[1:48] is the general plan. It's been

[1:52] completed,

[1:53] reviewed by

[1:56] um planning commission

[1:58] and uh city council

[2:01] and they have made a few uh changes to

[2:04] it from what we did, but not really

[2:07] anything significant.

[2:10] Um, and I it's been out there for the

[2:13] public to look at for a number of of uh

[2:16] weeks

[2:18] and so we'll

[2:21] in its finished state

[2:23] uh take any public comment. I don't see

[2:26] anybody here

[2:28] and we don't see anybody online

[2:33] for that. So,

[2:35] we will close public comment on public

[2:38] hearing for that. And the uh second

[2:42] item,

[2:44] a number of months ago, we passed

[2:47] a change in uh one of our ordinances

[2:50] having to do with uh a hazardous

[2:54] um

[2:56] study that needed to be done on some

[3:00] lots where there was

[3:03] uh issues, whether it was earthquake

[3:06] faults or [clears throat] uh avalanche

[3:10] or any other number of things. We and we

[3:14] changed that statute. And there's one

[3:17] that we overlook that's relating to

[3:20] that. It's on the second page of that handout that I gave you.

[3:25] These are the requirements um for um

[3:30] somebody doing doing their site plan and

[3:34] it's a natural hazard study for home

[3:37] located in identified hazard areas.

[3:40] And we're adding if required. It says

[3:43] when required, but if required. So it's

[3:47] up to the city engineer if he wants to

[3:50] have them do that, but it's optional

[3:54] now.

[3:55] um one of these studies costs some can

[3:59] cost upwards of $78,000. So sometimes

[4:03] it's maybe not necessary, not that

[4:06] critical and so the city engineer will

[4:09] make a decision as to whether or not to

[4:11] require a hazardous study or not. So we

[4:14] overlook making a change on that thing.

[4:18] So that's what the second public hearing

[4:22] is uh to take comment on that and again

[4:25] I don't see anybody here or nobody

[4:27] zoomed in.

[4:29] So we will close the public hearing on those two matters and go then into

[4:37] our

[4:38] uh agenda and further discuss those

[4:42] amongst the planning commission members.

[7:55] exception to with what they were doing

[7:57] and they're were they I think they were

[8:00] relatively minor. Seems like there was

[8:02] one that they had a little bit of

[8:05] discussion or debate about. Um,

[8:12] way to say something. And they had quite

[8:15] a talk about that, but I can't remember

[9:22] the committee, the planning commission

[9:25] and the city council. There'll be a page

[9:31] survey that they conducted is at the

[9:33] very end.

[10:37] too happy with it. I wasn't either. I

[10:40] thought that our general plan covered

[10:42] these areas and goals and so forth and

[10:45] it was designed for more short-term

[10:49] um

[10:51] steps in towards completing a a part of

[10:55] the general plan if it was a if it was

[10:58] something that needed to be further

[10:59] worked on. Did the council member have

[11:02] any concern about it? Cuz she was the

[11:04] one that was one of the council members,

[11:06] the one that kind of pushed it.

[11:10] The the strategic plan was given to

[11:16] us, the council, after the council

[11:19] review.

[11:20] So, the council hasn't seen it. Next

[11:24] week on Tuesday night, um the mayor

[11:27] plans on presenting this as a final to

[11:31] the council again. So I don't know if

[11:34] there will be further discussion about

[11:36] putting elements or putting a strategic

[11:39] plan in here, but I didn't think it

[11:42] served much purpose because I thought

[11:45] the general plan covered pretty much

[11:47] covered the things that needed to be in there.

[11:51] So

[11:53] whether the council will change her

[11:54] mind, I don't know. Um, so

[12:00] anyway, that's uh that's that's

[12:05] it. And if there's no further changes,

[12:07] then I think the the development

[12:10] committee will cease to function. their

[12:13] whole purpose was to put this together

[12:16] and and they won't have any further

[12:18] function and they'll I think be be um

[12:22] released from that assignment.

[12:29] I know we've voted on it already. I

[12:31] would like to vote on it again with its

[12:34] entirety the way it is with the

[12:36] executive summary and just making sure

[12:39] that we're we're happy satisfied with it

[12:50] public input

[12:53] and uh there was a written input but

[12:58] most of most of that input was not

[13:02] uh germanine to the general plan. They

[13:05] were talking about some changing some

[13:07] ordinances and a few other things like

[13:10] that that and some ideas about different

[13:13] things in the city, but it wasn't it

[13:15] didn't go into the general plan.

[13:22] meeting

[13:24] where they could provide input like we

[13:27] did last time?

[13:33] time ago and that's where the idea with

[13:35] the housing the moderate income housing

[19:26] dirt's got to be brought in and do all

[19:28] of that work around around it. They

[19:32] haven't put it out for bid yet um for

[19:35] the actually building of the structure,

[19:37] but they're they're close close to it, I

[19:41] think. So, that's kind of where things

[19:44] are. Um, the mayor wants to uh have a

[19:49] little I don't know if they're going to

[19:51] make it a contest or what, but but paint

[19:55] the whole container and then one of two

[19:59] things. either have people paint their

[20:02] own little design on on a part of it or

[20:04] to have he saw a uh a a painting that

[20:10] was the size of the container with uh a

[20:15] celebratory picture of it of the 250th

[20:19] anniversary of the country.
