[6:18] certain amount and maybe a little bit of
[6:20] that was spent with a prior consultant
[6:22] early on, but the budget that came to us
[6:25] at Sunrise was 117,000.

[7:51] what the city wants and is useful to the
[7:53] city. Um we'll continue talking about
[7:55] the strategic plan today. I understand
[7:59] that I think there are some different
[8:02] views about what needs to be included in
[8:03] that strategic plan and there's enough
[8:05] budget that we can make sure that uh
[8:08] whatever it is we need to include we can
[8:10] get included. So I wouldn't be worried
[8:12] at this point that we're running out of
[8:14] budget and that we're going to have to
[8:16] cut things or whatever. We'll we should
[8:18] be able to accommodate um you know
[8:21] whatever it is that needs to be in that
[8:23] strategic plan. So that's good news.

[9:04] council document just like the general
[9:06] plan is the planning commission's

[9:20] uh the working draft of the strategic
[9:23] plan together and then it will go
[9:24] straight to the council.

[9:29] all on the same page, they're the
[9:31] short-term goals that outline the steps
[9:34] that the city is taking now to point
[9:37] toward the vision that's in the general
[9:39] plan. So, it's not going to be rehashing
[9:41] the general vision of the the general
[9:43] plan. Um, it's going to be there to
[9:46] support the general plan and to outline
[9:49] who's doing what and what we need to see
[9:52] by when. Um, so more actionable items
[9:55] where people know who's responsible for
[9:57] what, which committee or which
[9:59] individual, which staff member or you
[10:01] know what what board should be working
[10:03] on what tasks, right? Um, and a goal for
[10:06] when that should be accomplished by and
[10:08] what it looks like to have it
[10:09] accomplished. So those are called the
[10:11] key performance indicators. Um, so yeah.
[10:15] Um, so I met with Ted and he is over
[10:21] many of the different areas of the
[10:23] general plan and so he gave me what he
[10:26] sees as his uh next steps. So his action
[10:30] steps and what he sees as the key
[10:33] performance indicators that um he feels
[10:36] like would indicate that he has
[10:39] completed that step um as well as the
[10:41] timeline. And so he has done that for
[10:43] transportation, water preservation and
[10:47] the natural environment as well as the
[10:49] public facilities chapters. Uh for each
[10:51] of those he came up with three
[10:56] yes um three action action steps um with
[11:01] a one to threeyear horizon. So either
[11:03] immediate to accomplish within the next
[11:05] year or a short short term to accomplish
[11:07] in the next two to three years. So he
[11:09] has yeah three of those for each of
[11:11] those. um three chapters. I've also
[11:13] reached out to Sherry with the PTR
[11:16] committee. I know she's been out of
[11:18] country. She's probably back now. Um I
[11:21] reached out again this week and haven't
[11:22] heard anything. So, I don't know if that
[11:24] was discussed at the last PTR meeting in
[11:28] March. I think they met

[11:35] heard back from her. Um, so I went ahead
[11:38] and started to fill out some of the rest
[11:41] of the strategic plan matrix with what I
[11:46] think might be the direction um to go in
[11:51] these other chapters. So we have um
[11:53] parks and trails. I also reached out to
[11:55] Wayne about land use, housing, and
[11:58] annexation. Um and his response was kind
[12:01] of like, hey, we just sent it all to the
[12:03] council and council's going to tell us
[12:05] what's important. Um, so we can I I went
[12:10] through and I selected things that I
[12:12] think would be the most immediate action
[12:16] steps and the timelines um and I can put
[12:18] in the responsible parties u and maybe
[12:21] before we um kick the entire document
[12:25] over to uh the council we uh run that by
[12:30] uh Wayne and you know the rest of staff
[12:33] and those committees.

[13:32] but um for some some of those types of
[13:34] situations for communities that have um
[13:37] like UTA stations that was in the 20 I
[13:40] think 205 update but the 2026 update I
[13:44] did not see anything that would put new
[13:47] standards in a general plan. I will
[13:49] double check that. But my recollection
[13:51] from just last week, we had our APA, the
[13:55] American Pine Association. We did our uh
[13:57] legislative roundup or whatever they
[14:00] call it, right?

[14:24] affected municipal government and maybe
[14:27] half of those passed, but it's always

[18:52] transportation. So that can kind of go
[18:53] in parks and trails as well. Um, I
[18:55] haven't heard back from parks and
[18:56] trails, but I was already thinking
[18:58] something along the lines of pursuing
[19:01] grants for park amenities. I don't know
[19:02] that we want to be specific. I know
[19:04] they've applied for pickle ball courts
[19:07] and various things in the past um and
[19:10] present. Um, and so as a key performance
[19:13] indicator, that could be something like
[19:15] applying for a certain number of grants
[19:16] per year or, you know, submitting a
[19:18] competitive application each year until
[19:20] one of them comes through. Um,

[19:26] year. So far, we haven't received the
[19:29] ones that we've asked for. The other
[19:31] thing that was brought up the other
[19:32] night was um replacing the playground
[19:36] equipment at the park and they get that

[19:44] park, it was like a fundraiser where
[19:45] different people in town contributed to
[19:48] it and then and so I don't know if
[19:52] they'll want to do something similar or
[19:54] if they'll just go for a grant and have

[21:47] storm water projects based on the flood
[21:49] study and to complete one project a year
[21:54] including the first year including year
[21:57] one and then to develop a public
[22:00] communication platform for water
[22:02] conservation and he wants that fully
[22:05] implemented through Yapify which is
[22:07] something that they've been working on
[22:10] and then educate and train the public on
[22:12] the state's wildfire risk program
[22:15] related to HB 48 from last year and
[22:18] there there's going to also be this
[22:20] year. Um

[22:24] that anything else in our plan is
[22:27] doesn't leave out because that's a

[23:00] they're in a WOOI area. Um and and his
[23:03] uh KPI is that 50% of the residents in
[23:07] Woodland Hills would have participated
[23:10] within the first two years. I can work
[23:11] on that wording. That just is what came
[23:13] from Ted.

[23:48] person says, "That's why they put it on

[24:11] update the water master plan and have
[24:14] that water master plan completed in the
[24:16] next two to three years. And have a
[24:18] fully functioning asset management plan.
[24:21] and to be able to complete and track all
[24:23] assets in the next 2 to 3 years. Um, so
[24:27] that's what came from TED. Then for land
[24:30] use and housing,
[24:32] um, these ones came from me just based
[24:34] on what I'm thinking looks like
[24:38] where we are. Um, so the first one is,
[24:42] uh, just as Carrie was saying, um, to
[24:44] update and align the land use code with
[24:46] the new general plan and the LMA updates
[24:48] from 2026.

[25:47] like to see? Right. Um, I don't think we
[25:50] do. I think there's kind of a vision. I
[25:53] don't know if it's fully shared, but my
[25:55] sense is
[25:57] people have some different visions. We
[25:59] kind of have an idea, right? We have
[26:01] enough of an idea that we were able to
[26:02] put a general plan together, but maybe
[26:04] not enough of an idea that we're able to
[26:05] put a code together. Do you think does
[26:07] that feel accurate? I think so because I think that we want to make sure that
[26:14] if that land sells that we have
[26:17] something in place prior so if a
[26:19] developer comes we're not just going uh
[26:22] I don't know we'll get back with you. We
[26:23] want to be able to say these are some
[26:25] ideas we have let's work together.

[26:31] we have something in place. I mean, it
[26:33] took a long time when we did the overlay
[26:35] for Summit Creek and um
[26:40] and it still didn't necessarily come out
[26:43] the way we had thought it would because

[26:48] discussion and not necessarily in the
[26:50] written and so I think it's important to
[26:52] have it written out so that if a
[26:54] developer comes
[26:56] we have we have some written documents
[26:59] that at least guide us.

[27:04] a three-step approach here. So the first
[27:05] one is uh those discussions, right?
[27:10] Develop some sort of consensus on what is wanted. The next thing is what's

[27:20] some developers and get a sense of is
[27:23] this really the right spot? What would
[27:25] actually come here? What would pencil?
[27:27] Right? like we don't want to go and
[27:29] create a code only to find out that what
[27:32] we're thinking isn't even going to work,
[27:34] right? And then the third one is once we have a vision, once we have
[27:38] consensus as to like what we'd want,
[27:40] once we know that, hey, it could
[27:42] actually pencil if the right developer
[27:44] comes along, they could actually
[27:44] construct it, then we can go to let's
[27:47] create the commercial mixeduse overlay
[27:49] or or zone, right? Um,
[27:52] >> yeah, when we talked about a little bit,
[27:54] you know, the the mayor's thinking more
[27:56] kind of like how you presented at one
[27:58] time, Daniel, maybe kind of a main
[28:00] street type where it's flat, but it's
[28:04] like a main street so that there's a
[28:06] gathering place that's not just the park
[28:08] that would have parking and other
[28:10] things. And he also wants to put in a
[28:12] cemetery. So, that's interesting. Um,
[28:18] and so I think that that's the route he
[28:21] would like to go, but not necessarily
[28:23] knowing
[28:25] where it is. It's still just a cloud of ideas, right? And so having some more
[28:32] consensus and and designations would at
[28:35] least be some framework for a
[28:37] discussion.

[38:00] cities don't. Some cities have it
[38:02] strictly as
[38:05] um well, for example, PAC PAC's
[38:07] strategic plan is the third tier of
[38:10] goals that Woodland Hills has in its own
[38:13] general plan and that's it. That that's
[38:16] all it is. Um because you'll recall in
[38:19] our own general plan, the Woodland Hills
[38:21] general plan, we have we have goals, we
[38:23] have um object objectives, and we have
[38:27] action items, right? It doesn't say who
[38:29] does it or when, but you know there's the three tiers. And for some
[38:33] people or for some county cities or
[38:35] counties that that is their strategic
[38:37] plan and others go more specific like
[38:40] this and others can talk about you know
[38:42] other issues uh whatever the you know if
[38:45] you're city of Moab for example you're
[38:48] going to be talking about how to do
[38:49] tourism mitigation stuff and their
[38:51] strategic plan will go into certain
[38:52] strategies or it might go into more
[38:54] about how police department works or
[38:56] something if that's the big issue. So
[38:58] strategic plan is much more loosey-
[39:01] goosey and it can be whatever you guys
[39:02] want it to be. I don't think there's a
[39:04] right answer or a wrong answer here.
