[0:05] - Lundi le 15 juillet lundi le
[0:07] 15 juillet.
[0:09] >> Welcome to the regular
[0:11] meeting of the municipal council
[0:13] of Monday, July the 15th.
[0:16] And now we will go to the
[0:19] opening of the meeting and the
[0:21] agenda.
[0:22] - Donc, adoption de l'ordre du
[0:23] jour de la séance ordinaire de
[0:25] la Ville de Beaconsfield du 15
[0:27] juillet 2024, avec le retrait du
[0:29] point
[0:30] (---)
[0:31] qui est une nuisance aux 285,
[0:32] West Kraft.
[0:34] - Je propose.
[0:35] >> Propose.
[0:36] - Je seconde.
[0:37] >> - En faveur.
[0:40] - À l'unanimité.
[0:41] - Oui.
[0:44] - Alors, nous allons procéder à
[0:45] la période de questions
[0:48] immédiatement. Le commandant
[0:51] n'est pas avec nous ce soir,
[0:52] c'est à nouveau commandant au PQ
[0:55] à un. Il ne pouvait pas être
[0:57] avec nous ce soir, alors
[1:01] espérons qu'en août, il aura la
[1:03] chance de rencontrer tout le
[1:04] monde. Alors, la période de
[1:09] questions, la première question,
[1:10] c'est de madame Pauline vagues
[1:12] et Girard.
[1:15] (inaudible)
[1:16] Sujet: dérogation mineure. La
[1:20] question sur le 45.1 elle
[1:26] demande
[1:27] (---)
[1:28] une information pour la
[1:29] propriété située au 215, ferme.
[1:31] Sa préoccupation est à propos de
[1:33] l'école JFK. Si c'est pour
[1:35] permettre un agrandissement de
[1:37] l'édifice, il sera difficile de
[1:39] planter autant d'arbres qu'il y
[1:40] en a maintenant. Est-ce que la
[1:41] ville pourrait exiger que le
[1:43] toit de cet agrandissement
[1:44] soient couverts des végétaux?
[1:46] Sinon, le suggéré fortement. Ce
[1:48] couvert végétale pourrait
[1:50] d'ailleurs être intégré dans un
[1:52] projet pédagogique pour les
[1:54] étudiants.
[1:59] Pour cette question-là, voici la
[2:03] réponse, Madame Gérard. Pour la
[2:05] demande de dérogation mineure du
[2:11] 215, Elm, soit pour une demande
[2:13] moindre que le ratio de 1.1
[2:18] demander par le règlement, il
[2:19] est vrai que le site comporte
[2:20] beaucoup de contraintes faisant
[2:21] en sorte que le remplacement
[2:24] entier tel que prévu au
[2:25] règlement sera difficile à
[2:27] atteindre. Toutefois, l'objectif
[2:31] derrière cette norme du
[2:34] règlement est de limiter la
[2:36] perte de canopée que procurent
[2:37] les arbres dans la ville et à
[2:40] proximité d'îlots de chaleur. Il
[2:41] y a des alternatives qui sont
[2:43] étudiées par le centre de
[2:44] services scolaires afin de
[2:47] minimiser la perte de canopée
[2:49] tout en permettant la
[2:53] modernisation de l'aménagement
[2:54] et d'infrastructures sur le site
[2:56] tout en répondant aux besoins de
[2:58] la clientèle de cette école. La
[3:02] deuxième question sur le 45.3,
[3:08] demande de dérogation mineure
[3:09] sur la propriété située au...
[3:12] (---)
[3:13] entre le 134, l'arche et le...
[3:21] (---)
[3:22] ce projet demande plusieurs
[3:23] dérogation. On semble vouloir
[3:25] faire un édifice plus grand que
[3:28] permis sur une surface plus
[3:29] petite que permise. Est-ce
[3:32] vraiment raisonnable? Voici la
[3:34] réponse, Madame Girard. Pour ce
[3:37] qui est projetée
[3:38] (---)
[3:39] , les normes en vigueur dans le
[3:40] règlement d'urbanisme de la
[3:42] ville sont établis en tenant
[3:44] compte que plus de la majorité
[3:45] du territoire se comportent
[3:48] d'habitations unifamiliales
[3:49] isolées. Elles sont donc peu
[3:51] adaptées à des projets de
[3:54] bâtiments multifamiliaux. À
[3:56] proximité d'infrastructures de
[3:58] transport collectif comme le
[4:00] train de banlieue, ce qui
[4:02] explique les demandes de
[4:05] dérogation pour qu'il se
[4:06] réalise. La proposition en est
[4:09] une deuxième d'un projet
[4:11] similaire qui a fait l'objet
[4:12] d'une approbation en 2023. Dans
[4:15] le présent projet, il y a une
[4:17] amélioration du pourcentage
[4:19] d'espaces verts sur le terrain.
[4:23] Notamment... ainsi qu'un nombre
[4:24] de cas de stationnement basé à
[4:27] proximité aux transports
[4:28] collectifs et sur l'utilisation
[4:30] des cas des bâtiments voisins de
[4:32] même type. Il est aussi à noter
[4:35] que ce type d'habitation répond
[4:37] à un besoin criant en logement
[4:39] sur l'île de Montréal. The next
[4:44] question comes from --
[4:46] from Saint Andrew.
[4:49] The subject is objection to
[4:54] minor --
[4:55] and new constructions.
[4:56] She indicates her objections to
[4:58] the minor exemption request at
[5:02] 215 elm for the replacement of
[5:05] --
[5:06] trees.
[5:07] She also indicates her
[5:08] objections to the construction
[5:09] of new building at ten Madsen
[5:13] 66, Raquel, and a new extension
[5:16] at 79 Saint Andrew.
[5:19] The objection to the minor
[5:20] exemption request is noted, and
[5:23] the comments will be transferred
[5:25] to the administration.
[5:30] Next question comes from two
[5:34] questions actually, from Mr.
[5:37] Derek --
[5:38] in Sweet Briar.
[5:40] The first question is on 20.3,
[5:46] authorization to sign a lease on
[5:47] water property with the Québec
[5:48] government for deepwater
[5:51] Charlotte yacht club and
[5:53] confirmation of its purpose.
[5:58] 20.4, request for approval for
[6:00] dates of sale,
[6:08] 1 416 984 and 1 417 002 in
[6:10] accordance with sections for 511
[6:13] following the cities and towns
[6:14] act following the non payment of
[6:16] taxes in 2023.
[6:19] We can come back to question
[6:23] one, re: agenda item 20.3 and
[6:29] 20.4 for 15 July 2024.
[6:31] The council meeting appears to
[6:34] be --
[6:35] please explain in transparent
[6:36] terms where is the deep water
[6:40] ashore lot that you wish to read
[6:43] from the Québec government
[6:44] interference purpose.
[6:45] Since the city has owned the
[6:47] yacht club for decades.
[6:48] In 2024, request approval of the
[6:51] tough sale project by which the
[6:53] City seeds block 1 416 984 and 1
[6:59] 417 002.
[7:03] Mr. pounds is kind of putting
[7:06] together those two questions and
[7:09] referring to the two questions,
[7:11] and so I will try to answer his
[7:15] questions.
[7:16] Items 20.3 and 20.4 or not
[7:20] linked.
[7:21] Item 20.3 is regarding the
[7:24] deepwater short lot located at
[7:28] the Beaconsfield yacht club.
[7:30] The City must leased the
[7:32] deepwater, not the land,
[7:34] adjacent to the Beaconsfield
[7:37] yacht club property where the
[7:40] club is located.
[7:41] Since it is the property of the
[7:42] government of Québec, our
[7:46] previously's had expired, and
[7:48] this resolution is to request
[7:49] the authorization to sign a new
[7:54] lease.
[7:55] Item 20.4, 20.4 it is regarding
[8:01] the sale of lots located in
[8:04] Lakeview north which are sold in
[8:06] 2023 during the auction sale for
[8:08] non payment of taxes which took
[8:11] place in June 2023.
[8:13] These lots were sold to an
[8:16] individual who purchased both
[8:17] lots for the amount of unpaid
[8:20] taxes perched plus certain fees.
[8:22] The law provides a one-year
[8:23] period during which the previous
[8:25] owners can buy back the land.
[8:28] The previous owners have not
[8:29] done so, and a one-year period
[8:32] is now over.
[8:33] Therefore, the buyer can now
[8:35] receive deed of sale to become
[8:36] the official owner of the lots.
[8:43] His other question is on items
[8:48] 30.2, 30 point, three and 30.4.
[8:50] A warning about issue of or teen
[8:54] million --
[8:55] dollars following a public call,
[8:59] 30.3 resolution of an extension
[9:02] relating to a long term bonds in
[9:03] the amount of 14,491,000, which
[9:07] will be carried out on July
[9:09] 25th, 2024.
[9:10] Transfers from on appropriated
[9:15] surplus as of December 31, 2023,
[9:18] two appropriated surplus upon
[9:21] recommendation of the finance
[9:24] committee.
[9:25] And please advise that the
[9:27] amount of the an appropriated
[9:29] surplus of December 31st, 2023,
[9:36] and the 14 million dollar bond
[9:39] to finance the restoration
[9:42] project.
[9:43] If your answer is no, then how
[9:44] will it be used?
[9:46] Well, the amount of the an
[9:48] appropriated surplus being
[9:50] transferred is one point $5
[9:54] million, and it is being
[9:55] transferred as follows.
[9:56] One billion dollars for
[9:59] balancing future leisure's,
[10:02] $400,000 for the centennial,
[10:06] $100,000 for professional
[10:08] services, and 91,820 from the
[10:13] angel reserve through the
[10:15] professional services reserve.
[10:18] This amount is not combined with
[10:20] the bond.
[10:22] Neither used to finance the
[10:24] where creation Centre
[10:27] restoration project.
[10:28] They are unrelated.
[10:29] The bond is used to refinance
[10:31] past projects and depths
[10:38] debts.
[10:39] That will cover the written
[10:40] questions that we have received
[10:41] and that we will go for more
[10:44] questions.
[10:53] >> May I ask why cutting 60
[10:58] trees is at 215 Ellen is
[11:03] considered a minor exemption?
[11:04] That is a lot of mature trees,
[11:06] and I thought that Beaconsfield
[11:07] was one of the cities that was
[11:09] really big on protecting their
[11:11] trees?
[11:13] >> Yeah, I think that you
[11:14] already asked that question.
[11:16] >> I did, but it is an important
[11:18] question to ask.
[11:19] >> And I say that the objection
[11:20] for the minor objection request
[11:22] is voted, and the comments will
[11:24] be transferred to the
[11:25] administration.
[11:26] So, the administration will take
[11:28] care of your question.
[11:29] >> What I was trying to say is
[11:32] that I was walking and Angel
[11:35] woods today and a notice that it
[11:36] was much cooler when there were
[11:37] a lot of trees.
[11:39] It would save the school a lot
[11:40] of money leaving the trees where
[11:43] they are and would cut down on
[11:46] problematic behaviour within the
[11:48] school, but kids would have a
[11:50] much higher success rate, and
[11:53] they would learn a lot better
[11:54] with having trees than having
[11:56] more pavement.
[11:57] They need trees.
[12:00] >> We have a request for a minor
[12:03] objection at 45.1 on the agenda,
[12:07] and the council will vote on
[12:08] that one.
[12:10] >> Thank you.
[12:11] That is what I am referring to.
[12:12] I hope you guys vote to save the
[12:14] trees because it is really
[12:16] important.
[12:17] >> Thank you.
[12:26] >> Hi, my name is Frank.
[12:30] The policeman is not here, and
[12:33] so I am having a question that
[12:38] the police could get involved
[12:42] with.
[12:43] Just for the fun of it, I am
[12:44] standing here --
[12:45] I am a cop and I'm standing here
[12:47] with my gun, and I'm telling you
[12:48] that hey, on my street,
[12:52] Stonehenge Drive, there are
[12:56] complaints constantly, and
[12:58] people are using that for a
[13:02] highway.
[13:03] Highway number two sometimes.
[13:04] The street is only 24 feet wide.
[13:06] There is no sidewalks, and
[13:10] people have complained
[13:12] constantly, Frank, there is a
[13:13] stop sign there, Frank!
[13:14] >> Did you call SPVM to
[13:18] complain?
[13:19] Did you do that?
[13:20] >> Hey, hold it, the story has
[13:21] been going after 20 years!
[13:22] >> Why don't you call SPVM.
[13:26] The commandant is not here
[13:27] tonight, but call and he will
[13:28] tell you exactly what I'm going
[13:31] to tell you.
[13:32] If you noticed any problems with
[13:35] traffic, in the speeding, please
[13:38] call SPVM and they will take
[13:39] care of it.
[13:41] >> Well I am on my veranda and I
[13:42] see this guy going 60 miles an
[13:44] hour.
[13:45] I am worried about >>.
[13:47] I am the oldest guy on the
[13:49] street, right?
[13:50] >> Call the SPVM.
[13:51] Call SPVM.
[13:52] >> I called them more than once.
[13:55] >> Well, keep going.
[13:56] >> And then what?
[13:58] No, the street is getting worse.
[14:02] They can't use it as a highway!
[14:04] >> Frank, that is a police
[14:07] manner.
[14:08] Call SPVM.
[14:09] Thank you.
[14:10] >> Well, that is not fair at
[14:12] all!
[14:13] You should have something to say
[14:14] about this!
[14:15] >> Thank you very much.
[14:17] >> My councillor here would like
[14:19] to say something.
[14:24] >> What I can tell you is that
[14:28] we are concerned with the speed,
[14:33] and there is an issue.
[14:35] There is also a process.
[14:36] I agree with the mayor that the
[14:40] SPVM can be called.
[14:41] Someone filed a request with the
[14:43] traffic advisory committee, and
[14:45] what is going to happen in the
[14:46] near future is that the speed
[14:48] serve it will be conducted, and
[14:50] as the case may be, measures, if
[14:53] appropriate, will be taken to
[14:54] slow down traffic.
[14:56] >> You know, I made a sacrifice
[14:58] by not driving my cars.
[15:01] No, I just want to make that
[15:04] clear.
[15:05] I am breathing carbon monoxide,
[15:07] Mister Mayor!
[15:08] And I have only so many years to
[15:11] live.
[15:12] >> Thank you very much, Frank.
[15:17] >> Any other questions from the
[15:18] floor?
[15:24] Thank you very much.
[15:25] So we will go on to the agenda.
[15:32] Adoption of --
[15:34] June 17th 2024.
