last phase. Um we've been working on

this with Elkridge for a little over two
[1:40]
years now and I think we've I think
[1:43]
we've uh gone through their whole
[1:46]
process. I think they're agreable to
[1:48]
this now. That's that's my
[1:49]
understanding. And now they're waiting
[1:51]
for Woodland Hills to to approve it and
[1:55]
accept it if if they're willing so that
[1:57]
we can develop it. It would turn into
[1:59]
basically three lots as you can see on
[2:01]
the map. And uh um it's a lot easier for
[2:05]
us to develop that as part of moving
[2:07]
hills than than Elridge. It's it's impos
[2:10]
I don't know I guess technically not
[2:12]
impossible but it's it's difficult for
[2:13]
Oakidge to service those properties. So, that's kind of high level. I don't
[2:19]
know if if if uh anything I'm missing or
[2:22]
if you have any questions or anything.

[2:54]
so, what they tied to this was a lower
[2:58]
portion of our property. They wanted us
[2:59]
to increase the retention pond. And so

we significantly made some improvements
[3:05]
to to the current retention pond that we
[3:09]
have down there. And it took it took a
[3:13]
couple years to kind of come to that
[3:16]
agreement and conclusion and for us to
[3:18]
do the work and for them to accept it
[3:20]
and

tax revenue bonds. Um and so Mark, you

want to come join us here and kind of

walk uh the council through what that
[8:56]
bond would look like? Uh

phase four of the pavement management
[9:05]
plan. So, we have been discussing this
[9:07]
bond um actually all of the 2026 fiscal
[9:12]
year budget, which is the one we're
[9:14]

[9:18]
budget and then last council meeting
[9:20]
when we amended the budget, we actually
[9:22]
pulled this these funds out. Um but that
[9:26]
is what we're talking about.

probably five years since I've been
[9:32]
here. uh and uh what you have before you
[9:37]
tonight is what we call a parameters
[9:39]
resolution with some associated
[9:41]
exhibits.

The parameters resolution is
[9:45]
the beginning uh process of issuing
[9:48]
bonds
[9:50]
uh under state law and within the
[9:53]
parameters resolution it defines the
[9:55]
project as being the maintenance of road
[9:59]
roads. Um, it sets parameters as far as
[10:03]
the borrowing. The maximum borrowing
[10:05]
amount for the bond would be $1.4
[10:07]
million. The maximum term that the bonds
[10:10]
will be repaid over is 10 years. The
[10:13]
maximum interest rate is 6%.
[10:16]
But in reality, we expect a rate
[10:20]
uh probably in the high threes or low 4%
[10:24]
rate. It's a small bond, so there may
[10:26]
not be as many interested purchasers,
[10:28]
but I'm optimistic that we can find a
[10:31]
purchaser for that. Um, and uh, it also
[10:37]
uh, designates the mayor, the mayor
[10:39]
prom, and the city recorder as
[10:42]
designated officers that have the
[10:44]
ability to make the decision on the
[10:46]
final purchaser in terms of the bond. Uh
[10:50]
what the process is is uh after the
[10:54]
council adopts the parameters resolution
[10:56]
and this resolution it also includes the
[10:59]
scheduling of public hearing which would
[11:01]
be on May 26th.
[11:03]
Um and then we would anticipate putting
[11:07]
together a a bid package that we would a
[11:10]
request for bids that we would send out
[11:12]
to banks that would purchase this bond
[11:15]
for their private investment portfolios.
[11:18]
um and would expect bids back
[11:21]
approximately on the 1st of July and
[11:23]
then close the bonds on July 15th is
[11:26]
when the funds would would be delivered
[11:29]
to the city.

and that's pretty much it.

obviously those are going to be

negotiated and and very what are some of

right now I know things can change

give or take 20 basis points or 210 of a
[11:57]
percent of interest uh based on what the
[12:00]
current market is the market's been
[12:03]
pretty volatile since the beginning of
[12:04]
the Iran war we saw rates jump up uh
[12:08]
probably about 4/10en of a percent in
[12:10]
just a matter of a few weeks. We've seen
[12:13]
some of that uh uh
[12:17]
come back uh in a little bit lower
[12:20]
rates, but it's still kind of a volatile
[12:22]
situation pending any kind of clear
[12:24]
outcome as to what the the oil situation
[12:28]
in the world might turn out to be.

Um
[12:33]
uh the 6%
[12:36]
some banks will bid this with a fixed
[12:39]
rate for all years. So say four 4.4% for each maturity. You'll have 10
[12:48]
principal payments over the life of the
[12:50]
bonds. But uh Bank of U which owns your
[12:54]
excise tax bonds for the class C roads
[12:57]
bids what we call serialized coupons.
[13:00]
Each maturity has its own interest rate,
[13:03]
a unique interest rate and they go say
[13:06]
from three and a half to maybe four and
[13:08]
a half or four to five or or something
[13:11]
like that. So we give ourselves a lot of
[13:14]
latitude there but we certainly don't
[13:16]
expect to see a rate in this what we
[13:19]
call a true interest cost in the 6%
[13:22]
range.

water loans that the city entered into
[14:02]
in 2020 and 2021. I think the 21
[14:05]
issuance kind of superseded the first
[14:07]
issuance. They offered another several
[14:10]
hundred,000 to complete the project. Um
[14:14]
the the revenue pledge for water bonds
[14:17]
would be the net revenues of your water
[14:19]
system. So, what you're pledging for
[14:22]
this bond is sales tax and franchise
[14:25]
tax, which includes your your uh
[14:30]
util the electric or the
[14:33]
>> cell phones, and taxes on utilities, gas
[14:38]
and electric,
[14:40]

Uh so that's what you're pledging as the
[14:47]
repayment source for this bond. You
[14:50]
would pledge typically pledge the water
[14:54]
system revenues for the repayment of a

of revenues you may have to generate to

meet the coverage for whatever amount of
[17:05]
money that you may look to borrow.

is almost representation of like 9% of

our total budget every year to to make

this is this authorizes
[18:26]
us to make this happen and actually do
[18:28]
the signatures to make the bond happen.

And we still are going to have once we
[18:34]
get the bids back, we have the
[18:36]
opportunity to send that to our finance
[18:39]
department and or our finance committee
[18:42]
and and go through that with a fine
[18:43]
tooth comb before we actually sign on
[18:45]
the dotted line. And it's not actually
[18:47]
signing us up for anything.

This this just gives

the mayor and the recorder and the may
[20:27]
or the mayor prom the ability to act

within these parameters on the issuance

of the bond. And if there's any any uh
[20:35]
thoughts about borrowing less than $1.4
[20:38]
million, I'd want to know that before
[20:40]
the bids are sent out. We can modify
[20:42]
that a little bit. Uh
[20:45]
but uh that would be my preference. just
[20:50]

former city manager. Uh if you can
[20:56]
borrow at a lower cost than inflation on
[20:59]
road repairs, you're money ahead because
[21:01]
deferring road maintenance turns uh you
[21:04]
know simple maintenance into road
[21:05]
rebuilds and and uh uh or uh uh rotomill
[21:12]
and overlays and things like that. So
[21:14]
the the cost of doing nothing is much
[21:16]
more than just the the cost of interest
[21:20]
and
[21:20]

acceptance on the same day as the bids
[22:36]
that are received.

when we discussed that, um, you know,
[23:11]
months ago is we wanted to have, you
[23:14]
know, around $250,000 in the bank at all
[23:17]
times. That was if we decided to go with
[23:20]
the funding option for this lending path
[23:24]
which pulled savings out to then turn
[23:27]
around and pay off that other bond you
[23:31]
were talking about. Correct.

they will use in their roads and other
[28:47]
construction there. One of the concerns

was the dust that this might accumulate
[28:54]
and they they've agreed and their their
[28:56]
plans were so they're not making a
[28:59]
concession here. The plans were to put a
[29:01]
water truck on site to uh to wet the
[29:05]
area down periodically to keep the dust
[29:07]
low. Um it's our understanding too as
[29:10]
they go through this process with the
[29:13]
dirt pile that we've got that it will be
[29:15]
moved further to the east as it's
[29:18]
divided up in the different kinds of
[29:21]

vibrations that could cause issues with

their plumbing. I want to make sure that it's stated that this is not from a
[36:22]
we're not having any blasting. Um if
[36:24]
there is is more discussion, they can
[36:26]
actually talk to Ted who's very
[36:28]
wellversed in this. Um it's only a
[36:31]
crusher and and and
[36:34]
um screening processes that we'll be
[36:37]
seeing. Um, so it is not
[36:41]
something that we would ask a a a an
[36:45]
applicant to actually put a seismograph
[36:48]
any kind of meters anywhere. And uh,
[36:51]
Mayor pointed out to me that we actually
[36:53]
have had this going on for years in our
[36:55]
city. Um, so it's it's not much
[36:58]
different from what we what we currently
[37:00]
have. Um, one of the things that they
[37:02]
brought up was they they are asking for
[37:05]
the city to post on their website
[37:08]
um the ability to submit errant dust
[37:11]
reports to the EPA. Again, I think this
[37:13]
is more of a SWIP thing. Does SWIP allow
[37:16]
for uh dust reports um by the public?
[37:21]
And if so, can we put that link on our
[37:25]
web page? Would that be very difficult?

That's a good question. I don't because
[37:31]
the SWIP's handled by the state. Um, so
[37:34]
we'd have to go through the state site
[37:35]
and look to see if they can submit.

I don't know that I've seen that before.

Usually, if there's something because
[37:43]
there's going to be two different SWIP
[37:44]
inspectors on this, well, Salem and ours
[37:47]
because the the pile is actually number
[37:49]
city. So, they'll be doing some
[37:50]
screening as they're and and uh the rock
[37:54]
operation as they're moving the pile.
[37:56]
They'll be moving the little equipment
[37:58]
with them. It's not like a huge thing.
[38:00]
They'll be moving equipment with them,
[38:01]
but they're actually moving the material
[38:02]
into Salem. Um so, they'll be moving the
[38:05]
pile over closer to where they're going
[38:06]
to be using it in their infrastructure.

Um so, there'll be multiple SWIP
[38:10]
inspectors looking at this thing. Um so,
[38:14]
we can look to see if there's a way to
[38:15]
do that. I'm not positive. Um, we'd have
[38:18]
to talk to the state and also this did
[38:21]
go just for not know this did go to a
[38:22]
public hearing as well
[38:26]
» and and this resident was unable to make
[38:29]
that and sent me an email. Um, how do do
[38:32]
we normally just call the SWIP inspector

if there if we got a a complaint if

people know that with construction, just

like when their home was constructed,

sure that it is not out of control and
[40:58]
we will keep an eye on that as with the
[41:00]
whole SWIP protocols.

think at some point we'll kind of get a

learning curve and we'll be able to look

at it and say yes that's too much or no

um they seem to be within that because

if we're getting these reports every day

from someone, you know, then we're going
[41:30]
to be having our swift inspector come up
[41:31]
every day and we what we want to try and
[41:34]
do is manage that a little bit. We get
[41:36]
some training on it and kind of get a
[41:39]
feel for where we at. and and also the
[41:42]
county uh they also have um dust
[41:46]
parameters as well. So I'm sure they'll
[41:48]
be involved in that. I think there's
[41:50]
going to be a little bit of a curve as
[41:52]
we look at this thing um to see what
[41:55]
that entails. We don't even know right
[41:56]
now what that's going to look like with
[41:58]
dust. It may not be could be dusty. It
[42:02]
may not. We don't know. So I agree,

Brian. I think there's going to have to

be a way to report this. I think there's
[42:07]
going to be a little bit of a learning
[42:08]
curve and just us as a city will be
[42:11]
monitoring it for a little while to

believe me, I checked on dust quite a

bit. I was down at the bottom of the

city today, saw dust up at the top of

the hill coming up and so I took off

from the house I was at, went up to see

what was going on. Um, turned out it was

just some contractors cutting a
[42:29]
driveway. Um, because as you know, when
[42:32]
dust goes up, we usually get fire, smoke
[42:34]
calls. Um, y

right? And we do have money in there to

maintain our sewer system. Um, our sewer

system is fairly new and we did have it
[56:26]
videoed

uh about the time I started. So, two and
[56:30]
a half years ago, we had the whole
[56:32]
system videoed uh sorry, sounded uh to
[56:34]
get a condition assessment and it all
[56:36]
came back as in great condition, our
[56:38]
sewer. So, our system is really in good
[56:41]
condition. We do budget money every year
[56:43]
to go towards maintenance. We haven't
[56:45]
luckily needed much of that. Uh, one
[56:48]
thing I do want to start though is a
[56:50]
program of videoing so much sewer every
[56:52]
year. Every they say every 5 years
[56:54]
you're supposed to video your sewer just
[56:56]
to check it. So we have about 5 miles of
[56:59]
sewer lines in our city. So I'd like to
[57:01]
do like a mile or so every year. So
[57:03]
every 5 years we're videoing the old
[57:04]
sewer. Um, [clears throat]
[57:07]
so we do have money that goes back into
[57:08]
our sewer system. And uh, but that's a
[57:11]
fund we got to continue to build. So, as
[57:14]
we look at our sewer system replacement,
[57:16]
we'll want to continue not spending all
[57:18]
of our maintenance money, but save some
[57:20]
of that in an enterprise in the
[57:22]
enterprise fund so that we have some
[57:24]
replacement costs down the road. And
[57:26]
that's really what the state's concerned
[57:27]
about these days is because what they're
[57:30]
finding is a lot of cities uh and and
[57:33]
you know, right? So, it's a balance when
[57:35]
you're municipality between what do I
[57:36]
charge for my rate and what do I put
[57:39]
into my fund as slush fund for
[57:41]
replacement costs. Most times
[57:44]
municipalities in the past have elected
[57:46]
to keep their rates rates lower, but
[57:49]
then they're not they're only they're
[57:50]
basically spending everything they have
[57:53]
and what they're finding is now cities
[57:55]
are getting 20 30 years down the road
[57:56]
much like us and there's no fund to
[57:58]
replace the system and they start
[58:00]
convincing you have to start going out
[58:02]
and getting loans and grants and all
[58:03]
that kind of stuff. So um and that's
[58:05]
kind of how our system is right now. We
[58:06]
do have a little bit of money we're
[58:07]
setting aside. What I'm going to propose
[58:09]
that we probably look at in the near
[58:11]
future is um I haven't had a lot of time
[58:15]
to dig into the sewer yet. Uh still
[58:17]
getting through roads and water, but um
[58:19]
and sewer is not a major utility for us
[58:22]
because we only have about quarter of
[58:24]
our city that's covered with sewer. Um
[58:27]
but start looking at what are we setting
[58:29]
aside. It's about a $3 million system we
[58:31]
have. What would it take to start
[58:33]
setting site every year so that when the
[58:35]
system reaches its life in 50 years,
[58:37]
we've got some money there to start
[58:38]
replacing it?
[58:38]

entire city or only those who are users?

>> So right now only those that are users

pay towards the system. If you're on

septic you don't pay towards the sewer.

know maintenance and stuff like that we

don't really use a lot of that but what

I'd like to do is is when we get dig

into this what would it take for us to
[59:15]
set aside not that necessarily means
[59:18]
raising our sewer rates but what should
[59:21]
we be looking at as capturing through um
[59:24]
our depreciation money and stuff like
[59:26]
that is to set aside in our funds so
[59:28]
that we do have some replacement costs
[59:30]
down the road.

So other than that, uh we have about
[59:35]
well I said a little over 5 miles of

sewer. Uh it's all 8 in uh been
[59:40]
installed since about 2002
[59:43]
and we have about 133 connections to the
[59:46]
sewer of 560ish

and then Homeland Security shut down and

uh like the very next day after I got it

all approved. They shut down. So, we've

been waiting for that one for a little
[1:02:32]
while. Um I did finally got hold of
[1:02:36]
FEMA. I called every so often and just
[1:02:38]
kept getting voicemail saying we're not
[1:02:40]
here um due to the shutdown. They shut
[1:02:43]
their website down and everything. I

finally got a hold of someone last week.

Uh they're back. I did confirm with her

that everything is approved. They have

everything on from us that they need.

we did also

uh submit for a trail grant to

Mountainland Association of Governments
[1:03:40]
um to complete this first segment of our

trail. Um, as a tech committee member,
[1:03:46]
we have been going through the tech
[1:03:47]
committee has been going through all of
[1:03:48]
those
[1:03:50]
grants. Uh
[1:03:54]
about a month or so ago, we went through
[1:03:55]
the um project idea re um presentations.
[1:04:00]
44 projects were presented to MAG. They
[1:04:02]
have about 110 million to 120 million in
[1:04:05]
money this year. Uh on their it's their
[1:04:08]
two-year cycle. Um there were aboutund
[1:04:10]
and well at the time a little over $200
[1:04:13]
million in projects submitted. Um we
[1:04:17]
went through the first round of what I
[1:04:19]
call project ideas. Um there were 44
[1:04:22]
project ideas. Um those then got
[1:04:26]
feedback got presented to the TAC
[1:04:27]
committee. Um one of which we presented
[1:04:30]
after our trail. Um after that there was
[1:04:33]
feedback from the entirety of the
[1:04:34]
committee. 14 of those projects dropped
[1:04:36]
off the list. We met yesterday as a TAC
[1:04:40]
committee and went through the remaining
[1:04:41]
30 in concept planning phase and we
[1:04:44]
ranked them. the staff has now ranked
[1:04:45]
them. Uh right now ours is ranked about
[1:04:48]
19 of the 19 out of the 30. Um and it
[1:04:51]
just all depends on they're going to
[1:04:53]
send out the list. I'm going to try they
[1:04:55]
haven't sent out yet, but I'm going to
[1:04:56]
try and kind of estimate. We're about
[1:04:57]
right on the bubble of whether we get
[1:04:59]
funded or not.

update on our retaining wall out here. I
[1:07:22]
had two different geoteex come to look
[1:07:24]
at it for us. Uh one who lives in the
[1:07:26]
city and one that um Councilman John's
[1:07:30]
recommended. uh met with both of them
[1:07:33]
and they both came independently to kind
[1:07:36]
of the same assessment. Um the wall
[1:07:39]
seems to be fairly stable barring a
[1:07:41]
major event, an earthquake or something
[1:07:43]
like that. Uh mainly the the concern is
[1:07:45]
with some of the rocks are just
[1:07:47]
fracturing a bit. Not like falling
[1:07:49]
apart, but just pieces of them breaking
[1:07:50]
off. It's kind of that shelly stuff. Um
[1:07:53]
they both assessed we've probably got
[1:07:55]
about three to five years to you know an
[1:07:58]
estimated timeline that we should think
[1:08:00]
about replacing it within. Uh so it's
[1:08:02]
nothing urgent, nothing uh like
[1:08:04]
immediate that was a a huge concern to
[1:08:06]
them, but uh suggested we start
[1:08:09]
budgeting and within the next 3 to 5
[1:08:10]
years replace it with something a little different. So and they gave some
[1:08:16]
estimated pricing and stuff like that.
[1:08:17]
So, we'll talk about it maybe at the
[1:08:19]
staff level and just see uh put together
[1:08:21]
some prices and see what we want to
[1:08:22]
start doing. Come back with some ideas
[1:08:24]
on what we start setting aside to to
[1:08:26]
budget for the wall maybe to replace the
[1:08:28]
next three years.

they're getting to a point where they

those quick enough, uh they may end up

bumping uh a year. Um, however, I did uh

we've been working with their design
[1:09:09]
team and they asked me uh yesterday what
[1:09:12]
we would like for landscaping in the
[1:09:14]
roundabout.

Um, they said they're willing to put

back what we have now. Trees. They'll

If we want more of a zeroscapes type

stuff, they'll put more zeroscape. Um, I

just knowing the issues we've had with

irrigation in that thing, I'm I'm

hesitant to put plants, but I'll do
[1:09:40]
whatever the city wants to do. The trees
[1:09:41]
do look nice, but we keep having
[1:09:43]
sprinkler breaks and stuff like that flood it, and I'm afraid it's
[1:09:47]
could, you know, potentially result in
[1:09:49]
damage to around the um

but there is some theory out there that

when you have trees like ours and you

can't you limit that visibility through
[1:12:28]
the roundabout, people tend to be more
[1:12:29]
cautious

does create some of Spanish Forks. Um I

maybe they've done one down there that's
[1:12:48]
kind of a rock

that is because if someone crashes into

it, it's much easier to replace a rock

They're willing to store them for us

until we have this container built out
[1:22:35]
and framed so that the mailbox is their

insert so that they will insert into the trailer. Uh once once the new

facility is available, those inserts

will come out and we'll move them down
[1:22:51]
to the new new facility. it'll already
[1:22:53]
be marked with names and addresses and
[1:22:56]
so forth. So, that'll take care of that.

We're um this is a container that was
[1:23:03]
over at the the salt shed and we was
[1:23:07]
being used for storage. We took all the
[1:23:09]
stuff out of it that's sitting out over
[1:23:11]
there. Some of it needs to be um more protected. We have a a smaller

container up at the uh um water tank and
[1:23:23]
tomorrow we're moving that to the salt
[1:23:25]
shed and will be used in to put maybe

some of these more environmental

sensitive things, lumbering

Uh, today I was at the county EM meeting
[1:29:27]
and we listened to the
[1:29:30]
um the National Weather Service
[1:29:33]
representative. um he's giving us an
[1:29:35]
update in regards to forecasts of this
[1:29:38]
summer's potential weather to expect and
[1:29:41]
particularly in relationship to our fire
[1:29:44]
risks. Um he said that um we are we've
[1:29:49]
already had in the past 6 months the
[1:29:51]
highest record temperatures in our
[1:29:53]
history. So, [gasps]
[1:29:56]
it's translated into a very low snow
[1:29:58]
melt a snow um pack and which right now
[1:30:03]
our water that we've got in the city in the state is actually not bad. The
[1:30:06]
problem is the snow melt that usually
[1:30:10]
comes in May, June, July is not going to
[1:30:12]
be there. And so they're expecting
[1:30:16]
particularly for this area here, June
[1:30:17]
and July will be the above normal fire
[1:30:21]
activity that we should be aware of in
[1:30:26]
we already knew that was probably going
[1:30:27]
to be the case, right? So I'm just kind
[1:30:29]
of
[1:30:32]
selling it to the choir. But what I want
[1:30:34]
to propose is a fire drill that our city
[1:30:38]
has citywide. Not that we actually leave
[1:30:41]
the city, but we act like we're going to
[1:30:45]
and don't. Um, that we test our
[1:30:48]
communication system with uh the general
[1:30:50]
public. We test the ability of them to
[1:30:52]
be able to respond back to us, letting
[1:30:54]
us know that they're evacuated.
[1:30:56]
Um, and then test our internal staff on
[1:30:59]
how they're going to react to it by
[1:31:01]
setting up our EOC system and testing
[1:31:03]
everybody's skill levels and be able to
[1:31:05]
do that. So, I'm proposing a date of
[1:31:08]
June 20th. It's a Saturday 10:00 a.m.
[1:31:11]
and I don't know if there's a conflict.

blows up and then the plume has

accumulated.

uh just let you know I got access to

that today. So we'll be able to take a

look at that service and see which

businesses are within a certain range of [snorts] hills that could affect us
[1:33:48]
and if there's none then I'll check that

can come and assess your property, just

make sure it's safe. Not in any sort of

a violation catchway, but a hey, how can

we help you improve? what kind of ideas.

So, so, um, we will have that and we
[1:37:05]
would encourage everybody to get their
[1:37:07]
neighbors out because the more of that
[1:37:08]
we can do, it's good for all of us. So,

who have advertised that if you get your

has put out a new severity map uh to
[1:38:22]
determine if you your house is actually
[1:38:24]
located in an extreme wildland area. Um,
[1:38:29]
we'll have a computer up there. We can
[1:38:31]
pull up an address and show people where
[1:38:33]
they're at or what the state, now once
[1:38:36]
again, this is a state map, not a city
[1:38:37]
map. Uh, what they have assessed their
[1:38:41]
area to be in extreme. We're all in a
[1:38:44]
fairly severe, but a portion of the city
[1:38:47]
is extreme. So, people could look at
[1:38:48]
that and see what kind of how that
[1:38:50]
affects them. As you know, House Bill
[1:38:51]
48, they're going to start charging a
[1:38:53]
fee for those that are in extreme
[1:38:54]
wildland areas. Uh the fee has been
[1:38:56]
delayed till 2027 now, but um
[1:39:00]
[clears throat] but we can show them on
[1:39:01]
the map and show them how to get to the
[1:39:03]
map. Uh that way they can know and then
[1:39:05]
we can look at uh like Steve said
[1:39:07]
consultation with them
[1:39:09]

May 6th is kind of a big deal. that's

when all they can all open their bill
[1:45:45]
files for next year. So, um there is
[1:45:48]
something that the mayor um gave me to
[1:45:51]
ask uh if we might potentially um look
[1:45:54]
into some legislation. So, we're still
[1:45:56]
working on that and as if it happens,
[1:45:58]
I'll let you know. Um also, um May 6th
[1:46:03]
is the date that all of uh the things
[1:46:05]
some of the things that were passed
[1:46:07]
during this last legislative session go
[1:46:09]
into effect. And I'm just going to say a
[1:46:10]
couple of them that affect our city. One
[1:46:12]
is was House Bill 33, political sign
[1:46:15]
amendments. We can't prohibit u people
[1:46:18]
from posting on park strips and that we
[1:46:21]
have to have a designated area um for
[1:46:24]
some signs. And then also um is that on
[1:46:29]
>> if they remove city?
[1:46:30]
>> Uhhuh. And if they remove some signs,
[1:46:33]
there's needs to be a place for them to
[1:46:35]
deposit them on city at the city so that
[1:46:38]
they can pick them up later because
[1:46:39]
they're very expensive. Um, we do know
[1:46:41]
that there is a primary election in
[1:46:43]
several of the races that our residents
[1:46:46]
will um will um participate in. One will
[1:46:51]
the primary will be um the congressional
[1:46:53]
race
[1:46:55]
between Celeste Malloy and Phil Lyman.
[1:46:58]
And then we also have a state school
[1:47:00]
board race that is also in a primary.
[1:47:03]
Um, another one is local government
[1:47:06]
fees, house bill um 425
[1:47:09]
that uh if we choose to do a
[1:47:11]
transportation fee now we are able to
[1:47:13]
after May 6th. Um there's several with
[1:47:16]
regards to truth and taxation and
[1:47:18]
property tax adjustments. Um of course
[1:47:22]
um truth and taxation has to be a
[1:47:24]
standalone date now. can't be with
[1:47:27]
anything else, but there are several
[1:47:28]
that have to do with that. Um, a
[1:47:31]
landscaping restriction amendment, House
[1:47:33]
Bill 215, we cannot prohibit the removal
[1:47:36]
of vegetation if they're in a wildland
[1:47:39]
urban interface area, WOOI area. Um, and
[1:47:43]
our whole town is, so there's some
[1:47:44]
things that may people may do. Um,
[1:47:48]
>> they can clearcut their lot if they want
[1:47:50]
and I can't say no.
[1:47:53]
Basically, that's what it's saying. Um,
[1:47:56]
House Bill um 535 is the debt that um
[1:48:01]
is um disposing of public property
[1:48:04]
modifications. So, we occasionally,
[1:48:06]
Brian, that's probably something that
[1:48:08]
you'll want to look into a little bit
[1:48:09]
more and make sure we're continue to be
[1:48:11]
in compliance with that. Um the other
[1:48:15]
the one thing that we need to look at is
[1:48:17]
SB232,
[1:48:19]
regulatory impacts on family. every um
[1:48:22]
piece of uh legislative
[1:48:24]
um materials we put out, we have to have
[1:48:28]
it show the impact to family health,
[1:48:31]
stability, and formation. And um the
[1:48:35]
league does have some language that they
[1:48:38]
suggest that every piece of legislation
[1:48:41]
that we put for has has a statement
[1:48:44]
attached to it. So, we might want to
[1:48:46]
look into that a little bit because we
[1:48:48]
need to put how that impacts families in
[1:48:50]
our area. Um, and then there's an online
[1:48:54]
marketplace SB 108 that municipalities
[1:48:58]
can't regulate operation of an online
[1:49:00]
marketplace except for with certain
[1:49:02]
conditions. So, if we have anyone in in
[1:49:04]
our city boundaries, there are others
[1:49:06]
that may not um that may not impact us
[1:49:10]
directly, but we need to be aware of
[1:49:12]
those. Um the other thing is the interim
[1:49:16]
meetings start again on May 20th and our legislative pol policy committee
[1:49:22]
meetings um start up again on June 1st
[1:49:24]
and uh I will be there.
[1:49:28]
>> So we uh and then there's a bunch that
[1:49:30]
will go into effect in the first part of
[1:49:32]
July, but those are the ones that really
[1:49:34]
affect us starting next week.
[1:49:38]

I checked um
[1:49:47]
in certain areas of the city we do not

have sidewalks and that provision is
[1:49:53]

[1:49:58]
don't have a regulation to allow signs.
[1:50:01]
So
[1:50:03]
uh we don't have to follow that.

say who they are because going

doortodoor is really hard and as all of
[1:50:43]
you who who know have wanted to put uh
[1:50:46]
signs on Woodland Hills Drive and we've
[1:50:49]
asked asked a particular resident, can
[1:50:51]
we put it in your yard and yet it's 10
[1:50:54]
ft back from the road and no one sees it
[1:50:56]
because by then we have snow andor
[1:50:59]
vegetation growing. We might want to
[1:51:01]
consider kind of something in in the
[1:51:04]
same idea, right, that we might
[1:51:10]
allow some things in the rightway for a
[1:51:12]
certain period of time prior to an
[1:51:14]
election.

second piece of legislation we do need
[1:51:20]
to also apply to the political signs,

state delineated by our constitution but

that we should be you know encouraging
[1:52:21]
those religious conversations and
[1:52:23]
discussion. So because we pushed further
[1:52:25]
away than we we should have. So kind of
[1:52:27]
a correctionary act of it. Then the
[1:52:29]
other one I haven't had a chance to read
[1:52:30]
on what legislation came from the Senate
[1:52:32]
that they
[1:52:33]

um our boundary, our city boundary. Um

the last time
[1:58:43]
we gave an authorization or permit or
[1:58:45]
whatever to move dirt and make dust, we
[1:58:49]
had the same mitigation requirements.
[1:58:52]
However,
[1:58:55]
dust was
[1:58:57]
much more than it should have been. And
[1:59:00]
I didn't know until researching for
[1:59:02]
tonight that the way these inspectors
[1:59:05]
decide on what level they're seeing,
[1:59:09]
it's a visual thing. They're trained and
[1:59:12]
it's truly they look they they memorize
[1:59:16]
what it looks like without dust and then
[1:59:18]
they compare that in their mind to what
[1:59:20]
it looks like if there is dust. So it is
[1:59:24]
very um
[1:59:26]

issue of dust, obviously wind that

continuously, then it would be just like

if you're carrying dirt in your truck.

That's why on the freeway now it has to

be covered. Um, if dust is collecting on
[1:59:53]
your patio, the back of your house, your
[1:59:56]
deck or whatever, that means there and
[1:59:58]
there I have friends that told me they
[2:00:00]
would clean it every single day and
[2:00:02]
there was a layer every single day. That
[2:00:05]
would mean there is too much because the
[2:00:08]
rule is about how much is in the air,
[2:00:11]
not about it can then, you know, be so
[2:00:14]
much that accumulates.
[2:00:16]
I want to be able to tell my friends and
[2:00:18]
neighbors
[2:00:20]
that it's not going to be as bad. They
[2:00:22]
were told there's water trucks, but they
[2:00:24]
would hardly ever see them. The other
[2:00:25]
part of this before you vote on giving
[2:00:29]
the permit is um time of day because
[2:00:34]
there was a restriction according to our
[2:00:37]
um ordinances, but they still did work
[2:00:40]
early and I I know that was reported and
[2:00:43]
eventually
[2:00:44]
um they changed their hours, but it went
[2:00:46]
a long time before the change happened.
[2:00:49]
And I just wanted to point out I believe
[2:00:51]
that there will be more vehicles or
[2:00:53]
equipment on this site than what was
[2:00:55]
mentioned. There'll be a crusher was
[2:00:57]
mentioned, a sifter, trucks, dozers to
[2:01:01]
move and carry, but there will also be
[2:01:03]
conveyor. And I wonder if we want to
[2:01:04]
know how big of one of those. I don't

know if like

we already man his from bars sto you

know it's a big long long vehicle and it

has a conveyor belt and it actually
