from mr. chairman that note for record
ed chairman Thomas Berg is absent and
[2:07]
DPW director John Henneberry is here
also open meeting law compliance checked
[2:12]
mr. acting chairman the agenda was
posted inside and outside the Vernon
[2:17]
Town Hall to the media to other entities
within the town of Vernon we are in full
[2:21]
compliance with the open meetings law
they'd like to announce there's possible
[2:25]
closed session and reads the finally
notice the Town Board may convened into
[2:30]
closed session under state statute
nineteen point eight five print one
[2:34]
princey considering employment promotion
compensation or performance evaluation
[2:38]

the governmental body has jurisdiction
[2:42]
or exercises responsibilities
specifically the review of DPW
[2:46]
compensation for three DPW personnel
including the closed session would be
[2:50]
the Town Board DPW director and town
clerk with the town attorney available
[2:55]
by telephone the public spring rather
first of all their referendum
[3:26]
I signed a petition for a referendum it
was a big mistake it was my mistake
[3:30]
because I violated my number one
cardinal rule never signed nothing
[3:34]
unless you know what you're saying and
there was no copy of the wording and a
[3:38]
referendum no explanation for other than
they wanted a non-binding referendum
[3:44]
after checking us out and I'm sure
there's other citizens and did the same
[3:49]
thing this never should have been signed
it's non-binding
[3:53]
the issues already done this has been on
the agenda for a couple years
[3:58]
that pushed it out I think it is
seriously politically motivated and
[4:05]
after the candidate forum for the people
that were basically behind this
[4:10]
referendum didn't even show up
I seriously have the doubts about it
[4:15]
that's just how I feel about it if I
went under here opinions I want to hear
[4:19]
people talk there six candidates every
one of you is an individual running for
[4:24]
an individual position the opposition
are the new candidates pickups and
[4:56]
that's about 60% of the population uses
pickup I think a few other options
[5:01]
should be put up spring and fall not for
each one it also said that why should I
[5:10]
pay for something that I don't use have
you paid your taxes lately I'd be 60% of
[5:16]
my property taxes for the school board I
hadn't had a kid in the school for 25
[5:19]
years there's a million things that you
pay for that everybody doesn't use and
[5:24]
sixty percent of the population uses
depend up I think that's a pretty good
[5:27]
return on it but options should have
been put off maybe a one-week pickup in
[5:32]
a spring or the fall all the way to
yours
[5:35]
or definitely a drop-off spot for the
residents that take their brush
[5:40]
personally and drop it off someplace
that it can be utilized that way that
[5:44]
would be fine and it comes to saving
money for the town I have been tracking
[5:50]
this since 2009 I get all my numbers out
of the town budgets here and they're
[5:55]
pretty close but since 2009
[Applause]
[6:12]
in the past three years forty-four
thousand and seventeen dollars went to
[6:16]
support the park and rec this last year
they didn't even have enough notice not
[6:27]
against the park and rec as it is it was
originally set up to be a self funded by
[6:34]
town board decision why this has going
on and it's gotten worse and worse as
[6:38]
time
[6:44]
sixty percent of my tax play that goes
to the high schools they charge per
[6:52]
sports or whatever they sign up for I
looked on the Mukwonago website that's a
[6:57]
hundred dollars a class I see you've got
sixty dollars and fifty dollars for
[7:01]
people to sign up and that's for
residents and we do support many
[7:05]
neighboring communities in the park and
rec today coming here I think it's about
[7:10]
time that the target rect was made to
follow the original Edict of
[7:14]
self-supporting or just close to it and
that doesn't even include it what I
[7:19]
found here the DPW expenses to help the
park comes up to about $20,000 a year
[7:25]
for further help to it I don't know if
it's all for the park and rec department
[7:30]
but it's it's still a cost it's on the
budget and I just think that it's about
[7:36]
time that that should be doing and let's
see what else I got here the Park and
[7:43]
Rec director salary any average is 75
percent of the expenses that leaves you
[7:51]
know it's supposed to be for the kids
and everything is 25 percent going for
[7:54]
the programs and the kids is that right
I don't know I don't know of them any
[7:59]
any place could afford to have somebody
getting 75 percent of the funds for a
[8:04]
management position and the it's like
these scams for charities when they pay
[8:10]
back 10% on a dollar although this
a little better that 25% but I think
[8:15]
this has got to be bought in line thanks
Keith
[8:23]
any other public comments any other
public comments yeah I go ahead and
[8:33]
speak now dan dan frsky actually I live
in Waukesha
[8:43]
Waukesha I want to thank this war for
allowing me to be here and speak on
[8:48]
behalf of the Fox River Bandits would
also like to acknowledge two of our
[8:52]
members Josh Anderson he's a assistant
coach as well as a Vernon resident and
[8:59]
then Nicole Purcell she's a member of
our organization
[9:03]
her son is part of our organization and
she's also a Vernon resident used to
[9:12]
quick short history of the Fox River
Bandits we've been around now for eight
[9:15]
years when a group of dads felt the
Select baseball programs were going in
[9:21]
the wrong direction and wanted to create
the best baseball experience for their
[9:24]
kids I took over the organization this
last year so this is my first year of
[9:32]
bringing the organization together we
weren't really a formal organization we
[9:37]
didn't have any formal bylaws we weren't
officially a nonprofit organization this
[9:44]
last year we went through the process of
forming a non-profit we're working on
[9:49]
completing our 501 C 3 tax exempt status
as well our mission is to teach sound
[9:56]
baseball fundamentals alongside
character development and then teach
[10:00]
important life skills such as leadership
adversity resilience grit courage and
[10:06]
loyalty many things that I learned as
well when I served in the military for
[10:10]
eight years
we are completely by volunteers and no
[10:14]
one coaches or directors that are part
of our organization receive any
[10:18]
compensation for the time and energy we
put into or
[10:22]
organization we currently have two teams
where in the past we've had three teams
[10:27]
we've been recruiting quality coaches to
expand our program for the next year and
[10:31]
hopefully for years to come in which
we're hoping that Josh will soon take
[10:36]
over his own team we've also been in
conversations with Mike's lucky the
[10:39]
director of Parks and Rec and have
discussed developing a feeder program so
[10:45]
that we can take some of their best
players as well and help their programs
[10:49]
grow as well as our programs so
developing a strong select baseball
[10:53]
program together a fund raising fund
region accounts for a large portion of
[10:58]
our revenue needed to pay for equipment
field rental maintenance improvements
[11:03]
things that we've been working here in
in partnership with the town of Vernon
[11:07]
another operating Constance is indoor
facilities tournaments and so on our
[11:13]
fundraising efforts allow us to keep the
fee to members low compared to other
[11:16]
select and travel baseball programs we
currently charge $700 a family we're
[11:21]
another program that's very similar to
ours charges upwards of eighteen hundred
[11:26]
dollars that's probably the next lowest
that you're gonna find and that's
[11:31]
probably where a lot of the parks and
recs kids are going and playing in those
[11:35]
select programs and it's going to
continue to rise in the select programs
[11:41]
however because of our fundraising
efforts we're gonna continue to focus on
[11:46]
keeping our our costs low and it's not
about the money for us we're not trying
[11:50]
to turn this into a baseball business
where we're moving kids you know into
[11:56]
trying to be the number one draft pick
we want them to develop the fundamentals
[12:00]
of baseball and do it at a way that is
fun and gives them the best the best
[12:07]
shot at making high school teams that's
ultimately our goal is to help them get
[12:11]
down get into high school teams we have
developed an tiered sponsorship program
[12:15]
for local businesses to support our
fundraising efforts and I can I can
[12:19]
share a copy with that of that with you
if you'd like to see a copy of that it's
[12:23]
also available on our website Fox River
Bandits org as you can see on that sheet
[12:34]
we have the different sponsorship levels
from 150 dollars all the way to 2,000
[12:40]
dollars for local businesses and where
the town comes in and where we're
[12:47]
sharing we would like to talk about
sharing some of our revenue our
[12:51]
sponsorship revenue is when it comes in
to hanging banners on our fences so we
[12:56]
have we have two sizes of banners a
three by five banner and then a four by
[13:00]
eight banner and you see that there are
various timelines that are included in
[13:05]
that based on the the dollar amount that
they would give to us our fundraising
[13:11]
efforts help us help the town of Vernon
to through our field rental fees we rent
[13:17]
the westfield down here on the other
side of the fences exclusively for our
[13:24]
season which runs beginning of April
through the end of or the end the end of
[13:29]
July first couple weeks of August and
that's when our banners would be hung as
[13:33]
well the beginning of April through the
second usually the second week of August
[13:38]
when we have tryouts for our next season
we've also been partnering with John the
[13:43]
DPW director to make significant field
improvements and we're actually using a
[13:48]
lot of the money that we are raising to
help with those costs so for example we
[13:52]
are going to be purchasing a quad axle
of dirt to put on the field so that the
[14:01]
field continues to be one of the premier
playing fields in the year in the area
[14:06]
we've also partnered with John - he's
helped us clean out some of the the
[14:12]
stuff around the fence and we rebuilt
the field so that we can have a nice
[14:17]
field to play on we're also going to be
working with a local sign maker to help
[14:21]
fund some signage replacement for
Hackett to replace some of the Hackett
[14:26]
field signs so that it look nice as well
so when guests come to the town of
[14:30]
Vernon they know that this is the one of
the best places to come play baseball
[14:35]
and we have a list of things that we've
been working with him on if you'd like
[14:39]
to see a list of that as well I can
share that with you
[14:46]
this is just sort of our it's not
necessarily a wish list but it's some
[14:50]
things that that obviously need to keep
down and Johnny's you hear these like
[14:53]
you just talk we're talking about some
of the things that need to get done and
[14:57]
you can see there what we agreed to the
V stands for Vernon and FRB obviously
[15:02]
stands for Fox River Bandits and what
we're what we're working with we're also
[15:06]
gonna be purchasing things like clay to
help because if you look at the batter's
[15:10]
boxes they're they're not playable so we
need to install new clay and things like
[15:15]
cutting around the fences and the
infield violent we've already done that
[15:18]
we did that in the fall thanks to John
and his team for for helping us get that
[15:23]
all squared away there's some other
things there that you'll see that are
[15:28]
part of the part of future you know we'd
love to expand build nice dugouts at
[15:35]
some point for for the team as well but
that's all going to come through our own
[15:38]
fund raising and supporting the town so
part of again part of that revenue we
[15:43]
would give back through making the field
better for the town okay and working
[15:48]
obviously with you the board and John to
make sure that this comes to fruition as
[15:55]
of right now we have seven paid banner
sponsors seven paid banner sponsors
[15:59]
which amounts to two thousand dollars
raised our fee to print those banners
[16:03]
with tax at this time is going to run
four hundred and seventy eight dollars
[16:07]
and a little bit of change we originally
had proposed to Mike's alecky a 5% of
[16:13]
our banner fee so bright hours we sold
mostly the 250 banners $250 sponsorship
[16:20]
and we proposed originally a 5% Mike
came back with 15% and I had said and
[16:26]
agreed to settling at 10% if you'd like
to see the email communication between
[16:32]
Mike and I'm happy to share that with
you that that where it says Mike would
[16:36]
bring that to you guys I know you guys
discuss 15% last time but I I feel that
[16:41]
with all the work that we're partnering
on and how much we're investing in the
[16:45]
field
I think 10% is really a fair amount
[16:47]
based off of what we're renting your
fence defense space for we're we're
[16:53]
going to maintain them we'll put them up
we'll take them down
[16:56]
if there
any damages to them will replace the
[16:59]
banner at our expense
all we are asking is to use defense
[17:03]
space basically renting the square
footage to hang our banners our goal at
[17:10]
the end of the at the end of this is to
have recurring sponsorship so this
[17:14]
creates not only a revenue stream for us
but also helps the Parks and Rec revenue
[17:19]
stream or the town I know I think Karen
mentioned last time that you guys have
[17:23]
to vote on where that money goes you can
allocate that for the Parks and Rec or
[17:27]
wherever we would love for it to go to
parks are incredibly important
[17:34]
especially for providing a quality of
life for its taxpayers but we want to
[17:40]
make sure that where we have this
recurring revenue so after year one
[17:44]
we're gonna reappraise and they'll have
to pay again that 250 again and then you
[17:51]
would get a portion of that okay if we
can't would like to show you the some of
[17:58]
the banners that we have go ahead so
these are three of the local businesses
[18:05]
that have agreed to sponsor us
the first one is Dakota drywall at a New
[18:15]
Berlin 3x5 and then the next one is rule
mutual insurance so I know you have a
[18:22]
lot of rule rule harm homes out here and
in farmland this is a great insurance
[18:31]
company and then also Infiniti exteriors
Infiniti roofing a great another great
[18:38]
local business that has agreed to
sponsor us now we if you go to our
[18:41]
website Fox River van org you'll see the
additional sponsors but I can tell you
[18:48]
that who they are if you're interested
in knowing those
[19:03]
we also have complete towing blue Mel's
blue Mel's gardening on track overhead
[19:12]
door scream at kibbutz Kia counting out
of out of Waukesha and then L two custom
[19:17]
engraving as well and again one of the
things that I know came up in the last
[19:22]
meeting that I watched online was
talking about the CBD organization and I
[19:29]
will harm to you today that as the
president of this organization Fox River
[19:33]
Bandits I will never ever take any
fundraising from an organization like
[19:38]
that regardless of how someone feels
about it that does not promote health
[19:43]
safety and welfare with my kids and I
don't want my boys that are or girls you
[19:49]
know loved to have a softball program to
it some someday but that does not
[19:54]
promote healthy living especially as
young athletes wanting to get get into
[20:00]
high school programs so I'm happy to
answer any questions that you may have
[20:04]
of us at this time okay all right thanks
Dan there any other public comments
[20:21]
public comments if not moving on to
miscellaneous matters advertising
[20:27]
sponsorship policy why don't I read what
the attorney Macy said on this before we
[20:33]
start discussion this is a Polly
decision although in my brief reviewing
[20:37]
the changes to the policy has shown in
the packet I do not note any major
[20:40]
concerns you do not see how the policy
even has changed the laws of town to
[20:45]
allow other groups other than the town
to sell banner space and the fences or
[20:50]
like the opportunity to work with the
supervisor and the town clerk to put the
[20:53]
policy in a better form to protect the
town other considerations for the Town
[20:57]
Board include who is paying for the
signs is the 15% of the payment gross or
[21:01]
net what are the minimums that the group
must donate in order to be eligible does
[21:05]
group need to make these donations
yearly etc the Town Board can adopt the
[21:10]
policy
subject to the town supervisor working
[21:12]
with the town clerk and town attorney
pretty the same in into final form and
[21:18]
put a copy of the final form the next
packet or the town working table the
[21:21]
matter until next meeting for the same
to be put in final form basically what
[21:27]
Macey is concerned about is how do we if
we allow this group what's to stop the
[21:34]
next group saying I want to do this and
a I've worked a couple hours out in the
[21:38]
field that's the potential time for me
you know so he wants to try to just nail
[21:43]
down these matters a little more
subjectively instead of beings kind of
[21:48]
objectively to it he was also kind of
concerned that you realize what we're
[21:53]
trying to do but at the same time this
probably might be better on the facility
[21:58]
use policy or creating a whole new
rental agreement policy but he thinks we
[22:06]
can I says unlikely we're gonna have
other groups coming forward requesting
[22:11]
this at this time that we could work out
something in this advertising
[22:15]
sponsorship policy not to exceed an
hour's worth the time of myself Karen
[22:22]
and him worked on it what's what's the
timeframe for for placement of these I
[22:27]
did talk to Dan and he had said that if
the Town Board wanted to to defer this
[22:31]
to the 21st have the policy in order and
approve the signs that would still work
[22:35]
for them and maybe Dan would have a few
more signs that you'd want to approve
[22:39]
but he did say that if you could do
everything by the 21st that would work
[22:43]
for them also is that know who's gonna
be enough time for you to basically get
[22:49]
a policy in place and have it reviewed
by a supervisor Jeff Milly's has already
[22:56]
you know talked to me about some of the
changes he wants supervisor bill Craig
[23:00]
has a couple of clerical things he would
like to correct we get I'm sure Jeff
[23:04]
what do you think we could get this done
and John said it wouldn't be any more
[23:08]
than an hour yeah hopefully yeah
[23:15]
moenay's and myself will do all the work
and then he'll just correct okay I don't
[23:21]
have a problem with it if we can work
out a policy
[23:24]
with regard to the town protection in
regard to the that the questions that he
[23:31]
rises raises here you know that I think
it's a great idea and that's it's it's
[23:38]
not that we're hurtin for for
sponsorship we haven't received any
[23:44]
sponsorship money at all from any other
source you know so and John John would
[23:51]
be you'd have to work with John probably
in order to you have any questions
[23:56]
regarding this John no I I've talked
with him a little bit about or he had
[24:02]
planned and I don't think I don't see a
problem with what you know as far as
[24:05]
banners on there you know you brought up
as far as wind and stuff sighs I think
[24:10]
that for you my thighs would be fine on
that fencing I don't think it's gonna be
[24:14]
an issue for you know so was it not
space right next to each other right you
[24:17]
spread them out a little bit yeah you'll
be fine so yeah and one of the things
[24:20]
the attorney and supervisor Milly's that
indicated is the facts River Bandits do
[24:26]
an awful lot for the town so we can
substantiate all that they've done and
[24:30]
all that you know and and protect
another group saying well you know let's
[24:34]
just piggyback on them they I'm sure if
they did what the max River Bandits did
[24:39]
it'd be different but they do an awful
lot for our tone ya know it's more
[24:43]
worried about another group coming in
saying and we would do this also and
[24:47]
yeah we work on your field for a couple
hours
[24:50]
[Music]
[24:59]
there's great so far now you might a lot
of speaking chewy so the and we also do
[25:07]
pay a usage fee so we do pay to rent the
field as well well you know so no more
[25:13]
home games occur between April and in
August we pay the town to use the field
[25:20]
as well this asked about a yearly duties
seem like they're gonna be continual
[25:28]
sponsorships for the for the banners
that's the goal yes so that would be a
[25:32]
ten percent yearly coming to town next
year next year would be two fifty and
[25:50]
you would receive another ten percent as
well so it would be an annual revenue
[25:54]
stream of sponsorships and we will
obviously want more sponsorships because
[25:59]
it not only helps us but it clearly
helps the town you know with its parks
[26:04]
park and rec needs and hopefully we can
you know fix the 7525 by helping the
[26:12]
town plus the fact that they as he
stated they paid they pay to rent those
[26:18]
fields yeah
just a quick question Jeff you're more
[26:22]
in tune with Park and Rec then than we
are
[26:25]
would this have any interference with
the town programs in regard to baseball
[26:29]
like t-ball and anything like that would
know it has it okay interfere okay
[26:34]
that's that's that's a question it might
come up from somebody might say you know
[26:39]
is there going to be a possibility of
conflict and who's going to get priority
[26:42]
over the use of fields and things like
that okay you know our programs to our
[26:54]
more geared towards a little the teeny
was a t-ball and coach pitch and you
[26:58]
need just like Dan said that's not
working I just want to clarify so in
[27:02]
case there's a question comes out I was
one of the first concerns we had when we
[27:06]
allow fans to come in and make sure
wasn't the interfere with our programs
[27:09]
and Mike made it all work out words okay
not an issue
[27:12]
that was a question I had what's the age
range of the people that you allow in
[27:17]
your group right now right now we have
two teams we have a 11 year old team so
[27:21]
it's ten eleven year olds and then a
twelve year old team which are made up
[27:25]
of eleven twelve year olds and each each
team right now has twenty has eleven
[27:30]
boys so a total of 22 families are part
of our program next year we would like
[27:35]
to start building another team a seven
eight year old team as well okay we are
[27:42]
looking to expand the age range okay and
again if we expand our program and if we
[27:49]
can figure out a relationship with Mike
and in the Parks and Rec that's
[27:54]
additional revenue that will be
providing cuz we'll need more space
[27:58]
we'll need to rent the fields again have
you
[28:00]
odd question but have you priced this
out which you've got here for a list of
[28:04]
things you're gonna do with that field
looked pretty expensive for some of this
[28:08]
stuff but yes based on what we've done
[28:15]
and that's the special fielder member
they call it palette of clay it's gonna
[28:23]
cost us about a thousand bucks
to do that and we're doing all the labor
[28:28]
for that we're not asking the town
there's a couple things that they've
[28:33]
agreed to do and they have to do justice
yeah when the dirt goes on the ground
[28:38]
they're not spreading it we are when the
clay goes in we're installing it they're
[28:43]
not they're not having to do any of that
so I was like a really good deal to me
[28:47]
yeah very sad official to the town as
well so policy that we have now that
[28:52]
exists states it must be three by five
banners which those are what I thought I
[28:58]
saw reference somewhere to other sizes
as yeah we do on the if you look at the
[29:02]
sponsorship sheet we do know we do sell
a four by eight so that would be that
[29:09]
would be something that asks that you'd
allow is it could be incorporated on
[29:13]
your policy we won't go any bigger than
that but that that would of course
[29:18]
increase you know
would you obviously the board has to
[29:23]
discuss all us but would you go with
[29:27]
stay on we don't have a choice I guess
if that's what the board says then
[29:33]
that's the policy you put into place we
want we're looking for a way for an
[29:40]
organization obviously to give us to
donate more money so we provide them a
[29:44]
benefit so they have more advertising
have you sold any for bases nestled one
[29:51]
we have but we have my my another board
of director who's another coach he's the
[29:59]
you 12 coats we've talked about if if
the town doesn't allow that that we've
[30:03]
got another plan in place that that'll
be portable for us to put up when we're
[30:07]
here and then we'll take down so what do
we actually be signing a one-year
[30:11]
[Music]
contract with you guys that's what you
[30:17]
want to set up right now they have to
come back every year to have the signs
[30:22]
of fooled right now it's beginning a
season in the season period a okay the
[30:27]
reason I ask is Jeff for someone raises
a question before if we get requests
[30:33]
similar requests from other teams all of
a sudden what do we do you know we our
[30:40]
board is always asking a question once a
precedent-setting issue and we don't
[30:45]
want to get in a bind on that either but
I'm I like this idea very much that
[30:53]
would be one question maybe we'd have to
tie that up and writing a little more
[30:57]
that it would be a seasonal beginning
season to end the season and you guys
[31:02]
can tell us when you're training weeks
are or whatever just going back to the
[31:08]
attorney conference I think some of
these things are already answered who is
[31:13]
paying for the signs I think that's been
answered already we've kind of go back
[31:19]
and talk about 10% because there was 15
represented prior and what are the
[31:27]
minimums that a group must donate
it's relevant I mean they're donating
[31:35]
the cost of a sign that I shared there
that has the table to get a sign the
[31:44]
minimum is 250 that's what we've
established bill what the what the
[31:49]
attorney was referring to the minimum is
how much time they put in compared to
[31:53]
the next true coming ins and we want to
say well okay I see with the same
[31:57]
situation without putting it in the same
amount of time you know that's what the
[32:03]
measure yeah if they have already got a
sponsor with a 4x8 I ask that you guys
[32:09]
when you write that make sure that the
foreleg gets included in it where I have
[32:12]
no problem with the 4x8 personally are
the signs all going on the outfield
[32:16]
fence are they going up
I'll call is it for defense no in the
[32:26]
outfield that high that's all really no
problem I think it's a good idea my my
[32:46]
grandson graduated from the hitters
program and this last year and now he's
[32:50]
moving on to a high school ball for the
first time but his family cost him
[32:56]
$2,000 a year plus travel expenses of
two all the tournaments or he went to so
[33:02]
this is our more reasonable and I think
it's a good thing for because this is
[33:07]
the future of baseball I think is in
select programs yeah this is a good it's
[33:29]
a good good deal
that was a good question though do you
[33:34]
play teams that are brought in how how
widen area do you travel as well
[33:40]
we travel within the area but we don't
go out of state
[33:44]
oh that's not that's not that's not part
of our program we do plan on having a
[33:50]
tournament out of state next year with
both of our teams is a sort of reward
[33:55]
for the boys but all of our games are
local or within driving distance you
[34:02]
know so local part well the whole team
will go up and play tournament the Dells
[34:05]
will go down to Salem and that
tournament down there so but most all of
[34:10]
our games are home games are here we
bring in people from Muskego we bring in
[34:20]
people from the Berlin from Milwaukee so
close thank you
[34:28]
well should we make a motion to table
this until next meeting when you bring
[34:33]
back an updated policy yep
you guys are in favor of us spending up
[34:38]
to an hour of Macy's time working on
this yeah all right sounds like a plan
[34:49]
I'll check into Plan B further
discussion if not all in favor aye don't
[34:55]
we need a friendly amendment for this or
not but I think those legal fees should
[35:00]
come out of Park and Rec budget because
they're getting no total percentage I
[35:06]
don't think the town budget should take
a hit for whatever it's going to be
[35:10]
attorney fees an hour of nation's time
yeah okay okay
[35:18]
there goes the $200 we make yeah
[35:24]
depends on with his fees
[35:29]
if you need if you would like me to come
back I'm happy to come back yeah we'll
[35:36]
have some more science and you can see
our science if you really are interested
[35:40]
in going onto Ravana's that work you can
see them the images are on our
[35:45]
sponsorship tab you can see the images
that we're using for there thank you Dan
[35:56]
thanks fun next item Santa
[36:13]
I think when this table that lxb policy
yep in Russian and make a motion to
[36:23]
table that to the next meeting one state
there's I guess 321 still remain in 321
[36:32]
hey I'll second it
all in favor opposed motion carries
[36:39]
thank you
thanks guys requested of iron milk
[36:50]
corridor evaluation through sewer tag
for Verdun three four three burner
[36:55]
properties as you can see we're testing
the microphones bill could you say
[37:20]
something oh yeah turn it to your
microphone on it just say hello yeah
[37:27]
turn it on to just say hello because you
talk with your head tip that way you're
[37:48]
always
[37:53]
[Music]
[38:20]
all right Karen you want to oh yes in
your packet board members we've done
[38:26]
this in the past there are three parcels
that both Fitz and I would like to send
[38:32]
to the Regional Planning Commission to
have an evaluation of the environmental
[38:36]
corridors and/or distinctions of the
properties you can see the two
[38:40]
properties on Edgewood are very very
unique it means in regards to
[38:44]
environmental corridor and what's
buildable out of those Lots the other a
[38:48]
parcel we'd like to have a delineation
on is the one the lek lek tau parcel
[38:55]
obviously that's environmental corridor
because of the woods but when the state
[38:59]
came through and plowed in between that
property of the properties across the
[39:03]
street we were just like an evaluation
of those three properties to have the
[39:08]
South Eastern Regional Planning
Commission's look at those three
[39:12]
properties and report back to the Town
Board on what their findings are where
[39:20]
it's at what they do as they said their
hydrologists out there experts out and
[39:26]
they actually look at what side the map
they have to actually look at you know
[39:31]
the type of I'm assuming I've been
assuming the one off of Vernon Hills
[39:36]
Drive is an event middle quarter because
of the woods but my question is is there
[39:42]
something unique about the woods is an
underlying plant growth we'd like to
[39:46]
know what qualifies that small little
tree stand as an environmental corridor
[39:52]
the other issue are the two properties
on Edgewood Avenue you can see that
[39:57]
there is a the webco easement goes
through close to those properties and
[40:02]
you can see that there's a contiguous
environmental corridor to those
[40:05]
properties and others but what Vince and
I were looking at are the specifics of
[40:10]
those properties we felt if the Regional
Planning Commission could at least look
[40:15]
at those two properties and see what
their evaluation as you know both that's
[40:20]
something that we'd like a report that
there is no cost to the town
[40:25]
as you kind of go on a list because I'm
sure this happens quite often with the
[40:31]
Regional Planning Commission but that
would be that that's what the Vince and
[40:35]
I are requesting for the Town Board
there is no cost and it's the only thing
[40:46]
is it they just can't do it they could
do them obviously you know with the
[40:49]
weather changes and depending about are
the amounts of requests so it might not
[40:54]
be something that's done quickly but
it's done very well and the ones we've
[40:59]
said before we've said because there's
issues related to where the building
[41:04]
envelope goals the setbacks or some of
the uniqueness of those properties and
[41:08]
if it's that I could see something that
it's contiguous or there's a reason for
[41:12]
it then but these three are unique so ah
Quong request is we're crossing the town
[41:19]
board to approve or authorize the clerk
to follow these two the regional
[41:24]
planning commission for their evaluation
of the Lots as it relates to
[41:27]
environmental corridors or substantial
issues related to those properties in
[41:33]
question
landowners the one at Edgewood yes a
[41:42]
little bit
the one on the edge was are the double
[41:46]
Lots I have not talked to the property
orders it hasn't any effect of the
[41:51]
property rights you know what like I
said we'd like to know from a planning
[41:54]
standpoint because we've had previous to
this the last purchase I think I feel
[42:01]
that at least 15 calls on this property
alone before it sold recently I mean and
[42:09]
it's it's it's good plenty for the town
because there's some other issues
[42:12]
related to that lot and like I said most
of the corridors you could kind of
[42:17]
understand but this one was ruined when
would the freeway came through as far as
[42:22]
any contiguous if it's the trees I'm not
sure I'm not sure if it's the trees I
[42:28]
don't know if there's any specific plant
life that's unique there's got to be
[42:32]
something about this that property all
the at least three properties so that
[42:37]
that's just
request for bids and I this is a rule of
[42:42]
coercing is through so back then yeah
it's a Regional Planning Commission this
[42:46]
or what that doesn't cuz they're
probably right now probably eaten one
[42:49]
salt by the time coming into spring like
this she's just so yeah I'd like I said
[42:55]
that there's no urgency had they've done
this for the a few properties that we
[42:59]
just had without a national ad Hillview
we had what done right across from the
[43:04]
golf course prairie side golf course on
the other side so like I said and the
[43:09]
reason we're asking is that for it has
nothing to do with commercial it's just
[43:13]
understanding and you know understanding
if the delineation czar the maps are
[43:18]
correct okay I was on line a couple
times trying to attract these key
[43:24]
numbers back to addresses and putting
natural do you have the actual addresses
[43:30]
that go to these three key numbers they
would not have the addresses because
[43:34]
they're you don't get it address are the
property until there's a bill there's a
[43:38]
an actual building structure so you can
only go by taxi dubber and I can show
[43:44]
you easily how how you do that at the
code yeah because I finally ended up
[43:48]
running all the tax purses on Edgewood
Avenue and I still couldn't match it up
[43:52]
so yeah I could show you how to do that
because the the maps that you're seeing
[43:56]
both the hydraulic Mac said the GIS maps
are offered the county's website okay
[44:07]
I'll make a motion to the clerk and
putting every question to Southwest
[44:15]
planning so in fact to do the evaluation
as requested all second
[44:26]
any further discussion not all in favor
aye opposed motion carries unanimously
[44:34]
thank you developing a brush pickup
drop-off site in the town of Verdun
[44:42]
supervisor number four we attacked a
little bit about this last meeting and
[44:51]
through my error of omission I wanted to
have this on the agenda for more
[45:00]
discussion I don't know based upon this
topic how much we can discuss it but
[45:05]
I've filled it a number of calls on this
and just surmising what people are
[45:13]
saying out there I do I don't know of
anyone who complained about giving up
[45:19]
running pickup versus the truth so let's
turn is a real plus taking a consensus
[45:28]
of the people I talked to I feel we
should look at one pickup and I would
[45:36]
think coming into a spring it'll be a
little late for us to say Nell sorry
[45:40]
there won't be a pickup at spring so I
would like to see us look at a pickup
[45:46]
for spring and then have our DPW
director John tell us if we can arrange
[45:52]
for X number of weeks in the fall to
have an allotted area in the parking lot
[45:59]
that went and have people bring their
own Russian for the fall so my feeling
[46:05]
is springtime pickup this year no flat
pick up but have a designated spot
[46:14]
somewhere on our drones that people can
bring in and a brush that will be named
[46:18]
the with a flat brush and then move our
$30 that's in place now per load for
[46:28]
mulch because I think
we're getting into private nursery
[46:33]
service if we're going to deliver mulch
with more charge and two pickups so it's
[46:40]
I don't know if we're in a position from
the agenda item here to make a motion
[46:46]
tonight and vote on it or if we want to
pull that next agenda but John one day
[46:52]
we normally start in April won't we me
or me I'm sorry okay so that's coming up
[46:56]
fairly soon
I would think we'd wanna but Bishop on
[47:02]
John's news he did some research for us
so we know there's a substantial cost
[47:07]
savings just eliminating one pickup
I guess the agenda items more is
[47:15]
developing a brush drop-off site and
John wasn't present at the last correct
[47:20]
time for that so we wanted to get John's
input if that's something we could
[47:24]
consider it possibly do back there or
that's just not a good idea either if
[47:31]
you want to open it up I would look I
prefer to keep it into a fenced in area
[47:35]
where I don't have drop-offs all night
long where I can monitor this because
[47:40]
what's gonna happen is we're gonna end
it but people dropping off two by fours
[47:43]
with nails in and railroad you know
stuff like that so if we can keep it in
[47:50]
inside a fenced in area and monitor it
all 7 to 3:30 during the week and in it
[47:57]
I don't see a problem with that quite
honestly as long as we have somebody
[48:02]
here that can monitor that you know so
I've seen days when you I've seen days
[48:08]
when there's nobody in the building from
the DPW so if you'd 7 is 3:30 you'd like
[48:14]
to have someone here to monitor this
correctly so somebody doesn't come in
[48:17]
while you're all gone and dump it you
know outside defense or something right
[48:20]
so how do we assure that that doesn't
happen
[48:24]
well we do have the security camera
monitoring parking lot what what what my
[48:31]
my that's an aftereffect type of thing
yeah well you can track down a father so
[48:35]
we get this junk out there who brock
alone in yeah it's hard to hard to
[48:38]
determine who yeah dropped what
my opinion this is that we should have
[48:46]
it that one pick up one one to lift one
once a year but it should coincide with
[48:54]
the drop-off with when the pickup is
going to be going on because that's way
[48:59]
saluting right because of the grinder
you've gotta run it that's expensive to
[49:03]
have that thing here for that one day
it's almost $3,000 and if we have it in
[49:09]
this fall also then that brush is gonna
sit there till the next spring we should
[49:15]
have people allowed to bring it during
that same two-week period or so or
[49:19]
whatever because I would suggest having
a yeah a set time amount where either
[49:26]
you bring it within these two weeks or
you don't bring it yeah because then if
[49:29]
I still get the grinder we're done with
it
[49:32]
right I mean I can't have the stuff
trickling in for months on end and I
[49:36]
have it be an issue in the way it would
not so it would be a hazard I think to
[49:40]
have it stored there for months out of
time right you know we don't want that
[49:43]
no and no that's what we'd have to get a
dumpster and then nobody gonna put in a
[49:50]
dumpster unless you're young enough to
lift it over there you go right we
[49:53]
talked about that dumpster is not a not
a good program as far as oh we like to
[49:57]
have a flat level area where they get as
far as monastry net you know we could
[50:02]
ask for some volunteers and even in the
tone us guys that sit up here could
[50:08]
volunteer to sit down there for a day or
so to watch it you know I you know we're
[50:13]
the ones that are establishing a policy
we should be willing to do something we
[50:17]
regard to that good Clerk's office
outside of those days is anybody paid
[50:27]
the thirty dollars yes so then hopping
we drop the fault picked up this year
[50:33]
would be somewhat of an issue I would
think I like Bill's idea you know drop
[50:37]
the fall pickup yeah but I think we need
to wait till next year because we've got
[50:42]
people who already came in paid for it
and they're getting the spring very much
[50:46]
people a spring right now yeah 15 heaven
peep for the folia and sprays your
[50:52]
biggest pick up right right fall right
and maybe next to me I'm gonna flip a
[50:57]
little over what yeah I mean I even game
to going out there and babysitting on a
[51:08]
Saturday morning to give people a chance
who can't make the 7:30 to 3:30 i I
[51:13]
would recommend if that's what you were
gonna do I would recommend having a to
[51:18]
Saturday probably dropped from frog til
noon or something like that because a
[51:23]
lot of people can't make it turn America
right so they do that in the art work on
[51:28]
well we can rather than come home after
work and you know feel like cutting up a
[51:33]
tree branches well and then try and get
here by 3:30 is going to be tough so
[51:37]
that is more appropriate Sunday we're
talking timeframe basically I would I
[51:47]
would suggest to keep it as a two week
time period we're doing that that's the
[51:51]
only two Saturdays yeah we could even
pay you guys your overtime or whatever
[51:56]
still come out ahead on this it's up to
you to know I'm sure we can work it
[52:03]
we're summaries available for that one
of us or 20 years yeah I think that's a
[52:08]
workable program so I think that's a
good way to go but for the agenda item
[52:12]
developing a drop-off site you want to
work on development where that would be
[52:17]
John I got some ideas I tossed it around
when we were talking about today a
[52:21]
little bit in the back there so if we're
going to do it on a whole separate time
[52:27]
where we're not picking up yeah that's
not going to be a problem we have the
[52:32]
whole bag open but if it's gonna be
during the same time as we're actually
[52:36]
doing the pickup I would have to
segregate that section off to the north
[52:39]
side of the parking lot back there which
we would have room for and and if it
[52:44]
filled up a little bit we could take
that brush to push it over onto the
[52:47]
remaining pile but I'd like to keep them
separate because if we're coming in our
[52:50]
trucks I can't have this the liability
for people being in the way or whatnot
[52:54]
so maybe we just make it Saturday's well
if you want to open it up to drop off
[53:01]
and not pick up totally like you say for
fall you know I would suggest to keep it
[53:06]
open for the whole two weeks
yeah cuz you're not gonna get everybody
[53:09]
in here on Saturday for Fito yes
no as we do just a drop off you don't
[53:14]
have the trucks running back before so
that's not an issue but if we're gonna
[53:17]
have a drop-off with the default to
picked up yeah if you want to do that
[53:23]
we've got to figure out what days are
gonna work for that so that we're not
[53:25]
having traffic issues with your truck
right and it sounded like any time
[53:29]
during a week you're running at all we
are going back in you now quite a bit
[53:33]
yeah I mean we're relatively schedule
something like that well like I said if
[53:36]
we could keep that separate on the north
side of the parking lot I think that
[53:39]
wouldn't be a problem we could work
around it so we can get cars in without
[53:44]
your trucks bump I believe so yes
okay and you provide us a map ton of
[53:49]
what are a sketch oh sure where you
would think this is what the traffic
[53:52]
pattern would be to stay out of your way
yeah maybe we paint some lines or
[53:56]
something put some cones up or something
yeah it is we got the fences all gay
[54:05]
fenced off and that's why I like to keep
that separate just for that fact I don't
[54:11]
want no late-night dumping you know last
year we we used a parking lot next door
[54:15]
because we had this dirt pile back here
we got some late-night don't be going on
[54:19]
and we didn't fight too much bad stuff
in there but some stumps and dirt that
[54:25]
we would have picked up yeah so because
it wasn't in a fenced-in area that's
[54:30]
what you're gonna you're gonna get yeah
I know tom was taken to if we put a gate
[54:34]
in on the south and when they came in on
that side versus for the not interfere
[54:40]
with your trucks his son too as a
possibility yeah we could look into that
[54:45]
putting our entrance in over there sure
yeah I think we could make it work I
[54:50]
mean it's okay um we'll put it back on
the agenda for ya next on board meeting
[54:56]
yeah sure fundraiser for us yeah
absolutely
[54:58]
okay it covers everything so we can make
a decision on it and make the motion no
[55:06]
I should have cleared my there with
Karen
[55:10]
excuse me supervisor moment I did note
that for the record that supervisor
[55:14]
Craig wanted to discuss the full program
at the next toe board we go so that's
[55:18]
great thank you glad the volunteer in a
Saturday the care needs help alder eyes
[55:39]
in town chairman design the 2019 road
program it's just a formality type thing
[55:54]
is well did we have the contract you had
the contracts paid or barmen I have ad
[56:01]
look over I'm engineer Peter don't sign
them basically it's just up to the chair
[56:08]
yeah you awarded the bids of the
attorney asked about having legal review
[56:13]
Andy Schultz our town engineer is very
good about anytime there's any type of
[56:17]
statutory or change
he always recommends a legal review we
[56:23]
both John and I checked with Andy not
only in regards to any statutory change
[56:29]
there is none we all went over very
distinctly on the certificate of
[56:34]
insurance
so although Jonah Jonah they are
[56:38]
attorneys both John and I felt that it's
it's ready for you to authorize Todd to
[56:43]
say that that johner I didn't discuss
this all with mr. Macey okay except for
[56:52]
the fact that he had you know recomm
he's recommends a legal review to
[56:56]
protect you but I just wanted to give
you the feedback
[56:59]
Judd Henneberry and I had with Eddie
Schultz our tone engineer the last time
[57:03]
they'll be reviewing this is when there
are some states guide to changes quite a
[57:07]
few years ago
we educate says it's been quite a quite
[57:12]
a while yeah so is there a motion
authorised town chairman to sign the
[57:17]
2019 real program shovel second a
further discussion not all in favor aye
[57:25]
opposed motion carries
[Applause]
[57:31]
report on repayment for paid mileage
reimbursement claim by the treasurer
[57:35]
supervisor number three okay couple
meetings glow is requested by the board
[57:43]
to check with two people treasurer and a
clerk to find out why there's a
[57:50]
difference between their balance I sent
an email to Lorraine our treasurer I
[57:56]
need to make an official request to have
a baby this is about the mileage stretch
[58:05]
me the mileage well the mileage isn't
doing much because the police haven't
[58:10]
come back with report yet so I don't
have anything new to offer but I would
[58:15]
like on a next agenda to put down you
need to make a motion for this request
[58:21]
that was made to make it official
[58:31]
putting Town Board and Planning
Commission a packet to the ton of our
[58:35]
website Jeff I just wanted to state that
this came up at the forum that the he
[58:45]
packets for the Town Board and planned
commission packets be put up on the
[58:49]
agenda
I only never discussed this at a staff
[58:53]
meeting with the attorney in the whole
gang so I just wanted to let you know
[58:58]
that the request has been made and just
to let you talk about the board talk
[59:04]
about it see what your feelings are when
I talked about you may see about it he
[59:09]
recommended putting on a staff meeting
agenda item he had some concerns and
[59:15]
basically it's creating more work for
the Clerk
[59:20]
staff second a further discussion if not
all in favor opposed motion carries
[59:29]
we'll have that in the next staff
meeting articles and deadlines for the
[59:35]
next town newsletters March 15th
[59:41]
yeah the made a memory question is there
anything specific the board would like
[59:46]
addressed you know you can email me or
but if there's anything specific that
[59:51]
you'd like in this because it's going to
hit with this is the last one we have
[59:57]
with LPI so Mike the recreation director
is getting all of his programs in in
[1:00:03]
this newsletter and then we'd have one
go out in late October November concern
[1:00:13]
is if we're gonna change the policy in
regard to the brush pickup are we going
[1:00:19]
to be able to get out enough information
after the 15th to the residence in
[1:00:24]
regard to the change because I think
that should be the lead article in the
[1:00:29]
newsletter personally if it gets to that
point because it's going to affect an
[1:00:34]
awful lot of people in the town and if
we're gonna have a mass confusion if
[1:00:38]
they don't understand we've been accused
of not getting information out in the
[1:00:42]
past and I would be I would really like
to see a stall on the 15th can we get
[1:00:49]
pastor to our next board meeting Karen
to get the articles in do you think in
[1:00:53]
time to get the newspaper you could
write the we need a limb by the 15th so
[1:00:57]
you can see him at your board meeting on
the 21st yeah because that's got to be
[1:01:03]
in the bleeding and far as I'm concerned
because that's gonna be extremely
[1:01:08]
important for people to understand that
there's going to be a major change so
[1:01:12]
that there's no confusion in and what
they can do and what what we're allowing
[1:01:17]
to have happen you know we have a bigger
problem because you don't I don't think
[1:01:21]
you decided you didn't come to any
conclusion on anything no but by this by
[1:01:25]
the board meeting on a 21st we will
won't we well we could say the
[1:01:30]
newsletter or the brush pickup will be
thirty dollars yeah a chanst and already
[1:01:37]
posit and then say they're in discussion
of possible trop off times yeah like the
[1:01:44]
web what is your website or something
like that because my suggestion won't
[1:01:49]
believe this
bring pick up just the way it is
[1:01:53]
initiate this change in fall put it in
newsletters and as of the fall pickup
[1:01:59]
just take place I think it's too late to
program to push this in early pickup I
[1:02:05]
think we're gonna have a lot of
confusion l'oréal's bloody complaints we
[1:02:09]
could have signs in the door when they
vote in April to about brush pick up
[1:02:12]
people who read when they walk in yeah I
just I just want to leave with a big
[1:02:18]
problem because yeah I really rather
push it to full it gives us time to work
[1:02:23]
through it because we don't have a
program yet no we've got suggestions but
[1:02:28]
we have there anything concrete rating
it's got to be a policy policy changed
[1:02:33]
and it takes some time
yep so rather than jam it in and get it
[1:02:36]
screwed up let's take the time to fix it
right either the spring lake it is
[1:02:42]
notify them in March letter or nose
letter about their the papal newsletter
[1:02:48]
about the change that's coming and we
can give some description then we'll
[1:02:53]
have some idea you know it's gonna be a
drop off point we've agreed on that I
[1:02:57]
think so we'll have to put a couple
things in there to the word kapre are
[1:03:02]
gonna fall into the program when we get
it set up but we could only give them an
[1:03:06]
overview we can't give the details at
this point I can live with that I just I
[1:03:12]
just foresee a major problem if we just
dropped this on them you know without
[1:03:17]
any information you know because John's
gonna catch holy hell with the phone
[1:03:22]
calls and so is the clerk not so much us
because people call it we'll call Karen
[1:03:27]
and they'll call John I don't know a
couple people got my number
[1:03:33]
I gotta change your number yes um to
make it official I make a motion to not
[1:03:40]
do this till the fall picked up and
let's get some information now as both
[1:03:44]
the ocean surgeonfish you're on the
wrong item this is just a newsletter
[1:03:50]
articles on deadlines
yeah so we okay I think we can live with
[1:03:56]
what ed saying by the next meeting we
can make a motion at that time so best
[1:04:03]
thing we're seeing is it will pick up
okay as usual for me know you've got
[1:04:12]
time our dress for fall we do like okay
so write your articles next week yep pay
[1:04:29]
out a dtw DPW sick time D Padova
director and clerk may ask that we come
[1:04:36]
back to this item Jeff after after we
discuss it in closed session ok ok on to
[1:04:44]
correspondence announcements and reports
I don't have anything at this time Gary
[1:04:50]
no I just had one I had a contact with
and the gentleman is here tight so we
[1:04:57]
discussed his concerns regarding what
would discuss this evening in regard to
[1:05:04]
the recreation program and I agree
wholeheartedly with with him in regard
[1:05:11]
to the funding I remember specifically
that we made the decision that this was
[1:05:19]
not to be funded with taxpayer dollars
the system's supposed to be standing by
[1:05:24]
its own and I think that we said that we
would give it to the board to the budget
[1:05:31]
hearings to make a determination on what
we're going to do but if anybody has any
[1:05:37]
concerns regarding this I appreciate it
if they can give us a call and let us
[1:05:41]
know but as of right now I have to agree
with
[1:05:45]
gentlemen that is mr. Graham jet this is
not it's not working the way we intended
[1:05:50]
to work other than that I don't have
anything at this time had you follow up
[1:05:58]
or what Gary said I believe we actually
made a decision that there will be a
[1:06:02]
decision come the end of the year budget
thing whether or not this program
[1:06:06]
continues based on the dollars and the
needs I also had several calls for
[1:06:14]
people that didn't attend the meeting
claiming they didn't know about even
[1:06:18]
though it was on the mailer for
information on boundary agreement what
[1:06:25]
I'm not sharing with you Jeff and that
bill fella gave me the wrong phone
[1:06:31]
number so I didn't get a hold him right
away now I'm gonna bring up what I was
[1:06:37]
talking about the treasure
I heard the beating and I was requested
[1:06:45]
to get together me the clerk in the
treasurer and try to identify the room
[1:06:50]
for the difference in their balance bank
statements I sent an email to Lorraine
[1:07:02]
yes sir to reply and give me three
months records of the past history of
[1:07:07]
the bank statement there was no response
until Eve last week
[1:07:22]
anyway just not getting a response for
that stuff she finally came through and
[1:07:29]
said the reason she hasn't done anything
was she looked in that past minutes and
[1:07:36]
the minutes did not have an approval by
the Board or a motion is what she said
[1:07:42]
so what I wanted to do was get a motion
so that it's on the record that there's
[1:07:50]
a motion that I am supposed to go do
this and she has to follow up based on
[1:07:54]
her job description I explained to her
in her job description says she has to
[1:07:59]
respond to the board with anything why
this is coming in three weeks ago four
[1:08:05]
weeks ago the only response I got is I
can't I can't do that because I looked
[1:08:11]
and it wasn't official because there was
no again no agendized motion so I asked
[1:08:18]
Karen look I don't know if it was on the
minutes or was just a request and he
[1:08:23]
said I'll go do it but we're not getting
any response we're gonna have to make
[1:08:28]
that official request with motion and
then I'm gonna go after and say now I
[1:08:32]
need that information question so is it
proper to make that motion now another
[1:08:43]
voting for the record that she wanted on
the next town board agenda he's kinda
[1:08:56]
ridiculous
that's what we're at with the Treasury
[1:09:00]
right now and that's all I have
supervisor Craig coming back to Gary's
[1:09:07]
comments regarding Park and Rec I agree
with his comments wholeheartedly and mr.
[1:09:13]
Graham's who contacted me fact I've
spoken several times the last year about
[1:09:18]
that issue
this program has gotten over control in
[1:09:24]
the sense of the amount of money we're
putting into it which should have been
[1:09:30]
zero is going to kill would be a better
name when he goes back so and remembers
[1:09:41]
when this took place and we're so far
afield I can't I don't have the
[1:09:46]
expertise to say okay we've added this
this and that activity but I know what
[1:09:50]
the prior athletic director we had I
made the point personally I don't want
[1:09:56]
this program to grow at all until we get
a handle and we're at we don't have any
[1:10:01]
more of a handle now then we had five
six seven years ago so the various point
[1:10:06]
is very good I think we're gonna have to
take a very serious look at this how are
[1:10:12]
we justifying pumping that amount of
money subsidizing a program and I've
[1:10:22]
been made aware that public schools
you're paying as a special activity
[1:10:28]
wonderful baseball student there you
probably pay a hundred hundred fifty
[1:10:32]
bucks for baseball season so I don't
think it's our job as a tone off or
[1:10:39]
super discounts at our own budget
expense so I agree with Gillian Etzel
[1:10:45]
will be looking I'm sure to pursue that
at large at a time and the other thing I
[1:10:51]
had I've been contacted several times
now regarding the fire department
[1:10:57]
show I had never seen it until last week
so I thought I would just stop in I
[1:11:05]
talked to
assistant Chief Pat Hayes and told him I
[1:11:11]
just like the kind of Snyder facility
there have been numerous comments coming
[1:11:16]
forward one of those the poor condition
of the shower
[1:11:19]
the other one is apparently the women
fire department members do not feel
[1:11:26]
comfortable with a shared shower so I
did like I said I did go over there Pat
[1:11:33]
Hayes gave me a good tour that area and
what we've got for a shower stall now is
[1:11:40]
in shambles I just dry rot one corner
toilet broken out what we've got right
[1:11:46]
there if we did nothing more that's a
big time work but then also I received
[1:11:54]
in the mail I think maybe Karen did too
a copy of three proposed and the numbers
[1:12:02]
on them but three proposed plans and
they're kind of hard to read because
[1:12:07]
there are actually three to three
dimensional and it's very hard to get a
[1:12:12]
perspective on holiday we layout with
that but theoretically they could live
[1:12:19]
initial question back was well I'm sure
they were a big problem if we're going
[1:12:24]
to be talking about expanding today the
fire station physically so this we
[1:12:31]
sketches let's see show that we could
possibly get up to 300 stairs without
[1:12:39]
moving ways or making any major plumbing
changes the part that bothers me though
[1:12:46]
when the whole thing is I made it clear
to the caller this should be something
[1:12:51]
that originates with the fire department
comes to the board with a recommendation
[1:12:56]
and I've said repeatedly we have not
gotten that I don't know if any of your
[1:13:01]
have gotten calls but I am in a very
clear to this day I have not been
[1:13:07]
contacted by anyone on the department or
anyone else not on the department should
[1:13:13]
we be doing something I think we need to
but that's not for the board to start
[1:13:19]
from Warren this fire station so I'm
really confused why we're not hearing
[1:13:28]
this seems to be a major issue to some
people but we're getting nothing from
[1:13:32]
the fire department directly as a
recommendation or requests or any of
[1:13:37]
that sort so I've been told there are
there are people looking for donated
[1:13:43]
funds for a part of this project I
haven't seen any prepares numbers on it
[1:13:49]
at all just along with that one of the
serious items I can see in the whole
[1:13:57]
picture is they're supposed to be in
Washington a scale off they will
[1:14:01]
guarantee there's more into it than I am
because of the toxic silicon front and I
[1:14:07]
said assistant Hayes or deputy chief
Hayes how long does it take to wash down
[1:14:13]
a set of gear 35 minutes
how in the world if we have 50 members
[1:14:21]
or 35 members on a fire
they all come back around the same time
[1:14:26]
are we going to get all the showers can
show the girl washed at 45 minutes per
[1:14:32]
set of gear I just don't know yeah and
washed as I understand it so that's just
[1:14:45]
might be coming in the future but that's
the contact I've had players say the mr.
[1:14:50]
Toomy is it of course it was on TV I
think a little soul refers to that as
[1:14:58]
exactly it did not make us more
he turned it down I was a little upset
[1:15:05]
see in the word so that's my comment for
now on conversations I've had with to
[1:15:16]
taxpayers thank you that's only out John
I just got my report to give you ready
[1:15:24]
I just give you update on our assault
situation I know we've we've had like 35
[1:15:29]
snow events so far this season which is
ten over what the total average is
[1:15:35]
usually around twenty five so we're with
another month to go here yet we're
[1:15:42]
really pushing it here so we get plenty
of salt to last us though we get just
[1:15:47]
kind of shipping in 500 tons about a
week and a half ago so we should be okay
[1:15:53]
here but you know a lot communities are
using the sand salt mixture so but we
[1:16:00]
shouldn't have to resort to that at all
so with that being said we've been
[1:16:04]
spending real busy with the tree work
I'm trying to cut while these a lot of
[1:16:08]
these data ash trees and stuff would run
around town I got our new truck in our
[1:16:15]
hot patch box is being mounted we're
hoping to have that back tomorrow that's
[1:16:20]
for heating up that cold patch for
pothole repair which is we all know
[1:16:26]
we're gonna have a good pothole season
here so and and now with this rain
[1:16:32]
coming on Saturday if I could ask
anybody near some drains we're gonna go
[1:16:39]
around tomorrow and clean open them up
as much as we can but it's a if anybody
[1:16:43]
has any dreams they're going to need to
be opened create a snow and ice away
[1:16:48]
from them because we're supposed to get
an inch of rain on Saturday so it's
[1:16:52]
gonna be a lot of flooding going on so
oh that's it for me if you had any more
[1:16:58]
requests for to buy salt from us John I
have one one person looking who with
[1:17:06]
tongue quizzing us but I said I have to
hold on to what we have absolute I was
[1:17:12]
wondering what cure what's your what's
your feeling
[1:17:15]
and policy wouldn't last year I put 200
tons down in April last year so I have
[1:17:23]
another month before that and I it's
gonna hang out to what we have okay so
[1:17:30]
like to be good neighbors but I know I
agree where I used to scroll I don't
[1:17:35]
want to be though I don't want to be the
guy out to put sand on a mat and so I
[1:17:40]
have to look out for number one right
that's hate to say it but that's true
[1:17:44]
our residents take priority when you're
selling salt to somebody who didn't buy
[1:17:49]
it off right Chad just for clarification
of the minutes are you asking residents
[1:17:58]
to clear concrete areas or dreams
culprits if you have but we have some
[1:18:03]
dreams we will be doing like catch
basins and stuff like the culverts are
[1:18:08]
b12 because you start back and one up
it's just it's a you know that goes
[1:18:12]
upstream so I just wanted to state just
remind the residents that we do have a
[1:18:19]
meeting this Wednesday the 13th from
5:00 to 7:00 the plan Commissioner tell
[1:18:23]
board on looking at proposed land use
amendment said before they go to the
[1:18:27]
public hearing they would like to hear
from residents so that once again that's
[1:18:31]
this Wednesday from 5 to 7 to look at
their proposed land use amendments you
[1:18:36]
can look at them on the television
website however when you click on the
[1:18:40]
map you have to blow up when I blow it
up with enlarged areas to look at the
[1:18:46]
map it's it's very well done our town
planner has done that and then also we
[1:18:51]
have another informational meeting on
the border agreement on Tuesday March 26
[1:18:57]
from 5:00 to 7:00 p.m. we had a close to
60 people at the last two meetings we
[1:19:03]
had in February also just wanted to
remind the residents that Tuesday March
[1:19:08]
26 from 5 to 7 is the informational
meeting on the border agreement and
[1:19:14]
we're starting absentee voting in the
clerk's office this coming Monday and
[1:19:21]
mr. acting chairman
right on the finances accrual of
[1:19:27]
accounts payables dated March 7 2013 no
I'll make a motion to accept accounts
[1:20:04]
payable for 3 727 in batch number 201 9
old 307 Ponemah 25,000 14 dollars and 38
[1:20:16]
cents for a second I'll second it
any further discussion it's not fall in
[1:20:27]
favor aye opposed motion carries
manual checks I'd be the amount of
[1:20:45]
thirty eight thousand seven hundred and
seventy five dollars and ten cents to
[1:20:57]
that we need to add the four thousand
six seventeen sixty acting chairman Jeff
[1:21:09]
Millie's gave up the final total of
thirty eight thousand seven seven five
[1:21:13]
ten
[1:21:18]
ed were you moving no no he gave the
about but did you make the motion
[1:21:33]
[Applause]
I'll second it
[1:21:36]
a further discussion not all in favor
aye opposed motion carries
[1:21:45]
have the accounts receivable AG report
mr. trimmer I just want to let the board
[1:21:52]
members know there's two people that we
sent letters to that have balances that
[1:21:59]
are pretty old and ask them to come and
speak before the Town Board to ask well
[1:22:06]
one well the very last one you know you
made arrangements for that person to
[1:22:10]
make payments and that person the very
last entry will have that payoff by the
[1:22:16]
end of the year but there are there's
one item for $850 and 70 cents and then
[1:22:23]
there's one item for 1812 79 what we
sent letters in their last statement
[1:22:30]
that they need to contact the Town Board
into making either arrangements for
[1:22:36]
payment or if they need to discuss this
issue with the Town Board we sent
[1:22:41]
letters to those effect to that the one
gentleman that has the 1008 1279 said I
[1:22:57]
wanted to talk to director had a very
warm or tie before he went to the board
[1:23:01]
but he does he's going to be on his
telling the 21st so if he comes to the
[1:23:06]
board it's going to be the first meeting
in April I will call him I did send him
[1:23:14]
a letter but I will call Charlie I'd see
what what his issue is Karen and revved
[1:23:21]
motors
that's Charlie oh that is one okay
[1:23:25]
because I thought the request was for us
to weave wasn't he was a dealer he was
[1:23:34]
required he was you were gonna wave it
if he whip him if he moved into the
[1:23:38]
building that counted builders period he
never moved it to that building ruler go
[1:23:44]
no nope Khalid builders is in there okay
thank you so so he needs to come back
[1:23:50]
and talk to the board again this are the
aging report picks up things that we
[1:24:16]
just put in I could see if you want it
in a different format I'll pull done a
[1:24:34]
report just to show you I can I can
reset it anyway but this is the way the
[1:24:40]
board has seen it for the last four
years this building's went out in
[1:24:55]
February so in a sense they're aging we
can say we can change it to the 60 90
[1:25:03]
and 120
[1:25:12]
the more prevalent issues were the ones
that have been pretty substantial those
[1:25:18]
other ones that you're probably gonna
end writing off or sending to the state
[1:25:24]
because they're not residents of the
town averted all right January financial
[1:25:51]
report I'm pretty good a chance to look
at that mr. Chairman I did forget to
[1:26:24]
state that there is a candidates forum
on March 19th with a March 20 of them
[1:26:29]
date for if there's bad weather and of
course I am no meeting no one has any
[1:26:41]
question on the financial report let's
move on to proving town board minutes in
[1:26:47]
February 21st that's you
[1:26:56]
collisions on Ellen yeah that's all
right
[1:26:59]
I just I'm sorry that the later I on the
January general fund on workers comp
[1:27:12]
under other expenditures page nine
workers comp is already at sixty nine
[1:27:19]
percent budget and insurance at eighty
point two eight percent of budget are
[1:27:24]
those paid that far in advance Karen if
you look at your accounts payable you
[1:27:31]
have you have a you can't do a worker's
comp audit until the years done so we
[1:27:38]
just if you saw we've just completed
that you approved a bill so that's going
[1:27:43]
to be you'll see a journal entry by the
auditor that will be applied to 2018 so
[1:27:49]
it's are you talking about number that's
in January that won't stay there you can
[1:27:56]
have revenues in January that won't stay
there so the January genuine for their
[1:28:01]
March statement will be cleaner as the
audit essay as the audit begins okay
[1:28:08]
thanks
that's all I Adams sorry to back up here
[1:28:12]
but all right on to the approval of
minutes come February 21st
[1:28:28]
board meeting be further discussion
[1:28:43]
it's not all in favor aye
close motion carries
[1:28:51]

to approve the minutes from February 26
[1:29:01]
there a second I'll second all in favor

21st next Wednesday to do 15 since the
[1:29:32]
