Bridge bids contractor selection. Okay.
As council will recall, we went out to
[3:53]
bid uh for the Baleat Bridge. This is uh
in the easement area that we have near
[3:58]
uh Dance with Me and their new parking
lot. It will connect uh to a public
[4:02]
sidewalk uh that will ultimately connect
to the 13-mi road sidewalks and also the
[4:08]
uh Baleette parking lot. uh low bid for
this project. We're very pleased. Uh 11
[4:13]
total bids. So uh lot of interest uh in
the project. We had the bid opening uh
[4:18]
in this room last week. And low bid bid
was Miller Bridge Construction out of
[4:22]
Portland, Michigan for 175,503.
um as you'll notice in the uh packet is
[4:30]
very very close to our estimates and uh
with that taken together with the design
[4:35]
will be very close to that 200,000
overall project budget number we had. So
[4:40]
we're pretty excited about it. Uh
[clears throat and cough] they're
[4:42]
looking to start uh likely in October.

been changed out to composite. Correct.

will be concrete and the yeah structures
will be the composite. There's also

bridge. The 175 is all the site work,

the uh pilings, uh the sidewalk
connector pieces. So this is a you know
[5:13]
out the door out the door uh price for
the whole whole project hooking up the
[5:17]
wiring too. We already have the permits.
We've secured those uh with the state
[5:21]
and the county as well.
any idea if they're going to beat the uh
[5:25]
drain commission down there for their
work or
[5:28]

pretty specifically on the permitting

for this because of course it's a county
drain. Um so how that exact timing
[5:37]
meshes out I can't really answer that
right now but they're they're working in
[5:41]
conjunction with the drain commission on
it or at least our design team is. So

and then if if this is awarded then of
course Miller Bridge will be as well.

Moving on, approval of USDA grant
borrowing application.

» Okay. So, this is uh a process council
may be familiar with from uh the
[7:19]
different uh borrowing uh and grant
projects we've done over the years uh
[7:23]
with USDA and and other funders.
[snorts]
[7:26]
Uh in 2020, the village uh completed its
saw report and analysis. Uh the sewer
[7:32]
under Gardener Street uh was identified
at that time as nearing its uh maximum
[7:37]
capacity. So as a reminder uh there's
three separate sewer lines underneath
[7:42]
Gardener Street that all ultimately
connect collect the village uh sewer and
[7:47]
convey it to the sewer plant. Um we did
apply with uh Congressman Molinar's
[7:52]
office through the congressionally
directed spending and uh did receive a
[7:56]
million dollars for uh this project. So
that doesn't come close to covering all
[8:00]
of it, but we're pretty pretty excited
about that. So there's really two
[8:03]
projects. We're going to use the CDS
funding along with village sewer fund
[8:08]
savings to complete a portion of the
project from Martindale to the sewer
[8:12]
plant. So that will happen uh either
way. We would like to uh complete the
[8:18]
full project which would go from
Martindale to the almost to the lift
[8:21]
station uh there on Gardener Street. So
that component of the project is another
[8:27]
6.27 27 million. Uh what we're applying
for is two things. One is the EDA grant
[8:33]
request which has already been submitted
in the amount of $5 million and then
[8:37]
there's a match associated with that uh
which we're proposing to do a USDA loan
[8:42]
in the amount of $1,254,000.
So uh the USDA process uh so it's it's
[8:48]
really twofold. It's it's you know
basically applying for the million
[8:52]
dollars that's already been designated
uh for the village uh under the
[8:56]
congressionally directed spending and
then a separate application uh for the
[9:00]
loan to match the EDA grant if we get
the EDA grant. So uh we're very hopeful.

We've been working on uh the EDA grant
uh with the United States Department of
[9:10]
Economic Development uh for a number of
months since the council approved the
[9:14]
bid with our design team. So we were
able to get that all turned in. So this
[9:18]
is just a formal part in the process to
uh keep it moving
[9:22]
» and there is no requirement to follow
through with the loan if the grant's not
[9:27]
awarded. That correct?
>> That's right. Exactly. We but we do have
[9:30]
to do this official step of the council
approving us uh submitting the grant and
[9:35]
the loan application in order to keep uh
the grant application active with with
[9:39]
the EDA. So, but yeah, if we're
ultimately unsuccessful, then we don't
[9:43]
have to go through with the with the
loan or we could look at other funding
[9:47]
options. But the good news is either
way, we'll at least be able to do a
[9:51]
portion of the project. Uh this year
there's um what I would call a unique
[9:56]
opportunity as far as the federal
funding goes with the EDA. Normally
[9:59]
those funds are 6040. Uh this particular
pot of money is 8020 uh under that. So
[10:05]
if uh at Kent County municipalities with
projects like this are eligible. So
[10:10]
we're trying to take advantage of that
especially considering uh this is
[10:14]
something that's been in our CIP,
you know, and identified with the SAW
[10:18]
grant for or saw program for quite some
time. So if we're successful in this
[10:23]
application, it'll be a big big deal for
the village. will not only have gotten
[10:26]
the million dollars in congressionally
directed spending, but we'll have gotten
[10:30]
uh 5 million in EDA funding, too, for
something that will ultimately serve the
[10:34]
village for a long, long time. So, we're
pretty excited about it.

So, this has been a project that uh we
identified [clears throat] in our budget

uh and have been having a little bit of
difficulty with the bid process. So, um

Taylor's questions, but if you could
[11:32]
kind of address those in your remarks,
we'd certainly appreciate it.

Uh in front of uh village council today
[11:44]
is uh proposals actually from contractor
the loan bidder from the last RFP we did
[11:49]
from Tucker Marine Construction. Uh
earlier this year or sorry beginning of
[11:55]
last year we did put in a capital
improvement plan uh repair to Martinale
[11:59]
Bridge. We identified like 40 linear
feet that seem to be heaving. Um I did
[12:04]
at that time compare the plans to
existing conditions. uh the existing
[12:08]
plan I mean the plans that we have in
place showed concrete footings and looks
[12:12]
like they did just direct drive piling
drive which is typical probably for that
[12:17]
area. I probably if I were looking at
plans I probably would have went that
[12:21]
way too. Um but it does look like those
pilings heaved which actually tells me
[12:26]
probably they weren't driven down far
enough and which the frost actually took
[12:30]
it and heaved them. So we I put together
an RFP identifying that and I did offer
[12:35]
the contractors that bid a copy of the
plan. So first time we went out for bid.
[12:40]
I put an RFP together, released it June
29th, deadline of July 13th, I did get a
[12:45]
few calls on it. There was one
contractor that said they would be way
[12:49]
too expensive. They were calling from
the um Ohio, but they said call us if
[12:54]
you don't get any bids. I didn't like
the way that sounded because they said
[12:57]
they would have to put their people up
in a hotel. So I was like, "Well, I
[13:00]
don't think that would be." So the
second time I went out for it, I thought
[13:04]
a little bit outside the box. I thought,
"Well, this is basically kind of like a
[13:08]
dock. So why don't they get hold of some
marine contractors, someone that puts in
[13:13]
docking?" So we did. And that's when we
actually got some interest. And that's
[13:16]
where that's what actually Tucker does
is they that's what they do. They they
[13:20]
put in marine docks. Um there is one
change to the um to the uh the report in
[13:27]
front of you. At the time I put the
report together, I didn't get a chance
[13:30]
to call them. However, after the report
I did call them, they would be able to
[13:34]
get this completed by October 31st. They
said they'd be able there and and kick
[13:39]
it out within like two weeks. Um the
second time you can see actually we we
[13:45]
the same amount we we reached out to our
people we know like Milbacher a couple
[13:50]
of the Marines Bisser Dan's Escavating
JW Dirt Works JW dead work dirt Dirt
[13:56]
Works did respond back to me. Uh they
regretted not being able to bid on it
[14:00]
because they wanted engineering plans on
it and I understand that. They just
[14:04]
didn't feel comfortable at this time.
So, so in front of the village council
[14:09]
today is um a a proposal from Tucker
Marine for 44,500.
[14:15]
We did budget
$50,000 in the CAP improvement plan, so
[14:20]
we're under it by 5,500.
So, I'm here to answer any questions
[14:24]
that council may have on this proposal.
>> So, will it be the exact same size? Is

there any ability to like make it just a
little bit wider or No. Well, we I did
[14:36]
look into that um uh to make it a little
wider. So, that would probably result in
[14:42]
a in a full con reconstruction. I put
some cost together uh from what I could
[14:47]
find for linear feet in those. And
you're looking at probably $800,000 to
[14:52]
do that to make it a 10-ft bridge.
That's what I was thinking. Maybe
[14:54]
matching up with the bike path. So, make
it a 10 foot through there and 10 foot
[14:58]
back around because right now it's six
foot. But yeah, that's would be I mean
[15:02]
that's something that council could
choose to do. I mean, that's something,
[15:05]
but that that's a large that's a large
hit. And that 800,000 would be including
[15:10]
actually we'd have to go back out for
bids. We'd have to have plans and
[15:12]
engineering.

other scenarios, too. I looked at
[15:19]
actually just re building the exact same
bridge in six foot and I've got cost
[15:24]
together about 600,000. If we wanted to
build something even more robust,
[15:28]
something maybe like similar to what
we're doing, Billy, you're probably
[15:33]
looking at and something that could
maybe take some equipment over it,
[15:37]
you're looking at about 1.1 million.

» Well, it for actually because you
because you're looking at probably load
[15:46]
depending on what kind of equipment we
choose to want it. If we wanted
[15:49]
something like say for example 15,000
lbs then we'd have to do a load rating
[15:54]
and probably steel more steel more
concrete to take the load. I doubt if
[15:58]
that's something we want to consider
because really it's this is a pedestrian
[16:02]
there's and we've never had equipment on
it before six foot. When we do clear
[16:07]
snow on it uh we use actually a little
paddle blower and that's what we use on
[16:11]
it to get it and that's been working
just fine
[16:15]
