[1:07] du 22 août au 25 septembre pour
[1:08] la ville de Beaconsfield.
[1:17] Tout d'abord, nous avons, je
[1:19] l'avais mentionné un peu au
[1:20] dernier conseil, la rentrée
[1:21] scolaire qui s'en venait. Et
[1:22] voilà, c'est fait, et c'est
[1:24] réussi! Du 28 août jusqu'au 1er
[1:26] septembre, plusieurs opérations
[1:28] en sécurité routière ont été
[1:29] planifiées afin d'assurer la
[1:30] sécurité de nos tout-petits lors
[1:31] de la rentrée. Comme lors des
[1:34] années passées, vous avez été
[1:35] présent dans les 16 écoles du
[1:38] secteur. En prévention et lors
[1:41] d'opérations de répression pour
[1:43] faire respecter les règles du
[1:44] Code de la sécurité routière. Au
[1:45] total, on parle de 19
[1:47] opérations, prévention et
[1:49] répression. 41 constat
[1:52] d'infraction ont été émis lors
[1:53] des opérations. J'en profite
[1:57] pour parler du fait que la
[1:59] sécurité routière, c'est
[2:00] l'affaire de tous. Nous avons
[2:01] besoin de la collaboration de
[2:02] chacun pour assurer la sécurité
[2:03] de tous les usagers. Si vous
[2:05] avez des plaintes de circulation
[2:06] dans les zones scolaires de
[2:08] Beaconsfield, n'hésitez pas et
[2:10] communiquer par courriel avec le
[2:11] porte-de... postes de quartier
[2:12] un, pardon. Sécurité routière.
[2:16] En plus de toutes les opérations
[2:18] en sécurité routière, des agents
[2:20] patrouilleur du poste de
[2:21] quartier un pour le mois d'août
[2:22] et de septembre, l'agent de
[2:25] circulation a effectué un total
[2:27] de cinq opérations vitesse
[2:28] habitant Field. Le 23 août et le
[2:30] 7 septembre, c'était
[2:32] Beaconsfield et Chow, une
[2:34] opération vitesse. Le 24 août,
[2:36] Saint-Charles et Beaconsfield.

[2:44] veut, opération en lien avec la
[2:46] rentrée scolaire, présence aux
[2:48] abords de l'école afin de faire
[2:49] respecter la signalisation. Le 7

[2:53] Saint-Edmond, opération vitesse
[2:55] en zone scolaire. Et finalement,
[2:57] le 5 septembre, Saint-Charles et
[2:59] Peace King, opération de vitesse
[3:01] sur le boulevard Saint-Charles.
[3:02] Pour ce qui est de la patrouille
[3:04] à vélo, le 29 août, le 30
[3:06] août... en fait, le 29 août,
[3:08] c'était à l'école Saint-Rémy. Le
[3:10] 30 août, à l'école primaire
[3:12] Beaconsfield et l'école John est
[3:14] Kennedy. Le 1er septembre,
[3:16] c'était à l'école on a Christmas
[3:22] Park et l'école Saint-Rémy.
[3:23] C'est une présence de policiers
[3:24] à vélo, plusieurs dépliants ont
[3:26] été remis concernant les
[3:27] infractions constatées. Très
[3:28] belle collaboration, en passant,
[3:29] avec la sécurité publique de
[3:30] Beaconsfield. Encore pour la
[3:35] patrouiller à vélo, une
[3:36] dernière, le 7 septembre. Une
[3:39] dernière opération de vitesse à
[3:41] l'école John F. Kennedy. Pour
[3:43] les agents sociaux
[3:44] communautaires, en lien avec la
[3:46] rentrée scolaire, le 28 août au
[3:48] 1er septembre, plusieurs écoles
[3:49] de Beaconsfield, dont Sherbrooke
[3:52] Académie junior, Sherbrooke
[3:54] Académie senior, l'école
[3:55] primaire Beaconsfield et l'école
[3:57] primaire John F. Kennedy,
[3:59] visitez par les agents sociaux
[4:00] communautaires. Plusieurs
[4:02] patrouilleurs préventives et
[4:03] interaction avec parents et
[4:04] enfants et le personnel
[4:05] scolaire. Remise de dépliants
[4:07] auprès des nombreux parents
[4:09] d'élèves. C'était plus en
[4:10] prévention avec les agents
[4:12] sociaux communautaires. Le 21
[4:13] septembre, encore une fois, les
[4:14] agents sociaux communautaires
[4:16] ont rencontré toutes les
[4:17] directions des écoles du
[4:18] secteur. Ça, c'est toutes les
[4:20] directions des écoles du
[4:21] secteur. Présentation, offre de
[4:22] services, signature de l'annexe
[4:24] C et des ateliers préventifs.
[4:28] Pour ce qui est de la
[4:29] criminalité des événements
[4:32] signalés, dans la ville de
[4:35] Beaconsfield, on parle de quatre
[4:37] vols de véhicules dans les
[4:39] secteurs résidentiels, deux
[4:41] tentatives de vol de véhicules,
[4:43] un véhicule volé et retrouver,
[4:46] un vol dans un véhicule, un
[4:48] délit de fuite avec blessés. La
[4:52] victime, c'était véhicules
[4:54] versus vélo. La victime était en
[4:56] vélo. Deux vols qualifiés sur
[4:59] personne, dans le coin de Elm.
[5:01] Et une introduction par
[5:02] effraction dans une résidence
[5:03] privée. Pour ce qui est de la
[5:07] fermeture de l'autoroute 40, je
[5:09] ne vous en avait pas parlé la
[5:10] dernière fois que j'étais venu
[5:11] au micro, mais j'ai un
[5:14] engagement. Et comme chef du
[5:17] poste de quartier un, je tenais
[5:19] à vous informer que je suis
[5:23] conscient des difficultés
[5:24] auxquelles vous avez dû faire
[5:26] face pour plusieurs week-end en
[5:27] raison de la fermeture de
[5:29] l'autoroute 40. Après la
[5:30] difficile fin de semaine du 19
[5:32] et 20 août, sachez que nous
[5:34] avons mobilisé une équipe
[5:35] composée de policiers du SPVM et
[5:37] de la SQ afin de faciliter la
[5:40] circulation des résidents du
[5:41] secteur, ainsi que des services
[5:43] d'urgence. Leur mission consiste
[5:46] est également à dégager les
[5:48] voies secondaires afin d'éviter
[5:50] de paralyser la municipalité de
[5:51] Beaconsfield.
[5:58] Je suis conscient également des
[6:00] nombreuses entraves qui ont eu
[6:01] lieu ces dernières années, et je
[6:03] vous suis reconnaissant d'avoir
[6:05] fait preuve de patience. Je
[6:07] tiens à vous assurer que je
[6:08] m'engage à travailler en
[6:09] collaboration avec les nombreux
[6:12] partenaires externes

[6:16] , la Sûreté du Québec, les
[6:17] municipalités de cette ville et
[6:18] Sainte-Anne de Bellevue, pour
[6:19] mettre en place une table de
[6:21] concertation. L'objectif de
[6:23] cette table est de faciliter la
[6:24] communication et de mieux
[6:25] planifier de futures entraves
[6:28] jusqu'en 2030, compte tenu de la
[6:29] construction du nouveau pont.
[6:32] Par ailleurs, je travaille
[6:35] actuellement avec la section de
[6:37] la coordination afin de
[6:38] développer un plan d'urgence de
[6:39] circulation en cas de fermeture
[6:42] du pont ou d'accident majeur sur
[6:44] celui-ci. En attendant, je tiens

[6:51] implique de nombreux

[10:26] Sainte-Anne-de-Bellevue et cette
[10:27] ville. On s'en est rendu compte,
[10:28] je vous donne l'exemple...

[10:33] d'attente de laver jusqu'à
[10:35] Lakeshore. C'était toutes les
[10:36] routes secondaires qui sont
[10:37] paralysés. Suite à ces fins de
[10:43] semaine là, j'ai vraiment
[10:44] discuté j'ai été catégorique
[10:45] avec la MTQ qu'on va devoir
[10:47] mettre une équipe de policiers,
[10:49] justement, pour pallier ça, en
[10:52] place, pour la circulation. Ce
[10:53] n'est pas juste une question de
[10:55] circulation et de sauver du
[10:56] temps, c'est aussi une question
[10:57] de s'assurer que les services
[10:59] d'urgence se rendent à
[11:03] destination attend... vous
[11:06] comprenez qu'on ne peut pas être
[11:09] dans le trafic. Il y a une
[11:10] caserne de pompiers sur Anciens
[11:12] Combattants. On doit être là,
[11:13] sur le terrain, justement pour
[11:15] faire face à ça.

[11:26] été, on a eu des travaux sur la
[11:28] 40. Il prenait la voie de

[11:35] aberrant. Une autre chose, c'est
[11:41] que les entrées sur l'autoroute,
[11:42] à cause des travaux, c'est
[11:44] dangereux. C'est absolument
[11:46] incroyable. Il y a à peu près
[11:48] 100 mètres pour entrer sur
[11:50] l'autoroute. Je ne peux pas
[11:51] comprendre que ce soit toléré.

[11:55] soirs, parce qu'il y a une voix
[12:02] pour joindre l'autre, et tout le
[12:04] monde attend, et ça cause des
[12:05] accidents tous les soirs.

[12:10] été l'enfer, le 19 et le 20
[12:11] août, quand ils ont fermé la 40
[12:13] pour dévier la circulation sur
[12:14] la voie de service. Et juste

[12:20] pour que les véhicules puissent
[12:22] reprendre la 40, ça a été
[12:25] l'enfer partout. C'est pour ça
[12:26] que les voies secondaires, ça
[12:28] touche le SPVM, le service
[12:31] d'urgence qu'on doit offrir aux
[12:32] citoyens. Il y a peut-être un
[12:33] enjeu de sécurité. Donc, c'est
[12:36] pour ça que suite à ça, j'ai
[12:40] rencontré les responsables du
[12:42] MTQ, justement, pour prévoir une
[12:44] équipe de circulation. Est-ce
[12:46] que ce... est-ce que ça arrivera
[12:49] à nouveau? Probablement, mais au
[12:50] moins, on va être mieux préparé
[12:51] la prochaine fois. En fait,
[12:53] c'est arrivé la fin de semaine
[12:54] d'après, la même entrave, la 40.

[16:05] expanding and remit -- renaming
[16:07] a friendly Beaconsfield into
[16:11] accessibility Beaconsfield. The
[16:13] H friendly municipality
[16:14] committee and action plan refers
[16:16] to a municipality that has
[16:18] obtained certification from the
[16:19] Québec government AFM program.
[16:26] The term age friendly
[16:28] municipality means a
[16:30] municipality that encourages
[16:32] active participation, optimizing
[16:33] health, and safety of older
[16:35] citizens to improve their
[16:36] quality of life. And in concrete
[16:40] terms, and age friendly city
[16:42] adapts its structures and
[16:45] services so that seniors with
[16:48] disabilities and needs can
[16:49] access and have their points. As
[16:51] this is a certification, we
[16:54] cannot change the terminology
[16:55] according to our demands. The
[16:58] city of Beaconsfield has also
[17:01] adopted a universal
[17:02] accessibility action plan, which
[17:04] demonstrates that cities
[17:07] commitment taking full concrete
[17:09] measures to promote the
[17:10] inclusion, integration, and full
[17:13] participation of everyone in
[17:14] this territory. This plan is
[17:16] available for consultation on

[18:18] resolutions giving a favourable
[18:19] opinion on the recommendation by
[18:20] the Commission municipale du
[18:21] Québec, CMQ, of a property tax
[18:25] exemption for the properties
[18:26] identified as lots 2 424 402,
[18:32] 103 Biscayne. 1 417 500, 478
[18:36] Lord. And locked 2 424 016, 129
[18:41] Rowan. Also a lot 1 969 963, 330
[18:46] Sherbrooke. Why is there a
[18:50] recognition over property tax
[18:52] exemption, and how much
[18:53] financial assistance is
[18:54] involved. The immovable of that
[18:59] were identified here are used by
[19:02] the West Island seniors as
[19:05] temporary residential services
[19:07] for users with an intellectual
[19:11] disability, or an autism
[19:13] spectrum disorder, and
[19:15] therefore, they are asking the
[19:17] CAQ to be recognized as having a
[19:20] tax exemption under the act
[19:21] respecting municipal taxation.
[19:26] The city is not opposing the tax
[19:28] redemption. If it is approved by
[19:29] the CMQ. I have to also point
[19:33] out that the properties will now
[19:35] fall under the unused tax
[19:37] category. The other questions

[22:14] Mr. pounds, 20.3 is an
[22:18] authorization of an initial
[22:20] expense of 309,000, all taxes
[22:25] included, for contract 60722-AR,
[22:29] for the construction of a new
[22:32] chalet at beacon Hill Park. The
[22:34] city originally estimated that
[22:35] the new chalet would cost $1
[22:37] million. Council approved over
[22:41] $3 million. Please, explain the
[22:42] additional expense of 309,000
[22:46] 323,000 -- those are the numbers
[22:49] that you have quoted, and I've
[22:51] quoted you. What I have to tell
[22:54] you here is that the additional
[22:57] expenses is $40,000 for the
[23:00] additional excavation, and
[23:04] 39,000 for the security system
[23:05] to be installed. There is a
[23:10] retaining wall that is also
[23:11] required. That is
[23:18] 160,745. And an additional --
[23:19] that's gonna cost 27,000. So
[23:21] that explains, I think, the
[23:23] 309,000. It's not exactly to the
[23:26] dollar because there are some

[52:14] engineers report says the break
[52:16] is in good condition. The
[52:19] luminous siding is okay, some of

[52:23] shingles are good. That's
[52:25] positive. But the report also
[52:31] says that your garage is
[52:33] detaching from the frame of the
[52:34] home. It is sinking and must be
[52:37] demolished. The report states
[52:41] that -- so, your roof
[52:47] ventilation is possibly in
[52:49] existent. They can't find any
[52:51] opening to the roof. The windows
[52:53] and doors are 30 to 35 years
[52:54] old. We have exceeded their
[52:59] useful life. No leap holds, so
[53:06] there is poor spacing
[53:08] ventilation behind the brick
[53:09] work. So, no drains, surprising
[53:19] and worrisome giving the
[53:20] flooding that we have. The
[53:24] interior walls have cracks. And
[53:27] they noticed a major fissure
[53:29] along the ceiling, which
[53:33] indicates that their roof has
[53:36] transferred part of the
[53:38] structural weight from the roof
[53:40] to the walls. That is in the
[53:42] report. And that the engineer
[53:44] has found that additional
[53:47] framework was added to solidify
[53:48] the structure. The basement is
[53:55] only 74 inches high. I'm not a
[53:56] tall guy. But it's a bit over
[53:58] six feet, you are much taller
[53:59] than me, young men, so that's
[54:01] gonna bump your head. The
[54:03] electrical needs to be changed.
[54:05] And the repair largely exceeds
[54:08] the value of the building, these
[54:10] are all conclusions of the
[54:12] report, so, I'm having a hard
[54:15] time accepting that the building
[54:17] is in a good state, and that the
[54:19] cost is reasonable. So, for
[54:23] those reasons, I voted in favour
[54:24] of the demolition. And we can go
[54:27] into a discussion about
[54:30] demolishing homes and changing
[54:32] neighbourhoods. I hear a lot
[54:34] from residents that are
[54:36] concerned about bigger homes
[54:37] going up on properties, that is
[54:39] true, there is a concern about
[54:41] that. But we have other bylaws
[54:42] in place with setbacks, and we
[54:44] have a really strong CCU that
[54:50] ensures that new buildings fit
[54:51] into the area. And when we look
[54:52] at the other homes around, there
[54:55] is a mixture, it seems that this
[54:56] neighbourhood is in development.
[54:58] Now, as a city, we are either
[55:01] allowing for homeowners to do
[55:02] what they are allowed to do on
[55:03] their property, or not. And so,
[55:09] for myself, I was in favour of
[55:11] the demolition. However, the
[55:14] majority rules in the vote was
[55:15] against your demand. So, thank
[55:19] you for listening, thank you,

[1:13:22] Beaconsfield or as with the
[1:13:26] association of the large suburb.

[1:13:30] but it was an interesting
