tenants might have ideas of of other
things at which time we will come to you

beforehand discuss um and see see what's
uh see what everyone likes. But for the
[7:18]
time being, they'd like to just open um
they have their uh permit application in
[7:24]
with the board of trustees for outdoor
seating, which um includes some uh
[7:30]
outdoor lighting, seasonal. Um and
that's really that's really all. Um we
[7:35]
got your comments today. Um so I'd be
happy to go through them with you if you
[7:41]
would like to hear or if you'd like
written response. uh just let you know
[7:46]
let me know how you want to handle that
and um we're happy to accommodate.

And we have the Julian, the executive
director, and our architectural support.

Um, I've been to so many of these
meetings about this, I've kind of
[18:16]
forgotten what we've told to who, but
just real simply, uh, we're looking to
[18:22]
um remove some existing structures from
the uh the plan from the the site and
[18:29]
provide an 8,900 square foot um addition
to the back of the property and some
[18:34]
pretty extensive renovation internally,
mainly with the goal of uh creating more
[18:40]
seating.
uh so that at for the same tick price
[18:44]
we'll have more revenue so that we can
afford to bring in bigger names and
[18:49]
larger groups of people u is really what
we're about. We're just um this is on a
[18:56]
work session so we're not even public
hearing stage yet. I think because of
[18:59]
the size of the building we well I know
because of the size of the building
[19:03]
we've filed the special permit uh
application to the trustees
[19:08]
um because it exceeds the uh the code
limit for square footage and we met with
[19:14]
them last last week last week uh and had
a brief discussion with them about this
[19:19]
project and we're here to uh get this
project moving with you guys as well. Um
[19:26]
I think the big issue here is the
initial issue here will be uh secret if
[19:31]
I'm not mistaken. Um
so I don't know where you want to go
[19:38]
from here but we're to discuss any
aspect.

» We we we given some thought to to seeker
on this and uh the
[19:49]
the trustee the real big issue in this
is going to be parking and the impact on
[19:54]
parking. That's that that's the big
issue. And right now the trustees are
[19:59]
revamping, you know, there's a parking
moratorum and the trustees are revamping
[20:04]
the parking code
and what we're contemplating is that the
[20:09]
trustees will end up taking jurisdiction
over
[20:13]
parking. We're not going to call them
variances anymore. They're going to be
[20:16]
parking special permits. That's the
what's being contemplated
[20:21]
um at least for the downtown area
because that's the area where it's
[20:27]
municipal parking and the impacts are
going to be on the municipality as a
[20:30]
whole as opposed to any individual
site. So, um at least our initial
[20:38]
thought, you know, Brad and I talking
about it is that the trustees really are
[20:43]
likely to be the lead agency on this.
um because of all the work they're
[20:48]
working on as far as the
the new parking plan for the downtown
[20:54]
area. So, and I don't think we've seen
anything quite like this in terms of the
[20:59]
size of a
like a variance application for parking,
[21:04]
but um they'll figure out how to handle
it and the new code will contemplate how
[21:09]
to handle it. So most likely it it it's
going to make more sense for them to be
[21:16]
lead agency on this.

analysis. I think the the over
[21:28]
overriding issue here is the parking and
uh that's in the trustes hands both

because of the special permit and
because of the change of the law. So I

think that makes a lot of sense to Put
the lead agency there as opposed to
[21:43]
here.

And one of the conditions that they have
[23:37]
imposed is a letter from the CPF people
who provided the funds pursuant to the
[23:42]
easement to confirm that uh what we're
proposing is within the scope of what we
[23:49]
agreed to in that easement. But we'll be
happy to provide a copy of the easement
[23:53]
itself.

the ticket booth Wednesday and Sunday
but when you go online you get stuck

with all these brokers that charging 75%
higher.

there are some that um are selling uh
[29:45]
fraudulently and and it's it's a mess
and uh you know New York State the
[29:51]
attorney general I know is trying to
crack down across the country
[29:54]
everybody's trying to crack down on it
but it's really
[29:56]
» just to make myself clear I represent
the taxpayers of the village of
[30:01]

Beach and I think you might want to
[30:04]
consider an idea where village residents
could get a little more of a discount on
[30:07]
the tickets for some events.

a nice old house. U it's not an

and the barber shop and uh historical

it was designed. That's why it was
preserved the way it was preserved. As

Julian knows, I've spent most of the
last decade there. And, you know, I
[32:21]
enjoyed every time I was there because
of the way it was laid out. And, you
[32:26]
know, I could show my kids what it was
like when I used to go watch movies
[32:29]
there. And it's a it's a continuation
thing. And I just think the the way it
[32:33]
is is is part of the community. And I I
would just hate to lose that.

» Yeah, I understand. And I'm sorry to say
this, but um and Dave, you know how much
[32:41]
I love this theater. I've been there for
18 years, but one thing I've learned in
[32:45]
18 years and especially since CO is I I
don't mean to sound doomsday about it,
[32:50]
but I don't think the theater will be
able to sustain at 425 seats. And if I
[32:54]
thought it could, believe me, I I I
believe in the intimate nature of the
[32:59]
auditorium. I love that it's a
conversation between artists, but I know
[33:02]
John's going to speak to this in a
second. We have done everything we can
[33:05]
in the design to uh retain the intimacy
of the theater. That's so important, but
[33:10]
we need to have more seats. the cost of
acts. We want to bring in high quality
[33:14]
worldclass. You know, in 2011, 12,13,
you probably all remember we had
[33:18]
Blondie, the B-52s, uh Cindy Looper. I
mean, these are huge names that are
[33:23]
completely out of our reach now. And
even if we can get the marquee name
[33:27]
artists, the tickets are so wildly
expensive and we just we're not going to
[33:31]
be able to sustain. We're facing ticket
price resistance. um people don't want
[33:36]
to pay more than $150 per ticket,
understandably so in the the economic
[33:40]
times we're in. And so I think again
with community in mind, I think we have
[33:45]
to do everything we can to preserve um
the history and the intimacy of the
[33:49]
room, but I think we really have to
think in terms of how this theater is
[33:52]
going to exist for the next generations
to come.

work. Um we do a lot of landmark work

fabrics, the seating style, the general
layout is remaining the same. The front

entrance will not be it'll be repaired

You won't be able to see the lion share

of the work until you turn the corner.
As you know, there's a building on the
[34:40]
corner that hides everything but the
front of the building. That won't change
[34:44]
from Main Street. You won't be able to
see what we're doing from Main Street.

You got to go around the back. So, I get
it. You're right. It's a really special

place and it's going to stay that way.

I did is I went to Nikon for the
training material that they do for

what I would like to do is give that to
each member of the planning board and

anybody else who's interested so that we
all have a better understanding of the
[40:51]
secret process and the steps involved
um before we start a clock. You have to
[40:57]
start the clock. So when they file an
application, there's a requirement that
[41:02]
you begin the process as early as
possible. And so we can't just drag out
[41:08]
the beginning. Uh all you would be doing

that they're entitled to have it move
along. All we would be doing today is

there's really no I can't say there's

any reason not to do it unless you don't
want it anymore. I mean, if you change

your mind about being lead agency,

be a joint work session where they can

they can come as a board, not just as

one person or two people, but we can
advertise it as a joint work session

where you can hear their concerns about
things that they would want you as lead
[45:05]
agency to be looking at for their
benefit because that's the
[45:10]
responsibility of the lead agency is to
gather the information that all the
[45:16]
other agencies need to make their
decision. And so
[45:21]
um I thought it would be a nice thing to
have
[45:24]
» possibly a joint work session. We've
done it once before with when the
[45:28]
trustees were involved in an application
with you I think and we had the two
[45:32]
boards
I can't remember what it was for. It
[45:35]
might have been the old CVS or

advertised a meeting. And I think it's a

nice thing to do on a on an important
application like this.
