we had the water mill subdivision come

Uh we've done a lot of work because of
the weather. We ain't got nothing that

really changed on the list, but we got a
lot of things covered up. A lot of
[1:59]
subdivisions for the winter. Um and in
good shape. Uh we got about four or five
[2:06]
subdivisions we got in good shape for
the winter. Springtime we ought to be
[2:10]
able to
get them uh swapped over for maintenance
[2:15]
or at least get some more asphalt down.

we do got a new road list to book there.
We had about
[2:28]
3.17 miles of road that that going in on
our book on the new road list. Like to
[2:35]
get y'all's approval on. And on that
first sheet in that book, it's got all
[2:40]
the all the roads. A lot of them are
just adding on the previous roads we
[2:44]
had. There are a few that are are
running the road subdivision roads but
[2:48]
like to add them to our road list to

I know we got a few things we need to
[3:20]
discuss today about got discussion on
some bridges and some east division.

Mr. Bobby and I talked about few things
[3:32]
and uh I'll let Mr. Bob you want to talk
about each vision? We'll go ahead and
[3:38]
talk about each. Well, I talked to Chad
about this because it's not in my road
[3:42]
commission district, although a bunch of
my constituents drive up and down it.
[3:46]
Probably everybody's doing it. Um,
you know, 25 years ago, I spent a lot of
[3:52]
time begging money from T dot
and I was down there all the time.
[3:56]
Probably 20, 30 times I went down there
trying to get a grant for this and a
[4:00]
grant for that. And you know, in the big
leagues, if you hit 300, you can get in
[4:06]
the Hall of Fame. If you hit 100 at T
Dot, you'll get in the Hall of Fame. I
[4:10]
didn't ever hit 100. It's It's hard to
get road projects. It's hard to get
[4:13]
grants. But I'll tell you the way I
think we're going at this East Division,
[4:18]
I don't think we're ever going to get a
grant. I don't think Mount Jul's going
[4:22]
to get a grand. I don't think Lemon is
going to get a grant. And I'll tell you
[4:25]
why. Cuz I got to thinking about it.
It's only a five mile road.
[4:30]
And T Dot is not going to want to see
that thing peacemeal and fixed. They're
[4:36]
not going to want to grant Lebanon a
little half a mile and us two and a half
[4:40]
miles and Mount Julie a couple miles.
They're not going to do that because
[4:43]
we'll all get fussing about it. They
don't like that.

So, I got thinking maybe there's a
better chance that we all have we got
[4:52]
together and went down there with a
project because there's three lines at T
[4:57]
dot. If you go down there and try to ask
for money, there's three lines you can
[5:00]
get into.
One of them is the is the dream. I got
[5:04]
an idea. It's a long line. The second
one is a a plan. You go down there with
[5:10]
a plan. You roll up a tube and you can
go down there and have a plan. It's a
[5:13]
pretty long line, too. If you go down
there with a project,
[5:17]
you know, it still probably take a
while, but at least it's a short line.
[5:22]
And and I don't see any other way we're
going to get a grant. And I talked Chad
[5:26]
about this. And I know there's a lot of
ideas about going to this bad section of
[5:30]
East Division and fixing that and going
over here and fixing this, but that's
[5:35]
not going to fix East Division. That's
just going to chase the problem to the
[5:38]
other part of East Division. We're going
to have to fix the whole road, right? Am
[5:42]
I wrong about I mean, am I saying
anything out of out of out of step here?

I mean, it's five mile road. It don't
have shoulders on it for most of it. And
[5:52]
the problem is is if if somebody puts a
tire off, they look at their phone or
[5:55]
whatever, they put a tire off the road,
they overcorrect getting back on the
[5:58]
road and next thing you know, you got
another head-on collision. That's what's
[6:01]
that's what's been happening. And so the
only way that I see how to fix it. So,
[6:06]
how will we do that? Well,
we're going to have to figure out a way
[6:09]
to all get together. I think Mount
Julie's already designing a project, but
[6:15]
they're even admitting they think
they're going to have trouble getting
[6:18]
their grant because it's only like a
couple miles. They're not the whole road
[6:22]
either. So, is T dot going to give them
a grant to go two miles and stop? Well,
[6:26]
they might even make it worse because
somewhere it's going to have to taper
[6:30]
back down to the old road again. So, I
don't think they're going to do that.

They rather give the money to somebody
in West Tennessee somewhere. So, I guess
[6:37]
what I'm bringing to the the board today
is any ideas y'all got how we if if it's
[6:43]
a good idea to try to work with Lebanon
and Mount Mount Juliet to try to do
[6:46]
this, try to get together beforehand,
try to go down there all together
[6:52]
and how do we do that? You know, I'm
open for suggestions cuz that that's not
[6:56]
even going to be easy. I mean, they're
busy. We're busy. We got different road
[7:01]
crosssections. I got different road
cross-sections.

So I just want to throw it up there. Tip

on the M yet Jet portion. Are they going
to the Golden Bear on Division?

Cyer uh and u because I talked to him
about the options of doing the 3 million
[7:43]
and fixing those four spots and he felt
like that the um the data they went with
[7:48]
the last time uh had gone up 40% on
traffic and 35% on crashes. And he felt
[7:54]
like he could apply between now and May
or April with this FWA grant of the
[8:01]
SS4A. and he felt like they would get
that this time. They got four roads this
[8:06]
last award in Mount Jet, he shared those
with me. So I said, so before I talked
[8:12]
to Chad about doing that 3 million here,
uh I said, "Let's do the timelines on
[8:17]
both." So we did a timeline on the
grant, which he said could be delivered
[8:21]
by December of 27, not funded till
March. Uh and he said, "But so you're
[8:28]
looking if you went ahead and did the 3
million on the four spots right now that
[8:32]
in 6 months you would tear it out if you
got the grant." And he said he feels
[8:37]
good about the grant because those four
ones that were granted for Mount Got uh
[8:41]
this last year. So he has said he's
committed to applying for that and
[8:45]
making that happen.
So on East Division, the RTP uh regional
[8:51]
transportation plan 2050 plan uh is in
the work. I talked to T dot after being
[8:56]
you talked. Uh they feel like Jay Norris
feels like they do have a good shot of
[9:01]
getting uh Mount G some funding for that
one from Mount Giet Road to Rutland
[9:06]
Drive and then we would pick up Rutland
Drive to the city limits of Lebanon.

» Now let's see from Rutland Drive to the
bridge is still city of Mount Jup.

cooperation because we we already have
their endorsement from last time that we
[9:55]
applied for this them and Kristen Rice
as well. Matt White was the Mount Ger
[10:00]
one who did that. So he feels good about
that.

But he said so right now you get that
grant that's 8020 match. That 3 million

is going to go a long way on a 20 match

question then. So, how far is it from
Rutland to the bridge?

it's close to a mile. It might be 710

the other side of that uh where the city
led comes in to where it's it's wide

right there in front of the fire
station. How far is that from there to

Mount Julie, you might as well do a mile

for 11 and cover the whole thing

development fixing come in and they're
going to fix that box coverage there and

they're going to make a three lanes

see, we've done applied for three

the time he went to do that because we
went back and found the time when the

the problem with this. Every time you
ride in a road, you got to you got to go

get rideway. You got to move the

people there. You got to bring dump
trucks in. You gota you gota bid it out.

You you got to start project, right? So
if you got Lebanon doing it and we doing
[12:20]
it and Mount Julia doing it all
separate, you're going to do all that
[12:23]
stuff three times and you're not going
to do it at the same time and you're
[12:28]
going to build three different roads.
They're not going to match. They're not
[12:32]
going to be built at the same time by
the same people. and and it's going to
[12:36]
take forever to wind up with something
that's going to be peacemeal even when
[12:42]
it's done. And and so I guess what I'm
trying to say is 5 miles ain't a long
[12:46]
road for T dot. Mount Juliet from
Highway 70 to Providence is 5 miles.

They did that in 18 months. They did
that. I was there. It was 144 pieces of
[12:58]
right away. Every utility was moved,
everything. But it was a five mile
[13:02]
project. But we're wanting to bust this
up into three little bitty projects.
[13:08]
Even if T dot did grant it, we're
essentially going to tell the public
[13:12]
they're going to be in a construction
project from now on. They're going to be
[13:14]
three different ones and we ain't going
to have control over two of them. And so
[13:18]
I I guess the alternative would be and
maybe it's not an alternative. Maybe the
[13:23]
city of Lebanon and the city of Mount
Julie don't want to do this and and and
[13:26]
wouldn't want to work with us. But on
the other hand, what what if we could do
[13:30]
it that way? What if we could just say,
you know, when we do the rightway, we're
[13:36]
going to get all the right away. When we
do move the the utilities on this five
[13:39]
miles, we're going to do it all at the
same time. If nothing else, the people
[13:42]
going up and down east division are
going to be a whole lot less troubled by
[13:46]
it. And so, you know, you see what I'm
saying? And it might even enhance our
[13:49]
ability to get the grant because
remember if if we connect with Mount
[13:54]
Juliet and Lebanon and us, there's three
different, you know, cities and counties
[13:58]
going down there and asking, that's
that's a lot. We're all agreeing. Plus,
[14:02]
we got the biggest commercial
building in state of Tennessee down
[14:07]
there.
It's Amazon. I mean, they know that,
[14:11]
right? They know it's grown down there
and bound you adding to it. We'd kind of
[14:16]
be I think I think we'd enhance
everybody's chances of getting the
[14:19]
project. The downside is we'd have to
work with Leon Mount Juliet. We'd have
[14:23]
to agree on a cross-section. We'd have
to agree. We'd have to agree what the
[14:27]
road's going to look like on the front
end, but I'm not sure that's a bad
[14:30]
thing. Do you really want us to fix it
and go through all this trouble and it
[14:33]
be like this all the way down it? I
mean, I'm just
[14:36]
» I agree. I agree with everything you
said, but I we've been sitting here for
[14:42]
the last 3 or 4 years hoping and wishing
on a prayer that we get a grant. We've
[14:46]
got to put the foot forward somewhere
and and start something. Uh I mean, and
[14:51]
and we do. I mean, seriously, I hate to
be the bearer of bad news, but and but
[14:55]
I'm willing to do what the mayor says
because he feels pretty good about it.

Why Why don't we wait till April and
Well, that April is when he applies
[15:03]
though, right? Or is that when he'll
know something? We're getting applied in
[15:06]
April. And I think that to go back to
your conversation, it can be done at the
[15:10]
same time. What we're having discussion
about right now is finding the funding.

to do at the same time. If they get the
funding, that's good, but if they can't

get the money, they can't get the
funding. But the county park that we are

in charge of,

with that being on me. I'm going to make

damn sure it gets applied for this time

life on that road and we need to apply

with going ahead and pushing for this
three million and fix those four bad
[15:39]
spots. If they going to tear it down in
6 months now that that that that don't
[15:44]
make any sense to me in my opinion and
I'll know by December if we don't get it
[15:48]
then yeah then take the 3 million and go
pick 73 spots cuz then it's a long way
[15:53]
away. But we got to have funding. And
then they can if we get the funding, if
[15:57]
we get the FWA with SS4A, that's fine.
Then coordinate them with Mount Jude
[16:02]
said, "Hey, if you'll pony up and get
your grant going, let's do it all at one
[16:05]
time with one construction group." I got
no problem with that. But right now, we
[16:08]
don't have a dime and we ain't got
enough money to go do it. Nobody does.
[16:13]
So, I mean that I mean I spent the last
four days working on ever since you
[16:16]
called me about putting a committee
together. I said, "Hey, I called T dot,
[16:20]
talked to Jay Norris for a while." Yeah.
and Jay and and of course I mean and we
[16:24]
and we've identified and I want to get
with you guys pretty soon in Christopher
[16:28]
because we've talked just this recently
about how do we handle subdivisions one
[16:33]
going in out there on Maple Hill this is
a conversation you know how do we handle
[16:37]
it I called Michael Skipper Michael said
you know you can ask if they annex into
[16:41]
the city you don't really have any say
so but he said if you want to ask that
[16:45]
developer to do a traffic shed study to
find out what it's going to cause your
[16:50]
network county roads ask them to pay for
that and do that. Now, they won't pay
[16:54]
for all that improvement on those roads
because you get aft for that, but they
[16:58]
could be asked to pay for some of that.
Now, they may tell you to take a flying
[17:02]
leap, but he says right now there is no
money out there for that in any county
[17:07]
uh in Tennessee. And so, we all have to
ask, but that's what the public has been
[17:10]
asking us forever. Development goes in,
what are you doing about my county road?
[17:15]
And that's and that's something that
that we're going to sit down this next
[17:18]
week if we can and address. How do we
address those? because we've got to do
[17:21]
that. We've done everything else in the
county. We've added wingless stations,
[17:25]
jails, schools, everything else. But our
county roads need some attention. And
[17:30]
that's not really on you because as I've
learned, road commissions were not
[17:34]
designed to build roads. No, they're not
doing it anywhere in the state. But as
[17:38]
we've all learned this growth, they're
all paying right now because they're
[17:42]
getting traffic they can't handle and
you don't have the budget for that. So
[17:46]
something's going to have to be done or
have a plan to address that. And that's
[17:49]
what I want to talk Well, yeah, but I
mean, and I agree with you one thing
[17:52]
that none of this is any of y'all's
fault. It don't have anything to do with
[17:56]
us. Technically, it's our fault cuz
we're letting development come in and
[18:02]
we're getting outgrown and the roads are
not keeping up. The water's not keeping
[18:06]
up. The sewer's not keeping up, and we
we keep putting stuff in. I mean, you
[18:10]
know, and that's just the way I feel
about it. So, and I had to take a hard
[18:14]
look to figure out because I was like,
man, I got to go out to the road
[18:17]
commission. we need to get these roads
fixed. Then I'm like, man, well, over
[18:21]
here, this development, you know, I just
got one out there on Hartsville Pike. I
[18:25]
think it's the greatest thing. They
could put three 400 houses in there.
[18:28]
They only want to put 70. So, you know,
and and of course the people out there
[18:31]
was kind of fussing about that and they
don't understand. You can put 300 there,
[18:35]
but he's just want to put 70, you know.
So, but once we start adding them, of
[18:40]
course, Archville Pike's wide enough
that they can handle the flow of the
[18:43]
traffic and all of that stuff, but what
if they turn around and go back to
[18:47]
Spring Creek trying to get to Tucker's
Crossroads uh uh school? It's narrow. I
[18:52]
mean, the road is narrow. And so, um we
we still I I had I had that on my mind.

You got Philips Road. It's a one lane
bridge going down through there. And so,
[19:01]
and and that's where they're going to
go. They're building houses over in
[19:04]
there, too. So, we just got to do
something. I mean, we we have to do
[19:08]
something. We might have to start, you
know, thinking about it in this new
[19:12]
budget or whatever that we're going to
have to set money aside to build these
[19:14]
roads, you know, somewhere. And I ain't
talking about just pulling a little bit
[19:19]
from here, a little bit from there. We
need a fund to start building these
[19:22]
roads. I I I firmly believe that.
>> And we set aside the fund for the
[19:26]
mineral tax.
And you may want to address in November
[19:29]
putting the will tax out. And that's let
the people vote on that's 3.75 million
[19:34]
to do that. But when you say this body
right here has it at fault, we don't
[19:38]
approve subdivision and we can't
commissioners. Yeah. And we but but
[19:44]
commissioners don't approve subdivisions
either. And we can't stop uh that
[19:47]
annexation from going into the city. I
mean they've left that to the people.

Now the people get to ask that. The
city's not asking that. And the growth
[19:53]
that we've taken a beating for 85% of
it's in the city. It ain't in your
[19:57]
county. I mean you can go a lot. We got

out there that that's not

the growth has been in the county,

size to 50 acres, but I'm still going to
have traffic because the growth that
[20:23]
I've got is inside the city that I don't
control.

little bit of the developer to help us
on some of these network roads, that's

the best bang that we got in my opinion
for this. I don't know if there's

anything else we can do. But again, we
can only ask. Mike will tell you, we

can't make them do nothing.

do get it. Let's just say we do get a

grant. We're going to have to get right
away. What if they don't want to sell?

first is what I look at it.

trying to get something done for our

whole section, correct? fire section the
the uh the regional transportation plan
[21:53]
already has the project enlisted and
money committed to it for east division
[21:58]
from Mount Jet road to Rutland Drive. So
that already has that's already in the
[22:02]
works. So I know you know this but so
for every road that have to have to get
[22:06]
started the first thing it's got to do
it's got to get to GNRC it's got to get
[22:09]
on the NO it's got to get on the
regional transportation plan. Once it
[22:12]
gets there then the next step for it to
do is to get into the tip three the
[22:16]
transportation improvement plan which is
a three-year plan. And that means it's
[22:18]
got some funding dedication. Then it's
got to get to the 10-year plan uh of T
[22:22]
dot. They've got to accept it. But T do
DOT is not going to accept any road
[22:26]
that's not started out in the GNRC.
Period. And and and so for us in our
[22:31]
county road, we have to get that road on
that list. And we've got to get a
[22:34]
funding source. And the funding source
is the SS4A grant. Unless you want to
[22:38]
pony up the money to do it. Bottom line.
So right now we got a chance for a
[22:42]
grant, which is the best thing for your
citizens to get 80% of that money. And
