[1:38] the individual county deaths. Um for
[1:40] Green Lake, we had 22 total deaths. 18
[1:42] of those were ME cases. 16 natural, one
[1:45] accident, one currently pending autopsy
[1:47] or toxicology. For Marquette, we had 18
[1:50] total deaths, 15 were ME cases, 13
[1:52] natural, one accident, one pending
[1:54] autopsy or toxicology. And for Wer, we
[1:57] had 21 total deaths. 17 were ME cases,
[1:59] 16 natural, one accident, and we had no
[2:01] autopsies. Total deaths for all counties
[2:03] were 61 for the month of August. Um, you
[2:06] will see in the packet that I gave you,
[2:08] there is the year-to-ate budget report
[2:10] for the ME's office. Um, there are
[2:13] different um and newly created accounts
[2:16] for each county. So, we can
[2:17] differentiate now for death
[2:19] certificates, cremation permits, and
[2:21] other fees. So you'll see that change um
[2:24] for this year because those were just
[2:25] created this year. So we're moving we're
[2:27] doing journal entries to move those into
[2:29] the appropriate accounts. You will see
[2:31] that. Next you will have the proposed um
[2:35] 2027
[2:37] um budget that um we're looking at um
[2:40] and asking for. And you'll see those
[2:42] accounts again divvied up within there
[2:45] just to kind of show you what we're
[2:47] looking at for each individual county
[2:49] and what the picture is for that.

[3:10] Green Lake County this year and that is
[3:12] for only six months, but we're also
[3:15] increasing the revenues because of the
[3:16] death certificates and cremation permits
[3:18] we are signing. So there is incre an
[3:20] increase in that plus the innovation
[3:21] grant that we did receive. So that is
[3:24] also in there.
[3:28] And then for um Marquette County, they
[3:30] have agreed to renew. They want to renew
[3:32] for the next three years. The innovation
[3:34] grant actually just opened up today. I
[3:36] saw the email come through due October
[3:38] 1st. I'm hoping that we can um apply for
[3:41] that for Marquette County to also
[3:43] continue to receive the safety
[3:44] innovation grant for that county as
[3:46] well. Yeah, and if I can just clarify on
[3:49] that, it actually opens up October 1st.
[3:51] There'll be a round due December 31st
[3:53] for a grant payment in early 2027.
[3:56] There'll also be another round due March
[3:57] 31st for a grant in June next year. So,
[4:00] we are working with Marquette County to
[4:02] structure that contract so that it's
[4:03] eligible as as well.
[4:07] » Um, we're still continuing to um recruit
[4:10] applicants for a part-time deputy. Um,
[4:12] we have had some um they just have not
[4:15] been qualified. A lot of the recipients
[4:17] that we are getting are out of state and
[4:19] not realizing really what the pay is
[4:21] because the part-time deputy is paid
[4:23] that 150 per hour, a$150 per hour while
[4:27] on call, but then when they get called
[4:28] out, it's a different wage on the wage
[4:30] scale. So, um I am continuing to reach
[4:34] out to people and see if there's anybody
[4:35] available, but if you guys know of
[4:37] anybody, please do send them our way. Um
[4:39] we have um Lindsay Folstrom in our
[4:43] office as the administrative assistant.
[4:44] She's working out wonderfully. Um, she's
[4:46] a quick learner. She's a go-getter. Um,
[4:48] she runs our office like a very tight
[4:50] ship right now. So, she's doing very
[4:52] well and we are very appreciative of
[4:54] her. August 26, I did participate in the
[4:56] Green Lake County mass casualty
[4:58] incident. They asked me to come in the
[5:00] afternoon for the death notifications,
[5:03] but they actually couldn't find
[5:05] volunteers. It was very difficult for
[5:06] them to grab volunteers that wanted to
[5:08] actually receive a death notification.
[5:10] Nobody wants to receive that. But I did
[5:13] actually sit down and have a great
[5:15] conversation with u many of their HHS
[5:18] workers um their um therapists,
[5:20] behavioral therapists and such. Plus, we
[5:22] had mansior gun because this did take
[5:24] place up at All Saints in Berlin. And we
[5:26] had a great conversation of what does
[5:28] this look like? What do we need here?
[5:30] What are the resources we need? because
[5:32] I likely will not be there to re to
[5:34] provide that death notification to
[5:36] families because I'm going to be out in
[5:38] the field making sure that things are
[5:39] done accurately and then my deputies
[5:41] will be out there with me and then other
[5:42] deputies will be running business as
[5:44] usual. Okay. Um and then the last sheet
[5:48] in your packet you'll see it's called
[5:50] the memory rock garden.
[5:53] Um, the safety innovation grant provided
[5:55] us some funds that Megan allowed me to
[5:56] use to redo those large 35- foot
[6:00] planters out front the old highway shop,
[6:02] now our office. We have completed them.
[6:04] It was a lot of work. My staff and I did
[6:06] this hauling rock and planting trees.
[6:09] Bloxs garden or Bloxs Farm had provided
[6:12] the landscaping materials and stuff like
[6:15] that. They um waved the delivery fee, so
[6:18] that's why you see their Bloxs Farm logo
[6:21] on the bottom here. This is what is
[6:23] going to be in a plaqueard outside in
[6:25] the garden for families to come up and
[6:27] see. We have these um pre-made bags for
[6:32] families to take paint these rocks and
[6:34] bring them back into the garden at
[6:36] night. We did I did purchase solar
[6:38] lights. So, we have soil lights that
[6:39] light up the garden and you'll be able
[6:41] to see that as well. So, I welcome you
[6:42] to come and see our little rock garden
[6:45] for people um to come and and do this.
[6:48] And I think it's a great effort on
[6:50] behalf of the medical examiner's office
[6:52] to connect and continue to connect with
[6:54] communities and families that we serve.
[6:56] Um ATSF will be putting their flag up
[6:59] there as well and we work with them for
[7:02] recovery of donation like tissue and
[7:04] organ donation as well. So their flag
[7:07] will be up there. The medical examiner's
[7:08] flag is up there as well.

[7:33] » So no we don't need to go to each one a
[7:35] lot of the deaths that we do receive are
[7:37] hospice tests and they become medical
[7:39] examiner cases when they become a
[7:41] cremation um if they're signed if there
[7:44] is no injury and they're being buried,
[7:46] we don't get involved. We recommend the
[7:48] physician take care of that death.
[7:50] » Um, so the 61 deaths are the ones that
[7:52] we actually physically touched. I don't
[7:54] know how many of those were hospice. Um,
[7:58] but I would say at least 50% if not
[8:00] more. Um, and that's between all three
[8:03] counties. Um, it's working out well with
[8:06] my deputies. they are enjoying the extra
[8:09] work because obviously with only
[8:10] Marquette and Wera we did have the
[8:13] deaths but we didn't have as many so
[8:16] they were you know we had to you know
[8:18] create things for them to do and and
[8:20] busy their time which now we have all
[8:23] that plus the desk and they are knowing
[8:25] that they are going to get out there and
[8:27] they're going to learn they're going to
[8:28] put their techniques and whatever they
[8:30] have learned in school or for me to use
[8:33] so they are very I have a very happy
[8:35] staff right
[8:36] So that's good to know.

[8:55] here um administratively. So I did email
[8:58] out the call volume uh for through the
[9:01] month of August. So Rob uh the chief
[9:03] from Marquette County has been assisting
[9:05] with running those reports for us. Um I
[9:08] did have a sit down meeting with our
[9:10] captains and just kind of ensured that
[9:12] things are delegated and um assisting
[9:15] where needed to ensure daily operations
[9:17] are continuing there. Uh we do have a
[9:20] new deputy chief that's coming on board.
[9:22] Her name is Jessica Montgomery. She is
[9:23] starting at the end of this month
[9:25] September 28th. Um so we're very excited
[9:28] to bring her on board. Um, and we are
[9:32] continuing uh conversations with
[9:33] Marquette County. Um, I did, as
[9:36] requested from the last meeting, send
[9:37] out the staff survey to kind of gauge
[9:39] staff's input on a potential um,
[9:41] consolidation with Marquette. Marquette
[9:44] County also sent out the same survey.
[9:46] So, we're receiving responses back from
[9:48] that through this Friday. Um, so we'll
[9:50] get that information to you once that
[9:51] survey um, is completed. Um, and we do
[9:54] have Rob from Marquette County online
[9:56] uh, today as well. And then um under new
[10:00] business we'll be looking at um cons
[10:03] excuse me the consultant um for the EMS
[10:07] consolidation.

[10:24] Um so Dana um is online with us as well
[10:29] from strategic management and
[10:31] consulting. Um so Dana has put a
[10:33] proposal together for us on what it
[10:35] would look like to uh do an evaluation
[10:39] of the pros and cons for doing a
[10:42] consolidated service with Marquette
[10:44] County. I emailed out the proposal um
[10:47] earlier this morning. Um, so I'm not
[10:49] sure if you've had a a chance to review
[10:51] that. Um, but Dana, would you want to
[10:55] chime in on just kind of a brief
[10:57] overview of what we'd be looking at for
[10:59] consulting services with you?
[11:02] » Uh, good afternoon. Uh, thanks for the
[11:04] opportunity to speak to the group. Um,
[11:07] my name is Dana Seckler and I've been
[11:09] involved in uh, EMS for about 35 years
[11:13] now. Uh the other person that will be um
[11:17] coming in to assist is Dan Williams. Uh
[11:21] some of you may know uh Dan. He's been
[11:23] involved in EMS and fire for closer to
[11:26] 45 or 46 years now. Um both of us have
[11:30] the opportunity to work at the state uh
[11:33] EMS office as part of the regulatory
[11:36] agency. So we're certainly well aware of
[11:38] a lot of the nuances associated uh with
[11:41] EMS and running services. Um Dan was
[11:45] also the service director that
[11:46] [clears throat] helped to start up uh
[11:48] Door County uh many many many years ago.
[11:51] Uh so he's got uh quite a bit of
[11:53] experience with that as well. So between
[11:55] the two of us, we would be looking at uh
[11:57] the options that uh you have with u the
[12:00] current model that you have with Wera
[12:02] County EMS as well as the option of uh
[12:05] merging or bringing the two uh groups
[12:08] from Wera County EMS and Marquette
[12:10] County EMS together.
[12:13] Um, last year I also had the opportunity
[12:15] to work with a number of entities on
[12:17] helping them with their innovation
[12:20] planning grant. I heard that already
[12:21] mentioned and uh, congratulations to
[12:24] Wera County for the grants that you guys
[12:26] did get. uh there's going to be that
[12:28] next round coming up of which there's
[12:30] still quite a bit of funding available
[12:33] and uh we believe that uh if you were to
[12:36] pursue uh that option uh that would
[12:39] certainly be one of the uh parameters
[12:42] that would make you eligible to apply
[12:44] for this as well. So, we'll be able to
[12:46] bring in to you as a final report the
[12:49] pros and the cons of um
[12:53] developing a new regional system as well
[12:56] as how that would uh be a benefit um if
[13:00] you wanted to look at the innovation
[13:02] grant as well. So, um we can
[13:06] [clears throat] certainly answer any
[13:06] questions that you have now or go
[13:09] through any part of the proposal that
[13:11] you would like to.

[13:46] consulting services, it'd be something
[13:48] that would be started right away or is

[15:32] I've had some discussion with some of
[15:34] the the people that I serve um over in
[15:36] my area, especially uh uh yesterday I
[15:39] was in the town of Bloomfield's um uh
[15:42] town town meeting uh last night for
[15:46] theirs and I just was updating them on
[15:48] some of the county things that I do
[15:49] because they're long ways away from my
[15:52] own salation.
[15:55] I told him about um what we were doing
[15:58] with EMS service and and I got I got
[16:02] deep concerns um especially from the
[16:04] town chair over there um
[16:08] making sure that um we don't open a door
[16:13] that the devil is standing behind, you
[16:15] know, um and go someplace
[16:18] and make some mistakes that we can't
[16:20] turn to back on. um uh the people over
[16:23] in in that part of the county are very
[16:25] thankful for the MS service that we have
[16:28] and and really do not want us to to make
[16:31] a mistake on this. So, I just wanted to
[16:33] express that to the committee that that
[16:35] the people that I've been talking to um
[16:38] are concerned that they are concerned to
[16:40] make sure that we make the right
[16:41] decision in this. So, I just wanted to
[16:44] share that with the committee.
[16:46] I agree with you. I mean, that's what
[16:48] I've been getting too is um people are
[16:51] cautious because we do have quitting EMS
[16:54] in our county. Um but I guess what I'm
[16:57] looking at with the with the
[16:59] consultation is is um looking at doing
[17:02] our due diligence on something like
[17:04] that. That's I guess where I I feel it's
[17:06] it's um
[17:09] you know there's enough enough unknowns
[17:11] that I think we owe it to ourselves and
[17:16] to the county to to evaluate it. Um but
[17:20] I mean that's that's what I'm getting as
[17:22] well is that uh
[17:26] they they like our service now. They
[17:28] don't they don't want to see it uh um
[17:31] become something it's you know something
[17:32] worse. Well, I think that's the whole
[17:34] purpose of the uh of this of the study
[17:37] here
[17:38] » Uh for the consultation so that we do do
[17:42] our due diligence and that um it's not a
[17:45] just because we're going to do this.
[17:46] It's not a foregone conclusion that
[17:47] we're going to go down that path and
[17:49] that's the whole point of it just to
[17:50] make sure that we're going down the the
[17:52] best path for era.
[17:54] Yeah, I think last thing is too um and
[17:59] you mentioned everything I know which is
[18:01] not a lot about our EMS uh services is
[18:05] that we're uh as as a county we're very
[18:09] efficient and effective in our services
[18:11] that we provide. Um, and so I wanted to
[18:15] be very careful about our messaging last
[18:18] night uh to the gallery that was here
[18:21] and to every EMS provider
[18:24] [clears throat]
[18:24] or employee um that there's nothing
[18:30] wrong with the current state of our EMS,
[18:33] but what we're what we shouldn't do is
[18:37] shut down and looking at being in a
[18:39] better position.
[18:41] And and that's where uh what Jason said,
[18:45] the consultation uh comes in and um and
[18:49] what we're hoping to get is not a
[18:51] prediction of the future, but a good
[18:54] idea of where we might be
[18:58] and giving us good information to make
[19:00] the best decision moving forward.

[19:11] » Um just and I don't know if this is on
[19:14] the consultant part of it or not, but if
[19:18] they're consulting um finding out some
[19:21] of the questions that I've heard from
[19:23] the the EMR groups and and everything
[19:25] like that. One of them was um what's
[19:28] going to happen with EMRs with Washer
[19:31] County with county having EMRs but
[19:34] Marquette County not having EMRs? Is
[19:37] that going to change anything that way?
[19:40] just a question that that they have um
[19:43] with that and then the other one was um
[19:47] with our med control that we have in Wer
[19:50] County which he is here today Dr. Bas um
[19:55] what does that look like? I mean is it
[19:57] Bera do their own Marquette do their own
[19:59] or is it all one and how that would all
[20:02] [clears throat] um how that all would be
[20:04] because not just EMS uses med control
[20:08] but our EMRs use med control too and
[20:12] with having somebody within the county
[20:14] that does it it makes it a lot easier
[20:17] and a lot more accessible to us to have
[20:19] that. So, I don't know what the
[20:21] discussions are on that, but them are
[20:22] just questions that I've that I've had
[20:24] and I don't know if anybody can answer
[20:25] it, but
[20:26] » Well, Dana, you've done some of these
[20:28] before. Is that something you take into
[20:31] account as well?
[20:32] » Yeah. Yes. Great questions and that's
[20:35] absolutely something we take into place
[20:37] and many many other places we're
[20:39] concerned about uh EMRs or emergency
[20:42] medical responders. Uh and just to let
[20:44] you know, we in every study that we've
[20:47] done, in every project we've worked on,
[20:48] we have always recommended to work with
[20:52] and enhance the relationship with EMR
[20:54] groups. Uh we have never once
[20:57] recommended uh to do away with them. Uh
[21:00] they are they provide an invaluable
[21:03] service to all their communities. Uh in
[21:07] fact and and we don't know all the
[21:09] nuances between Wer County and Marquette
[21:11] County. Uh but I would predict that we
[21:15] would uh still support uh the EMR
[21:18] services as well as say what can you do
[21:19] to enhance it and even um if it's not
[21:23] existent in Marquette County, here's
[21:25] some ideas on what you could do to um
[21:28] enhance that service or provide that
[21:29] service in Marquette County as well. As
[21:33] far as medical direction, that's a a
[21:34] very good point as well.
[21:36] You don't want to split up medical
[21:38] direction uh between two different
[21:40] entities. Uh so if you uh again we're
[21:44] very cautious to say if you decide
[21:46] because there have been no decisions
[21:47] made yet uh if there's a decide uh
[21:50] decision for any merger between the
[21:52] groups um you know the recommendation
[21:55] will always be that you have a medical
[21:57] director or a co-med director um for the
[22:01] ambulance service that is the same as
[22:03] the EMR agencies. uh if you get two
[22:06] different medical directors at two
[22:08] different um uh types of services, one
[22:11] transporting, one non-transporting, it
[22:13] it can cause some problems. Uh so we
[22:16] would always recommend maintaining uh
[22:19] either a single director or co-director
[22:22] uh of the transporting amount service as
[22:25] well as the non-transporting EMR
[22:27] agencies.
[22:31] » Very good. Um, and just just so we're uh
[22:35] we all know what we're voting for. So,
[22:38] they're going to be looking at our EMS
[22:40] as a standalone EMS and they're also
[22:43] going to look at potential of um joining
[22:46] us with Marquette. So, it's not just
[22:48] just the second one and we both on their
[22:51] own. So, um with that, is there any
[22:54] other discussion

[23:04] » So, I just want to clarify, we do work
[23:06] with uh EMR groups. Uh we have five EMR
[23:09] groups um that are currently licensed um
[23:11] as EMRs under Marquette County's uh
[23:13] medical direction. Um we have
[23:15] Briggsville, Endeavor, uh Springfield,
[23:17] Harrisville,
[23:19] um and uh Newton. So, we do have uh
[23:22] several uh first responder groups that
[23:24] are affiliated with our service.

[24:15] that's been applied for and I'm assuming
[24:18] all goes well. We'll get that grant
[24:20] again
[24:24] grant submitted again that we've gotten
[24:28] assuming we'll be again this year for 20
[24:31] or I'm sorry for 2027.
[24:33] Uh continue to update policy and the SOP
[24:35] SOGS for the communication center and um
[24:39] and I think I reported this last month
[24:40] but the strategic plan is complete and
[24:42] we're we're trying to follow or we are
[24:44] following that and I'll I'll update that
[24:46] in just a second. uh upcoming trainings.
[24:48] I have a mass casualty incident
[24:50] responder training. We did offer this in

[25:13] Uh general update, we did have um a
[25:16] tornado warning issued for Wera County
[25:19] on August 18th.
[25:21] This radar indicated it actually never
[25:23] touched down. We did have some sheer
[25:25] winds that came with that and it
[25:27] affected some of the towns in our in our
[25:30] county. I'm working with those towns to
[25:31] get some numbers to see if we can
[25:33] qualify for the Wisconsin disaster fund
[25:36] and hopefully get some of those costs
[25:38] recouped. It's recouped back at 70%. So
[25:40] it wouldn't it wouldn't um pay them in
[25:42] full, but it would get get those towns
[25:44] some money for the debris clean up and
[25:46] any [clears throat] any other damages
[25:48] they had. Um I just want to note that
[25:51] dispatch had hundreds of calls during
[25:54] that storm and they did a fantastic job
[25:56] at logging everything and and getting
[25:59] responders to the right areas and
[26:02] power lines down everywhere. It was it
[26:04] was really good. They kept track of
[26:05] everything. They got us all on track and
[26:06] kept us going where we needed to go. So,

[35:04] that. We've had we've had a poor week on
[35:06] vehicles. Um, both of my I I have a
[35:09] couple high mile vehicles. Uh, one has
[35:11] issues. Uh, the other one
[35:13] probably has a uh going to be a blown
[35:15] engine. Uh, good news with that I found
[35:18] out today that I've been working on.

[36:19] individual sconded and uh just decided
[36:23] not to show up and left or if he decided
[36:25] to harm himself.

[37:17] hot state for a lot of political

[37:23] this flock debate where um again
[37:27] unfortunately I think a lot of it has
[37:28] come down to being a lot of white noise
[37:30] and a lot of politics involved versus

[37:38] I we did a a joint statement with uh
[37:42] Chief Mott that was put in the Argus. Um

[38:55] article was not factual and was
[38:57] corrected. Uh there's anti-flock
[38:59] individuals that are are out there
[39:01] pushing the it's not constitutional
[39:04] um discussion.
[39:06] As of right now it is constitutional. So
[39:09] I I told everybody here and I I'll again
[39:12] stand by it. If it ever becomes
[39:14] unconstitutional and we have to pull
[39:16] them, we will obviously follow the law

[39:29] to run license plates to look for wanted
[39:32] subjects to look for people with um

[39:36] suspended. We can legally make stops on
[39:39] those. That's what's happening. That's
[39:41] the law. Um I've been
[39:45] my entire career. I run hundreds of them
[39:48] a night u visually um as we're driving
[39:52] as as a vehicle's driving by as I'm
[39:54] parked in in gas stations uh wherever we
[39:58] run those license plates and we find bad
[40:01] people that are in our community that
[40:02] need to go to jail. That law is not
[40:05] going to change. Again, there's there's
[40:07] case law out there. Ruth Ruth's aware of
[40:09] it. U we we have it's in the courts.
[40:12] It's it's solid. Um, just because a
[40:17] block camera is picking up that license
[40:19] plate now that we are able to run
[40:22] doesn't change things. It's the only
[40:25] thing that a camera is doing is picking
[40:26] up a license plate. It's not picking up
[40:29] human beings. It doesn't track human
[40:31] beings. Picks up license plates only.
[40:33] The rear of a car and a tag. And then in
[40:36] order for that tape to be run to get any
[40:38] personal information has to be run by a
[40:40] subject who has the authority to do it
[40:42] which are the cops that have authority
[40:44] through time systems or Stillman uh that
[40:48] then goes to the DOT and returns to the
[40:50] state. So nothing has changed
[40:54] other than the white noise and the
[40:56] rhetoric that's out there right now.

[41:01] years and years. Our vehicles have been
[41:04] running plates for years and years and
[41:06] years because we have license plate
[41:07] readers and vehicles.

[41:19] upset because the politics are taking
[41:21] over and people are looking for votes,
[41:23] not the safety of the citizens. That's

[42:49] Axon. Okay, everybody's familiar with
[42:51] Axon, which is Motorola, which is a
[42:53] multi-billion billion dollar company,
[42:56] right? Flock right now dominates the um,
[43:00] the camera market right now for for this
[43:02] system. Axon is trying to get into the
[43:04] camera market as more as much as they
[43:07] can. um to to let you know that the
[43:11] individuals that are going away from
[43:13] flock, they're not going away from
[43:15] license plate readers. So, just so
[43:18] everybody's aware of that, there will
[43:20] always be a license plate reader as long
[43:22] as it's constitutional and it's legal.
[43:24] They're just going to a different
[43:25] company potentially because of the white
[43:27] noise out there. So,
[43:30] Axon is the other big player. They're
[43:33] reading like Manasha, Nina.

[43:39] everybody's happy that with that but
[43:41] then quietly they say correct but we're
[43:43] replacing it with Axon.

[44:08] cameras that defeats the purpose of most
[44:12] of this because we would have never
[44:14] found the girl in Oklahoma. It's the
[44:16] sharing that that allows that makes this
[44:18] thing such a beautiful thing between
[44:20] agencies. Um now is Axeline going to
[44:24] stay doing that? I don't believe they
[44:25] are. I believe soon as the white noise
[44:27] is over they're going to be flowing
[44:29] through this. um they actually have
[44:31] facial recognition built into their
[44:33] systems different than than we have with
[44:35] with Glock. Glock is not a facial
[44:37] recognition. These cameras are not
[44:40] there. There is certain cameras that
[44:41] Glock will sell um that do a facial
[44:45] recognition and are designed for parks
[44:47] and outdoor events, things like that. We
[44:49] don't have any of those. Ours are
[44:51] strictly license plate readers. So yes
[44:53] um there there is
[44:57] you know this poll of you know what are
[44:58] the differences in the companies um the
[45:02] the concern with FL that there was
[45:04] something going out there that they're
[45:05] selling our data [clears throat] that we
[45:07] have that is false um all of our data is
[45:10] encrypted um from the camera up to the
[45:13] cloud it stays in the cloud encrypted
[45:14] and it only comes down it's retrieved by
[45:16] us um they are not selling it to anybody
[45:19] can sell it to anybody not contractual
[45:22] uh the information that it was being
[45:24] sold to somebody
[45:26] is because and this is where this is
[45:29] where the facts come in. The company
[45:31] itself has an agreement uh with
[45:36] researchers
[45:38] um to use our data that we can you that
[45:42] can be used to help assist in
[45:45] identifying future cars. So, u like like
[45:50] uh Tesla
[45:52] um or the Cybert truck. The Cybert truck
[45:53] is a great example. Cybertruck to took
[45:56] 200,000 pictures in order for flock to
[46:00] have a near 100%
[46:03] recognized
[46:04] system. So two it need 200,000 different
[46:08] photos from different angles, top,
[46:09] sides, corners, all around um distances
[46:14] in order for that to be put in block to
[46:17] say, okay, if we put in we want a Cybert
[46:19] truck that's gray um in this model year
[46:23] that then when that returns to us, it's
[46:27] a it's a high probability that it's that
[46:28] vehicle. We still have to do our due
[46:30] diligence to find that out, okay? But
[46:32] they can't just put in their system, one
[46:35] picture of a cyber truck from one angle
[46:37] that they took off off either anywhere
[46:41] else and say it's going to be accurate.
[46:43] So it's not being sold outside to other
[46:47] firms to sell you things. Now that being
[46:49] said,
[46:51] all the AI that's everywhere else is
[46:53] being sold that everybody is is not
[46:56] worried about. Every time you go to
[46:58] Walmart, every time you go to Menard's,
[47:00] Home Depot, Lowe's, you go through the
[47:02] Lowe's parking lot, there's 500 blocks
[47:03] cameras parked in there. Same with same
[47:05] with Menards. Same with um Walmart. Now,
[47:09] when you go to Walmart, you go to
[47:10] Menards, those those places when they
[47:12] have cameras in there are actually
[47:14] capturing you. They're actually
[47:16] capturing you and capturing you swiping
[47:18] your credit card. So, they know who you
[47:19] are. They identify you as a person. and
[47:22] then they can send you coupons as to
[47:25] what you're buying because they know
[47:26] what you're buying. So, we want to talk
[47:27] about invasion of privacy and concerns
[47:30] and not being unconstitutional.
[47:32] That that is a privacy issue. Okay? Our
[47:36] cameras take pictures of your license
[47:37] plate just like my eyes do when I'm
[47:39] sitting out there watching the cars come
[47:41] by or going through a parking lot. I I
[47:44] take a mental picture of all your
[47:45] license plates. The only thing we're
[47:46] doing is we're helping basically making
[47:49] a deterrent to the county. don't come
[47:52] here and commit crimes because if you do
[47:54] we have a way to find you.
[47:57] So, um t you know it's it's it's
[48:01] basically right now to be honest with
[48:02] you it's politics and it's a fight over
[48:05] two giants that are trying to be number
[48:07] one and there's stuff that's being spun
[48:09] out there that isn't true. Uh when you
[48:11] learn the facts,
[48:13] you know, it's it's very frustrating to
[48:15] see what's happening. Um the the there's
[48:18] there's things called a penetration test
[48:20] just so everybody's aware too. And I'm
[48:21] going to throw this out here. Flack
[48:24] flack camera system uses a company
[48:27] called Bishop Fox.
[48:30] 26 out of the out of the 100 top 100
[48:34] companies uses Bishop Fox. Eight out of
[48:37] 10 of the top tech companies uses Bishop
[48:40] Fox. What Bishop Fox is, it's a
[48:42] penetration company. Their whole job is
[48:45] to try to
[48:47] break down these system to try to find
[48:50] to basically try to break into them and
[48:52] pull data.
[48:54] So Flock hire them and uses them to make
[48:57] sure that their data is secure.
[49:00] So
[49:02] the biggest issue here guys, I'm going
[49:04] be I mean quite frank is is there there
[49:06] are some agencies out there that are
[49:09] probably loose in their policy and
[49:11] that's an issue that's issue that the
[49:13] sheriffs are having um and that maybe
[49:15] some of the states are having. It's not
[49:19] the technology itself. The techn is
[49:21] fantastic. It's it's the individuals
[49:24] that are using it and and not
[49:25] controlling [clears throat] it.
[49:27] uh if you put the controls on it like we
[49:29] have with policy with audits
[49:32] uh I audit it once a month every month
[49:35] and or more if there would be an issue
[49:38] it's also internally audited which um
[49:41] right now is one of the few or the only
[49:44] that has an AI generated internal audit
[49:46] system too that looks for
[49:50] activity from individuals that might be
[49:53] something they shouldn't be doing. So,
[49:55] their system actually looks for that,
[49:56] notifies me if there's somebody that
[49:58] would be doing something. Um, I require
[50:01] all cases to have a case number, uh, to
[50:05] have a reason why you're doing it and to
[50:07] be attached to a case. So, any anytime
[50:10] any license plate is ran through the
[50:13] system, we have a case that is pulled
[50:15] through Stillman that documents what
[50:17] we're doing. It's not just you're not

[57:47] discussion on some equipment for the
[57:49] jail that's needed. Um taking that out
[57:51] of the 2027 CIP and possibly doing an
[57:53] amendment to the 2026 to utilize some
[57:55] surplus from this year to purchase it
[57:57] this year instead. Um, but we're still
[57:59] kind of evaluating some of that.
