[0:04]
- Bonsoir. Bienvenue à la séance
[0:07]
ordinaire du conseil municipal
[0:09]
du 25 septembre 2023.
[0:39]
- À l'unanimité.
[0:48]
- Bonjour, commandant. C'est à
[0:49]
vous le plancher.
[0:57]
- Merci beaucoup, Monsieur le
[0:58]
Maire. Bonjour, tout le monde.
[1:02]
Voici le rapport des activités
[1:05]
du
[1:06]
(---)
[1:07]
du 22 août au 25 septembre pour
[1:08]
la ville de Beaconsfield.
[1:17]
Tout d'abord, nous avons, je
[1:19]
l'avais mentionné un peu au
[1:20]
dernier conseil, la rentrée
[1:21]
scolaire qui s'en venait. Et
[1:22]
voilà, c'est fait, et c'est
[1:24]
réussi! Du 28 août jusqu'au 1er
[1:26]
septembre, plusieurs opérations
[1:28]
en sécurité routière ont été
[1:29]
planifiées afin d'assurer la
[1:30]
sécurité de nos tout-petits lors
[1:31]
de la rentrée. Comme lors des
[1:34]
années passées, vous avez été
[1:35]
présent dans les 16 écoles du
[1:38]
secteur. En prévention et lors
[1:41]
d'opérations de répression pour
[1:43]
faire respecter les règles du
[1:44]
Code de la sécurité routière. Au
[1:45]
total, on parle de 19
[1:47]
opérations, prévention et
[1:49]
répression. 41 constat
[1:52]
d'infraction ont été émis lors
[1:53]
des opérations. J'en profite
[1:57]
pour parler du fait que la
[1:59]
sécurité routière, c'est
[2:00]
l'affaire de tous. Nous avons
[2:01]
besoin de la collaboration de
[2:02]
chacun pour assurer la sécurité
[2:03]
de tous les usagers. Si vous
[2:05]
avez des plaintes de circulation
[2:06]
dans les zones scolaires de
[2:08]
Beaconsfield, n'hésitez pas et
[2:10]
communiquer par courriel avec le
[2:11]
porte-de... postes de quartier
[2:12]
un, pardon. Sécurité routière.
[2:16]
En plus de toutes les opérations
[2:18]
en sécurité routière, des agents
[2:20]
patrouilleur du poste de
[2:21]
quartier un pour le mois d'août
[2:22]
et de septembre, l'agent de
[2:25]
circulation a effectué un total
[2:27]
de cinq opérations vitesse
[2:28]
habitant Field. Le 23 août et le
[2:30]
7 septembre, c'était
[2:32]
Beaconsfield et Chow, une
[2:34]
opération vitesse. Le 24 août,
[2:36]
Saint-Charles et Beaconsfield.
[2:41]
(---)
[2:42]
Le 30 août, Beaconsfield et ne
[2:44]
veut, opération en lien avec la
[2:46]
rentrée scolaire, présence aux
[2:48]
abords de l'école afin de faire
[2:49]
respecter la signalisation. Le 7
[2:51]
septembre, c'était à l'école
[2:53]
Saint-Edmond, opération vitesse
[2:55]
en zone scolaire. Et finalement,
[2:57]
le 5 septembre, Saint-Charles et
[2:59]
Peace King, opération de vitesse
[3:01]
sur le boulevard Saint-Charles.
[3:02]
Pour ce qui est de la patrouille
[3:04]
à vélo, le 29 août, le 30
[3:06]
août... en fait, le 29 août,
[3:08]
c'était à l'école Saint-Rémy. Le
[3:10]
30 août, à l'école primaire
[3:12]
Beaconsfield et l'école John est
[3:14]
Kennedy. Le 1er septembre,
[3:16]
c'était à l'école on a Christmas
[3:22]
Park et l'école Saint-Rémy.
[3:23]
C'est une présence de policiers
[3:24]
à vélo, plusieurs dépliants ont
[3:26]
été remis concernant les
[3:27]
infractions constatées. Très
[3:28]
belle collaboration, en passant,
[3:29]
avec la sécurité publique de
[3:30]
Beaconsfield. Encore pour la
[3:35]
patrouiller à vélo, une
[3:36]
dernière, le 7 septembre. Une
[3:39]
dernière opération de vitesse à
[3:41]
l'école John F. Kennedy. Pour
[3:43]
les agents sociaux
[3:44]
communautaires, en lien avec la
[3:46]
rentrée scolaire, le 28 août au
[3:48]
1er septembre, plusieurs écoles
[3:49]
de Beaconsfield, dont Sherbrooke
[3:52]
Académie junior, Sherbrooke
[3:54]
Académie senior, l'école
[3:55]
primaire Beaconsfield et l'école
[3:57]
primaire John F. Kennedy,
[3:59]
visitez par les agents sociaux
[4:00]
communautaires. Plusieurs
[4:02]
patrouilleurs préventives et
[4:03]
interaction avec parents et
[4:04]
enfants et le personnel
[4:05]
scolaire. Remise de dépliants
[4:07]
auprès des nombreux parents
[4:09]
d'élèves. C'était plus en
[4:10]
prévention avec les agents
[4:12]
sociaux communautaires. Le 21
[4:13]
septembre, encore une fois, les
[4:14]
agents sociaux communautaires
[4:16]
ont rencontré toutes les
[4:17]
directions des écoles du
[4:18]
secteur. Ça, c'est toutes les
[4:20]
directions des écoles du
[4:21]
secteur. Présentation, offre de
[4:22]
services, signature de l'annexe
[4:24]
C et des ateliers préventifs.
[4:28]
Pour ce qui est de la
[4:29]
criminalité des événements
[4:32]
signalés, dans la ville de
[4:35]
Beaconsfield, on parle de quatre
[4:37]
vols de véhicules dans les
[4:39]
secteurs résidentiels, deux
[4:41]
tentatives de vol de véhicules,
[4:43]
un véhicule volé et retrouver,
[4:46]
un vol dans un véhicule, un
[4:48]
délit de fuite avec blessés. La
[4:52]
victime, c'était véhicules
[4:54]
versus vélo. La victime était en
[4:56]
vélo. Deux vols qualifiés sur
[4:59]
personne, dans le coin de Elm.
[5:01]
Et une introduction par
[5:02]
effraction dans une résidence
[5:03]
privée. Pour ce qui est de la
[5:07]
fermeture de l'autoroute 40, je
[5:09]
ne vous en avait pas parlé la
[5:10]
dernière fois que j'étais venu
[5:11]
au micro, mais j'ai un
[5:14]
engagement. Et comme chef du
[5:17]
poste de quartier un, je tenais
[5:19]
à vous informer que je suis
[5:23]
conscient des difficultés
[5:24]
auxquelles vous avez dû faire
[5:26]
face pour plusieurs week-end en
[5:27]
raison de la fermeture de
[5:29]
l'autoroute 40. Après la
[5:30]
difficile fin de semaine du 19
[5:32]
et 20 août, sachez que nous
[5:34]
avons mobilisé une équipe
[5:35]
composée de policiers du SPVM et
[5:37]
de la SQ afin de faciliter la
[5:40]
circulation des résidents du
[5:41]
secteur, ainsi que des services
[5:43]
d'urgence. Leur mission consiste
[5:46]
est également à dégager les
[5:48]
voies secondaires afin d'éviter
[5:50]
de paralyser la municipalité de
[5:51]
Beaconsfield.
[5:58]
Je suis conscient également des
[6:00]
nombreuses entraves qui ont eu
[6:01]
lieu ces dernières années, et je
[6:03]
vous suis reconnaissant d'avoir
[6:05]
fait preuve de patience. Je
[6:07]
tiens à vous assurer que je
[6:08]
m'engage à travailler en
[6:09]
collaboration avec les nombreux
[6:12]
partenaires externes
[6:15]
(inaudible)
[6:16]
, la Sûreté du Québec, les
[6:17]
municipalités de cette ville et
[6:18]
Sainte-Anne de Bellevue, pour
[6:19]
mettre en place une table de
[6:21]
concertation. L'objectif de
[6:23]
cette table est de faciliter la
[6:24]
communication et de mieux
[6:25]
planifier de futures entraves
[6:28]
jusqu'en 2030, compte tenu de la
[6:29]
construction du nouveau pont.
[6:32]
Par ailleurs, je travaille
[6:35]
actuellement avec la section de
[6:37]
la coordination afin de
[6:38]
développer un plan d'urgence de
[6:39]
circulation en cas de fermeture
[6:42]
du pont ou d'accident majeur sur
[6:44]
celui-ci. En attendant, je tiens
[6:46]
à vous remercier pour votre
[6:48]
patience et votre collaboration
[6:50]
face à ce défi colossal qui
[6:51]
implique de nombreux
[6:52]
partenaires. Merci de votre
[6:54]
confiance. Vous pouvez en tout
[6:56]
temps composer le on 280-0101
[7:01]
pour rejoindre le poste de
[7:02]
quartier un. Ou envoyez un
[7:04]
courriel au PDQ1. Vous pouvez
[7:08]
également consulter notre site
[7:11]
Web
[7:12]
(---)
[7:13]
. Vous trouverez une grande
[7:14]
quantité d'information. Soyez
[7:15]
assurés de notre disponibilité
[7:17]
pour que toute préoccupation
[7:18]
soulevée par les citoyens de
[7:19]
véhiculer Field.
[7:52]
- Merci beaucoup, commandant,
[7:53]
pour ce rapport d'activités.
[7:54]
Est-ce qu'il y a des questions?
[8:14]
- Monsieur le Maire, j'aurais
[8:15]
une question?
[8:16]
- Oui?
[8:17]
- Bonjour, Monsieur le
[8:18]
commandant. Merci pour votre
[8:19]
intervention. Je siège avec des
[8:23]
collègues et des membres
[8:24]
d'administrations sur le Comité
[8:25]
de la circulation. Je voulais
[8:26]
vous informer que nos réunions
[8:27]
redémarre le 6 octobre. On avait
[8:30]
jusqu'à récemment la chance
[8:31]
d'avoir un constable qui
[8:32]
participait aux travaux du
[8:33]
comité, constable Mathieu, qui a
[8:35]
pris sa retraite récemment. Je
[8:37]
voulais juste m'assurer qu'on
[8:39]
puisse avoir
[8:40]
(inaudible)
[8:41]
... qui participeraient à nos
[8:43]
travaux. Je pense que ce que
[8:44]
vous pouvez apporter comme
[8:45]
expertise, comme savoir et comme
[8:47]
contribution, ça aide grandement
[8:50]
nos travaux. Je voulais
[8:52]
simplement vous amener ça,
[8:54]
amener ça à votre attention.
[8:55]
- Oui, merci pour la question.
[8:57]
Oui, on a l'agent Morin est un
[9:03]
agent QSR qui est à la retraite
[9:05]
présentement qui va être
[9:06]
remplacé le 15 octobre. C'est
[9:08]
certain que vous devriez avoir
[9:09]
quelqu'un qui va participer au
[9:11]
comité. En fait, il va y avoir
[9:14]
un policier aux cinq comités de
[9:17]
consultation des cinq comités
[9:18]
qu'on dessert.
[9:19]
- Merci.
[9:20]
- Il y a une question...
[9:25]
identifiez-vous, s'il vous
[9:26]
plaît.
[9:27]
- Yves Bergeron, de
[9:30]
Beaconsfield. Vous parlez de
[9:31]
jusqu'à 2030. Vous allez faire
[9:32]
un programme jusqu'à 2030.
[9:38]
Pendant 7 ans, on s'attend
[9:39]
encore à avoir des travaux
[9:41]
importants?
[9:43]
- Je peux répondre.
[9:46]
- C'est ça la question?
[9:47]
- C'est votre question,
[9:48]
Monsieur? 2030, c'est la date
[9:51]
pour le nouveau pont. Il va y
[9:53]
avoir des entraves sur
[9:55]
l'autoroute 40 jusqu'à 2030,
[9:57]
justement, pour les travaux sur
[9:58]
le pont. Je vous ai parlé de la
[10:02]
fin de semaine qui a été l'enfer
[10:04]
un peu partout, dont pour les
[10:07]
municipalités de
[10:08]
Sainte-Anne-de-Bellevue et
[10:09]
Senneville, qui ont coûté plus
[10:10]
que n'importe qui. Suite à ça,
[10:14]
l'importance du SPVM et de la
[10:16]
SQ, justement, de communiquer
[10:18]
avec le MTQ et de prévoir
[10:20]
d'avance les fermetures, les
[10:21]
entraves, parce que ce n'est pas
[10:24]
juste les municipalités de
[10:26]
Sainte-Anne-de-Bellevue et cette
[10:27]
ville. On s'en est rendu compte,
[10:28]
je vous donne l'exemple...
[10:31]
Baie-D'Urfé, c'était 1 heure
[10:33]
d'attente de laver jusqu'à
[10:35]
Lakeshore. C'était toutes les
[10:36]
routes secondaires qui sont
[10:37]
paralysés. Suite à ces fins de
[10:43]
semaine là, j'ai vraiment
[10:44]
discuté j'ai été catégorique
[10:45]
avec la MTQ qu'on va devoir
[10:47]
mettre une équipe de policiers,
[10:49]
justement, pour pallier ça, en
[10:52]
place, pour la circulation. Ce
[10:53]
n'est pas juste une question de
[10:55]
circulation et de sauver du
[10:56]
temps, c'est aussi une question
[10:57]
de s'assurer que les services
[10:59]
d'urgence se rendent à
[11:03]
destination attend... vous
[11:06]
comprenez qu'on ne peut pas être
[11:09]
dans le trafic. Il y a une
[11:10]
caserne de pompiers sur Anciens
[11:12]
Combattants. On doit être là,
[11:13]
sur le terrain, justement pour
[11:15]
faire face à ça.
[11:20]
- Ce n'est pas une question
[11:22]
additionnelle, c'est juste...
[11:24]
j'apprécie vos efforts, mais cet
[11:26]
été, on a eu des travaux sur la
[11:28]
40. Il prenait la voie de
[11:30]
service pour prendre trois
[11:32]
sorties. Kirkland faisait des
[11:33]
travaux en même temps sur la
[11:34]
voie de service. Je trouve ça
[11:35]
aberrant. Une autre chose, c'est
[11:41]
que les entrées sur l'autoroute,
[11:42]
à cause des travaux, c'est
[11:44]
dangereux. C'est absolument
[11:46]
incroyable. Il y a à peu près
[11:48]
100 mètres pour entrer sur
[11:50]
l'autoroute. Je ne peux pas
[11:51]
comprendre que ce soit toléré.
[11:53]
On entend sirènes tous les
[11:55]
soirs, parce qu'il y a une voix
[12:02]
pour joindre l'autre, et tout le
[12:04]
monde attend, et ça cause des
[12:05]
accidents tous les soirs.
[12:06]
- En fait, ce dont vous parlez,
[12:08]
c'est la fin de semaine qui a
[12:10]
été l'enfer, le 19 et le 20
[12:11]
août, quand ils ont fermé la 40
[12:13]
pour dévier la circulation sur
[12:14]
la voie de service. Et juste
[12:18]
fermer la 40, voies de service,
[12:20]
pour que les véhicules puissent
[12:22]
reprendre la 40, ça a été
[12:25]
l'enfer partout. C'est pour ça
[12:26]
que les voies secondaires, ça
[12:28]
touche le SPVM, le service
[12:31]
d'urgence qu'on doit offrir aux
[12:32]
citoyens. Il y a peut-être un
[12:33]
enjeu de sécurité. Donc, c'est
[12:36]
pour ça que suite à ça, j'ai
[12:40]
rencontré les responsables du
[12:42]
MTQ, justement, pour prévoir une
[12:44]
équipe de circulation. Est-ce
[12:46]
que ce... est-ce que ça arrivera
[12:49]
à nouveau? Probablement, mais au
[12:50]
moins, on va être mieux préparé
[12:51]
la prochaine fois. En fait,
[12:53]
c'est arrivé la fin de semaine
[12:54]
d'après, la même entrave, la 40.
[12:56]
Et c'était beaucoup mieux. C'est
[13:03]
pas facile, hein? C'est beaucoup
[13:04]
de partenaires, le MTQ, la SQ,
[13:07]
le SPVM. On a aussi la Ville de
[13:09]
Montréal qui est impliqué. Ce
[13:10]
sont des tables de concertation.
[13:13]
L'idée, là-dedans, c'est que ça
[13:14]
ne tourne pas en rond et qu'on
[13:16]
voit vraiment la différence sur
[13:17]
le terrain.
[13:18]
- Et souvent, ce sont des
[13:20]
équipes qui travaillent en silo.
[13:22]
- Exactement.
[13:25]
- Est-ce qu'il y a d'autres
[13:26]
questions?
[13:34]
Alors, merci beaucoup,
[13:35]
commandant.
[13:36]
- Merci. Est-ce que je peux
[13:37]
rajouter quelque chose, Monsieur
[13:38]
le Maire? Je voulais juste dire
[13:39]
qu'on a un système spécial. Tout
[13:43]
citoyen qui appelle aux postes
[13:44]
de quartier un sera rappelé par
[13:45]
un policier. C'est important,
[13:46]
c'est quelque chose que j'ai mis
[13:47]
en place quand je suis arrivé il
[13:49]
y a cinq mois, au poste de
[13:51]
quartier un. Ce n'est plus un
[13:52]
courriel, quand vous appelez,
[13:55]
vous allez avoir un policier qui
[13:56]
va vous répondre, qui va aller
[13:57]
sur le terrain, qui va valider
[14:00]
votre plainte. Je vous encourage
[14:01]
à communiquer, et ça n'a pas
[14:02]
besoin d'être par téléphone. Par
[14:03]
courriel, on vous rappelle.
[14:04]
Voilà.
[14:06]
- C'est un excellent message,
[14:07]
commandant. J'espère que les
[14:12]
gens vont en prendre davantage.
[14:15]
C'est en vous appelant, le PDQ1,
[14:17]
qu'il va y avoir de l'action
[14:19]
rapidement.
[14:20]
- Oui.
[14:21]
- Merci beaucoup, merci beaucoup
[14:22]
pour cette initiative. On
[14:24]
l'apprécie énormément.
[14:25]
- Merci.
[14:26]
- Merci.
[14:31]
>> And now, we are going to -- I
[14:35]
am going to answer the questions
[14:38]
that we got in the mail. First
[14:43]
question came from Nicole. I
[14:47]
will resume the first three
[14:52]
questions that were submitted,
[14:53]
which will be answered by the
[14:54]
administration. And I highly
[15:01]
recommend in the future to ask
[15:02]
that type of question that we
[15:05]
summarized here, to go directly
[15:06]
to the administration with her
[15:10]
questions. The item that we are
[15:16]
summarizing, by the
[15:18]
administration, belated two
[15:20]
St-Andrew, how are fees are
[15:25]
applied, 45, 18, 19, and 20. And
[15:28]
there was a question regarding
[15:31]
pesticides, rodents, wildfires.
[15:33]
Again, the administration will
[15:35]
answer legal questions too
[15:37]
Madame -- however, there were
[15:40]
two questions that I'd like to
[15:43]
answer, one was item 16.3 and
[15:49]
16.4, which is H friendly
[15:50]
municipality. I love that you
[15:51]
have an age-friendly
[15:54]
municipality committee and goal.
[15:55]
This is universal design that
[15:58]
would make things accessible.
[16:00]
However, there's still a lot of
[16:02]
accessibility concerns in
[16:03]
Beaconsfield. Please consider
[16:05]
expanding and remit -- renaming
[16:07]
a friendly Beaconsfield into
[16:11]
accessibility Beaconsfield. The
[16:13]
H friendly municipality
[16:14]
committee and action plan refers
[16:16]
to a municipality that has
[16:18]
obtained certification from the
[16:19]
Québec government AFM program.
[16:26]
The term age friendly
[16:28]
municipality means a
[16:30]
municipality that encourages
[16:32]
active participation, optimizing
[16:33]
health, and safety of older
[16:35]
citizens to improve their
[16:36]
quality of life. And in concrete
[16:40]
terms, and age friendly city
[16:42]
adapts its structures and
[16:45]
services so that seniors with
[16:48]
disabilities and needs can
[16:49]
access and have their points. As
[16:51]
this is a certification, we
[16:54]
cannot change the terminology
[16:55]
according to our demands. The
[16:58]
city of Beaconsfield has also
[17:01]
adopted a universal
[17:02]
accessibility action plan, which
[17:04]
demonstrates that cities
[17:07]
commitment taking full concrete
[17:09]
measures to promote the
[17:10]
inclusion, integration, and full
[17:13]
participation of everyone in
[17:14]
this territory. This plan is
[17:16]
available for consultation on
[17:17]
our website. Madame Alexopoulos,
[17:24]
since you are chairman of the
[17:26]
age friendly committee, is there
[17:29]
everything, anything you would
[17:30]
like to add?
[17:31]
>> Thank you, Mister Mayor.
[17:34]
Within the committee, Councillor
[17:40]
Roger Moss, co-chair, we hold a
[17:42]
meeting once every two months,
[17:44]
and we discuss the issues that
[17:46]
affect our senior residence and
[17:48]
how to improve. And we actually
[17:51]
have a grant coming to us. We
[17:53]
applied for a grant from new
[17:54]
horizons, that gives us
[17:56]
structures and parks that will
[17:57]
benefit our seniors. And we are
[17:59]
always open to ideas if anybody
[18:01]
has an idea, and they want to
[18:03]
email us, and how we can
[18:04]
improve, please do so. It is on
[18:05]
the website. Thank you.
[18:07]
>> Thank you. Second question
[18:12]
from Madame Corrado's agenda
[18:16]
item 30.9, ten, 11, 12,
[18:18]
resolutions giving a favourable
[18:19]
opinion on the recommendation by
[18:20]
the Commission municipale du
[18:21]
Québec, CMQ, of a property tax
[18:25]
exemption for the properties
[18:26]
identified as lots 2 424 402,
[18:32]
103 Biscayne. 1 417 500, 478
[18:36]
Lord. And locked 2 424 016, 129
[18:41]
Rowan. Also a lot 1 969 963, 330
[18:46]
Sherbrooke. Why is there a
[18:50]
recognition over property tax
[18:52]
exemption, and how much
[18:53]
financial assistance is
[18:54]
involved. The immovable of that
[18:59]
were identified here are used by
[19:02]
the West Island seniors as
[19:05]
temporary residential services
[19:07]
for users with an intellectual
[19:11]
disability, or an autism
[19:13]
spectrum disorder, and
[19:15]
therefore, they are asking the
[19:17]
CAQ to be recognized as having a
[19:20]
tax exemption under the act
[19:21]
respecting municipal taxation.
[19:26]
The city is not opposing the tax
[19:28]
redemption. If it is approved by
[19:29]
the CMQ. I have to also point
[19:33]
out that the properties will now
[19:35]
fall under the unused tax
[19:37]
category. The other questions
[19:46]
came from Mr. Gary pounce -- oh,
[19:52]
I'm sorry. There is a third
[19:53]
question here. Yes, on 275 L, if
[20:00]
you approve this project, please
[20:02]
mandate that the residents is
[20:04]
all affordable housing, and not
[20:07]
overpriced, market value Homes,
[20:08]
that only which people can
[20:09]
afford. Building vertically
[20:15]
saves green space, please retain
[20:17]
all the local businesses. It
[20:20]
could all be incorporated into a
[20:22]
mixed residential building with
[20:24]
the housing on top and the
[20:25]
businesses on the bottom. That
[20:27]
way, no one loses their local
[20:31]
business. Police also at an
[20:32]
edition of public library to the
[20:33]
site. Also, retain the trees on
[20:35]
and around the site. Madame
[20:38]
Corrado, this is not the city's
[20:44]
project. And the services
[20:45]
provided is up to the promoter.
[20:47]
The space for commercial
[20:49]
businesses will be determined
[20:52]
based on the location of the
[20:54]
project, and it is its potential
[20:55]
for future commercial success.
[20:58]
The planned project is mixed
[21:02]
housing and commercial. And I
[21:03]
have to point out that, very
[21:07]
important here, that if item 40
[21:09]
point to on the agenda tonight
[21:12]
is adopted by Council, there
[21:14]
will be a public consultation on
[21:17]
the project on October 24th,
[21:20]
where all residents will be able
[21:23]
to participate and make
[21:26]
comments, and also, exchange
[21:29]
with the Council and exchange
[21:32]
with the administration on this
[21:34]
particular project and submit
[21:35]
their concerns. Now, the next
[21:41]
question is -- I have to look at
[21:45]
my things here -- I thought
[21:49]
there were two questions. Oh,
[21:55]
okay. So, that was a question
[21:57]
from Mr. pound, actually. Mr.
[21:59]
pound, I'm sorry, but I did
[22:02]
answer your questions on the CMQ
[22:04]
property tax exemption. So, now
[22:08]
you know exactly where that
[22:10]
stance. Your second question is,
[22:14]
Mr. pounds, 20.3 is an
[22:18]
authorization of an initial
[22:20]
expense of 309,000, all taxes
[22:25]
included, for contract 60722-AR,
[22:29]
for the construction of a new
[22:32]
chalet at beacon Hill Park. The
[22:34]
city originally estimated that
[22:35]
the new chalet would cost $1
[22:37]
million. Council approved over
[22:41]
$3 million. Please, explain the
[22:42]
additional expense of 309,000
[22:46]
323,000 -- those are the numbers
[22:49]
that you have quoted, and I've
[22:51]
quoted you. What I have to tell
[22:54]
you here is that the additional
[22:57]
expenses is $40,000 for the
[23:00]
additional excavation, and
[23:04]
39,000 for the security system
[23:05]
to be installed. There is a
[23:10]
retaining wall that is also
[23:11]
required. That is
[23:18]
160,745. And an additional --
[23:19]
that's gonna cost 27,000. So
[23:21]
that explains, I think, the
[23:23]
309,000. It's not exactly to the
[23:26]
dollar because there are some
[23:29]
additional other minor
[23:30]
modifications that are also
[23:31]
included. And now, it is up to
[23:37]
the floor here for any questions
[23:38]
from the floor.
[23:44]
>> -- my question is an item
[23:51]
40.2 and 45.60. 45.16, the Elm
[23:57]
blossom. I very much believe and
[24:03]
government by rule of law, and
[24:06]
I'm sure you do. And our bylaws
[24:09]
are put in place to ensure that
[24:13]
we have livable neighbourhoods.
[24:15]
We have setbacks so that people
[24:18]
don't encroach on our space. We
[24:23]
have height restrictions so that
[24:25]
buildings don't loom over us and
[24:26]
we don't lose all sunlight. But
[24:33]
this -- I read right through all
[24:34]
of this. The developer is asking
[24:40]
for 18 items to contravene all
[24:43]
bylaws. And they don't
[24:45]
contravene all bylaws nearly by
[24:47]
centimetres or millimetres, but
[24:50]
by whole metres. And some of
[24:52]
them are multiple metres. And he
[24:55]
is asking to do this in the
[24:56]
middle of a neighbourhood. We
[25:03]
have asked as a community, we
[25:05]
have asked several times to have
[25:07]
a meeting with the developer,
[25:10]
and, Mister Mayor, we strongly
[25:13]
suggested to the developer that
[25:15]
he meets with us. And he
[25:18]
obviously has no respect for
[25:20]
your position or our position
[25:22]
because we have not been able to
[25:23]
meet with the developer. So, my
[25:25]
first question is -- considering
[25:29]
all of this, we request that we
[25:35]
meet with the developer prior to
[25:38]
any approval of this first
[25:39]
draft. Once you go ahead with
[25:45]
this, it is much more difficult
[25:46]
for us to be heard., So, that is
[25:53]
our first request. The second
[25:54]
question that I have is --
[25:58]
covers the very, very last item
[25:59]
here. There are two members of
[26:03]
the council who are on the
[26:04]
Planning and Advisory Committee.
[26:08]
And it says here -- which I
[26:11]
don't understand at all how it
[26:12]
could be said -- that the
[26:14]
Planning and Advisory Committee
[26:17]
is of the opinion that all the
[26:18]
criteria are respected and the
[26:21]
bylaws. And I would like an
[26:24]
explanation of the process that
[26:27]
says that a developer can come
[26:28]
in, trample over all our bylaws,
[26:33]
ask for setbacks which are
[26:37]
contrary to everything we have
[26:38]
in our neighbourhood, and
[26:41]
height, also the same thing.
[26:42]
Thank you.
[26:44]
>> That's why we are going to
[26:46]
have a public consultation on
[26:49]
October 24th, so you can, in
[26:50]
fact, express all your concerns
[26:55]
and Council will certainly take
[26:57]
them into consideration, what
[26:59]
will be done and what will be
[27:01]
said. Because we are not
[27:03]
approving the project at this
[27:06]
point. Basically, we are
[27:08]
designing the bulk. And so, on
[27:13]
the 24th, you will get an
[27:15]
opportunity to really express
[27:17]
your concerns about that. In the
[27:18]
meantime, I hope that the
[27:26]
developer here is very well. I
[27:28]
would strongly suggest, strongly
[27:30]
suggest to the promoter that he
[27:31]
meets with the residents in the
[27:33]
area, and explain the project,
[27:36]
and explain and listen to their
[27:38]
concerns, so that in the final
[27:41]
project, you can also make sure
[27:45]
that you incorporate some of
[27:47]
those concerns, maybe not all of
[27:48]
them, but some of those
[27:50]
concerns, so that your project
[27:53]
will be unacceptable project for
[27:55]
the neighbourhood. So, I really,
[27:58]
again, lead with the promoter to
[28:02]
go ahead and organize that kind
[28:03]
of meeting with the
[28:04]
neighbourhood.
[28:06]
>> Mister Mayor, you said that
[28:08]
three times in just those strong
[28:12]
words. The developer is
[28:13]
obviously ignoring you -- as he
[28:15]
is ignoring us.
[28:18]
>> Well, you know, this would
[28:20]
certainly come up on October
[28:22]
24th when we have a public
[28:23]
consultation. And at that point,
[28:27]
Council will have to take that
[28:30]
into consideration, the fact
[28:32]
that the promoter has not
[28:34]
listened very carefully to the
[28:35]
neighbourhood.
[28:38]
>> Just in addition, my fear is
[28:42]
if this passes tonight, then we
[28:44]
have something written in stone.
[28:46]
And it's much more difficult for
[28:48]
us as residents to get our --
[28:54]
our opinions across.
[28:57]
>> I will let Mr. Chabot explain
[29:03]
to you what we are going -- to
[29:05]
it hasn't been adopted yet, but
[29:06]
we will build on it later.
[29:09]
>> Thank you, Mister Mayor.
[29:12]
>> As you know, the area that is
[29:16]
developed by the developer is a
[29:17]
commercial area. So, there is
[29:20]
nothing in the bylaw that fits
[29:22]
that type of development that he
[29:24]
is proposing, so that's why we
[29:26]
are entering to the route of
[29:29]
using the particular tiny
[29:30]
program, which is included in
[29:32]
the provincial law of urban
[29:33]
planning. And it is exactly the
[29:36]
same process that is the zoning
[29:39]
change. So, today, like the Mr.
[29:42]
mayor said, the proposition is
[29:45]
for the parks. In the meantime,
[29:47]
and I'm pretty sure he is
[29:48]
hearing you right now, he has to
[29:51]
meet with you. I said it clearly
[29:54]
also, I transmitted the comments
[29:56]
from Mr. Mayor. And I think at
[29:58]
this time, because the project
[30:00]
is going to go ahead,
[30:02]
technically, depending on the
[30:03]
council, he's gonna be meeting
[30:05]
with everyone in the area, I'm
[30:07]
pretty positive of that.
[30:10]
>> Okay, you know, I am reading
[30:12]
through this. And some of the
[30:14]
items in this box, the storey
[30:19]
building, we have an issue
[30:21]
further down Elm. We don't want
[30:22]
the same thing to happen in our
[30:23]
area. And also, it looks to me
[30:27]
like the developer is trying to
[30:31]
crunch as many as many houses
[30:35]
into that one blocked as he can.
[30:37]
And if he does it the way that
[30:41]
it seems to be, then he's got to
[30:43]
cause a neighbourhood that is
[30:46]
just not livable anymore.
[30:49]
Anybody that lives there is
[30:50]
going to be our neighbours too.
[30:53]
They are not just gonna be each
[30:54]
other's neighbours. They're
[30:55]
going to be our neighbours too.
[30:56]
And if he builds, as he says he
[30:58]
is going to build, he is
[31:00]
encroaching on our
[31:01]
neighbourhood.
[31:03]
>> We are not discussing tonight
[31:06]
the design of the project. As I
[31:08]
said, where he can work, what he
[31:13]
can work with but the design of
[31:15]
the project, how the project is
[31:17]
actually finally going to look
[31:18]
like, that will come up on
[31:23]
October 24th in the proper
[31:24]
consultation. And I certainly
[31:28]
invite everyone with interest to
[31:31]
come and make comments. At that
[31:34]
time. And in the meantime,
[31:35]
hopefully, the developer has met
[31:39]
with the residents in the
[31:40]
neighbourhood, and has listened
[31:42]
to what they have to say. And he
[31:47]
can come up. And it has happened
[31:50]
at least one other occasion
[31:53]
before, where a developer has
[31:54]
met with the neighbourhood, has
[31:57]
made some adjustments to the
[31:58]
project, and the project got
[32:01]
approved without any problem by
[32:05]
anyone, everyone. But if the
[32:07]
promoter, the developer is too
[32:12]
stubborn to meet with the
[32:16]
residents and listen to what
[32:18]
they have, at the end, he may
[32:21]
not have a project. So, I think
[32:23]
it is very important that the
[32:27]
developer listens to this very
[32:30]
carefully, and goes ahead and
[32:32]
makes the necessary arrangements
[32:37]
to have one meeting, and maybe
[32:38]
more than one meeting, if
[32:39]
necessary with the
[32:40]
neighbourhood.
[32:41]
>> Thank you for hearing me out.
[32:48]
>> I will entertain one or two
[32:50]
more questions on this project.
[32:51]
But no more.
[32:56]
>>
[32:57]
- Première des choses, il y
[32:58]
avait déjà eu un zonage. Il a
[33:00]
été changé pour commercial
[33:02]
seulement. Ça, c'est il y a
[33:04]
plusieurs années. Le zonage
[33:05]
avait déjà été changé, je
[33:06]
restais en arrière. Ensuite, on
[33:08]
a voté un référendum disant
[33:11]
qu'on ne voulait pas un deuxième
[33:13]
étage, il n'y a pas si longtemps
[33:14]
que ça. C'est un droit acquis,
[33:16]
alors, puisqu'on l'a voté et on
[33:19]
a dit: on ne veut pas un
[33:21]
deuxième étage. Je suis d'accord
[33:22]
pour le projet en avant, mais en
[33:24]
arrière, à discuter. Ensuite, je
[33:27]
ne sais pas si vous êtes au
[33:28]
courant, mais il y a deux
[33:30]
endroits contaminés, pas juste
[33:31]
un. Parce que le nettoyage, il
[33:33]
est là, maintenant. Mais avant,
[33:36]
il était sur ce côté-là, il
[33:39]
faisait face à Westruff. Il y a
[33:44]
deux endroits contaminés, pas
[33:45]
un. C'est à prendre en
[33:46]
considération. Après ça...
[33:50]
première des choses, pourquoi
[33:52]
c'est nous, le côté nord, qui
[33:53]
est obligé d'avoir tout ça. Des
[33:55]
tours, des ci, des ça, vous vous
[33:57]
avez les pompiers, l'hôtel de
[33:59]
ville, le gym, les piscines.
[34:00]
Nous, on ajuste les problèmes.
[34:04]
- Vous savez, vos taxes sont
[34:08]
affectés par le développement à
[34:11]
Beaconsfield. Si on n'a pas de
[34:13]
développement à Beaconsfield,
[34:15]
malheureusement, vos taxes vont
[34:18]
augmenter substantiellement.
[34:19]
- Je suis d'accord avec ça...
[34:21]
- Non vous, êtes d'accord avec
[34:22]
plus de taxes?
[34:23]
- Quand vous avez fait
[34:25]
Saint-Charles, vous avez fait
[34:26]
juste deux étages.
[34:27]
- Vous êtes d'accord à payer
[34:28]
plus de taxes?
[34:29]
- Ça dépend. À Saint-Charles,
[34:30]
vous avez fait du deux étages.
[34:32]
Vous auriez pu en faire quatre.
[34:35]
Sur Elm, après du tennis
[34:37]
anciennement...
[34:38]
- C'est quatre étages.
[34:40]
- Oui, mais sur ce bord-ci, il
[34:42]
n'y a rien.
[34:43]
- Merci beaucoup.
[34:44]
- C'est toujours sur notre bord.
[34:45]
- Merci beaucoup. Est-ce que
[34:48]
c'est encore sur le même sujet?
[34:51]
Parce que je ne veux pas
[34:54]
entendre 50 questions sur le
[34:55]
même sujet.
[34:56]
- C'est plus du point de vue de
[34:58]
la logistique. Monsieur Chabot a
[35:01]
dit que c'est l'équivalent d'un
[35:02]
changement de zonage. Ça veut
[35:03]
dire qu'il peut y avoir...
[35:06]
comment vous appelez ça, un
[35:07]
registre de signature? Ça...
[35:11]
- Oui, absolument. À
[35:12]
- Quel moment ce serait fait, à
[35:13]
ce moment-là?
[35:15]
- Oui, il y aura un registre de
[35:17]
signature, évidemment. C'est un
[35:19]
changement de zonage.
[35:21]
Évidemment, s'il y a
[35:23]
suffisamment de signatures qui
[35:25]
s'objectent, à ce moment-là,
[35:27]
selon le nombre de signatures,
[35:30]
le conseil doit décider si on
[35:33]
fait un référendum ou si on
[35:34]
abandonne le projet.
[35:35]
- Et ça, ça se fraie... après le
[35:39]
24 octobre? Où il y a un autre
[35:40]
étape avant.
[35:41]
- Le 24 octobre, après la
[35:43]
consultation. Premièrement, on
[35:44]
n'a pas établi l'échéancier
[35:46]
parce qu'on ne veut pas présumer
[35:47]
de la décision du Conseil. On va
[35:49]
attendre de voir ce soir s'ils
[35:50]
sont d'accord pour aller de
[35:51]
l'avant avec le projet. À partir
[35:53]
de là, le Service du greffe
[35:55]
établit un échéancier très, très
[35:56]
précis à l'intérieur duquel les
[35:58]
dates sont données. À titre
[36:00]
indicatif, un règlement sur les
[36:04]
PPCMOI, la procédure d'adoption,
[36:05]
c'est à peu près la même que
[36:07]
ridiculement de zonage. Toute la
[36:09]
procédure de consultation
[36:10]
publiques, tout ça... qu'un
[36:12]
règlement de zonage, pardon. La
[36:14]
différence, c'est que le projet
[36:16]
proposé fait partie intégrante
[36:17]
du règlement. Donc, ce que vous
[36:19]
voyez, c'est le projet, donc
[36:20]
c'est le règlement.
[36:21]
- Le règlement, de...?
[36:24]
- La modification réglementaire.
[36:27]
- Au lieu d'un changement de
[36:28]
zonage?
[36:29]
- Exact. Au lieu d'avoir des
[36:30]
paramètres dans une grille
[36:32]
d'usage, c'est le projet à
[36:34]
proprement dit qui devient un
[36:35]
peu comme le règlement.
[36:36]
- D'accord. Mon autre question,
[36:38]
c'est la suivante: pourquoi il y
[36:39]
a deux lots?
[36:41]
- Le promoteur doit construire
[36:43]
par phase. Il y a des locataires
[36:45]
commerciaux qui vont déménager
[36:47]
dans les nouveaux locaux.
[36:49]
- D'accord. Et en faisant de
[36:50]
l'eau, vous pouvez faire une
[36:53]
phase séparée d'une autre phase?
[36:54]
- C'est ça. En plus, il y a
[36:56]
aussi une autre série de l'eau
[36:57]
avec les maisons de ville à
[36:58]
l'arrière.
[37:00]
- Et on tient compte aussi des
[37:02]
réseaux huit... des ruisseaux
[37:03]
souterrains, et tout ça?
[37:05]
- Oui, et des déplacements de
[37:06]
services. Parce qu'il y a un
[37:07]
égout pluviales qui passe près.
[37:08]
- Je pense qu'il y a déjà eu des
[37:10]
ruisseaux en dessous de ça
[37:12]
aussi.
[37:13]
- C'est de la canalisation. Ça,
[37:14]
c'est aux frais du promoteur. Il
[37:15]
va devoir les déplacer.
[37:18]
- Et vous avez tenu compte aussi
[37:20]
de la pression de l'eau dans ce
[37:21]
coin-là, tout ça?
[37:23]
- Oui, il y a eu des
[37:24]
vérifications qui ont été faites
[37:25]
aux Travaux publics là-dessus.
[37:26]
- Merci.
[37:27]
- Merci beaucoup. Est-ce qu'il y
[37:29]
a des questions sur d'autres
[37:30]
sujets? Parce que je ne
[37:35]
répondrai pas à d'autres
[37:36]
questions sur le même sujet. Je
[37:37]
pense qu'on a fait le tour de
[37:39]
l'horizon là-dessus.
[37:43]
>> Hi, I'm not gonna talk about
[37:44]
that subject. I heard some
[37:49]
yesterday that really shocked
[37:51]
me. I'm getting older, as you
[37:53]
know --
[37:56]
>> By the way, happy belated
[37:58]
birthday to you, Frank. I know
[38:00]
it was yesterday.
[38:01]
>> And 14 years I would be 100,
[38:03]
and I would still enjoy it --
[38:05]
>> Good for you.
[38:07]
>> It Joe Schwartz, he's a very
[38:10]
famous radio guy, chemist,
[38:16]
running a society of science at
[38:19]
McGill. And he said, with the
[38:22]
project we've got over here for
[38:28]
centennial hall, he said that --
[38:31]
he did say about that project,
[38:33]
but he said about McGill. He
[38:34]
says we are getting all our
[38:36]
books in the library, and
[38:38]
putting them in the storage.
[38:40]
Nobody goes to the library
[38:42]
anymore. I'm not saying it's
[38:44]
happening here. And that's what
[38:46]
he's gonna do there. And I
[38:49]
suggested, look, three or four
[38:51]
years ago, let's put a skating
[38:53]
rink there, we have one,
[38:56]
artificial one, have the whole
[38:57]
West Island --
[38:58]
>> Frank, I'd like to listen to
[38:59]
you. But what is your question?
[39:00]
>> That is part of the question.
[39:03]
>> What is?
[39:04]
>> It's a preamble. It's very
[39:07]
important. You are wanting to
[39:09]
build a library over there as
[39:10]
well. We don't need another
[39:14]
library. Now, why is McGill
[39:16]
throwing out all these books
[39:18]
into storage? They don't have
[39:20]
any -- it's a big, big, big
[39:22]
change.
[39:23]
>> You have to ask again, I
[39:24]
can't answer that.
[39:26]
>> Oh, no, come on. That's not
[39:28]
up there because they are
[39:29]
setting the example --
[39:30]
>> I have no idea.
[39:31]
>> If you're gonna spend a
[39:32]
fortune there --
[39:35]
>> Frank, thanks for your
[39:36]
questions. I don't know if
[39:38]
McGill is throwing out books. I
[39:40]
have a striking feeling that
[39:42]
they are not on the book burning
[39:44]
expedition --
[39:45]
>> Storage, I said.
[39:46]
>> But are they closing
[39:47]
libraries?
[39:49]
>> Yes, you're gonna have a
[39:50]
digital one --
[39:51]
>> That's my question. Are they
[39:53]
removing books and replacing
[39:54]
them with a digital version? Or
[39:55]
are they closing libraries? Is
[39:57]
the space still there? Great,
[40:00]
thank you very much.
[40:02]
>> But that doesn't matter. What
[40:03]
are you gonna do with the books?
[40:05]
Why are you building a library
[40:06]
down there if you're not gonna
[40:07]
have books anywhere --
[40:09]
>> Can you complete your
[40:10]
question, Frank?
[40:12]
>> I'm asking you why don't you
[40:14]
put our rink there so kids can
[40:17]
play hockey because it is too
[40:19]
expensive and Beaconsfield, to
[40:21]
have a drink that is subsidized
[40:22]
by the whole West Island it
[40:24]
would be very cheap, and it
[40:26]
would run all year around.
[40:28]
>> Well, thank you for your
[40:29]
suggestion --
[40:30]
>> It's more than a suggestion.
[40:36]
>> Any other questions? Autre
[40:41]
question? Pas sur le sujet du
[40:43]
centre d'achat. Merci beaucoup!

[50:24]
to explain -- the recommendation
[50:30]
for the decision. So, a proposal
[50:33]
to maintain the demolition
[50:37]
committee decision is based on
[50:39]
the good standing of the
[50:43]
immovable as we have discussed
[50:44]
in the past. And also the
[50:48]
reasonable cost of restoring and
[50:50]
the immovable as it is presently
[50:52]
showing.
[50:55]
>> Thank you very much,
[50:57]
Councilmen Mercuri?
[51:00]
>> I thought I'd say a few
[51:03]
words. I know the owners of the
[51:05]
property are here in the
[51:06]
audience this evening. I think
[51:08]
they married a few comments. You
[51:11]
know, the vote was four, two,
[51:18]
four against demolition and two
[51:19]
in favour. Myself, I am in
[51:21]
favour of demolition, okay? You
[51:26]
know, I understand that the
[51:29]
motivation is that good standing
[51:31]
of the property and the costs to
[51:36]
repair or renovate. But when I
[51:38]
look at the report, I conclude
[51:40]
otherwise, okay? The building is
[51:44]
from 1952. Je is English better
[51:49]
for you guys? Peux le faire en
[51:50]
français ou en anglais... okay.
[51:52]
The building is from 1952. It is
[51:55]
70 years plus old. When you look
[51:56]
at the evaluation, that the rain
[52:02]
is 475,000, the building is
[52:05]
120,000, you can take a few
[52:06]
dollars. So, the value of your
[52:08]
property is not in the building.
[52:12]
But it's in the land. Yes, the
[52:14]
engineers report says the break
[52:16]
is in good condition. The
[52:19]
luminous siding is okay, some of
[52:20]
it is heaved up and there could
[52:22]
be water infiltration. And the
[52:23]
shingles are good. That's
[52:25]
positive. But the report also
[52:31]
says that your garage is
[52:33]
detaching from the frame of the
[52:34]
home. It is sinking and must be
[52:37]
demolished. The report states
[52:41]
that -- so, your roof
[52:47]
ventilation is possibly in
[52:49]
existent. They can't find any
[52:51]
opening to the roof. The windows
[52:53]
and doors are 30 to 35 years
[52:54]
old. We have exceeded their
[52:59]
useful life. No leap holds, so
[53:06]
there is poor spacing
[53:08]
ventilation behind the brick
[53:09]
work. So, no drains, surprising
[53:19]
and worrisome giving the
[53:20]
flooding that we have. The
[53:24]
interior walls have cracks. And
[53:27]
they noticed a major fissure
[53:29]
along the ceiling, which
[53:33]
indicates that their roof has
[53:36]
transferred part of the
[53:38]
structural weight from the roof
[53:40]
to the walls. That is in the
[53:42]
report. And that the engineer
[53:44]
has found that additional
[53:47]
framework was added to solidify
[53:48]
the structure. The basement is
[53:55]
only 74 inches high. I'm not a
[53:56]
tall guy. But it's a bit over
[53:58]
six feet, you are much taller
[53:59]
than me, young men, so that's
[54:01]
gonna bump your head. The
[54:03]
electrical needs to be changed.
[54:05]
And the repair largely exceeds
[54:08]
the value of the building, these
[54:10]
are all conclusions of the
[54:12]
report, so, I'm having a hard
[54:15]
time accepting that the building
[54:17]
is in a good state, and that the
[54:19]
cost is reasonable. So, for
[54:23]
those reasons, I voted in favour
[54:24]
of the demolition. And we can go
[54:27]
into a discussion about
[54:30]
demolishing homes and changing
[54:32]
neighbourhoods. I hear a lot
[54:34]
from residents that are
[54:36]
concerned about bigger homes
[54:37]
going up on properties, that is
[54:39]
true, there is a concern about
[54:41]
that. But we have other bylaws
[54:42]
in place with setbacks, and we
[54:44]
have a really strong CCU that
[54:50]
ensures that new buildings fit
[54:51]
into the area. And when we look
[54:52]
at the other homes around, there
[54:55]
is a mixture, it seems that this
[54:56]
neighbourhood is in development.
[54:58]
Now, as a city, we are either
[55:01]
allowing for homeowners to do
[55:02]
what they are allowed to do on
[55:03]
their property, or not. And so,
[55:09]
for myself, I was in favour of
[55:11]
the demolition. However, the
[55:14]
majority rules in the vote was
[55:15]
against your demand. So, thank
[55:19]
you for listening, thank you,
[55:20]
Mister Mayor, for the time.
[55:23]
>> And, Councillor Mercuri, for
[55:27]
the exact reasons that you had
[55:29]
verbally expressed so well, I
[55:32]
also would have favoured the
[55:33]
demolition.
[55:36]
>> Mister Mayor, just to add --
[55:39]
I am sorry that the decision was
[55:41]
what it is. We try to encourage
[55:48]
the communities of Beaconsfield.
[55:49]
We want good families, good
[55:51]
development of our homes. We
[55:52]
want homes that will be here for
[55:53]
another 50, 75 years. And for
[55:56]
the reasons that Councillor
[55:59]
Mercuri gave tonight, I also
[56:00]
decided that the House is not
[56:02]
worth building upon, that
[56:04]
demolishing it would have made a
[56:06]
lot more sense than you would
[56:07]
have got in your dream home that
[56:08]
you wanted. I'm just sorry, and
[56:13]
my fellow councillors have the
[56:15]
reasons, and they follow the law
[56:17]
of what they're supposed to do.
[56:19]
I do respect that. And we all
[56:22]
judge according to, you know,
[56:23]
our own thoughts. And hopefully,
[56:26]
you can renovate and make it
[56:27]
look pretty. Good luck.

[57:57]
>> Mister Mayor, if you may, I
[57:58]
would like to comment.
[57:59]
>> Sure.
[58:00]
>> I voted in favour of this
[58:02]
project, as it is being
[58:04]
presented today, but if the
[58:07]
promoter is listening, and for
[58:09]
you, Madam, for example and your
[58:11]
neighbours, I want you to know
[58:13]
that although I voted in favour
[58:15]
for that today, I'm completely,
[58:19]
not completely comfortable with
[58:20]
it. For me, it's an opportunity
[58:22]
to get out in the open,
[58:24]
publicly, a project that has
[58:25]
been talked about, that's been
[58:27]
made available to the public at
[58:30]
the first showing at about this
[58:31]
time last year. And so, there
[58:34]
will be as a result of tonight's
[58:36]
vote, a consultation process,
[58:39]
where you and your neighbours
[58:40]
and members of the community
[58:41]
would be able to address and
[58:44]
speak of their issues. You have
[58:45]
mentioned in your question to
[58:47]
Council and to the mayor earlier
[58:49]
your fear of things being
[58:51]
written in stone. Well, this
[58:52]
stone is now out there but it's
[58:54]
yet to be written. And as far as
[58:58]
I'm concerned, it is a split
[59:00]
vote, it's a very tight vote
[59:01]
tonight. Again, I'm not 100%
[59:02]
comfortable. And as a result of
[59:08]
the following steps, which
[59:10]
changes can be brought to the
[59:13]
project, I hope that some of my
[59:16]
reservations, and perhaps some
[59:17]
viewers will be addressed as
[59:19]
well, and I want you to be
[59:21]
assured that if things were to
[59:22]
remain exactly as they are
[59:25]
today, my favourable quote
[59:26]
tonight would translate to a
[59:28]
negative vote in the future.
[59:30]
>> Mister Mayor, can I say
[59:31]
something? I heard you loud and
[59:36]
clear, and I'm with you. We did
[59:39]
voted -- the box is a bit too
[59:41]
big. A lot of us have concerns
[59:42]
as well.

Anyway, we spent, the City of
[1:12:58]
Montréal spent a lot of money
[1:13:00]
that week. And
[1:13:03]
[Inaudible]
[1:13:04]
The kitchen kind of thing. It
[1:13:06]
was supposedly needed by the
[1:13:08]
City of Montréal and paid for by
[1:13:10]
the Anglo, including the rear
[1:13:12]
taxes that were being overtaxed
[1:13:14]
on that the last few years, and
[1:13:17]
continuing to go forward. So we
[1:13:19]
have absolutely no say as
[1:13:22]
Beaconsfield or as with the
[1:13:26]
association of the large suburb.
[1:13:28]
That's more of the same for me
[1:13:30]
but it was an interesting
[1:13:31]
experience. Mister Mayor.
[1:13:36]
