to the retirement of a town clerk. And

is in the best interest of the town of

Victor and his residents to appoint a

Commercial Street Partners LLC. Um, a
[17:46]
couple weeks ago, we submitted a request
[17:48]
to this board as part of our Woods of
[17:50]
Allentown project. Uh, that was in front
[17:52]
of you guys last year for some PDD
[17:54]
amendments. Um, we just started into the
[17:57]
final section 2 through four subdivision
[18:00]
application. We're going to be at the
[18:01]
planning board tomorrow night and we
[18:03]
were at the conservation board last
[18:04]
Tuesday. Um, the request of this board
[18:07]
is to abandon some existing easements.
[18:09]
These were easements that were created
[18:11]
back in 2007 as part of the original
[18:14]
High Point uh business park development.
[18:17]
Um when we first subdivided out the um
[18:20]
lots at the bottom of the hill as well
[18:21]
as office buildings 100, 200, 300, etc.
[18:25]
Um what happened was there was a design
[18:28]
at that time for some townhouse layouts
[18:30]
and a lot of the easements were filed
[18:32]
including u several conservation
[18:34]
easements through the whole woods at
[18:35]
Valenton property and some other
[18:37]
easements. So the request uh to the town
[18:39]
is to abandon seven easements. Uh four
[18:42]
of them are conservation easements. Two
[18:44]
are utility easements that were
[18:46]
associated with some storm sewers and
[18:48]
one is a water main easement again that
[18:50]
was associated with a water main design.
[18:52]
Um the water main easement and the uh
[18:55]
two utility easements are shown on this.
[18:57]
So that walk you through this. This is
[18:59]
the just an existing aerial of the woods
[19:01]
of Bontown property. The blue is our
[19:03]
property limits. Um the easements we are
[19:05]
looking to abandon this red easement up
[19:07]
at the top here and this one here. These
[19:09]
are the two utility easements that just
[19:10]
had to do with some storm sewers and
[19:12]
then there's also this red one that goes
[19:14]
east west just a little bit here. This
[19:15]
is the water main easement. Uh with the
[19:17]
new layout and design, none of these are
[19:19]
going to be applicable. They'll be
[19:20]
conflicting with some building layouts.
[19:21]
So those are just going to get
[19:22]
abandoned. Um and then we'll recreate
[19:24]
new access and utility easements based
[19:26]
on the final design as we go through it.
[19:29]
The four conservation easements that we
[19:31]
are requesting to be abandoned are the
[19:33]
four green blobs up at the northern part
[19:36]
of the site. Uh basically what we're
[19:37]
going to do is abandon those and then
[19:39]
recreate the M in approximately the same
[19:41]
spot. We need to move some of them, you
[19:44]
know, 10 ft this way, 10 ft this way to
[19:45]
kind of fit in with the new development,
[19:47]
follow the new grading limits, tree
[19:49]
lines, etc. Um but what we're going to
[19:51]
do is get them recreated. I'll walk you
[19:54]
through the rest of this quick. The
[19:55]
yellow easements here are existing
[19:56]
drainage easements to the town. Those
[19:58]
are in place for the stormwater
[20:00]
facilities that have been built and
[20:01]
operating for probably 15 plus years
[20:03]
now. And then the large uh lavender
[20:07]
color here, these are the large existing
[20:09]
conservation easements that exist
[20:10]
between the loop of High Point Drive.
[20:12]
Those are in a separate easement
[20:14]
document. We're not going to be touching
[20:15]
those at all and we're still kind of
[20:16]
coordinating with uh the parks and recck
[20:18]
department on them starting the trails
[20:20]
through those loops. Um, if you wouldn't
[20:22]
mind flipping to the next slide.
[20:30]
Uh, so this is the proposed layout for
[20:31]
the Woods of Valentine Town. As you can
[20:33]
see, we've got, uh, the four green areas
[20:36]
in approximately the same location, as
[20:37]
well as one more additional green area
[20:39]
over here just to make sure that these
[20:40]
trees never get cleared out um, in the
[20:43]
future. And then everything else here,
[20:45]
this red, is all either drainage
[20:46]
easements or combined access and utility
[20:49]
easements. Um, so this is pretty
[20:50]
straightforward request. Uh, the board
[20:52]
already kind of, uh, completed the first
[20:55]
step of this a couple years ago when we
[20:57]
abandoned some of the existing access
[21:00]
and utility easements in section one and
[21:02]
those were recreated. This is something
[21:03]
we've always kind of talked about and
[21:05]
knew we had to do um, moving into this
[21:07]
last step. Um, as I mentioned, we have
[21:09]
about a 1% decrease in total area to the
[21:11]
conservation easements. We did meet with
[21:13]
the conservation board last Tuesday,
[21:15]
review this in detail with them. The
[21:17]
recommendation was to just abandon the
[21:20]
conservation easements. All four of them
[21:22]
are exist in one easement document.
[21:24]
We're just going to NYX it and then we
[21:26]
will recreate those easements with the
[21:28]
new town standards site specific based
[21:30]
on um some of the trail language and
[21:32]
things that we'd like to incorporate
[21:34]
into the easements up at the northern
[21:35]
part of the site um to allow you know
[21:37]
future development of trails. Uh the two
[21:40]
utility easements exist in their own
[21:42]
easement document. However, there is a
[21:44]
separate easement in that one. So we
[21:45]
would just look to remove the two
[21:47]
easements from that and then the water
[21:48]
main easement is a standalone easement
[21:50]
to get rid of. So it's pretty
[21:52]
straightforward. Basically next these
[21:54]
will resubmit new easements that'll get
[21:56]
reviewed as part of the final
[21:57]
subdivision application and then when we
[21:59]
go to um subdivide the lots for the
[22:02]
sections two and four for the town
[22:03]
houses, we'll create all those easements
[22:05]
at the same time.

are just curious for an update um or if
[22:11]

the town requirements. Every angle point
[23:16]
we have to put a marker on. So, they
[23:18]
were just asking if we can straighten
[23:20]
that so they don't have to have 15
[23:22]
markers all kind of in close proximity.

So, we'll we'll take care of cleaning
[23:25]
that up as part of this and it'll still
[23:27]
basically follow the same limits with
[23:29]
just less little angles.

Uh tonight I'm speaking as a member of

the Fingerlakes Justice Partnership.
[24:53]
250 years ago, Americans began securing
[24:56]
their independence by enumerating and
[24:58]
decrying the many injuries, abuses, and
[25:00]
usurppations visited upon them by King
[25:03]
George III and communicating them to
[25:05]
each other through committees of
[25:08]
correspondence.
[25:10]
Today we feel the need to protest a
[25:12]
king-like authoritarian president who
[25:14]
thinks he is above the law and is again
[25:16]
inflicting an onslaught of injuries,
[25:18]
abuses, and intolerable acts upon the
[25:21]
American people. We are calling upon you
[25:24]
to issue resolutions of condemnation for
[25:26]
the current administration in
[25:28]
Washington. You can choose whichever
[25:30]
issues you feel are the most important
[25:32]
to highlight, but the goal is to foster
[25:35]
robust public debate and for this
[25:37]
governing body to go on public record
[25:39]
with your position. Of course, a
[25:42]
nonresponse is also a response. And the
[25:45]
results of this regionwide initiative
[25:47]
that began in June at the Ontario County
[25:50]
Board of Supervisors meeting and is part
[25:52]
of a broader national initiative in
[25:54]
honor of America's 250th birthday will
[25:57]
be published in local print and social
[25:59]
media in time to help undecided voters.
[26:02]
Rather than being divisive, we see this
[26:05]
effort as merely illuminating divisions
[26:07]
that already exist. We are offering this
[26:10]
body an extraordinary opportunity to
[26:12]
clarify your position within this
[26:14]
current political environment and
[26:16]
demonstrate complete transparency for
[26:18]
your constituents. As the Declaration of
[26:21]
Independence states, "Let the facts be
[26:23]
submitted to a candid world." Of course,
[26:26]
the original intent of this whole
[26:27]
project was to formally condemn federal
[26:30]
overreach, but if there's policy that
[26:32]
you support, then your constituents need
[26:34]
to know that as well. Again, the goal is
[26:36]
robust public debate and complete
[26:38]
transparency.
[26:40]
I'll submit a copy of this request to
[26:42]
the clerk, a draft resolution that
[26:44]
you're welcome to modify, as well as
[26:46]
copies of previous resolutions of
[26:48]
condemnation that have been issued by
[26:49]
other governing bodies and
[26:51]
municipalities from across the country.
[26:53]
So far, there have been 95 resolutions
[26:55]
in 23 states. As far as I know, you
[26:58]
could be the first in New York. I
[27:00]
encourage you to explore the link that I
[27:02]
have included for more information on
[27:05]
the national initiative and the genesis
[27:06]

parks and recreation. Um where we left
[28:48]
off with our um budget u proposal
[28:51]
earlier tonight was at the end of the
[28:53]
operating budget. So uh what I'll focus
[28:56]
my comments on um for Supervisor Marin
[28:59]
is just on our capital B parks
[29:02]
facilities proposal. Um these are
[29:04]
expenditures that are typically financed
[29:07]
through your Capitol parks trust fund um
[29:10]
which is now um set at $2,000 and it's
[29:13]
achieved through um the purchase of a
[29:18]
new home either by the owner of the home
[29:20]
or the developer um absorbs that cost.
[29:23]
So these are projects that are largely
[29:26]
financed without an impact to taxes.
[29:29]
That being said, in 2026, we completed a
[29:32]
variety of capital projects um this
[29:34]
year, including the construction of a
[29:36]
new playground at Dryer Road Park. Uh
[29:39]
the second phase of improvements to
[29:41]
Harlem Fischer Park, including the
[29:43]
landscaping with uh eight additional
[29:45]
trees planted and over 100 shrubs um in
[29:48]
the park. And um as of today, we just uh
[29:51]
had our first day of construction on the
[29:53]
new roofing system um at Mary Francis
[29:56]
Bluebird Haven, which will be completed
[29:57]
by the end of the year. So that will be
[30:00]
our um second to last capital project.
[30:03]
Um, as the board is also aware, um,
[30:05]
originally this year we were budgeted in
[30:07]
a capital budget to, um, construct a
[30:10]
nine-hole disc golf course, um, on the
[30:13]
land known as, um, currently under unde
[30:15]
undeveloped land known as Paparon Park.
[30:18]
Um, in late spring, um, our park and
[30:20]
wreck advisory committee um, in
[30:22]
cooperation with a town board asked that
[30:25]
we look at another location in our park
[30:27]
system for um, a disc golf course. So it
[30:30]
might be an 18hole disc golf course,
[30:32]
might involve some wooded portions of
[30:34]
the dis disc golf course um as well as
[30:37]
open meadow. Um we've had one sitewalk
[30:41]
um to date of the Fischer Park project.
[30:44]
Um the group included myself um J
[30:47]
Councilman Tip uh woman Typton uh Dave
[30:51]
Cop from the Rochester District um disc
[30:55]
golf association. um Ed Martin, a
[30:57]
resident and stakeholder, and Dirk
[30:59]
Andress, who's with me here tonight, the
[31:01]
chair of um our parks and recreation
[31:03]
citizen advisory committee, wasn't able
[31:05]
to make that, but he's integrally
[31:06]
involved with the disc golf course
[31:09]
project. I anticipate um having a site

design for an 18hole disc golf course um

by the end of this week. Um and um uh
[31:20]
should the project move forward, I'll be
[31:22]
meeting with some additional residents
[31:24]
um in Fischer area. I've already met met
[31:26]
with two of four um two two thus far.
[31:31]
I'm anticipating meeting with four other
[31:34]
um uh resident um residents that are on
[31:37]
the old Dutch roadside um to give due
[31:40]
diligence um getting their feedback for
[31:42]
the project. And um if all goes well,
[31:45]
I'll have a resolution at uh one of your
[31:48]
September meetings for the purchase of
[31:51]
um the disc golf baskets which largely
[31:54]
comprise um that disc golf course. And
[31:56]
that'll bring to close our capital
[31:58]
projects for this year. Moving into next
[32:01]
year, as you're well aware, the the
[32:04]
parks and recreation uh citizen advisory
[32:06]
committee is a stakeholder group that is
[32:09]
works closely with the department as an
[32:11]
advocate for capital projects like I I
[32:14]
will share with you tonight. Um we are
[32:16]
proposing as a department two capital
[32:18]
projects in 2027. Uh the first of which
[32:23]
is a $137,000
[32:25]
project involving the repaving of the
[32:28]
park road and primary parking area at
[32:32]
Victor Municipal Park. Um that park road
[32:35]
was originally constructed in 2008. Um
[32:39]
it was uh constructed um just prior to
[32:42]
the park opening in 2010 to facilitate
[32:45]
construction when we um installed the
[32:48]
park entrance road. Um it was uh
[32:52]
discussed with the town board of paving
[32:54]
it or chip sealing it um from a cost um
[32:58]
standpoint because we were going be
[33:00]
committed to a variety of other elements
[33:02]
within that park um including a
[33:04]
playground in the first phase, a picnic
[33:06]
shelter, the fishing pond. Um the board
[33:10]
at that time chose to instead of pave it
[33:12]
with asphalt chose to um do what's
[33:15]
called a double chip seal application.
[33:17]
It's a highcapacity park as you all
[33:19]
know. Um si additional phases have been
[33:23]
built. Um since the park was opened in
[33:25]
2010 and 2012 we built um a year-round
[33:30]
lodge there with permanent bathrooms. Um
[33:33]
subsequent to that we've built our um
[33:36]
special events amphitheater and
[33:37]
bandshell to that park. So it gets a lot
[33:39]
of use. Um and over the years the road
[33:42]
has become in disrepair over the past
[33:44]
decade and a half. Um it's uh very flat
[33:48]
even though that there's um drainage um
[33:50]
associated with that and several storm
[33:52]
water ponds that carry water um off that road. Um the surrounding
[33:59]
area is a lot of wetlands. There's a lot
[34:02]
there's a subdivision that was also
[34:04]
built after the park was built and it's
[34:07]
time that we should look at addressing
[34:10]
um some of the challenges with the
[34:11]
potholes in that road. So, um, we're
[34:14]
proposing a project to repave the park
[34:18]
road.
[34:19]
Any questions about, um, that proposed
[34:22]
project?

We just propose paving the road and then
[34:27]
the main parking area. We're not
[34:29]
proposing paving the entire 200 um bar
[34:34]
parking area because largely, if you
[34:37]
recall during the ARPA funding, we um
[34:40]
added lights, LED lights to that parking
[34:43]
lot. We added cameras to that parking
[34:45]
lot and then we also um put an ancillary
[34:48]
seasonal parking lot that is um gravel,
[34:52]
if you will. It has some drainage in.
[34:54]
There's 4in pipe in there. There's some
[34:55]
drainage. There's no catch basins in
[34:57]
there, but that's largely to support
[35:00]
special events like our Thursday night
[35:02]
concert series. Um, we have a road race
[35:04]
that we host in January that exceeds the
[35:08]
capacity of the formal parking area.
[35:10]
We're just proposing um paving the
[35:13]
entrance road um out to the out out to
[35:16]
the park entrance where it splits off
[35:18]
from um Doorchester Park subdivision and
[35:21]
then the main parking area. Ryan, is
[35:23]
there a was it considered of just the
[35:25]
lower cost of having our highway
[35:27]
department do some general repair and a
[35:29]
new a new chip ceiling there, or is it
[35:30]
just because of the the infrastructure
[35:32]
of that surface is so worn that it
[35:35]
requires a full replacement?
[35:36]
>> We've we've wedged in there with the
[35:38]
department. We've patched potholes um
[35:41]
with there and we've done a like a
[35:43]
wedging application, I would call it, um
[35:45]
several times. Um but um it's not
[35:51]
sustainable. I would say it's it it's
[35:54]
not going to serve you very well. It's
[35:56]
going to continue to disintegrate.
[35:59]
Um and
[36:01]
uh the staff asked that we look at that
[36:03]
in in an upcoming capital budget cycle.
[36:06]
because we did look at it with Labella
[36:09]
several years ago and the cost to do
[36:12]
that was over $700,000.
[36:16]
Um it involved a lot more additional
[36:18]
drainage. It involved a different type
[36:19]
of asphalt application that we're
[36:22]
proposing. Um it was right on the heels
[36:25]
of doing the dryer road park parking
[36:27]
lot. Um, and it had uh an asphalt um and
[36:33]
glass sheeting um rolled out onto the
[36:37]
road. Um but the cost was insurmountable
[36:42]
at that time with us being already under
[36:44]
construction in the first phase of
[36:46]
Harlem Fisher Park, anticipating a
[36:48]
second phase of Harlem Fisher Park and
[36:51]
then other future upgrades. We can
[36:53]
certainly look at we could certainly
[36:55]
look at um uh a more enhanced project,
[37:00]
but it I don't think the cost is going
[37:01]
to come down. I think our price includes
[37:04]
the the highway department aiding us in
[37:07]
hauling material for this project, but
[37:10]
we would still have to buy asphalt and
[37:12]
rent a paver and an operator to hook on
[37:15]
to essentially.
[37:18]

Um the other project the advisory
[37:23]
committee and I are proposing is um uh
[37:27]
creating an asphalt pump track and a
[37:29]
bicycle playground for Dryro Park as
[37:32]
depicted uh in a similar project in the
[37:34]
photos. Um to date we've built three
[37:37]
dirt pump tracks at Dry Road Park. Um
[37:42]
it's not the most um appealing feature
[37:45]
of that park, especially now with the
[37:48]
new playground. um the pump tracks uh
[37:51]
for bicycles and it's lot it's heavily
[37:54]
populated um by toddlers by preschoolers
[37:58]
that so they can be in eyesight of the
[38:00]
parking lot where their parents are or a
[38:02]
sibling on the on the playground. Um
[38:05]
we've done three dirt ones, one better
[38:07]
than the next. Um, the last one we did,
[38:10]
we hired a professional design company
[38:12]
to come in and design a dirt pump track.
[38:15]
And we watch the wind go down the road
[38:18]
and through the trees, and eventually
[38:22]
the dirt just dissipates.
[38:24]
Um, and we've got a new playground
[38:27]
there. We've made major modifications to
[38:30]
the trail system to make the existing
[38:32]
trails in there more relevant. um given
[38:35]
the traffic that that park use. We've
[38:37]
got our second box rink in there with
[38:40]
new turf and then we have the pump
[38:43]
track. And so the committee and I felt
[38:46]
that this was the most shovel ready
[38:48]
project to look into the near term in
[38:51]
weighing a variety of different other
[38:53]
projects that the board might be
[38:55]
considering and it's been discussed over
[38:57]
the past year. Um, we anticipate there
[39:00]
being needing a some significant outside
[39:04]
fundraising as well. We have met um with
[39:08]
our um with Genesee Regional Off-Road
[39:10]
Cyclist and they're interested in
[39:12]
helping to fund uh offset some of the
[39:16]
design costs. The design costs are can
[39:18]
be anywhere from 10 to 14,000. It can be
[39:20]
a phased project. Um essentially the
[39:23]
pump track would uh grow in size and
[39:26]
instead of it being dirt rollers in
[39:28]
there um it would be asphalt
[39:31]
be easier um to use year round and then
[39:35]
the concept of a bicycle playground. the advisory committee looked at
[39:39]
possibly making um improvements to our
[39:42]
existing jump lines, but I think Drew
[39:45]
was in the meeting and we felt that like
[39:47]
approaching the lowest common
[39:49]
denominator of bicyclist that utilizes
[39:51]
that park. A bicycle playground in
[39:54]
conjunction with an asphalt pump track
[39:56]
will get a lot more use than jump lines
[39:58]
which create higher higher uh levels of
[40:01]
skill, higher higher levels of technical
[40:04]
riding ability. So, we obtained um a
[40:07]
quote from the American Ramp Company um
[40:11]
who does this all across the country. Um
[40:13]
they're just finished a project in
[40:15]
Saratoga Springs um on a new asphalt
[40:18]
pump track in that climate because they
[40:20]
had a dirt pump track that they also saw
[40:22]
not being able to substain, you know,
[40:26]
sustain the environment. I mean, we've
[40:28]
covered the pump track to keep the dirt
[40:30]
from um it's it's it's a tedious event
[40:34]
that we don't even can't even do. And so the group feels that that this is
[40:40]
um an existing need that could be
[40:42]
realized um immediately that could be
[40:45]
partnered with um a local nonprofit that
[40:49]
would be a benefit would be of great use
[40:52]
um in this area. Um, and it would be a
[40:55]
nice addition to the park.
[40:58]
So, um, the example, um, that I handed
[41:01]
out to you is is of an asphalt pump
[41:03]
track with a bicycle playground. And the
[41:06]
bicycle playground more or less caters
[41:08]
to, um, preschoolers on on no pedal tot
[41:13]
bikes where they're at ground level.
[41:15]
They can ride through a variety of
[41:17]
different apparatus.
[41:19]
The park is known for its trail system
[41:21]
and and and that's why we brought that
[41:23]
theme out in our in the playground. Uh
[41:26]
but this is something that uh the
[41:29]
advisory committee and I are
[41:30]
recommending you consider in an upcoming
[41:32]
budget cycle.
[41:34]

[41:36]
think uh the older teen, you know, I
[41:38]
mean for the challenges. I mean I like
[41:40]
the idea. I don't think I'll be using it
[41:42]
but uh you know I definitely like the
[41:44]
idea. I I definitely like the idea of it
[41:46]
because I think uh like you say, they've
[41:48]
been coming out there for years, you
[41:50]
know, uh riding that trail as it is, but
[41:53]
there's some pretty challenging things
[41:55]
that you could put out there for the
[41:56]
older kids.
[41:58]

excellent and I I I like it. My only
[42:03]
concern is is that it offsets funding
[42:07]
and pushes back development at that
[42:09]
paparone park which we I think that
[42:11]
there are some especially with the
[42:12]
potential clover clover leaf pickle ball
[42:14]
courts uh splash pad you know I think my
[42:18]
personal opinion is I I would love to
[42:20]
get that going. So my only concern I
[42:22]
guess inherently would be that this
[42:24]
offset some available funding timelines
[42:26]
for maybe that starting that project. So
[42:28]
I don't know if that's been discussed a
[42:30]
little bit further. I think the the
[42:32]
group did discuss that um with me when
[42:35]
putting this budget together as well as
[42:37]
tonight and the committee feels that
[42:41]
there's a concern that that's going to
[42:42]
be so far down the line that their
[42:46]
families and the participants that they
[42:49]
represent will never see that. So I
[42:52]
think if
[42:53]
>> see the baseball fields
[42:54]
>> see that progress next year. I think if the advisory committee felt and Durk
[43:00]
is here and he can communicate um for
[43:03]
himself, but I think if the advisory
[43:05]
committee feel felt that that project
[43:10]
was going to go that they would not they
[43:13]
would see the needs of the many versus
[43:15]
just dry road park again. But I feel
[43:18]
that
[43:20]
I won't speak for them, but what I'm
[43:23]
hearing from them is that they want to
[43:26]
realize things
[43:28]
in in the not too distant future. And
[43:31]
they feel that like there's so many
[43:33]
variables associated with the
[43:34]
development of that park that's beyond
[43:37]
their existing control that they're
[43:40]
concerned that it's going to be pushed
[43:42]
off for three to five years. If if we
[43:46]
went back to them and said, "Hey, Brian,
[43:49]
get going on Seeker. Brian, get going
[43:52]
with Labella on a master plan,
[43:55]
construction cost estimates, a
[43:57]
schedule."
[43:58]
Then then I think that we're in a good
[44:01]
discussion point to maybe say we'd love
[44:04]
to do the pump track, but the current
[44:06]
feeling is that it might be several
[44:09]
years before Paparon has progressed.
[44:13]
I don't necessarily agree with that, but
[44:16]
I'm I'm with Drew a little bit
[44:18]

position, but if there's a way to get
[44:22]
that seeker going and and really get
[44:23]
working on I know we have some initial

label plans that they've done a couple

think it would really be dependent on um

you know the private funders we can find

for it because if we can do both that

would be ideal at least start phase one

of paparone how we determine it to be
[47:03]
but I I I support this

either a decision to go forward with a

little bit of drier and a little bit of
[47:36]
paparone or more progressive paparone
[47:39]
quicker or progress dryer quicker. It's
[47:42]
just that um the committee looked at a
[47:45]
variety of different things and they're
[47:48]
trying to look at shovel ready projects
[47:52]
and
[47:54]
I think
[47:56]
is can we move without changing the
[47:58]
entrance road? I mean there's a lot
[48:00]

something on that land since 2006. So,

that's two generations that's lost that
[48:46]
we lost the opportunity to benefit.
[48:47]
Yeah. And so, when we looked at the
[48:49]
potential projects, we thought drier was
[48:51]
something that was shovel ready. We
[48:53]
already have a quote. We already have
[48:54]
well, we have preliminary designs, but
[48:56]
we have funding uh from Grock and others
[48:59]
that would help us get to that design
[49:00]
stage. And once we have that picture, we
[49:03]
can apply for grants which will even
[49:04]
help us more. So we thought that was
[49:06]
further down the road than when we're
[49:08]
still brainstorming usage of a
[49:11]
multi-million dollar project that when
[49:13]
you add in the utilities, the drainage,
[49:15]
the potential Anthony road signal and
[49:19]
the complexity, 2027 did not seem
[49:22]
feasible.
[49:23]
That's what that's what we determined.
[49:31]
With that, that's the information I have
[49:33]
to share with you tonight. I certainly
[49:34]
can answer more questions as you work
[49:36]
yourself through the budget process over
[49:40]
the next um couple months. Um I don't
[49:43]
think the commitment from Jennese
[49:45]
regional psych cyclist will go away. Um

uh and certainly if um we can get
[49:53]
something going with little league um
[49:56]
quickly then we can have some ideas of
[50:00]
budgets from Labella and
[50:02]
know we can take action in 27.

Victor hiking trails is that right now
[51:05]
Victor hiking trails has several
[51:08]
um trail systems that are on revocable
[51:10]
permit.
[51:12]
And so it's a an agreement um with the
[51:15]
private land owner and Victor hiking
[51:17]
trails um for the system. I'll give you
[51:20]
examples. Dominique Trail. There's a
[51:22]
trail that runs on the Dominy, former
[51:24]
Dominique property between the Auburn
[51:26]
and Lehi trails, which are public trails
[51:29]
owned by the town or long-term
[51:31]
easements. So, that's on a revocable
[51:33]
permit that the land owner can revoke,
[51:35]
meaning the trail goes away at their
[51:38]
discretion. There's other ex there's
[51:40]
several other examples. There's a trail
[51:42]
that runs from the Stonington Ridge
[51:45]
subdivision up to Dryer Road Park and
[51:48]
there's three revocable permits that
[51:49]
Victor Hiking Trails has um for that
[51:53]
trail. So, it's not right now other than
[51:55]
that permit to VHT, it's not permanently
[51:59]
in in the public domain like many of our
[52:01]
other trails where we got either a trail
[52:05]
easement
[52:07]
from our Gene when we constructed the
[52:08]
Auburn Trail and just recently updated
[52:10]
or it comes through the planning process
[52:14]
like with James that was here earlier
[52:16]
and BME and and Christa and we get a
[52:19]
trail easement. So these can be revoked.
[52:24]
Helen's Helen's Way trail up in uh
[52:26]
Village on the Park. So with Victor
[52:29]
hiking trails, we looked at the variety
[52:32]
of different revocable permits that we
[52:33]
current that they currently have that
[52:36]
could go away but are highly valued
[52:38]
trails because they have either
[52:40]
colllocated with a town park, they're
[52:42]
connected to existing townowned trails.
[52:47]
Um and so we wanted to start setting
[52:49]
some goals of changing these revocable
[52:53]
permits into permanent easements so they
[52:55]
stay in the public domain. Now typically
[52:58]
these are lowcost easements. Okay. The
[53:02]
cost is in um usually you have to get a
[53:06]
survey. So you know have to understand
[53:09]
the meats and bounds. You are typically
[53:11]
going to do a valuation of it. So you do
[53:13]
some um research. You can hire uh a
[53:17]
person that has a real estate license,
[53:18]
your attorney to get comps of similar
[53:22]
sections. And then there's a legal
[53:25]
agreement that's created.
[53:27]
It would be it would be good in in next
[53:29]
year. I put $12,000 in the operating
[53:32]
budget to start progressing these some
[53:34]
of these high priority easements so they
[53:37]
can stay within the public domain.
[53:40]
Okay? so that then not only can they be
[53:44]
used by our residents um to enjoy um a
[53:47]
walk in the woods but then public funds
[53:50]
can also be utilized for their ongoing
[53:52]
maintenance and care and management. So
[53:56]
because we have several of them and
[53:58]
because of the concern of our department
[54:02]
as well as the executive board of Victor
[54:04]
hiking trails is that our residents and
[54:07]
our visitors just look at it as a trail.
[54:10]
They just want to use the trail. They
[54:11]
want to get from point A to point B or
[54:13]
they want to experience nature and a
[54:15]
walk in the woods and they don't think
[54:18]
who owns the property unless the
[54:20]
property is not allowed to be used
[54:22]
during hunting season where they have
[54:23]
some revocable permits. So when then it
[54:26]
stops getting maintained when it goes
[54:28]
back reverts back to the private land
[54:30]
owner because right now these folks over
[54:33]
here to my right are maintaining it.
[54:35]
Okay. So our goal is just to do what we
[54:38]
had done with the Auburn Trail Corridor
[54:42]
is acquire those easements so it then
[54:45]
stays in the public domain for its
[54:48]
period of probable usefulness. So we'd
[54:51]
like to progress some of those.

and including the village of all of the
[55:01]
trails highlighting who owns them and
[55:04]
who maintains them? We have we have a

map of town and village owned trails.

those maps that I put um show where the
