[2:24] One of the seats. Under one of the seat.
[2:26] >> Oh, under the seats.
[2:29] >> Our potential new campus
[2:31] >> pending.
[2:32] >> Oh, yeah.
[2:33] >> Pending.
[2:33] >> Perfect. Well, I don't know if we'll
[2:35] give you many answers today, but we're
[2:38] glad to have you.
[2:38] >> I'm here. answers if needed. And what is
[2:40] your name?
[2:41] >> Megan. Megan.
[2:43] >> Perfect. Well, we'll be glad to have
[2:45] you. Okay. Well, we would love to uh
[2:48] start this meeting. We're going to start
[2:49] the work session today. Um and we are
[2:52] going to start with the discussion of
[2:54] proposed repairs to the exterior of the
[2:57] city center. Um, just kind of recap. Uh,
[3:01] last council meeting we you I was
[3:03] authorized to spend what was in the
[3:05] budget for this particular project, but
[3:08] we did want to grab a few others uh bids
[3:12] on that. So, I appreciate um John your
[3:16] help with that. Um, and so I kind of
[3:20] want to go over those for your guys'
[3:22] information. Did I say it's it's Steve
[3:25] John's. He has two first names. It's his
[3:28] fault.
[3:28] >> You can call me whatever you want.
[3:32] >> Steve.
[3:33] Okay.
[3:36] >> Every time that happens, Steve and I
[3:37] look at each other like, "Uh-huh."
[3:40] >> I appreciate just patience is helpful.
[3:43] >> Everybody involved.
[3:44] >> Oh, I was thinking John. Huh.
[3:45] >> Yeah. Yeah. Okay. So, the original bid
[3:48] that that we received um was from an
[3:51] organization called Home Innovations. Um
[3:55] and that bid comes to a total of
[3:57] $32,47.38.
[4:02] Um the scope of this work um basically
[4:05] is the side of the building completely
[4:08] behind me uh completely ripping it off
[4:10] because we have leaking windows. Um and
[4:13] this is the primary issue that
[4:15] propagated the the need for this type of
[4:17] work. As we went around the building,
[4:20] there's a few other broken panels.
[4:22] There's trim pieces that are falling
[4:24] off.
[4:25] Um, now as I have gone through because
[4:28] I've walked the property with all three
[4:31] of these companies now and all three of
[4:34] them have one thing in common and that
[4:37] is they all say that how the sighting
[4:40] was put on this building.
[4:44] incorrect is the wrong word because it's
[4:48] not necessarily incorrect, but it was
[4:51] kind of a budget option that we're now
[4:54] suffering from. So, for instance,
[4:55] typically when
[4:57] >> volunteers,
[4:59] >> the sighting was not actually
[5:00] >> really
[5:01] >> correct. We had already farmed it out to
[5:03] a general at that point
[5:05] >> to finish it out. Um, and so typically
[5:08] when you do a hardy sighting, um, you
[5:12] trim out all the windows first,
[5:14] >> right?
[5:15] >> This actually did all of the siding, so
[5:19] the the Hardy slat first and then they
[5:22] took like
[5:24] 38 inch trim and kind of tried to shoot
[5:28] it on around and through the siding.
[5:32] The problem is that creates gaps and
[5:34] they didn't caulk in those gaps and so
[5:36] they're full of hornets and water and
[5:38] that's one of the reasons we're having
[5:40] such issues. Um
[5:43] so you'll see that the reason I give you
[5:46] that context is you're going to see that
[5:48] in the differences of these bids. I
[5:51] tried to get as close to apples to
[5:52] apples but that was impossible. Um, so
[5:57] the home innovations bid is for this
[6:00] side being completely ripped off, thrown
[6:02] away, completely repaired, covered in
[6:05] OSB because the foundation wall, if you
[6:08] can see right behind me,
[6:11] this is concrete all the way to the
[6:14] ceiling. So, it's designed for the
[6:17] highest R value you can get. It's
[6:20] actually the same way Steve's house was
[6:21] built, I believe. Right, Steve? Um,
[6:24] however, that means the other side of
[6:27] this wall is also concrete. So, they've
[6:29] nailed on
[6:31] these small slats to then be able to
[6:34] nail the siding on too. So this bid
[6:37] includes actually putting 7/16 OSB and
[6:41] sheeting the whole thing. Furring out
[6:44] the indent because this actual the gable
[6:48] on this indents in so it creates a ledge
[6:52] which is storing water creating helping
[6:54] facilitate the leak. So that's
[6:57] completely shearing this straight up. No
[7:00] more ledge. All of that will be then
[7:02] fixed. Uh, this also rips the dormers
[7:06] off and repairs the dormers because they
[7:08] also have a lot of water damage getting
[7:10] new flashing underneath those. Um,
[7:13] because the code actually helps require
[7:16] that you have a 3 in gap above the roof
[7:20] line of flashing and then it jumps
[7:24] underneath the the the siding to help
[7:28] with the waterproofing. And this does
[7:29] not have that gap. Well, they change
[7:31] they changed the code
[7:33] >> pro
[7:33] >> probably.
[7:34] >> I know they did because I got the
[7:36] insurance to deny a roof repair because
[7:39] of it.
[7:39] >> Oh joy. Sorry about that. Um and so
[7:44] that's kind of what this is. This also
[7:45] then fixes
[7:48] a kind of more bandage on top of the
[7:50] bandage of the broken pieces of trim
[7:53] through windows and things like that.
[7:55] Okay. So that's the home innovations
[7:56] bit. I have a question on all before we
[7:59] get to all of them then. Um they have
[8:01] similar time frame on completion.
[8:05] >> Uh that I actually don't know. I have
[8:08] not spoken to them because that's of
[8:10] less importance to me than than your
[8:12] guys's decision for cost. They all can
[8:15] get it done this before the snowflies.
[8:18] >> Oh, this this is
[8:19] >> which is
[8:21] what I was wondering.
[8:22] >> Yep.
[8:23] Um, so Cascade, I was extremely
[8:26] impressed with Cascade. It helps that
[8:28] the owner's name is Ben, but very kind.
[8:31] Um, this was a very thorough and as he
[8:35] went around the building, and you'll see
[8:37] because Cascad's bid is for 76,000. So,
[8:41] they're down their half payment is
[8:44] >> our budget
[8:45] >> more than than Home Innovation's full
[8:47] bid. They're saying you really just need
[8:51] to do this project right. And this is
[8:55] all exterior ripped off the building.
[8:59] All both ends of the building having the
[9:02] same fix because that dormer also sucks
[9:05] in just like this one does. Um, and
[9:08] they're going to put in on the very
[9:10] bottom uh that rigid foam in between
[9:14] each of those slats. Now, they're not
[9:15] going to sheet it with OSB, but they're
[9:17] going to put rigid foam behind those
[9:19] slats so that it uh has more imp
[9:24] protection because that's one of the
[9:25] problems. If you've gone down this side
[9:27] of this bay, a lot of those uh tiles
[9:30] have been just broken out, the Hardy
[9:32] board. Uh it's because there's no
[9:34] backing on it. And so, it doesn't take
[9:36] any impact at all. It just shatters. So,
[9:40] that's what this one does. Hence, it is
[9:43] quite a bit more. As you probably looked
[9:45] through the bids,
[9:47] this was a pretty bid package. They took
[9:50] extensive pictures uh understanding,
[9:54] articulating every single side of the
[9:56] wall, labeling them. Very impressed.
[9:59] Just also impressive price tag.
[10:02] And the last bid um comes from a company
[10:06] called uh Latmer Plastering LLC.
[10:10] um also really enjoyed these guys. Uh
[10:14] their bid actually is far more
[10:17] comparable to uh the Home Innovations
[10:20] bid than it is to Cascade. Um and this
[10:24] one is for $55,000.
[10:27] Uh this is repainting though also the
[10:29] whole front of the building.
[10:31] >> Painting
[10:33] >> because we do have that we had an old
[10:35] sign that used to be on the front. So,
[10:36] we now have that big huge mark on the
[10:38] front. And because there's a number of
[10:41] panels they want to replace around those
[10:44] front windows, they said there's no way
[10:47] we can match this paint. We'll just need
[10:49] to repaint that whole facade.
[10:51] >> So, all three of them have kind of a
[10:53] different um scope then.
[10:55] >> Correct.
[10:55] >> They've added in some things that maybe
[10:57] we didn't see.
[10:58] >> 100%. Right. and and basically I told
[11:01] them when they were here I told them
[11:03] what this bid was the scope of it and
[11:07] they said we'll we'll give you what we
[11:09] feel is actually makes sense to do and
[11:12] so you have Cascade saying you need to
[11:15] do the whole building which I don't
[11:17] disagree with
[11:19] you have Latmer kind of in the middle
[11:22] but they're but the amount of work we're
[11:24] going to get is actually going to be
[11:26] much closer to the home innovations bit
[11:28] so
[11:29] >> they just added on the front.
[11:30] >> Uh they added on the front. Um
[11:34] >> I mean I read through them all.
[11:35] >> That's pretty much it. So and then
[11:37] everything else that we talked about
[11:38] replacing the dormers and replacing this
[11:40] wall.
[11:40] >> Okay. So the reason I kind of pushed for
[11:43] this is because a lot of these
[11:46] contractors, sorry Steve, it's already
[11:48] been a lot of contractors and you guys
[11:51] are building mostly right now. You guys
[11:53] aren't like this. um
[11:57] have a tendency to make their money on
[12:00] change orders.
[12:02] >> So, they come in low on the bid, they
[12:03] get the job, and then, oh, we need to we
[12:07] need to paint the whole building because
[12:08] of this, and all of a sudden, your your paint price has tripled um from
[12:14] what you would have gotten from a bid.
[12:16] So, I wanted to see what other people
[12:19] were saying needed to be done so that we
[12:21] could actually come back and if
[12:24] necessary, which I was afraid it was
[12:26] going to be, um, say, okay,
[12:30] if if we think the we need to do the
[12:32] whole if we need to do both ends and
[12:34] then paint everything and whatever we've
[12:36] got to do, right? Um,
[12:39] and I don't disagree, the whole thing
[12:41] needs to be done, but I don't know that
[12:42] we can afford to do it right now.
[12:43] >> That's my feeling.
[12:45] Um, we say, "Okay, all we're going to do
[12:49] is this end, say Cascade, what are you
[12:51] going to do for us?" You know, um, and
[12:54] if we pick a Sherwin Williams paint or
[12:58] a, you know, I don't know what they
[12:59] painted this with, but if we if we make
[13:01] note of that, we can match that paint in
[13:04] the future. Um, so we could do and and
[13:07] it's not bad when you do a full side
[13:10] because as you come to a corner whether
[13:12] there's trim or not, you can't tell that
[13:15] there's a slight difference in those um
[13:18] >> if it fades from the sun.
[13:19] >> Yeah. Just it's just
[13:21] >> it's not a totally different color.
[13:22] >> Well, and even that you could actually
[13:24] do a whole different color and and it
[13:27] it's kind of looking when you do that.
[13:30] But this was my fear that people were
[13:32] going to come in and see different well
[13:34] not my fear my my expect
[13:38] my expectation was that other people
[13:40] were going to see different things and between a few bids we're going to
[13:43] say okay now we need to do what this guy
[13:46] said here and what this guy said here everybody
[13:49] redo your bids to this scope of work now
[13:52] we've got a detailed scope of work we
[13:54] can say I want to see your bid for this
[13:56] particular scope of work this is what we
[13:57] think we can afford this
[14:00] and have them redo the bids. And I hate
[14:02] saying that, but redo the bids. They
[14:05] come together. You don't need to talk to
[14:06] us after that unless it's over what
[14:08] we've what we've budgeted for. Um, and
[14:12] then you can make you and Ted and Jody
[14:14] and Wayne can make the decision. Okay,
[14:16] this is the one we're going to go for.
[14:18] We feel best about this. Might not be
[14:19] the cheapest one,
[14:22] but it's the one we feel the most
[14:23] comfortable with. But now you've got a
[14:25] detailed scope of work with the three
[14:27] different bids to pull from to say here
[14:30] is now our our called a and I call it a
[14:33] s scope of work. Um rebid you know re
[14:37] readjust your bid for these particular
[14:39] things. I like the fact of of backing
[14:41] the the Hardy one way or the other,
[14:43] whether it's OSB or whether it's hard um
[14:47] foam, high density foam. Um because
[14:50] that's what I mean, I'm looking at the
[14:51] pictures and you can see the busted in
[14:53] Hardy board, right? Um so,
[14:57] you know, once once we you can do this,
[15:00] I don't know that you need to come back
[15:01] to us if it's within budget.
[15:04] My my thoughts on it.
[15:06] >> Is there a possibility? Because I mean
[15:08] cost Obviously the concern of a phase
[15:11] one phase two on two different budget
[15:13] years.
[15:14] >> I think that would be the right choice.
[15:16] >> Yeah.
[15:17] >> We we will need to get this building so
[15:20] it can sustain.
[15:22] >> I would like to see the door downstairs
[15:23] if it hasn't been repaired to be
[15:25] repaired into the office.
[15:30] >> I like it broken fused shut.
[15:33] >> Okay.
[15:34] >> I don't have an egress standpoint.
[15:38] It's a danger. So, just from an OSHA
[15:42] thing, I'd like to see that fixed.
[15:44] >> I can give you that. We've got actually
[15:47] two doors down there that need to be
[15:49] fixed.
[15:50] >> Yeah.
[15:50] >> I think it would be helpful if we did
[15:52] have the same scope of work for all
[15:54] three because you can say, "Oh, yeah,
[15:56] that makes sense that we do this or it
[15:59] makes sense that we do both sides or or
[16:01] whatever." But it being fair to all
[16:03] three of them then because the scope of
[16:06] work that was told to the first is not
[16:07] what comes out at the others. So maybe
[16:11] um clarifying that a little bit.
[16:13] >> Yeah.
[16:14] >> Well, and Steve, I assume you've done
[16:16] work with Cascade and you've done work
[16:18] with uh
[16:21] with Yeah. And do they do change orders
[16:23] on you?
[16:24] >> Um no,
[16:25] >> unless you
[16:26] >> unless it's I'm changing the scope
[16:28] considerably.
[16:29] >> And so I've done a lot with innovations.
[16:32] Hence, I reached out to them first and
[16:34] I've never gotten a change order from
[16:36] them.
[16:36] >> They never recommend more than what they
[16:40] >> because they'll do the scope of work on
[16:42] their page.
[16:43] >> Well, yeah.
[16:44] >> And they don't come back and try and
[16:46] upcharge.
[16:47] >> So, I have a question. If if you're
[16:49] going to try and do the whole building
[16:51] eventually, then you wouldn't want to
[16:53] spend the money to paint the one side.
[16:57] >> So, correct. So, I think that has to be
[16:59] part of the decision, too, because if
[17:00] you're going to take the bid where they
[17:02] want to paint, that would just be a
[17:04] waste of money. So, I think we should
[17:05] save the money and not do that if we're
[17:07] going to do the whole building
[17:08] eventually,
[17:09] >> at least for sure, the two ends, right?
[17:12] And and then paint maybe the front just
[17:13] piece.
[17:14] >> Right now, I would say our highest
[17:16] priority is this wall and the dormers
[17:22] because they are
[17:25] extremely compromised. So, I don't know
[17:27] if you've ever gone and looked at them.
[17:29] The paint's all coming off and they're
[17:30] you can kind of go up there and hit them
[17:32] and they start falling apart.
[17:34] >> So, they're completely blown out. So,
[17:37] okay, that is helpful guidance. Um,
[17:41] Ted, have you looked through these? Are
[17:42] you of the same opinion at all? Have you
[17:44] thought about this this repair?
[17:49] >> Okay. Um, does what does everybody else
[17:52] think if we go back and have him scope
[17:54] if they if they put a scope together? Do
[17:56] they need to does he need to come back
[17:57] with us? We've already given him the
[17:59] authorization. I think he's we let him
[18:01] go forward. I don't want to waste time
[18:03] >> because we're wasting time going back
[18:05] and get another bit. That's my opinion,
[18:06] but if you guys want to pull the reins,
[18:08] you can. This is my fault. I think we we
[18:11] give we give the the reigns to the
[18:14] >> to the city staff and and you guys go
[18:17] with it. Yeah,
[18:18] >> I've got now their contact information
[18:20] as well. So, I'll shoot them these other
[18:22] two bids, a scope of work because I feel
[18:25] this other one's dialed in nicely.
[18:28] >> Innovations one is dialed in.
[18:30] >> He's got the dormers on it and he's OSB,
[18:33] >> correct? Yep.
[18:34] >> Okay. Um I think either way works. Um
[18:37] OSB's what? What?
[18:40] >> 58 OSB
[18:42] >> 716.
[18:43] >> Well, I also think
[18:44] >> that still should be good enough. Yeah,
[18:47] it still should be good enough.
[18:48] >> Then if we're going to do it in two
[18:49] years, our scope of work should be the
[18:51] whole project and then divide it in so
[18:53] that we have a budget for the first, the
[18:55] budget for the second.
[18:56] >> Do that because all the prices change.
[18:58] >> Oh yeah, that's true. That's true. But
[19:00] at least to let them to see if they
[19:02] would consider because it would be
[19:04] really I think hard if we had one person
[19:07] start it and then they don't want to do
[19:08] the second half next year.
[19:11] >> We've got a spec. The nice thing is is
[19:13] all three of these companies have been
[19:16] around a long time.
[19:17] >> Okay.
[19:17] >> So, they're not Joe and his his paint
[19:21] bucket on the side of the street that we
[19:23] picked up at Home Depot or something.
[19:24] So,
[19:25] >> yeah, I think the exercise was was more
[19:28] than anything to make sure that we were
[19:30] getting a couple different bids even
[19:31] though it's not a formal bid thing. We
[19:33] need to do the work, but making sure
[19:35] that scopes were consistent.
[19:38] >> Yeah, that's that's what I'm thinking.
[19:40] Yeah, I think
[19:40] >> consistent scope.
[19:41] >> I like your approach to it. So,
[19:44] >> I just want to offer one, you know,
[19:45] apology. One of the contractors was
[19:47] coming out and looking and they tapped
[19:50] on one of our corners that was pulling
[19:52] apart and Wasp came out and stung him in
[19:55] the head.
[19:56] >> I feel a little bad about that. So,
[19:59] >> I just I I there are things that could
[20:01] very well be when they start tearing
[20:03] when they start doing demo um that that
[20:07] they're going to find um and Especially
[20:10] on the dormers that's and that's where
[20:11] our change orders that's that's when you
[20:13] get the change orders when they find
[20:14] something that they didn't see on the
[20:16] original scope. That's why I like lots
[20:17] of eyes.
[20:19] >> Perfect. Okay. Any other questions
[20:21] there? Wonderful. Okay. Let's move to
[20:24] number two. Discussion regarding the
[20:25] sale of approximately 0.25 acres of
[20:28] city-owned real property uh located near
[20:31] Bear Hollow between the Utah County
[20:33] parcel. Uh and then there's two big long
[20:36] numbers. If you're interested, you can
[20:38] read them. Including declaring the
[20:40] property surplus and authorizing the
[20:42] sale process. Uh Ted, do you want to
[20:45] tackle this?
[20:47] >> Yeah, I do.
[20:48] >> Okay.
[21:01] I'll get some assistance from
[21:04] every all three of you have been
[21:05] involved in this. So
[21:07] >> So where this started out Peter quick
[21:10] recap where this started out is we had a
[21:14] uh well so this was originally part of a
[21:17] plat where South Loafer came through the
[21:22] development and then continued and
[21:23] connected to Bear Hall. Okay.
[21:25] >> The developer revised and and that was
[21:28] recorded plaque. So that was a road ride
[21:29] rightway. The developer re revised the
[21:32] plat so that it souther now is a
[21:34] culde-sac. So this left the remaining
[21:37] road piece between the end of the
[21:38] culde-sac and bear hollow. This platted
[21:41] as city rightway. So it becomes our
[21:43] property is our property. It's part of
[21:45] the plat. It's property that uh does not
[21:48] meet any requirements to be a lot. It's
[21:51] basically a road right away.
[21:52] >> Yeah. Too small. It's too small for a
[21:54] lot. It has no improvements or anything
[21:55] like that. So, we've just had this
[21:57] parcel for quite a while uh in hopes
[22:00] that I could turn it into a trailer
[22:01] parking area, but apparently that's that
[22:04] didn't come
[22:05] >> too small for a helicopter.
[22:06] >> Helicopter pad still a helicopter pad,
[22:09] but ideas. So, we we had a developer
[22:13] reach out to us that knew about this uh
[22:16] and was interested in purchasing this
[22:17] little parcel because he could use it as
[22:19] access to some lots.
[22:22] Um, it would access actually he's doing
[22:24] it on behalf of a lot owner that
[22:29] it's a lot. It's it's it's a family
[22:30] that's buying two lots, parents and kids
[22:34] on South Loer. And this and and the lot
[22:36] sit in a spot that make uh access
[22:39] through a driveway really steep. So
[22:41] having an access through Bear Hollow
[22:44] makes it uh a fairly flat access makes
[22:46] it much better to access their lots.
[22:48] >> How how how long is it? Would it make it
[22:50] a flag lot then if that was the access?
[22:53] >> Well, would it just be add? Is it one of
[22:55] the adjoining lots?
[22:57] >> What's that?
[22:57] >> Is it one of the adjoining lots?
[23:00] >> So, it is its own right.
[23:02] >> No, I mean that
[23:03] >> Yeah.
[23:04] >> people that want to buy it.
[23:05] >> No. No, it's not. It's two lots that sit
[23:08] on the back side of South.
[23:10] >> So, this would help them access instead
[23:12] of accessing the driveway up South
[23:14] Loafer because it's really steep. Oh,
[23:16] >> they would come up bear hall to access
[23:18] their lots on south over. Um, so, uh,
[23:22] this developer called us on behalf of
[23:23] the property ownersh to see if we were
[23:25] interested in selling it. Uh, obviously
[23:28] we don't have a need for the property.
[23:29] There's not anything we could ever argue
[23:30] with. It's too small really for us to do
[23:32] anything with. So, we certainly were
[23:34] interested in surplusing it. Um, to do
[23:37] that, we have to go through the surplus
[23:39] process, which includes city council.
[23:41] So, we have to advertise it for 45 days.
[23:45] >> Y
[23:46] >> 45 days for sale, which is now got a for
[23:48] sale sign and being advertised for sale.
[23:50] Um, we have to get it recorded with the
[23:53] county, so it has a serial number, which
[23:55] we're working on. Uh, we have had it
[23:57] surveyed. We have a legal description
[23:59] for it. And we've had an appraised
[24:01] property. So, uh,
[24:06] we have we have put it up for sale.
[24:08] there's still interest from this
[24:09] developer on behalf of these two
[24:11] property owners. Um really probably the
[24:13] only other ones that would have any
[24:15] anything to gain by purchasing this
[24:17] would be the two adjoining ones on
[24:19] either side. So we are going to
[24:21] advertise it for 45 days. Um and then we
[24:24] can receive
[24:26] I don't know we call them bids but
[24:30] >> offers for this property. Uh obviously
[24:34] uh we did have it appraised. I thought
[24:35] the appraisal was
[24:37] pretty.
[24:38] >> I saw that.
[24:39] too.
[24:41] >> I was like,
[24:43] >> I mean, without being an improved lot to
[24:46] sell it for that, I think that's about
[24:47] what I paid for my lot. Of course, we
[24:49] bought
[24:50] >> That was a long time ago.
[24:51] >> Yeah, a long time ago. But I I don't
[24:53] think we'd ever get that. I don't think
[24:54] we'll get any offers for that much on
[24:56] it. You never know.
[24:56] >> Well, because you can't build up.
[24:58] >> Yeah, you can't build on it. It's only
[25:00] good to become part of another lot or an
[25:02] access. So, um, so right now it is up
[25:06] for sale and we'll keep it up for sale
[25:08] for 45 days. Uh, we'll receive offers on
[25:10] it and then once we get the offers, we
[25:11] can come back to council.
[25:12] >> So, what would be the process then since
[25:14] it's not available lot and it would be
[25:16] if it was if it was purchased by the
[25:18] developer to use as an access because
[25:21] it's not currently zoned as an access.
[25:24] Um, we would have to approve that.
[25:26] Correct. To have an additional access to
[25:29] those properties through there. No, I
[25:31] don't think it' have to be zoned as an
[25:32] access because it meets the current
[25:34] zoning requirements. It'd be a driveway
[25:35] basically. It' be like a driveway to
[25:37] >> a long driveway.
[25:38] That's why I'm
[25:39] wondering if
[25:40] >> probably shorter than some of the ones
[25:41] we currently have.
[25:42] >> Okay. So, it wouldn't be That's why I
[25:44] was asking if it would be considered a
[25:45] plaque lot if it's long enough that we'd
[25:47] have to put
[25:48] >> It would actually not be owned by I
[25:51] believe and you could be owned by the
[25:52] HOA.
[25:53] >> It's going to be owned by Summit Creek.
[25:55] So, how does that work with their
[25:57] >> service their private roads? Because
[26:00] that's one of the reasons we have this.
[26:02] >> It would be an easement for the lots,
[26:03] >> okay,
[26:04] >> through the HOA.
[26:05] >> It just it helps with, you know, if one
[26:08] of those land owners shifts and changes
[26:10] or it just it eliminates the contention
[26:13] around who's in charge of maintaining
[26:15] it, who's in charge of plowing it. It
[26:17] eliminates all of that, which creates an
[26:19] appetite.
[26:20] >> A fire hydrant halfway through and all
[26:22] of that. because these homes addresses
[26:24] would probably still be west or south
[26:27] loafer
[26:29] >> petitioning to change to their hollow
[26:32] because the access to be coming from
[26:34] their
[26:35] >> just that might be and I would agree
[26:38] with probably looking at that because
[26:40] emergency access
[26:42] >> we want to make sure we're going to the
[26:43] right address to get to get access to
[26:45] these homes in a response.
[26:48] So
[26:52] it would be similar. So we did this with
[26:53] Sunny Ridge. If you recall, Sunny Ridge
[26:56] down on Summit Creek
[26:57] >> is a it's essentially a private drive,
[26:59] but it's a drive for five homes because
[27:01] we didn't want their driveways coming
[27:03] off of Summit Creek Drive. All five
[27:05] driveways right there in a row on that
[27:06] busy road. So they built a private drive
[27:09] behind the homes. So there's five homes
[27:10] that access that private drive.
[27:12] >> It's not a city right away. It's not a
[27:14] city road. It's it's a private drive.
[27:15] This would be similar
[27:16] >> similar to that. Okay. That puts it in
[27:18] context.
[27:18] >> Yeah.
[27:21] >> So, what what's the what's the value of
[27:24] that piece of property to the city right
[27:26] now? I mean, obviously,
[27:28] it can't be zoned for another building,
[27:31] but what about park? Is there any
[27:33] interest in anything like that? And I'm
[27:34] just throwing it out there in terms of
[27:36] >> a pocket park.
[27:36] >> I mean, that's something to talk about.
[27:38] It's a fifth of an acre
[27:39] >> uh total. It's 50 feet wide. 50 56 feet
[27:43] wide because it's a wide ride. So, it's
[27:45] the width of a roadway. Yeah.
[27:47] >> Um, so I don't know. I mean, by the time
[27:48] you got access into there, you wouldn't
[27:50] have a lot of room to do much. Um, I
[27:52] don't think you'd have room to put even
[27:54] probably a
[27:55] >> maybe a playground. Uh,
[27:58] >> swimming pool
[27:59] >> maybe. Yeah.
[28:00] >> A lot of court.
[28:01] >> Yeah. Single lane swimming pool. It's
[28:04] just
[28:07] >> I'm still open to a helicopter path, but
[28:10] >> I mean, it's not even wide enough for a
[28:12] helicopter.
[28:12] >> Yeah, that's what I was going to say.
[28:14] land helicopters on two-lane roads all
[28:16] the way.
[28:16] >> So, so what was the intended purpose?
[28:18] Why was it plotted like this in the
[28:19] first place?
[28:19] >> Because originally that road was going
[28:21] to go all the way up to
[28:23] >> then when they wanted it private then it
[28:25] was
[28:26] >> so it changed the configuration taxed
[28:28] because it's been considered bigger
[28:30] >> so was supposed to come down here.
[28:34] >> So pretty.
[28:36] Now,
[28:38] this isn't going to
[28:43] So, right, I don't know which lots it's
[28:46] actually.
[28:47] >> So, right behind it.
[28:48] >> So, the one it goes straight into
[28:50] >> straight in and there's two lots right
[28:52] here.
[28:52] >> One on either side. Yeah.
[28:53] >> Okay. That makes it that to me that
[28:55] makes a little bit of a difference. Um,
[28:58] and what I was concerned one of the
[29:01] thoughts I had was is it going to, you
[29:03] know, is is some going to try to split
[29:06] more that was that because I didn't know
[29:08] who it was coming through. They're going
[29:09] to try to get more lots out of it
[29:10] because it Yeah, they can meet the R119
[29:13] with you know
[29:14] >> Yeah. The actual the actual uh this
[29:18] actual little parcel is in an R1 to PUB.
[29:21] >> Yeah.
[29:22] >> Now, South Loafer is R19.
[29:25] >> Yeah.
[29:25] >> But it said it would be an access that
[29:28] would be owned by the HOA, but you
[29:31] couldn't make a lot out of it.
[29:33] >> And we
[29:36] I I saw that, but I just wanted to make
[29:38] sure that they weren't going to, you
[29:39] know, try to
[29:40] >> tiny house could fit on there.
[29:42] >> Um,
[29:42] >> hey, if you guys want to zone it for
[29:44] that, sure.
[29:45] >> Square footage.
[29:46] >> We don't require a culdeac on an access
[29:49] like that, Wayne.
[29:52] >> No,
[29:53] >> a turnaround for fire because it's short
[29:56] enough, right?
[29:58] >> Is that the case? That's what I'm kind
[30:00] of curious about.
[30:00] >> That's kind of what I was thinking. if
[30:02] it was
[30:02] >> if that was going to eat up anything
[30:04] with with a turnaround because we do
[30:06] have
[30:07] >> requirements if it's so long we have to
[30:09] have
[30:10] >> it's essentially a private access. We do
[30:15] if a home gets over 150 ft away then we
[30:20] do require their driveway to be figured
[30:22] to become a hammerhead.
[30:24] >> Yes. And
[30:25] >> I'm
[30:26] >> so until we know what the owners are
[30:28] doing or building we really
[30:31] I guess I don't know the answer, but if the homes are 150 ft away from Bear
[30:36] Hollow, then they're the way they access
[30:39] their driveways would have to be built
[30:41] to be a hammerhead.
[30:42] >> Um, my my driveway was grandfathered
[30:45] before that came in. So, I'm actually
[30:48] longer than what it's supposed to be and
[30:50] not having a a big enough spot. Mine's
[30:52] just slightly small. And we've done this
[30:55] like uh down in Summit Creek at the
[30:57] Degraph Beach, their driveway that gets
[30:58] to their lot is is way over 150 ft, but
[31:01] they configured their driveway to be a
[31:04] hammerhead.
[31:04] >> So, we've got a turn. That's that's kind
[31:07] of what I was curious about, but those are the two things I was kind of
[31:10] curious about, but I I wasn't sure
[31:13] the context of this until you were able
[31:16] to explain it. What I had it all up on
[31:18] my computer when the page came in. I was
[31:20] actually putting that in the pits
[31:22] together today.
[31:23] That's why I question if it was
[31:26] >> if it was a flat lot because road
[31:28] because of the length if it needed the
[31:30] hammerhead and if it needed the the fire
[31:32] hydrant but if it's just a pass through
[31:34] and you're saying that it's probably
[31:36] most likely going to be close enough but
[31:38] if it's not then the owners would it be
[31:42] then the owner who purchases this or the
[31:44] HOA that would put in the hammerhead? It
[31:47] would be part of the house construction.
[31:49] Until they build the houses, we won't
[31:50] until we get house plans and that'll be
[31:52] part of the
[31:52] >> but they will basically their driveways
[31:55] would have to be big enough for us to to
[31:57] have that turn around.
[31:59] >> Um and and I've read through that
[32:01] extensively because my house doesn't
[32:02] meet that.
[32:04] >> Well, we do require that any homes that
[32:06] go over 150 ft off the road require them
[32:08] to configure their driveways so that we
[32:10] can turn an apparatus around.
[32:12] >> Yep.
[32:16] fire truck.
[32:17] >> Yeah.
[32:18] >> Situation.
[32:18] >> Um, and this is going to be private, so
[32:21] we're not going to have to to plow it.
[32:23] So, it end up being a drive and that
[32:25] would need to be very clear on
[32:28] >> on this.
[32:29] >> It' be a private private access. So, we
[32:32] would have
[32:32] >> Yeah, that that would be very difficult
[32:34] for our
[32:34] >> It's like we don't plow neo. We don't
[32:37] plow Sunny Ridge. We don't plow
[32:40] that one.
[32:41] >> They do their little Bobcat down there.
[32:46] bottom
[32:47] >> blazer.
[32:49] >> And the scope of our conversation right
[32:51] now is actually just
[32:53] >> Yeah.
[32:53] >> Do we sell it or not?
[32:54] >> Yeah.
[32:56] >> If we do, I think that though we should
[32:59] disclose that it may need a hammerhead.
[33:01] >> I think we do need to disclose that.
[33:04] >> That would all be
[33:06] until we get the house.
[33:06] >> Yeah, that's what I'm saying. may need
[33:08] just so it's upfront that that is our
[33:10] ordinance depending on where your home
[33:12] is.
[33:15] It could affect the way they um plat
[33:17] their house on you know configure their
[33:19] house.
[33:20] >> Is that John
[33:22] >> who just dragged me?
[33:27] » Any other questions on this?
[33:31] » We heard that you wanted to buy some
[33:32] property.
[33:33] >> No. Yeah. I already thought it was
[33:35] already a done deal, but apparently not.
[33:38] >> Okay.
[33:39] >> I guess my only thing Megan apparently
[33:42] has an interest in this. Is that
[33:43] something that we can speak to? What's the interest that just helps you
[33:48] get to your property?
[33:50] >> Yeah, I think looking at the property
[33:52] from below
[33:54] for sale and I think it was hard to
[33:56] visualize how to put a house on the
[33:58] property from down below at Wilford. Um,
[34:00] and then the developer proposed this
[34:02] possibility and that changed everything
[34:04] for us. So it would be me and my husband
[34:07] and I and my parents by the law and um
[34:11] and the access point from above just
[34:13] makes a lot more sense. So that was our
[34:15] focus then because access we had gone
[34:18] through discussions with the developer
[34:20] um creating the roundabout and maybe not
[34:23] necessarily a roundabout but a circle
[34:25] shape for services. Um, good to know
[34:29] about the distances and everything, but
[34:30] that's kind of where we're at with the
[34:32] offer is in. We're kind of contingent.
[34:37] >> Okay. I I see all I I don't see any
[34:41] negatives to this to be honest with you.
[34:43] The only other option would be to us put
[34:45] in a road um or run into and and and
[34:51] have have
[34:52] >> be really stupid.
[34:53] >> Yeah. It just doesn't doesn't make
[34:54] sense. He put a dead head road that
[34:56] would deadhead of two lots 100 foot road
[34:58] that would dead.
[34:59] >> Well, we would have to put a culde-sac.
[35:03] » It doesn't make sense. So, this makes
[35:06] more sense to me than
[35:08] there's not really
[35:09] >> if it's the two on either side, it's
[35:11] perfect. I think it I think it works out
[35:13] ideally for everybody involved. I
[35:15] wouldn't have a problem with them taking
[35:17] that that address as well. Even though
[35:20] you're on that circle, you can't if you
[35:22] can't access it, you can't access it. um
[35:24] or if it's limited access, you can only
[35:26] do it in the summertime. So,
[35:28] >> and like Ted said, you know, if if an
[35:30] emergency call is is made from those
[35:32] homes, we'd rather actually have come
[35:34] from
[35:37] similar thing to Sunny Ridge. They call
[35:39] from Sunny Ridge, the address is
[35:41] actually Summit Creek. And so, if you
[35:44] don't know that the house is actually on
[35:46] Sunny Ridge, you go to Summit Creek and
[35:47] then you're at their backyard and you
[35:48] have to run around the house, right?
[35:50] >> Yeah. So, and you're carrying heavy
[35:52] stuff up ahead.
[35:55] » I'm too fat for that.
[35:58] >> Okay.
[35:59] On that great note, let's uh move
[36:02] to number three. Now, we're going to
[36:04] just carry on with the meeting. Megan,
[36:06] you're welcome to stick around. Um this
[36:08] is exciting stuff, so we're glad to have
[36:11] you
[36:13] >> anytime. Anytime. Okay. Discussion of
[36:16] June's 2026 financials and check
[36:18] dispersements.
[36:22] So, you guys should have received those
[36:25] >> end of the year.
[36:26] >> Didn't have any comments.
[36:28] No comments.
[36:31] >> I didn't get
[36:33] it. It didn't look like there was
[36:36] >> I looked at it all. I didn't see
[36:38] >> I looked at it. Didn't see anything. It
[36:39] was
[36:41] >> It's helpful.
[36:42] >> Nothing screwy.
[36:43] >> Okay.
[36:44] >> Nice.
[36:45] >> Well, how about July? Anything in July
[36:48] >> on any of them? They all work. I love
[36:50] this. We're burning through this. Okay.
[36:52] Uh number five, proposed resolution
[36:55] dissolving the community development
[36:56] committee. Um so I just want to take a
[37:00] second here. Um and I think I can't
[37:03] remember if I have already said
[37:05] something publicly. I believe I did last
[37:08] council meeting. Um but I just wanted to
[37:10] again express my gratitude personally
[37:13] for the great work that they did.
[37:14] Carrie, you especially
[37:17] >> did a great job. Carrie and Chloe kind
[37:19] of worked really hard to get the grant
[37:21] in the first place. Um, and then they
[37:25] have been working what for two and a
[37:26] half years it feels three
[37:30] >> more than two and a half years um to
[37:33] work on that general plan, strategic
[37:35] plan, um, creating that committee and it
[37:38] was it was some fabulous work. So, thank
[37:42] you very much uh for that. Yeah, I think
[37:44] Kristen did a great job too with her um
[37:47] Kirstston with her her um leading that
[37:50] committee and I think they are ready to
[37:53] be dissolved.
[37:54] >> Perfect. Are are they are the members of
[37:58] the committee still interested in doing
[38:00] more volunteering with the city and
[38:03] doing more?
[38:03] >> I think so.
[38:04] >> Okay. I'd like to keep that on tap,
[38:06] right? that that we got some
[38:09] be the same people and and knowing we've
[38:11] got some people that aren't on a
[38:12] committee that are willing to do
[38:13] committees.
[38:14] >> So that committee was um Carrie was our
[38:18] liaison. Kirstston was our president,
[38:20] right? And then we had Brandy John's so
[38:23] Steve's wife
[38:25] >> um and Khloe Cleveland.
[38:27] >> Yep.
[38:28] >> Um then we had Sean Johnson who's on the
[38:32] planning commission and Lorie Thomas
[38:34] who's also on the planning commission.
[38:35] So, it's really only Chloe
[38:37] >> who's been in community earth
[38:39] communications
[38:40] >> and then Brandy. So, it was really fun
[38:42] having Brandy
[38:42] >> and Kirsten So,
[38:45] >> Brandy and Kirsten are kind of the
[38:47] >> We can't t Brandy because we're going to
[38:48] make her an EMT.
[38:51] >> She doesn't know that yet. We keep
[38:52] telling her, but she doesn't know yet.
[38:54] >> Perfect.
[38:55] >> And Kirsten's
[38:56] buried right now.
[38:57] >> Then Steve's going to join her and get
[39:00] >> she helped with Maple Festival.
[39:01] >> Yes. Yeah. and and she they they they've
[39:03] been people Chloe's been involved a lot
[39:05] too. So I just want to make sure that
[39:07] they're not trying to for run away.
[39:11] >> Well, I think that they want to stay
[39:12] involved in the city.
[39:13] >> They just need a breather.
[39:15] >> Yep.
[39:16] >> Okay. Any other comments or questions
[39:19] there?
[39:21] >> Okay.
[39:23] Wonderful. Then we're going to move on
[39:25] to our departmental reports. So Ted,
[39:27] this will be you. We're going to go to
[39:29] the community development, public works,
[39:32] and the fire department. Um, focusing
[39:35] primarily on an update of payment
[39:37] management project and funding. Uh, the
[39:39] discussion of the snowplow leases and an
[39:41] update on the pickle court.
[39:43] >> Um, so pavement management project
[39:48] is underway. They started yesterday. Um,
[39:51] it's really tearing up some roads. So,
[39:54] uh, they've been trying to keep as much
[39:56] as as as good as they can access for
[39:59] people to get to their houses, their
[40:00] driveways. There are some temporary
[40:01] disruptions while they dig up the road.
[40:03] What we found in digging it up is
[40:05] there's less pavement or dirt than what
[40:08] we had hoped. And so, when you look at
[40:10] it, you don't see when you go watch them
[40:12] grind it up, there's you don't see
[40:14] hardly any asphalt. It's all dirt,
[40:15] right? So, we probably didn't have a lot
[40:16] of asphalt down, hence all the cracking.
[40:19] Um,
[40:21] so what they do is they go through and
[40:23] they grind it all up. It goes 8 inches
[40:25] deep. So it gets the asphalt plus all
[40:27] the dirt down to 8 in, which is mostly
[40:30] dirt. Grinds it all together. And it's
[40:32] pretty good dirt. It actually is rope
[40:33] based material. So it's pretty good dirt
[40:35] in there. And then they kind of left
[40:37] with this
[40:39] 12 in just soft material. That's what
[40:41] it's kind of hard to drive on. They got
[40:43] a grater roller coming in behind it.
[40:45] Raids it down and then rolls it. So it
[40:48] makes it more drivable. So they're
[40:49] trying to keep people's access as good
[40:51] as they can while they're doing this.
[40:52] But it is a little bit um I think we
[40:55] were hoping it was more asphalt so it
[40:56] just grind up asphalt grindings and it
[40:58] would be fairly drivable all the time,
[41:00] but it's not turning out that way. So
[41:03] but we've had great residents. I haven't
[41:05] heard only a couple have called just
[41:07] asking, you know, you know what so I
[41:10] don't get blocked my driveway or do I
[41:11] need to move my car? A few things like
[41:12] that. But everyone's been great about
[41:14] it. They're turning away. They've got
[41:15] Eagle Nest done and Grizzly done uh as
[41:19] much as they're doing there. So, they're
[41:21] turning away up there, they will start
[41:23] paving Eagle Nest on Monday, I believe.
[41:26] So, they told me and then within two
[41:28] weeks they'll have all of that up done.
[41:31] >> So, with that material that's left, do
[41:32] they just roll that? So, they they came
[41:35] in front of our house today. Noticed
[41:36] that, too. It was a lot of dirt. It
[41:37] looked like they were farming.
[41:39] >> Yeah. Than anything else. So, I didn't
[41:41] know if is is that material going to be
[41:43] left like just they they had a roller
[41:45] come through vibrated down. Is that
[41:46] going to just be compacted and then the
[41:48] new stuff laid on top of it or will that
[41:49] be uh hauled away that
[41:51] >> hauled away?
[41:52] >> It'll be hauled out.
[41:52] >> Yeah. So, they have to take that they
[41:54] have to take it down to 3 in below the
[41:56] curve because that's how much asphalt
[41:58] would be down.
[41:58] >> Okay.
[41:59] >> So, they'll haul some away. They'll
[42:01] leave the remaining there, grade it out,
[42:03] act it all. So is it are they
[42:05] classifying it as they're going to make
[42:08] sure that it's proper roadbased
[42:10] throughout the whole thing?
[42:12] >> So
[42:13] that's a kind of a loaded question
[42:16] because they can't with asphalt in it.
[42:18] But it is roadbased material that's
[42:21] below there and even
[42:24] >> even if if we run into any bad clays,
[42:26] we'll look at removing them.
[42:28] >> Okay.
[42:28] >> So far we haven't. Um it's all been base
[42:31] course. been mixing it with the asphalt,
[42:33] but when you got asphalt mixings in it,
[42:35] you can't classify it. You can't test
[42:36] it.
[42:37] >> Yeah. Well, yeah.
[42:38] >> So, but even with that, it was not We
[42:41] really don't I mean, having the budget
[42:42] to bring all new base course in or
[42:45] anything like that.
[42:46] >> I know. We were planning for it to be I
[42:48] just want to make sure it's it's
[42:51] >> bad foundation's going to give us a bad
[42:53] roof.
[42:53] >> Right. Right. Exactly.
[42:54] >> And that's what we don't want. We don't
[42:55] want a a thick clay. We don't want a lot
[42:57] of dirt in it where it's going to wash
[42:59] out and cause us problems.
[43:02] >> So far, everything they have churned up
[43:04] has been pretty decent underneath.
[43:08] >> We'll do compactions on it before the
[43:10] pave.
[43:11] >> Well, they Yeah, that's do actually
[43:13] compaction testing. We're going to try,
[43:15] but unless you do a proctor,
[43:17] >> which on this mill material you
[43:20] So,
[43:21] >> so we'll compact it is as and we did
[43:23] this is the same process we did to
[43:27] spring broad hollow. When we hit the
[43:28] water line project, it's the same thing
[43:30] we did to all those roads.
[43:32] >> And we haven't hit any fiber lines yet.
[43:34] What's going on?
[43:35] >> Well, I told contractor.
[43:38] >> Some of them are like two inches below
[43:39] the asphalt.
[43:40] >> Yeah. Yeah. Some of them heat our
[43:42] asphalt a little bit. That's how close
[43:44] they
[43:45] >> Comcast, too.
[43:47] >> So, but it's it's going just a it's a
[43:49] little bit more disruptive than we'd
[43:51] hoped, but it's going well. Um, and I
[43:54] think everything's going as as good as
[43:56] it could right now. Uh, turning up a
[43:58] little more dirt than we'd hope, but
[43:59] we'll end up with a good product. It's
[44:01] pretty good dirt. So,
[44:02] >> the pave's going to be a little bit
[44:03] worse, I think.
[44:07] » Keeping access. I mean, we we have to
[44:09] let it cure before we can get on it.
[44:11] >> Yeah. Takes a couple hours as
[44:15] they what they do is they roll it in the
[44:16] rollers, put water.
[44:18] >> Yeah.
[44:18] >> And, uh, so it cures it pretty fast.
[44:21] They'll probably need an hour or two to
[44:22] let people drive them.
[44:23] >> We just don't want any big trucks up
[44:24] there.
[44:25] >> Yeah.
[44:25] >> We need to restrict that.
[44:26] >> These hot.
[44:27] >> So, one of the things that was mentioned
[44:28] is that there would be uh door hangers
[44:31] on those doors that were affected. Those
[44:33] didn't happen. I'm not sure who if that
[44:36] was city or if that was the contractor
[44:37] that was supposed to put those out.
[44:39] >> So, they they did get them put out, but
[44:42] I don't think they I think they went
[44:43] farther today. They planned. And so, I
[44:46] called them. They're getting more made.
[44:48] They were up here Saturday and out all
[44:51] the ones up from uh Woodland Hills
[44:54] Drive, Long Eagle Nest up to Grizzly and
[44:56] down Grizzly
[44:58] >> and we didn't get one. The only reason
[45:00] we knew is there was a real close sign
[45:01] at our
[45:02] >> Yeah.
[45:02] >> our door
[45:03] >> and then they they started going around
[45:06] Eagle Nest, but I don't think I think
[45:07] their churning made it No, I think they
[45:09] made it farther than they thought they
[45:10] were going to.
[45:11] >> So, they didn't get door knockers out to
[45:13] some of the houses because they were
[45:14] going faster than they thought. But I
[45:16] did talk to their project manager today
[45:17] and I'm asking them to revise those too
[45:20] a little bit to let people know that
[45:22] they will be disrupted in their driveway
[45:24] for a little bit, maybe an hour or two
[45:26] while they're going by and get it level
[45:27] out a little bit.
[45:28] >> I know we had people pushing their trash
[45:30] cans out, pulling them in and getting
[45:32] them moved or trash get picked up. Okay.
[45:34] I know that they were
[45:35] >> I talked to the trash truck driver and
[45:37] he said he made it around the whole
[45:38] thing and picked up all the trash cans
[45:40] that were everything that was churned
[45:41] up. He said it was a little difficult in
[45:44] a few spots, but all the way around and
[45:46] pick them all up. It's great.
[45:48] >> Really like the adventure.
[45:49] >> Yeah, it is a disruptive process. Uh but
[45:53] they're going quicker, I think, than we thought. And and it's probably
[45:58] >> it's less disruptive than our snowstorm,
[46:00] so it's probably easy for him.
[46:04] » Yeah. And we'll end up with a good
[46:06] product. I'm going to try and send out
[46:07] some of the amplifies and just up.
[46:13] Um,
[46:14] we did also have them look at parks. We
[46:16] talked about paving the park. I went
[46:17] there. I met with them this morning.
[46:18] They're going to put together a cost if
[46:20] we want to look at paving that parking
[46:21] lot. It'll have to be graded out a
[46:23] little bit and then they'll probably
[46:25] they may have enough in the grading to
[46:26] fill some material in and then pave it
[46:29] out and pave it a little past the fence.
[46:31] So, we can then build a trail from there
[46:33] over to the new pickle ball. So, we have
[46:34] ADA access all the way through from a
[46:36] paved parking area. So, I'll come back
[46:40] probably with a cost for that once they
[46:41] get
[46:42] >> It's pretty big rock there
[46:44] in the that parking lot.
[46:46] >> They're probably going to have to pull
[46:47] that out, aren't they?
[46:50] >> Oh, that parking lot's solid stuff
[46:52] there. That's good material to put down.
[46:55] >> All right. Yeah.
[46:58] Anyway,
[46:59] um snowplow leases. Um, so our snow plow
[47:04] leases are due next June, June 2027. So
[47:08] this will be our last winter with two
[47:10] snow plows we have. We had talked about
[47:13] staggering the snow plows, maybe sending
[47:15] one back and leasing the new one and
[47:18] then trying to extend one for another
[47:20] year so we get off years. So we're
[47:23] replacing one of the plows each year. I
[47:25] had another thought that I want to bring
[47:27] to the council and that is uh one I uh
[47:30] the company we're going through right
[47:31] now I'm not totally enamored with just
[47:34] because they're not really responsive.
[47:36] Um one and two I'm the international
[47:40] snow plows are not probably the top of
[47:42] the I don't know a while about the
[47:45] international snow plows. So I reached
[47:47] out to a company that we lease our other
[47:49] vehicles through United Fleet Services.
[47:51] These guys are local. uh their rep just
[47:54] lives right here in Utah County in um
[47:56] East Mona. Um and we lease a couple of
[48:00] our vehicles through through them.
[48:01] Really good to work with. So I asked
[48:03] them about getting some um snow piles
[48:07] through them.
[48:09] And uh and we would change the chassis.
[48:11] Ford doesn't make a chassis big enough
[48:13] yet with a good good motor, but Chevy
[48:15] does. Uh so we look at maybe getting a
[48:18] couple Chevys.
[48:20] um that would be the equivalent of the
[48:21] internationals.
[48:23] And um so I had them put together kind
[48:25] of some lease costs for us. And what I
[48:27] looked at was either a three-year lease
[48:28] and then either a four or five, either
[48:30] one. And so my thought was we send the
[48:33] two back we have the internationals in
[48:35] June because they're due. And then we
[48:37] lease two new ones on a staggered lease.
[48:40] So we'd get two new ones this summer
[48:43] uh on a lease, but the lease would be
[48:45] staggered. So we'd have a three-year
[48:46] lease and then either a four or five
[48:48] depending what we want to do. They're
[48:49] pretty flexible. Uh, so I had him put
[48:51] together a cost to do that for us
[48:53] because if we wanted to, we could start
[48:54] building them now because it'll take
[48:57] probably three months to get the
[48:58] chassis, then another three months or so
[49:00] to get them built. Um, and they're
[49:04] actually slightly cheaper than the lease
[49:07] cost we have now through the other
[49:08] company, but I'll just say it's a wash.
[49:10] It's close enough it's probably a wash,
[49:11] but I guess thing is it doesn't go up in
[49:14] cost.
[49:16] Uh we pay about 30 something,000 now for
[49:18] leasing these. 33 I think it is a year.
[49:20] Um the new ones would be about 30. So
[49:22] we'd actually be saving a little bit
[49:23] money. And that's a kind of an estimate
[49:24] because the full buildout we don't we
[49:26] estimated a cost for the buildout but I
[49:28] think we've overestimated and he also
[49:31] projected a little high. So it could
[49:32] even come better not knowing the timing
[49:35] of this.
[49:36] >> The reli and Ben and and Ted you
[49:40] probably both can speak to this. the
[49:41] reliability of the the trucks we have.
[49:44] Obviously much better than than the old
[49:46] stuff, right? Obviously,
[49:48] >> the plows don't just automatically fall
[49:50] off of these ones. Yeah.
[49:51] >> Um,
[49:53] one of the thoughts when I when I
[49:54] recommended when I thought about doing
[49:56] the staggered leases and brought that up
[49:58] previously
[50:00] um was to actually get a third truck so
[50:03] that we didn't have those breakdowns
[50:05] because we had so many breakdowns
[50:07] previously. Um, are we ready for that?
[50:10] Are we ready for a third big truck or
[50:13] >> Well, we've got a service truck that's a
[50:15] plow truck. I know. And that's on a
[50:16] lease as well.
[50:17] >> Yeah. But it's doing circles. I mean,
[50:19] it's Well, circles. It's doing
[50:21] >> cold sacks and then main roads and
[50:23] crossings and stuff like that. And and
[50:26] it has a purpose and I hate taking away
[50:29] from that purpose on that.
[50:32] >> I And and Ben probably knows as much as
[50:34] I do. I mean, it's hard to gauge from
[50:35] this last year. We kept up just fine.
[50:36] Last year last year heavy snow
[50:39] >> there was one heavy heavy storm
[50:41] >> supposed to have a big snow
[50:42] >> took us uh that
[50:43] >> we're kind of struggling with but
[50:46] >> I don't know if we've had a need yet one
[50:49] for 3 and two finding people to fill the
[50:52] seats is actually
[50:52] >> so I'm not even thinking I mean maybe on
[50:54] a big storm we bring in know the fillins
[50:58] like me to help on main roads and and or going off on the side with a third
[51:03] plow I'm thinking of having a plow in
[51:05] reserve
[51:07] Um, so the
[51:08] >> I don't think we're to that need.
[51:12] >> Um, I do think though a third claw is
[51:14] probably something we should have a
[51:16] discussion pending Three Bridges.
[51:20] >> Yeah. When when Three Bridges is ready,
[51:21] they've talked about us picking up their
[51:25] um and I could I could definitely see
[51:27] that. And honestly, when you think about
[51:30] it, Summit Creek is going to get to the
[51:32] point where their Bobcat's not going to cut it, right?
[51:35] they may be there and I've had
[51:37] discussions with Bucky about potentially
[51:40] having a conversation around us taking
[51:42] on that as well and they would pay us
[51:44] for those services. So I don't think the
[51:48] discussion is necessarily 100%
[51:50] premature. Uh currently though, um so
[51:54] three years ago during the big big storm
[51:57] when I was basically plowing every
[51:59] single day for seven months straight.
[52:02] >> Um
[52:03] >> October
[52:03] >> that Yes.
[52:06] >> that was we had big O so we had the
[52:10] massive huge one and it was broken 98%
[52:13] of the time. Oh,
[52:14] >> so we were basically hitting that season
[52:18] um with just the two primaries and
[52:23] service
[52:23] >> and that was with the crappy service
[52:25] truck that couldn't plow uphill. I know
[52:27] >> um and so I think right now we are in
[52:30] the best possible situation for our snow
[52:33] plow
[52:34] options. We're a year behind on
[52:36] snowplows. And I'm glad Ted is bringing
[52:38] this up now because we sat with the old
[52:40] snow plows for an extra year while we
[52:42] were getting these done. Doug, we need
[52:45] to be thinking about I'm glad you
[52:46] thought about it, Ted, and they're
[52:47] bringing it up now because I think we
[52:49] need to be pushing now to get those
[52:51] leases going. I I 100% agree with you
[52:54] >> because it takes almost a year to get
[52:56] those get those trucks outfitted, you
[52:58] know, built and outfitted. It just
[53:00] >> that's why we're switching why I want to
[53:02] switch leasing companies. uh it would
[53:04] actually be a different company building
[53:05] them for us as well. Different
[53:07] individual building them for us as well
[53:10] um and leasing through a different
[53:11] company. So I did talk to him about the
[53:13] company and he said it would take him
[53:15] about three months to get the chassis
[53:17] and then it'd probably be talking to the
[53:19] guy building it probably be about 3
[53:21] months.
[53:21] >> Three months is super fast.
[53:24] >> He said 10 weeks is what he told me. 10
[53:26] weeks just three months. I've added a
[53:28] little bit off to his 10 weeks. If we
[53:30] ordered them then for the 2027 snow
[53:34] season, they could be done by September
[53:37] or October to be used.
[53:38] >> Yeah. Yeah. We we it'd be good to get
[53:40] started on it.
[53:41] >> Yeah.
[53:42] >> It probably middle of winter.
[53:44] >> Yeah.
[53:44] We want to run
[53:46] >> an early start.
[53:46] >> So, kind of I'm envisioning a time frame
[53:48] on this is so Ted's done a lot of the
[53:51] preliminary. I want to get that now over
[53:53] to the finance committee for them to vet
[53:56] all the numbers and to get that logic.
[53:58] And I think proposing a third truck for
[54:00] the finance committee to look through
[54:02] makes perfect sense.
[54:03] >> Y
[54:04] >> um I personally don't think we're we're
[54:06] to that need yet. Um I think there needs
[54:08] to be an additional service required for
[54:12] that third truck to be justified. Um
[54:15] >> and revenue Um, but I think this
[54:19] finance committee looking through that
[54:21] is a great asset and utilization of the
[54:23] finance committee. Once we get through
[54:25] all of that process, which we all know
[54:27] that takes a couple months, um, then I
[54:30] think it's it's down to Ted deciding on
[54:33] the the make, model, configuration that
[54:36] >> that is what it is
[54:37] >> and then we can pull the trigger with
[54:39] the council. And I would suggest we try
[54:41] to shoot for a couple months uh to have
[54:44] this ready to go because we're going to
[54:45] have to if we're going to want them for
[54:46] the 20 27 28 winter get these going
[54:50] within a couple months.
[54:51] >> Yeah.
[54:52] >> When when does the lease end the lease
[54:54] when is it like June July?
[54:56] >> Yeah. But we can they're they're we can
[54:58] just extend our extend payments on it.
[55:01] doesn't that's what we had to do last
[55:03] time.
[55:04] >> The internationals um
[55:08] they they've Okay. But I mean, they're
[55:10] not the best.
[55:11] >> They're better than the last set.
[55:12] >> They're better, but right now check
[55:14] engine lights are on.
[55:15] >> I don't It's the thing I love about
[55:17] >> But I know why. I know why they're on.
[55:19] And we're going to make some changes to
[55:20] our plow with these trucks to try to
[55:24] prevent that from thing. I love about
[55:26] the Internationals. I'm just going to be
[55:28] a little cheeky is, you know, they make
[55:30] me feel a little more of the holiday
[55:31] spirit because the dashboard does light
[55:33] up lights all over
[55:35] >> with the check engine light, with the
[55:37] exhaust light, with all the other lights
[55:39] that are all constantly going off. And
[55:41] that's why I've also been pushing hard
[55:43] with Ted
[55:45] >> to change from the international model
[55:47] is it is throwing cover so often
[55:52] >> and until the Hercules motor gets into
[55:56] >> um
[55:57] >> I'd love to go for but they just don't
[55:59] >> I know I'm just you know I'm playing
[56:01] >> but has the because you know it was a
[56:02] little controversial when we decided to
[56:04] do the leases. There were people that
[56:05] were opposed. So overall
[56:08] internationals aside is it been better?
[56:10] I mean, it seems like it's been like
[56:12] 100% better.
[56:14] >> Much more reliable the trucks are when
[56:15] we lease them and just run through
[56:17] leases. And this is, you know, I
[56:19] understand why other cities have this is
[56:21] I would say most other cities that are
[56:24] do a lot of plowing like us handle uh
[56:27] their plows is they they lease them and
[56:30] rotate them. And this and and I I see
[56:32] why now. Um saves us. I mean, when
[56:35] you're down, it is scrambled trying to
[56:38] get stuff plowed and that's when things
[56:41] get unsafe.
[56:43] Um,
[56:44] >> citizens get angry.
[56:45] Uh, we've had a few
[56:48] times this last year we went down with a
[56:49] plow and it takes a while to get stuff
[56:51] done when you only have one plow.
[56:53] >> Um, so having reliable plows is is I
[56:57] think very valuable. The best way to do
[56:58] that is to replace them every three to
[57:00] four years.
[57:01] >> That's even long in my opinion. Um
[57:05] because of salt. I mean just just
[57:07] because of salt.
[57:08] >> Yeah. And they don't do I mean like
[57:09] these internationals this will be their
[57:11] third season. Um they're I think they're
[57:13] doing pretty good as far as wear.
[57:15] >> Yeah. But stuff that goes out on these
[57:17] or uh we lose a heated lamp. You know
[57:20] >> pushing it beyond the three that we that
[57:24] we set those with.
[57:25] >> Well, I think this initial one I think
[57:27] it'd be good to do it just maybe push
[57:29] one to a four
[57:30] >> and that would Yeah, you
[57:31] >> then after that it would go to a three.
[57:32] Then you'd be on three year.
[57:34] >> Well, and maybe in two years you're
[57:36] ready to to pull on that third truck.
[57:38] That's kind of what I I'd like to get a
[57:40] new truck. You know, if we had three
[57:42] trucks and we needed three trucks and
[57:44] we're getting a new one every single
[57:45] year and have them all on threeear
[57:46] leases. That's what I envisioned when I
[57:49] brought that whole thing up just for the
[57:51] reliability of it because your older
[57:53] truck's going to be the one that does
[57:55] fail and you've got two more that you
[57:57] can maintain with a lot easier than you
[57:59] can with one.
[58:00] >> Oh, we got to get some snow. We've got
[58:02] some awesome public works technician
[58:04] that maintains all the structure.
[58:05] >> I know. He's awesome.
[58:07] >> He actually does too good a job because
[58:08] if you get in there too quickly, you
[58:11] slide all over cuz the the mats are so
[58:13] clean.
[58:14] >> I hate those mats.
[58:16] >> Really?
[58:17] >> He uses like tire polish or something.
[58:20] >> That's great.
[58:24] » They're weather tech, but they won't
[58:25] stay still.
[58:28] >> Throw a little dirt on there first. Oh,
[58:30] he keeps things so clean and organized
[58:32] down there that it's
[58:34] >> No, he does he does a fantastic job. Um,
[58:36] and but you know, that's that's kind of
[58:39] my vision from three years ago was or
[58:42] two years ago was I would like to see us
[58:45] get to where we're putting a new truck
[58:46] in service, big truck in service every
[58:50] year and we've got them on three-year
[58:51] leases because that's where our
[58:53] reliability is. It we proved it, but
[58:56] it's been proven before that. We did the
[58:58] research, right? to put one of these on
[59:00] and off for now.
[59:01] >> And that makes sense, right? And and and
[59:04] it might be time in two years to pick up
[59:06] a third truck. That's kind of why I want
[59:07] to bring up the discussion because if we
[59:10] plan for that that would hit right in
[59:12] the in the right zone to put us on every
[59:16] year for one truck. Um I was wondering
[59:18] how we were going to get there and that
[59:20] a really good idea.
[59:23] >> So I guess the direction is we'll pass
[59:25] this on to the finance committee and
[59:27] >> let's create it. Let's let's package the
[59:29] whole thing up to deliver to the finance
[59:31] committee and we'll we'll go from there.
[59:36] » All right. Uh
[59:37] >> probably have you come discuss it with
[59:38] them too a lot of questions.
[59:42] >> Um so the other grant we have is the uh
[59:46] community project funding grant through
[59:47] Burgess Owen's office. I did get hold of
[59:50] his office this week. Um the list of uh 20 projects that Burgess
[59:57] Owens took to the appropriations
[59:59] committee has now been through the
[1:00:02] appropriations committee. Uh I think his
[1:00:04] list of 20 got limited to four coming
[1:00:06] out of appropriations committee. Luckily
[1:00:09] we were one of those four.
[1:00:10] >> Oh wow.
[1:00:11] >> Our money got cut a little bit. So we're
[1:00:13] uh we got recommended from the
[1:00:15] appropriations committee
[1:00:18] to for $850,000.
[1:00:21] So we trying for
[1:00:22] >> what's that?
[1:00:22] >> What were we trying for?
[1:00:24] >> Well, we went in with three. So I went
[1:00:25] in initially 4.9 million.
[1:00:28] >> And they said there's no way you're
[1:00:29] getting that because they they will
[1:00:30] allow you to look up to five.
[1:00:31] >> And they said there's no way. What could
[1:00:33] you do uh to cut that? I said, well, if
[1:00:36] we did 2.9 million, that would get most
[1:00:37] of our project done um
[1:00:40] >> and then they said, "Well, how about
[1:00:41] less than that?" So we we eventually we
[1:00:44] got down to about a million I think was
[1:00:45] the least amount we and then we have to
[1:00:47] do a match of that of about a half
[1:00:49] million which we've been saving for but
[1:00:51] so I went in with the lowest that we
[1:00:53] would accept would be or we would want
[1:00:55] not accept but we would want is a
[1:00:57] million dollars with our match dollars
[1:00:58] so be a million half dollar project. Um
[1:01:01] they uh it got cut to $850
[1:01:06] was the bad news. The good news is we we
[1:01:08] made it through 16 others obviously got
[1:01:10] cut.
[1:01:12] >> So it's made it through the
[1:01:13] appropriations committee. However, it's
[1:01:15] now at Congress and probably won't I
[1:01:19] don't know that we'll hear anything
[1:01:20] going through Congress for the next
[1:01:21] year. He said it's basically a bill they
[1:01:23] got to pass, right? All these projects
[1:01:25] and I think there was some multi-million
[1:01:28] dollars of projects. It's all through
[1:01:29] the United States. And I think I counted
[1:01:33] how many hundreds of projects, but
[1:01:35] anyway, it's one bill, but that bill
[1:01:37] probably will make it through Congress
[1:01:38] at best by the end of the year, he said.
[1:01:40] So,
[1:01:42] >> maybe if pending with elections, they
[1:01:44] might be able to get it through.
[1:01:46] >> Yeah.
[1:01:46] >> End. And if not, then would that
[1:01:49] continue on with Congresswoman Malloyy's
[1:01:52] office now that she's going to be our
[1:01:54] congresswoman after he leaves?
[1:01:57] >> Yeah,
[1:01:58] I think it would transfer those
[1:02:01] existing things would transfer
[1:02:03] >> cut that much. I honestly think we need
[1:02:06] to not not say it's not going to happen,
[1:02:11] but say it's phase two. I think we need
[1:02:14] to to really look at financing to get
[1:02:18] Maple and some other things done. We
[1:02:21] we're gonna we're gonna we're sitting on
[1:02:23] a time bump. So, what I would like to do
[1:02:26] is use this to leverage funding. If you
[1:02:31] can use federal funding to leverage
[1:02:32] state funding, it goes it weighs a lot
[1:02:36] better with the state and you'll likely
[1:02:37] get better funding through the state.
[1:02:40] So, um I want to start let's start the
[1:02:43] application process with the state uh
[1:02:45] because they have four funding meetings
[1:02:47] a year, I think it is. Um, not sure when
[1:02:51] the next one is, but start the
[1:02:53] application process with the state in
[1:02:56] hopes that this has made it through by
[1:02:58] the time we hit the state and that we
[1:03:00] can leverage this money into state
[1:03:02] funding. The bottom line is though,
[1:03:04] we're going to have to go through some
[1:03:05] public hearings because it's going to
[1:03:07] have to be a water rate.
[1:03:08] >> Yeah. And and that's what I'm saying.
[1:03:09] >> So, it's going to take a little time.
[1:03:10] I've already done a water rate analysis.
[1:03:13] >> I think we need to move.
[1:03:16] >> We've done a water rate analysis and
[1:03:19] I'll probably bring that to the council
[1:03:20] maybe next council meeting to start
[1:03:21] letting you look at water rates. Uh
[1:03:23] because that'll have to go to public
[1:03:24] hearing and we're going to have to raise
[1:03:25] water rates in order to take on funding.
[1:03:30] and then start the application process
[1:03:31] with the state and then leverage this
[1:03:32] money. So rather than make it another
[1:03:35] phase, I'd rather leverage it into one
[1:03:36] bigger phase because I think that'll get
[1:03:38] better.
[1:03:39] >> Yeah.
[1:03:40] >> We'll get better rats from the state
[1:03:43] >> and they'll be more willing to
[1:03:45] >> Yeah. They're more willing to
[1:03:46] >> they're more willing to work with us
[1:03:48] when they say that you have that
[1:03:51] >> which is I it's going to take us six
[1:03:53] months to get through the public hearing
[1:03:54] process anyway.
[1:03:55] >> So let's use the funding we have to
[1:03:57] leverage more funding.
[1:03:58] >> We don't have any funding.
[1:03:59] >> Well, there's 850.
[1:04:01] >> We don't have it.
[1:04:03] >> We'll find out by the end of the year.
[1:04:04] And we're going to be that long with the
[1:04:05] state anyway. What I'm saying is if we
[1:04:07] go to the state only and they give us
[1:04:08] federal funding and we can't take this
[1:04:10] funding,
[1:04:11] >> right?
[1:04:11] >> That makes sense. If we take this
[1:04:13] funding to the state, then we can get
[1:04:14] state funing which is lower interest and
[1:04:16] less federal red tape.
[1:04:17] >> Right.
[1:04:18] >> So, it's But you can't match federal to
[1:04:20] federal.
[1:04:21] >> No, no, I'm not saying that.
[1:04:22] >> But if we get this money, then I can't
[1:04:25] request and the state gives us federal
[1:04:26] money. Then one of the two I can't take.
[1:04:29] Does that make sense?
[1:04:30] >> Two different phases.
[1:04:32] >> You can't leverage federal. It's
[1:04:33] federal. And if I can leverage this
[1:04:35] money, the state money will be better
[1:04:37] interest rate, less red tape, and it'll
[1:04:38] make our project go farther.
[1:04:40] >> Yeah. But you're you're you're saying
[1:04:41] that it's next year,
[1:04:43] >> which is fine. We're not gonna start a
[1:04:45] project till probably another year and a
[1:04:46] half or so.
[1:04:48] >> Well, I just want it to not be I want it
[1:04:50] to be as fast as possible.
[1:04:52] >> I just think we need to worry, but I
[1:04:54] want to move as smart as possible, too.
[1:04:55] >> I I get I get that, but I also I think
[1:04:59] >> if we move too fast moving
[1:05:02] >> I think we move too fast, we're going to
[1:05:05] not get as much project
[1:05:09] >> because we won't get as good as
[1:05:10] >> Put the funding in place and you can do
[1:05:12] more project. You can be more strateic.
[1:05:13] I don't even know if we have to have in
[1:05:14] place. If this makes it through Congress
[1:05:17] by December,
[1:05:18] uh we're not going to get on the
[1:05:20] drinking water report before that
[1:05:21] anyway.
[1:05:23] We start the application process with
[1:05:24] them, go through our public hearings.
[1:05:26] That's going to take us at least till
[1:05:27] December.
[1:05:28] >> Yeah, let's let's do it. Let's That's
[1:05:30] what I'm saying.
[1:05:30] >> This to leverage it
[1:05:33] >> and and if this comes through, great. If
[1:05:36] it fails, then ready to at least do part
[1:05:40] of it, right? sort of changes our
[1:05:42] application process. It might, but I
[1:05:45] think we need to move. I
[1:05:47] >> Ted is currently working on it.
[1:05:49] >> That's what I'm a long time. So, I've
[1:05:52] done a water rate study, which is the
[1:05:54] first step.
[1:05:55] >> Um,
[1:05:56] >> and I've already talked to Division of
[1:05:57] Drinking Water about um funding options
[1:06:00] with them. Um, but once again, I I think
[1:06:04] there's a balance of moving but also
[1:06:06] moving smartly and getting as much
[1:06:08] project as we can. I would rather get
[1:06:10] money to do Maple, Mountain Veil, and
[1:06:14] more streets than just get money to do
[1:06:17] Maple because then you leverage your
[1:06:18] construction dollars farther as well
[1:06:20] because then you're not.
[1:06:21] >> I I agree with it. I just
[1:06:23] >> So, I think the more we can leverage
[1:06:24] this and I think waiting three months is
[1:06:26] not going to affect our water lines at
[1:06:28] all.
[1:06:29] >> Um,
[1:06:29] >> is it just going to be three months? I
[1:06:31] mean, we waited six months because they
[1:06:33] weren't doing any lending and then we
[1:06:34] waited another three months and then
[1:06:36] that's what I'm saying. I don't seem
[1:06:38] like we're waiting.
[1:06:40] >> We're not wait. So, bottom line, we're
[1:06:41] not waiting. We've been doing a lot of
[1:06:43] stuff.
[1:06:44] >> I know you. I I know you are. Um,
[1:06:46] >> and it's a process.
[1:06:47] >> I think I think we're good. Yes.
[1:06:49] >> So, so the point being is I agree with
[1:06:52] what you're saying. I mean, urgency. I I
[1:06:54] also know that Ted on so many occasions,
[1:06:57] not myself, but Ted and others have gone
[1:07:00] in the middle of the night to check on
[1:07:02] waterline brakes and um people who
[1:07:04] haven't had service all of a sudden. So
[1:07:06] I I don't think we need to relay the
[1:07:08] urgency to Ted because I'm sure he's
[1:07:10] selfishly the one who cares the most
[1:07:12] about it.
[1:07:13] >> I would love to start tomorrow. Yeah.
[1:07:15] >> But I also want to get the big bank. I
[1:07:17] would rather do more water line. If it cost us six months, we can do
[1:07:21] another mile mile of water line for the
[1:07:23] same amount of funding.
[1:07:24] >> Yeah.
[1:07:25] >> Request.
[1:07:25] >> Yeah.
[1:07:26] >> Um stretch our dollars further. I would
[1:07:28] rather wait the six months and do
[1:07:30] another mile water line because that
[1:07:31] saves me more nights out in the middle
[1:07:33] of the night.
[1:07:34] >> Yeah. If we have more water line
[1:07:35] replaced and if we move too fast I think
[1:07:38] we're going to not try and nails these
[1:07:40] two funings together
[1:07:42] then um you know we're going to probably
[1:07:46] get less of a project done and just
[1:07:48] leave us more
[1:07:49] >> and it would affect our water.
[1:07:50] >> There's no way to do a parallel path
[1:07:52] here.
[1:07:53] >> That's what we're doing.
[1:07:55] >> Well, you're you're saying I don't want
[1:07:58] to forgive one funding. I don't want to
[1:08:00] forget one funding to accept.
[1:08:01] >> I I I understand that take them both at
[1:08:03] the same time.
[1:08:04] >> But can we say if if if the federal
[1:08:07] funding works, we're going this path. If
[1:08:09] it doesn't, we're going this path, but
[1:08:10] we're starting them at the same time.
[1:08:12] >> They're already doing this.
[1:08:13] >> Okay. That's what I want to make sure
[1:08:14] that we're delaying waiting on this
[1:08:19] >> and I haven't been.
[1:08:21] >> I think we we can keep going down this
[1:08:23] path, but let's talk about pickles.
[1:08:29] been waiting.
[1:08:30] >> So, the pitfall courts, uh, we have the
[1:08:33] 30% design complete and that's been sent
[1:08:35] out to the parks and wreck. I did get an
[1:08:37] email from Sher today. Um, I didn't get
[1:08:40] a chance to read the whole email, but
[1:08:42] the gist of it, I think it sounds like
[1:08:43] there was a lot of comments back
[1:08:45] committee.
[1:08:45] >> Okay.
[1:08:46] >> Um, most of them saying, let's go with
[1:08:50] what has been shown. So, uh, the plan is
[1:08:54] for the engineers to have the work
[1:08:56] complete, final design done by September
[1:08:59] 1, and then we'll put it out to bid. Um,
[1:09:02] it'll take us probably a month to get
[1:09:04] through the bidding process. Uh, pick a
[1:09:07] contractor and just let them kind of
[1:09:09] determine the timing, uh, based on the
[1:09:11] weather, if we can do concrete, whether
[1:09:12] they get part of it done this fall and
[1:09:14] then come back next spring or how we do
[1:09:15] that. But, so, it's in the works. uh we
[1:09:18] should have design done by the end of
[1:09:20] this 1 of September.
[1:09:22] >> Um in in line with that, I didn't have
[1:09:25] an opportunity to make that meeting, but
[1:09:27] uh I do want to sit down with some key
[1:09:32] stakeholders and just get the fundraiser
[1:09:34] going even though we're not finalized,
[1:09:37] just figure out what we want, what
[1:09:38] inclusion. So, I don't know who wants to
[1:09:40] be a part of that, but I'll I don't know
[1:09:42] if it's better to work with you, Ted, on
[1:09:44] that or if we want to work with Sherry
[1:09:46] or whatever. She she's gone quite a bit
[1:09:49] and so we haven't had a chance to catch
[1:09:51] up, but
[1:09:53] um I I do want to get that rolling
[1:09:54] because it's going to be a long process
[1:09:55] and I'd love to target
[1:09:58] >> getting 50 to 75,000 for the city from
[1:10:01] that. So,
[1:10:01] >> it'd be nice if we could have something
[1:10:03] for Windland Hills Day and everybody's
[1:10:05] there. They're in the giving mood.
[1:10:06] >> I would suggest working with
[1:10:10] parks trails rec committee and their
[1:10:12] council representative.
[1:10:13] >> Okay.
[1:10:14] >> To get through the funding stuff um just
[1:10:17] because I think they would be able to
[1:10:18] drive in the community better.
[1:10:20] >> Okay.
[1:10:21] >> Having community representation.
[1:10:23] >> Okay.
[1:10:23] >> So, I suggest working through them and
[1:10:25] >> just tell Ted how much money he's got.
[1:10:27] >> You might want to call some of the other
[1:10:29] communities around us that have done
[1:10:31] something similar with the with the
[1:10:33] bricks or pavers or whatever just to
[1:10:35] >> get a jump on best practices
[1:10:37] >> so that Then when you meet, you can say,
[1:10:39] "Oh, this community this this this."
[1:10:42] >> Yeah. Yeah.
[1:10:43] >> This might be helpful to call them,
[1:10:45] >> see what they see what they've done. Um
[1:10:47] the only thing that I noticed is are we
[1:10:49] going to make sure that those courts are
[1:10:51] turned so they're going north south?
[1:10:53] >> They are.
[1:10:54] >> Oh, they are currently. Okay. Sweet.
[1:11:01] The only other thing I wanted to talk
[1:11:02] about for just a second since it's a
[1:11:04] public works thing was the internet
[1:11:06] outage, which I know a lot of people
[1:11:08] were were upset about that and um to
[1:11:11] recognize that it was nothing to do with you or in our city but outside of
[1:11:16] our city. Um, when I talked with Utopia
[1:11:19] about that, they called me right away,
[1:11:22] sent me some pictures and just so that
[1:11:24] our residents who also called all of us
[1:11:27] um that it it did have the blue stakes
[1:11:30] and they know what the regulations are
[1:11:32] on that, but um it appears that as I
[1:11:35] talked with other cities too, um
[1:11:37] sometimes contractors realize that
[1:11:39] August are getting close to projects
[1:11:42] needing to be finished, so they don't
[1:11:43] always do um everything they're supposed
[1:11:46] to like dig by hand within so many feet
[1:11:48] of that blue blue stake line etc.
[1:11:51] >> This one actually the contractor was
[1:11:53] SCSD.
[1:11:54] >> Mhm.
[1:11:55] >> And Utopia
[1:11:58] incorrectly marked the line.
[1:12:00] >> Oh.
[1:12:01] >> So there was no violation beyond the
[1:12:04] fact that the blue stakes was marked
[1:12:06] incorrectly. So thus when they dug there
[1:12:09] was not supposed to be anything there.
[1:12:11] >> I see.
[1:12:12] >> That's why they hit it.
[1:12:13] >> Yeah. So it happens, you know, fairly
[1:12:15] often that these things get dug up. So
[1:12:17] it was just explaining to our residents
[1:12:21] that
[1:12:22] the hard part is is that whoever digs it
[1:12:25] up has to pay for it. But um not in this
[1:12:29] case now, yes, but typically but there
[1:12:33] are no punitive damages. So if a if a
[1:12:36] contractor does do it wrong,
[1:12:39] all they have to do is pay for the the
[1:12:42] um the damage and to get it fixed which
[1:12:45] you know to our city being out of the
[1:12:47] internet all day long that affected a
[1:12:49] lot of people in their business and
[1:12:51] schooling and whatever right and so
[1:12:53] there's there's nothing that is
[1:12:55] currently done but I think there is some
[1:12:58] legislation being proposed so whichever
[1:13:00] site is at fault has to pay some
[1:13:04] damages to the municipality
[1:13:05] >> sometimes proving fault right so I've
[1:13:08] done millions and millions of dollars
[1:13:10] worth projects
[1:13:12] and I probably have seen I have not yet
[1:13:14] seen a project where they don't get
[1:13:16] utilities
[1:13:17] >> right. Um it is it is tough because
[1:13:20] utility companies one always don't mark.
[1:13:23] So utility companies hire third party
[1:13:26] >> blue stickers usually market. Now we do
[1:13:27] our own but other hire third party
[1:13:30] utility companies. So and I actually sat
[1:13:32] in a meeting where a contractor hit
[1:13:36] >> 500 homes out of power in the winter a
[1:13:38] hospital three intersections and blew a
[1:13:41] water line apart. And this was major
[1:13:44] like tens of thousands of dollars worth
[1:13:46] of damage because a blue stagger didn't
[1:13:49] mark a power line correct and the
[1:13:50] contractor hit it. It was a main power
[1:13:51] feed for this whole 600. It was up in uh
[1:13:54] east Salt Lake area. Um and so there
[1:13:59] were meeting after meeting after meeting
[1:14:00] who was at fault here. Was it the Blue
[1:14:03] State company? Was it the utility
[1:14:04] company? Was it the contractor? And
[1:14:07] obviously then you get attorneys
[1:14:08] involved and everything like that. Um,
[1:14:11] so it is tough and I think that's why
[1:14:13] they they don't because you you would
[1:14:15] probably spend this just personal
[1:14:18] opinion of mine. You you spend more
[1:14:19] money on attorneys and fighting these in
[1:14:20] court than you would just telling the
[1:14:22] company, listen, you got to pay for our
[1:14:25] company to fix it. And that's going to
[1:14:27] be your damage. And that's the way it is
[1:14:28] now. Um, now they couldn't fight them
[1:14:30] out, but I think it's it's because
[1:14:32] sometimes it's tough to prove, too,
[1:14:34] because utility says if you their their
[1:14:37] marks are within three feet,
[1:14:39] >> right? So they say if it's if it's
[1:14:40] within three feet then it's good mark.
[1:14:43] >> Um but then you've got to prove was it
[1:14:45] within three feet? Was it 3 feet one
[1:14:46] inch? Was it two feet 11 inch? You know
[1:14:48] and when it's dug up the mark's gone.
[1:14:50] >> So how do you prove that? So those
[1:14:51] things are really tough. I think that'll
[1:14:53] be a hard cell.
[1:14:55] >> That's just my personal opinion.
[1:14:57] >> Taking phone calls residents
[1:14:59] >> and the general consensus of all of them
[1:15:02] that called in who you know it's an
[1:15:05] inconvenience, right?
[1:15:08] It's a first world inconvenience. I get
[1:15:11] it.
[1:15:12] >> Problems.
[1:15:13] >> You know what? People have businesses.
[1:15:14] My husband had a big presentation. He
[1:15:17] had to go to Probo and do it.
[1:15:18] >> It's an inconvenience,
[1:15:20] >> but it's not a lifealtering
[1:15:24] thing
[1:15:25] >> for most people. Yeah, it wasn't. I
[1:15:27] think the calls that I I got once they
[1:15:30] saw that um the city was being
[1:15:32] responsive that helped
[1:15:34] >> have nothing to do with But you just put
[1:15:36] something out, right? So, we put
[1:15:37] something out and I think that helped
[1:15:39] people right away. And then having that
[1:15:42] timetable that said they're hoping the
[1:15:44] estimation time, of course, they all it
[1:15:47] did help when you put the thing out that
[1:15:49] said, um, hey, call your own utility
[1:15:52] comp, you know, the utility company and they or look on their website
[1:15:56] because they're putting things out. That
[1:15:58] also helps people to alleviate the panic
[1:16:01] of is it just a temporary thing? Is it
[1:16:03] an all day thing? Was it somebody in our
[1:16:06] city? Was it outside of our city? All
[1:16:07] those things help deescalate the tension
[1:16:10] that can come from these kinds of
[1:16:12] things. So, I thought we did a good job
[1:16:14] in in at least communicating that out um
[1:16:18] and and recognizing and I think that
[1:16:21] helped a lot on the people who were who
[1:16:23] were upset because they then knew drive
[1:16:26] to Provo or drive to Starbucks or
[1:16:28] wherever they were going to get their
[1:16:29] internet that day.
[1:16:33] If that happens again on a workday week,
[1:16:36] like I have Starlink and
[1:16:39] >> and you know what I
[1:16:40] >> and nobody at my house is home in the
[1:16:42] middle of the day. I'm just saying you
[1:16:43] could borrow it
[1:16:44] >> and most of us well actually our IT
[1:16:47] contractor has two Star Links and he
[1:16:50] totally forgot to tell me it and he has
[1:16:53] one that we could have used. We had
[1:16:55] hotspots or at least I had a hot spot on
[1:16:57] my home. Ted had a hot spot on his
[1:17:00] phone. we were able to still um do work
[1:17:04] and function. Plus, there's lots of, you
[1:17:06] know, filing and going through stuff in
[1:17:08] the back that doesn't take internet. We still are able to function here at
[1:17:11] the city.
[1:17:12] >> I just worked out my hospital.
[1:17:13] >> Okay. I just I have one and it's just
[1:17:15] for camping. So, I was just offering
[1:17:18] >> Yeah. And there might be residents who
[1:17:20] need that, but um
[1:17:24] » wonderful. No, I think that's good. And
[1:17:26] I also in my vlog this week, I put up a
[1:17:30] statement about utilities.
[1:17:32] >> I thought it was good. That's why I just
[1:17:34] wanted to bring it up, but I didn't know
[1:17:36] that the other part, but
[1:17:38] >> helpful.
[1:17:39] >> No. Okay. Wayne,
[1:17:41] >> uh, planning commission and code
[1:17:42] enforcement.
[1:17:49] When the
[1:17:52] city council got out of the subdivision
[1:17:55] business, I told you I'd periodically
[1:17:56] give you some updates and things on
[1:17:59] subdivisions and particularly maybe some
[1:18:02] nuances that were uh experiencing with
[1:18:05] them a little bit. So, uh I wanted to
[1:18:07] talk to you a little bit about two
[1:18:09] different subdivision
[1:18:11] um issues. I sent you all a couple of
[1:18:15] pictures of Belle View subdivision.
[1:18:19] Uh they finished all all their
[1:18:23] infrastructure work um many months ago
[1:18:27] and made no effort to record.
[1:18:32] And so um I should record phase B. They
[1:18:37] have two lots that were recorded a long
[1:18:39] time ago. Um but the other lots uh are
[1:18:44] not recorded yet so they can't sell
[1:18:48] those lots. Um some subdivision
[1:18:54] um developers are taking
[1:18:59] reservation money and things like that
[1:19:02] which uh
[1:19:05] we're not concerned with. But the bottom
[1:19:09] line is the lots aren't recorded and so
[1:19:11] we don't issue a building permit for
[1:19:13] those lots until there's a recording
[1:19:15] done. We uh have tried uh for many
[1:19:20] months to try to get uh the developers
[1:19:27] Belleview to record. there was some information
[1:19:33] that needed to be added to the myar and
[1:19:38] they for one reason or another were
[1:19:41] haven't done it. So our ordinance it
[1:19:45] gives them 365 days from when they start
[1:19:50] infrastructure work all recording.
[1:19:54] If it's not if the if the recording is
[1:19:57] not done within 365 days they lose all
[1:20:01] of vesting that they've they've done.
[1:20:05] It's like they're going to have to start
[1:20:07] over again.
[1:20:09] We've communicated that to them that
[1:20:11] they've lost. they've lost that. So,
[1:20:14] we're trying to set up with them a uh a
[1:20:18] shortened version of
[1:20:21] reactivating the subdivision. Now,
[1:20:26] they can get an extension if they ask 60
[1:20:29] days before it's due to expire, and they
[1:20:32] didn't do that. Um, so we've given them
[1:20:36] a number of things that we want updates
[1:20:38] on uh in order to
[1:20:42] go forward with uh
[1:20:45] a request now to the city to uh
[1:20:50] reestablish that subdivision process for
[1:20:53] them. One of the concerns that uh
[1:20:58] I have planning commission has is when
[1:21:03] the original approval was under the
[1:21:05] previous owner of the plants
[1:21:09] >> and
[1:21:13] the the other developer um
[1:21:17] came in and purchased the property then
[1:21:20] and continue to go forward with that
[1:21:22] development plan for the the subdivision
[1:21:25] and they're the ones who have done all
[1:21:27] the work associated with it. Um
[1:21:32] when we approved us planning commission
[1:21:35] and you all uh for that development of
[1:21:39] that um subdivision,
[1:21:42] we gave the then developer who was Carol
[1:21:45] Bell uh some approvals
[1:21:49] to do some grading on that property to
[1:21:54] facilitate
[1:21:56] uh placement of of homes and making lots
[1:22:01] It was of such a design that uh was
[1:22:04] going to be extremely hard to do. So we
[1:22:08] gave them those allowances at the
[1:22:10] beginning and there was a commitment
[1:22:12] from Carol Bell's group that they would
[1:22:15] do as minimum as possible in order to
[1:22:19] get the grading that was necessary to
[1:22:22] allow homes and structures to be built
[1:22:27] space.
[1:22:27] >> Correct.
[1:22:28] >> Yeah. Yeah. Okay.
[1:22:29] >> So, um we're assuming that got
[1:22:33] transmitted to the new developers and
[1:22:36] it's our understanding that the civil
[1:22:38] engineer stayed the same, but I don't
[1:22:41] know how much checking that was done
[1:22:43] during the process. My concern is they
[1:22:47] may not have done enough rating to
[1:22:51] facilitate having less than 35% slopes
[1:22:56] in that area. those pictures that I sent
[1:22:59] you.
[1:22:59] >> Yeah,
[1:23:00] >> there were two lots the back side of the
[1:23:03] culde-sac.
[1:23:05] And when you look at those and you look
[1:23:07] at the drop off in front coming down to
[1:23:09] the the property line, they're just to
[1:23:13] me eyeballing it, it seems like it's
[1:23:17] going to be problematic.
[1:23:20] What we want what we don't want to be in
[1:23:22] a situation is is we go ahead and
[1:23:24] approve that subdivision, approve those
[1:23:27] lots and then somebody comes back to us
[1:23:29] and says we can't build on it. Your
[1:23:32] slope is too great and by ordinance they
[1:23:34] can't. So then they have to potentially
[1:23:37] go through the variance process and pay
[1:23:39] come in and appeal their case. So
[1:23:42] there's there's provisions that we can
[1:23:44] do that if we planning commission now
[1:23:49] and give them um variances in the
[1:23:53] beginning of the uh infrastructure work.
[1:23:57] So that's we've asked them to provide us
[1:24:02] basically a uh grading survey so that we
[1:24:07] can see what what grades are
[1:24:10] particularly in these two lots that I
[1:24:11] took pictures of and sent to you. So
[1:24:14] that if if if they don't qualify
[1:24:19] going through a new subdivision process
[1:24:21] now and they can get in there and make
[1:24:23] and do some more grading to accommodate
[1:24:26] uh the law
[1:24:28] >> if they've already gone through and and
[1:24:30] it has expired the 365 days. So they
[1:24:33] have to start over. But wouldn't the
[1:24:35] original approval that's conditioned on
[1:24:38] them making those lots buildable with
[1:24:41] the new grading that would still be
[1:24:43] enforced? So could it would not be
[1:24:45] enforced.
[1:24:46] >> It lose all vesting that they had.
[1:24:48] >> So it would have to be reapproved by us
[1:24:50] and then we could put that statement
[1:24:52] back in.
[1:24:53] >> We can
[1:24:54] >> and then that's what
[1:24:55] >> yeah instead of variance to the new
[1:24:57] people buying it just if they are going
[1:24:59] to go through the process all over we
[1:25:01] just put that back into the whole
[1:25:03] development agreement.
[1:25:04] >> Yes. I think that would be better for
[1:25:06] the
[1:25:08] >> for the developer to have to be
[1:25:09] responsible for that, not the homeowner
[1:25:11] responsible for a variance. Because a
[1:25:12] variance, although it's nice, it also
[1:25:15] increases the price of your home to have
[1:25:18] to build. I mean, we can build anywhere,
[1:25:19] but increases the price when it's on a slope that is not really meant to
[1:25:25] be buildable.
[1:25:26] >> Correct. So, that's our plan going
[1:25:28] forward, what we're going to do, and
[1:25:30] we'll see what the engineer comes back
[1:25:32] with as far as the slopes that are in
[1:25:34] there now. But eyeballing it, I I just
[1:25:37] have reservations that and they have
[1:25:41] that causes problems with septic.
[1:25:43] They're not on sewer. that potentially
[1:25:46] causes problems with septic because
[1:25:48] public health has requirements that they
[1:25:51] have to be so far away for
[1:25:54] >> and we slopes force
[1:25:56] >> alternate um
[1:25:58] >> they may there's two lots that do
[1:26:00] require and we have we're getting a new
[1:26:02] letter
[1:26:03] >> because that letter expired in three
[1:26:05] years it's passed now
[1:26:07] >> so they're going to have to get us a new
[1:26:08] public health letter regarding their
[1:26:10] septic systems. So, there's quite a few
[1:26:12] things that they're they're going to
[1:26:14] have to do a new
[1:26:16] and we're still having we're having
[1:26:19] difficulties getting a hold of
[1:26:20] responsible parties uh in this process
[1:26:24] with that group that get somebody who's
[1:26:27] willing to
[1:26:30] >> but they won't be able to sell them
[1:26:31] because even though they've been
[1:26:34] technically approved, they haven't been
[1:26:37] recorded. So, they can't sell them
[1:26:38] anyways.
[1:26:39] >> That's correct. Other than the two, the
[1:26:41] first two they did, they could they
[1:26:43] could sell those, but the rest they
[1:26:44] can't they can't sell.
[1:26:46] >> Well, one of these was they were pushing
[1:26:49] to buy one of the second phase lots to
[1:26:52] merge it with the first phase lot, if
[1:26:54] you remember. Um, and that obviously
[1:26:56] didn't happen because we never got that
[1:26:59] recorded. So, apparently, I'm guessing
[1:27:02] those those buyers have have backed out
[1:27:04] completely. So, but septic was an issue
[1:27:08] with these. And I appreciate that you
[1:27:10] staying on top of that because that was one of the things that we
[1:27:13] looked at when when they brought that
[1:27:15] because that was still under the council
[1:27:17] at the time
[1:27:19] >> and and so it was kind of a dual
[1:27:22] planning planning commission and
[1:27:23] council.
[1:27:25] >> But thank you for keeping an eye on
[1:27:27] that.
[1:27:28] >> Yes. Uh any questions on on that part?
[1:27:34] We're we're trying to work with them and
[1:27:37] help them through some of these things
[1:27:38] and we're cutting a lot of the the
[1:27:41] normal stuff out of a second attempt
[1:27:45] here to get uh subdivision approved to
[1:27:48] facilitate. So, but we're satisfying
[1:27:51] ourselves, but we don't want to short
[1:27:54] ourselves the city in in this process.
[1:27:57] But
[1:27:58] >> as long as we're staying within
[1:28:01] I don't I don't want you skipping over
[1:28:03] anything that that is in our code
[1:28:05] because that we don't want to put any
[1:28:06] liability back on on us for anything
[1:28:10] even though it's gone through it once.
[1:28:12] Let's not make sure let's make sure that
[1:28:14] we're not missing anything that you're crossing all te's and dotting my
[1:28:18] eyes because we don't want to stick our
[1:28:20] necks out there. So I I'm glad there's a
[1:28:23] way for you to to that we in there that
[1:28:25] you can you know do a little bit quicker
[1:28:28] for them. So hopefully they get through
[1:28:30] this.
[1:28:31] >> Okay.
[1:28:32] >> Uh The second one, just to bring you up
[1:28:35] today a little bit, is Havenwood
[1:28:37] subdivision.
[1:28:39] You might notice that since the road got
[1:28:41] in, everything else stopped.
[1:28:43] >> Yeah.
[1:28:43] >> Over there.
[1:28:44] >> So, there's ditches that they haven't
[1:28:46] put in yet. And there's a driveway uh
[1:28:51] that they haven't torn up and a new one
[1:28:53] put in.
[1:28:54] >> I was wondering about that one, too.
[1:28:56] That was
[1:28:56] >> that's still hanging for us. That was
[1:28:57] part of the infrastructure work that was
[1:28:59] to be done.
[1:29:01] they they bid on another project that
[1:29:05] they got. So, their attention has been
[1:29:08] taken uh from that area, but we've been
[1:29:12] in touch with them and informed them
[1:29:13] that these things there's not going to
[1:29:15] be any building permits issued and
[1:29:17] they've got quite a bit of interest in those lots over there and they're
[1:29:21] recorded on some of them on phase A that
[1:29:24] they've they've done. Um, but they still
[1:29:28] got some infrastructure work that they
[1:29:30] need to do.
[1:29:31] >> So with the phase A and B when they
[1:29:35] connected that didn't stop phase A. They
[1:29:38] were able to record that.
[1:29:39] >> Correct.
[1:29:40] >> Okay. I didn't I didn't real I didn't I
[1:29:42] thought once they kind of merged they
[1:29:44] couldn't record.
[1:29:45] >> They recorded all the work all the
[1:29:47] infrastructure that they were doing. So
[1:29:49] that's that's in phase A.
[1:29:51] >> Okay.
[1:29:52] >> So they haven't finished that yet.
[1:29:56] Anyway, that's kind of where that's at.
[1:29:57] If you notice, you know, nobody's over
[1:29:59] there for
[1:29:59] >> Yeah. while. But we'll get them back.
[1:30:02] So, that's kind of where that's at.
[1:30:06] >> Expire.
[1:30:08] >> Want them to expire on you.
[1:30:10] >> But they're bonded, right?
[1:30:11] >> They are.
[1:30:13] >> Yes.
[1:30:14] >> I have a question. If you're done with
[1:30:16] that on code enforcement, um, when we
[1:30:20] have a resident who has had some issues
[1:30:22] with code enforcement and then their
[1:30:24] home and becomes for sale, but those
[1:30:26] items haven't been taken care of. Um,
[1:30:30] how does that work? If if do we still
[1:30:33] require them to finish that or come up
[1:30:36] to date in the code before they can sell
[1:30:38] it? Do we put a lean on the property so
[1:30:41] that the new homeowners know it's
[1:30:42] there's not it's not in compliance. What
[1:30:45] do we do? Because there is a home that's
[1:30:46] for sale on Maple right now, but has a
[1:30:49] lot of issues and
[1:30:51] >> I've gotten some calls from the
[1:30:52] neighbors asking about that. I'm I'm
[1:30:54] glad you raised that question. All
[1:30:56] right. Um, this has been going on for a
[1:31:00] number of years with with that home. Um,
[1:31:05] about 60 days or so ago,
[1:31:09] they got another letter uh advising them
[1:31:13] to clean the property up. They haven't t
[1:31:16] make made any effort to do that. Uh,
[1:31:20] starting around 30 days ago, it was a
[1:31:23] deadline given to them and for that from
[1:31:26] that point they are incurring $500 a day
[1:31:34] fines.
[1:31:34] >> Have you put a lean though?
[1:31:37] >> Okay.
[1:31:37] >> I'm not through yet.
[1:31:39] >> So when did the $500 a day start?
[1:31:42] >> That's it started about a little more
[1:31:45] than 30 days ago.
[1:31:47] >> So about the beginning of July.
[1:31:50] >> Yeah. Okay. And it's a $100 a day for
[1:31:55] each violation. So I took and showed
[1:31:59] there was five different violations of
[1:32:01] our code.
[1:32:02] >> So those $500 accumulate then and that's
[1:32:07] a daily fine that they're incurring. So
[1:32:10] the first I let it go for 30 days and
[1:32:13] then we took and filed a notice of lean
[1:32:17] with the county
[1:32:19] uh to inform them and it's recorded
[1:32:21] against that property and I sent a copy
[1:32:24] to them as well. Now we'll wait another
[1:32:29] 30 days and we'll add to that then the
[1:32:32] continued $500 a day fine.
[1:32:36] So right now I think it was around
[1:32:39] $13,000
[1:32:41] something like that for for fine for
[1:32:44] these and they I'm a little surprised
[1:32:47] they haven't talked to me about that. We
[1:32:49] we've had we have pretty good open
[1:32:52] communication with things. Um but I if
[1:32:56] they clear one thing up then it'll be
[1:32:59] $100 a day less
[1:33:01] >> and as time goes on but they're still
[1:33:04] obligated for what they recruit up to
[1:33:07] that point. And if they sell it, it has
[1:33:09] to be paid through the sale.
[1:33:10] >> Yeah.
[1:33:11] >> Yes. It's collected at that time.
[1:33:13] >> And if it's if it hasn't been rectified,
[1:33:16] but they've had those things, then it's
[1:33:19] still on the
[1:33:20] >> I mean, how do the new owners know that
[1:33:23] that's not acceptable that
[1:33:24] >> title company should pick that up?
[1:33:26] >> Okay. So, it would be
[1:33:28] >> that's what I just said. Due
[1:33:30] >> title company does a search, they'll
[1:33:32] find it. They call the city, they get a
[1:33:33] payoff. Well, well then, so that that
[1:33:37] any violations that required actual work
[1:33:39] to be done, does the seller or the buyer
[1:33:43] have to absorb that cost?
[1:33:45] >> Seller.
[1:33:47] >> Yes.
[1:33:48] >> Or however they work it out. I mean,
[1:33:50] they it's the contract.
[1:33:51] >> Yeah.
[1:33:52] They have to disclose it.
[1:33:54] >> I mean, can I ask you a question about
[1:33:56] it?
[1:33:56] >> Sure.
[1:33:56] >> I I'm not familiar with the property. Is
[1:33:58] this a an unwilling or an unable?
[1:34:01] >> Unwilling.
[1:34:02] >> Okay.
[1:34:03] might be our people.
[1:34:06] >> Because they choose
[1:34:07] >> they choose to be.
[1:34:08] >> Well, sure. I I just mean is it is it a
[1:34:11] resource problem? Like is it is it
[1:34:13] something our neighbors need help with
[1:34:15] or is it a we're just giving the bird to
[1:34:19] the system?
[1:34:20] >> Yeah. Uh it's a
[1:34:23] >> I'd be happy to talk with you more.
[1:34:27] >> Yeah. Yeah. There's never been they've
[1:34:30] never said we just can't do it.
[1:34:33] >> Yeah.
[1:34:34] >> So there's there's some false starts
[1:34:38] that they've had in some of this.
[1:34:42] » Definitely impacted the neighborhood.
[1:34:44] >> Yeah. Okay. Yeah.
[1:34:48] >> Probably move because
[1:34:52] >> Yeah.
[1:34:55] » answer your question.
[1:34:56] >> Yeah. That's just one I wanted to know
[1:34:58] just to be sure that we
[1:35:00] >> that that's there's three ways of
[1:35:02] addressing it. That's the least
[1:35:06] intrusive and the easiest way for the
[1:35:08] city to address it. We can get an
[1:35:10] attorney involved and take them to court
[1:35:12] if you wanted to, but now we're paying
[1:35:15] attorney and and whatnot to do that sort
[1:35:18] of thing. So
[1:35:19] >> So there's incentive for them to sell
[1:35:21] faster. When when a house is for sale,
[1:35:23] that's the best. That is your absolute
[1:35:26] best option.
[1:35:27] >> 100%.
[1:35:29] >> I've done it on radio homes.
[1:35:33] >> You actually get paid.
[1:35:37] » Very good. Thank you. Thank you.
[1:35:41] >> Okay. Um nothing from emergency
[1:35:44] management.
[1:35:45] Uh Dorl, I see you are online.
[1:35:50] Hi everybody.
[1:35:52] I uh just want to say can you hear me?
[1:35:55] >> Yes sir.
[1:35:56] >> I just want to appreciate the work
[1:35:59] you've done this evening. Uh appreciate
[1:36:03] all of your service to the city, each of
[1:36:05] you. Um I was really impressed this
[1:36:09] evening with your intelligence of
[1:36:12] choosing a Chevy over a Ford. So uh
[1:36:19] No,
[1:36:20] >> it ain't done yet, buddy.
[1:36:22] >> No, with that,
[1:36:23] >> Dorl, you're talking about 911 dispatch,
[1:36:26] please.
[1:36:28] >> Stay in your lane.
[1:36:31] >> It's time. It's time for me to be quiet
[1:36:33] now. Thank you.
[1:36:35] >> Thank you, Dorl.
[1:36:37] >> Okay. Uh we'll move on to uh the mayor
[1:36:40] and council reports. Uh Mag and Cog for
[1:36:44] me. I've got that meeting on Thursday,
[1:36:46] so nothing to report now. Um, we've also
[1:36:49] had holiday breaks um for those
[1:36:51] meetings. Uh, I had my board meeting for
[1:36:54] SCSD this morning. Um,
[1:36:57] there's a number of things going on, but
[1:36:59] I don't think there's anything that's
[1:37:00] really drastically affecting um the
[1:37:03] city. Uh, though we had a fabulous month
[1:37:07] last month with uh SCSD. The electric
[1:37:12] came in at like Usually we're paying
[1:37:15] around 10 to 15 cents per kilowatt. Um
[1:37:20] and we were down to like seven. Um which
[1:37:23] really helps. So Jody, when we get the
[1:37:25] bill for the water pump, there won't be
[1:37:28] the AP whatever e on it. So that will
[1:37:32] help also with city costs and in that
[1:37:35] front. So,
[1:37:37] uh, the dry tree trans the dry creek
[1:37:40] transfer station also, um, nothing
[1:37:42] really to report there beyond the fact
[1:37:45] that we did get the full fire report in
[1:37:47] my last board meeting there.
[1:37:49] >> Um, and it's
[1:37:53] phenomenal. They've got some sprinkler
[1:37:55] heads that they have to replace because
[1:37:57] they went off. Um, they're a one use
[1:38:00] item. Um, and we had literally probably
[1:38:04] a hole about this big melted in the
[1:38:06] peret.
[1:38:08] >> And then we had a few windows that
[1:38:10] melted, but we've got a that's our
[1:38:12] biggest cost is we had a defective
[1:38:15] >> uh windows issue,
[1:38:16] >> the skylights.
[1:38:18] >> That's got to be a big cost to figure
[1:38:20] that out with
[1:38:20] >> and that will but that we only had one
[1:38:23] damage by the fire.
[1:38:25] >> Yeah, but it showed it showed a defect
[1:38:28] and that's what we're going to have to
[1:38:30] deal. That's not a a fire problem. It
[1:38:33] was just given to us. We learned about
[1:38:36] it because of the fire. Uh personnel. Um
[1:38:39] I wanted to let you guys know that uh
[1:38:42] myself, Jody, Lori, and Charlene will be
[1:38:45] having a meeting on the 25th here. Um
[1:38:48] where we are going to be going through
[1:38:51] all things finance. um every single type
[1:38:54] of transaction that we go through, what
[1:38:56] is our procedures, policies, checks and
[1:38:59] balances, every single thing. We're
[1:39:01] going to be writing SOPs on every single
[1:39:03] thing. Um
[1:39:05] and so we're Jod I know is really
[1:39:08] excited for an all day meeting. Um but
[1:39:11] that is going to be a fabulous one um
[1:39:14] from a personnel standpoint. uh we will
[1:39:17] then report all of that to you guys so
[1:39:20] that you guys can see that work um and
[1:39:22] understand that and we'll get you a
[1:39:23] policies and procedures document as a
[1:39:26] deliverable meeting
[1:39:27] >> as as you're doing that I would like to
[1:39:30] you know and I brought it up before I'd
[1:39:31] like to see um
[1:39:35] if it's possible like to see more
[1:39:37] clarity and I would be willing to
[1:39:43] entertain more help for the staff in
[1:39:47] here to give us that clarity. Um, if
[1:39:51] that would help so that we can list, you
[1:39:55] know, when I talked about credit card
[1:39:56] expenses and things like that, I get
[1:39:58] that our staff is is really really full,
[1:40:02] especially with with the changes that
[1:40:05] you've made. Um, and and if it's time to
[1:40:08] bring on another part-time person, um,
[1:40:11] whatever it is, I'd like to see, you
[1:40:13] know, Jod's been great
[1:40:17] >> because at any time you can come in.
[1:40:19] >> I I know I know I can, but I'd like to I with with my current job, I'm I'm not
[1:40:27] here a lot.
[1:40:29] >> Scan all those in with the receipts. So,
[1:40:31] that would just be a request to Lori.
[1:40:36] Okay. And and if that's if that's what
[1:40:37] we we do, you know, just so we can look
[1:40:39] at I know you're planning to get us to,
[1:40:42] you know, our our individual where we're
[1:40:44] all digging in a little bit deeper in in
[1:40:46] certain areas. Um but I would be willing
[1:40:50] to, you know,
[1:40:54] to take some of the load off if if
[1:40:57] possible because I hate making requests
[1:40:59] to you guys because I know you're busy.
[1:41:01] I know I still do, but
[1:41:03] >> your job is to make those requests.
[1:41:06] >> I know. I know that
[1:41:07] >> their job is to respond. So, it was kind
[1:41:10] of like we had an email with our
[1:41:11] attorney today, right? And you know,
[1:41:13] Jody was being kind and apologized that
[1:41:15] he had, you know, look at something else
[1:41:17] and his response was the same I'll give
[1:41:19] to you. You know, this is my job. You
[1:41:22] don't need to apologize. I
[1:41:24] >> I get it, but I also don't want to
[1:41:26] overwhelm unnecessarily.
[1:41:28] >> If you do, I will let you know. And
[1:41:30] that's what I'm I'm saying is I I for
[1:41:33] one would be willing to entertain
[1:41:36] additional help because I know that when
[1:41:37] I come in here they're busy and and I
[1:41:39] know I take up a lot of time and I'm
[1:41:42] guessing everybody does the same thing
[1:41:44] and
[1:41:45] >> no it's just you.
[1:41:46] >> It's just me.
[1:41:48] >> It's just you.
[1:41:50] >> So no noted. So that's I I do you know
[1:41:54] as you're as you guys are talking and as
[1:41:56] you're digging into SOPs and stuff like
[1:41:58] that if it becomes overwhelming I'd be I
[1:42:01] as as on as a council member would be
[1:42:04] willing to entertain more help in the
[1:42:08] city
[1:42:09] if if needed. I that's what I'm that's
[1:42:11] what I'm trying to say here. If it's
[1:42:12] needed
[1:42:14] >> and I think right now actually our
[1:42:15] workload
[1:42:17] balance is pretty darn good. Um, and as
[1:42:19] we get Charlene more integrated, um,
[1:42:23] we're going to pull a little bit more
[1:42:24] off of, for instance, Lori, um, and put
[1:42:27] it on Charlene. Uh, so we'll be able to
[1:42:30] figure all that out. So, I'm currently
[1:42:32] in the process of working on everybody's
[1:42:35] loads and making sure they're they're
[1:42:38] leveled as much.
[1:42:39] >> And that's that's kind of what I'm
[1:42:40] saying is
[1:42:41] >> I don't do that. I just I'm I'm willing to look at
[1:42:47] whatever needs to be done to make sure
[1:42:48] the city runs as well as we can.
[1:42:50] >> Of course. Yep. And as we get to those
[1:42:52] needs, if I know your guys' skill sets,
[1:42:55] I'll I'll pull on this for sure. Thank
[1:42:57] you. Um as for legal, no update there.
[1:43:00] So, Council Member Hutchings, Water.
[1:43:02] >> So, uh we did not meet with Mount Nebo
[1:43:05] and they had actually canceled Zumba,
[1:43:07] but they decided there was things that
[1:43:09] we actually had to get through. So they put a a virtual meeting together.
[1:43:14] Um and just for everybody's
[1:43:17] thought, we we they voted on our our
[1:43:21] contributions to SUVA. Um basically
[1:43:23] we're if I remember right, I was going
[1:43:25] to bring it, but didn't have time to go
[1:43:27] home. Um I believe we're about 1.25%.
[1:43:30] Um and we've stayed there. It's it's
[1:43:32] exactly the same that it was last year.
[1:43:34] I checked that. Um, but they're looking
[1:43:38] and and we've talked about it before,
[1:43:40] but now it's getting a little bit more
[1:43:42] serious um at dissolving SUMA
[1:43:48] um and rolling those possibly rolling
[1:43:52] this the stuff that Suma does into Mount
[1:43:55] Nebo and Central.
[1:43:57] There are a few
[1:43:59] things that they have to look at. So,
[1:44:01] they're going to be relying on the
[1:44:02] technical committee, which Ted is on
[1:44:03] that technical committee. Um, so they're
[1:44:05] going to be pulling that in our next
[1:44:07] meeting and and officially setting that
[1:44:09] up to to have the technical committee
[1:44:11] start working on can we still cover
[1:44:15] everything in Sumba
[1:44:18] through Mount Nebo. Um, and the the
[1:44:22] outlier is Springville. Springville is
[1:44:24] not in Mount Nebo. Um and then there are
[1:44:27] some you know selling of water is one of
[1:44:30] the reasons we we've got suma is selling
[1:44:32] those water shares to each other
[1:44:35] basically trading not making money on
[1:44:36] them. Nobody's making money on them but
[1:44:38] being able to to do that and we needed a
[1:44:41] legal way to do that and central is
[1:44:42] happy to help work with us on that is
[1:44:45] one of the things that we talked about.
[1:44:46] Um also I I've given Charlene's
[1:44:50] information to them. They're they're
[1:44:54] now getting through the year end stuff
[1:44:57] and they're looking to to take that load
[1:44:59] off of off of uh Sanquin who who helped
[1:45:02] us out.
[1:45:03] >> Um so uh I' I've given her information
[1:45:07] and and Spanish force given some
[1:45:08] information as well on we're we're
[1:45:12] looking for a new new person to take
[1:45:14] over finance because our current one is
[1:45:16] retired and and we have to have to get
[1:45:20] something new. So I told them and they
[1:45:21] were interested with Charlene.
[1:45:23] Charlene's interested. I've spoken with
[1:45:24] her. So those are my updates. Oh,
[1:45:27] planning commission. We've got a meeting
[1:45:29] coming up. I think I missed our last
[1:45:32] meeting. Um but uh I don't I don't have
[1:45:37] anything beyond what what Wayne has
[1:45:43] » um associations.
[1:45:46] Okay. So I'm going to these every couple
[1:45:48] of weeks.
[1:45:50] What does the council, what does the
[1:45:52] public care to hear? Like
[1:45:54] >> any shifts or changes or concerns that
[1:45:57] they're having for relationships with
[1:45:59] cities? Um, anything like that is kind
[1:46:03] of my thought on
[1:46:04] >> trends that would affect this.
[1:46:07] >> Yeah. Housing shortages, trying to get
[1:46:10] more state versus city control. That's
[1:46:12] kind of what the the push is for
[1:46:15] constantly. So are they so these two
[1:46:19] organizations are pushing they're one of
[1:46:22] the big ones pushing for the state to
[1:46:25] >> zoning
[1:46:25] >> take everything away from us correct
[1:46:28] >> and are you to sit there and push
[1:46:30] against them
[1:46:33] both sides fully that way but it's it's
[1:46:36] more committee meetings I I serve on the
[1:46:38] government affairs side which is totally
[1:46:40] appropriate so um Salem actually has
[1:46:44] representation there vineyard
[1:46:46] Um so yeah there are a lot of cities
[1:46:48] that are there saying hey this is what
[1:46:50] we can do. What I feel there's more an
[1:46:53] air of during those is uh collaboration
[1:46:55] and hey this is why we do what we do.
[1:46:58] This is what our threats are and so we
[1:47:00] kind of come to the point during those
[1:47:02] meetings of hey this isn't a problem we
[1:47:06] need to worry about putting our time
[1:47:08] into.
[1:47:09] >> If you ever perceive or hear anything
[1:47:11] there you're like that's a really good
[1:47:12] idea and it's different than what we're
[1:47:14] doing.
[1:47:15] let us know. And that can be, you know,
[1:47:17] on the staff side or that can be in this
[1:47:20] meeting, whichever works.
[1:47:21] >> It's kind of similar what Carrie does
[1:47:23] with the legislator. She keeps an eye on
[1:47:25] things and whispers ideas in people's
[1:47:27] ears and tries to get things started
[1:47:29] when
[1:47:30] >> Yeah.
[1:47:30] >> to protect small communities.
[1:47:33] >> Yeah. No, that makes sense. So, I'll
[1:47:35] report accordingly, but but nothing meaningful. I mean, I think the
[1:47:39] biggest topics of all continue to be
[1:47:41] housing shortages and affordability and
[1:47:45] so there's just a lot of pushes from
[1:47:47] every angle to get um more housing and
[1:47:50] more affordable housing.
[1:47:51] >> Are they pushing then for higher
[1:47:53] density? You say affordable.
[1:47:55] >> Yeah.
[1:47:56] >> Uh yeah, I mean that that's definitely one of the pieces
[1:47:59] because if you look at development land
[1:48:02] is by by far the largest percent cost of
[1:48:08] So,
[1:48:09] of a new home. Um, and land sellers are
[1:48:14] getting what they want out of it. They
[1:48:15] can still keep doing it. But, uh, I I
[1:48:18] think that, you know, there are a couple
[1:48:20] cities where permit fees, impact fees,
[1:48:23] those are all being evaluated constantly
[1:48:25] by the state, which is which is good
[1:48:27] because there are some cities
[1:48:28] >> you have to go through that. And that's
[1:48:30] when a lot of times builders will say,
[1:48:31] "Well, this city has such high impact
[1:48:33] fees, but by law, we have to go through
[1:48:35] that process and we can't charge more
[1:48:37] than than um we need." And so although
[1:48:42] it it's different for each city, it does
[1:48:44] go through the process. One of the
[1:48:46] things that I think is interesting is
[1:48:48] that they say they want um that there's
[1:48:51] a housing shortage and they want more
[1:48:52] affordable housing, but they're not
[1:48:54] building that.
[1:48:55] >> That's not what they're building, no
[1:48:55] matter what the lot size is. the um a
[1:48:58] study just came out. Utah has the second
[1:49:01] um largest homes in the nation.
[1:49:04] Wyoming's first and we're second. And
[1:49:06] so, um, is there really a demand for
[1:49:09] that or is it just that, oh, we want the
[1:49:13] high density or we want these large
[1:49:15] homes and there's no middle ground. That
[1:49:17] missing middle is what really what we
[1:49:19] talk about a lot at the league meetings
[1:49:22] and um if are are developers willing to
[1:49:25] look at that missing middle?
[1:49:28] >> Yeah. Yeah. Developers absolutely are.
[1:49:30] In fact, as a developer, I prefer
[1:49:33] the more affordable. I prefer smaller,
[1:49:35] more volume because that's it's it's the
[1:49:38] Walmart philosophy. I want to build more
[1:49:41] um less cost rather than huge. Now there
[1:49:44] are the customs that want to do the big
[1:49:46] huge stuff, but most of the production
[1:49:49] builders, the Dr. Horts, the Lenards,
[1:49:51] the David Weeklys, um those are all
[1:49:54] looking at the same format. If they can
[1:49:56] get density, they will take that all day
[1:49:58] long. That density is what provides them
[1:50:00] the affordability. Because again, if I
[1:50:03] buy um an acre for 500,000
[1:50:07] and I can only put two houses on that,
[1:50:10] then it's a very different cost analysis
[1:50:13] than if I can put six to eight on it,
[1:50:15] same acre, right? And so I can't absorb
[1:50:18] that same 500,000 across six to eight,
[1:50:21] I'm now absorbing that across
[1:50:23] >> one or two.
[1:50:24] >> So, so, so there's two sides of it. And I understand that a lot of that
[1:50:28] comes from, hey, we we want to protect
[1:50:31] our density. We want to protect our open
[1:50:32] space. It's how do we do that
[1:50:34] strategically? And we're going to be
[1:50:36] having a lot of those discussions as
[1:50:38] more and more eyeballs hit this
[1:50:40] flatlands down at the the base where
[1:50:42] we're going to have to be ready to say,
[1:50:44] "No, this isn't functional for our
[1:50:46] city."
[1:50:46] >> And that's one thing that I hear from
[1:50:47] legislators. Oh, you're from Woodland
[1:50:49] Hills. um you're not even trying to help
[1:50:52] with this problem because your zoning
[1:50:55] remains large lots and that's one of the
[1:50:58] things that then the developers will
[1:51:00] keep pushing for statewide zoning so
[1:51:03] that we would have no control over what
[1:51:05] our lot sizes are.
[1:51:06] >> Guess we better get them all built first
[1:51:08] and then
[1:51:10] >> out of room.
[1:51:11] >> Yeah. Out of land.
[1:51:12] >> Out of land. Well, even if they did
[1:51:14] that, if somebody has has an acre and
[1:51:17] they've built on one side of their acre,
[1:51:19] then they would be able to subdivide and
[1:51:21] build on the other half with this new
[1:51:23] law if it came to be. So,
[1:51:26] >> a lot more subdivisions,
[1:51:27] >> everybody in the middle.
[1:51:28] >> Yeah. Yeah. And and so it's a balance,
[1:51:31] but it's a constant conversation. And
[1:51:33] so, again, we we just want to be
[1:51:35] prepared because if we know what we're
[1:51:37] up against, we'll be able to prepare
[1:51:38] what's best for the city. If we're not,
[1:51:40] we're going to get blindsided by
[1:51:41] somebody sneaks in and tells us what
[1:51:44] today or
[1:51:45] >> Yeah.
[1:51:47] >> Okay. Thank you. Uh council.
[1:51:50] >> Um I haven't met with the finance
[1:51:53] committee or PTR, so I don't have
[1:51:56] anything there. Uh just events. Um we
[1:52:00] got Woodland Hills Days coming up. It's
[1:52:02] always something. I think we're doing
[1:52:04] pretty good. There's a lot of us, so
[1:52:06] it's really nice. Um Dan and I are
[1:52:10] working on that together. And then we
[1:52:13] have four committee chair people that
[1:52:16] are splitting it and then they all have
[1:52:18] their people that are helping with
[1:52:20] everything. So I think it's good.
[1:52:22] >> It's nice to see that there's more
[1:52:24] people involved.
[1:52:25] >> Yeah.
[1:52:25] And I um Tim and Hillary, you
[1:52:29] know, Hillary's trying to level a few
[1:52:31] things up and make it nicer and she's
[1:52:33] kind of taking taking it by the horns,
[1:52:36] so to speak, and I like that. And um and
[1:52:39] so yeah, it's good. Um, we had an idea
[1:52:42] presented and I texted it around and I'm
[1:52:46] going to bring it up here because I want
[1:52:48] Brian to have
[1:52:49] >> kill me.
[1:52:50] >> I haven't told anybody yet. I was
[1:52:52] asking.
[1:52:53] >> Well, there was an idea and the the
[1:52:56] problem with the idea was the in the
[1:52:59] drought year people are worried about
[1:53:00] the water usage and how that would
[1:53:02] appear.
[1:53:05] So, there were some alternative ideas
[1:53:07] presented.
[1:53:08] >> Okay.
[1:53:09] um that we could talk about, but um
[1:53:12] yeah,
[1:53:14] it the thought was maybe a rubber ducky
[1:53:16] derby of some description, which would
[1:53:18] be so fun.
[1:53:19] >> Salem does something like that.
[1:53:21] >> Yeah, but Salem's got
[1:53:22] >> the bond.
[1:53:23] >> I I get all of it. I saw something
[1:53:27] >> so freaking
[1:53:30] >> I saw something that was I thought was a good something we could do.
[1:53:37] >> But if people are are against it, then
[1:53:40] >> they're not against it. They're just
[1:53:41] worried about how it would look during a
[1:53:44] high drought water shortage year. There
[1:53:48] was there was
[1:53:49] >> it's not a massive amount of water. I
[1:53:50] mean, we're a few hundred gallons.
[1:53:53] >> I know. Um, somebody suggested maybe uh
[1:53:57] like a a bouncy ball one though, like
[1:54:00] with bouncy balls.
[1:54:01] >> I mean, anything anything works. I just
[1:54:02] saw like, hey, we can actually do that.
[1:54:05] Everybody does those around here.
[1:54:09] » No to fire hose. Just dump water out of
[1:54:12] it back.
[1:54:14] >> You set them all up and then you dump
[1:54:15] them
[1:54:16] >> and then you set it out and see
[1:54:18] >> have a water. It would be so fun. I
[1:54:20] think it would be really fun. Um, and
[1:54:21] the thought and I it was my thought that
[1:54:23] maybe that could be like a fundraiser or
[1:54:25] something for the fire department. Uh,
[1:54:28] but
[1:54:29] maybe not this year, but I I think it
[1:54:33] could be a good idea for next year if
[1:54:34] it's if we have a little more water. Um,
[1:54:37] and I yeah, I don't really have any
[1:54:39] concerns there. Um, we do need to get
[1:54:41] some more advertising going. I think
[1:54:44] we're all feeling a little stretched,
[1:54:45] but
[1:54:46] >> but we're still getting it all done.
[1:54:48] >> So, advertisements. All advertisements
[1:54:51] going forward are going to be specific
[1:54:52] to specific elements of it. So, we'll
[1:54:55] have something specific for car shows,
[1:54:56] something specific for rather than just
[1:54:58] generic over and over and over. Uh we do
[1:55:01] want to draw focus towards specific
[1:55:02] things that we do up there that might
[1:55:04] draw maybe somebody will come up
[1:55:06] specifically for the the marketplace
[1:55:09] like you know the craft shop stuff. Some
[1:55:11] might come up specifically for the uh
[1:55:13] the car show. just something to
[1:55:17] hopefully draw just enough interest from
[1:55:19] somebody to come up and then experience
[1:55:20] everything else. So, I think that would
[1:55:21] be ideal. Um, and we don't want to
[1:55:24] overburden the city pages, but it's our
[1:55:28] big event, so you're going to probably
[1:55:29] as we roll up to it, it'll get more and
[1:55:31] more.
[1:55:32] >> Um, let's hit it hard.
[1:55:33] >> Yeah. The the one the one thing that I
[1:55:36] think we should probably bring up at
[1:55:37] some point, we've been a small
[1:55:38] community, still are a very small
[1:55:40] community, and we've always offered the
[1:55:41] hot dogs for free. We're starting to see
[1:55:44] in some of our events more and more uh
[1:55:46] people are bringing up their families
[1:55:49] and their grandkids and you know it's be the family of seven that used to
[1:55:53] come or the family of six that used to
[1:55:54] come is now larger. Um Hillary
[1:55:58] specifically is trying to get um more
[1:56:01] marketplace people to bring up and
[1:56:02] hopefully draw additional nonwen Hills
[1:56:06] residents to the Wen Hills event. Um, at
[1:56:09] some point I think we're gonna have to
[1:56:10] look at whether we're going to continue
[1:56:12] to offer free dinner.
[1:56:13] >> We started charging last year,
[1:56:14] >> right? But I I'm not sure how we're
[1:56:16] executing.
[1:56:17] >> It was by um
[1:56:18] >> donation.
[1:56:19] >> It was honor on your
[1:56:20] >> honor system. Okay. I had my sister and
[1:56:23] I paid for her.
[1:56:24] >> Wait, what did we charge? Five bucks.
[1:56:26] >> Five bucks a meal.
[1:56:27] >> All right.
[1:56:27] >> And I thought it worked
[1:56:28] >> out. Okay.
[1:56:29] >> I thought it worked good. We raised I
[1:56:31] mean we didn't raise a ton, but we
[1:56:32] raised I want to say three or $400.
[1:56:35] >> It was just Venmo, right? Or who was it?
[1:56:37] Venmo and I had a sign and I could we
[1:56:39] could make a we could make a better sign
[1:56:41] so that it's a little more prominent
[1:56:42] because it was just in one of those
[1:56:44] paper
[1:56:45] >> right
[1:56:46] >> I was thinking also put it because the
[1:56:47] line gets really long maybe put it at
[1:56:49] the back so people when they first get
[1:56:51] in line they can just scan it right then
[1:56:53] instead of waiting till
[1:56:54] >> or have it two or three times.
[1:56:55] >> Yeah instead of just waiting at the end.
[1:56:58] >> Yeah. So anyway, I was just thinking
[1:56:59] about that. I mean I I don't really care
[1:57:01] about it being a money razor. I just
[1:57:03] want to make sure that as as we start to
[1:57:04] get more demand that
[1:57:06] >> that they're that we're not
[1:57:07] >> it's not a burden.
[1:57:08] >> Yeah. Well, we're not just feeding a
[1:57:09] bunch of randos who come up for free
[1:57:11] dinner and don't really want to
[1:57:12] participate in the city. They're just
[1:57:13] looking for a free dinner.
[1:57:15] >> Um
[1:57:15] >> especially Jay dogs.
[1:57:17] >> Yeah. Yeah. Exactly.
[1:57:18] >> J, right?
[1:57:18] >> But you know, so anyway, just just food
[1:57:21] for thought um of how to execute
[1:57:23] something like that a little bit. Um, so
[1:57:26] >> I have one other thing just um where if
[1:57:29] we're going to do the pavers and want
[1:57:30] maybe want people to sign up and have a
[1:57:32] booth at Woodland Hills Days, maybe we
[1:57:34] could have more at the booth like maybe
[1:57:36] it could be I was thinking maybe kind of
[1:57:38] a city booth where you could have that
[1:57:41] but maybe have some other things like
[1:57:43] maybe just some information about what's
[1:57:45] going on in the community because people
[1:57:46] always say they don't know what's going
[1:57:48] on and maybe the mayor could be at or
[1:57:52] around the booth to answer questions.
[1:57:54] if people question
[1:57:56] >> a mayor dump tank ask a question throw a
[1:57:58] ball
[1:58:00] >> I'm just saying
[1:58:01] >> be a good idea
[1:58:02] >> maybe just to have
[1:58:04] >> 100 degrees I'm
[1:58:05] >> just to maybe just to give people the
[1:58:07] opportunity to find out oh you know we
[1:58:10] have all these things we have a
[1:58:11] newsletter and we have the messages that
[1:58:14] go out and we have all the things and
[1:58:16] still people say they don't know what's
[1:58:17] going on
[1:58:18] >> yeah have a have a QR code that goes to
[1:58:21] the city web page in the community web
[1:58:24] page,
[1:58:24] >> some kind of like littleformational
[1:58:26] booth, but then also have the papers for
[1:58:28] the
[1:58:29] >> I just thought maybe a city booth would
[1:58:31] be a good idea.
[1:58:31] >> It's not a bad idea.
[1:58:33] >> I love the idea of getting people over
[1:58:35] there
[1:58:36] >> by having the dunk take for the mayor
[1:58:38] would be excit
[1:58:42] » we're just going to have one person in
[1:58:43] there.
[1:58:44] >> You have to ask a question to
[1:58:46] >> You have to ask a question and then you
[1:58:47] get to have a throw.
[1:58:50] No, no, no.
[1:58:53] >> I'll be busy cooking Jay Dos.
[1:58:55] >> Um,
[1:58:58] >> standing behind him watching him doing,
[1:58:59] "Hey, are you guys doing good?" I do, I
[1:59:01] do have one thing to bring up u that I
[1:59:03] don't know if just you and I, but um
[1:59:05] it's the is it the United Way uh like
[1:59:09] the week of service day of service this
[1:59:11] week
[1:59:11] >> on the on September 10th.
[1:59:13] >> On the 10th. Okay. So, I think it's like
[1:59:15] the eth 10th or whatever. Thursday.
[1:59:16] >> Yeah. It's always the day before. So, um
[1:59:19] >> I did have a youth group ask if the city
[1:59:23] needed help to prepare the park for
[1:59:24] Woodland Hills stays as part of that
[1:59:26] service.
[1:59:26] >> Absolutely.
[1:59:27] >> Trimming and weeding and whatever else
[1:59:29] for the city.
[1:59:30] >> I know planning on doing something.
[1:59:33] >> Um I know our ward is trying to figure
[1:59:36] out something. So,
[1:59:39] >> let's try and get that coordinated. So,
[1:59:41] if you could send all of those because
[1:59:45] Ted has nothing to do.
[1:59:46] >> Yes.
[1:59:47] >> Send those to Ted and he
[1:59:51] >> the day of service.
[1:59:52] >> Day of service. We just have a lot of
[1:59:53] youth in the in the area needing a
[1:59:56] something for service and I thought they
[1:59:57] might be able to help at the park
[2:00:00] weeding
[2:00:02] >> I've had to reach out as well.
[2:00:04] >> I feel like we have somebody up there
[2:00:06] doing that every year.
[2:00:08] I had a call from
[2:00:10] >> Yeah.
[2:00:11] >> asking about some ideas.
[2:00:13] >> I I gave him a bunch of ideas and then
[2:00:15] referred him to Janet
[2:00:18] >> Sheriff
[2:00:19] >> to maybe talk to Park.
[2:00:22] >> Maybe
[2:00:23] >> we try and coordinate.
[2:00:26] >> I think Well, I think they're all
[2:00:28] looking for for it. So, we might as well
[2:00:29] just get
[2:00:30] >> Let's get 80 kids up there and they'll
[2:00:32] make quick. Is that something we could I
[2:00:34] think we asked we had parks and recck do
[2:00:36] that before and kind of help coordinate
[2:00:38] that. Was that
[2:00:40] >> I think there's lots of good I think
[2:00:41] there's lots of stuff we could
[2:00:44] >> I helped coordinate.
[2:00:45] >> What about at the beginning of the city
[2:00:47] too like at the mailboxes in that area
[2:00:49] because we're not in construction but
[2:00:51] that might be a good place to clean up
[2:00:53] for too for when people
[2:00:54] >> delegate when they're never in the city.
[2:00:58] And then mayor, just real quickly, um,
[2:01:00] for Woodland Hills Days, are we going to
[2:01:01] be able to have the flags available? All
[2:01:04] the flags that we've put up on.
[2:01:06] >> All right. I'm gonna I've got something
[2:01:08] working with the flag ceremony that I
[2:01:11] would like to maybe
[2:01:13] >> um it also
[2:01:16] >> help me think, but it is the the 25th
[2:01:19] anniversary of September 11th.
[2:01:22] >> Uh, it might be
[2:01:24] >> we have America 250. We have the 25th
[2:01:27] anniversary of 911. We have your
[2:01:30] birthday. So, we could have a lot of
[2:01:31] celebrations going on at the same time.
[2:01:34] >> I got a birthday this year, too.
[2:01:35] >> Yeah, exactly.
[2:01:36] >> I just had one.
[2:01:39] >> Yeah.
[2:01:40] >> Okay. All right.
[2:01:41] >> Just I'm just saying. So, we should make
[2:01:43] it special like a moment of silence or
[2:01:45] something.
[2:01:46] >> Yeah. Well, the the flag ceremony
[2:01:47] actually does have something to do with
[2:01:48] September 11th, even though it'll be on
[2:01:50] the 12th, but
[2:01:52] >> we've got we've got something lined up.
[2:01:54] We hopefully it turns out we're waiting
[2:01:55] on two musicians to commit. It could be
[2:01:58] kind of special.
[2:01:58] >> Maybe we could do a moment of silence on
[2:02:05] » moment.
[2:02:06] >> Yes.
[2:02:06] >> Um talk about a city booth. How about
[2:02:10] playing a video in there for people to
[2:02:14] watch and you could we can count the
[2:02:16] years that uh we've been in existence
[2:02:20] and and just make a little comment.
[2:02:23] celebration there and play that video
[2:02:25] for those who may not have seen it.
[2:02:27] >> If the link's still available,
[2:02:29] >> show the link.
[2:02:30] >> Yeah, because it's on the city.
[2:02:31] >> We just get a a star link up there to
[2:02:33] stream it if we need to for from
[2:02:35] YouTube. I know.
[2:02:40] » Um, one other thing too that u you
[2:02:42] mentioned the time of the city. One of
[2:02:44] the staff shirt designs I have is the
[2:02:48] year that city was incorporated and it's
[2:02:50] kind of got like this cool little design
[2:02:52] on it. All
[2:02:53] right.
[2:02:54] >> One thing at Salem days, um, they all
[2:02:57] the council and the mayor had matching
[2:03:01] shirts.
[2:03:01] >> Yes.
[2:03:02] >> So, they were easily identifiable.
[2:03:05] >> Um, I think that
[2:03:06] >> that be
[2:03:07] >> extremely helpful for just
[2:03:09] >> Should that be different than staff the
[2:03:11] staff shirts of of
[2:03:13] >> I think so.
[2:03:15] >> Okay. Because I was I was going to have
[2:03:16] the staff and like some
[2:03:17] >> those are for Toby.
[2:03:19] >> Maybe different
[2:03:20] >> like a red for staff and then maybe for
[2:03:22] a council member.
[2:03:23] >> Theirs were like the freaking American
[2:03:26] flag. Like they were bright.
[2:03:28] >> Um t-shirt.
[2:03:30] >> I was think t-shirt.
[2:03:31] >> No, they were kind of like a
[2:03:33] >> like Yeah, I was I think something
[2:03:35] >> cut like I think Steves with that
[2:03:37] >> that double
[2:03:39] >> cuff on. I think that would be nice
[2:03:40] because like at the America 250 there
[2:03:42] were people but I didn't know like and I
[2:03:44] was just talking to them and then they said, "Well, what's your name?" And
[2:03:47] I told them and they were like, "Oh."
[2:03:49] Because they didn't know I was city
[2:03:51] council person.
[2:03:52] >> I'm just saying it was a little bit like
[2:03:54] >> other thing too that we we had a quite a
[2:03:56] few years ago was we had um name badges
[2:03:59] made that weren't just write your name
[2:04:01] on a thing, but actually name badges we
[2:04:03] could wear whenever we were doing public
[2:04:04] events or going to some of our board
[2:04:06] meetings or they were magnetic pin these
[2:04:10] >> our they were magnetic. Um um and so you
[2:04:14] could just put them on whatever shirt
[2:04:15] you were wearing because of the magnet.
[2:04:17] It wasn't pin on and they were really
[2:04:19] nice badges and they said council person
[2:04:22] and it had our logo on it and so we
[2:04:24] could wear it so people could see our
[2:04:25] name right when they were talking to us
[2:04:27] and recognize who we were. So it might
[2:04:29] be beneficial to get the matching shirt
[2:04:31] and a new name badge.
[2:04:33] >> I think that makes a lot of sense. But I
[2:04:35] do like the magnetic ones because when
[2:04:37] we're wearing other clothes, you don't
[2:04:39] always want to put a pin through it.
[2:04:42] >> Perfect. Okay. Anything else, Janet?
[2:04:44] >> That's it.
[2:04:45] >> Okay. Council message.
[2:04:47] >> My turn. Um, we had our South Alley um
[2:04:51] animal shelter meeting today. Lots lots
[2:04:54] went on. Um, I did send a flyer to Janet
[2:04:58] and Jody about putting um something in
[2:05:01] the newsletter. They're having a big
[2:05:03] event on September 24th. Um it always is
[2:05:07] um a lot of people come can adopt pets,
[2:05:09] etc. Um the other things that we talked
[2:05:12] about was um we approved um an agreement
[2:05:17] with Utah County for legal services.
[2:05:19] There's been an increase in legal
[2:05:21] services. Um and so we've done that and that was good. Um, also Spring Lake,
[2:05:28] as you know, just incorporated um and
[2:05:30] has a new mayor and council and they've
[2:05:32] asked to join. So, they're going to be
[2:05:34] joining soon there. And because of that,
[2:05:37] then we're going to update the existing
[2:05:40] interlocal agreements with all the
[2:05:41] participating partners. Probably won't
[2:05:43] change much, but since now we have some
[2:05:45] legal counsel, they can look that over,
[2:05:47] make sure everything's in compliance
[2:05:48] with state law, etc. Um,
[2:05:52] the other thing is, um,
[2:05:56] got to look through my notes here. Um,
[2:05:58] we had a 95% save rate for dogs and 87%
[2:06:02] save rate for cats for the month of
[2:06:04] July. Um, those that are not saved are
[2:06:08] mostly those who have been injured or
[2:06:10] who are really sick. If an animal comes
[2:06:12] in that is aggressive and is in there
[2:06:14] because they've been biting people, they
[2:06:17] can't um, adopt them out. Um and so
[2:06:20] there are some other issues. Um we're
[2:06:23] also working on um
[2:06:27] there's a big issue that's happening
[2:06:29] right now and it's kind of like the
[2:06:31] equivalent to human trafficking but with
[2:06:33] animals from other states that are
[2:06:35] coming through and Department of
[2:06:37] Agriculture is supposed to be stopping
[2:06:39] them at the border and they're supposed
[2:06:41] to be showing the paperwork that they
[2:06:42] have their shots and they have
[2:06:43] everything and and it's good and they
[2:06:45] can come to our state. The problem is is
[2:06:47] that we don't know where they go and a
[2:06:50] lot of them don't stop. And so there was
[2:06:52] a big influx of of animals that came
[2:06:55] from Texas after a disaster down there.
[2:06:58] And it was found that they had screworm
[2:07:00] and heartworm which are both
[2:07:02] transferable to humans and to other
[2:07:04] animals. And so the vets have seen an
[2:07:07] increase in um in having to euthanize
[2:07:11] some some pets. We haven't got any stats
[2:07:14] on if it's been transferred to people
[2:07:16] yet. Of course, we have medical things
[2:07:18] that can help us get through them. And
[2:07:20] the medical community might not even
[2:07:22] know that it might be because of this.
[2:07:24] There might there'sn't been a
[2:07:25] correlation yet, but um there's no
[2:07:28] accountability right now. And a lot of
[2:07:30] times um the catch and release, they'll
[2:07:34] they stay in neuterm but they don't
[2:07:36] treat their disease. And so they're
[2:07:38] letting them go into the communities.
[2:07:40] And so some of our communities around us
[2:07:43] are noticing an increase in in this um
[2:07:47] this issue. So we're supposed to notice
[2:07:50] if any of our residents call and say my
[2:07:53] dog or my cat's throwing up blood or
[2:07:55] something like that so that um so that
[2:07:58] they the shelter is aware of where this
[2:08:01] might have been spread to. And then um
[2:08:04] working with department of agriculture
[2:08:07] to have some accountability there um
[2:08:10] because it does can affect humans and
[2:08:13] livestock. So some of the livestock out
[2:08:15] on the west side has been affected by
[2:08:18] this. So that's those are the things
[2:08:21] that we talked about. There was an art
[2:08:23] there was um something done by Alex
[2:08:26] Carrero uh a news report about this
[2:08:28] recently and so it's kind of been more
[2:08:31] in the news lately but some people just
[2:08:34] haven't uh noticed but um the animal
[2:08:37] shelter we're doing some some good
[2:08:39] things. We're going to also oh one thing
[2:08:41] I forgot they updated their website and
[2:08:43] they also have a new license website.
[2:08:46] So, if you have licensed your animal
[2:08:48] like you're supposed to and your animal
[2:08:50] is lost, in addition to our Woodland
[2:08:52] Hills page where you can put your
[2:08:54] picture and say, "Has anybody seen my
[2:08:56] dog or my cat?" Um, you can go on there
[2:08:58] and they'll they'll put pictures of
[2:09:00] animals that have been brought in in
[2:09:02] case it's yours. You can just go on that
[2:09:04] website and see the picture and say,
[2:09:06] "Ah, get down there. It's there." And
[2:09:09] so, because not everybody who license
[2:09:11] their cat or dog gets it chipped. If
[2:09:14] it's chipped, they can call you. If it's
[2:09:15] not, then you just have to look. So,
[2:09:18] that was I thought was a good thing.
[2:09:21] >> That's all we have.
[2:09:22] >> Okay. Thank you. Uh, council member
[2:09:25] Roden, anything
[2:09:27] update
[2:09:27] >> perfectly there.
[2:09:29] >> Okay. Any items for an upcoming city
[2:09:30] council meeting?
[2:09:32] >> Um, no. The only thing that I wanted to
[2:09:34] bring up is just talking to Sher
[2:09:36] briefly. Sounds like I'm in charge of
[2:09:39] putting together a meeting to talk about
[2:09:40] the fundraiser. So, I'm going to I might
[2:09:43] need some help to do it an official way
[2:09:44] if it's an official meeting, but August
[2:09:47] 31st at 6:30. And I'll probably hold
[2:09:49] that at the pavilion.
[2:09:51] >> Which day?
[2:09:53] >> August 31st.
[2:09:57] » I think it's
[2:10:02] » Oh, that's fine.
[2:10:05] >> Okay. What's
[2:10:08] Who are they? because he's gonna have
[2:10:10] >> It's me.
[2:10:12] >> It's Woodland Hills Day's committee.
[2:10:14] >> Oh, it is. Okay. Um
[2:10:19] >> No, we have this room. I reserve this
[2:10:21] room.
[2:10:21] >> Can you have a different room?
[2:10:23] >> Well, if you're doing PTR, that really
[2:10:25] needs to be And that sounds like who
[2:10:27] you're meeting with.
[2:10:28] >> She doesn't seem to want to do it
[2:10:30] formally.
[2:10:32] So,
[2:10:34] >> she she has to
[2:10:38] She doesn't want ever want to, but she needs to.
[2:10:41] >> Yeah, they need to be a formal meeting.
[2:10:43] >> could you connect it
[2:10:45] >> since it's the same people. Could you
[2:10:47] ask Sher to
[2:10:48] >> PTR meeting?
[2:10:49] >> No, it's not a PTR. It's a Woodland
[2:10:50] Hills day meeting. I thought you said it
[2:10:51] was a PTR meeting.
[2:10:53] >> When is the next PTR meeting?
[2:10:56] >> Can I just be added to the agenda on
[2:10:57] that?
[2:10:57] >> It's supposed to be next week.
[2:11:01] >> I'll be gone next week.
[2:11:05] I haven't seen an agenda or heard
[2:11:07] anything though.
[2:11:08] >> It's supposed to be the 18th. So then
[2:11:10] the next one after that would be
[2:11:14] September 15th
[2:11:15] >> after Woodland Hills Day, which doesn't
[2:11:17] help.
[2:11:18] >> You have to have it in August.
[2:11:21] >> Or we could do maybe we could do the
[2:11:23] 18th.
[2:11:28] » Would that work?
[2:11:29] >> I think sooner is better. So you have
[2:11:31] time to prepare
[2:11:34] >> because I just reserved you a booth.
[2:11:36] >> You did good. Thank you.
[2:11:38] >> So if you could get a agenda
[2:11:41] >> Sure.
[2:11:41] >> to us uh no later than noon on Monday.
[2:11:45] >> Okay.
[2:11:46] >> So August 18th at 6:30 p.m.
[2:11:49] >> Yes.
[2:11:49] >> And here.
[2:11:51] >> Um I was going to do it at the pavilion,
[2:11:52] but we could do it here if that's
[2:11:53] better.
[2:11:54] >> Well, we do it here typically because we
[2:11:56] can record it and required to record
[2:11:59] committee meetings. Got you.
[2:12:05] Okay, thank you. 6:30 work. Is that the
[2:12:07] typical time?
[2:12:09] >> If you want it 6:30, it's otherwise on
[2:12:11] the calendar for 7, but 6:30 is fine.
[2:12:18] » Wonderful. Then we will take a quick
[2:12:21] break here. Um, it is currently 8:12.
[2:12:25] Uh, how about a quick break? Let's be
[2:12:28] back here at 8:15.
[2:12:34] Kobe's.
[2:12:36] >> Okay. Like to call this uh city council
[2:12:38] meeting to order. Uh we are going to
[2:12:40] have an invocation by council member
[2:12:42] Malovich and then a pledge of allegiance
[2:12:45] from the present council member
[2:12:47] Hutchings.
[2:12:49] Our
[2:12:56] dear heavenly father, we're grateful for
[2:12:59] this opportunity we have to meet as a
[2:13:01] city council to discuss the needs and of
[2:13:04] our city. We're grateful for our
[2:13:07] citizens and the the sense of community
[2:13:10] that we have in looking out for each
[2:13:13] other, for being mindful of of each
[2:13:16] other, for the patience, and for the
[2:13:22] um willingness to to come together in
[2:13:25] times of need and in times of
[2:13:28] celebration.
[2:13:29] We're grateful for our community, for
[2:13:32] our mountain, and for the beauty that
[2:13:34] thou has provided for us. Please
[2:13:36] continue to bless us with safety in this
[2:13:39] fire season. We also pray for the
[2:13:42] communities that have been impacted by
[2:13:43] the fires this year and and potential
[2:13:46] flooding that they will
[2:13:49] see some relief soon with the the um
[2:13:52] impending cooler temperatures.
[2:13:56] Please bless us this night that we can
[2:13:59] um discuss and deliberate the needs of
[2:14:03] our city that we can be mindful of of
[2:14:07] those needs and um of the impact they
[2:14:10] have. Help us to make the decision
[2:14:12] that's best for everyone and um that we
[2:14:16] can
[2:14:19] continue to have a quality of life that
[2:14:21] we enjoy here in Woodland Hills.
[2:14:25] God, we're grateful for thy blessings
[2:14:28] upon our city, the safety and the
[2:14:30] mindfulness of our citizens in helping
[2:14:32] us to protect it during this fire
[2:14:34] season. And we say these things in the
[2:14:35] name of Jesus Christ. Amen.
[2:14:39] » Please rise and join with me in saying
[2:14:42] our pledge of allegiance.
[2:14:45] I pledge algiance to the flag of the
[2:14:48] United States of America and to the
[2:14:51] republic for which it stands.
[2:14:54] One nation under God, indivisible, with
[2:14:58] liberty and justice for all.
[2:15:03] » Thank you both.
[2:15:05] Okay, we'd like to open the public
[2:15:07] comment section of our meeting. Uh,
[2:15:09] public comments are limited to two
[2:15:11] minutes per person, individual, unless

[2:15:23] read aloud during the meeting, but will
[2:15:26] be distributed to the city council and
[2:15:28] included in the meeting's record.
[2:15:30] So, it looks like we've got a couple.
[2:15:33] Diana, anything today?
[2:15:36] Sean, Dorl,
[2:15:39] >> Dorl already made his comment.
[2:15:40] >> Yeah. Yeah, Dored. I'll second that.
[2:15:43] Dor.

[2:16:01] >> I'll make a motion.
[2:16:02] >> I have a motion from Council Member Lunt
[2:16:04] and a second by Council Member
[2:16:06] Valkovich. Uh, all in favor?
[2:16:08] >> I.
[2:16:09] >> Uh, any opposed?
[2:16:11] That uh motion passes. Um, we're going
[2:16:14] to now move on to the business items.
[2:16:16] approval of the contract repair of the
[2:16:19] exterior of the city center. Um, it
[2:16:22] seems like you guys are operating under
[2:16:23] last week's appro or last council
[2:16:26] approval.
[2:16:27] >> I think that's sufficient. I'm I'm happy
[2:16:29] to make another
[2:16:33] >> motion if you would like to. So, I'd
[2:16:36] like to make a motion that uh the that
[2:16:40] we go back with a standard scope of work
[2:16:43] for each of the contractors and give the
[2:16:50] give the approval for
[2:16:53] I don't remember what we had approved
[2:16:55] last time
[2:16:57] >> just that which is budgeted
[2:16:58] >> that what what we budgeted um and give
[2:17:02] that authorization to the mayor. um with
[2:17:06] city c or city staff's approval of of
[2:17:10] updated uh up to that money of updated
[2:17:14] quotes.
[2:17:15] >> But but not oh up up to the so changing

[2:17:23] >> No, I got the first one to help me
[2:17:25] establish the budget.
[2:17:26] >> Okay.
[2:17:27] >> So that's where that number came from
[2:17:29] and why that first quote came in. So,
[2:17:32] >> and so that's still where we stand on
[2:17:34] that that quote, but as long as we're
[2:17:36] within that budget amount that the mayor
[2:17:39] can make that uh final decision.

[2:19:10] thank you to each one of the members of
[2:19:11] that committee.
[2:19:12] >> I have actually written thank you notes
[2:19:14] to each one of
[2:19:15] >> But I want to make sure it's from that
[2:19:17] council and official um that they're
[2:19:20] getting getting that as part of this
[2:19:22] resolution to dissolve.
