[4:53] sign to complain about I mean people can get

[4:56] away with anything unless you're willing to sign a document. I don't understand

[5:11] people to fill out the complaint form, it's not so much a science. It's filling

[5:14] out the complaint form is a lot of times we get anonymous complaints, but if we

[5:19] don't have somebody we can talk with or permission to go on the property, see

[5:22] that and to do things, we can't follow up on those complaints. When we have a

[5:25] written complaint, we it gives us the legal authority to go onto a site and

[5:30] visit. Usually it's if a neighbor's complaining about a neighbor, the

[5:33] neighbor that files the complaint, that's the person we go visit and we

[5:36] look over the fence or something to see what what's going on with the problem.

[5:39] So, >> well, I certainly wouldn't sign a

[5:42] complaint for the next door neighbors. I have they no doubt come out and get me.

[5:50] but obviously when you investigate a complaint, a lot

[5:54] of times it's pretty easy for someone to figure out who filed the complaint. It

[5:57] just but but so that's why where we have that form too. We we have a person

[6:02] acknowledge that we try and keep it private but at some point the person

[6:06] that that's that's getting complained about is going to kind of figure out

[6:09] what's going >> I wouldn't put my name to anything and I

[6:11] don't blame the individuals that won't do it. Truly I don't The other thing I

[6:16] want to ask you I've asked a long time about having some place for a library or

[6:21] book exchange. Now, we have a small thing at the uh rec center once a month,

[6:27] and I understand the building's open three different days a week, but we have

[6:32] a rack in there that's so overloaded that you can't even hunt for something.

[6:36] It's two-sided, you know, a push rack. So, is there any way I understand the

[6:41] recck department has an office here and an office over there in the in the

[6:46] building. What can be done to help us uh do something a wall of shelves or

[6:52] something uh that would be easier to go through the books and something a start

[6:58] of a real exchange? I mean, I'm asking you that's all. Maybe in that building

[7:04] over there, some kind of shelves. >> Well, we'll take that to uh Mr. Holmes

[7:52] have to have information. So when we get anonymous complaint about a neighbor and

[7:56] we don't even know who it is and we that becomes a little bit more difficult then

[8:00] for us to to follow up on something. >> The other issue we sometimes run into is

[8:05] in the event we have to go to the MDJ, we need a witness.

[8:09] So, if we don't have a witness, we can't proceed to the MDJ because oftentimes

[8:15] Janet doesn't see the violation personally. So, we'd have trouble

[8:20] actually getting enforcement if we don't have someone willing to do so.

[9:15] » Uh so for the township building just since we're going to be talking a lot

[9:18] about the township building tonight with a lot of the the remaining work with our

[9:22] contractors. Uh we're at the point now where with the bills that get approved

[9:26] tonight, we're we're considered we're giving uh notice of completion notices

[9:31] for the work that's been done inside the building. We're now going into

[9:34] maintenance mode at this point. The work outside the building with our long very

[9:40] tall grass and weeds right now. Um the contractor still has held monies to

[9:46] address those issues which we'll talk about a little bit later. Um, and they

[9:49] will be coming in in the fall to work on that and then wrapping it up in the

[9:53] spring uh to give time for the grass to grow. But with our open house that we're

[9:58] going to be having next week, our site, our landscaping mower contractor is

[10:03] going to be coming tomorrow and is going to be mowing and getting everything

[10:07] ready for the open house next week. So, it's not this is the last day of us

[10:11] having really long grass. And that was done deliberately during the dry periods

[10:15] to give the a chance for the grass to grow and and the weeds took advantage of

[10:20] that too. So, but that's that's work in progress. And also since April and this

[10:24] will be talked about later, um the architect Kim Borquette was uh their

[10:30] work was placed on hold. They were given a stop work order and from that time

[10:34] I've been doing the work of the architect um with uh for this project

[10:38] and we'll be talking about that later. Another thing real quick with Mr. Mr.

[10:42] Chanderski had been has been leading the ordinance update working group. Uh they

[10:47] have gotten done their work and the ordinance has been given to myself and

[10:51] our town solicitor for us to review and we'll be working on that for next couple

[10:55] weeks. Uh more than likely October we'll probably start the hearing process for

[10:59] that uh with that that process. So um so that's that's advancing at this point.

[11:06] Uh we're going to talk later, but I did prepare a job description for HR

[11:10] generalists. Um, and another thing real quick because this is

[11:16] going to be showing up in our October budget uh discussions is going to be uh

[11:22] the last two months I've been putting together a 10-year paving plan for the

[11:25] township and it's going to be focusing on transitioning how the township

[11:30] approaches road maintenance. Uh for previous years we would do what's called

[11:34] roadway rehabilitation which means we would let the roads get to a really bad

[11:39] condition and then we would uh mill overlay or reconstruct it with full

[11:43] depth reclamation or something that's really expensive. And what we're

[11:47] proposing is uh to now take the process of doing more road maintenance uh with

[11:55] basically doing maintenance treatments instead of letting the roads go all the

[11:58] way to where we have to do a full depth reclamation

[12:01] project. It's going to be a new focus and it's going to be rolled out in the

[12:05] next month um first to the board and then to the public. Uh so that is

[12:10] happening here. Um, financially, since we're going to be talking again about

[12:14] the the the township building project, uh, we had $3 million budgeted for this

[12:20] year for 2026. When we process the bills tonight,

[12:24] including the outstanding bills we still have with site prep and some additional

[12:29] monies for doing the some retrofit work for that first basin, we're going to be

[12:33] at about $2.1 million spent when we had $3 million budgeted. So, um, our 2026

[12:40] budget's actually looking pretty good. The rest of our numbers through the

[12:43] month of June for 2026, we are exceeding where we were the previous year in terms

[12:49] of revenue and we're lower in cost than where we were the previous year in terms

[12:53] of expenses. So, everything is right now kind of tracking. Uh, the big items that

[12:58] we still have are waiting on is getting the rack peak grant, which is $2.5

[13:01] million, which will really make the the budget whole at this point for the

[13:04] township. Then the last thing just to make discuss

[13:09] one more thing besides the last thing um September 1st um with the storm water

[13:14] authority guys seeing in the audience I'm seeing here uh we have the uh we

[13:19] have MS4 D compliance inspection going on. So we're going to be visited from D

[13:25] and they're going to do a three-hour visit and go over our entire MS4 program

[13:29] in the township. It's going to be a fun and joyous time at that point when that

[13:33] occurs. Uh but they will be going through our annual report. Uh if they

[13:37] have any questions or any emissions, they'll get brought up in there. They'll

[13:41] be going over our various plans and then we get to do what is MCM6

[13:47] uh activities, which is going through our public works and looking at our

[13:51] inspections. We're going to visit our pollution reduction plan site that we

[13:56] did the project for, visit some BMPs, look at some outfalls. It's a wonderful

[14:01] time. So, but that's coming. That's actually kind of a big deal. Um maybe

[14:06] I'll have Max Sher come by join me for that process, but that's going to be a

[14:10] big deal for the township. The town has never had a compliance visit before. Uh

[14:16] the last thing is on um yesterday um Prolis

[14:22] had previously requested permission to perform night work um and had that we

[14:27] had looked at zoning implications in terms of the noise ordinance. uh they

[14:31] have now formally come in and submit a request uh to do night work um and which

[14:38] they are not permitted to do with the township's UCCC ordinance which is our

[14:42] chapter 88 construction codes uh that states that any construction activity

[14:48] that's required to obtain a permit which is a building permit uh or that involves

[14:53] exterior construction commercial remodeling shall be limited hours of

[14:56] 6:00 a.m. to 9:00 p.m. violations ordinance shall be subject to penalties

[15:00] in that same section. Um so there's no clause in there where they come to the

[15:05] board of supervisors and request relief of that requirement. Uh so they are

[15:09] going to uh be submitting a what's officially called a UCCC appeal board

[15:14] appeal that's run by Capcog and that will be held on September 22nd at 5:00

[15:21] PM in Hampton Township. Um and the appeal is actually at the back of the

[15:26] engineer and manager's report for that. Um even if that grant appeal is granted

[15:31] by the UCCC board, uh prodologist will still be subject to nighttime noise

[15:36] limits that are in the zoning ordinance. So that that part doesn't go away for

[15:40] the noise limit requirements. But this is just for them to even have permission

[15:44] to do night work, which our our code does not allow to have happen. But the

[15:48] way that Pennsylvania's UCCC code is, there is a mechism for appeal. And I

[15:54] can't pretend to be an expert on this. All my years of doing this work. It's

[15:57] the first time I've ever been in a UCCC appeal. So, we'll be leaning on our task

[16:01] of solicitor a little bit more for guidance on that one. But I just wanted

[16:04] to publicly announce that. I know the board's aware it's more for the public's

[16:08] benefit at this point that we are aware of the request for prologes and um it's

[16:14] obviously something that we've not supported as a community and the board

[16:18] does not support and we will see how the appeal process works.

[24:34] doing more than in the past what their positions had called for. Um Donniey's

[24:39] basically taken over responsibility not just for the community center but for

[24:43] all of our buildings in the township now and taking on all of the new maintenance

[24:47] responsibilities for this building which is pretty substantial. And he's kind of

[24:52] tackled that with a lot of gusto and Dave is taking on a lot more work than

[24:57] just being the road master anymore. He is truly in charge of construction

[25:02] projects in the township and we're going to be putting things out to bid and

[25:06] doing things that have not been done uh before the township. And so the title

[25:11] title is really befolded of the role that he's providing for the township and

[25:16] the job he's doing. Uh they are both just outstanding employees for the

[25:20] township.

[29:19] was one of the things that our architect is directly responsible for and cause

[29:28] I'm working on a letter of finding that we will be applying towards our

[29:32] architect with that those cost issues and some of the other performance issues

[29:35] that occurred for the project. But the ECI supporting letter that they wrote

[29:40] really kind of encapsulates all the issues in a very clear and succinct

[29:45] format. So that what they provide you with their change request at two page
