the council but when the
[2:08:26]
complete streets plan I mean if you
[2:08:28]
lived in these neighborhoods you'd have
[2:08:30]
no idea really that this was going to be
[2:08:32]
relevant to you to go to the meeting to
[2:08:35]
give your input so I think we've
[2:08:39]
retroactively um made an effort to go
[2:08:42]
into these neighborhoods and going
[2:08:44]
forward when we do different projects
[2:08:47]
related to complete streets we're going
[2:08:48]
to do a much more intensive
[2:08:51]
job of communicating what we're doing I
[2:08:54]
don't know if that answered your
[2:08:55]
question but this is something that
[2:08:58]
I've invested a lot of mental energy on
[2:09:02]
how to do this right and I mean I think
[2:09:05]
we've done the best that we can do and
[2:09:08]
we'll see how this moves forward um you
[2:09:12]
know just this weekend there was a lot
[2:09:14]
of people talking on Facebook about it
[2:09:17]
so um we'll see we'll see what happens
[2:09:21]
we get a few people at the next meeting
[2:09:23]
then on this yeah we could yeah and that
[2:09:26]
would be fine it would be great to get
[2:09:29]
uh additional comments but um I do think
[2:09:31]
there's been a little bit confusion
[2:09:33]
about this project on the part of the
[2:09:35]
public and with all du respect I just
[2:09:36]
don't think this name is really the
[2:09:38]
right name for this project this is a
[2:09:40]
complete streets or road diet um it is
[2:09:43]
really a safety driven and that's one of
[2:09:46]
the aspects of complete streets uh is to
[2:09:48]
improve safety for pedestrians as well
[2:09:51]
for cyclists and I think there was a lot
[2:09:54]
of confusion about who these bike lanes
[2:09:56]
were for I think people had the
[2:09:58]
impression that we were uh proposing
[2:10:01]
these bike Lanes to be used by children
[2:10:04]
and that there might be some limitation
[2:10:05]
placed on the sidewalks for their use by
[2:10:08]
children with bikes and none of that is
[2:10:11]
the fact and so I'm hoping that if we do
[2:10:14]
get an opportunity we can clarify some
[2:10:17]
of that a little better and perhaps
[2:10:19]
reflect some of the safety data that's
[2:10:20]
out there these are not big experiments
[2:10:23]
these have been done all over the
[2:10:24]
country they've been highly successful
[2:10:26]
uh and their safety record is pretty
[2:10:28]
solid but we have not really presented
[2:10:30]
data yet on that and that might be a
[2:10:33]
helpful thing for us to do too so I
[2:10:34]
believe that staff is trying to put
[2:10:36]
together a hand out that will help
[2:10:38]
clarify some of those things that I
[2:10:40]
think got a little bit confused in the
[2:10:42]
public uh meeting which can happen you
[2:10:44]
know people have different perceptions
[2:10:46]
about uh what these are and what they
[2:10:49]
mean so I'm hopeful that the the summary
[2:10:52]
bullets around the safety piece and the
[2:10:54]
data that is out there can be compiled
[2:10:57]
in a way that'll be meaningful to people
[2:10:59]
and I think the other thing that just I
[2:11:02]
think it's on the same page with what
[2:11:04]
everything you've just said is the
[2:11:05]
importance of community input regardless
[2:11:08]
yes and that if there is a widespread
[2:11:11]
Community dis agreement with a project
[2:11:14]
going
[2:11:15]
forward allowing the citizens to
[2:11:18]
vocalize that to listen to what they say
[2:11:21]
and not just do it from a hey we check
[2:11:24]
that box um if we're going to ask for
[2:11:26]
Community input it's something that we
[2:11:27]
need to make sure that we're taking into
[2:11:29]
account um as uh you know people on this
[2:11:33]
committee city council whoever you are
[2:11:35]
in government you know we're we we've
[2:11:37]
got to be able to do that and it can't
[2:11:40]
be presented in a way that's like hey we
[2:11:43]
know better than you do even though
[2:11:44]
you're really mad right now that's going
[2:11:46]
to help you cool down yeah um that's not
[2:11:49]
going to work and so I just think
[2:11:51]
this my first year on this committee
[2:11:54]
four years ago um and then the second
[2:11:56]
three years ago this mentioned this to
[2:11:59]
some people and fireworks like people I
[2:12:02]
had no idea would be so passionate about
[2:12:05]
a street and a bike lane and you're
[2:12:06]
right it was presented as bike Lanes
[2:12:08]
that's what this was sold at including
[2:12:11]
another section of of cheros um on 70th
[2:12:15]
and so I just think it's my big thing is
[2:12:19]
safety my big thing is bike right away
[2:12:21]
Auto right of way making sure everybody
[2:12:22]
knows what they're supposed to do when
[2:12:24]
they're supposed to do it because
[2:12:25]
generally people don't and or they think
[2:12:28]
they do or they ignore it and so we just
[2:12:31]
have to be mindful of all those things
[2:12:33]
and if if we're asking for input we have
[2:12:34]
to make sure that we actually really are
[2:12:36]
taking it to heart we've taken these
[2:12:38]
extra steps as we've said for two years
[2:12:41]
to do that that shouldn't be in vain
[2:12:44]
either yeah and to build off a point you
[2:12:47]
were making um we've discussed at the
[2:12:49]
council level already the the importance
[2:12:51]
of public education around this because
[2:12:54]
some of the discomfort is people who
[2:12:56]
have driven this road for a long time
[2:12:58]
they don't see cyclists on there because
[2:13:00]
there are not those bike lanes and so
[2:13:03]
they're uncomfortable and concerned
[2:13:06]
about their ability to drive through
[2:13:08]
that area if cyclists are present that's
[2:13:11]
a public education piece uh that can be
[2:13:15]
um we can be helpful there by pulling
[2:13:17]
together materials that help people
[2:13:19]
understand how to make their returns and
[2:13:21]
how to do that driving with that so
[2:13:24]
there's aspects to this that we that go
[2:13:26]
beyond the actual engineering piece of
[2:13:29]
this that we need to get our arms
[2:13:30]
wrapped around Robin I think your point
[2:13:33]
about just being intentional about our getting public input and and taking
[2:13:39]
it to heart and not just checking the
[2:13:42]
box I mean that is is a real priority of
[2:13:45]
the council as we've laid out in our
[2:13:47]
strategic plan um that we finished this
[2:13:51]
year um you know just
[2:13:54]
communication uh in every possible way
[2:13:57]
with the community within the council
[2:13:59]
within the city uh staff and just doing
[2:14:03]
a better job and you know this is a
[2:14:05]
prime example of where we can you know
[2:14:08]
could have done a better job to start
[2:14:10]
with but we are getting better as we
[2:14:14]
move forward with this and um you know
[2:14:17]
the next complete streets project that
[2:14:20]
comes to us will have learned some
[2:14:23]
valuable lessons um to um gain public
[2:14:28]
input and I I appreciate all those
[2:14:30]
comments and what we could have done
[2:14:31]
differently in hindsight so this will
[2:14:33]
hopefully be the only one that is
[2:14:35]
experiencing this right so for me I
[2:14:38]
guess I'm just a little torn of you know
[2:14:40]
pushing for the approval of something if
[2:14:42]
not knowing is it overwhelmingly you
[2:14:44]
know in support of or not in support of
[2:14:47]
by everyone that's going to be using it
[2:14:49]
I I think it makes sense is this
[2:14:51]
happening before the 70th Street project
[2:14:54]
they're together they're together okay
[2:14:58]
because again this one here is a little
[2:14:59]
more involved in there's we'll Mill off
[2:15:01]
the asphalt surface and then put down a
[2:15:03]
new asphalt surface so the Paya markings
[2:15:05]
are clean not all scarred up the
[2:15:07]
pavement versus on 70th is being done
[2:15:10]
this concrete road will be done with
[2:15:11]
just pavement markings yeah because I
[2:15:13]
know that's all kind of linking back to
[2:15:15]
where we're doing all the work from
[2:15:16]
Urbandale drive on around there so and
[2:15:18]
linking that that system correct correct
[2:15:21]
yep we recently we'll get to the 70th am
[2:15:23]
minute but had down here on Urbandale
[2:15:24]
Avenue so we got the trail Connection in
[2:15:28]
here and just real quickly uh toward the
[2:15:32]
U point of trying to make sure that
[2:15:34]
we're not just taking this public input
[2:15:36]
to check a box um engineering went back
[2:15:39]
and did some additional look at the 72nd
[2:15:42]
and Aurora or 70th and Aurora
[2:15:45]
intersection uh based on commentary and
[2:15:48]
are still looking at 75th in Aurora so
[2:15:51]
kind of reviewing uh some of the
[2:15:52]
comments that we heard based on some
[2:15:54]
concerns uh to make sure that the design
[2:15:57]
work is really where it needs to be to
[2:16:00]
the best of our ability to know yeah I
[2:16:02]
think the fact that this is happening
[2:16:04]
right by that main thoroughfare with all
[2:16:06]
the schools is kind of the contentious
[2:16:08]
point right right well and I was talking
[2:16:11]
to Curtis about this today I mean if you
[2:16:13]
drive down Ashworth in West de Mo in the
[2:16:17]
you know just beginning parts from east
[2:16:21]
to west and West to Mo you know they've
[2:16:23]
just completed I don't know I don't know
[2:16:24]
if there's bike Lanes I don't know but
[2:16:26]
they've you know gone from four lanes to
[2:16:28]
three lanes and it's just like a sigh of
[2:16:32]
relief driving down that road um so I'm
[2:16:35]
looking I mean looking forward to
[2:16:38]
getting that um for everyone hopefully
[2:16:42]
we'll get there um with this project but
[2:16:45]
I mean I've gone back and forth as the
[2:16:48]
council can attest on whether or not I
[2:16:50]
want to do this project project and I've
[2:16:51]
definitely come around to I think for
[2:16:55]
safety purposes for pedestrians for our
[2:16:58]
new drivers for all of our drivers we
[2:17:01]
need to do this project so if it's if
[2:17:03]
it's for safety purposes like the the program title is on street bike
[2:17:08]
Lanes the description the first line is
[2:17:11]
you will add bike Lanes there's there's
[2:17:13]
nothing in the justification that says
[2:17:14]
anything about safety exactly this is a
[2:17:17]
mmark in terms of how this has been
[2:17:19]
written up in the CIP I believe
[2:17:21]
I that would be when we get to making a
[2:17:23]
motion I'd like to make a motion related
[2:17:25]
to that that sounds like a really good
[2:17:27]
plan
[2:17:29]

up at Northwest Urbandale drive by the
[2:18:08]
interstate up by north of
[2:18:11]
Target um and then we did one at 154th
[2:18:16]
kind of tell everybody as they're coming
[2:18:17]
out of Johnson or Grimes into Urbandale
[2:18:19]
that you're in Urbandale
[2:18:21]
and then the southwest corner of the 86
[2:18:23]
Street interchange we just get finished
[2:18:26]
up our signed there then we have under
[2:18:28]
construction our current project is
[2:18:30]
we're up on our North Corporate limits
[2:18:31]
at 128 street so up where the new new
[2:18:34]
warehouses were built up on the Grimes
[2:18:36]
border we got a sign there and then on
[2:18:39]
104th in Hickman by CarMax we also have
[2:18:42]
a sign sign there letting you know that
[2:18:44]
you're on Hickman coming into Urbandale
[2:18:47]
and we'll just we're looking to continue
[2:18:48]
to keep keep adding adding those signs
[2:18:53]
here page 69 is is a maintenance or
[2:18:57]
preservation we call it so we are
[2:18:59]
looking looking at doing patching on
[2:19:02]
Douglas Avenue and Douglas Parkway on
[2:19:04]
both sides of the interchange from1
[2:19:07]
Street out to 121st
[2:19:11]
Street John how is that um gonna tie
[2:19:16]
up traffic we still will do it one lane
[2:19:20]
at a time okay because I'm thinking
[2:19:22]
about Hickman and people oh that correct
[2:19:26]
I've been again based on all the
[2:19:27]
information I have on the schedule for
[2:19:30]
how Hickman's going I've been working
[2:19:32]
these projects all around that so that
[2:19:34]
it's not not happening while it's a
[2:19:37]
detour or anything like that it's like
[2:19:39]
I'll probably get burned and things will
[2:19:41]
run slow or long and then it it'll
[2:19:43]
they'll overlap but my my goal right now
[2:19:45]
is I've been looking at all that and
[2:19:46]
trying to kind of pace that all together
[2:19:53]
um so the 70th Street Redevelopment or
[2:19:56]
guess page 70 Douglas Avenue um
[2:19:59]
basically this one we've hired a
[2:20:01]
consultant to kind of help us figure out
[2:20:03]
what what the downtown master plan
[2:20:05]
should look like and any improvements
[2:20:07]
with Douglas or the surrounding
[2:20:08]
neighborhood we're looking at it's
[2:20:10]
probably got six to eight months left to
[2:20:13]
complete that process so that next year
[2:20:15]
we'll be able to come back with very
[2:20:17]
specific projects to add into the CIP
[2:20:20]
related to kind of revitalizing um the
[2:20:22]
downtown area that's one of the main
[2:20:25]
goals we've stressed to that consultant
[2:20:27]
is we need tangible projects that we can
[2:20:29]
start doing to make improvements down
[2:20:32]
there so more to come but nothing really to share right now other
[2:20:37]
than there's been a lot of public
[2:20:38]
meetings with the downtown groups and
[2:20:40]
there'll be plenty more public meetings
[2:20:42]
for people to provide input and we I
[2:20:44]
guess we just completed a survey a
[2:20:47]
Citywide survey as well for input
[2:20:55]
7 page 71 is the Douglas Avenue
[2:20:58]
urbanization so I was just talking about
[2:21:01]
that a little bit so our last of the
[2:21:04]
physically urbanizing I the streets is
[2:21:07]
being worked on now hopefully completed
[2:21:09]
in the spring that's from 86 Street that
[2:21:12]
came down into the elm Elm Drive area
[2:21:14]
they've completed most of the outside
[2:21:16]
they just have a little bit more curb
[2:21:18]
and gutter in the filling of the medians
[2:21:20]
to do in the spring and then of course
[2:21:22]
we still have the Reconstruction of a
[2:21:23]
portion of 82nd street but are coming up
[2:21:26]
next phase which is in in
[2:21:31]
26 um we recently were at the creek out
[2:21:35]
towards 100 Street we did some tree
[2:21:36]
plantings and beautification in this
[2:21:38]
area in the past we had done it out at
[2:21:41]
the Douglas interchange so our next
[2:21:42]
piece in 26 is to tie those two pieces
[2:21:45]
together um this one will be a little
[2:21:47]
different than the others in the sense
[2:21:49]
that we'll have a lot more um
[2:21:51]
involvement and Outreach with the
[2:21:52]
businesses we knew that when we were
[2:21:54]
doing the original business or you know
[2:21:56]
the original plan to come come figure it
[2:21:59]
out they just had concerns about trees
[2:22:01]
size of trees in front of their
[2:22:02]
businesses and things so we will involve
[2:22:04]
the businesses again to come up with our plan through here so our next
[2:22:09]
step will be to hire a consultant to
[2:22:10]
start that
[2:22:15]
process so page 72 it's one that you
[2:22:19]
just mentioned about coordinating with
[2:22:21]
detours um we're looking to replace the
[2:22:24]
railroad crossing on Douglas just west
[2:22:26]
of 100 Street based on all the detour
[2:22:29]
that are going on and conversations that
[2:22:31]
we've had had with the the dot and their
[2:22:33]
Consulting it looks like the spring of
[2:22:35]
2027 is our one window to do this
[2:22:38]
project or wait another two three years
[2:22:41]
or a couple years to get to it so this
[2:22:43]
should work with their their timing um
[2:22:46]
so you've already been in conversation
[2:22:47]
with the railroad then correct and the
[2:22:50]
good part about this is this is one
[2:22:52]
where it goes through the do but it's a
[2:22:54]
grant process so the do pays 60% the
[2:22:57]
railroad pays 20% and we pay
[2:22:59]
20% so again yep we've had conversations
[2:23:03]
on trying to work through scheduling and
[2:23:05]
everything but we have officially obtain
[2:23:06]
the grant which has the railroad on the
[2:23:09]
hook the way it typically works is um
[2:23:12]
they'll remove the tracks we'll do some
[2:23:13]
asphalt work underneath and the railroad
[2:23:15]
comes in and puts the tracks back and
[2:23:17]
then we do the the transition next to
[2:23:19]
the track so it's a joint joint effort
[2:23:21]
with the
[2:23:23]
railroad quick question for you um with
[2:23:25]
the Douglas Avenue modification say it's
[2:23:29]
ending at Elm right now what happens
[2:23:31]
east of elm or is that kind of part of
[2:23:33]
the that's that's already has the curban
[2:23:36]
gutter it's not a rural section anymore
[2:23:38]
so we've done we've basically when we
[2:23:40]
call it the urbanization we're removing
[2:23:42]
the rural cross-section of it where it
[2:23:43]
has the ditches and no storms through we
[2:23:45]
we're filling in those ditches adding
[2:23:47]
curb and gutter and and the intakes and
[2:23:49]
things so that's that's what we're
[2:23:50]
really doing is taking away that rural feel and making it more urban
[2:23:55]
as it's in town so basically as we get
[2:23:57]
down to Elm it was already curved the
[2:24:00]
rest of the way
[2:24:01]
East and I guess we've been working on
[2:24:03]
this you know from the interstate in
[2:24:05]
over the last probably 10 years or so
[2:24:08]
yeah we were just talking about the the
[2:24:09]
downtown Redevelopment right so that's
[2:24:11]
kind of the entrance in and I just
[2:24:13]
didn't know if there was anything kind
[2:24:14]
of planned for that last stretch to oh
[2:24:17]
that that's to be determined that's part
[2:24:18]
of the study is it does the lane
[2:24:21]
configurations change do the sidewalks
[2:24:23]
how how is it going to function what
[2:24:25]
kind of amenities can be added so y
[2:24:27]
That's all still still being worked on
[2:24:29]
so that's kind of contingent on the
[2:24:30]
master plan taking place correct
[2:24:36]
yes um on page 73 this is another
[2:24:39]
maintenance project on Douglas Parkway
[2:24:42]
from 128 Street back West to the creek
[2:24:46]
um we are fortunate enough we received
[2:24:48]
500,000 in the surface transportation
[2:24:50]
block grant funding for this project
[2:24:53]
which we do have planned in
[2:24:59]
27 one I'd mentioned before it's a new
[2:25:02]
in the CIP on page 74 but it's the
[2:25:05]
Reconstruction of the Hickman frontage
[2:25:07]
road so again we're just west of our
[2:25:10]
parks and Public Works um this this
[2:25:12]
Frontage Road's in rough shape so we'll
[2:25:14]
reconstruct that which will allow us to
[2:25:16]
use that um the continue connection of
[2:25:19]
the trails along with with uh improving
[2:25:21]
the sidewalk connection
[2:25:24]
here so that's planned in
[2:25:30]
2028 page 75 is the Hickman interchange
[2:25:35]
I'll go in a little more detail that in
[2:25:36]
a minute just wanted to point out you'll
[2:25:39]
see there the uh the sheet itself
[2:25:42]
probably has a lot different format than
[2:25:44]
last year um kind of one of those things
[2:25:47]
it kind of gets misnomer or you know
[2:25:48]
like when the no is doing stuff they see
[2:25:50]
our total amount of 100 million we
[2:25:52]
changed this up to make sure it was
[2:25:53]
clear we don't have 100 million the dot
[2:25:56]
has like 85 million of this project so
[2:25:58]
it doesn't look like when they started
[2:26:00]
doing comparisons of each City and their
[2:26:02]
cips and how much they're doing and you
[2:26:04]
know Walky did it like us you got walk
[2:26:06]
and Urbandale with you know several
[2:26:08]
hundred million going on and then you
[2:26:10]
got West de you know with with you know
[2:26:13]
50 million it just kind of skews it so
[2:26:15]
we we reconfigured the page that if if
[2:26:18]
we are not the lead on the project we are just really putting our numbers that are our costs up into
[2:26:25]
the CIP so again but then later down in
[2:26:28]
the in the text is where we break it
[2:26:30]
down to you know the do is 85 million
[2:26:32]
Clive has 4 million and we have four
[2:26:34]
million plus the grants we've received
[2:26:36]
so just to maybe make it a little bit
[2:26:38]
more of a truer document on what are the
[2:26:41]
city's costs and projects we are doing
[2:26:44]
why are our numbers in
[2:26:46]
27 um basically we have them in 27
[2:26:50]
because on the schedule the do is doing
[2:26:53]
work on the interstate in 25 and 26 the
[2:26:56]
Hickman Road stuff which includes our
[2:26:57]
amenities happen in 27 we also currently
[2:27:00]
have an in 27 um there is maybe chance
[2:27:03]
to delay some payments with the dot but
[2:27:05]
again we just have to get to that point
[2:27:08]
first so what I've got here just want to
[2:27:11]
run through what is happening at the
[2:27:13]
interchange being that
[2:27:15]
uh this is probably the most exciting
[2:27:18]
project I guess we have in here the most
[2:27:21]
impactful your excitement level kind of
[2:27:23]
depends I guess on what what things you
[2:27:25]
like here but so just just looking at it
[2:27:28]
here so we've got the interstate running
[2:27:31]
north south here um so this is Hickman
[2:27:34]
Road and again we're looking to make it
[2:27:35]
a Divergent Diamond which will be
[2:27:37]
similar to there's one in W one in anony
[2:27:40]
what makes these these kind of
[2:27:41]
interchanges unique is normally if
[2:27:44]
you're going eastbound you'd continue
[2:27:46]
East and you'd have to turn in front of
[2:27:47]
traffic to go north but the Diamond
[2:27:50]
you'll be from the south side you'll
[2:27:52]
have a signalized intersection it'll
[2:27:54]
take you to the north side of the road
[2:27:56]
and then you can just take your left
[2:27:57]
here without having to cross traffic if
[2:28:00]
you're looking to continue East you'd
[2:28:01]
come back through a signalized
[2:28:03]
intersection and back on what you'd call
[2:28:05]
the standard size of the road so this
[2:28:07]
does improve safety greatly that you are
[2:28:08]
not Crossing and turning in front of
[2:28:11]
people you can also see that this this
[2:28:14]
was a big thing for us is to get the
[2:28:15]
trail system through the interchange um
[2:28:19]
that's something that and Urbandale went
[2:28:21]
together on was the trail the trail and
[2:28:24]
then the different enhancements in at
[2:28:26]
the interstate here so we're splitting
[2:28:28]
those cost 5050 minus the grants that
[2:28:30]
we've been able to obtain
[2:28:32]
together so we've got a bridge that this
[2:28:36]
is Lifetime Fitness up over here the
[2:28:38]
bridge that'll come up and over for the
[2:28:40]
Peds up and over the ramp you'll come
[2:28:42]
down go through a box cul under the
[2:28:44]
interstate come back around go up and
[2:28:47]
over these ramps and then come back down
[2:28:49]
in the TR Trail over towards the
[2:28:51]
entrance to um over to liveing history
[2:28:54]
farms um just kind of an overview too
[2:28:56]
you can see some different plantings
[2:28:57]
within within the medians so here's just
[2:29:00]
another view so again we kind of my
[2:29:04]
Lifetime Fitness looking out there's
[2:29:06]
also going to be a Culver under Hickman
[2:29:09]
Road so there'll be a connection that'll
[2:29:11]
come along the ramp and and the truck
[2:29:13]
stop that'll connect you down to the
[2:29:15]
Clive green belt so it'll tie these two
[2:29:17]
Trails together that way we'll have good connection here west of the
[2:29:22]
interstate and we have a good connection
[2:29:23]
on 100 Street is that trail falling into
[2:29:26]
Clive's budget then we agreed to split
[2:29:30]
everything because again otherwise they
[2:29:32]
could say well this other one's on the
[2:29:33]
north side of the interstate you pay for
[2:29:35]
it all including the
[2:29:37]
bridges I just didn't recall touching on
[2:29:40]
that one maybe that was back in the the
[2:29:42]
trail section be the link down to the
[2:29:44]
green belt Trail oh that's all in this
[2:29:46]
project okay it's all it's all being
[2:29:48]
built with the do project um you'll also
[2:29:50]
note so far you know we've gotten 2.5
[2:29:53]
million in the STP another 800,000 in
[2:29:56]
tap there's been some talk I think we'll
[2:29:58]
probably get another 1.1 million in IAP
[2:30:01]
and there's again some talk with could
[2:30:03]
at almost almost 500,000 and some other
[2:30:06]
dot funding so there's still some
[2:30:08]
funding we're working on but we're all this is included we're just
[2:30:11]
splitting everything 5050 on it so does
[2:30:14]
the additional funding then reduce the
[2:30:17]
reduce our the Clive and Urbandale
[2:30:19]
portions red the 4 million we just again
[2:30:22]
nothing's been officially awarded yet
[2:30:24]
but I think things are looking good for
[2:30:26]
us well this is exciting when is this
[2:30:28]
picture reality again uh this will be
[2:30:30]
occurrred in
[2:30:32]
2027 the Landscaping 28 29 it'll look
[2:30:35]
like this maybe
[2:30:37]
30 want to temper everybody's
[2:30:38]
expectations it takes a little time to
[2:30:40]
get all this stuff to grow and look like
[2:30:42]
the
[2:30:44]
renderings that's a big deal so here's
[2:30:46]
just another another look of you can
[2:30:48]
kind of see for the first time going underneath the bridge and our
[2:30:52]
plantings and here's kind of what it
[2:30:53]
looks like from the street the street
[2:30:55]
level so again we'll have some some
[2:30:57]
plantings out here um we're looking at

having some monuments in the

median and then we'll also have some

under the bridge that kind of serve two

purposes here you know they're
[2:31:07]
decorative and at the same time they
[2:31:08]
also help block the headlights between
[2:31:10]
the two different different sides of the
[2:31:12]
road it's a really great idea and then
[2:31:15]
here again just showing a little closeup

[2:31:22]

ramps and then just showing what it'll
[2:31:25]

going to connect eastern and western

Urban dale uh as well as with Clive yep

again it really does make some nice
[2:31:43]
connections

[2:31:55]
on Justin drive so in 2025 we're looking
[2:31:59]
at a patch and overlay project on the
[2:32:01]
109th Justin over to 100 Street in this
[2:32:04]
little piece of Justin then coming back
[2:32:06]
the next year in 2026 and just do
[2:32:09]
patching on 100 Street Dennis and the
[2:32:11]
frontage road just reference again
[2:32:13]
here's where we talked about the
[2:32:14]
property we bought that could
[2:32:16]
potentially be the location for the
[2:32:17]
police station here
[2:32:22]
so page 77 is medians art and
[2:32:26]
Landscaping this prominantly the parks
[2:32:29]
department working on this I won't make
[2:32:31]
Jan come up here for it basically last
[2:32:34]
year we did plantings on merth Drive in
[2:32:37]
the medians between 86 Street out to
[2:32:39]
156th Street now in the in the 2025
[2:32:42]
we're planning on this stretch of 156
[2:32:45]
street from Douglas North up to
[2:32:47]
Waterford road so again planting some
[2:32:49]
more more trees trees in our wider
[2:32:52]
mediums so just curious why don't we bid
[2:32:55]
that out when we actually construct the the roadway in the
[2:32:58]
medians have that part of the project we
[2:33:01]
could just usually again we like to try
[2:33:04]
to get the grass to grow first and as I
[2:33:06]
said it usually takes a couple years
[2:33:07]
three years to get the grass growing and
[2:33:10]
then come back and try to plant in trees
[2:33:13]
feels like you could pretty cost
[2:33:14]
effective where the contractors a to
[2:33:15]
plant some trees rather they there I say
[2:33:17]
the other part is we weren't planting
[2:33:18]
trees in medians up last year no I I
[2:33:21]
love it too I I do I live out that way
[2:33:23]
and the more trees in the medians I love
[2:33:24]
it so it's uh this has been one of my uh
[2:33:27]
my projects great is to see we have
[2:33:31]
these incredibly wide uh
[2:33:34]
medians um especially out west and
[2:33:38]
there's nothing but grass in them and
[2:33:40]
it's there's not a clearer sign on 156th
[2:33:43]
Street from when you go from Urbandale
[2:33:45]
to Clive you know where that line is you
[2:33:47]
know where that line is without any
[2:33:49]
signs because they have stuff in the
[2:33:51]
medians and we don't it's good to see
[2:33:54]
this I think the other thing that it
[2:33:55]
helps us doing it after the fact is you
[2:33:58]
have a roadway guy as your prime
[2:33:59]
contractor he's just looking for any sub
[2:34:01]
that'll do trees really cheap versus
[2:34:03]
bidding them on their own then you're
[2:34:05]
just getting a tree guy that's his own
[2:34:07]
prime contractor dealing with it I think
[2:34:08]
we probably have a little better luck on
[2:34:10]
it that way yeah yeah I could argue both
[2:34:13]
ways but I understand
[2:34:20]

78 is our marath Drive preservation
[2:34:24]
project I had mentioned from 86 Street
[2:34:26]
out to 104 so this one will be a patch
[2:34:29]
and overlay project very similar to what
[2:34:32]
we did this year from 104th out to the
[2:34:35]
interstate um we're also including a 10-
[2:34:37]
foot Trail on the North side and this is
[2:34:40]
into the do for a January
[2:34:46]
leting and then here this one's similar
[2:34:49]
to to the Douglas railroad improvements
[2:34:51]
only on marath drive so what we did is
[2:34:54]
we did our patching and overlay to tie
[2:34:56]
in kind of smoothed it out somewhat it's
[2:34:58]
still a little rougher than we'd like so
[2:34:59]
we're going to actually replace the
[2:35:01]
crossing this will be done the same time
[2:35:03]
as the Douglas one so that makes it be
[2:35:05]
the spring of
[2:35:06]
2027 did the grant we got a grant for
[2:35:09]
this one as well yep yep and that's
[2:35:12]
where it's the most cost effective for
[2:35:13]
us is have the you pay for the railroad
[2:35:15]
to come in stay and all their time you
[2:35:17]
might as well have them do two at the
[2:35:19]
same time and save a little bit there
[2:35:21]
could you quickly educate us just on the
[2:35:23]
patch and overlay these These are big
[2:35:25]
dollars right for some of these projects
[2:35:27]
and um you know I drive some of these
[2:35:30]
streets every day and they don't seem
[2:35:31]
terrible to me but I'm sure there's a
[2:35:33]
lot that I don't understand about that
[2:35:35]
um could you kind of help us understand
[2:35:37]
kind of the what the patch and overlay
[2:35:38]
does sure so basically one we have areas
[2:35:42]
where panels are cracked up so again as
[2:35:45]
they when they crack up they start to
[2:35:47]
move so different times of the year
[2:35:48]
they're rougher than other times this
[2:35:50]
also causes the joints to fail um so
[2:35:53]
basically by doing the patching you you
[2:35:56]
kind of get the new concrete you overlay
[2:35:58]
it you seal everything up that also cuts
[2:36:00]
down on the amount of time like our
[2:36:01]
Public Works Crews have to be out there
[2:36:03]
filling potholes because again those
[2:36:05]
last for a little while and then they
[2:36:06]
come out and we're back filling the
[2:36:08]
potholes again so again
[2:36:11]
basically you get to a certain age of a
[2:36:13]
street where like on this project most
[2:36:15]
of our patching is on the inside
[2:36:17]
original Lanes it was 20 12 we did the
[2:36:20]
widening of the roadway so there's not a
[2:36:22]
lot of repairs that need there but the
[2:36:24]
other patches you know they've been been
[2:36:26]
there since you know the roadway has
[2:36:28]
been there since the 80s I believe on
[2:36:29]
this one so just over time you want to
[2:36:32]
do do the patching in your preventative
[2:36:34]
maintenance so you don't have to
[2:36:35]
reconstruct the entire road which we'll
[2:36:37]
talk about another road that's a total
[2:36:39]
reconstruct just because it's it's got
[2:36:42]
past the point of being able to do your
[2:36:44]
continuing maintenance so how long does
[2:36:46]
the patch and overlay kind of extend the
[2:36:48]
useful life most of what we've done we
[2:36:51]
can see you know 20 years out of our out
[2:36:53]
of our overlays and that could get to
[2:36:55]
the point you know you might have to do
[2:36:58]
some minor repair sometimes you'll get
[2:36:59]
some heave still underneath there that
[2:37:01]
we can fix up but again you don't have
[2:37:03]
to do do anything on the others for
[2:37:06]
instance rosand that we're getting ready
[2:37:08]
to reconstruct that overlay has been on
[2:37:10]
that road for about 20 years and they did did not do a ton of
[2:37:14]
extensive patching before that it's
[2:37:16]
still held
[2:37:18]
together so it's one of those again
[2:37:21]
we're just trying to stay ahead of
[2:37:23]
having to reconstruct and keep keep the
[2:37:25]
roads roads
[2:37:35]
passable 80 so um on page 80 this is a
[2:37:38]
reconstruction of marath Drive between
[2:37:41]
170th and and V Avenue or 184 Street
[2:37:46]
this one here was in 28 I've moved it to
[2:37:49]
30 the oute based on Clive's current
[2:37:53]
schedule they're working with Walky to
[2:37:55]
what they call Alice's Road our 170th to
[2:37:58]
do their reconstructions all the way up
[2:38:00]
to Meredith and they've got their
[2:38:01]
funding booked up to that point so it's
[2:38:04]
going to be difficult to have them
[2:38:06]
contribute because the South half of the
[2:38:08]
road they have half of the cost of the
[2:38:10]
road so I put it to where I hate to do
[2:38:12]
it but I put it where I think it's most
[2:38:13]
realistic if it got to be a point where
[2:38:16]
something had to be done sooner we'd
[2:38:17]
have to get in conversations with cl on
[2:38:20]
how how that would occur but again just
[2:38:22]
wanted to be able to free up money and
[2:38:24]
help things balance if I didn't think it
[2:38:26]
was going to happen in that in that
[2:38:33]
year page 81 is patching on North Park
[2:38:37]
Drive between 86 Street and 100 and also
[2:38:41]
patching on Plum Drive between 86 Street
[2:38:43]
around the curve to Northwest Urbandale
[2:38:48]
Drive how old is it Plum Drive see very
[2:38:51]
many years ago we put that in um we've
[2:38:54]
got the piece over here I think was
[2:38:57]
07 I remember right and I think I think
[2:39:00]
this piece was 12 and on these that's
[2:39:03]
why you can also see there's not it's a
[2:39:05]
little under 600,000 it's not a lot of
[2:39:07]
money in here part of that is also to
[2:39:10]
deal with the brick work that's out
[2:39:12]
there that's something that does take
[2:39:14]
more maintenance than your standard your
[2:39:16]
standard patches we have done some
[2:39:18]
previous brick work repairs as
[2:39:21]
well there's a lot of development that
[2:39:23]
could potentially happen on some of
[2:39:25]
these segments
[2:39:27]
um would there be a chance that the
[2:39:30]
construction could ruin any of this work
[2:39:32]
it it shouldn't these are materials that
[2:39:35]
we build we build to a higher standard
[2:39:37]
so these are the eight eight and a
[2:39:38]
quarter fully reinforced
[2:39:40]
Pavements so again we just over time you
[2:39:43]
do have some where again some panels
[2:39:45]
start to crack start having some issues
[2:39:46]
we just like stay on top of it fix them
[2:39:49]
and then again keep the road lasting
[2:39:51]
longer yeah I've seen the failed brick
[2:39:53]
work there on on Plum I just didn't know
[2:39:55]
with you know all the trucks and
[2:39:56]
Equipment they could be running in and
[2:39:58]
out of there if we did something I
[2:39:59]
wouldn't want to ruin it again right
[2:40:01]
away no no we have more of that issue
[2:40:04]
what we call our temporary roads out
[2:40:06]
west we might do the asphalt typically
[2:40:08]
you know they work great for the
[2:40:09]
passenger vehicles the subdivision
[2:40:11]
happens the concrete trucks start coming
[2:40:13]
in Daily then we start getting rotting
[2:40:15]
and issues but the pavement out here
[2:40:17]
it's intended for those heavier loads
[2:40:26]
and then on page
[2:40:28]
82 um this is a patch and overlay of
[2:40:31]
Northwest urbanville Drive between
[2:40:33]
Douglas and Meredith Drive this is kind
[2:40:36]
of our last section on this the
[2:40:38]
stretcher road we previously um did the
[2:40:41]
overlay on Northwest derill drive up to
[2:40:43]
the ramps then it becomes do from up to
[2:40:45]
there they've done their overlay we'll
[2:40:48]
catch this mile section
[2:40:49]
and previously we did a patch and
[2:40:52]
overlay I believe was back at 08 from Hickman Road up to Douglas
[2:41:01]
Avenue this one here on page
[2:41:05]
83 also has a little bit different
[2:41:07]
format because again Grimes will be the
[2:41:09]
lead on this project a little
[2:41:11]
background um Urban dale was the lead
[2:41:14]
when we constructed 100 Street and this
[2:41:17]
first first part of 54 Street so now
[2:41:20]
Grimes will be the lead we have roughly
[2:41:22]
a th000 feet left where they've got a
[2:41:25]
little bit longer distance over here so
[2:41:27]
we've got this project to kind of finish
[2:41:29]
up our part in Urbandale U we went
[2:41:32]
together on a joint application and
[2:41:34]
we're able to come up with 500,000 in in
[2:41:36]
federal funding to help with the project
[2:41:38]
as well so again we anticipate uh Grimes
[2:41:41]
will start start being the lead on this
[2:41:43]
next
[2:41:47]
year so here is is here is a reconstruct
[2:41:51]
on page 84 it's Park viw Drive 86 Street
[2:41:54]
to to
[2:41:56]
Alpine um this is one that's been
[2:41:59]
patched before a lot of my understanding
[2:42:01]
from past history is there's just a lot
[2:42:03]
of settlement at the different service
[2:42:05]
trenches along here um recently we did
[2:42:08]
patching in these neighborhoods to the
[2:42:09]
north and to the South we started
[2:42:11]
costing out what it was going to take to do the patches through here is more
[2:42:16]
economical to do a full reconstruction
[2:42:19]
so we left out the patches on Park View
[2:42:22]
so that we could add the CIP page and
[2:42:24]
make it a total
[2:42:27]
reconstruction see I want to make a
[2:42:29]
comment here on this I live in the
[2:42:32]
neighborhood there walk with streets and
[2:42:34]
sidewalks all the
[2:42:36]
time and I think maybe I'm going to
[2:42:40]
suggest we use little different
[2:42:42]
criteria for our repairs and we have in
[2:42:45]
the past at least appears to
[2:42:47]
be looks to me like we're when we do
[2:42:50]
these repairs like you said on the side
[2:42:52]
streets and one other
[2:42:55]
we we do it camera perfect it's like it
[2:42:58]
was new
[2:43:01]
well what trickly Galls me a little bit
[2:43:04]
is we even in the last year we you tore
[2:43:08]
up and repaved culde saacs all right my
[2:43:11]
point being that I think the criteria
[2:43:13]
ought to
[2:43:14]
be okay how much traffic do it
[2:43:17]
carry and how fast is it
[2:43:21]
going rather than just camera ready now
[2:43:24]
I know this stretch here we're talking
[2:43:26]
about here it's
[2:43:28]
lousy yeah probably should be replaced
[2:43:31]
but it seems to me went overboard in the
[2:43:34]
adjacent neighborhood last year I work
[2:43:38]
there I think probably not brought it to
[2:43:43]
quite a high state of Maintenance but I
[2:43:45]
guess again I'll leave that to the rest
[2:43:48]
of the
[2:43:50]
committee here how nice do they want it
[2:43:53]
I'll leave it that going tell you from
[2:43:55]
staff's point of view the way we look at
[2:43:57]
it is we try to come into a neighborhood
[2:44:00]
and fix everything up so that we're not
[2:44:02]
back for quite some time I don't
[2:44:04]
disagree there's less traffic on the
[2:44:05]
culde saxs but we look at if we're going
[2:44:07]
to be disrupt in the neighborhood we
[2:44:09]
like to hit an entire area at once and
[2:44:11]
then keep keep moving
[2:44:14]
along and this project is not going to come after anything happening
[2:44:18]
on Aurora right we're not hitting these
[2:44:21]
people at both sides at the same
[2:44:24]
time the the Aurora project will
[2:44:27]
probably only take a month maybe at the
[2:44:31]
most I don't even know it'll take quite
[2:44:33]
that long because the biggest thing is
[2:44:34]
we just have to fit it in likely after
[2:44:36]
Fourth of July activities and before
[2:44:38]
school
[2:44:40]
starts yeah I'm just thinking of people
[2:44:42]
like on 82 you know if we had something
[2:44:44]
on Aurora and something on parku at the
[2:44:46]
same time that'd be difficult for them
[2:44:47]
so right knowing though the the roadway
[2:44:50]
is still open they'll they'll Mill it
[2:44:52]
there'll be some impacts while they're
[2:44:53]
Milling but then it's open back up
[2:44:55]
traffic then they'll overlay
[2:45:02]
it and this is 20 this here is happening
[2:45:05]
in 2027 and the roro projects currently
[2:45:08]
programmed for
[2:45:14]
2025 our next one on page 85 is an oute
[2:45:17]
that' be the extension of
[2:45:21]
Road page 86 is the one we talked about
[2:45:24]
earlier is conver and 70th Street based
[2:45:28]
on the complete streets plan for
[2:45:30]
accommodating the
[2:45:35]
bicycles page 87 that was the first time
[2:45:38]
that's going to run all the way down to
[2:45:40]
Hickman correct is there anything it's
[2:45:43]
linking to on Hickman is there because I
[2:45:46]
know we're talking about doing the
[2:45:47]
trails on endale correct but we're
[2:45:49]
running this all the way down to Hickman
[2:45:51]
correct correct I don't think it has
[2:45:54]
anything it definitely connects to now
[2:45:55]
just like it does in that Meredith but
[2:45:57]
you have to start someplace on on
[2:45:59]
getting the projects and that that's
[2:46:01]
what was planned in the complete streets
[2:46:03]
program was you know to to have the
[2:46:05]
sherrow and get the connection down to
[2:46:07]
hman road which also gives you the
[2:46:09]
connection down to the Urbandale Avenue
[2:46:11]
as well
[2:46:20]
on page
[2:46:21]
87 is a a patching project on Prairie
[2:46:25]
Drive and 106 Street so just to the
[2:46:27]
northeast of 109th and Douglas
[2:46:35]
intersection page
[2:46:38]
88 is the Reconstruction of 109th 112th
[2:46:42]
which is there an
[2:46:46]
oute 11 Street Paving um south of
[2:46:49]
Douglas south of Justin is also in an
[2:46:51]
oute that'll be developer
[2:46:56]
driven page 90 is a new one in the CIP
[2:47:01]
this will be a maintenance project on
[2:47:03]
128 Street between Douglas down towards
[2:47:06]
Hickman um this one is scheduled for
[2:47:08]
2028 and we recently received a million
[2:47:12]
dollars in the surf service
[2:47:14]
Transportation block grant funding
[2:47:22]
page 91 is an
[2:47:26]
oute page 92 is the Reconstruction of
[2:47:30]
142nd Street from just north of Meredith
[2:47:33]
up to Waterford road we've got this
[2:47:35]
scheduled for next year but right now
[2:47:37]
we're still trying to work through some
[2:47:38]
RightWay issues we're having and and
[2:47:41]
working with the city of Grimes on their
[2:47:43]
portion which is in this area here this
[2:47:46]
down here is Urbandale and the west side
[2:47:48]
urale so get working currently working
[2:47:51]
on that project it's under
[2:47:54]
design and then included with that is an
[2:47:57]
overlay of the north half mile north of
[2:48:00]
Waterford on 142nd Street which is a
[2:48:02]
joint project with with Grimes do those
[2:48:05]
streets see a whole lot of traffic or is
[2:48:07]
this kind of be being done to Spur
[2:48:10]
development of what's what's left there
[2:48:12]
it's it's not really stir or trying to
[2:48:14]
get development as much as just as you
[2:48:16]
get more traffic it's easier to maintain
[2:48:19]
than the gravel roads right now neither
[2:48:21]
Grimes nor urale has that capability so
[2:48:24]
we would have to more or less hire
[2:48:26]
Dallas County to do that for
[2:48:28]
us similar
[2:48:30]
to you know trying to remember how long
[2:48:33]
AG go ago it was but we did the same
[2:48:36]
thing at an asphalt struction on 142nd
[2:48:38]
Street that buys you quite a bit of time
[2:48:41]
and then we also did that on on
[2:48:43]
Waterford before we paved it Waterford
[2:48:47]
kept getting delayed though and I think
[2:48:48]
we went a couple couple years past a
[2:48:49]
useful life of that overlay but a
[2:48:52]
littleit but we eventually got that
[2:48:58]
done um on page
[2:49:00]
94 um this is 156 Street Reconstruction
[2:49:04]
from Waterford Road up to Meadow Drive
[2:49:07]
this one's currently in 2028 in the CIP
[2:49:11]
this one's really going to be
[2:49:12]
development driven the reason for that
[2:49:14]
is right here I guess in the mid mile is
[2:49:17]
the break between thewa schools and the
[2:49:20]
Dallas Center Grim schools so nothing's
[2:49:22]
been proposed up here yet um there won't
[2:49:25]
be a lot of traffic in this this stretch
[2:49:27]
even with the school open and basically
[2:49:30]
we want to be able to know where where
[2:49:32]
our access points are going to be so you
[2:49:34]
kind of have to have some developments
[2:49:35]
you can lay out your intersections this
[2:49:37]
one we go every 600 feet but it's going
[2:49:39]
to be a little bit of a challenge just
[2:49:41]
based on the drainage that's coming
[2:49:42]
through here and figuring out once
[2:49:44]
somebody lays it out where they want
[2:49:45]
their streets and how it'll work for
[2:49:47]
their neighborhoods
[2:49:53]
page 95 isn't out
[2:49:55]
year page page 96 is also now here so
[2:49:59]
that is the end of streets um we are
[2:50:04]

projects our last section is the traffic
[2:56:32]
signals the first one is page
[2:56:35]
99 and what this is is an Adaptive
[2:56:38]
traffic signal system on Douglas Avenue
[2:56:41]
basically from 100th Street out to 121st
[2:56:44]
Street and what adaptive we refer to
[2:56:47]
that is um it's a little different than
[2:56:49]
how our signals are time today basically
[2:56:52]
you have a lot more detection and you
[2:56:53]
have more less a computer looking at it sees how the traffic's flowing in
[2:56:58]
each location and it can make slight
[2:56:59]
adjustments as the traffic is Flowing um
[2:57:03]
we are doing our very first project with
[2:57:05]
that that's that's Standalone Urbandale
[2:57:08]
on 100 Street up by the interstate so
[2:57:11]
from Plum Drive up to 54th want to get
[2:57:13]
that project completed we've kind of
[2:57:15]
gone through some different hurdles with
[2:57:17]
the do on funding and everything that
[2:57:20]
we're getting to the point here
[2:57:21]
hopefully in the next few months we can
[2:57:22]
get things up up and running so but this
[2:57:25]
will be a future project if that all
[2:57:27]
goes well that we'd look at adaptive um
[2:57:29]
signal signal timings through
[2:57:32]
here is there a reason you you selected
[2:57:34]
this um section of road for
[2:57:37]
that uh we picked three four sections
[2:57:41]
and I guess this is just the one we put
[2:57:42]
in 28 is is is it's a tra it's the
[2:57:46]
amount of traffic we have as as and the
[2:57:48]
proximity of the traffic signal so
[2:57:51]
really want want to see if we can't get
[2:57:53]
traffic flowing better from 100th all
[2:57:55]
the way through 121st the other thing
[2:57:58]
that hopefully can make things a little
[2:58:00]
better um things are different now that
[2:58:02]
the Merit of The Interchange opened up
[2:58:04]
and how things we have quite as much
[2:58:06]
traffic coming out at 114th as well so
[2:58:10]
are are you hoping to like pilot this
[2:58:11]
technology for this section of Road and
[2:58:15]
just kind of see how it goes and then no
[2:58:17]
that's what we want to see up on 100
[2:58:18]
uh I mean this is used different systems
[2:58:20]
are used throughout the Metro it's on
[2:58:22]
Hickman Road it's on University it's all throughout West de Mo it's just
[2:58:28]
again we haven't had a lot of
[2:58:30]
opportunity to use it ourselves and see how we how we like it so again we
[2:58:35]
want to make sure we like the system
[2:58:36]
before we would go to this next step
[2:58:38]

gotcha um so page 100 is an oute
[2:58:48]
page 101 is an out year um so page 102
[2:58:53]
is similar with the Adaptive system that
[2:58:55]
we've got in 26 and this would be
[2:58:58]
linking the signals together on
[2:59:00]
Northwest urbanville drive from the
[2:59:01]
interstate down to Meredith then on
[2:59:04]
Meredith from Northwest urb Hill drive
[2:59:06]
out to 128th
[2:59:12]
Street on page 103 um we have traffic
[2:59:15]
signals at 70th and and 72nd in Meredith
[2:59:20]
um there are only two that we have now
[2:59:22]
that are not tied into our system that
[2:59:24]
we can control from the office um you
[2:59:26]
have to actually go out to the cabinets
[2:59:28]
so we have fiber that ends in front of
[2:59:30]
the high school we're looking to extend
[2:59:32]
it on a row to 70th come up to um 70th
[2:59:36]
and Meredith and tie into the fiber that
[2:59:39]
we have Link in those two traffic
[2:59:40]
signals together that we're looking at
[2:59:42]
we're currently designing that inhouse
[2:59:44]
and we'll construct that next year
[2:59:50]
on page 104 is a traffic signal at 128
[2:59:55]
in Plum this is out by where the new
[2:59:57]
warehouses are are being built these are
[3:00:00]
100% privately funded and will be be
[3:00:03]
constructed when when it meets warrants
[3:00:05]
out here um with with everything just
[3:00:07]
opening the traffic is not there
[3:00:12]
yet and then 105 is a signal in andout
[3:00:16]
year and
[3:00:18]
106 is now here so I don't even know if
[3:00:21]
I even needed five minutes to wrap it up
[3:00:23]
uh quick question on the signal at 170th
[3:00:26]
and Plum the private uh fun would that
[3:00:29]
be the school district or okay yep yep
[3:00:33]
we have an an agreement with them
[3:00:35]
already

complete Street road diet with bike

lanes and then uh something similar on
[3:03:22]
70th a similar title but I also think
[3:03:26]
that the write up uh needs to reflect
[3:03:29]
that the real goals here for most of
[3:03:31]
these projects in some places it perhaps
[3:03:34]
it is about the bike access but these
[3:03:36]
projects in particular especially this
[3:03:38]
one was really designed to improve
[3:03:41]
overall safety to take these four lanes
[3:03:44]
where people go too fast and bring them
[3:03:46]
down to three lanes and really do that
[3:03:49]
kind of work that these Road diets can
[3:03:51]
provide so whatever material we might be
[3:03:55]
developing information we might be
[3:03:57]
developing for the public perhaps in
[3:03:59]
addition to perhaps a handout for those
[3:04:01]
who show up um that could be
[3:04:04]
incorporated in this write up and so I
[3:04:08]
don't know how to move that uh except to
[3:04:11]
say I would like to move that we
[3:04:12]
recommend a title change and a more
[3:04:14]
detailed description for our complete
[3:04:16]
streets projects in this
[3:04:18]

so I think if complete streets was done
[3:06:00]
five years ago eight years ago whenever
[3:06:02]
that was done that you know credit is
[3:06:04]
given to that study so that when it's
[3:06:07]
pointed out the the main point of this
[3:06:09]
was in fact safety and not bike lanes
[3:06:12]
that and that they were a nice maybe
[3:06:15]
excuse me add-on to some folks um
[3:06:17]
whatever that might be I think it's just
[3:06:18]
really important that we're very
[3:06:19]
transparent on you know this is what it
[3:06:21]
was it probably got as we as has already
[3:06:24]
been stated I don't need to go down that
[3:06:26]
road but I would just really attribute
[3:06:28]
maybe some of that back to that study if
[3:06:31]
that's really the leg that there is to
[3:06:33]
stand on no I think that's a really good
[3:06:36]
point John I guess if you guys want to
[3:06:39]
maybe have Pat and I look at it before

and then if we have Pro we can when we

as cities continually evolve how long

are we kind of going to reference
[3:07:39]
complete streets without looking at that
[3:07:40]
again
[3:07:50]
I guess we could always relook at it I'm
[3:07:52]
just not sure things have changed enough
[3:07:54]
we're still trying to implement um the
[3:07:56]
things that are in there because it was
[3:07:58]
set up as short medium and long-term
[3:08:01]
priorities so we're still work working
[3:08:03]
through those there's also I would say
[3:08:06]
probably a quarter of the document is
[3:08:08]
areas like uh one we showed on Hickman
[3:08:11]
Road that would be really nice if we
[3:08:12]
could get a trail through there so
[3:08:13]
there's a lot that are Developer dependent or they're alongside
[3:08:18]
an arterial that hasn't been
[3:08:20]
reconstructed yet there's you know
[3:08:21]
several we cannot do do yet but again I
[3:08:24]
think it's still a good document that
[3:08:26]
we're still trying to work our way
[3:08:28]
through because we knew knew going into
[3:08:30]
it that you know we' work on the short
[3:08:32]
ones and those mediums would take a
[3:08:33]
while and of course there's just
[3:08:34]
longterm ones that still take a while
[3:08:37]
and I think as a staff every opportunity
[3:08:40]
we get to work one into a project we
[3:08:43]
look at it evaluate and try to do that
[3:08:49]

seem silly to not do a 200 foot section

when the restom mar is

done um and then the other one would be

is there any potential to get that trail

under Plum Drive as it is on every other

major arterial Crossing for that trail
[3:09:47]
Network and in here we had talked about

in the 27 doing that overlay on Plum
[3:09:54]
could be a potential just a patch yeah

but it could be a time where we could

look at something like that if it's even

possible again you know being realist
