Applications. And for this one, I

for the next item on the agenda, which

which is an update on the housing not
the housing betterment fund, the um
[5:09]
community loan trust.
>> Yeah. So um couple updates. So the the
[5:15]
main thing is that Kylie and I met with
Mason, right?

>> Madison Area Land Trust. He's the new
[5:24]
executive director over there. Had a
really good conversation with him. He's
[5:28]
very excited about partnering with us.
And I think one of the big things, one
[5:33]
of my big takeaways from that discussion
is we've been spending a lot of time
[5:37]
thinking about well, how do we set up a
program? How do we create, you know,
[5:43]
create this partnership with MACT? How
do, you know, like we we've been
[5:47]
spending a lot of time and effort on
like the foundational documents for
[5:51]
that. And what Mason started talking
about is let's just start talking about
[5:55]
a project we can work on together. And
he had a lot of ideas. He's have a lot
[6:00]
of development experience. Um the one
thing that Kai
[6:04]
» does,
>> he does. Yeah. So, he's from the Seattle
[6:07]
area and did a lot of development uh
there. Is very familiar with funding
[6:11]
programs and um getting projects off the
ground. And he's said he would be very
[6:16]
happy to if we had a project in mind, he
could do some calculations and kind of
[6:21]
figure out how we might um you know, put
our dollars in and and kind of figure
[6:26]
out what the capital stack might look
like. Um, the one thing I did ask that I
[6:31]
know that the committee is really
interested in is are there any
[6:35]
flexibility with income requirements
because that's something we've had a lot
[6:38]
of discussion about want to key is is is
its own unique community different from
[6:42]
the Madison area and he said that he's
definitely willing to have that
[6:46]
conversation. I think he he would like
to talk as we go along with thinking
[6:54]
through a development. I and I I I like
that context. I think because I don't
[6:59]
know if I think we're getting stuck with
income because we also don't have like
[7:03]
an actual development to kind of work
through and figure out what we want to
[7:08]
look like. Um so I did invite him to
come to our next meeting so that we can
[7:12]
kind of talk about this further and
maybe brainstorm on kind of next steps
[7:17]
with him. I know there's um you know
we're still kind of figuring out what
[7:21]
that first project might be. Um, and I
think, uh, you know, there's there's a
[7:27]
few different things that, you know,
Kylie and I have been involved in over
[7:30]
the past couple months that seem like
could be potential candidates. Um, but I
[7:35]
think more discussion is needed on
those, but I'd like to have this group
[7:40]
talk with MACT and kind of hash out what
that partnership will look like. and and
[7:46]
um he's even willing if we wanted to
brainstorm a development somewhere, he's
[7:51]
willing to do that, too. So, I'm I'm
really excited. I think this might be
[7:57]
the way to go is to just start talking
about a development partnership with
[8:00]
MACT
if we can get something going. So is so
[8:05]
the way I take what you said is like
we're concerned with some of the
[8:09]
nitty-gritty detail, but that might be
chasing the 20% instead of the 80% which
[8:14]
is get a development project that's real
and we can actually work on and then see
[8:18]
about the details if if that's even a
concern,
[8:22]
» right? Yeah. I mean, he's like it's
really hard to create a new CLT and
[8:28]
we're here and we're willing to partner
with you. if you have a project, let's
[8:31]
come to the table together and make it
happen. And I think that's a good
[8:35]
approach.

just in order to make conversation a

brainstorming and conversation and

what uh what land trusts we may

uh do or work with or development we may
have in mind.

Uh there's a lot of folks who I think
are willing to give. They just need to
[9:38]
know how they got to give.

those folks is going to be important.

opportunities that have come across my
desk that are not necessarily ready to

be spoken about public, but as they
continue to develop, I would love to get

this group and MACT involved in looking
at those. And I know Al at the last
[10:05]
meeting you brought up the Legion. I'm
not sure what how far along they are in
[10:10]
their plans, but um I guess how was your
discussion with them on
[10:16]
their plans?
>> Yeah. And and [clears throat]
[10:21]
they they have a couple of options,
three options actually. Um which I think
[10:26]
they've talked to you about one of those
options. Another option is do nothing.
[10:31]
Another option is to do a CLT or a pro a
pro property of the CLT.
[10:39]
Uh I was not there to present anything
necessarily. I was there to listen to
[10:44]
see if how much enthusiasm there was for
um Alexander company that was presenting
[10:53]
as to whether or not um that was
something they wanted to do. It's a
[10:58]
tough group. They're they're tough to
move and and um but the angle that we
[11:04]
can and there are some things they can
do with with their mission and that is
[11:09]
veterans. I think we can probably do
more with that. But I wasn't prepared to
[11:15]
present [clears throat] to them anything
because I didn't think it was my
[11:18]
position other than just to listen to
what they were was being discussed. Um
[11:23]
but that would be one that if we have a
program
[11:28]
uh we can hit them hard and and see if
we can work something out. The challenge
[11:33]
there is
they're part hospitality which they want
[11:38]
to keep and um part multifamily in some
form or another which uh they would like
[11:45]
to develop.
So uh what that multif family is don't
[11:50]
know and will that multif family live
and coexist with with their hospitality
[11:56]
aspect that would be some of the
challenges that were discussed but you
[12:00]
know again if we have something that we
can hit them hard I think we can get
[12:04]
them to motivate I think we got some
good connections to that group of people
[12:09]
[snorts] um but understand it's going to
be there are some stubborn people on
[12:12]
that board so um and and they like
everybody else though, you know, I heard
[12:18]
it a couple times while I was there is
uh they're aging out
[12:24]
and there is no next generation of
veterans signing on to join the their
[12:29]
post. So, um they got to find the hook
to bring in these veterans to join and
[12:36]
and participate. So, again, that's where
uh you know, perhaps a CLT can help with
[12:42]
that.

saying towards the end, if you have a
piece of land you want me to look at and
[13:17]
brainstorm, I'm happy to do that. The
problem is we don't necessarily have a
[13:20]
piece of land identified yet. So, um, I
think he's definitely willing to
[13:27]
brainstorm with us. Um, and maybe we
could talk about, you know, Wanuki
[13:31]
specifically and some of our challenges
and maybe he can help us think through
[13:35]
that. curious if he um has experience
working with developers and knows
[13:42]
the best lines or whatever selling
points to talk a developer into,
[13:49]
you know, giving or giving at a lower
value um some of the property within a
[13:56]
development that they're working on.
>> Yeah. I I don't know how much experience
[14:01]
he has in that realm. I know his
previous job was really development
[14:05]
focused and doing affordable housing
projects. Okay.

» So, he's got definitely um a level of
skill and knowledge in that realm. I'm
[14:14]
not sure how much work he's done on the
like gifting aspect, but um can
[14:19]
certainly ask about it.

think I agree with the concept of having
you come out and really talk us through

whether it's in the Vidian subdivision
or whether it's in Don Tierney

subdivision, you know, and whether the
developer gives us a discount or not,
[15:32]
um, that's not necessary. It would be
great, fantastic.

Uh, but, uh, go out and buy a couple
lots and and build put up a couple
[15:40]
houses and see what happens. get our
feet wet.

talk about, too. You know, we also have
the new Heyday development going in. So,
[15:50]
we do have some places where we could,
you know, have, you know, a house that
[15:55]
would be sized and built to be
affordable to people.

the close closeness to working.
you know, whether it's a teacher or
[16:11]
whether it's a a bartender, you know, is
it within walking or biking distance of
[16:16]
that location as opposed to putting it
way out in the middle of nowhere with a

bunch of expensive homes. Um I think
it's important for you know the if from
[16:27]
my perspective to have work and uh home
relatively close
[16:34]
ideally
and I think that's a sell for the
[16:40]
business park that if if we could put
some together
[16:43]
um and start offering their employees a
chance to buy a home
[16:49]
» um maybe we get them to kick in some
cash as well to this process.

So, it's there's a lot to do. It's just
a matter of which direction we want to
[16:58]
head.
>> Yeah. And I'll add I did, you know, we

talked to him about, you know, different
income qualifications and he seemed open
[17:06]
to having that discussion. Um, the thing
we didn't talk about that I know we as a
[17:10]
group have talked about is a
prioritization of people who already
[17:15]
work in Wanuki. Um, so that might be
something we bring up at the next
[17:20]
meeting to see if that that could be if
if we're still interested in that. Um,
[17:24]
might want to have that conversation as
well with him next time.

that to the extent it's allowable.

that's the question. And also making
[17:36]
sure that if there are people who need
homes that are not working, you know,
[17:40]
that are retired or or, you know, have a
a condition that prevents them from

being fully employed. Yep.

the only other really specific thing I

do remember him letting us know was that
those those dollars that they were given
[17:56]
are targeted at a very specific

probably what we're going to see people
here using here having here.

» Um, so those specific dollars may not be
able to be used towards projects here.

Again, that's something that when we
know what our guidelines are would come

in, but they did have a very specific
tie to what they could be used for.
