[11:01]
But i'll say it again.
[11:02]
Um, so I move there.
[11:05]
Five years ago from
the Middle East
[11:07]
not knowing what HIV, HIV
means actually, or prep means.
[11:11]
And, um, I came to Alton
Manors and they didn't even
[11:14]
know that something
like this, you
[11:15]
know when, when you're a gay man
living in, in in the Arab world
[11:20]
your dream is to have like,
to build something like this,
[11:22]
you know, like, oh, my God,
a city where everyone is.
[11:25]
Well, mostly sorry.
[11:25]
You know, most of people
like, oh, yeah, absolutely.
[11:29]
That's a dream.
[11:30]
But then it actually
it's the truth.
[11:32]
So i came here, and I
started meeting people.
[11:35]
I remember i mean, I met.
[11:37]

people in this room,
[11:39]

[11:41]

[11:45]
the vice mayor, Chris Caputo.
[11:46]
Actually, that I met here.
[11:48]
And I met I know.
[11:49]
And then I met commissioner
Don Commissioner Mike.
[11:53]

[11:55]
Paul.
[11:55]
Sorry, but.
[11:56]
Or the mayor here.
[11:57]
But yeah and I got the support
of the community and I worked.
[12:03]
I've been working for H.f.
for almost four years,
[12:05]
and we have been helping a
lot of people and prevention
[12:09]
and treatment of HIV I
am really honored today
[12:13]

[14:32]
You, Mr. Mayor.
[14:33]
Our city commission.
[14:34]
I want to thank you all
in our community tonight
[14:36]
for allowing our
police department
[14:38]
to take up a few extra seats
to allow our team members to be
[14:41]
here tonight to support
their award recipients
[14:44]
but also their family members
and their children that
[14:46]
are here tonight.
[14:47]
I see is with us.
[14:49]
Gary Block, your
chief of police.
[14:51]
And I would like to ask Officer
Steven Tapia to join me up here
[14:56]
Officer Poirier,
Officer man Fergus
[15:08]
So we're going to start with
Officer Officer Steven Tapia
[15:10]
right here.
[15:11]
He's going to be recognized
and those are for the court
[15:13]
for the second quarter of 2026.
[15:16]
And he began he began road
patrol here on January 16, 2026,
[15:20]
after successfully
completing field training
[15:23]
in just a few short months.
[15:24]
You quickly
distinguished yourself
[15:26]
through your initiative, strong
work ethic and commitment
[15:29]
to serving the community
during the second quarter,
[15:31]
you accounted for 20% of the
agency's traffic citations
[15:35]
and warnings, issuing Eight 147
as part of our traffic education
[15:39]
and enforcement efforts That
looks to reduce traffic crashes.
[15:43]
You also handle 9%
of the agency's calls
[15:45]
for service authored.
[15:46]
9% of all reports are
responsible for 8% of arrests.
[15:50]
An impressive level of
activity for an officer.
[15:52]
So early in your career,
but your performance
[15:56]
is more than just statistics.
[15:58]
At 1249 on June 29th,
you responded with
[16:01]
fellow officers to a
burglary in progress
[16:03]
at an occupied residence.
[16:04]
After a neighbor reported
someone attempting
[16:07]
to break into the apartment
of an elderly woman
[16:10]
who was home at the time.
[16:11]
You and your fellow officers
quickly located the arrested
[16:14]
and arrested the offender.
[16:15]
But your work did
not stop there.
[16:17]
Through a thorough follow
up and investigation,
[16:20]
you obtain an admission
from the offender
[16:22]
and uncovered
additional evidence,
[16:24]
including stolen property
and burglary tools.
[16:27]
Your work that morning
demonstrated initiative,
[16:29]
sound judgment and a commitment
to seeing the investigation
[16:32]
through There's also
another incident here that's
[16:35]
going to be mentioned
here momentarily
[16:37]
but all sorts happy
in a short time.
[16:39]
You have proven to be a
proactive and dependable member
[16:41]
of the department, whether
enforcing traffic laws,
[16:43]
investigating criminal activity
responding to calls for service
[16:46]
or helping someone during a life
threatening emergency you have
[16:50]
shown what it means
to be committed
[16:51]
to your profession, your
fellow officers and most
[16:54]
importantly, the community.
[16:56]
We serve.
[16:57]
I'm going to segway
right into a life saving
[16:59]
and commendation
award, and we're going
[17:02]
to invite Officer man Fergus.
[17:05]

conversation along with Officer

met by the child's mother who
[17:22]
was holding her unresponsive son
and urgently needed their help
[17:27]

[17:30]
and determine that his airway
was obstructed by fluid
[17:32]
and mucus while he was
experience seeing a seizure
[17:35]
and an extremely high fever.
[17:38]
Knowing every second mattered.
[17:39]
You acted without hesitation.
[17:41]
Officer Tapia positioned
the child while also
[17:43]
remained food was administered.
[17:44]
Black back blows
clearing the obstruction
[17:47]
and restoring his breathing.
[17:49]
I'll tell you what, if you watch
that body worn camera, man,
[17:51]
it was some great,
great police work
[17:54]
And for that child to be
here today it is awesome.
[17:57]
Not in this room, but
today it is awesome.
[17:59]
Recognizing the need for
advanced medical care.
[18:02]
Officer Tapia, you then carried
the child more than 500ft
[18:05]
to the awaiting paramedics while
lifesaving efforts continued
[18:08]

Just One Thank you so much.
[21:07]
Thank you Thanks,
Chief Thank you.
[21:13]
All right Now we have
the Broward County chief
[21:15]
resilient officer, Dr. Herr.
[21:16]
I know you here.
[21:18]
There you go.
[21:19]
You are.
[21:20]
How are you I don't
know who is at first
[21:23]
was coming in for this, so I
just like, let them go first.
[21:26]
I wasn't skipping
you on purpose.
[21:29]
How are you doing tonight?
[21:30]
Doing very well thank you.
[21:31]
Mayor, Vice, Mayor,
Commissioners Appreciate
[21:33]
the opportunity Yes, please
to have a few minutes
[21:37]
on your agenda today.
[21:39]
I am the chief resilience
officer for Broward County
[21:43]
and I'm here on behalf of
the Broward County Commission
[21:45]
to share a new grant
program that the county
[21:48]
commission is rolling
out just just about now.
[21:52]
And that is grant funding
in support of infrastructure
[21:55]
for improvements to aid
flood risk reduction
[21:59]
and earlier this year
there was an announcement.
[22:03]
And decision to move
forward with a $20 million
[22:05]
round location to
support these investments
[22:09]
through a grant program that
will open on September 2.
[22:14]
The focus is flood
risk reduction
[22:16]
And given the implication
of rising seas and rainfall
[22:20]
intensification and what we
know that means to flood risk
[22:24]
and damage losses and economic
disruptions in our community,
[22:28]
We spent several years working
on the development of a county
[22:32]
wide resilience plan focused on
dozens and dozens of scenarios
[22:36]
of flood risk Ultimately,
[22:38]
there were a suite of
adaptation projects
[22:41]
that were recommended there
captured in the banner there
[22:44]
on the right The point being
that these investments are
[22:48]
indeed county wide but
the county commissions
[22:52]
and they and they fall into
a variety of categories
[22:54]
and these will
occur over decades
[22:57]
But there are
projects that we know
[22:58]
we can advance much
more quickly, delivering
[23:01]
flood risk reduction.
[23:03]
With those benefits that
will accrue each year.
[23:05]
And those are investments
that support in some of this
[23:08]
won't be necessarily relevant
to every type of infrastructure
[23:11]
you have in the city.
[23:13]
But control structures
on canal floors,
[23:16]
pumps, inland and coastal
oil and culvert improvements.
[23:21]
The risk reduction that we
modeled for Wilton Manors
[23:24]
is revealed here.
[23:25]
The image captures anticipate
and flood elevations
[23:29]
with Two full feet
of sea level rise,
[23:31]
which is our 2050 condition.
[23:34]
A 100 year rainfall event and
20 year storm surge scenario
[23:39]
So the red areas show where
we would expect to see
[23:41]
more than two feet of water.
[23:43]
The yellow areas, you
know, six inches to a foot.
[23:45]
And then the light green,
less than Six inches.
[23:48]
And the image on the
left shows no adaptation.
[23:52]
And the image on the
right shows the adaptation
[23:55]
projects that we modeled.
[23:57]
And you can see the
relative improvement
[24:02]
The modeling incorporates
the types of projects that
[24:05]
enhanced orange water
conveyance, green infrastructure
[24:09]
improvements.
[24:10]
You know, there images
on the right kind
[24:12]
of reveal what it
looks like, but then
[24:14]
you take it into model land.
[24:16]
And that's how we're
trying to trans slate
[24:18]
the performance of projects to
the risk reduction And in total,
[24:22]
we also wanted to look at
not only the risk reduction,
[24:25]
but what it means
for economic cost.
[24:27]
And we know with rising
flood insurance costs
[24:30]
potential threats to property
value use, when you have
[24:33]
repetitive losses those
implications for tax revenues
[24:38]
when values drop, revenues do.
[24:40]
And it makes it
harder and harder
[24:41]
to keep up with the
infrastructure investment
[24:43]
that we need, which is the point
of invest now rather than defer
[24:47]
on improvements that we
know will need to be made
[24:50]
in any eventuality But the plan
comes with a very significant
[24:55]
cost We were looking at
about 28 billion in total
[24:59]
through public and private
investment over the next Four
[25:03]
decades or so So we really
worked over this last year
[25:07]
to break it down into
something more manageable
[25:11]
And the commission started
with the first billion
[25:14]
and anticipated capital costs
being those pumps culverts
[25:17]
and control structures, things
that can go in the ground.
[25:20]
we also know that there's
about another 2 billion
[25:24]
anticipated in additional
infrastructure in the way
[25:27]
of pumps and seawalls are
going to be an important area
[25:30]
of investment for community such
as yours and our coastal areas
[25:34]
But to get started we had an
initial grant program last year,
[25:40]
started with culverts
demonstrated a really strong
[25:43]
leveraging of funds,
and the Commission
[25:45]
is seeking to achieve that same
formula with the allocation now.
[25:50]
So we're prepared
through the program
[25:52]
to provide a 25% cost
[25:56]
overall are obligated
to staff is to leverage
[25:59]
those dollars 5 to 1.
[26:00]
Some projects will have a
higher and lesser return,
[26:03]
but the goal is year
after year for 15 years.
[26:06]
If we can leverage the dollars,
well, we can put $1.5 billion
[26:10]
of infrastructure in
the ground while we're
[26:12]
working on the larger solutions
that help with the more
[26:15]
complete plan, I will
share the county's
[26:17]
capital budget workshop today.
[26:20]
That funding was represented in
the five year capital program
[26:23]
So it is the direction
that the Commission
[26:26]
is interested in taking the
grant criteria detailed here.
[26:31]
I won't need to go over that.
[26:32]
They are posted on the website
at Resilient Brower We're here
[26:36]
to encourage you the city's
application to ensure that you
[26:40]
all know about the grant
funding opportunity
[26:43]
We realize this is year one
next year may be a little bit
[26:46]
more planning in advance
because we can anticipate
[26:49]
that potentially
the partnerships
[26:51]
and the funding resilient
Florida grant funding
[26:54]
can also be leveraged.
[26:56]
But our goal is, is
bringing as much dollars
[26:58]
back to Broward County
and our communities
[26:59]
for the flood
protections we know
[27:01]
we need The grants will
allow for a project
[27:04]
over a period of three years.
[27:06]
What's shown here in this image
is the areas where we anticipate
[27:10]
the city of Wilton
manors would ultimately
[27:12]
need additional
pumping and drainage
[27:15]
on the back side of sea walls
that would be constructed.
[27:18]
So we didn't predetermine where
those project locations might
[27:22]
be, but recognize that we
expect in your community,
[27:26]
you'll be looking at that
whether it's this year or later
[27:29]
years So i'm acknowledging
that's an area
[27:34]
like active opportunity
for the city
[27:36]
and the dollars can be
used to support design,
[27:39]
construct design,
and permitting.
[27:41]
But the deliver proposal
must be construction
[27:44]
The details on the timeline
for the grant program
[27:47]
are shown here.
[27:48]
Again, we'll formally open the
portal on September Second,
[27:52]
will receive applications
through the end of October.
[27:55]
Look to rank and
evaluate for our board
[27:57]
by the end of December.
[27:58]
And then hopefully have those
grants issued in in the spring.
[28:02]
So thank you for your
time and attention
[28:04]
and look forward to receiving.
[28:05]
Applications are working
together through you.
[28:07]
Any questions you, your team
might have any questions.
[28:11]
So thank you for.
[28:13]
Thank you very much appreciate
it There's a huge problem for us
[28:17]
down here, I promise
you Thank you All right
[28:23]
We're going to start comments
from the public You're going
[28:25]
to get three minutes,
please state your name
[28:28]
and address for us, please.
[28:30]
And when the buzzer goes off,
we have plenty of people here
[28:32]
tonight, if you'd please
stop your comments
[28:34]
when you hear the buzzer
I really appreciate it.
[28:38]
Anyone here would
like to come up
[28:39]
and speak you can be second I'll
be very, very quick I promise.
[28:52]
Hi.
[28:52]
Melody Manning to 428
northeast Sixth Avenue.
[28:56]
I'm actually not here to talk
about any of the big projects
[28:58]
and I did want to acknowledge
the fact that we all
[29:01]
know Dolly Parton died today.
[29:03]
And she was my idol.
[29:04]
So I came up here just to read a
quote from Dolly because I think
[29:08]
it pertains to all of us in
this room that are working
[29:11]
towards a better community.
[29:14]
And I promise i
won't be the quote.
[29:16]
My favorite Dolly Parton
quote, which is that
[29:18]
takes a lot of money to look
this cheap and I quote this.
[29:23]
And she said, and I
quote, If you can't change
[29:26]
the whole wide world, change
your own little world,
[29:29]
we can look around us.
[29:30]
So what for our
community, help the people
[29:33]
and make the world a little
bit better That kind of change
[29:36]
doesn't make headlines
but it matters.
[29:39]
And i wanted to come up here
and say that everybody that
[29:41]
is in this room right now is
trying to help their community,
[29:43]
even though we don't
agree on a lot.
[29:45]
And we fight quite a bit.
[29:48]
We fight because we believe what
we are doing for our community
[29:53]
matters That's all Thank you
And we still respect each other
[30:02]
after our comments
because we all try
[30:05]
to live here together Go ahead.
[30:08]
Hi my name is Gary
Defi reside at 2015
[30:12]
Northeast Seventh Avenue.
[30:14]
I am here to voice my
thoughts regarding the shops
[30:18]
of Wilton manors development.
[30:19]
And it's impact on.
[30:21]
Cut through traffic
and Northeast
[30:23]
Seventh Avenue 20th Street
21st Street and 22nd drive.
[30:29]
I appreciate the measures
already implemented
[30:32]
by the city and the
developer for traffic egress
[30:36]
and to seven three
avenue include left
[30:39]
turn only a no turn right
lighted signs directing traffic
[30:45]
towards Wilton Drive the raised
diverter curb pavement signage
[30:50]
and the traffic calming
table we currently experience
[30:55]
an excessive amount of
cut through traffic even
[30:59]
with the existing
building at zero capacity.
[31:03]
As stated in the city
of Wilton Manors,
[31:05]
traffic calming
manual drivers cutting
[31:08]
through residential neighborhood
create a significant danger
[31:13]
to children Walkers, joggers,
bicyclists, pets and wildlife.
[31:19]
This situation atIon
encourages motorists motorists
[31:23]
to use shortcuts
through our neighborhood
[31:26]
even during non-peak
hours causing
[31:29]
justify both concern
among residents regarding
[31:33]
safety and livability.
[31:35]
For a context, I have a newborn
baby living across the street
[31:40]
from my house.
[31:41]
I have a neighbor
next door that's
[31:43]
blind The city of Wilton
Manors traffic calming manual
[31:50]
indicates that Wilton Drive is
the intended route for traffic
[31:55]
from this development rather
than Northeast Seventh Avenue,
[31:59]
which is a residential street.
[32:02]
Again, I appreciate the measures
already taken from the city
[32:07]
and the developers and the
additional traffic calming
[32:11]
measures that can be improved to
protect our residential streets
[32:17]
would be greatly appreciated
by our residents.
[32:21]
Thank you for your
time and attention
[32:23]
Thank you Anyone
else like to come up
[32:29]
and speak Come on
up on one second.
[32:37]
No.
[32:37]
Come on.
[32:38]
No yield bear.
[32:41]
No, you guys see how polite.
[32:43]
We are Cause Sure.
[32:47]
325.
[32:48]
Northeast 25th Street.
[32:50]
Good evening Mayor.
[32:51]
Commissioners, city staff and
residents and guest myself.
[32:54]
Objective tonight and over
the next several commissioner
[32:57]
meetings is to provide document
details Why commissioner are
[33:00]
we should not be elected
mayor what manners
[33:04]
And that's why I'm here as you
do not deserve to be mayor, more
[33:08]
or less a commissioner
the last four years,
[33:11]
as you should have been
reprimanded and/or removed
[33:14]
as you knowingly violate the
city charter to falsely pursue
[33:18]
me truly my civil
rights were violated
[33:21]
and I remain civil until now
I regret having to relive
[33:25]
the hell you put us through,
but I'm driven to expose
[33:28]
your abuse of power
and vindictiveness
[33:31]
that we were subjected
to by you Parolee.
[33:34]
You are not worthy to be mayor.
[33:36]
A will manners I hope a lot of
you here are dolphin Democrats.
[33:41]
And so you're here tonight.
[33:42]
You'll be here on September
the eighth in that.
[33:44]
And also on September the 22nd.
[33:46]
I'll be here again So
on August 23, 2022,
[33:51]
for four years ago on a
Sunday night at 8:17 p.m.,
[33:56]
I was served a false restraining
order for stalking And upon
[34:00]
review of the restraining order,
I easily identified as actions
[34:05]
tied directly to the efforts
of Vice mayor Rowley,
[34:09]
where Where is you?
[34:11]
Yes Yeah.
[34:11]
As an emergency.
[34:13]
This is not an accusation but
an admitted fact, by Vice mayor.
[34:19]
Really himself.
[34:20]
At a meeting he requested in
writing on November 17 2022,
[34:24]
at City Hall So who
in the heck is Carl?
[34:27]
Sure.
[34:28]
Why would he do this My
background My partner
[34:33]
and I came here on
vacation in 2015.
[34:36]
We fell in love with
William Manners.
[34:37]
Purchased a home,
and we relocated
[34:39]
from Houston May of 2016.
[34:41]
We are both 2018 ICU graduates.
[34:44]
And I successfully pursued a
board position on the Berkeley
[34:47]
Recreation Advisory
board July of 2018
[34:50]
as an active park and Recreation
Advisory Board member mayor Flip
[34:54]
and reached out and asked
if I could cobble together
[34:57]
city naming procedures
and that was
[34:59]
successfully
accomplished Adopted
[35:01]
by the city prior to his death.
[35:04]
Our naming procedure was
signed by Mayor Flippen.
[35:07]
We're used for the first
time for Mayor Flippen
[35:11]
I served two terms on the
Parks and Recreation Board
[35:14]
in my last years.
[35:15]
Chair until My term
expiring June 30th, 2022.
[35:19]
For the last Seven
years, I have been
[35:22]
the sole volunteer recruiter
for a taste of the Alan.
[35:27]
The last you're Being
our 20th anniversary.
[35:29]
I recruited a record 55
participants for me each year.
[35:35]
It represents hundreds of
dedicated hours and dollars out
[35:38]
of my pocket to ensure
success As currently I'm
[35:42]
vice chair of the Sunshine
Cathedral foundation
[35:45]
and Facilities chair for the
Sunshine Cathedral Campus
[35:48]
and our Sunshine Pride House
So this is me giving back
[35:53]
at the next commission meeting
Copies of my restraining order
[35:56]
will be made
available this summer,
[35:58]
we need about
Hundreds or so copies.
[36:00]
See you in September.
[36:01]
Thank you Please come
Surprise my people about I
[36:18]
had something all
written out, but I'm
[36:19]
just going to skip it What
happened to Carl was a travesty.
[36:24]
I've looked into it because
I can't keep my nose out
[36:27]
of certain things
and I can tell you
[36:33]
there are people
who deserve to be
[36:34]
on that dais There
are people who don't
[36:37]
deserve to be on the dais.
[36:38]
And there are
people who should be
[36:40]
on the dais I am not
one of them My mouth is
[36:46]
too big for the dais.
[36:48]
I will say this.
[36:50]
Everyone up there does
the best that they
[36:52]
can do I don't believe that
anyone has a secret agenda.
[36:56]
I don't believe that
anyone stealing money
[36:58]
I know this community
like my heart
[37:01]
because when you look around and
you see the things that we see
[37:04]
today, a meeting that
began with a thank
[37:08]
you to Dolly Parton, how
many cities do you think
[37:10]
are doing that tonight?
[37:12]
A meeting where we congratulate
our police department
[37:15]
because they do such a fine
job A meeting where we thank
[37:21]
them for saving a child's life.
[37:23]
And the probably took
a little bit more
[37:25]
time than what your study said
it should have in the police
[37:30]
department that supports us.
[37:32]
We are a small hometown
but I can tell you
[37:36]
in a small hometown, when
you have somebody who's
[37:38]
a bully like Paul Raleigh there
are problems there are people
[37:46]
like Carl, who volunteered
their time did the best that he
[37:50]
could and was a good person.
[37:55]
And he almost moved
from the city.
[37:58]
When you have people in power
almost like Washington when you
[38:05]
have people in power who
retaliate against you
[38:08]
because they don't like what
they say or what you say
[38:12]
and that's happened to me a few
times probably for good reason
[38:21]
I have to say that I
don't believe that.
[38:24]
Paul really deserves
to be our next mayor,
[38:27]
nor do I believe that
he belongs on the dais.
[38:30]
But what I will say there
are plenty of people who
[38:34]
are willing to take that
position I normally say,
[38:38]
oh, welcome to the new people
who want to get up there
[38:42]
I love seeing people
want to get on that dais.
[38:46]
And nine out of ten times,
I would say Scott Newton
[38:49]
it's time for you to step back.
[38:51]
But not this time We need every
bit of institutional knowledge
[38:58]
that we have.
[39:00]
His phone book that he can pick
up a phone and call somebody.
[39:05]
And these next coming
years, Tallahassee hates us.
[39:10]
Plenty of people in
broward County dislike us
[39:14]
but we are a special place
and we will come together
[39:18]
and we will use every bit of
power every bit of knowledge
[39:23]
and every bit of our
heart to make this city
[39:25]
move forward Thank you.
[39:27]
Thank you Anyone else like
to come up and speak ?
[39:36]
Say no one.
[39:38]
Sorry Late in there.
[39:43]
You almost got cut off
Good evening, everyone.
[39:48]
Matthew Gill, 120,
Northeast 29th Street.
[39:52]
I'm speaking in favor of
the project for the shops
[39:55]
at Wilton Manors,
and I'll be brief.
[39:57]
I just want to go over the logic
behind the redevelopment efforts
[40:01]
that we've been doing
for a few years.
[40:03]
We need to add additional
taxable value to the same land
[40:06]
that we have.
[40:07]
We're built out When I
looked at the other cities
[40:11]
in the county that are
have arts and entertainment
[40:14]
districts next to single
family homes, I found four.
[40:19]
The only city that had
the smaller setback
[40:23]
was Hollywood At 25 to 40ft.
[40:26]
Just putting it out there.
[40:27]
And that's just what I found out
when I'm looking at the building
[40:31]
that the aging building
and the southern
[40:34]
portion of the property, it's
approximately for 48,616ft².
[40:41]
That will be
demolished and replaced
[40:43]
with 89 new residential units.
[40:46]
So there's a different
purpose there.
[40:48]
There will be an addition
of with a new project,
[40:51]
assuming it passes
18,620ft² of new commercial
[40:56]
space on this street.
[40:58]
So it's going to be a better
use of the particular land
[41:04]
When I looked at
approximate numbers
[41:07]
each particular, each household
will add an approximately $2
[41:11]
million per household
into our local economy
[41:16]
When you're looking at
the positive impacts you
[41:17]
have hired valued tenants
in the new spaces.
[41:20]
This increase for traffic
from the new residents
[41:25]
more stable residents due to
diversity and the tenant mix.
[41:29]
Outdoor patio activation reduced
vacancies because of the aging
[41:35]
structure will be redeveloped.
[41:39]
So in the end, we're going to
have higher taxable property
[41:42]
value for this city.
[41:44]
Also, you know, you're looking
at increased commercial revenue.
[41:49]
Reoccurring resin spending,
more stable entertainment
[41:53]
and you're going to have reduced
traffic because you're going
[41:55]
to have people that live in
those units that are going to be
[41:57]
utilizing the properties I think
this is an interesting project.
[42:01]
And I think it's ideal.
[42:02]
However, given what
the climate is.
[42:05]
And if we if this doesn't
work, we'll move on It's
[42:10]
going to take a long time.
[42:11]
Many years to get to this point.
[42:13]
Again It's just the
nature of the beast.
[42:16]
All these projects, I
would say an average Five
[42:18]
years for project to get
something from the time
[42:20]
that someone says, I'm
interested until it gets done.
[42:23]
So you're looking
at the property
[42:26]
that we have will not be
utilized to the fullest extent.
[42:29]
The income will not be there.
[42:31]
Thank you very much.
[42:32]
Thank you Oh, they're out
here to a friend here.
[42:41]
Anyone else like.
[42:42]
Oh come on up.
[42:45]
Hey.
[42:47]
Hi there.
[42:49]
I'm standing in favor
of the shops at Wilton.
[42:52]
My name is Patty Baddeley.
[42:53]
We're property owners
right across the street
[42:55]
on Seventh Avenue.
[42:56]
And 23rd Drive, Wilton manors
is a very special place.
[43:01]
We've been owners
for many years,
[43:03]
and i get to speak to tenants
all the time that want to move
[43:06]
here nationwide to be
part of this community
[43:08]
and you guys have done a great
job as council in this community
[43:14]
to truly apply the slogan
Life is just simply better
[43:18]
here So what I think the
blessing, though, is, is we
[43:22]
have two local developers that
are stakeholders in Broward
[43:26]
county and not coming
in from out of state
[43:29]
or out of the country or
from South Florida somewhere
[43:32]
south of Hollywood
So we have people
[43:36]
that have been successful.
[43:37]
Tim hernandez Area News Group.
[43:39]
With other projects
here in Wilton Manors.
[43:41]
He's a friend to the city,
as well as his background
[43:44]
in city planning.
[43:45]
So this is a beautification
It's a tax generating revenue
[43:49]
but it's bringing in
other stakeholders
[43:51]
and other special people.
[43:53]
Part of the community.
[43:54]
I don't see how
this isn't a win.
[43:56]
When you look at styles, they're
on their third generation
[43:59]
of building broward
in the skyline here
[44:01]
And I think we should feel
grateful for who we've gotten
[44:05]
in front of us,
especially compared
[44:06]
to where the projects
were approved
[44:08]
before This is more beautiful.
[44:10]
It's ownership and it's done
with well thought out plans
[44:14]
And I would just recommend
that we lead with our hearts
[44:18]
like Dolly Parton might say.
[44:19]
Think with our heads and
reach across the table
[44:22]
and continue to make this place
where life is just better Come
[44:30]
on up This may not
be the time to speak,
[44:33]
but I feel I need
to Good evening.
[44:35]
My name is.
[44:36]
Do you care ?
[44:36]
I live at 2048
Northeast sixth Terrace.
[44:39]
I'm one of the affected
neighbors for this project.
[44:42]
I want to be very clear tonight.
[44:43]
This is not about being
against development It's not
[44:47]
about stopping
progress It's about
[44:49]
whether the rules of
this city commission
[44:51]
adopted actually mean something
when residents rely on it.
[44:56]
My husband and I lived in
our home for 16 years now.
[45:00]
We bought it believe in the
city's land use regulations
[45:02]
would protect the character
of our neighborhood
[45:05]
and the investment
we made in our home
[45:08]
The city commission estab
lished a 65 foot setback rezoned
[45:13]
and relied on that protection.
[45:15]
We're being asked
to accept a project
[45:17]
that puts a five and
six story building
[45:19]
35ft from our property line.
[45:22]
That's a dramatic difference
and that should not become
[45:25]
the standard in our great city.
[45:28]
I have to ask if the city can
establish a 65 foot protection
[45:32]
and allow a developer
to come in and reduce
[45:35]
the protection to 35ft.
[45:37]
What exactly are
those regulations
[45:39]
worth to the residents
who live here ?
[45:42]
There needs to be
clarity on your website
[45:44]
about this in your
t o c district.
[45:48]
Explain to residents
they have no protection
[45:51]
And when it comes to
developers we keep hearing
[45:54]
about landscaping trees
way they're going to soften
[45:58]
the impact Landscaping does
not change the fact that a five
[46:02]
story building is being
moved significantly
[46:05]
closer to the people's homes
than ever before This is where I
[46:09]
have a serious concern
about the message being sent
[46:11]
to every homeowner
in Wilton Manors
[46:13]
because we're told
to follow the code,
[46:16]
we're told to build
according to the code
[46:18]
and we make decisions
about our homes,
[46:20]
build that based on the code.
[46:22]
But when a major developer comes
forward with a project that
[46:25]
does not fit those
protections, suddenly we're
[46:27]
discussing exceptions,
deviations and ways
[46:30]
to make the project work.
[46:32]
That doesn't feel
like equal treatment.
[46:34]
I asked the
commission to remember
[46:38]
you're one of the ones
that adopted this code
[46:40]
and we believed in you We've
always trusted your decisions.
[46:45]
You represent the residents
who live and vote here today
[46:49]
and the residents who will
live and vote here tomorrow.
[46:53]
If the city believes the 65
foot setback is no longer
[46:56]
a appropriate, then
change the code openly
[46:59]
through the proper process.
[47:01]
So every property owner
understands the rules
[47:05]
and can be a part
of the process.
[47:06]
But don't tell residents they're
protected by one standard.
[47:10]
And then make an exception
when a particular project
[47:13]
comes along.
[47:14]
I'm asking you tonight to follow
the rules you put in place
[47:19]
Protect the residents
who relied on them
[47:21]
and reject the 35 foot setback.
[47:25]
Develop It can happen.
[47:26]
Progress can happen,
but it shouldn't
[47:29]
happen with the
sacrifice the trust
[47:32]
of the people who elected you.
[47:33]
And already call
Wilton Manors home.
[47:36]
Thank you very much Thank you.
[47:43]
Anyone else like to
come up and speak
[47:50]
So people may not know they
have an operating business?
[47:56]
Yes.
[47:56]
My name is Denis Maroney I live
at 2040 Northeast six Terrace.
[48:01]
I live right next
door to Steve and Ray.
[48:03]
I was a very good
speech you gave Steve.
[48:05]
Thank you And if I may
add to what he said,
[48:09]
what I look out of
the front of my house,
[48:10]
I'm going to see a 53
foot high building.
[48:14]
That would be a parking garage
for four stories of condo
[48:19]
and then a planter
on top for a patio.
[48:22]
That would be 53ft high and only
35ft back from the property.
[48:28]
I know there's supposed
to be some kind
[48:30]
of transition involved.
[48:31]
But that seems really excessive
to me and has to be reconsidered
[48:35]
And we're not asking for a lot.
[48:37]
We're not asking to
stop the project.
[48:39]
We're just asking that
it not become a canyon
[48:42]
next to our homes You know,
the developer says he's done
[48:48]
everything he can, that there's
finances involved that he's got
[48:51]
to consider that he's
taking the Fifth story away
[48:54]
and moved it somewhere
else. it looks like if he
[48:58]
could just take away four.
[48:59]
Nope.
[49:00]
I'm sorry.
[49:01]
3 small condos and make
it just three stories high
[49:05]
that it would be more
acceptable There the architect
[49:10]
kind of developed the
building as three towers.
[49:12]
It's one building but three
towers and there is a tower that
[49:17]
is along Seventh
Avenue, right across
[49:21]
from the Italian american
Club It's a 100ft
[49:26]
closer to the drive.
[49:28]
It's five stories.
[49:30]
It's right adjacent to another
tower that is six stories high.
[49:35]
You could add a six
story to that tower.
[49:38]
It could be serviced
by the same elevators.
[49:41]
And the sunset.
[49:43]
Loescher It would be
closer to the drive out
[49:47]
of the residential neighborhood
Could and would not
[49:51]
only give them the three condos
that they're taking away,
[49:55]
but would give them really twice
the square footage because it's
[49:58]
a much bigger tower
and they wouldn't
[50:01]
be losing square footage.
[50:02]
They'd be gaining
square footage And I
[50:05]
don't know if they've
considered that already
[50:07]
or not They probably have.
[50:09]
And I really be
interested in knowing
[50:11]
why it was rejected
because it seems
[50:13]
like a very good idea to me.
[50:15]
I think this building could
be built but in a better way.
[50:20]
I think right now it's
not the time to pass it.
[50:22]
I think maybe it
needs to be studied
[50:24]
and worked a little bit more
and i hope we get the best
[50:31]
thing for the community.
[50:32]
Thank you Anyone else like
to come up and speak ?
[50:51]
Michael allison.
[50:52]
2624 Northwest six hour.
[50:55]
I think it's encouraging that
there is an experienced Broward
[50:58]
County based developer
interested in developing
[51:00]
a substantial project And will
manners variance negotiation
[51:04]
doesn't always seem fair but
it's the reality of how the game
[51:08]
is played in cities that are
experiencing development which
[51:13]
will manners has not been part
of at least not in the last five
[51:16]
years that I've been here.
[51:18]
And from what I understand
for years prior to that I've
[51:20]
been here five years.
[51:21]
I moved here.
[51:23]
The only thing I've
seen built is a handful
[51:24]
of redeveloped single
family home sites
[51:27]
in the recently
in our townhomes.
[51:29]
If it wasn't for a
huge fire, I'm not sure
[51:31]
that the Lennar Townhomes
will be a reality today
[51:35]
At the same time surrounding
cities big and small
[51:38]
have experienced a substantial
amount of development
[51:41]
in the past ten years.
[51:43]
Palm Beach County Broward
County areas I'm familiar with.
[51:47]
I see projects everywhere.
[51:48]
Small towns and big towns.
[51:49]
Even the small town of Lake
Worth which for years had
[51:52]
practically no development, as
well as similar world manners
[51:57]
And those cities are going
to be in a better position
[51:59]
to deal with the
potential budget
[52:00]
challenges If
Amendment three passes,
[52:04]
I hope that the current and
future city commissioners
[52:07]
take a hard look
as to why there's
[52:09]
been so little development
activity in world manners
[52:12]
and how to get on the bandwagon
to get project belt out
[52:16]
of the ground and expand our
tax base A stagnant tax base
[52:20]
will not allow the city to
maintain and replace the aging
[52:23]
infrastructure that we have
presently while delivering
[52:26]
a level of service
that our residents
[52:29]
have become accustomed to.
[52:30]
Thank you You Is
there anyone else like
[52:37]
to come up and speak with that?
[52:41]
I'll close the public
hearing and we'll
[52:45]
move on to consent agenda.
[52:46]
Anybody have a motion
or anything be pulled?
[52:48]
I'm sorry.
[52:50]
Hearing none.
[52:52]
What do we do The appointments.
[52:54]
That's after.
[52:55]
Anyway.
[52:56]
Have a motion.
[52:57]
I'll make a motion for a second.
[52:59]
I will second it on the
question is, Vice Mayor Caputo
[53:05]
Yes, Commissioner Dominello.
[53:07]
Yes.
[53:07]
Commissioner Brockie
Yes, Commissioner.
[53:09]
Really Can I present
a Mayor Newton Yes.
[53:13]
Director.
[53:14]
All right.
[53:14]
We moved up the cap the cab
from at the back of the meeting.
[53:21]
Community Affairs
Advisory Board If I can,
[53:23]
Mayor I'd like to make a
suggestion if, if the Commission
[53:26]
is open to it There are five
of open positions that are,
[53:30]
you know three normal.
[53:32]
And then two that are alternate
correct If there's a willingness
[53:37]
by the commission you know,
I'd like to suggest that we all
[53:41]
those that are here
tonight you know,
[53:43]
that they move in a full time
positions and those that have
[53:45]
been out of town, you
know that we put them
[53:46]
in alternate positions since
all are ultimately going to get
[53:48]
a position If there's
not, I'm happy we're
[53:52]
happy to do that the
regular voting process.
[53:54]
But yeah look at that.
[53:56]
Well, just to clarify, I don't
believe that there are alternate
[53:59]
So I think that these are
people that are unfilled or.
[54:02]
Sorry.
[54:02]
Yeah And your term
or partial terms.
[54:05]
You're correct.
[54:06]
OK.
[54:06]
Yeah.
[54:07]
Just to clear.
[54:08]
So the longer term will
be the ones that are here
[54:10]
and the shorter terms
will be the ones that
[54:11]
are right That's my suggestion.
[54:13]
If there's other
one they with that,
[54:15]
I just so there are two
shorter term percent
[54:17]
of the time those revisions to
figure out because the longer we
[54:20]
have the same
other the same okay
[54:23]
i mean Bob's when I make a
motion for that so would you
[54:28]
like me for the record since it
won't be on the recording, who's
[54:34]
present or not You?
[54:35]
Yeah, please Actually,
is everyone present that
[54:38]
says they're going to be here
this week Cabell Victor Hess
[54:43]
and Mia rodriguez or
anybody else that is Victor
[54:48]
Victor Victor has
there goes your idea,
[54:52]
I guess I here all right.
[54:57]
Well, we're trying
to make it quickly.
[55:00]
So who is here?
[55:02]
So we have Carville
and Carville.
[55:04]
You want to come up ?
[55:14]
Oh, hey, hey, everyone
My name is Carville.
[55:16]
Esther Black and I'm a
resident of 2008 North East
[55:19]
Third Avenue, apartment one.
[55:22]
And i guess this is actually,
I been on cab before
[55:27]
and just want to say
this is be my third term.
[55:30]
And hopefully I can keep some
kind I've been on there before.
[55:35]
So some of the competition
which I have written,
[55:38]
the women's History
Award I'm previously
[55:42]
on Cab along with African
History american Award.
[55:47]
That was also along
with one year we ended
[55:51]
with their Caribbean festival
that just happened right
[55:54]
here at richardson
Park And I just
[55:57]
want to say that i really
enjoy being cab and serving
[56:01]
my community and I really
love this community I just
[56:04]
want to say that just
coming in February 13,
[56:08]
I am going to be getting
married here ever.
[56:11]
She's in Park and just
want to put that out there.
[56:15]
So i know it's not really
a cab, but just want
[56:19]
to say is a sense of
about me being involved
[56:22]
in this community and this one.
[56:24]
I share that.
[56:25]
So thank you Any questions?
[56:27]
But thanks for your
service on the board
[56:29]
all these years Thank you.
[56:30]
Thank you All right.
[56:33]
At a time Yeah.
[56:34]
Mr. Hess.
[56:36]
Right here.
[56:36]
Mrs. Rodriguez Come on up.
[56:40]
I see you have a
helper with you today.
[56:44]
Assistant I'm sorry
And hi, everyone.
[56:50]
My name is Maya
Rodriguez, and this is.
[56:52]
I'm a I have been a resident
of Waterman ten for since 2021.
[56:57]
In service to the cab has
been a big experience for me
[57:01]
because I see what
everybody's here like.
[57:04]
You.
[57:05]
Everyone over there on
a board it's over here
[57:07]
just to try to see what's
best for will miners
[57:10]
and that's why I'm here,
because I moved here 2021,
[57:14]
and I love this place and
brought my son with me
[57:18]
And I'm ready to
serve another term.
[57:20]
Good.
[57:20]
Thanks for having
me Any questions?
[57:22]
You may think it's for you.
[57:25]
Thank you.
[57:25]
You.
[57:26]
Appreciate it.
[57:27]
Good This is the way
we normally vote.
[57:34]
Everyone's going to get
the same amount of votes
[57:36]
that those we
don't score one on.
[57:38]
That's right.
[57:38]
I forgot.
[57:39]
So I forgot that one.
[57:39]
I need to think about.
[57:40]
We should just vote
for the top three
[57:44]
and then the other two
would be the shorter
[57:47]
terms We can do it if you want.
[57:50]
Right.
[57:51]
And you'll be problems
that That's fine with me.
[57:53]
I'm with me.
[57:53]
All right, let's do that I See.
[58:18]
Attorney Do you have anything
Member We're waiting Waiting
[58:23]
for the calculation, right?
[58:26]
I do OK I can keep
the meeting moving.
[58:33]
Understood.
[58:33]
Thank you I like to request the
shade session in case number.
[58:39]

[58:51]
Manors versus Blue Sky
Investment Group LLC
[58:57]
We're requesting that we
have a state's session
[59:02]
as we desire to get some advice
concerning the litigation
[59:08]
and settlement and related to
the litigation expenditures
[59:12]
and city manager We have
any early meeting before
[59:15]
our next commission meeting.
[59:17]
Is that okay?
[59:18]
You be back for that or he
will Is that okay with him?
[59:22]
You know the first
meeting in September,
[59:25]
I believe that'll be okay.
[59:26]
Yeah.
[59:27]
We'll we'll have to
advertise and we'll make
[59:29]
sure that that's appropriate.
[59:30]
And if not, we'll we have
the direction to advertise
[59:33]
is what we're seeking now.
[59:34]
So.
[59:35]
All right.
[59:35]
And how much time do you
think this will take?
[59:38]
Half hour.
[59:38]
An hour for advertising
purposes let's say an hour.
[59:45]
And if we need less,
well, we'll advertise
[59:48]
less just so that it's.
[59:50]
That's fine for 6:00 in
the first meetings of two.
[59:55]
So good.
[59:56]
Anything else?
[59:57]
Are you got a question?
[59:59]
No.
[59:59]
OK I'm sorry you had your up.
[1:00:02]
Anything else?
[1:00:03]
No, sir Okay.
[1:00:04]
Thank you.
[1:00:04]
You're ready later?
[1:00:05]
Yes.
[1:00:06]
So we are required to read
the votes into the the record.
[1:00:11]
Commissioner Brockie
for the full term
[1:00:13]
selected carville as Triplett
Tim mattingly and Mia Rodriguez,
[1:00:18]
Commissioner Da Mineo
selected carville
[1:00:20]

[1:00:22]
Mia Rodriguez Vice Mayor

[1:00:25]
as Triplett Victor Hess Mia
Rodriguez and Mayor Newton
[1:00:28]
selected carville as Triplett

So your full term members on
Cab will be Carville as Triplett
[1:00:38]
Victor Hess and Mia Rodriguez
the Onyx buyer terms will be
[1:00:44]
Stephen gold and Tim Mattingly.
[1:00:46]
All right.
[1:00:47]

[1:00:51]
limit Carvel Aster five
Victor House and Mayor
[1:00:54]
Rodriguez for the
full term and Stephen
[1:00:57]
Gauche and Timothy mattingly
for the unexpired terms.
[1:01:01]
Is there a second?
[1:01:03]
I will second it.
[1:01:04]
Thank you.
[1:01:04]
Call the question,
Vice Mayor Caputo.
[1:01:06]
Yes, Commissioner dominello Yes.
[1:01:08]
Commissioner Brockie Yes.
[1:01:10]
Mayor Newton.
[1:01:11]
Yes All right.
[1:01:12]
Ordinance 2020 6-016.
[1:01:15]
We are moving to
the first meeting
[1:01:16]
in September order ordinance.
[1:01:20]
First reading.
[1:01:22]
We're in the 2020 6-017.
[1:01:25]
Please read an ordinance of
the city Commission of the City
[1:01:29]
of Wilton Manors Florida
Amending the Unified
[1:01:31]
Land development Regulations.
[1:01:32]
You are by amending section
010-030 terms defined providing
[1:01:39]
for codification,
providing for severability,
[1:01:41]
providing for
conflicts and providing
[1:01:42]
for an effective date Thank
you Community service director.
[1:01:50]
I guess you are
up You're welcome
[1:02:09]
Roberta Moore, director of
Human Services mayor Commission.
[1:02:12]
This ordinance is tied to
the previous ordinance that
[1:02:15]
was tabled to the next meeting
There is some modification
[1:02:21]
to the changes of
defined mission,
[1:02:23]
so there's definitions
that are in Article 30
[1:02:25]
that we are proposing
to delete Add
[1:02:27]
in chapter ten or Article ten.
[1:02:30]
And so i'm happy to go
through the presentation
[1:02:33]
if you would like,
or if you would like
[1:02:35]
to continue it to
the same meeting
[1:02:39]
as what we would
hear article 34.
[1:02:42]
What's the pleasure
of the Commission?
[1:02:44]
They're correlated right?
[1:02:45]
So do we need to
hear them together
[1:02:48]
again We can proceed forward.
[1:02:50]
We're looking eventually to
delete them out of Article 13
[1:02:54]
them into ten.
[1:02:56]
So again, we can proceed.
[1:02:58]
But I just want to be
transparent with the intention
[1:03:01]
of what this board.
[1:03:02]
But this.
[1:03:02]
This is only
definitions, correct?
[1:03:04]
Correct.
[1:03:05]
OK I mean, I'm finding the
way Well, whatever you want.
[1:03:10]
I mean, I don't care either.
[1:03:11]
OK?
[1:03:12]
I don't have any
issues right You mean,
[1:03:15]
you think it should
be long, lengthy,
[1:03:17]
or we can proceed forward
again for transparency?
[1:03:19]
I just wanted to let you.
[1:03:20]
I know.
[1:03:20]
I know.
[1:03:21]
I just need some other
ones and an article
[1:03:23]
30 that are going to be deleted.
[1:03:24]
Which are these Right.
[1:03:26]
So.
[1:03:27]
So for this ordinance
what we are looking to do
[1:03:31]
is so we need it
read Yes I read it.
[1:03:38]
So yeah here at the title.
[1:03:40]
Sorry, I apologize
I'm sorry, Mayor.
[1:03:45]
So what we are looking
to do is add definitions
[1:03:47]
into article ten of our unified
land development regulations.
[1:03:53]
The new definitions,
specifically our banquet hall
[1:03:55]
contractor flex space, health
and fitness center incubator
[1:03:58]
space pop up shop and watercraft
or water vehicle Those are
[1:04:02]
uses that we are looking
again to add in article 30
[1:04:05]
and we are looking to update
awnings private clubs, floor
[1:04:10]
area ratio and restaurants This
did go before the planning,
[1:04:13]
zoning board.
[1:04:13]
They did recommend approval
to the city commission.
[1:04:16]
Again, this is first reading.
[1:04:17]
If you have any questions.
[1:04:19]
All of this was based
upon direction of the city
[1:04:21]
commission Any questions?
[1:04:24]
No, I'm good with it.
[1:04:25]
I'm good with it All right.
[1:04:30]
Is there a motion I think I
made a motion to make a motion.
[1:04:34]
But your second, I will.
[1:04:36]
Second part of me.
[1:04:37]
I didn't hear the.
[1:04:38]
I made the motion.
[1:04:39]
So you.
[1:04:41]
Any discussion
call the question.
[1:04:44]
Vice Mayor Caputo Yes.
[1:04:46]
Commissioner Dami Neo Yes.
[1:04:47]
Commissioner Brockie Yes.
[1:04:48]
Commissioner Rowley yes.
[1:04:50]
Mayor Newton Yes.
[1:04:52]
Ordinance 2020 6-018.
[1:04:55]
Please read an ordinance of
the City Commission of the City
[1:04:59]
of Wilton Manors,
Florida Repealing
[1:05:01]
Resolutions Numbers 2020 4-010
2020 4-013 and 2020 4-014.
[1:05:09]
Amending section
020-020 entitled
[1:05:13]
District map by rezoning
the property known
[1:05:16]
as 2200 2292 Wilton Drive.
[1:05:20]
Wilton Manors Florida
as more particularly
[1:05:23]
described in Exhibit A attached
here to rezoning the property
[1:05:27]
from Wilton Drive
Arts and Entertainment
[1:05:29]
district to planned
unit development m
[1:05:32]
m contingent upon allocating
89 flexibility units
[1:05:37]
and/or redevelopment units
by resolution of the City
[1:05:40]
Commission of the City of wilton
Manors granting final site
[1:05:43]
plan approval
providing for a complex
[1:05:45]
providing for severability and
providing for an effective date.
[1:05:48]
Thank you.
[1:05:49]
You.
[1:05:49]
Is there a motion I'll make a
motion to approve your second.
[1:05:54]
I'll second the motion.
[1:05:56]
Thank you Director Moore,
do you want to go first
[1:06:00]
or would you like to
applicant to go first?
[1:06:03]
As roberta Moore Director of
Human Development Services Mayor
[1:06:10]
I'm happy to do
the presentation.
[1:06:11]
First, unless you would like
to hear from the applicant,
[1:06:14]
I will ask the applicant
Would you want to go first
[1:06:16]
or would you like to
get a second camera
[1:06:18]
to go first or second?
[1:06:19]
You're pointing you want
to go second, right Go
[1:06:24]
ahead Thank you again, Roberta.
[1:06:26]
More director of
Community Services.
[1:06:27]
This is a rezoning application
for the property known
[1:06:30]
as Shoppes at Wilton Manors
This is a rezoning from wilton
[1:06:36]
Drive Arts and Entertainment to
planned unit development mixed.
[1:06:39]
So are planned unit
developments We
[1:06:41]
have a number of different
types because this
[1:06:43]
is to use as commercial
and residential
[1:06:45]
So they are requesting a pod.
[1:06:47]
M This did go before the
planning and zoning board
[1:06:50]
on June 16th where
they did recommend
[1:06:52]
approval subject
to the conditions
[1:06:55]
identified in the staff report.
[1:06:57]
There is a subsequent
application,
[1:07:00]
which is the site plan that
is also tied to the rezoning
[1:07:03]
because this is a PUD.
[1:07:05]
They are tied together.
[1:07:06]
The site plan does
become an exhibit
[1:07:08]
to the rezoning ordinance.
[1:07:10]
Should the Commission adopt the
rezoning as part of this process
[1:07:15]
The PUD terms, please.
[1:07:20]
What would happen as
part of the process
[1:07:24]
The party document, which
is the governing regulations
[1:07:28]
It does become an attachment
also to this rezoning
[1:07:32]
of the property.
[1:07:33]
Thank you Additional
concurrent request which
[1:07:38]
would be at second reading,
should first reading pass
[1:07:42]
because there was a
previously approved project
[1:07:44]
called Wilma on this property,
there is a number of resolutions
[1:07:48]
that we will have
to bring forward.
[1:07:50]
Release saying or rescinding
those previous approvals.
[1:07:54]
Those do include agreements
and flex units where then also
[1:07:58]
going to have
subsequent resolutions
[1:08:00]
approving new agreements and
the allocation of those units.
[1:08:05]
So again, just to be clear, and
it's further in the presentation
[1:08:08]
as well on the back
up, the Wilma project
[1:08:11]
was allocated 252 units.
[1:08:13]
This project is only requesting
the allocation of 89 units
[1:08:19]
So this project is
located at Wilton Drive
[1:08:21]
and Northeast seventh Avenue.
[1:08:23]
There is an existing building
that will be demolished as part
[1:08:26]
of this project So here are some
rendering lines of the project.
[1:08:31]
Again, it is mixed use.
[1:08:32]
You have your residential
in the rear and commercial
[1:08:34]
in the front, along
wilton Drive When
[1:08:39]
we look at the
back of materials,
[1:08:41]
there's four buildings
that are identified.
[1:08:43]
So we really just
want to make sure
[1:08:45]
that everyone
clearly understands
[1:08:47]
what those buildings are.
[1:08:48]
With reference, building a
is the existing building.
[1:08:51]
B and C are the commercials
that are proposed,
[1:08:54]
and then D is that
resident Again,
[1:09:00]
this slide is really shown to
go through what the landscape
[1:09:03]
buffers are going to look like.
[1:09:05]
As part of this project The
building height there is four
[1:09:11]
stories that is proposed
adjacent to the single family
[1:09:13]
homes So when we look at the
elevation here of this project,
[1:09:20]
there is a parking garage
underneath It's about 6.5ft that
[1:09:23]
is sticking up from that
from the floor level,
[1:09:26]
if you will So when we look
at the height of this project,
[1:09:30]
it's not just a flat 40ft.
[1:09:32]
It is 48.6, 48.5ft.
[1:09:36]
And that, again, is
taking six and a half
[1:09:37]
of that parking garage
into consideration
[1:09:41]
So as part of the
Puti regulations,
[1:09:43]
a shadow or shade
study is required
[1:09:46]
We do have those as part
of the presentation,
[1:09:49]
but again also as
part of the back up.
[1:09:51]
There are certain
criterias in our code
[1:09:53]
when we do look at what
these shade or shadow is how
[1:09:57]
it is reflective upon our
neighbors to any project
[1:10:02]
and we'll go through those
here, as you can see,
[1:10:05]
there is minimal impact
Part of the overall.
[1:10:10]
There's also required to be
a pedestrian and access plan
[1:10:14]
So this is their
pedestrian access So
[1:10:20]
when we look at the Puti zoning
the rezoning application itself
[1:10:24]
there are a number of components
that we do have to evaluate
[1:10:27]
for We look at the
density, the parking
[1:10:30]
requirements, the landscape
open space, utilities,
[1:10:34]
pedestrian bicycle circulation
all of those various components
[1:10:39]
So everyone is understanding
of what this process is.
[1:10:42]
This did go before the
Development Review Committee
[1:10:46]
They did evaluate
development review committee.
[1:10:48]
Everyone is made up of various
city departments as well as else
[1:10:53]
that does review
the for the traffic
[1:10:56]
that the Development Review
committee makes a determination
[1:10:59]
whether or not it has met the
code requirements in order
[1:11:02]
to take forward to the
Planning and zoning board,
[1:11:04]
Planning and zoning board.
[1:11:05]
Here is the application
and makes a recommendation
[1:11:07]
to the city Commission.
[1:11:09]
City Commission is you hear the
application and under section.
[1:11:14]
Oh 4, dash oh three of the
code, there is criterias
[1:11:20]
when it comes to,
again, how we review it
[1:11:23]
And the code also does address
how exceptions are considered
[1:11:28]
exceptions can also be referred
to as a variance application
[1:11:33]
variance would be for a
standard zoning district.
[1:11:36]
Exception is what it's called
when it comes to a planned unit
[1:11:39]
development Again, this
is going through all
[1:11:43]
the various components of what
that criteria is that we do
[1:11:47]
evaluate Now there are 14
exceptions that this project has
[1:11:53]
requested and what we did for
the presentation was that we
[1:11:58]
separated it out a little
bit differently, just
[1:12:01]
to keep all of the various
components together.
[1:12:04]
So what I'm going to do is
I'm going to go through what's
[1:12:06]
identified on the
slide versus how
[1:12:09]
the exceptions
are request stated
[1:12:11]
as part of the staff report.
[1:12:16]
So the drive aisle with within
residential garages that remains
[1:12:20]
exception one as
part of the staff
[1:12:22]
report the length of existing
standard parking spaces
[1:12:26]
remains exception to
three, four, five and 6.
[1:12:31]
All remain the same
as the staff report.
[1:12:33]
So those numbers are the same.
[1:12:35]
The dimensional required ment's
for the loading spaces that is
[1:12:39]
actually exception number ten.
[1:12:41]
The required number
of parking spaces
[1:12:43]
for the residential portion.
[1:12:44]
That is exception number nine,
the allowance on on street
[1:12:48]
parking loading spaces
is exception 11.
[1:12:52]
when it comes to
setbacks, there's
[1:12:53]
three setbacks that are
requested The building
[1:12:56]
setback to the
abutting single family
[1:12:58]
is exception number seven.
[1:13:00]
The setback from
steps to property line
[1:13:02]
is 8 and the landscape
landscape buffer
[1:13:05]
with is 12 for
signage there is one
[1:13:09]
exception request that was for
the residential portion there.
[1:13:13]
That's exception number 14.
[1:13:16]
And then the building height
that is exception number 13.
[1:13:20]
So when we look at all
of these exceptions
[1:13:22]
we have to take into
consideration that there's
[1:13:24]
are all based upon
when the application
[1:13:26]
was submitted to the city.
[1:13:28]
There has been a subsequent
ordinance that was adopted
[1:13:31]
by the city commission that
did take into consideration
[1:13:34]
the length of parking spaces So
we'll go through that analysis
[1:13:37]
at a further in a second here.
[1:13:42]
The allocation of flexibility
or redevelopment units.
[1:13:46]
So units on this property
is not buy, right?
[1:13:49]
So the Commission does
have to allocate the units.
[1:13:52]
This is where we currently stand
with the allocation of units
[1:13:56]
within the city for
this area Again,
[1:14:00]
you'll see on here that the
Wilma on the Drive project
[1:14:03]
is identified the 252.
[1:14:07]
What would happen again, is
we're going to come back.
[1:14:09]
We're going to rescind
that resolution
[1:14:10]
that goes back into the pool.
[1:14:12]
And then with the
allocation of the 89 units,
[1:14:16]
we would have a remaining
number of units within the area.
[1:14:19]
Again, this is not to
you'll see west of 952
[1:14:23]
units available The site plan.
[1:14:27]
This is an overview of what we
do review for the site plan site
[1:14:31]
plan review for PWD is
similar to any other site plan
[1:14:34]
that we do review for floodplain
regulation for prevention
[1:14:38]
regulation height loading and
all of those components of it.
[1:14:42]
Concurrency and
consistent See what
[1:14:45]
the city's comprehensive
plan as well as our level
[1:14:47]
of service standards
traffic So I know traffic
[1:14:53]
has been a concern.
[1:14:55]
There is one exit onto Northeast
Seventh Avenue with signage,
[1:14:59]
markings, curbs to discourage
right turn into the neighborhood
[1:15:03]
This is similar to how the
Wilma project was approved,
[1:15:06]
where it is, what we're hearing
everyone to make that left turn
[1:15:12]
There is a proposed speed table
on Northeast Seventh Avenue
[1:15:15]
that is pending approval
through the city's traffic
[1:15:18]
calming procedures.
[1:15:21]
We do anticipate it through the
traffic study documentation.
[1:15:23]
We do have our traffic
consultant here Should there
[1:15:26]
be specific questions
about the traffic study
[1:15:29]
that this project is anticipated
to generate less intense traffic
[1:15:33]
than existing developed
meant as well as the project
[1:15:38]
And again, we'll go through
the analysis of the parking
[1:15:42]
for commercial All it is
required to have a 112 parking
[1:15:47]
there, providing 156
for the residential
[1:15:51]
there required to have 134.
[1:15:53]
They are providing through
the exception process
[1:15:57]
by there is existing parking
of 221 standard on the property
[1:16:02]
and eight here.
[1:16:03]
And again, as part of
this whole process,
[1:16:06]
drainage is also been reviewed
all of the surface water
[1:16:09]
will be maintained on site via
underground drainage systems
[1:16:14]
and Broward County
will also be required
[1:16:16]
to review this application and
issue a surface water management
[1:16:19]
license for setbacks to go
over through them with you
[1:16:26]
commercial residential along
Northeast seventh Avenue
[1:16:29]
is ten feet.
[1:16:30]
Wilton Drive has a
five foot minimum.
[1:16:34]
The commercial on the
southwest side is ten.
[1:16:37]
The residential on
the southwest is ten.
[1:16:40]
Abutting in single
family is 35ft.
[1:16:42]
Again, that's at
a four story level
[1:16:45]
commercial on the Southeast ten
and residential on the southeast
[1:16:49]
is 35.
[1:16:50]
So when we look at the
requirement for the setbacks,
[1:16:54]
especially when it comes
to our single family homes,
[1:16:58]
the way the p, u, d
regulations state is,
[1:17:00]
it's 25ft or the
height of the building
[1:17:03]
the height of the building along
this area is 48ft, six inches.
[1:17:06]
And that's where that
required setback comes from.
[1:17:09]
Again, they've asked
for an exception
[1:17:11]
from there Planning and
zoning board did again,
[1:17:16]
make a recommendation
of approval
[1:17:17]
for the zoning for the
rezoning application,
[1:17:20]
as well as the site
plan application Mayor,
[1:17:24]
I do ask that all of the
documentation that is associated
[1:17:27]
with the back up
is included as part
[1:17:29]
of the record for this
evening Of course there were
[1:17:34]
additional conditions that the
Planning and Zoning Board did
[1:17:36]
ask to be added balcony
screening for the top flow units
[1:17:41]
ADA accessibility
between a and B wider
[1:17:45]
planters on the top floors
of the residential units
[1:17:48]
channelized Zation design for
that left turn on Northeast
[1:17:52]
Seventh Avenue crosswalks
on Wilton Drive.
[1:17:55]
If fdot would accept it that
would be paid by the applicant
[1:17:59]
and reasonable traffic
calming measures
[1:18:01]
on Northeast Seventh Avenue
as permissible by the city's
[1:18:04]
traffic calming measure.
[1:18:06]
Now you'll see there's another
part of this where I did not
[1:18:09]
identify initially before
I went into the additional
[1:18:12]
because I know the applicant
will also be discussing some
[1:18:16]
of the conditions of approval
that are code related that we
[1:18:20]
were not able to agree to.
[1:18:23]
And anybody efficacious to that.
[1:18:25]
But we did agree to
modifications to condition
[1:18:28]
number 1828 29 With regard
to timing and payments
[1:18:34]
And we will continue to
work with the developer
[1:18:38]
here on condition number 35.
[1:18:41]
So there are a number of
changes that the applicant
[1:18:43]
didn't make since the
planning and Zoning board.
[1:18:46]
There you can see them here some
of the staff report modification
[1:18:52]
We did change from issuance.
[1:18:55]
I'm sorry, from
completion to issuance
[1:18:57]
for conditions number six,
seven, eight, 11, 16, 17
[1:19:00]
18, 28 and 29.
[1:19:02]
That is reflected in
the backup material
[1:19:04]
that you have as
strikethrough and underline.
[1:19:06]
We had a duplication of
condition number nine,
[1:19:08]
so that was deleted.
[1:19:10]
We added renderings
to number 13 added
[1:19:13]
for certificate to 34 and 35.
[1:19:17]
We added conditions since
planning and zoning board
[1:19:20]
of Numbers 38 and 39 to
reflect water and wastewater
[1:19:23]
Capaci we add a number
40 to clarify completion
[1:19:27]
of green building points.
[1:19:28]
And there were some changes
to the actual staff reports
[1:19:32]
themselves when the applicant
went to Broward County,
[1:19:36]
they did require a
bus shelter to be
[1:19:38]
installed along Wilton Drive.
[1:19:40]
There were some on street
parking spaces there.
[1:19:43]
Those did have to
be removed in order
[1:19:45]
to accommodate what
Broward County had required
[1:19:49]
And then they added
additional landscaping
[1:19:52]
due to those wider planters.
[1:19:53]
So that changed
their landscape plan.
[1:19:56]
I'm not going to go
through all of this,
[1:19:57]
but you'll like but you'll
see here additional changes
[1:20:00]
that they did make again,
based upon the conversation,
[1:20:03]
the direction that the planning
and zoning board did provide
[1:20:07]
to this to the applicant So
i'm sorry there actually was
[1:20:18]
supposed to be another slide.
[1:20:19]
I apologize out for it.
[1:20:23]
And I apologize to the
public, what staff did do.
[1:20:25]
We also had an analysis when
it came to the actual parking
[1:20:30]
for this project.
[1:20:33]
So again, if we
can go over that.
[1:20:35]
And I apologize to the
public, so existing on site,
[1:20:39]
there's 221 standards basis,
as I had previous identified
[1:20:43]
once this development
does happen,
[1:20:46]
once we start to
see the demolition
[1:20:48]
and, you know, that's
that separation,
[1:20:51]
if you will 61 parking spaces
will remain on the property.
[1:20:56]
Again.
[1:20:56]
The residential is required
to have 134 parking spaces.
[1:21:00]
They are proposing 95 parking
spaces When we look at ADA,
[1:21:05]
those are in addition to
the standard parking spaces.
[1:21:08]
So 134 standard parking spaces
requires five ADA spaces Again,
[1:21:18]
their exception request
is for 95 standard spaces
[1:21:22]
with four handicap.
[1:21:24]
This is a reduction
of 39 parking spaces
[1:21:28]
The ADA is not
changing because again,
[1:21:31]
it's based upon the
number of standard spaces
[1:21:34]
The the analysis.
[1:21:36]
So everyone understands was
taken into consideration.
[1:21:40]
The proposed change
in calculation
[1:21:42]
for the mixed use
projects that would
[1:21:46]
reduce the number of parking
spaces of 1.5 per unit
[1:21:50]
to 1.25 per unit.
[1:21:53]
If that were to occur.
[1:21:55]
This project would
require 112 parking spaces
[1:21:58]
not 134 number of eta spaces
remains the same at five that
[1:22:06]
would reduce the exception
and that would have been
[1:22:10]
requested from 39 down to 79.
[1:22:14]
The golf cart that is proposed
There's seven golf cart spaces.
[1:22:19]
That's proposed as part of
the residential component
[1:22:21]
Those spaces are six by 12.
[1:22:23]
They do not meet
the requirements
[1:22:25]
for a compact parking
space which was approved
[1:22:28]
in ordinance number 2026.
[1:22:30]
DoorDash 013.
[1:22:32]
But it does meet the dimensional
requirements for a motorcycle
[1:22:35]
space, which can be no more
than 3% of the required spaces
[1:22:40]
So that's an additional
seven parking spaces
[1:22:44]
So if we were to
utilize those two
[1:22:48]
or enhances that, did
one adopt one proposed
[1:22:53]
changes to those
calculate options,
[1:22:55]
the reduction of the
number of parking spaces
[1:22:58]
would actually the exception
would go from 39 down to ten
[1:23:02]
and that they would be
asking for a reduction
[1:23:04]
from the commercial is
required to have 112 parking
[1:23:10]
space as they are
proposing, 156 specifically
[1:23:14]
for the commercial part.
[1:23:16]
They are not asking
for any exceptions
[1:23:18]
from the commercial They are
proposing three motorcycle
[1:23:22]
parking spaces in addition to.
[1:23:24]
So the commercial aspect
does have extra parking.
[1:23:28]
So when we look at
all of this overall
[1:23:31]
the total project required is
246 parking spaces with ten
[1:23:36]
handicap and total
parking being provided
[1:23:40]
is 251 parking
with ten handicap.
[1:23:44]
There is 21 on
street parking that
[1:23:47]
is being proposed along Wilton
Drive and seventh Avenue.
[1:23:50]
Those are not in those are
not taken into consideration
[1:23:53]
to the parking calculation
because those are in addition
[1:23:56]
to it's not part of that.
[1:23:58]
What's required.
[1:23:59]
So again, mayor commission
I apologize that the slide
[1:24:04]
is not available, bye.
[1:24:06]
Hope I was able to explain
additional in regarding
[1:24:10]
at least the parking.
[1:24:11]
Thank you.
[1:24:12]
Any questions from the
commission I have questions
[1:24:17]
Can we just clarify the 21
on street parking spaces
[1:24:20]
I know that the you
know, these plans
[1:24:24]
have changed several times.
[1:24:25]
And at one point, the way I saw
it was that the developer was
[1:24:29]
asking that those 21 spaces be
included or part of this project
[1:24:34]
And I just want to confirm
that that is not the case,
[1:24:38]
that the 21 on
street parking spaces
[1:24:41]
will remain public
parking spaces
[1:24:43]
and they'll continue
to be metered.
[1:24:46]
Correct.
[1:24:47]
OK.
[1:24:48]
So if I understand this parking
calculation, it's very confusing
[1:24:53]
but I guess in tonight's agenda
package was Article 30, where we
[1:24:58]
were looking to reduce the
number of parking spaces
[1:25:00]
and also the dimensions
giving credit for things
[1:25:03]
like motorcycle parking.
[1:25:05]
So while we start out with 14
exceptions, a lot of those,
[1:25:11]
or at least many of the
exceptions related to parking
[1:25:15]
either go away or
drastically reduced.
[1:25:18]
So while there's currently an
exception for the 39 parking
[1:25:23]
spaces if Article 30
modifications are adopted,
[1:25:28]
that would go down to ten.
[1:25:30]
The exception would be ten.
[1:25:31]
That's that's how I see this.
[1:25:33]
Is that right?
[1:25:34]
Correct.
[1:25:34]
OK.
[1:25:35]
OK I just for the record, when
I went through the staff report
[1:25:42]
on page 831, Exhibit A we talk
about PD development standards
[1:25:49]
and the very first line has that
the minimum lot size for p u D
[1:25:53]
is net acres and i know, we
changed that a couple of years
[1:25:59]
ago, reducing the p u d standard
from two acres to one acre.
[1:26:03]
So just for the
record again, it's
[1:26:06]
exhibit A of the staff
report on page 31
[1:26:10]
that the two acres should
be reduced to one acre.
[1:26:12]
Yeah.
[1:26:13]
And if I can clarify, that's
actually part of the p u d
[1:26:15]
document that will be
updated should the Commission
[1:26:20]
approve this project.
[1:26:21]
Okay OK.
[1:26:23]
Absolutely.
[1:26:24]
Thank you.
[1:26:25]
I I guess I just want
to understand when we go
[1:26:28]
to the bottom of your
parking schedule,
[1:26:31]
we talk about total parking
require for I guess,
[1:26:34]
the entire shops, the
five acre parcel is to 46
[1:26:39]
and total parking provide it.
[1:26:41]
It is to 51.
[1:26:43]
Correct Okay.
[1:26:44]
So there's actually five excess.
[1:26:47]
I think it's five.
[1:26:49]
You have five excess parking
spaces So why would there be
[1:26:55]
a i guess I'm trying to
understand the 39 parking
[1:27:00]
space exception Absolutely.
[1:27:03]
So when we evaluated
the project,
[1:27:05]
we wanted to ensure
that the residential had
[1:27:08]
sufficient parking
in order to meet
[1:27:11]
the demands that those property
owners or those unit owners
[1:27:14]
would have.
[1:27:15]
So the parking calculations
were solely based
[1:27:17]
upon the residential
component to make sure, again,
[1:27:20]
they were able to park it.
[1:27:21]
So that's how those
calculations come to play.
[1:27:24]
And then the commercial shall
were addressed to, again, make
[1:27:28]
sure that any of those
tenants and anyone
[1:27:31]
any of those customers,
those patrons
[1:27:32]
would also be able
to utilize the space.
[1:27:36]
OK I know that we have some
business owners from the shops
[1:27:39]
here tonight Can
you just explain
[1:27:42]
how parking during construction
will work for those businesses
[1:27:48]
and for their patrons, what
they're required and sorry.
[1:27:51]
Absolutely.
[1:27:51]
So I know So the project
be approved The applicant
[1:27:55]
and the city will have
further conversations,
[1:27:57]
but the idea is to have
that portion of the parking
[1:28:01]
that is within the
southern area the area
[1:28:06]
in front of the
alibi and hunters
[1:28:08]
to remain open
during construction.
[1:28:11]
Again all of this is
all the development
[1:28:13]
is impacted on the one
side of the property
[1:28:17]
where six Avenue would still
be able to be maintained
[1:28:22]
throughout construction We'll
go through detailed plans
[1:28:34]
once we get to
construction again.
[1:28:37]
If the project's
approved, we're we'll
[1:28:39]
be we'll have that Those
conversations with the developer
[1:28:43]
just to ensure that everyone
is fully aware There has been
[1:28:47]
conversations to see if
there's alternatives that
[1:28:50]
could be provided to some of the
patrons, to the business owners.
[1:28:53]
I would defer to the
applicant to go into detail.
[1:28:58]
Some of those were
Lyft, Uber circuit.
[1:29:02]
If there's additional
opportunities
[1:29:04]
for them to provide, you know, I
know we do voucher of that sort.
[1:29:10]
OK Commissioner, I think when
it gets to the applicant,
[1:29:12]
I have questions about that
too, that we can OK, sure, sure.
[1:29:16]
My, my, my last item.
[1:29:18]
I just want to talk for a
moment about the period.
[1:29:20]
So this is currently
arts and entertainment
[1:29:24]
zoning under article 30.
[1:29:26]
And we would be rezoning
to article 40, which really
[1:29:30]
conforms to the site plan.
[1:29:32]
That's my understanding I
mean is APD unique to our city
[1:29:39]
or do other cities have
planned unit developments
[1:29:41]
or similar code that
allow for rezoning
[1:29:45]
So these are not
unique to open manors.
[1:29:47]
There are a number of
other municipalities
[1:29:49]
that do have pudi, Doc,
Pudi zoning districts Okay.
[1:29:55]
And can you just
for everyone here
[1:29:57]
tonight can you just
explain the difference?
[1:30:00]
I know some people
call them variances
[1:30:02]
and variances really
don't apply to a PUD.
[1:30:05]
A variance would be, I
guess under Article 30
[1:30:08]
under Article 40, it
would be an exception
[1:30:10]
Can you just briefly explain the
difference between a variance
[1:30:14]
and exception under the code?
[1:30:15]
Absolutely.
[1:30:16]
So an exception
under Article 40 is
[1:30:19]
based upon the
specific regulation
[1:30:22]
and the Puti document is
authorized and approved
[1:30:25]
by the City Commission So it
is specific to that project
[1:30:31]
where a variance, although it's
still a case by case situation,
[1:30:35]
it has different criteria area
that's required to be justified
[1:30:40]
as you go through those.
[1:30:42]
Another difference is variances
are approved by planning
[1:30:46]
and zoning board exceptions are
only through the city commission
[1:30:51]
and they do become
part of the governing
[1:30:53]
document for that development.
[1:30:56]
So any changes to
that development
[1:30:58]
I would have to go
back through again,
[1:31:01]
depending upon the nature of
what that change would be,
[1:31:04]
it could have to come
back through the city
[1:31:05]
commission process.
[1:31:06]
And my understanding is
that a variance would
[1:31:09]
require a hardship or an
exception And would not
[1:31:12]
the it's different.
[1:31:13]
It's different degrees of.
[1:31:15]
But a hardship is again,
the criteria for variances
[1:31:19]
very clear.
[1:31:19]
They have three set criteria
to meet for a variance Okay.
[1:31:24]
Thank you Paul.
[1:31:28]
Your Honor to go
on to your Honor's.
[1:31:33]
So, all right.
[1:31:34]
So thank you for
this break down.
[1:31:36]
It's a little confusing,
but it is actually very
[1:31:38]
helpful once you follow it.
[1:31:39]
I appreciate the clarification
that the that based
[1:31:42]
on the changes that we've
been discussing in the code,
[1:31:45]
the reduction went from 39
to 10 And I and I agree.
[1:31:50]
You know, residents said
earlier, like, you know,
[1:31:52]
they should be able to count
on the code to be what you know
[1:31:54]
what they expect and that if
we have a problem with that,
[1:31:56]
we should change that.
[1:31:57]
So, you know, we're changing the
code where it's not consistent
[1:31:59]
and it's not what we expect And
I know that that code is not
[1:32:04]
yet finalized but this is like a
great example of how I certainly
[1:32:08]
don't know everything but I had
not considered just golf cart
[1:32:10]
parking as a type of
parking, you know,
[1:32:13]
obviously, those spaces will
fit the dimensions You know what
[1:32:15]
we're doing for the motorcycle
will absolutely work for a golf
[1:32:18]
cart, you know, And
so we shouldn't have
[1:32:19]
to force it into compact So, you
know, personally in seeing this,
[1:32:22]
I hope that's something we go
back to and revisit in our code
[1:32:25]
is to reflect that because I'm
personally getting rid of my car
[1:32:27]
at some point soon.
[1:32:28]
And going to a golf cart.
[1:32:29]
So it's not just parking
for me Well, I'll be
[1:32:32]
happier when I'm off the road.
[1:32:34]
So the other thing
to you on here
[1:32:36]
is I want to acknowledge
that the commercial,
[1:32:39]
they're only required
to build 112 spaces.
[1:32:42]
There proposing 156.
[1:32:43]
You know One thing
that we have learned
[1:32:46]
from from our conversations with
developers and with people that
[1:32:49]
finance it a property
can't get financing
[1:32:52]
if things like the
parking don't make sense.
[1:32:53]
You know they're not going
to provide the financing,
[1:32:55]
because the project won't work.
[1:32:57]
I think it shows
us something here
[1:32:59]
that there there over planning
how much for commercial?
[1:33:03]
Because I think that they know
that that's what they have to do
[1:33:05]
in order for this project
to work and make sense
[1:33:08]
And I think that they're
planning, in my opinion,
[1:33:10]
on residential is
very accurate for,
[1:33:12]
for what the requirements
of that community
[1:33:14]
are of, of a community
of that size.
[1:33:16]
It's only 89 units or
something like that, right So
[1:33:19]
that makes sense to me.
[1:33:23]
But ultimately that's pending
if we approve all the changes
[1:33:26]
that we've discussed so
far, that's the difference
[1:33:27]
on the ten and 39.
[1:33:29]
And as far as going back to my
last thing is on the traffic,
[1:33:31]
I know they'll be
further discussions.
[1:33:33]
Do we need as a city have to
approve their like do they have
[1:33:36]
to get an approved
parking management plan
[1:33:38]
or if we approve this, they're
basically have no obligation
[1:33:42]
for us to agree with
how they handle parking
[1:33:44]
during the interim, you know,
for the existing you know,
[1:33:47]
I mean no matter what, we're
still going to have to deal
[1:33:50]
with the parking we deal with
out for any development that
[1:33:53]
occurs.
[1:33:55]
So i've had conversations
with the applicant already,
[1:33:58]
so they have been placed on
notice that this is something
[1:34:01]
that does have to be
definitively determined
[1:34:06]
The most important is to make
sure that our businesses are not
[1:34:10]
in our.
[1:34:12]
Let me rephrase that are as
least impacted as possible.
[1:34:16]
We know that there's
going to be impacts.
[1:34:18]
That's just the
nature of development.
[1:34:20]
But we want to try to reduce
that as best as we can.
[1:34:23]
So I'm hearing that we
need the opportunity for us
[1:34:26]
to have them come to
an agreement on how
[1:34:29]
we're going to handle it.
[1:34:29]
It's not just purely their
choice, correct That's great.
[1:34:33]
I the other thing that just to
go back to something your slide
[1:34:36]
earlier, I just want to confirm
One of the most important things
[1:34:40]
for me about the last
project was the covenant
[1:34:42]
that related to the restrictions
on the parcels and frankly that
[1:34:48]
protected the commercial
buildings that were there
[1:34:50]
in the way that that covenant
was without a doubt, one
[1:34:53]
of the best things for the
city and for the tenants that
[1:34:57]
are there and for our future.
[1:34:58]
I know we have to repeal this
is is that covenant going
[1:35:01]
to come back with the in
the set of resolutions
[1:35:05]
that it brings back?
[1:35:06]
Yes.
[1:35:06]
So so there'll be we'll
have all of the releases.
[1:35:13]
There'll be a developers
agreement declaration
[1:35:15]
of restrictive covenants.
[1:35:16]
There'll be the
allocation of units.
[1:35:18]
So all of that is
going to be part
[1:35:20]
of those resolutions that will
be finalized on this project.
[1:35:24]
Again, should the
Commission approve it.
[1:35:27]
And I'm going to restate
what I understood
[1:35:28]
the covenant to
be just make sure
[1:35:30]
that I have the
understanding right.
[1:35:32]
That was multiple that
was multiple parcels.
[1:35:35]
Ultimately And what we said
is by agreeing to allow you
[1:35:38]
to develop this, you can't
split up the commercial
[1:35:40]
and residential and then
somebody go and tear down
[1:35:43]
the commercial and build
residential because we're
[1:35:45]
sort of allocating the
residential over here
[1:35:47]
is that so the
allocation of units
[1:35:50]
is being addressed as
part of the documentation
[1:35:53]
where it's based upon
the overall property.
[1:35:57]
And that's the ultimate
number of units that
[1:36:00]
would be able to be allocated.
[1:36:02]
So we're not going to say, okay,
you know, you can have 89 here.
[1:36:05]
And then, oh, here's
another 300 that you want
[1:36:09]
to try to get No, it's based
upon that overall parcel
[1:36:12]
and that will all be
identified in those documents
[1:36:14]
that we'll see at a later
point with the great.
[1:36:16]
Thank you all.
[1:36:18]
I had, first of
all, I apologize.
[1:36:21]
I had to leave.
[1:36:22]
I have an emergency at home.
[1:36:24]
But i had extensive
discussions this morning
[1:36:28]
with the director and the
city manager on the parking
[1:36:32]
and on the exceptions.
[1:36:34]
So i pretty much am in
agreement with everything.
[1:36:37]
And I appreciate
all the comments
[1:36:38]
that Commissioner
Darmanin brought up,
[1:36:41]
as well as Vice Mayor Caputo.
[1:36:43]
So I'm good on the stuff
we're talking about now.
[1:36:48]
Thank you.
[1:36:49]
Good Thank you.
[1:36:50]
So I'm just going to ask a few
questions about the parking.
[1:36:53]
And then I'll reserve
my other comments
[1:36:54]
until after the
applicants speaks.
[1:36:56]
So just going on
to a commissioner
[1:36:58]
Caputo was saying just to help
me understand that everybody
[1:37:02]
understand about the
restrictive covenant
[1:37:04]
where we're rescind
thing or repealing
[1:37:07]
all the other covenants
that have been put in place
[1:37:09]
with the previous project.
[1:37:09]
Everything related to
the previous project.
[1:37:11]
We're going to reset for this
project going forward just to be
[1:37:15]
clear, after they build this
site are they still able to then
[1:37:19]
build on the other half?
[1:37:20]
I guess that's ultimately,
that's what the questions out.
[1:37:23]
My side you mean correct?
[1:37:24]
They could, yes And the entire
and there are a number of units
[1:37:29]
they'll be permitted would
be whatever they're allowed
[1:37:32]
under the density six
units per acre minus
[1:37:34]
whatever they're using here.
[1:37:36]
Correct OK.
[1:37:37]
So there's going to be no
restrictive covenant in place
[1:37:39]
going forward that
they cannot build
[1:37:41]
on the other side just to
be clear on the alibi's that
[1:37:44]
correct Okay.
[1:37:45]
Because it's limited version
of based upon square footage.
[1:37:49]
But yes, I'm sorry,
but there's no
[1:37:51]
going to be no restrictive
covenant for approval of the PUD
[1:37:55]
that they can not build other
units on the other side.
[1:37:59]
Correct.
[1:38:00]
A part of that are
there's because they
[1:38:02]
took 252 units
before river grass,
[1:38:04]
which took it from that part.
[1:38:06]
And now we're taking we're
sending all them back
[1:38:08]
and like taking 89.
[1:38:09]
So there's more But
for approval of a paved
[1:38:12]
they need the
commission approval
[1:38:14]
if we want to add some type
of restrictive covenant,
[1:38:17]
we're entitled to ask for it.
[1:38:18]
And they can either say
no or we can say no.
[1:38:21]
Right?
[1:38:21]
Ultimately, that's
what a p D is.
[1:38:23]
OK And in terms of the number
of parking spots, also confused.
[1:38:28]
Appreciate it.
[1:38:29]
At least I'm not the
only one It's confused.
[1:38:33]
Yeah.
[1:38:33]
So the total.
[1:38:34]
Let's just go to
the total numbers.
[1:38:36]
It's easiest one to understand.
[1:38:37]
Total required parking to 46.
[1:38:41]
Is that based on
the proposed change?
[1:38:44]
As to the ordinances that
have not yet been passed ?
[1:38:48]
Yes.
[1:38:49]
At the beginning
when you started,
[1:38:50]
you said when the
rules that apply
[1:38:52]
or when the applicant
submits their application
[1:38:55]
Let me stop right there.
[1:38:56]
And you answer.
[1:38:57]
So when we look at the number
of required parking spaces
[1:39:01]
and I'm going to
touch specifically
[1:39:02]
on the commercial first, we
looked at what is existing out
[1:39:07]
there, what those businesses
are out there what the uses
[1:39:10]
and what the current
parking requirements are.
[1:39:12]
And then we take
the new building
[1:39:14]
and we parked that at
the worst case scenario.
[1:39:18]
So that's where we
come up with the 112
[1:39:20]
parking spaces that's required.
[1:39:23]
What's the worst case scenario?
[1:39:24]
It's one per 300ft².
[1:39:27]
Gotcha.
[1:39:27]
So that's our
commercial, correct?
[1:39:29]
OK.
[1:39:30]
Separate from the 1.5.
[1:39:32]
1.25.
[1:39:33]
That's all residential, Correct.
[1:39:34]
OK just to make sure
we separate that out
[1:39:37]
So the 246 is inclusive
of both the commercial
[1:39:40]
and the residential.
[1:39:41]
Correct.
[1:39:42]
The residents So portion,
it's based on the proposed
[1:39:45]
ordinances on the 1.25.
[1:39:47]
What is what is the
documentation that you
[1:39:50]
have before you
is actually based
[1:39:52]
upon the existing code of 1.5.
[1:39:55]
So this this document this
stuff that we provided,
[1:40:00]
what's in the backup is 1.5.
[1:40:03]
When you guys i did the
extra analysis Okay.
[1:40:06]
So it's based on this.
[1:40:07]
So if the revised if the
proposed the ordinance passes
[1:40:13]
this number would even be lower.
[1:40:15]
Correct ?
[1:40:17]
No.
[1:40:19]
OK.
[1:40:20]
So the number.
[1:40:21]
Yes.
[1:40:22]
And they're saying no So
I guess different shaking
[1:40:24]
heads behind you.
[1:40:25]
No, no, no.
[1:40:26]
I'm confused Question
was, are these parking?
[1:40:29]
I'm confused.
[1:40:30]
So the last two, if we
talk about the larger.
[1:40:33]
Thank you, be the last two
lines specific to 46 and two.
[1:40:37]
So when we look at
what is required
[1:40:40]
we are looking at
134 parking spaces
[1:40:43]
as is required for residential.
[1:40:45]
And we're looking at
112 parking spaces.
[1:40:48]
That's required for commercial.
[1:40:50]
Right.
[1:40:50]
OK That's your 246.
[1:40:53]
OK.
[1:40:53]
The excess options that
are being requested
[1:40:57]
is for the residential
component right?
[1:41:01]
Okay.
[1:41:01]
And that's where we start to
look at the ordinance that
[1:41:04]
was adopted.
[1:41:05]
And as well as the ordinance
that's proposed the adoption
[1:41:10]
being the use of alternative
types of parking spaces
[1:41:14]
like the golf cart parking
space is not counted.
[1:41:17]
And there 95 spaces,
that's additional.
[1:41:21]
Okay.
[1:41:22]
So if you want to
look at 95 plus seven,
[1:41:25]
they actually were proposing
a 102 parking spaces.
[1:41:31]
But again, because the golf
cart didn't meet the code
[1:41:34]
requirements of a
parking space, that's
[1:41:36]
why we didn't count those
as part of the proposed
[1:41:39]
number of spaces.
[1:41:41]
So the 134 required residential
is that based on the 1.2, 5.1.5?
[1:41:50]
Okay So if we were to
change our code to 1.25,
[1:41:54]
there requirement would
be less 112 would be 1/12.
[1:41:58]
Okay.
[1:41:59]
And then that's
where we get that.
[1:42:00]
But your total number at the
bottom is the 134 residential.
[1:42:04]
Correct.
[1:42:05]
So the required amount if
and when the ordinance passes
[1:42:08]
would be significantly
or nothing.
[1:42:11]
Okay.
[1:42:11]
20 2017 spaces 17
I can't do math.
[1:42:15]
OK, but one 1222 the
2134 Yeah, minus 12 okay.
[1:42:21]
But I got it OK.
[1:42:24]
So I think I'm
fine with parking.
[1:42:27]
One other thing.
[1:42:28]
Just related to
the parking garage
[1:42:30]
I don't know if
you can answer it
[1:42:31]
or maybe the traffic person
we talk about channelized
[1:42:36]
and I understand
that's a curve, right?
[1:42:39]
Can you just explain to
everyone but the translation is
[1:42:42]
and unless you want to
do some from the traffic,
[1:42:45]
I'm going to call up recap
only into is that going to only
[1:42:50]
be in or is that both in
and out Please your name,
[1:42:54]
state your name.
[1:42:55]
Good evening, Council Eric.
[1:42:57]
Yeah with Kimberly Hahn Offset
e201 Peters Road getting me
[1:43:03]
so you asked about the channel
for the driveway So this avenue.
[1:43:07]
Yes.
[1:43:08]
So seventh Avenue.
[1:43:09]
There's one proposed full
ingress and egress driveway
[1:43:13]
and one ingress only
driveway to the south,
[1:43:16]
the northern driveway.
[1:43:17]
That's where we're
going to have that.
[1:43:19]
The project is going to have
the left only restriction
[1:43:23]
And the curb on the south
side of that driveway will
[1:43:27]
it'll extend out into
the street and conflict
[1:43:30]
with any vehicle that's
trying to make a right turn.
[1:43:32]
Only they'll still be
able to make the left out
[1:43:36]
and the entering traffic could
from the residential side.
[1:43:38]
Make a left in I believe, right?
[1:43:41]
Yeah and make that
southbound right.
[1:43:44]
Turn it into the site and is
that a best practice or anything
[1:43:51]
to enhance that because
there are other complexes
[1:43:56]
i live in one that has one
of those and people are just
[1:44:00]
are impatient and they have no
desire to drive around the block
[1:44:04]
and they're constant only
making the illegal turns.
[1:44:07]
And both in and out they
do super wide turns.
[1:44:11]
Whatever they can figure
out how to get out.
[1:44:13]
They drive over the curb.
[1:44:14]
I'm not sure it solves the
problem that we're trying
[1:44:17]
to solve or if there
are other tools
[1:44:19]
to help solve for that
problem of stopping
[1:44:22]
the traffic from
going southbound
[1:44:24]
down sort of avenue there.
[1:44:25]
There definitely are
more extreme measures
[1:44:27]
We've seen rebounder
bulls and Miami Beach,
[1:44:29]
they deployed rebounder
doubled like delineated
[1:44:33]
along the center right.
[1:44:34]
That's why I was going to
say I'll that can physically
[1:44:37]
restrict anywhere from turning
in the previous application they
[1:44:42]
had proposed these
restrictions again,
[1:44:45]
just to provide that curb
extension to physically
[1:44:48]
present prevent as well as the
turn like the right turn only
[1:44:51]
sign the Led signs to, you
know, visually restrict
[1:44:56]
it the like massive
restrictions That's I guess,
[1:45:01]
the standard practice
would be that.
[1:45:02]
Yeah.
[1:45:03]
And the concern also with the
providing the those elevators
[1:45:08]
within the Marina would be that
the vehicles that maybe would
[1:45:11]
want to come to the site
from the residential portion,
[1:45:14]
they'll have to circulate
around and additional traffic
[1:45:18]
on Walton Drive So you know,
there's pros and cons for it.
[1:45:22]
The treatment that the applicant
is proposing at this time
[1:45:24]
is consistent with
the other one.
[1:45:26]
And we were satisfied with that.
[1:45:28]
Thank you.
[1:45:29]
Thanks.
[1:45:30]
In the US and those are
from parking questions OK.
[1:45:37]
I'll make one request
and sure can this be
[1:45:39]
made available to the public?
[1:45:40]
The sheet that we
were looking at?
[1:45:41]
Yeah.
[1:45:42]
They're going to put out
They're going to put on.
[1:45:43]
Are we sure that they
have access to it?
[1:45:44]
Yeah, I think it's in
the agenda packet now.
[1:45:47]
This one was not about
this one was only
[1:45:48]
when there was no mayor.
[1:45:50]
If I can actually address that.
[1:45:51]
What we can do is we
can add it to the page
[1:45:53]
that we have for
development applications
[1:45:55]
on the city's web page.
[1:45:56]
OK Now that'll work.
[1:45:59]
Thank you very much.
[1:46:00]
I think he was very
complete on our half
[1:46:04]
except for the parking which
got a little confusing,
[1:46:06]
but I think it straightened out.
[1:46:09]
Most of my questions
are for the applicant
[1:46:11]
but I'll get up yet
We're going to give
[1:46:15]
we're going to take care.
[1:46:16]
Five minute break,
and then we'll
[1:46:18]
get back to me Rob I know
You're on you're there
[1:54:26]
and you said please, everyone
take your seats take your seats.
[1:54:33]
Take your seats, please See you
and get out of here by 11 1230
[1:54:44]
you'll be here by yourself
down 1230 before city
[1:54:54]
manager, any city commission.
[1:54:55]
You're ready Yes, we're
all set All right.
[1:54:59]
The applicant.
[1:55:00]
Please state your
name Thank you.
[1:55:03]
My name is Denis Mealy 200
East Broward Boulevard.
[1:55:05]
Fort Lauderdale On behalf.
[1:55:07]
The applicant before I show
some slides that I have,
[1:55:09]
I want to just talk
briefly about some
[1:55:12]
of the questions you
were asking and provide
[1:55:13]
some additional answers.
[1:55:15]
So you see on the
screen, the what we have,
[1:55:19]
of course, building is
already there building B
[1:55:22]
and C and D would be new.
[1:55:24]
So during construction, we're
going to keep the building
[1:55:29]
a parking lot open and then
as much of the other parking
[1:55:32]
onsite open as we can.
[1:55:34]
Obviously, we're going to have
to close off certain parts
[1:55:36]
when we're working on it But
before we do any of that,
[1:55:39]
we meet with your staff usually
police department engineers
[1:55:43]
and planning to do what's
called maintenance of traffic,
[1:55:46]
just like you see sometimes when
somebody is building a turn lane
[1:55:49]
and they have the little
orange cones out in the street,
[1:55:52]
they don't just go
shut that stuff up.
[1:55:54]
They work with the local
jurisdiction first to see how
[1:55:57]
should it be put in
where should it be,
[1:55:58]
What part of the day etc..
[1:56:00]
And we'll do the same
thing in this parking lot
[1:56:02]
to make sure that as many
spaces are open as possible.
[1:56:06]
One thing to keep
in mind building a
[1:56:08]
is 100% leased with
businesses that have leases
[1:56:12]
going out into the future.
[1:56:14]
So we're not going
to do anything
[1:56:16]
to harm those businesses
because that's our lifeblood.
[1:56:19]
You those are our tenants
and they're staying
[1:56:21]
and we're very happy.
[1:56:22]
The fact that they're staying.
[1:56:24]
People often talk about alibi
and hunters They're staying,
[1:56:27]
but so is everybody
else in that building.
[1:56:29]
And of course, we're
renovating the building
[1:56:31]
to make it look much
better than it does today
[1:56:35]
So I just wanted to
talk about that briefly.
[1:56:37]
The issue of the
number of units.
[1:56:38]
So 252 units were allocated
to the property before.
[1:56:42]
We only need 89.
[1:56:44]
So we're basically
giving 163 back.
[1:56:48]
The question about a restrictive
covenant, we only want 89 units.
[1:56:52]
We're not doing this
to come back later
[1:56:54]
and tear down the commercial
and build more units.
[1:56:57]
So if you want us to have a
restrictive covenant as well
[1:57:01]
as the restriction that's
in the p, u D, no problem
[1:57:04]
because the bottom line to
amanda restrictive covenant,
[1:57:07]
you'd have to come back
to the city commission
[1:57:09]
to amend the p u d
you'd have to come
[1:57:11]
back to the city commission.
[1:57:12]
So no problem with a
restrictive covenant
[1:57:14]
instead of a maximum of 252
units, it'll be a maximum of 89.
[1:57:19]
If we could switch to the other.
[1:57:21]
Thank you.
[1:57:21]
The other presentation my
planner gave me 72 slide.
[1:57:26]
I'm not showing I'll try to
make it like 20 or something,
[1:57:30]
and I'll do it as fast as I can.
[1:57:32]
I know she's got a long agenda
and a lot of people here.
[1:57:35]
All right so much
or I'll be thorough,
[1:57:36]
though I will if
there's something
[1:57:38]
I missed or something
i have questions about.
[1:57:40]
We got the other 57
slides there just in case.
[1:57:45]
Just let anybody know, though.
[1:57:47]
This is first reading.
[1:57:48]
There's two readings.
[1:57:49]
If it passes tonight,
there is going
[1:57:51]
to be a public comments
during this time Now,
[1:57:56]
not just at the B in a meeting.
[1:57:58]
Just everybody know.
[1:58:00]
I know everybody
knows where we're at.
[1:58:01]
But that often helps to
just look at an aerial
[1:58:04]
and see where you're at and
what's around you So this is
[1:58:08]
our site and you
see building a is
[1:58:11]
to remain and of
course, to be renovated
[1:58:14]
and then building the new.
[1:58:16]
We would tear down that
building in the back
[1:58:18]
and build buildings
to A, B, C and D
[1:58:21]
that Roberta showed earlier
just showing you the heights
[1:58:25]
of structures around us.
[1:58:26]
Because in a minute, I'm going
to show you kind of our building
[1:58:28]
heights just to
see where we fit in
[1:58:32]
So this is a little
rendering of the project,
[1:58:35]
you can see building a kind
of in the back building B
[1:58:39]
and C, right in the foreground.
[1:58:40]
And building D, the new
residential building
[1:58:45]
Just the site plan Another
version of the site plan.
[1:58:51]
OK This is what
I wanted to show.
[1:58:53]
So when we went to the
planning and zoning board,
[1:58:57]
we had a recommendation
of approval,
[1:58:58]
unanimous for both items, 7 to
0 but as we started to reach out
[1:59:03]
to Commissioner and Mayor,
we became clear to us
[1:59:06]
that we needed to do better
than what we had done so far
[1:59:09]
So you'll notice that Or he
told me there's a laser pointers
[1:59:13]
and that great.
[1:59:14]
Although he doesn't have
to point out here So
[1:59:17]
you notice we got
a 35 foot setback.
[1:59:20]
It's now 40.
[1:59:22]
We were able to building
up a little bit.
[1:59:25]
We had to meet on top a little
bit to make that happen.
[1:59:29]
As we were able to achieve
without any foot setback.
[1:59:33]
And so 35, we have four
there's two houses down here.
[1:59:37]
The setback 62ft, because
this is an open area.
[1:59:40]
The building starts here.
[1:59:42]
Now, when you're way over
here, the setback is 67ft.
[1:59:46]
But in this area here where
we have 35, you're not there
[1:59:49]
for oh I'm sorry.
[1:59:57]
So this is just showing
you a little vignette
[1:59:59]
of that back area.
[2:00:00]
So if you look at the
lower left hand diagram,
[2:00:04]
then it's I'm sorry, do you mind
going back to that previous.
[2:00:07]
Sure So I just
want to understand.
[2:00:12]
So the 35 foot setback would
be for the carriers property.
[2:00:19]
In other words, the other to
the left of 40, it was 35.
[2:00:24]
Now it was 35.
[2:00:25]
Now 40.
[2:00:26]
So if we go down a little
bit to that corner.
[2:00:30]
That's cut out here
by the other way
[2:00:33]
by Candler with that still
be 35 or is that 40 because I
[2:00:38]
don't see that increasing.
[2:00:40]
We're still strong, 35.
[2:00:42]
There because it's really the
side of the neighbor's house,
[2:00:46]
the garage is actually.
[2:00:48]
And so we did leave
that area at 35.
[2:00:51]
OK.
[2:00:52]
I'd like to know if
we can increase that
[2:00:55]
to 40 as well Yes, we will.
[2:00:59]
All right.
[2:01:00]
Thank you.
[2:01:01]
You.
[2:01:01]
I will.
[2:01:01]
Let me point out that if
we make a change like this,
[2:01:04]
which we will do,
obviously the staff
[2:01:07]
is going to have to review it.
[2:01:08]
OK.
[2:01:09]
Make sure it works OK.
[2:01:11]
And so if it doesn't
work, that's our risk.
[2:01:13]
We have to make sure it works.
[2:01:15]
All right Thank you.
[2:01:16]
I appreciate that.
[2:01:16]
We will.
[2:01:17]
So that setback just to
make it clear on here.
[2:01:22]
Yes, we come 40.
[2:01:24]
OK Piece of the building
is going to slide back.
[2:01:27]
So we would have 40
on both sides Yes.
[2:01:30]
OK.
[2:01:30]
We are adjacent to
residential of single family.
[2:01:33]
Residential.
[2:01:33]
We will have 40.
[2:01:35]
Thank you Can I ask a question?
[2:01:36]
No, you're sorry to
interrupt, but I'm
[2:01:39]
I need clarity because I've
heard two different numbers.
[2:01:42]
Now, as far as the
required setback,
[2:01:45]
I've heard that the required
setback for this was 65ft.
[2:01:49]
And then I heard the required
setback is the height
[2:01:51]
of the building at
that point, which
[2:01:53]
would be 48ft 48ft,
six inches, which
[2:01:56]
is what your director said.
[2:01:58]
That's the actual number.
[2:01:59]
Okay.
[2:02:00]
So we're not 65, 48.5.
[2:02:03]
So you're asking
now the exception is
[2:02:04]
you're asking for
eight feet at the
[2:02:06]
is what you're asking for Yes.
[2:02:08]
Okay.
[2:02:09]
From going from 48 to
40 48.5 to 48 86in 8.5.
[2:02:15]
Right.
[2:02:16]
Okay.
[2:02:16]
Thank you Okay.
[2:02:17]
Thank you for
basketball and football.
[2:02:20]
You're on that slide.
[2:02:21]
Since we're asking questions
is that okay with you?
[2:02:24]
We ask questions.
[2:02:24]
So we don't You
can ask questions.
[2:02:26]
It was not up to
him as a mayor Okay.
[2:02:30]
I'm okay.
[2:02:31]
Yeah.
[2:02:31]
So one, I really appreciate
you guys have made
[2:02:36]
a lot of a modifications,
so I appreciate
[2:02:39]
you coming in and doing this.
[2:02:40]
Unsure if it's going to
satisfy the people behind.
[2:02:43]
It's not the 45 there, I
think, but it shows that you're
[2:02:46]
a willing partner of the city.
[2:02:48]
So I definitely appreciate that.
[2:02:49]
What is actually, though, the
height of those that were now
[2:02:52]
go from 35 to 40.
[2:02:54]
So I've heard different
things over time.
[2:02:55]
Four foot 5, sorry, four floors.
[2:02:57]
Five floors, four floors.
[2:02:59]
It's all four floors.
[2:03:00]
Putting I have a diagram.
[2:03:02]
I'm going to show in a minute
that'll show, you know Okay.
[2:03:05]
So I think that will
answer the question.
[2:03:07]
Yeah.
[2:03:07]
I just want to thank
everyone to understand
[2:03:09]
because a lot of different
heights because of the garage
[2:03:12]
is just a 40.
[2:03:13]
It's 48.
[2:03:14]
And we just want to make
sure everyone understands
[2:03:16]
what's going on here.
[2:03:17]
Let me let me get
right to that, then.
[2:03:19]
I'm going to show this
first, then I'll do it.
[2:03:21]
So the other thing that we did
when we were at the planning
[2:03:23]
and zoning board
meeting they said,
[2:03:26]
we want you to do some
things on these balconies
[2:03:29]
to make sure that you're
not looking into people's
[2:03:32]
yards and that sort of thing.
[2:03:34]
So the first thing is, if you
look at the lower left diagram
[2:03:38]
here, you see that
there's like a planter box
[2:03:41]
along the edge of the balcony.
[2:03:43]
So you can't walk
right up to the railing
[2:03:45]
because there's a six
foot wide planter box
[2:03:48]
So you can walk up this far
but your railing is over there.
[2:03:52]
In other words, you can't
walk up to the railing.
[2:03:54]
Oh, here to the edge, because
you've got this big planter
[2:03:57]
box preventing you from going
up to the railing and of course,
[2:04:01]
the planter box has plants
in at least somewhat vertical
[2:04:05]
So i wanted to show
you that because I'm
[2:04:08]
going to show a line of sight
diagram in a few minutes.
[2:04:11]
So you can see how would
it compare to if we built
[2:04:15]
the building like wilma
on the drive under
[2:04:17]
Article 30 that was 80ft high.
[2:04:19]
So i'll show that in a minute.
[2:04:21]
So just to clarify because
so I understand that.
[2:04:23]
So you've got the edge
of the building, right?
[2:04:25]
And you're putting six
foot of the planner
[2:04:28]
so that they can't get to
the edge of the building
[2:04:31]
to prevent sort of
some site security
[2:04:33]
to the edge of the balcony OK.
[2:04:35]
And so you see that green on
that diagram in the lower left,
[2:04:39]
the green that wraps around
the edge of the balcony that's
[2:04:41]
the planter box.
[2:04:42]
The other thing we
did is they asked
[2:04:44]
us to put on the sides
like that something solid
[2:04:49]
So you can't go up to the side
of the balcony and look over.
[2:04:52]
So we actually have screening on
the sides of the balconies to.
[2:04:57]
So I want to show that
Now, here's the diagram.
[2:05:02]
It shows the building height.
[2:05:03]
So if you want where
it's yellow that's
[2:05:07]
one story where it's orange.
[2:05:09]
That's two stories where
it's green, that's four.
[2:05:12]
Whereas blue, that's five.
[2:05:14]
And where it's
purple, that's six.
[2:05:15]
So at one point, the entire
basically the entire residential
[2:05:20]
building was five stories.
[2:05:22]
But when we saw that we
do better on our adjacency
[2:05:26]
see two single family
homes, we lowered
[2:05:28]
that portion to four stories.
[2:05:30]
That's where you see
this again, That's
[2:05:34]
where you see the four stories
adjacent to the single family.
[2:05:38]
These are those balconies
that I was just showing you.
[2:05:40]
And then the main part of
the building is five stories
[2:05:43]
and only this part right
here is six stories.
[2:05:46]
And you see that's
the part that's
[2:05:48]
closest to the
commercial and farthest
[2:05:50]
away from the
residential neighbors.
[2:05:52]
So it's 6, 5, so adjacent
to the residential
[2:05:56]
where that kind
of neon green is.
[2:06:00]
That's 48ft, six inches high.
[2:06:02]
That's what roberta was
referring to earlier.
[2:06:05]
And that sets the required
under Article three,
[2:06:09]
the required setback
for that area
[2:06:11]
is based on the 48ft, six inches
height of that portion building.
[2:06:16]
You so the design inspiration
the architects love this ellis
[2:06:24]
Beach, a beautiful development
award winning development
[2:06:26]
in the panhandle of Florida.
[2:06:28]
Very modern.
[2:06:29]
And this is kind
of the inspiration.
[2:06:31]
Some of the colors, some
of the materials etc..
[2:06:33]
There's another slide
showing a similar thing.
[2:06:37]
So the one thing I will
tell you about my clients
[2:06:41]
as they monitor the social media
and we saw that we needed to do
[2:06:46]
better on some other things, not
just the setback So we started
[2:06:50]
looking at colors and signage
and everything So first of all,
[2:06:54]
keep in mind in our building
a where all the tenants are
[2:06:59]
staying, it's going
to be renovated,
[2:07:01]
it's going to be better
than it is today.
[2:07:03]
It'll look a lot better.
[2:07:05]
But then in our new
buildings, B and C
[2:07:08]
we saw that people
looked at this and said,
[2:07:10]
Gee, everything looks
kind of white and brown
[2:07:12]
and not very exciting.
[2:07:15]
So we started looking
at different things
[2:07:17]
we could do to the buildings
to make them look better.
[2:07:19]
And we want to do it.
[2:07:20]
You know, we're not we weren't
trying to have them be too plain
[2:07:24]
But when we saw that,
that was a concern
[2:07:26]
we decided to make some changes.
[2:07:28]
I want to show you those
now So for example,
[2:07:32]
here's the area where you're
between the two buildings,
[2:07:36]
B and C, there's going
to be outdoor seating,
[2:07:38]
umbrellas tables, you
know, for restaurants etc..
[2:07:42]
And you see we're doing a little
bit of kind of public art.
[2:07:44]
You see the signage.
[2:07:46]
And when a tenant
comes in, they're
[2:07:48]
going to be able to
do certain things
[2:07:50]
on that facade of the building.
[2:07:51]
I mean, we're not going
to start painting them.
[2:07:53]
We're but, you know, they
want something with signage.
[2:07:56]
They want awning.
[2:07:59]
They're just be able to be
a little bit of variation.
[2:08:02]
But you know, we
recognize that Wilton
[2:08:06]
Drive in for this aspect of it.
[2:08:09]
Wilton Drive reminds
me of La Solis, where
[2:08:11]
every store is different right?
[2:08:13]
But there are areas
where maybe there's
[2:08:15]
a larger shopping center where
you can't cut it up that way.
[2:08:20]
So we're trying to
fit in well with it.
[2:08:23]
I want to assure you that if
people are saying the businesses
[2:08:28]
that are there that they like
well, those are in building a
[2:08:30]
and they're staying.
[2:08:31]
You know, the other
building that we're removing
[2:08:33]
doesn't really
have anything in it
[2:08:35]
So we wanted to show you that
And then here's another example.
[2:08:40]
Same kind of thing.
[2:08:43]
This is the floor plan
for buildings B and C,
[2:08:46]
you see that we have an
area for outdoor seating
[2:08:48]
for restaurants, which we
think is very important.
[2:08:50]
And this is right on the drive.
[2:08:51]
So I think it's going to
be a great spot showing you
[2:08:57]
some of the renovation
that we're going
[2:08:58]
to be doing on building a.
[2:09:01]
And you know, again,
that is a better than
[2:09:04]
and it's why you're
doing the renovations
[2:09:06]
on the places that are
open hunters and alibis
[2:09:10]
and all the other places.
[2:09:11]
Are they going to be
able to stay open?
[2:09:14]
Yes.
[2:09:15]
Okay OK.
[2:09:16]
Yes, they will.
[2:09:17]
And we'll be working with
them closely and how we do it,
[2:09:20]
you know, you probably
you're probably going
[2:09:22]
to have some temporary signage.
[2:09:23]
So people open with
that sort of thing Okay.
[2:09:25]
We'll work closely with the
with the tenants to do that.
[2:09:28]
And I understand.
[2:09:30]
I understand it's I got a you
look through paper No, go ahead.
[2:09:35]
OK.
[2:09:36]
And what is the plan?
[2:09:37]
Is it renovating
this part first?
[2:09:40]
Is it A, B, C, or d?
[2:09:42]
What is that?
[2:09:43]
You're sketch.
[2:09:44]
So there's actually
we're going to
[2:09:46]
in the conditions of approval
there's a condition that
[2:09:49]
addresses that.
[2:09:50]
And so basically A
has to happen first.
[2:09:53]
Okay.
[2:09:54]
What the city has said to us
that everybody's been waiting
[2:09:56]
for for a long time is
to make the existing
[2:09:59]
buildings that you're going to
keep look better than they are.
[2:10:03]
Okay.
[2:10:03]
So that'll be the first.
[2:10:05]
And then the new retail.
[2:10:06]
And then the
residential in the back.
[2:10:08]
Residential first.
[2:10:09]
Right.
[2:10:10]
So let me talk about that
That's a good question.
[2:10:13]
It's important.
[2:10:13]
We cover it.
[2:10:14]
So the renovation of building
a and the construction
[2:10:18]
of buildings, B and C
will proceed quickly
[2:10:21]
because once we're
done with this,
[2:10:23]
we're going to go get
a building permit.
[2:10:25]
And build them the
residential building
[2:10:28]
because it's kind of minimums.
[2:10:29]
You have to sell a
certain number of units
[2:10:31]
before you can
start construct one,
[2:10:33]
because you can't get a
construction loan until you've
[2:10:34]
sold a certain number of units.
[2:10:36]
So the residential building will
probably be the last thing built
[2:10:39]
And what happens if you
renovate A, you build B and C
[2:10:43]
and something in the market
changes and the residential
[2:10:48]
does not take place for whatever
reason, right Financing they
[2:10:53]
don't had 50% of the
sales A lot could happen
[2:10:57]
between now and the year into.
[2:10:59]
Of course, we don't
think that will happen.
[2:11:00]
But if it did we
just have to wait.
[2:11:04]
And the city.
[2:11:05]
I know would make us
make the site you know,
[2:11:07]
keep the site in good condition
I've had clients in the past
[2:11:11]
where the city said you're
not keeping your property
[2:11:14]
in good condition
So we you know,
[2:11:17]
if that's what would happen, we
would tell them not the goal.
[2:11:19]
I get it.
[2:11:19]
Right.
[2:11:20]
Right.
[2:11:20]
But it's reasonable to say,
well what if it happens?
[2:11:22]
Right.
[2:11:23]
Okay.
[2:11:24]
So Dennis, can I ask a question?
[2:11:26]
Could be longer on those.
[2:11:27]
Longer Yes.
[2:11:30]
When do you anticipate
starting this?
[2:11:32]
Do you have any idea
then which craft identify
[2:11:39]
name and address, please.
[2:11:41]
Good evening, everyone
My name's Ben Boyce.
[2:11:43]
I live at $2,816
Northeast 26th Street.
[2:11:46]
I'm with Styles.
[2:11:47]
Appreciate everyone coming out
tonight on the retail side,
[2:11:52]
we are currently drawing for
CD's and so hopefully we'll
[2:11:56]
be in a position to
submit those for permit
[2:11:59]
within the next probably
few weeks As soon as we're
[2:12:03]
able to get permits, we're
ready to start I mean,
[2:12:06]
there's a partnership
in place fully
[2:12:08]
capitalized and ready to go on
the retail commercial aspect.
[2:12:12]
Okay.
[2:12:12]
I would state
though, sorry, just
[2:12:14]
to take one step
back on the phasing
[2:12:18]
and we can talk about
this a little bit.
[2:12:19]
There are certainly some
nuances with phasing
[2:12:21]
the site, the buildings
b and C, which
[2:12:25]
are the new retail
buildings, take
[2:12:27]
longer to build
versus the renovation
[2:12:29]
of the existing asset.
[2:12:31]
We would certainly want to try
to be very mindful and strategic
[2:12:34]
about when we start and finish
the renovations of the existing
[2:12:37]
building Just given
that you've got
[2:12:39]
the existing tenants in there.
[2:12:40]
So again, we can talk
about that a little bit,
[2:12:42]
but we would work hand
in hand with the city.
[2:12:45]
We've done that over time.
[2:12:46]
Dissipate the new buildings
to take the build Yes.
[2:12:50]
To the new buildings
vertical is probably
[2:12:52]
approximately ten months.
[2:12:53]
OK.
[2:12:53]
Thank you.
[2:12:54]
You.
[2:12:54]
What about the existing
building Existing a building?
[2:12:58]
There's always unforeseen
conditions, unfortunately
[2:13:00]
but you're probably looking
at a roughly 120 days
[2:13:04]
to complete the bulk of the
work on the vertical renovation.
[2:13:07]
I'm not a builder.
[2:13:08]
I don't claim to be just like
I'm not a management accountant
[2:13:12]
However, you may want to.
[2:13:14]
Everything went out despite
our computers up here.
[2:13:18]
You know in the back Good job.
[2:13:22]
And because it's going
to take you know,
[2:13:25]
approximately four months
high season starts November.
[2:13:29]
It's to busiest
time our businesses
[2:13:31]
make almost no I
was like almost all
[2:13:34]
them most of their money
during that time, it would be
[2:13:37]
you could talk with the
business owners there.
[2:13:39]
And I would recommend you do so.
[2:13:41]
I would recommend you
can't get it in now like,
[2:13:44]
wait till after the season.
[2:13:46]
So we don't like cannibalize
and destroy their business
[2:13:49]
because there's no signage.
[2:13:51]
People can't get around
There's maybe less parking
[2:13:54]
that's my recommendation.
[2:13:55]
But ultimately, you all
need to figure out what's
[2:13:57]
best for the tenants there.
[2:13:58]
And for the renovation.
[2:13:59]
If i can, I have an
understanding that and correct
[2:14:02]
me if I'm wrong,
when you, Director,
[2:14:04]
that they can't be
issued a C on that.
[2:14:08]
And the buildings until
a until A is complete
[2:14:11]
Did I understand that correctly?
[2:14:13]
So the only thing I would say
is and i think that that's
[2:14:16]
very smart that you
suggest that we talked
[2:14:17]
to, that the tenants
and the tenants
[2:14:20]
may not want it to be
during season, bye.
[2:14:22]
If that's a tenant choice to
do that, I don't want that.
[2:14:25]
I don't want them honoring a
tenant choice to prevent them
[2:14:28]
from building in the retail.
[2:14:30]
Like I think we need to account
for that if they're giving
[2:14:32]
flexibility because of
the tenants, let's not,
[2:14:34]
you know damage
them because of it.
[2:14:37]
So when Ben and I were
talking about this earlier,
[2:14:40]
he mentioned the same thing you
just heard talk about ten months
[2:14:43]
to build the new
buildings, take about
[2:14:44]
four months to
renovate building a
[2:14:47]
and he would like
to finish them.
[2:14:49]
But basically, the
same time So okay then
[2:14:54]
and I say that right that he
will okay April next year they
[2:14:58]
but yes, there is a condition
that we have to deal with
[2:15:01]
and i'm honored I might want to
talk about that for a minute.
[2:15:04]
But let me finish,
Jacob, can we have
[2:15:07]
some additional
letters of support
[2:15:08]
that I weren't in
the back up, so.
[2:15:10]
Jacobs is going
to bring them up.
[2:15:12]
One from the venue one
from Heather AB dinoire.
[2:15:20]
She was had questions about the
channel ization of the driveway,
[2:15:23]
wanted to make sure we were
sending the cars back to Wilton
[2:15:25]
Manors and back to won't drive
and not into the neighborhood
[2:15:28]
And she thanked us for doing
and then also down moody
[2:15:32]
and I think that's it,
right, Jacob OK thank you.
[2:15:36]
And there's other letters
already in your back up right?
[2:15:39]
OK.
[2:15:40]
Let me keep going Oh, these are
just some interior shots Oh, we
[2:15:52]
also made changes to
the residential building
[2:15:57]
similar to what I was showing
on the retail and a little bit
[2:16:00]
of color and a little bit
of variation of materials
[2:16:03]
from tile and some other things.
[2:16:05]
Just to, you know, get away
from too much of the too much,
[2:16:10]
just the white look
just showing you
[2:16:16]
the pool area pulled
back that area
[2:16:22]
And then I'm going to
skip to the last slide.
[2:16:24]
Now, you don't want to
focus on the pet spa.
[2:16:27]
Can you do that?
[2:16:27]
That's fine Everyone
let me tell you,
[2:16:33]
I came out a little
bit early tonight.
[2:16:34]
And I was driving
through the neighborhood
[2:16:36]
and you got a lot of
people walking dogs
[2:16:38]
and like our dogs and cats OK.
[2:16:42]
So One of the things that
we were I got to keep going.
[2:16:46]
Right.
[2:16:47]
Okay.
[2:16:48]
And should be almost there.
[2:16:51]
Think it's the second
to the last slide.
[2:16:54]
There we go Here it is.
[2:16:56]
OK.
[2:16:56]
So we were asked
how would it compare
[2:17:00]
the way we're
building our building
[2:17:02]
versus article 30 building?
[2:17:04]
I don't know if that's
the right way to say it,
[2:17:05]
but that's sort of
what you said to me
[2:17:07]
So the Article 30 building
can be 80 foot high.
[2:17:10]
It does have that step back.
[2:17:12]
So you see the
article 30 building
[2:17:14]
is basically the purple line.
[2:17:15]
That's what that is.
[2:17:16]
We didn't draw the building.
[2:17:17]
We just drew the you
know, the setback,
[2:17:20]
the step back and the height.
[2:17:22]
So that this corner right here
is that that's the 80 foot mark.
[2:17:28]
And actually,
under your code you
[2:17:30]
can have a balcony extending
three feet out into the setback.
[2:17:35]
So the Article 30 building will
have a balcony right here where
[2:17:39]
the person can stand
right up to the railing
[2:17:41]
and look over and look
over into the backyard
[2:17:46]
for single family homes.
[2:17:48]
Our building even though we're
closer to the property line,
[2:17:52]
this is our maximum
height This is our balcony
[2:17:58]
And you can't see
the person's house.
[2:18:01]
You can see this, which
is above the house
[2:18:04]
because you can't come up to
the end zone and five foot six,
[2:18:08]
I can't see anything
in a six foot
[2:18:12]
So that was the
last slide I had.
[2:18:14]
But I was asked to, you know,
show how would it be, how would
[2:18:16]
it compare if you built
Article 30 versus we're
[2:18:19]
building for the privacy of the
single family homes behind us.
[2:18:23]
So we hope that we've
been able to achieve that.
[2:18:27]
You know, when I worked on the
last project with the Wilma
[2:18:30]
on the Drive and there.
[2:18:32]
We had a parking
garage in the back.
[2:18:34]
And so neighbors
said, hey, nobody can
[2:18:37]
there are no
windows for somebody
[2:18:38]
to look out into my yard.
[2:18:39]
So I knew it was an important
thing because we heard about it.
[2:18:42]
Then if we had Windows if they
would have been concerned.
[2:18:46]
So we said, what can we do
to make sure that you can't
[2:18:49]
look into somebody's yard?
[2:18:50]
And the planter boxes?
[2:18:52]
The setback and
everything else we did
[2:18:54]
seems to have done
the trick much better
[2:18:56]
than an Article 30 building
80 foot high with a balcony
[2:19:00]
sticking out three feet.
[2:19:01]
So just for clarity
in case other people.
[2:19:03]
So when you say Article three,
it's what our code allows us
[2:19:06]
without modification is the
example you give that you know
[2:19:10]
and a three foot off
of that, you know,
[2:19:13]
so you could obviously
look down if we did not
[2:19:15]
reason if we kept our
current WD zoning district,
[2:19:19]
we would be the purple line.
[2:19:21]
Okay.
[2:19:23]
And the planners
will that and will
[2:19:26]
that is that something
that is written
[2:19:28]
into that in the site plan?
[2:19:29]
So they have to always be there.
[2:19:30]
There's not an opportunity
that's correct.
[2:19:32]
Okay.
[2:19:33]
And they're in our
PUD document, too.
[2:19:35]
So remember what
Roberta was saying
[2:19:36]
earlier because a
p d has a graphic
[2:19:40]
that goes with the ordinance.
[2:19:42]
It is really kind
of the site plan
[2:19:44]
was just a little bit
less information on it.
[2:19:46]
But yes these planner boxes
are required by the P, U,
[2:19:49]
D, and the site plan.
[2:19:52]
And if you feel you need
to make that stronger
[2:19:54]
and you want to make it
a condition or something,
[2:19:56]
were perfectly fine with that
because we're going to do it.
[2:20:01]
You know questions.
[2:20:03]
But i have a question.
[2:20:06]
Dennis thank you.
[2:20:08]
I know you and I have had many
conversations and especially
[2:20:12]
about setbacks And I had to
strongly ask that the setbacks
[2:20:17]
start with a four.
[2:20:18]
So i'm really glad to see that
you've increased the setbacks.
[2:20:21]
I remember when you said you
wanted to start with a four
[2:20:23]
and my client said,
Does he mean four?
[2:20:25]
I so thank you for that.
[2:20:30]
We also had discussions
about it when we
[2:20:33]
approved the One year project.
[2:20:35]
There was a disclosure there was
an acknowledgment where people,
[2:20:39]
the residents are
acknowledging that they
[2:20:41]
live in the alternative
payment district
[2:20:43]
and what goes with that?
[2:20:44]
Because I don't want frivolous
noise complaints constantly.
[2:20:47]
A code And I think
that you have agreed
[2:20:50]
to put those that disclosure
in the bylaws Yes.
[2:20:55]
Okay.
[2:20:55]
I'm also going to ask typically
there's a application that gets
[2:21:00]
filed with the rules and
regulations where applicants
[2:21:04]
will initial it, you
know, when it's buried
[2:21:06]
in a in a three page bylaw.
[2:21:08]
No one sees that.
[2:21:09]
But I would also ask that the
disclosure be in the application
[2:21:13]
package where it's
acknowledged and initialed
[2:21:17]
with everything else.
[2:21:18]
Yes, we will do that.
[2:21:19]
Thank you.
[2:21:20]
I appreciate that
And I know typically,
[2:21:23]
we provide, I believe, copies of
the condo documents for the city
[2:21:26]
attorney to review.
[2:21:28]
So we'll provide a copy
of the application.
[2:21:30]
OK And thank you for the offer
with the restrictive covenant,
[2:21:34]
we will take you up on that.
[2:21:35]
No problem We will.
[2:21:38]
I think i think that's
all I have for now Chris,
[2:21:42]
sorry to jump back in there.
[2:21:44]
If I understood it wasn't
mentioned earlier that there is
[2:21:46]
some sort of
agreement that if more
[2:21:49]
traffic calming is necessary
that you guys were open to that.
[2:21:53]
And do I understand that
there's some sort of we
[2:21:55]
have some sort of
construction bond or some bond
[2:21:57]
that I mean, I feel confident
that the traffic will be,
[2:22:01]
as it's described.
[2:22:02]
And we won't need to.
[2:22:03]
But if we needed to there is
some we have some recourse
[2:22:05]
to be able to do those.
[2:22:08]
Yes, we had committed at the
PNC meeting that we would do it.
[2:22:12]
Roberta mentioned that
you have a system that you
[2:22:14]
use for traffic calming.
[2:22:15]
So I think she wanted it
to go through that system.
[2:22:17]
And once it does, if they
say that we need to do it,
[2:22:20]
we'll take care of it.
[2:22:21]
Well, the only thing that the
P and Z asked us to do that.
[2:22:23]
We're not going
to be able to do,
[2:22:25]
Remember, they asked
for a mid-block
[2:22:27]
crossing if D.O.T. approved.
[2:22:29]
Right.
[2:22:29]
Well, we went to Dot and they
said no Of course they did.
[2:22:33]
Just draw on that Alaska
and we could finish it.
[2:22:38]
So any other questions for me?
[2:22:40]
I have a question on the
planner box and the balconies.
[2:22:45]
Those are limited
common elements.
[2:22:47]
I'm sorry, the planter box
and the balconies on a condo.
[2:22:51]
They're limited common
elements, correct?
[2:22:53]
Yes OK.
[2:22:55]
So who's going to maintain
the planter boxes and who's
[2:23:00]
going to make sure that
the plants get watered
[2:23:03]
and stay there?
[2:23:04]
The condo owner, Because you
would have to be you know,
[2:23:08]
I agree because I mean
you have to go through
[2:23:09]
that the condo to get to it.
[2:23:11]
It'll be the owner's
responsibility
[2:23:13]
to the individual unit owner.
[2:23:14]
But if he doesn't do it, the
Condo Association Association
[2:23:16]
will have the right to
step in and take care of it
[2:23:19]
And they have to go through
their unit to get to it.
[2:23:22]
I'm sorry Interesting.
[2:23:24]
It's a patio, though, right?
[2:23:25]
Yes.
[2:23:26]
Their pad is their back kind of.
[2:23:27]
You can get by times You
know, the outside area,
[2:23:29]
you can do it is.
[2:23:30]
No, no.
[2:23:31]
These are just balcony keys
for an individual unit.
[2:23:33]
They're not as not say, party
area or something like okay that
[2:23:49]
was a very detailed explanation
for something I said,
[2:23:52]
with fewer words I just what?
[2:23:56]
Say it again, then i went to the
university of Michigan and Tim
[2:24:01]
went to Michigan State.
[2:24:02]
So we do this all the time.
[2:24:04]
Yeah, that's a problem.
[2:24:07]
But so there there's
like a hallway.
[2:24:09]
I just want to reiterate cause
I think what he said is, yeah,
[2:24:11]
there's a hallway and then
so you're then it's this sort
[2:24:14]
of patio on the other side.
[2:24:15]
So it's not like
people have to like,
[2:24:17]
come through someone's
private home I don't know.
[2:24:19]
I maintain this kind of
just need all those words
[2:24:23]
and Yeah, I'd say.
[2:24:25]
But just just one last question.
[2:24:27]
Can we just talk about
bike racks for a moment?
[2:24:30]
I believe you have bike
racks in the garage.
[2:24:32]
Is that where they are ?
[2:24:33]
Yes, in the garage.
[2:24:35]
But also bike racks in the
shopping center parking lot.
[2:24:38]
And I think it's by the i store.
[2:24:41]
Is that where they are I
believe that I've just gotten
[2:24:44]
some complaints from residents I
think that there were bike racks
[2:24:47]
at One point over
on the alibi side
[2:24:49]
because people were using
them and now they're
[2:24:52]
completely on the other side.
[2:24:54]
So I guess my only request is it
possible to put some bike racks
[2:24:58]
back there That's my request.
[2:25:01]
He just said yes Yes, that.
[2:25:04]
Okay.
[2:25:04]
Thank you.
[2:25:05]
You.
[2:25:05]
I appreciate it.
[2:25:06]
Thank you.
[2:25:06]
Go ahead.
[2:25:07]
So if you have any
other questions for me,
[2:25:09]
I'll be happy to
answer them at the end
[2:25:11]
of the public comment period.
[2:25:12]
Like the opportunity.
[2:25:13]
Oh, i'm sorry I
missed one thing.
[2:25:15]
I was supposed to
talk a public comment.
[2:25:16]
Conditions So I just wanted
to clarify on condition number
[2:25:22]
six, that's your standard
condition, that a site plan
[2:25:25]
expires after one year issue.
[2:25:27]
A building permit is not issued
I've reviewed this with Roberta
[2:25:32]
and obviously the commercial
buildings are going
[2:25:34]
to go within a year,
but the residential
[2:25:37]
is not because or may not.
[2:25:39]
That depends on
how long it takes
[2:25:40]
them to sell the
number of condos
[2:25:42]
you needed to sell and start.
[2:25:43]
So what time are
you looking for?
[2:25:45]
3 years for the condo
building Because I think it.
[2:25:50]
I hope it will take less.
[2:25:52]
But are you knocking down the
buildings in the back right
[2:25:56]
away when you do
the front being see.
[2:26:00]
Yeah.
[2:26:01]
OK So after a year,
though, I mean,
[2:26:04]
we want to make sure that's
not just a bunch of dust bowl
[2:26:07]
back there.
[2:26:08]
If you're not going to start it.
[2:26:10]
So something has
to be done there.
[2:26:11]
I'm not saying you need to
plant trees or things like that.
[2:26:13]
But you have to make sure
that it looks maintenance.
[2:26:18]
I hear you see that or do
something, something rash.
[2:26:22]
Yeah.
[2:26:22]
Okay Is it possible to
put a temporary parking
[2:26:26]
lot there to help?
[2:26:28]
It would be up to the city
because they'd have to make
[2:26:30]
it a parking anywhere drainage.
[2:26:31]
Unless we look at
something temporary
[2:26:34]
where there are allowed, even
if, you know, travels allowed.
[2:26:36]
But you know what
I'm to maybe we don't
[2:26:42]
need to answer for that now.
[2:26:44]
Yeah, that the answer
now, but Dennis
[2:26:46]
just it's something could be
a parking would be the is not.
[2:26:50]
So if we knock down the built
when we knock down the building
[2:26:53]
if we're not starting the
condo building right away,
[2:26:55]
well, we'll work with
the staff rocket repair
[2:26:58]
the site whether it
should just be grass
[2:27:00]
or whether it could be a
temporary parking lot I think it
[2:27:03]
just we're going to staff you.
[2:27:05]
OK?
[2:27:05]
But we're open So if we can
just go back to the comments
[2:27:10]
earlier that commissioners
are many have just brought up
[2:27:12]
about a potential
restrictive covenant
[2:27:15]
and building aside from
that, I think we would just
[2:27:20]
do a restrictive covenant that
says in this property right,
[2:27:25]
there's only 89
residential units.
[2:27:26]
If we ever wanted to
build more than that,
[2:27:28]
we would have to
amend the covenant,
[2:27:30]
which means we would have to
come back to the commission.
[2:27:33]
OK which is frankly better
than what we have before And so
[2:27:36]
before I was 20, 29.
[2:27:37]
Yeah, 2 4, 3,
right Is this time,
[2:27:40]
Mayor for just
general discussion
[2:27:41]
on us or just questions?
[2:27:42]
OK.
[2:27:42]
Yeah.
[2:27:43]
Because you're.
[2:27:43]
Are you done?
[2:27:44]
I just want one
thing I needed to do,
[2:27:46]
so I wanted to ask about
the start of construction
[2:27:49]
for the residential which I did.
[2:27:51]
And then we talked
about this earlier
[2:27:53]
on page eight of 11
of the ordinance.
[2:27:56]
And actually on page six
starts the conditions.
[2:27:59]
But the two that I wanted to
talk about were 28 and 29.
[2:28:02]
So 28 is the one we were
talking about earlier about when
[2:28:05]
do you do building a, A, B,
the other buildings, right
[2:28:09]
So right now, 28 says
prior to the issuance
[2:28:12]
of the first certificate of
completion or first occupancy,
[2:28:15]
there's a couple of words
missing there for the project.
[2:28:18]
The facade improvements for
building a must be complete.
[2:28:22]
So we wanted to make
it clear, I'm sorry,
[2:28:24]
what we can change that
because if somehow we
[2:28:27]
want to wait until some time to
do that, not maybe summer time,
[2:28:31]
but maybe till March
or April or May
[2:28:33]
even start that because
you said you want
[2:28:34]
to finish at the same time.
[2:28:36]
Correct.
[2:28:37]
So if you don't start the
building until January
[2:28:41]
you really don't
want to start of size
[2:28:44]
and pride till june maybe.
[2:28:45]
And they'll be done before
the next year, before that.
[2:28:48]
Okay.
[2:28:49]
So we can work
out a certain way.
[2:28:50]
We can do it with Roberta
word that that you're
[2:28:53]
going to make it so you can best
put it towards the summertime.
[2:28:57]
I mean, I haven't talked
to the businesses yet.
[2:28:58]
Maybe businesses will say
no to summertime stuff.
[2:29:01]
It is We can't afford
to have that mess.
[2:29:03]
But you know I would
coordinate with the businesses
[2:29:06]
as best you can
and with roberta.
[2:29:09]
So because we're going to be
coming back for a second reading
[2:29:12]
if saying this evening, we could
write if you still talk to.
[2:29:15]
Yeah, that's fine You come
up with something worse
[2:29:18]
than the last one.
[2:29:19]
I want to talk
about was number 29.
[2:29:22]
So 29 is a problem because
it's tying the construction
[2:29:26]
of B and C to D right?
[2:29:29]
D, the B in the residential
of building B and C beyond.
[2:29:31]
The two new
commercial buildings,
[2:29:33]
you have to get construction
loans to build these buildings
[2:29:36]
and a construction lender is
not going to loan you money
[2:29:38]
on your building if you can't
build unless somebody else
[2:29:41]
builds their building
that he's not
[2:29:43]
even loaning the money on So 29,
we really need it to go away.
[2:29:48]
I don't really have a
problem with that one,
[2:29:50]
to be honest with you.
[2:29:51]
As long as long as we know that
if you knock down the building
[2:29:54]
back there and something happens
it's going to take two years.
[2:29:57]
And you make it a
parking lot parking lot
[2:30:00]
or make it a green
space for now.
[2:30:03]
I mean, that's me speaking, but
I don't have a problem with that
[2:30:05]
because the fact that he has to
get a percentage of of condos
[2:30:09]
sold before he starts in
our city code, which would
[2:30:12]
require, you know, some level.
[2:30:13]
You can't just you can't
just leave rubble there.
[2:30:15]
Right.
[2:30:16]
You know, will sort of
guarantee us some level there.
[2:30:19]
And as long we understand
that you would not
[2:30:21]
want us to tear
down the building
[2:30:23]
and leave a bunch of
bare dirt there right.
[2:30:25]
That's not good for anybody.
[2:30:26]
No, I know But as long as
put some wording in there
[2:30:29]
and talk to Roberta, put some
wording in there that, you know,
[2:30:31]
after a certain time if you
know you're not going to build
[2:30:35]
in the next six months that
something has to be done
[2:30:37]
to that, that will
we'll put that language
[2:30:40]
into conditional Yeah.
[2:30:42]
Now, when we talk
about the time frame.
[2:30:44]
OK, right in there with.
[2:30:45]
Okay.
[2:30:46]
Thank you very much again.
[2:30:47]
Any questions?
[2:30:49]
You still ask questions.
[2:30:50]
Okay You said you were
done, then you say
[2:30:52]
you still have something else.
[2:30:53]
Just general
discussion, right Okay.
[2:30:54]
So many questions right?
[2:30:57]
No question.
[2:30:57]
Anybody else?
[2:30:58]
Any questions for Dennis?
[2:30:59]
No, no, no Or you.
[2:31:00]
Then you can just
like the opportunity
[2:31:01]
to come back at that.
[2:31:02]
Don't go far away.
[2:31:03]
Okay.
[2:31:04]
Thank you.
[2:31:04]
I'll be close.
[2:31:05]
Thank you.
[2:31:05]
You.
[2:31:06]
So nothing else Like I
told everybody before,
[2:31:09]
second reading.
[2:31:10]
Oh we have a motion in a second.
[2:31:14]
So a discussion You anything?
[2:31:18]
Yeah.
[2:31:19]
So, you know, we're here.
[2:31:21]
Well, thank you for
the presentation
[2:31:22]
and thank you from
city staff for that.
[2:31:24]
And I appreciate all the
residents coming out and voicing
[2:31:26]
their opinions and voicing
them over the course of the
[2:31:29]
past few weeks and few months.
[2:31:32]
That gives the developer
information just like they made
[2:31:35]
changes to some of the walls
and actually the aesthetic piece
[2:31:39]
of comments that they've
heard Not a big fan of PEDs
[2:31:44]
And you know, we spent so much
time building out the taxes,
[2:31:48]
and all the rules So
developers and residents
[2:31:52]
understand this is
what you need to build.
[2:31:54]
Although I may not like pewds
it's a legal pathway in our
[2:32:00]
it's an ordinance in
our charter that people
[2:32:02]
can follow to get to this
get to the same results
[2:32:06]
of a finished product.
[2:32:08]
So although I like them,
they're allowed to do them.
[2:32:11]
So I know there's
people talking about,
[2:32:14]
well, you know, we have
rules in place We do.
[2:32:17]
But this is just
an alternate route
[2:32:19]
that they've opted
to take that they're
[2:32:21]
allowed to do So whether
I like it or not,
[2:32:23]
it's not about my feelings.
[2:32:24]
You're allowed to do it.
[2:32:25]
And there's pros and cons to
doing it and to not doing it.
[2:32:30]
But I will tell people there's
some people that may not know
[2:32:34]
style is used to own this
property Many years ago,
[2:32:37]
and there were always a really
good partner to the city.
[2:32:41]
The people that
purchased it from them
[2:32:43]
that they have subsequently
re bought it back and your.
[2:32:47]
Yeah.
[2:32:48]
Builders they forever.
[2:32:49]
I don't want to say the
name, but the previous owner
[2:32:52]
right before them in between
you own it weren't necessarily
[2:32:55]
great neighbors and I was not
overly fond of their project
[2:33:00]
and i think you're coming
in, being a true partner.
[2:33:04]
And so i do appreciate that.
[2:33:05]
And you've come
in with a project
[2:33:07]
that you may be asking
for exceptions for,
[2:33:10]
but you've revised
a number of times
[2:33:12]
to accommodate
residents requests,
[2:33:14]
commissioners requests
staff requests
[2:33:17]
and this is about a
long term partnership.
[2:33:19]
So i just want to say that that
i really do appreciate that.
[2:33:23]
I do appreciate it.
[2:33:24]
Question of Dominico really
pushing that noise issue.
[2:33:27]
I think that's going
to be really important
[2:33:29]
And just as a side note I would
actually like city manager
[2:33:33]
to make a note that I would like
the noise ordinance specifically
[2:33:38]
for the Wilton Drive arts
and Entertainment District
[2:33:41]
to come back.
[2:33:42]
So we could have discussion
on that at a different meeting
[2:33:45]
because I think that may need
to be adjusted because we're
[2:33:49]
having you know,
some development
[2:33:50]
and just along the whole idea.
[2:33:55]
So I just want to clarify I want
to reassure Robert already went
[2:33:59]
through the difference between
a pretty and a T. You see,
[2:34:02]
this is a legal route that
they're allowed to take
[2:34:04]
Whether I like it or not.
[2:34:06]
You're allowed to do it.
[2:34:07]
I personally think
after seeing this,
[2:34:10]
I think it's a great project.
[2:34:11]
I appreciate you listening
and moving those setbacks back
[2:34:19]
a little bit further The
current policy allows
[2:34:24]
for seven bonus or
eight with bonus,
[2:34:27]
seven allows seven floors.
[2:34:28]
The back of this is four.
[2:34:31]
He showed a description
of the sightlines
[2:34:35]
and I think this
satisfies just about
[2:34:39]
every single concern carries
may not be entirely happy.
[2:34:44]
I think it's definitely
you're giving a thumbs up.
[2:34:46]
So for the record, it's a
thumbs up from a from one
[2:34:51]
of the couriers.
[2:34:53]
So Oh, and I think it's
a really happy medium.
[2:34:58]
We have a job to do of
what's best for the city.
[2:35:02]
And I always try to
make the decision.
[2:35:05]
What's best for the
majority of the city
[2:35:08]
will never please every
single person I know.
[2:35:10]
Someone earlier spoke
about it did an entrance,
[2:35:16]
someone else spoke up.
[2:35:17]
Yes, there are a few
a few houses away.
[2:35:20]
The no matter what
we do up here we
[2:35:22]
will never satisfy
100% of the people.
[2:35:24]
And unfortunately,
that's the way it is.
[2:35:26]
I try to.
[2:35:27]
And in all my
decisions, I try to.
[2:35:29]
I think this is a really
good project for the city,
[2:35:32]
especially with the
additional setbacks
[2:35:34]
only being four stories.
[2:35:36]
I was never fond of the seven
stories that we allowed.
[2:35:38]
There So again, I
want to thank all
[2:35:41]
the residents for coming out for
this We have another reading.
[2:35:44]
I want to hear from you.
[2:35:45]
But again and thank
you for city staff
[2:35:48]
and for the developer for
bringing this what seems to be
[2:35:51]
a really nice
project into our city
[2:35:53]
and renovating and refurbishing
and refreshing what's
[2:35:57]
already there existing.
[2:35:58]
So building a is the
heart of what drive
[2:36:02]
And so I appreciate you coming
in and not wanting to do
[2:36:05]
anything except make it better.
[2:36:06]
So for me, that's
really really important.
[2:36:09]
You said that word to
change that could change
[2:36:11]
the fabric of our
entire community
[2:36:12]
and we've heard
people talk there
[2:36:14]
and public comments earlier.
[2:36:16]
This is the community
that we have
[2:36:17]
and we need to be
fighting for it.
[2:36:19]
And I hope you'll
be partners in that
[2:36:20]
and supporting our community
going forward Yeah, well, yes, I
[2:36:26]
want to really express my thanks
to styles to Janice and to Tim,
[2:36:32]
because i've had
discussions with all three
[2:36:34]
of these gentlemen from the
very beginning of this project.
[2:36:37]
And the one thing
I talked to Ben
[2:36:39]
about early on, we had a
meeting when it was only 25ft.
[2:36:42]
The setback And I know he wasn't
happy because I said I didn't
[2:36:46]
think that would work but I
but I said, let's keep talking
[2:36:50]
and let's keep
having a discussion.
[2:36:52]
And we did We had I
don't know if this
[2:36:56]
is the time for the
ex parte communication
[2:36:58]
or we do that the next meeting.
[2:36:59]
It's not a question of
it's not quasi judicial.
[2:37:02]
Okay.
[2:37:03]
So i appreciate
working with the city
[2:37:07]
and addressing some
of the concerns.
[2:37:10]
I live on that street, so I hear
it every single day from some
[2:37:14]
of the neighbors over there.
[2:37:16]
Okay.
[2:37:17]
I walk my dog this
morning and got an earful.
[2:37:19]
But I did We did talked.
[2:37:24]
I think I talked to Dennis
about trying to go back
[2:37:27]
to move it from 35 to 40ft.
[2:37:29]
If we could I know you lowered
the height of the building
[2:37:32]
on that side.
[2:37:33]
You put the planters
on the balcony.
[2:37:35]
So I from a working
with a developer for I
[2:37:39]
think this has been a
really good relationship.
[2:37:41]
You've taken into consideration
all of our concerns.
[2:37:44]
You've taken into consideration
the concerns of the residents
[2:37:48]
And like Mike said,
not everybody's
[2:37:50]
going to be 100%
happy, but we need
[2:37:52]
to do what's best in the
broader vision of the city.
[2:37:56]
And I just want to be
clear that supporting
[2:37:59]
a responsible developer is
not the same as being proud
[2:38:02]
developer.
[2:38:03]
And I think that you guys
are responsible developers
[2:38:06]
and my responsibility would be
to determine whether project
[2:38:10]
benefits to community.
[2:38:11]
And I think this one does.
[2:38:12]
And thank you, Don.
[2:38:15]
Sure.
[2:38:16]
I agree with a lot
of the comments
[2:38:18]
that our last two
commissioners made We
[2:38:21]
have not had a condominium in
our city, a new condominium.
[2:38:25]
I believe the last
one was Walton
[2:38:26]
Station, almost 20 years ago.
[2:38:28]
And I can't tell you how
many residents have asked
[2:38:30]
me or people that want
to move here saying you
[2:38:33]
know, where else can I look?
[2:38:34]
We'd like a new condo.
[2:38:35]
And we don't have any.
[2:38:36]
So I think this clearly
satisfies the need.
[2:38:41]
The last project
that we approved
[2:38:43]
was the one we're project.
[2:38:44]
It was much more dense.
[2:38:46]
It was 250 to rental
units versus 89
[2:38:51]
ownership opportunity units.
[2:38:54]
That was a mixed
use building This is
[2:38:56]
and what I do like,
I do like that
[2:39:00]
a adjacent to the
single family homes
[2:39:03]
is really strictly residential.
[2:39:05]
You're not going to
have commercial there.
[2:39:07]
And I think it's a really good
idea from a noise perspective
[2:39:10]
that people in the
residential building
[2:39:12]
do not have commercial
and noise and restaurant
[2:39:15]
in their building.
[2:39:17]
So I think that that's a
huge plus This building,
[2:39:21]
this proposal over the last
one, I guess from a traffic
[2:39:26]
perspective of
generates much less
[2:39:28]
traffic I think that
there's a lot of advantages.
[2:39:32]
I think it's a great project.
[2:39:33]
I appreciate everyone's
efforts in trying
[2:39:36]
to work with the commission
I think you did listen to us.
[2:39:40]
I appreciate that.
[2:39:42]
And i think you listen
to the neighbors
[2:39:45]
So hopefully we can
move forward with this.
[2:39:48]
I hope everyone is happy with
the end result. And you know,
[2:39:54]
I do think it's worthwhile
and good project for community
[2:39:59]
as a whole.
[2:39:59]
So thank you, Benjamin
So thank you to Dennis
[2:40:05]
and the team from Styles.
[2:40:07]
Dennis we've worked with
you on projects before
[2:40:08]
and I've always thought
because you're just always
[2:40:09]
an honest person,
we could always
[2:40:11]
trust the things that you said.
[2:40:12]
I remember when I stood next
to you and your earshot nice
[2:40:15]
and I said to you, But
so you could hear it.
[2:40:17]
I don't want to talk to anybody.
[2:40:18]
And, with this set back the way
it is, it's a nonstarter for me.
[2:40:21]
And I didn't hear from
you, which is unusual.
[2:40:22]
But I can hear from
you because you
[2:40:24]
knew it was going
nowhere with the setback
[2:40:25]
as it was I didn't
hear from you and tell.
[2:40:26]
I don't know.
[2:40:27]
Was it today or yesterday
or whatever it was.
[2:40:29]
And i was going to say that
even though I'm saying yes,
[2:40:32]
are we going to say yes now?
[2:40:33]
It was sort of holding back
to talk to the residents that
[2:40:35]
are affected.
[2:40:36]
I saw a thumbs up,
which is a good sign.
[2:40:38]
You know, I think
it is important
[2:40:40]
that we honor what the intent
is of the rules that we set
[2:40:44]
or we change the rules.
[2:40:45]
And so I you know I
firmly believe that this
[2:40:48]
honors the intent of those.
[2:40:49]
And if the residents applaud it,
and I love that, you know, we're
[2:40:52]
going to be flexible and working
this so that we you know,
[2:40:55]
if the tenants want us to
hold off on the improvements,
[2:40:57]
we're going to do
what they want.
[2:40:59]
You know, I appreciate the
things you've done because you
[2:41:01]
could have gone
to seven stories,
[2:41:03]
you know, all the
way to the edge.
[2:41:05]
There's a lot of
things that could
[2:41:06]
have been done that,
you know frankly,
[2:41:08]
for probably make more money.
[2:41:09]
But you realize this
makes more sense for us.
[2:41:11]
So I just want to
appreciate that I know,
[2:41:13]
there's a lot of
places you can develop.
[2:41:14]
We're happy that you're
interested in developing here I
[2:41:19]
know somebody said
there a couple of years
[2:41:20]
said that we've done nothing as
far as developing in the city.
[2:41:24]
We have done our pasta lot
of projects in this city
[2:41:27]
that has not gone through.
[2:41:29]
That's not our fault. You
know, they come to us.
[2:41:33]
They said it's the
project we make
[2:41:34]
changes like we've
been trying to do
[2:41:35]
with you guys and the economy.
[2:41:38]
Sometimes does it to them Right
now I know building costs have
[2:41:42]
gone up 30, 35%, which is huge.
[2:41:46]
So I understand why the
hotel is not going just yet.
[2:41:49]
But I talked to
them today and i got
[2:41:52]
a little more positive
news that they could
[2:41:54]
be happening sooner than later.
[2:41:56]
Now.
[2:41:57]
And on the drive they're
going to put in commercial
[2:42:01]
And I've had people
say before, well, we
[2:42:04]
have to do something about
what we drive because there's
[2:42:06]
rent spaces everywhere.
[2:42:08]
There's not you know, there
could be because of the fact
[2:42:13]
that people pay a lot of rent.
[2:42:15]
And what matters for
their businesses.
[2:42:17]
A lot of rent.
[2:42:18]
And somehow I don't know how
some of them actually do it,
[2:42:21]
and part of that reason
is people buy the property
[2:42:24]
for too much money They think
they're going to make you know,
[2:42:27]
a lot of money off of it.
[2:42:29]
And they buy it.
[2:42:29]
And then they start
telling people,
[2:42:31]
now we're going
to raise your rent
[2:42:32]
for some of the ones that
grilled cheese on on the drive.
[2:42:36]
You know, they moved
out because of the rent.
[2:42:38]
And that's not our fault
That's people that buy.
[2:42:42]
This is the property.
[2:42:43]
And then have to make a profit.
[2:42:45]
So they raise it up
so much that they
[2:42:47]
cannot survive there So shame on
some of the people that do that.
[2:42:51]
This group here, I think you're
a little crazy because Styles,
[2:42:55]
I think way before you
were even on there been.
[2:42:57]
But bought that property
for a lot less money
[2:43:01]
and then they sold it,
sold it to somebody else.
[2:43:02]
And then you guys bought in
back for a lot more money
[2:43:07]
But the id, the projects that
you want to do here are good.
[2:43:11]
I last time you were up here,
I know I called you and said,
[2:43:15]
it's not going to work You know
I look at things like I'm living
[2:43:21]
where the couriers
live, you know I know
[2:43:24]
I bought next to commercial.
[2:43:26]
I know eventually
something will be built
[2:43:29]
but I still don't want
it affect my my, my style
[2:43:33]
any more than it has to.
[2:43:35]
And I thank you for sitting
down the last few weeks.
[2:43:39]
And I know there's One person
in the front row that's probably
[2:43:42]
not very happy at all still
because he wanted the 25ft,
[2:43:45]
but i won't mention their name
and won't put it out there.
[2:43:47]
But but we've all
come to a consensus
[2:43:51]
and I think this project
is going to go through.
[2:43:54]
I hope it will And I want all of
you to be back here in the first
[2:43:57]
meeting in September, I
guess, is when we'll come
[2:43:59]
back or 2nd October
second one and October,
[2:44:07]
September September.
[2:44:08]
So I thought, you know
1st or 2nd September,
[2:44:11]
if you can talk in the
microphone does anybody know who
[2:44:18]
it's on when it does
come up When do you
[2:44:22]
think it might come back to it?
[2:44:23]
Because, I mean, you've got
to make some slight changes
[2:44:26]
here and there or
whatever Do you think
[2:44:28]
september 22nd would work?
[2:44:30]
You have to I, I think I'm going
to have to meet with her burden
[2:44:37]
right in the future.
[2:44:38]
When you come back for second
reading help all of you
[2:44:41]
come back and have
your comments.
[2:44:44]
I mean, this is what this
commission has always been.
[2:44:46]
It's not about what we want.
[2:44:47]
It's about what the
community wants.
[2:44:49]
And obviously, it's worked.
[2:44:50]
We worked together here
today and and I haven't seen
[2:44:54]
me pounding their fist tonight.
[2:44:55]
So that's a good thing.
[2:44:57]
So i thank all of you
for coming out tonight
[2:44:58]
to see what's going on in your
community So with that call,
[2:45:03]
a question, please
Commissioner Dami, you Yes.

a table for the next meeting
[2:45:31]
Everything Oh, yeah.
[2:45:35]
That will take care if you
just please exit the chamber.
[2:45:42]
Please I know you're
going home, but we
[2:45:46]
still have business to do here.
[2:45:47]
Thank you.
[2:45:47]
You All right, stop
hugging and get out.
[2:45:54]

[2:45:55]
Hey, Peloton.
[2:45:56]
Let's go Go say hello
outside, please.
[2:45:59]
I think I want to make
some meetings, though.
[2:46:01]
Yeah, The meeting
is not over yet
[2:46:05]
but everything
they care about is.
[2:46:06]
Yeah, Everything I care about
is in that I may have to turn
[2:46:12]
off the air conditioning.
[2:46:13]
You still don't know.
[2:46:27]
Where am I?
[2:46:28]
Here.
[2:46:28]
All right Unfinished
business Leaving
[2:46:31]
for an unfinished business.
[2:46:34]
Harry.
[2:46:34]
None of the one city
manager's report.
[2:46:37]
Thank you.
[2:46:38]
New business The
bid for process.
[2:46:42]
We're getting rid
of that tonight.
[2:46:44]
The next three items.
[2:46:45]
City manager city
attorney City attorney.
[2:46:49]
Yes, sir.
[2:46:50]
We got items 13
b, c and the we're
[2:46:55]
requesting for or authorization
to in this initiate foreclosure
[2:47:01]
actions on three properties.
[2:47:02]
I'll go through
them individually
[2:47:05]
There's one change to the
last property with one
[2:47:08]
of the cases we're not
recommending foreclosure on.
[2:47:11]
And I'll get to I'm sorry.
[2:47:15]
OK.
[2:47:15]
Oh I be surprised.
[2:47:17]
Okay One of the cases in the
three case against the property.
[2:47:22]
I got it.
[2:47:23]
I got it.
[2:47:23]
Yeah.
[2:47:24]
All right.
[2:47:24]
So we're going to start
with property address.
[2:47:26]
Two, three, four, Nine.
[2:47:28]
Northwest ninth Avenue.
[2:47:30]
That's in wilton Manors.
[2:47:32]
We've done our due diligence and
read litigation review on that.
[2:47:37]
There's one case number
24 hyphen 002952.
[2:47:43]
The property is has a lane
approximately in excess
[2:47:54]
of $125,000 as of July.
[2:47:59]
It's continue doing to rise Let
me make sure that's true that
[2:48:05]
that one's not in compliance
all this ready you don't think
[2:48:13]
it's not the value
of the property
[2:48:16]
according to BCP is $699,000.
[2:48:23]
There is a lane recorded by
the city of pompano Beach,
[2:48:28]
but the city's lane
will take pro already
[2:48:31]
over the Pompano Beach lane.
[2:48:35]
Is there any mortgage or loan?
[2:48:37]
I'm sorry, mortgage, mortgage
or loan on it There is
[2:48:42]
a the property taxes are paid.
[2:48:45]
There is um, scheduled just
to make sure before I say yes
[2:48:53]
to that all these questions
are going to be asked
[2:48:58]
and every one of
you ever come here?
[2:48:59]
No, no, I know.
[2:49:02]
I just want to be accurate
when I say it there is not So
[2:49:20]
we are recommending and
proceeding with the floor
[2:49:24]
foreclosure on that.
[2:49:25]
Is there a motion, a motion?
[2:49:27]
Is there a second Second.
[2:49:29]
That's for the 2349
Northwest ninth Avenue.
[2:49:32]
What manners properties.
[2:49:33]
Correct.
[2:49:34]
Any discussion?
[2:49:35]
No Got a question,
Commissioner Yes.
[2:49:40]
Yes yes, yes yes.
[2:49:46]
See 27, 33.
[2:49:48]
North Enders Avenue
So the next one is 27.
[2:49:52]
33.
[2:49:53]
North Andrews There's two cases
involved in this property.
[2:49:58]
We've done our pre
litigation review
[2:50:00]
and are recommending that
we proceed with foreclosure
[2:50:05]
Our notices were reviewed and
sent properly under chapter 162.
[2:50:11]
Additionally, notice was
posted and provide it
[2:50:15]
with the proof of
posting through the code
[2:50:18]
enforcement process.
[2:50:20]
The lane for number one was
recorded back in June of 25
[2:50:27]
and the lane number two was
recorded in November of 2025
[2:50:34]
The first lane was
at $250 per day.
[2:50:37]
It's a proximately
$36,000 outstanding thing.
[2:50:41]
And the second lane is
also at $250 per day and is
[2:50:46]
at approximately $76,000.
[2:50:50]
The property is not exempt.
[2:50:52]
The taxes are current.
[2:50:53]
The total market
value of that property
[2:50:56]
is approximately $687,000.
[2:51:01]
There are no superior
interest in this
[2:51:03]
and we recommend moving
forward on length.
[2:51:06]
One end to right is
our motion for property
[2:51:09]
at 2733 North Andrews Avenue.
[2:51:11]
A motion.
[2:51:12]
Is there a second.
[2:51:13]
Second discussion, then call
the question Vice mayor Caputo.
[2:51:17]
Yes, Commissioner Rowley.
[2:51:19]
Yes.
[2:51:19]
Commissioner Rocky
commissioner Dami Neo Yes.
[2:51:22]
Amir newton Yes.
[2:51:23]
Property located at 36.
[2:51:27]
All right.
[2:51:28]
This property is the
one I mentioned earlier,
[2:51:31]
where recommend moving
forward on two of the lanes
[2:51:36]
There's three lanes total
against the property that have
[2:51:39]
been recorded Lane One is
valued at approximately $154,000
[2:51:47]
in lane three is a value that
approximately 38,000 for lane
[2:51:52]
two We are not
recommending moving
[2:51:57]
forward with that
due to potential
[2:52:00]
issues with the service.
[2:52:03]
And it's not needed
for us to move forward.
[2:52:05]
We want to make sure we
have the best case possible.
[2:52:08]
So we're not recommending
moving forward with that.
[2:52:12]
As far as the other two lanes,
the notice was were provided
[2:52:16]
consistent with chapter 162.
[2:52:19]
I mean, there was
additional service
[2:52:20]
by posting city
Hall, an affidavit
[2:52:23]
opposing presented to the
magistrate for those two cases.
[2:52:29]
Lane one was recorded
on December 9th of 2020.
[2:52:33]
For Lane three, he
was recorded in May 7,
[2:52:38]
2026 As I stated
before, the value is 4,
[2:52:43]
lane One in lane three are
154,030 8,000, and the property
[2:52:48]
is not claimed as exempt.
[2:52:50]
The taxes are
current as of 2025.
[2:52:53]
The total market value
according to backpay
[2:52:56]
is approximate $642,810.
[2:53:03]
We have reviewed the report
for the foreclosure There was
[2:53:07]
a mortgage recorded before
arlene's by the F h business
[2:53:13]
on February Fourth, 2009.
[2:53:16]
The principal amount
of that is $75,000.
[2:53:20]
There is no other legal
impediments for impediments.
[2:53:23]
We're moving forward
with the foreclosure,
[2:53:26]
but we must make a decision
And regarding the outstanding
[2:53:29]
mortgage and the value, as
I stated as far as equity
[2:53:36]
is concern is $567,810.
[2:53:41]
Okay, I'm ready to
make a motion on 3061
[2:53:43]
Northeast Fourth Avenue manners
excluding the code number two.
[2:53:49]
All right Yes,
I'll make a motion.
[2:53:51]
You're second.
[2:53:52]
Second and any
discussion I do, I
[2:53:54]
have a discussion
about the billing
[2:53:57]
that you talked about may
not have accurate service.
[2:53:59]
So just so I understand, three
lanes, two of services Fine.
[2:54:03]
You're recommending moving
forward The third lean
[2:54:07]
there may be some
service issues there
[2:54:09]
could be a potential defense.
[2:54:12]
And it's not needed in order
to foreclose the property
[2:54:16]
with the values of
what we're claiming,
[2:54:18]
just so that we can eliminate
potential defenses by.
[2:54:23]
So we can move forward
just based on the other two
[2:54:26]
correct defenses Are we still
able to collect on that other
[2:54:30]
lean if there are surplus
funds, are you think
[2:54:33]
the whole entire lean is would
be invalid due to the service
[2:54:37]
issue I don't think
it's totally invalid,
[2:54:43]
but there may be
questions as to that.
[2:54:45]
So there may be opportunities
to collect on that.
[2:54:49]
But as far as thinking,
if we can collect on it,
[2:54:51]
not so much is I
don't want to use
[2:54:53]
it for the foreclosure action.
[2:54:54]
I don't want to have to
put up valid defenses
[2:54:57]
against one claim.
[2:54:58]
Right on Lean.
[2:54:59]
But I want to if we could
actually still collect on it
[2:55:02]
if the money comes in, satisfies
the mortgage and the other liens
[2:55:05]
that we have the second lane is
valued at approximately $36,000.
[2:55:11]
Yeah, but is saying is
if those are really not
[2:55:13]
a lot compared to the other.
[2:55:14]
Right.
[2:55:14]
Which is why we're not
recommending, you know.
[2:55:17]
Okay I could go for apart
part of what makes sense.
[2:55:20]
And any other discussion
Good question you're some
[2:55:24]
I'm sorry commissioner dami.
[2:55:27]
You.
[2:55:28]
Yes.
[2:55:28]
Vice Mayor Caputo.
[2:55:29]
Yes, Commissioner brockie Yes.
[2:55:31]
Commissioner Rowley.
[2:55:32]
Yes.
[2:55:33]
Your Newton?
[2:55:33]
Yes.
[2:55:34]
Request to fill a full
time customer service.
[2:55:37]
We're going to have vacancy
City Manager thank you.
[2:55:41]
We're still in the
process of bringing
[2:55:43]
back vacancies for commission
approval to fill this position.
[2:55:47]
Is the school customer
service representative
[2:55:50]
within our Community
Development Services Department
[2:55:52]
and it's primarily funded
through the building fund, which
[2:55:57]
is generated revenue
through building permit fees
[2:56:01]
and we find this to be
in a central position
[2:56:03]
and we're asking for approval
fill it So a motion to approve,
[2:56:07]
I'll make the motion there.
[2:56:08]
Second or second discussion.
[2:56:10]
I have just some questions.
[2:56:12]
I'm supportive of
this, but in general,
[2:56:14]
what are we doing in terms
of potentially a reception
[2:56:20]
as to be answering phone calls
or other types of technology
[2:56:24]
So these are phone
calls and what else
[2:56:26]
are we using technology
for that may be
[2:56:28]
able to optimize in the future?
[2:56:30]
Sure.
[2:56:31]
So for that department
in particular,
[2:56:32]
one of the ways we've been able
to curb the growth on staffing
[2:56:37]
or keep staffing numbers low
is through online services,
[2:56:42]
specifically online permitting.
[2:56:45]
For I customer service.
[2:56:48]
We're not there yet, but we've
established an A.I. committee
[2:56:52]
that has a consultant
working with us to bring
[2:56:55]
in more programs like that.
[2:56:57]
It's also part of our migration
into the office 365 is building
[2:57:01]
out all of our internal
data for a closed system
[2:57:04]
and for the
potential of bringing
[2:57:06]
in aI assisted customers,
or it's not just want
[2:57:09]
to make sure we're using even
like chat bots on the website,
[2:57:13]
like simple questions like
sometimes it's hard to navigate
[2:57:16]
would be nice if there's any
chat bot to be like, take me
[2:57:18]
here and okay, but
let's move forward
[2:57:21]
because any discussion
other call the question
[2:57:24]
Vice Mayor Caputo Yes.
[2:57:25]
Commissioner Rowley Yes.
[2:57:27]
Commissioner brockie Yes.
[2:57:28]
Commissioner Dami Yes.
[2:57:29]
Mayor Newton Yes.
[2:57:30]
Rules on agenda packets.
[2:57:33]
Mr. That was me very briefly.
[2:57:34]
So I know like for
an example tonight we
[2:57:38]
had that extra handout I would
like to see if anything is going
[2:57:44]
to be added to the dais that
for transparency purposes,
[2:57:48]
it's part of the agenda packet.
[2:57:50]
I know like at the previous
meeting, Mr. Caputo,
[2:57:52]
you provided a useful
tool for residents Never.
[2:57:56]
Yeah, they don't
get to see that.
[2:57:57]
So if we know we're going to
be doing something like that,
[2:58:00]
let's add it to
the agenda packet.
[2:58:02]
And then also would be good just
to know we were using yours.
[2:58:05]
Halfway through.
[2:58:06]
It wasn't provided
by staffs, it was
[2:58:08]
sitting It would be good to know
just what's like staff vetted.
[2:58:11]
Like if you want to provide
something or you or anyone
[2:58:14]
of us do that, that's the
only thing i would just ask
[2:58:16]
about Agenda packets
and I would like
[2:58:18]
to actually have like tonight.
[2:58:20]
I know it was probably late when
you got it, but at least make
[2:58:22]
copies for the back.
[2:58:23]
So people can have
it You know, it's
[2:58:26]
not I hope that was
inadvertently left out.
[2:58:28]
I know you didn't do it, right?
[2:58:29]
Yeah.
[2:58:29]
I wouldn't want to
table the whole things.
[2:58:31]
We didn't have that paper.
[2:58:32]
But when we know
about something,
[2:58:34]
it would be useful to
have it in advance.
[2:58:37]
OK.
[2:58:38]
Anybody for next meeting to put?
[2:58:39]
Yeah.
[2:58:39]
Maybe not the next
meeting, but I brought it
[2:58:41]
up before noise ordinance or.
[2:58:43]
Yes, right.
[2:58:43]
Yeah We need to
revisit to ensure.
[2:58:47]
Yeah With that.
[2:58:48]
Anybody else So I have
something that it.
[2:58:51]
It doesn't need to
be next meeting.
[2:58:52]
But maybe relevant You
know I, absolutely.
[2:58:55]
I did some calculations talked
to developer about the incentive
[2:58:59]
like, you know, the
incentives how you get
[2:59:01]
to the fifth and sixth story.
[2:59:02]
Right.
[2:59:03]
And the costs because they
have to do all incentives
[2:59:05]
from the calculations that
I've seen and from Roger,
[2:59:08]
you know they have some access
to some commercial estimation.
[2:59:11]
Everything I do says it.
[2:59:12]
It's more expense
They have to actually
[2:59:14]
take the incentive Yeah.
[2:59:16]
I mean, like in every
in every scenario,
[2:59:17]
it was more expensive which
I don't think was our intent.
[2:59:20]
So I don't know when
to look at that,
[2:59:21]
but I think it's something we
need to look at because it may
[2:59:24]
be counter what we intended.
[2:59:25]
I think that we talked about
bringing the height back
[2:59:28]
for another discussion and I'm
glad you brought that point up
[2:59:31]
because i had a same discussion,
similar discussion where
[2:59:34]
the developer and we've
made it so restrictive
[2:59:37]
that it's not worth
it for us to expense
[2:59:40]
when you I'm sorry, when
you say bring the right back
[2:59:43]
to incentive, I know we were
talking about the height limits
[2:59:48]
overall.
[2:59:49]
I know we had a
discussion on it,
[2:59:50]
but I don't think we were
referring to finalize it,
[2:59:52]
you know, and I believe
it's in the agenda
[2:59:55]
It's in the Article 30.
[2:59:56]
I thought it pretty
much in Article 30.
[3:00:00]
Yeah but we already
talked about it.
[3:00:01]
No, no, no, we haven't talked
about it Is there a way?
[3:00:05]
And I think you may have brought
it up at a previous meeting
[3:00:09]
article 30, we seem to be
talking about different things
[3:00:12]
almost every meeting
about Article 30.
[3:00:14]
And I think a little
confusing for me.
[3:00:16]
I'm sure it's
confusing for them.
[3:00:18]
I talked about it
with leanne about,
[3:00:21]
you know, they did some
resident engagements and people.
[3:00:27]
It's not the same few people
showing up because people
[3:00:29]
are worn out when you.
[3:00:30]
Charlie she's shaking her head.
[3:00:32]
And when you do it
piecemeal, people
[3:00:34]
don't understand
like the full effect
[3:00:36]
because some of these
changes are going to change
[3:00:38]
our city for 30 years.
[3:00:39]
Yeah.
[3:00:40]
Can we maybe does
at the next meeting.
[3:00:44]
But like I have a
workshop, maybe like just
[3:00:47]
do it if we need multiple
workshop to do it all at once
[3:00:50]
because this piecemeal is it's
just it's tough for people
[3:00:54]
to follow what's going on.
[3:00:55]
But things change,
though, is the problem.
[3:00:57]
You know them in
the middle of it
[3:00:58]
and something happens
that just happens.
[3:01:01]
But no, it means better.
[3:01:02]
We can do that.
[3:01:03]
But yeah, because then
you have multiple resident
[3:01:06]
workshops where they do
everything all at once.
[3:01:08]
They get their
feedback because you
[3:01:09]
keep asking people to
come back and look at this
[3:01:11]
and look at this.
[3:01:12]
And it's great.
[3:01:13]
We have a very
committed people here.
[3:01:15]
They will come to
every single one.
[3:01:16]
But when you get the same 20
people giving the same feedback,
[3:01:20]
right?
[3:01:20]
It's like, how
effective really is it?
[3:01:22]
So just from the resident
fatigue perspective,
[3:01:25]
maybe that's can we do that.
[3:01:27]
Some just some like a larger
workshop of everything?
[3:01:29]
I don't I don't disagree.
[3:01:31]
And I appreciate like you know,
for me, though, I didn't I
[3:01:33]
didn't know casting numbers
like, you know so it's
[3:01:35]
new information for
you that maybe everyone
[3:01:37]
else is sort of aware of that.
[3:01:38]
But it's coming back anyway,
so maybe we address it.
[3:01:40]
Then the only thing I would
say to add to what you said
[3:01:42]
is I saw like the transcript
of the developer format
[3:01:45]
and some of the notes on that,
and it was a good refresher
[3:01:48]
for me because we have some
of the things that were talked
[3:01:50]
about there and maybe
we don't want to,
[3:01:52]
but also in that developer form,
it was said that we would like
[3:01:55]
bring them back and talk to
them about what was proposed
[3:01:58]
and I don't know that would
necessarily reengage them to say
[3:02:01]
are we missing the mark on this?
[3:02:02]
And now that we want
to do everything,
[3:02:03]
they want us to
write something up.
[3:02:05]
I think we talked
about the developer
[3:02:06]
engagement and resident thing.
[3:02:07]
Yeah, yeah, yeah, for sure.
[3:02:09]
So it's just hard every meeting.
[3:02:10]
And it's probably, I
don't know, for Roberta
[3:02:12]
hard for you to write.
[3:02:13]
It's like just like the
perpetual never ending Yeah.
[3:02:18]
Keeps her busy But
no, we definitely.
[3:02:21]
I think we need to
have another charrette
[3:02:23]
or whatever to call
it, but the developers
[3:02:25]
and, and the residents.
[3:02:27]
So they can all listen
to the same time,
[3:02:29]
you know, the developer was
awesome because you really
[3:02:32]
got to know what they're
their frustrations are coming
[3:02:36]
and we'll manage because we
do pass things all the time.
[3:02:38]
And then for some reason,
they don't build it
[3:02:41]
and, and we're getting blamed
for not building anything,
[3:02:43]
but we are passing them.
[3:02:44]
OK.
[3:02:45]
I think I think our code is
getting a lot closer to where
[3:02:48]
we need to be, especially with a
lot of the changes that we had.
[3:02:51]
And the part does
work sometimes.
[3:02:53]
I mean, look at now I mean,
it took a little work,
[3:02:56]
but it did work and some spots.
[3:02:59]
I think you do need to
have that as a tool.
[3:03:01]
You know.
[3:03:02]
But you can even see
in this last proposal.
[3:03:05]
What the what the exception
is how small the exception
[3:03:09]
is for a project this large.
[3:03:11]
If they conform to our new code.
[3:03:13]
Yeah.
[3:03:13]
So I think that's
just an example that
[3:03:16]
shows that i think
we're, we're almost where
[3:03:18]
we need to be getting there.
[3:03:19]
Yeah.
[3:03:20]
And I think in that
workshop, I don't
[3:03:21]
know that if it's possible.
[3:03:22]
But it would be really nice
if some developers were there
[3:03:26]
when also residents are there.
[3:03:27]
Because I think, like
when I went back and read
[3:03:29]
the transcript,
there are some things
[3:03:31]
developers said that I was that
had I not read the transcript, I
[3:03:34]
wouldn't have known
like, why they
[3:03:35]
explain they need something.
[3:03:36]
And when you hear it,
it makes more sense.
[3:03:38]
But right now these two parts
like they're not hearing
[3:03:39]
what we hear from developers.
[3:03:41]
And again, it doesn't
mean developers are right,
[3:03:43]
but I think they need that
information to sort of help
[3:03:46]
guide them or if it.
[3:03:49]
You have it afterwards.
[3:03:50]
So are we in agreement?
[3:03:51]
Do we want to do
some type of workshop
[3:03:54]
or what do we want to do?
[3:03:55]
Because you know, we
just we just tabled
[3:03:58]
article 30 for the next move.
[3:03:59]
But I don't want to put
those code changes off.
[3:04:02]
I mean, I think we should
move forward with that.
[3:04:05]
And then you know,
go and going forward.
[3:04:08]
Yeah.
[3:04:08]
Because that's all prepared.
[3:04:10]
I mean, the developers
are upset about we,
[3:04:12]
but we've, we've already agreed
be a consensus on these changes
[3:04:17]
So I don't want to
reinvent the wheel.
[3:04:19]
Let's move those which are
already going to be pushed
[3:04:22]
forward But I don't disagree.
[3:04:23]
I mean, I'm good with going
back for application with our.
[3:04:29]
All right.
[3:04:29]
All right Okay.
[3:04:30]
Yeah.
[3:04:31]
All right Well, that
just means adjourned.
[3:04:33]
All right.
[3:04:35]
Thank you, Quinn You.
[3:04:37]
I'm to Dan
