[8:57] of this exercise is to know the
[8:59] main perceptions of citizens
[9:01] regarding Pointe-Claire's
[9:02] strengths, weaknesses and
[9:04] challenges. This will allow the
[9:06] city's team and elected
[9:07] officials to get a better
[9:08] understanding of the main
[9:09] concerns of our citizens. We are
[9:13] continuing the activities for
[9:14] this planning exercise. There
[9:16] have been online surveys.
[9:17] Currently, there is a telephone
[9:19] survey in progress. And we are
[9:21] inviting people to participate
[9:23] in a collaborative workshop on
[9:25] December 13th at the -- nautical
[9:27] Centre. There are still a few
[9:30] places available for the
[9:31] workshop and participate you
[9:32] must register no later than
[9:34] tomorrow at 4 pm on the
[9:37] Pointe-Claire -- website. All
[9:40] the information about this
[9:41] workshop are on our website. And
[9:43] at the end of the exercise,
[9:46] several hundred citizens,
[9:47] employees and elected officials
[9:48] will have participated in this
[9:50] exercise. And I would like to
[9:51] thank each and every one of them
[9:54] publicly. To follow up on this
[9:57] strategic planning, we are
[9:58] starting another very important
[9:59] exercise, which is the review of
[10:01] the urban planning program. Once
[10:03] again, we will invite all
[10:06] Pointe-Claire stakeholders to
[10:07] take part in various
[10:08] collaborative activities during
[10:11] 2023. It is important -- it is
[10:14] this important review of the
[10:15] urban planning program that will
[10:16] allow us to design tomorrow's
[10:19] territory of Pointe-Claire. You

[10:22] documentation about this on the
[10:24] Pointe-Claire -- site. You must
[10:26] register on the site to
[10:29] participate in the exercises and
[10:30] receive information on the
[10:31] program review.

[13:52] safeguard the natural systems we
[13:54] rely on for very existence and
[13:56] that they will remain healthy
[13:58] unavailable for generations to
[13:59] come. Consequently, this evening
[14:00] I am announcing that over the
[14:02] next three years I will work
[14:04] with council members on the
[14:05] City's administration to put the
[14:06] environment at the forefront of
[14:08] our thinking and planning. In
[14:11] doing so, we joined the numerous
[14:13] municipalities throughout
[14:14] Québec, Canada and the world in
[14:15] tackling the pressing issues
[14:17] around climate change. From the
[14:19] air we breathe, to the health of
[14:20] our shoreline, from the many
[14:21] birds, reptiles, animals,
[14:24] insects, to the plants and
[14:27] natural spaces that share the
[14:28] city with us, it is time to
[14:31] become proactive and to go
[14:32] beyond what we have done so far.
[14:35] It is time to rediscover a
[14:36] relationship with their future
[14:38] and to keep Pointe-Claire the
[14:40] beautiful in flushing city we
[14:41] know to be. I look forward to
[14:43] embarking on this journey with

[18:31] elected officials. And are your

[18:35] degrading slur. These are just a
[18:37] few. Past history has shown that
[18:40] as a citizen, you never attended
[18:43] council meetings other than
[18:44] during the time of the pioneer,
[18:46] where you took time to showcase
[18:47] yourself and grandstand. Prior
[18:49] to last year's election, so many
[18:51] people had told me that you were
[18:53] an abusive man and I could not
[18:54] condone that. I wondered about
[18:57] your credentials, not deserving
[18:58] of my vote. In office, you
[19:00] continue to listen to only those
[19:02] of you who work to elect you
[19:05] rather than trying to
[19:06] collaborate and listen to
[19:09] democratically elected
[19:10] councillors, especially those
[19:11] who were reelected with years of
[19:13] experience. I have regularly
[19:15] attended and followed council
[19:17] meetings for 12 years. I might
[19:19] not have always agreed with past
[19:21] councils, but when I left a
[19:22] meeting, whether it was -- for
[19:25] Mr. Trudeau or Mr. Belvedere, I
[19:27] felt that the city was in good
[19:29] hands. Not with you. You are the
[19:31] reason the city is divided. We
[19:33] didn't newspaper articles and
[19:34] letters to the editor say that
[19:36] some once you've gone. They
[19:38] change the narrative to protect
[19:39] the character and hide you are
[19:41] the grading slur. I four, one,
[19:45] do not want to Pointe-Claire go
[19:47] through another expensive
[19:48] election. But I really do not
[19:50] know what is best for our city.

[20:37] lifetime body of performance as
[20:38] a human being and have done my
[20:39] best to be a decent one. And
[20:41] what has been confirmed in the
[20:42] last couple of weeks is that I
[20:43] have been one, because a lot of
[20:45] really decent people have waited
[20:47] for me. As for collaborating
[20:50] with Council, I have done
[20:51] nothing but. I have done nothing
[20:53] but. And as for past councils,
[20:56] you are on record as having said
[20:58] horrible things about other
[20:59] mayors and I can pull it up for

[32:36] get excited about, it COP15 and
[32:38] the upcoming UN conference on
[32:41] biodiversity. There are over
[32:43] 18,000 delegates coming to
[32:45] Montréal. It will be a huge
[32:48] event. Members of, say, Fairview
[32:51] Forest, will actually be there.
[32:53] And I am excited for the
[32:55] results. I know it is an uphill
[32:56] battle. But I think
[32:58] Pointe-Claire, like lots of
[32:59] small, local areas, can do
[33:03] important things. And it shows a
[33:05] small local level but it's
[33:06] really important. Other
[33:09] municipalities have done it.
[33:10] Montréal and
[33:11] Sainte-Anne-de-Bellevue,
[33:12] notably. And that is, it's time
[33:14] to save land. It is time to save
[33:16] the tiny areas of force that we
[33:17] still have. Pointe-Claire it's
[33:19] just a tiny, tiny proportion of
[33:23] natural spaces and land left.
[33:27] I think, it's in the single
[33:29] digits in terms of percentage of
[33:30] property. So, the forest is
[33:32] important. And that article that
[33:34] I mentioned in La Presse --
[33:38] well, there are two articles.
[33:41] One is that Legault has
[33:47] announced $650 million to
[33:48] purchase land. And the other one
[33:49] was that the minister of the
[33:52] Environment has announced a new
[33:56] much stronger protection on
[33:59] threatened species and will be
[34:01] elevating the status of the
[34:03] brown snake to more endangered
[34:07] level as well as, I think, 25
[34:09] other species. We have had lots
[34:11] of reports, including the --
[34:13] report saying how endangered an
[34:16] important series of the forest
[34:17] are, the CMM has put it under
[34:23] freeze. Pointe-Claire has its
[34:25] citywide freeze. There's all
[34:26] sorts of developments that have
[34:27] happened. But I think there are
[34:29] actions that have been taken and
[34:33] taken now. I want to know if the
[34:35] City, given its interest in
[34:37] COP15 and the environment
[34:38] committee can start taking more
[34:40] tangible steps to, at least in
[34:45] principle, say, soon, very
[34:48] shortly, that the Fairview
[34:50] Forest has to be preserved. 100%
[34:52] of it. It's a small area. It
[34:54] cannot survive being parceled
[34:56] off, not just for the brown
[34:58] snake but for all the rest of
[34:59] the forest as well. There's all
[35:01] sorts of species, wetlands, that
[35:03] already need to be protected and
[35:04] so it's time to take a stand and
[35:08] announce that, in principle at
[35:09] least, it should be protected,
[35:11] and then start to lobby with the
[35:14] CMM and the Québec Ministry of
[35:16] the Environment -- the CMM is
[35:18] already lobbying. They are all
[35:21] ready saying that they want the
[35:24] expropriation vac to be changed.

[35:28] purchase land at a fair value
[35:31] instead of market value after
[35:34] potential theoretical
[35:35] developments are built. There is

[35:39] Pointe-Claire can do. And I hope
[35:41] that, in the very near future,
[35:43] asking, are there any steps that
[35:45] you are going to take to protect
[35:48] endangered species and protect
[35:50] the forest and will you make it

[44:54] bio diversity in our ecosystem

[45:05] want to be classed as an anti
[45:07] developer, because I am

[1:00:13] -- my partner Alex sent, us the
[1:00:15] owners of -- in district seven,
[1:00:20] in Erik's district. Running
[1:00:23] business is hard, and it's hard
[1:00:25] without government support in
[1:00:27] allowing those to adapt to tough
[1:00:28] times, especially post pandemic?
[1:00:30] For the first three years of our
[1:00:32] business, we are doubling our
[1:00:33] revenues every year until the
[1:00:36] pandemic hit. During that time,
[1:00:38] a lot of businesses were shut
[1:00:39] down, two of our four panels
[1:00:42] going to mark it were closed
[1:00:43] down completely. The province,
[1:00:46] the government, not the city,
[1:00:48] but other bodies of government,
[1:00:50] did little to help us besides
[1:00:53] providing more and more debt.
[1:00:55] Every theory that was out there
[1:00:57] in Québec turned to canning, and
[1:01:00] flooded the market with
[1:01:02] additional product. It was hard
[1:01:03] for us to keep up with that. We
[1:01:08] all the businesses were
[1:01:09] impacted, everybody had to
[1:01:11] adapt, high tech had to adapt,
[1:01:17] business plans that were created
[1:01:19] years ago had been changed, and
[1:01:20] we are looking for governments
[1:01:21] to keep up with those changes.
[1:01:25] All around us, and other cities
[1:01:28] surrounding Pointe-Claire, in
[1:01:29] vote drawing, in Dorval, in
[1:01:32] Montréal, governments, the
[1:01:34] cities, the governments changing
[1:01:36] their bylaws, industrial zoning
[1:01:37] to allow for consumption --
[1:01:42] consummate yourself class for
[1:01:43] entertainment, for food, for
[1:01:46] restaurant permits to allow them
[1:01:47] to continue to operate. We find
[1:01:49] our customer base needs, or is
[1:01:54] demanding additional things for
[1:01:55] when they want to go out and
[1:01:56] spend their hard earned money,
[1:01:58] especially in these inflation
[1:01:59] times. They don't want to go out
[1:02:00] and get one thing. They want to
[1:02:02] do many things at the same time.
[1:02:06] This past summer was really
[1:02:08] difficult for us. We had been
[1:02:11] granted an exception to use a
[1:02:13] terrasse, or build a terrasse on
[1:02:14] our own dollar. Last summer was
[1:02:18] a good summer, even though we
[1:02:20] were closed inside. We were
[1:02:21] allowed to continue operating.
[1:02:23] This past summer, we were told
[1:02:24] we were unable to use the
[1:02:26] terrasse, which we had paid for,
[1:02:29] and only at the end of the
[1:02:30] summer, did the city say you
[1:02:32] could have actually been using
[1:02:34] the terrasse, there was a
[1:02:35] mistake made. Since then, we've
[1:02:38] been told we need to remove the
[1:02:39] terrasse, which we have. So, we
[1:02:41] are looking for the proper
[1:02:45] direction, or the proper
[1:02:46] guidance to go through bylaw
[1:02:48] zoning changes. So that we could
[1:02:49] get the things that we need to
[1:02:51] continue to operate. I will let

[1:03:05] brewery, and trying to explain
[1:03:07] to you guys what is important
[1:03:09] for a microbrewery to survive,
[1:03:10] and to compete against fellow
[1:03:12] microbreweries, is just that,
[1:03:14] the identity of being an
[1:03:15] industrial zone, being able to
[1:03:16] produce good beer, being able to
[1:03:18] offer food, our entertainment,
[1:03:20] offer a terrasse, it's the pure
[1:03:21] identity of what a microbrewery
[1:03:23] is. I've been suggested by some
[1:03:26] of the members to focus on
[1:03:29] distribution, and for a
[1:03:30] microbrewery, it doesn't start
[1:03:32] with distribution. It has to
[1:03:33] start locally. Our local. We
[1:03:35] serve our citizens of
[1:03:37] Pointe-Claire with great beer,
[1:03:39] great place to socialize to have
[1:03:41] good conversations about
[1:03:42] business, and to build events
[1:03:44] for charity, which we
[1:03:48] participate ever more so today
[1:03:49] stage. It's very important for
[1:03:51] us to understand that the
[1:03:55] industry has progressed, it's
[1:03:57] changed, and like was mentioned
[1:03:58] before, the consumers are way
[1:04:00] more demanding today than they
[1:04:01] were back then. Our laws need to
[1:04:05] change quicker than they have in
[1:04:06] the past, to sustain the change
[1:04:08] of society today, and the way
[1:04:12] consumers see it. So, you know,
[1:04:15] we find it, right now, for us,
[1:04:17] it's an unfair advantage
[1:04:18] compared to other
[1:04:20] microbreweries. The possibility
[1:04:22] of serving food and having a
[1:04:23] terrasse, and we look at our
[1:04:26] friends in Dorval, they opened
[1:04:29] their second brew house in
[1:04:31] Dorval, in this industrial zone.
[1:04:34] The city went up and said you
[1:04:35] can only install yourself here
[1:04:36] if you open a restaurant along
[1:04:39] with the brewery. They're
[1:04:40] imposing the service of food
[1:04:42] because it's a good principle
[1:04:44] and response to serve food and,
[1:04:47] serve beer and half of it along
[1:04:48] with it. Yeah. If there's
[1:04:55] something else, I'm sorry, I'm
[1:04:56] feeling a little bit under the
[1:04:57] weather today. All this to say,
[1:05:05] try and I, we poured our heart
[1:05:09] out into this business. Even if
[1:05:12] it ourselves tremendously over
[1:05:13] the last years. Because of
[1:05:15] COVID. We tried to explain what
[1:05:17] is the business about, and we
[1:05:19] seem to have not received the
[1:05:22] proper response to it. We are
[1:05:23] here pleading our case, like we
[1:05:24] really need things to change, to
[1:05:26] have the same level of playing
[1:05:28] ground as competitors. I feel
[1:05:32] it's unfortunate for us to not
[1:05:34] have been heard earlier, and we
[1:05:36] have put our life savings into
[1:05:38] this business which, if we don't
[1:05:39] have a change today, we don't
[1:05:40] know how we will make it to
[1:05:42] survive. We can't reach out to
[1:05:43] the consumers as we once did.
[1:05:46] Another thing I find unfair is,
[1:05:49] in the same industrial zone,
[1:05:50] there is a giant retailer that
[1:05:52] is able to produce, whether it's
[1:05:58] kicks, bread, processed meat.
[1:06:02] They are a retailer, it
[1:06:04] manufacturer as well. They're
[1:06:05] able to serve food. We all know
[1:06:08] who it is, it's Costco, and they
[1:06:09] are allowed to, in the same
[1:06:11] industrial zone, themselves, sir
[1:06:12] food. We've been asking why we
[1:06:15] couldn't do it. All this time.
[1:06:17] There are reasons for, it may be
[1:06:19] valid reasons that is, and this
[1:06:20] is why, today, we are asking for
[1:06:22] a change in our bylaws, in our
[1:06:24] zoning, where we are, so we
[1:06:27] can't allow to have this extra
[1:06:31] possibility to serve our
[1:06:32] customers better.

[1:07:17] there was no permit for what

[1:07:20] know that going in. What has
[1:07:24] happened as a result of that is
[1:07:25] that, a lot of us, my fellow
[1:07:29] councillors and I, sympathize,
[1:07:31] and have worked very hard, and
[1:07:35] you are, step-by-step, doing
[1:07:37] well, and there is a willingness
[1:07:40] to change, as you suggest, and,
[1:07:42] maybe, to look at the rules of
[1:07:44] Pointe-Claire. They are the
[1:07:45] rules of Pointe-Claire. Offhand,
[1:07:47] things are looking positive, so
[1:07:49] I wouldn't get too upset about
[1:07:51] things at the moment. I am sorry
[1:07:53] to hear that there was a mistake
[1:07:54] made, I like to follow that up a
[1:07:56] bit more. The other thing I
[1:07:58] think you'd have to bear in
[1:07:59] mind, we had the blues fest this
[1:08:02] summer, and we have complaints
[1:08:04] about noise from certain
[1:08:06] residents. It is how close you
[1:08:07] are to residential areas,
[1:08:09] whether loud music or volume
[1:08:11] matter. I think Costco is
[1:08:13] playing music or doing anything
[1:08:14] of high volume. I don't know if
[1:08:16] they are or are close to
[1:08:17] residential. I'm not sure. These
[1:08:20] are variables that factor into
[1:08:22] this equation. There are forces
[1:08:24] in Pointe-Claire that don't want
[1:08:28] commercial businesses doing --

[1:08:31] food in industrial zones. There
[1:08:32] are forces out there that are
[1:08:34] against that. Allow us to try.

[1:08:37] sympathetic. Most of us feel
[1:08:40] positive about what you are
[1:08:41] trying to do, and are working
[1:08:43] for you. So, stay
[1:08:46] interconnected, as you've done
[1:08:47] in the past, and let's,
[1:08:48] step-by-step, let us go forward
[1:08:50] and see what we come up with.
