[0:38]
- Bonsoir mesdames et messieurs.
[0:41]
Bienvenue à cette séance
[0:43]
ordinaire du 12 août 2024. Nous
[0:48]
venons de vivre des moments...
[0:53]
It's a 13th? Merci beaucoup.
[1:00]
Bienvenue au conseil du 13 août
[1:02]
2024. Nous venons de vivre des
[1:05]
moments forts et de grosses
[1:09]
motions grâce aux performances
[1:11]
de nos athlètes canadiens. En
[1:13]
effet, un total de 27 médailles
[1:15]
a Paris 2024, ça fait des
[1:18]
deuxième Jeux d'été où le Canada
[1:20]
a connu le plus de succès. Parmi
[1:22]
ses succès, nous ne pouvons
[1:26]
passer sous silence les succès
[1:29]
des athlètes de Pointe-Claire.
[1:33]
(inaudible)
[1:34]
Et son coéquipier remporte une
[1:35]
médaille de bronze en plongeon
[1:36]
pour le 10 mètres synchro.
[1:42]
C'est la toute première fois
[1:43]
dans l'histoire du Canada que
[1:45]
des athlètes du pays remporte
[1:47]
une médaille lors de l'épreuve
[1:51]
masculine du plongeon
[1:53]
synchronisé sur tremplin de 10
[1:55]
mètres. Although Nathan was --
[1:58]
with his performance in the ten
[2:00]
metre individual event, he's
[2:01]
nevertheless the tenth best in
[2:03]
the world in the highly
[2:04]
technical discipline of diving.
[2:06]
And that is certainly an
[2:07]
excellent performance. Kelly
[2:10]
McKay, along with her diving
[2:13]
partner of Ottawa finished
[2:14]
fourth in the women synchronized
[2:16]
tenure platform event. She also
[2:18]
finished fourth in the final of
[2:19]
the woman's ten metre platform
[2:21]
diving event. Giving her best
[2:23]
ever performance at these games.
[2:26]
But Patrick who see,
[2:31]
- Patrick Routhier augmentation
[2:32]
a également dépassé ses
[2:34]
performances habituelles. Nous
[2:36]
le félicitons pour sa quatrième
[2:39]
position pour une première
[2:42]
participation aux Jeux
[2:43]
olympiques. Serena Brown de
[2:46]
l'équipe de water-polo nous a
[2:48]
donné un excellent spectacle.
[2:51]
L'équipe a terminé huitième lors
[2:53]
des compétitions à Paris. Ce
[2:55]
sont des athlètes formidables et
[2:57]
nous sommes extrêmement fiers de
[2:59]
leur performance. They are great
[3:01]
athletes and we are extremely
[3:03]
proud of the performance. A
[3:07]
topic we've all been waiting
[3:08]
for, L'adulte Pointe-Claire et
[3:10]
ses citoyens ont été grandement
[3:14]
éprouvées par les vestiges de
[3:16]
débit qui ont causé de lourds
[3:20]
dégâts. Au Québec, le des car
[3:23]
le... bilan de cette tempête
[3:24]
parle de milliers de personnes
[3:26]
isolées, 300 personnes évacuées,
[3:28]
une centaine de routes
[3:30]
endommagées et plus de 23000
[3:33]
foyers sans électricité. Il y a
[3:38]
eu des refoulements d'égouts,
[3:40]
des rivières ont débordé et
[3:43]
plusieurs citoyens et citoyennes
[3:44]
ont connu des pertes
[3:46]
importantes. City teams were
[3:50]
mobilized to monitor our
[3:52]
infrastructure and ensure the
[3:53]
safety of our citizens as much
[3:54]
as possible. We communicated
[3:55]
with our citizens via our
[3:57]
website and Facebook page. In
[4:00]
addition, some of the cities
[4:01]
buildings were affected and we
[4:03]
had to move crews in to repair
[4:05]
and water damage. PC VR you,
[4:09]
Pointe-Claire volunteer rescue
[4:10]
unit responded to 77 calls. The
[4:13]
contribution during this
[4:14]
flooding incident was incredibly
[4:17]
important. Many other city
[4:18]
employees also played a vital
[4:20]
role during this exceptional
[4:22]
climate surge. I wish to
[4:25]
sincerely thank each and every
[4:26]
one of them. According to the
[4:28]
latest information available,
[4:30]
154 millimetres of rain, about
[4:33]
six inches, fell in Dorval last
[4:35]
Friday. This was an exceptional
[4:37]
rainfall, and the sewer systems
[4:38]
are not designed to handle this
[4:40]
amount of water. Not only in
[4:42]
Pointe-Claire, but everywhere.
[4:44]
When the stormwater network is
[4:47]
saturated, surfaces overflow
[4:55]
infiltrate the cemetery network
[4:56]
through manhole cover openings,
[4:58]
increasing the flow rate.
[5:00]
Several stormwater management
[5:02]
measures have been incorporated
[5:03]
into the design of our
[5:06]
infrastructure in recent years.
[5:08]
In 2017, and 2018, major
[5:11]
underground retention basins
[5:12]
were integrated into the Hymus
[5:14]
Boulevard rehabilitation project
[5:16]
between Saint-Jean Boulevard and
[5:18]
man front Avenue. These huge
[5:22]
reservoirs can accumulate large
[5:23]
quantities of rainfall until the
[5:25]
stormwater network can gradually
[5:27]
absorb it. The capacity of these
[5:29]
basins as approximately 5
[5:31]
million leaders. The equivalent
[5:33]
of two Olympic-sized swimming
[5:35]
pools. And recently, our
[5:38]
retention basin was installed in
[5:39]
the new public works parking
[5:41]
lot. Our designs for
[5:43]
infrastructure projects, rain
[5:45]
gardens, retention basins, and
[5:47]
stormwater management schemes
[5:48]
begun a few years ago and they
[5:52]
continue year after year to
[5:53]
address these important issues.
[5:56]
Much work remains to be done,
[5:58]
but we continue to integrate and
[6:00]
innovate in the way we manage
[6:02]
our water to minimize risks.
[6:04]
Furthermore, following a review
[6:06]
of municipal bylaws, we have
[6:08]
reduced by more than 50% the
[6:10]
quantity of water permitted to
[6:11]
be discharged into the
[6:13]
stormwater system for all
[6:15]
expansions, parking lot
[6:16]
redevelopment, and exterior
[6:19]
re-developments. Industrial,
[6:20]
commercial, or multi
[6:21]
development. However, residents
[6:23]
also have a responsibility to
[6:25]
protect themselves and to equip,
[6:28]
maintain their equipment for
[6:29]
this purpose. Non return valves,
[6:32]
lift pumps, et cetera. Over the
[6:36]
next few days we will be taking
[6:38]
stock of the situation with our
[6:39]
teams and defining the actions
[6:41]
that we will be taking to help
[6:43]
our citizens manage their
[6:45]
debris. We will also be
[6:47]
launching a communications
[6:49]
campaign to better equipped our
[6:51]
citizens to deal with extreme
[6:53]
situations like the one we have
[6:54]
just experienced. What to do,
[6:56]
and what not to do. Je tiens à
[7:01]
exprimer ma profonde gratitude
[7:03]
aux employés de la Ville, vous
[7:06]
qui aviez mis de côté vos
[7:08]
propres inquiétudes et
[7:10]
difficulté pour vous consacrer à
[7:11]
la sécurité et au bien-être de
[7:13]
nos communautés. Bon nombre
[7:17]
d'entre vous ont été
[7:18]
personnellement affecté par les
[7:21]
inondations, les infiltrations
[7:23]
ou les refoulements dans vos
[7:25]
propres foyers. Pourtant, cela
[7:30]
ne vous a pas empêché de vous
[7:32]
mobiliser pour Pointe-Claire,
[7:34]
pour nos citoyens et nos
[7:36]
citoyennes et pour réétablir une
[7:39]
situation aussi nomades que
[7:41]
possible dans des délais
[7:43]
remarquables.
[7:44]
>> I would like to express my
[7:46]
deepest gratitude to the city's
[7:47]
employees, you who put aside
[7:48]
your own worries and
[7:50]
difficulties to devote
[7:51]
yourselves to the safety and
[7:52]
well-being of our community.
[7:54]
Many of you have been personally
[7:55]
affected by flooding, seepage,
[7:58]
or backups in your own homes.
[8:00]
Yet this did not stop you from
[8:03]
mobilizing for Pointe-Claire,
[8:04]
for our citizens, and for
[8:06]
restoring the situation to as
[8:07]
normal a state as possible
[8:09]
within a remarkable timeframe.
[8:15]
Chers citoyennes, chers
[8:17]
citoyens, soyez assurés que nous
[8:21]
déploierons les efforts
[8:22]
nécessaires pour soutenir et
[8:23]
mieux informer notre communauté.
[8:28]
Si vous n'êtes pas abonnés à
[8:29]
notre page Facebook ou à
[8:31]
l'infolettre, ce sera certes
[8:33]
tellement un bon moment pour le
[8:35]
faire. C'est avec regret que
[8:41]
nous avons appris le décès de
[8:44]
monsieur Jean-Guy Breau à la
[8:46]
date du 1er août à l'âge de 78
[8:48]
ans. Retraité depuis le 1er
[8:51]
octobre 2004, il a été à
[8:54]
l'emploi de la Ville de
[8:56]
Pointe-Claire à titre de cols
[8:57]
bleus durant 22 ans. Nous
[9:00]
offrons toutes nos sympathies à
[9:02]
son épouse, madame Micheline
[9:04]
Turcotte, son fils Patrick, son
[9:07]
petit-fils et sa famille. I look
[9:11]
back at Pointe-Claire days, a
[9:13]
big thank you to each and every
[9:15]
one of you for helping to make
[9:16]
the five days of Pointe-Claire
[9:18]
day festivities a real success.
[9:20]
Your presence, enthusiasm, and
[9:22]
energy brightened every event.
[9:25]
We are delighted to have shared
[9:26]
these memorable moments with
[9:28]
you. We sincerely hope to see
[9:30]
you again next year for the
[9:31]
fourth addition, ready to offer
[9:33]
even more unforgettable moments.
[9:37]
I think I'm coming to the end
[9:39]
here, folks. Calendrier des
[9:44]
activités. La semaine dernière,
[9:46]
nous avons dévoilé la

[9:53]
Vous pouvez la consulter dès
[9:55]
maintenant en ligne sur le site
[9:56]
Web de la ville. Last week we
[9:59]
unveiled the cultural sports and
[10:00]
leisure program for autumn. You
[10:01]
can now consulted online on the
[10:03]
City's website. Voici quelques
[10:07]
dates à mettre à votre
[10:09]
calendrier. Les inscriptions
[10:11]
auront lieu à compter du mardi
[10:13]
20 août pour la programmation du
[10:17]
Centre aquatique et le mardi 3
[10:20]
septembre à 19 heures pour les
[10:22]
activités de la Bibliothèque du
[10:24]
Centre culturel. Les
[10:28]
inscriptions à la bibliothèque
[10:29]

[10:47]
activities. Registration for the
[10:49]
library and cultural centre is
[10:51]

[10:54]
September 5th for non residents.
[10:58]
Last but not least Chloe, a high
[11:02]
school student from
[11:03]
Pointe-Claire has been chosen to
[11:04]
participate in the experiment --
[11:06]
experiential learning
[11:07]
educational program of the Vimy
[11:10]
foundation. Along site 13
[11:12]
students from across Canada and
[11:14]
France, Chloe is travelling
[11:15]
through Europe from August 11th
[11:17]
to August 20th. The nine-day
[11:20]
experiential learning program
[11:22]
includes visits to significant
[11:24]
sites, museums, cemeteries, and
[11:27]
historic battlefields from the
[11:28]
first and second wars in France
[11:30]
and Belgium. Through a theme
[11:35]
based and on site learning
[11:37]
approach, students will gain
[11:39]
international perspectives on
[11:40]
key historical events. Par une
[11:46]
approche d'apprentissage
[11:47]
thématiques et sur le terrain,
[11:49]
les étudiants et étudiantes vont
[11:51]
accueillir des perspectives
[11:53]
internationales sur des
[11:54]
événements historiques majeurs.
[11:57]
Cette expérience permettra à
[11:59]
Chloé d'accueillir des
[12:02]
compétences polyvalentes et des
[12:06]
perspectives historique et
[12:08]
unique, tout en lui permettant
[12:10]
de tisser des liens avec des
[12:14]
pères de plusieurs pays. Merci
[12:15]
de votre attention.
[12:25]
1. 1.1 Adoption de l'ordre du
[12:26]
jour., The withdrawal of item
[12:31]
6.2.
[12:32]
Avec le retrait du point six et
[12:36]
du point deux. >> Do I have a
[12:38]
mover? And seconder? All in
[12:45]
favour?
[12:48]
>> 2.1, proclaim September 23rd
[12:50]
to 29th 2024 as being real
[12:53]
safety week. 3.1 Approuver le
[12:58]
procès-verbal de la séance
[12:59]
ordinaire du 2 juillet 2024. For
[13:03]
3.1, do I have a mover? Claude
[13:08]
Cousineau, destructeur. And
[13:10]
seconder? All in favour? Let me
[13:17]
read my little blurb. Pour la
[13:23]
période de questions, ce soir,
[13:25]
vous avez été accueilli à
[13:27]
l'entrée pour vous inscrire à la
[13:29]
période de questions.
[13:32]
L'intention de cette démarche
[13:33]
est d'abord de permettre aux
[13:35]
personnes de demeurer assise
[13:37]
jusqu'à l'appel de leur nom et
[13:39]
d'accorder la priorité aux
[13:41]
résidents et aux résidents de
[13:43]
Pointe-Claire. Nous garderons 90
[13:48]
minutes pour la période de
[13:49]
questions. Une personne à la
[13:51]
fois au micro. Nous vous
[13:54]
remercions d'entendre qu'un
[13:57]
citoyen ait terminé de poser sa
[13:59]
question et que vous soyez
[14:00]
appelés avant de vous lever pour
[14:03]
poser votre question. Aussi, les
[14:07]
non-résidents présents pourront
[14:08]
poser leurs questions par la
[14:10]
suite si le temps n'est pas
[14:13]
écouler. For question period
[14:15]
tonight, you are greeted at the
[14:16]
entrance to register. The goal
[14:18]
of this approach is to allow
[14:20]
people to remain seated until
[14:21]
their name is called and the
[14:24]
priority to Pointe-Claire
[14:25]
residents. We shall stick to the
[14:26]
90 minute time limit for
[14:28]
question period. One person at a
[14:31]
time on the microphone, thank
[14:33]
you for waiting for a citizen to
[14:35]
finish asking their question and
[14:37]
to be called before you get up
[14:38]
to ask yours. Finally,
[14:42]
nonresidents president will be
[14:43]
able to ask questions afterwards
[14:45]
if there is still time. So, for
[14:47]
the first question, Lynn Conway.
[15:01]
- Merci. Good evening, I'm
[15:05]
excited about the Olympians --
[15:07]
because my kids used to train
[15:09]
incomplete at the same pool and
[15:10]
also the same summer pool at
[15:13]
Viking Northview. So that was
[15:15]
exciting. About the rain last
[15:23]
Friday, I kind of heard
[15:24]
something a bit different in the
[15:26]
news, because it was not the
[15:28]
first time we have this much
[15:29]
water. Actually, in 1996, I
[15:31]
think it was November 5th, we
[15:34]
had 160 millimetres in three
[15:36]
hours. But I think the news, I
[15:40]
don't know where they do their
[15:42]
research, some news we're
[15:43]
reporting that it's the first
[15:44]
time we have this much water. So
[15:47]
I thought that needed to be
[15:48]
cleared up. They can go back and
[15:51]
do their research.
[15:52]
>> That's very interesting, I
[15:54]
hadn't heard that.
[15:55]
>> I just want to say also, at
[15:56]
my house, the problem started at
[15:58]
around 6:30 or so, when the
[16:01]
power went off. So, the Hydro
[16:06]
went off for about an hour and a
[16:08]
half. So that's the problem I
[16:10]
had at my house, so that's what
[16:12]
we always say about fixing
[16:15]
structures first before you
[16:16]
bring more people, build more
[16:18]
condos and have more people to
[16:20]
take care of, next time there's
[16:22]
a big emergency, how we are
[16:24]
taking care of all the new
[16:25]
people coming in all the time.
[16:27]
Anyway, that was not my
[16:28]
question. So my question is
[16:30]
this. My second topic, let's
[16:32]
say. Towards the end of July,
[16:35]
when I was going out for walks
[16:36]
on May would, close to death, I
[16:40]
saw there was white chalk marks,
[16:42]
it looked a little bit like
[16:44]
puzzles, there's a lot of cracks
[16:45]
in the asphalt. It really looks
[16:47]
like a puzzle because some
[16:49]
cracks would have chalk around,
[16:51]
some would not. And then as I go
[16:54]
up until Hymus, there's spaces
[16:56]
where it's even worse. So if
[16:57]
there's any plans to fix the
[17:00]
asphalt on me would, why not we
[17:01]
do the whole street and while we
[17:03]
are at it, I actually took a
[17:05]
fall on the sidewalk. The
[17:07]
sidewalk is also in certain
[17:09]
places, the slabs are pretty bad
[17:13]
shape, there's severe cracks and
[17:16]
sometimes between one slab and
[17:17]
another there's what seems to be
[17:20]
higher than the other and my
[17:21]
foot caught in the slab and I
[17:23]
just went flying forward. So I'd
[17:25]
really appreciate if you can see
[17:27]
maybe at some point we do the
[17:29]
sidewalks, and all of the
[17:31]
asphalt. I don't know why it's
[17:32]
just around the Dieppe -- those
[17:35]
chalk marks, that is their plan
[17:38]
to do the asphalt?
[17:41]
>> Any plan to redo may? What
[17:43]
>> I don't know what all the
[17:45]
rain from the chalk marks, they
[17:48]
kind of --
[17:49]
>> I assume that was spot
[17:51]
repairs. Okay. I'm assuming --
[17:55]
I'm not a specialist, but I'm
[17:56]
assuming the chalk marks were to
[17:59]
indicate areas that were to be
[18:00]
repaired. I'm not sure.
[18:01]
>> Yeah, that's it, but some
[18:06]
damage in the asphalt would show
[18:09]
there are white marks, but a few
[18:11]
feet away there were other ones
[18:12]
that weren't chosen, so it's
[18:14]
pretty much like a puzzle, you
[18:16]
know? I'll go back, the first
[18:21]
chance I have. I'm able to see
[18:23]
if there's chalk marks that have
[18:25]
been washed away and I will take
[18:27]
photos and send -- maybe I can
[18:29]
ask public works what this was
[18:30]
all about, also.
[18:31]
>> What the chalk mark was?
[18:33]
>> Yeah, what's the plan, is it
[18:36]
a plan to reduce the asphalt?
[18:38]
>> What he was saying -- Il y
[18:43]
avait beaucoup de marques de
[18:45]
craie.
[18:46]
- On n'a pas le plan de leurs
[18:47]
affaires cette année. Mais je
[18:48]
peux me renseigner pour savoir
[18:49]
ce que c'est exactement et vous
[18:50]
revenir.
[18:51]
- D'accord. But maybe it's
[18:53]
something to think about, to
[18:54]
redo the asphalt? Because
[18:56]
there's places where the asphalt
[18:58]
is really -- there are grooves.
[19:01]
Bicycles could get the tie or --
[19:04]
the bicycle could stay stuck in
[19:06]
the groove.
[19:08]
>> Duly noted.
[19:09]
>> Thank you.
[19:10]
>> So May would between de up
[19:12]
and --
[19:13]
>> The chalk marks were around
[19:14]
here. But I see it's in bad
[19:17]
shape until Hymus.
[19:21]
>> Okay.
[19:23]
>> Thank you.
[19:24]
>> Sorry about your arm.
[19:29]
>> I find out tomorrow if I need
[19:31]
an operation.
[19:32]
>> Well, I hope you don't.
[19:33]
>> And also, by the way, talking
[19:35]
about the infrastructure and
[19:37]
bringing more people in the mix.
[19:39]
As I was in the hospital they
[19:41]
take very good care of me at the
[19:43]
Lakeshore. But you know, because
[19:44]
I was screaming in pain. But
[19:46]
there were other people walking
[19:48]
around, I overheard one person
[19:50]
saying I've been working 24
[19:52]
hours and I haven't seen a
[19:53]
doctor yet. So that's why we
[19:56]
come to say fix infrastructure
[19:58]
before we build all of the
[20:00]
condos and bring more people in
[20:01]
the next.
[20:03]
>> Okay.
[20:04]
>> Thank you.
[20:05]
>> Duly noted. Next up, Nasser
[20:10]
al-Dhabi?
[20:12]
>> Good evening. I hope
[20:14]
everybody is doing well. I want
[20:16]
to make it clear first, when we
[20:20]
come here, me and my wife, it's
[20:23]
not against anyone or in favour
[20:25]
of somebody. We are here because
[20:27]
we care about Pointe-Claire, we
[20:29]
lift your for 31 years. And what
[20:32]
I see for young families and the
[20:33]
next generation, they have no
[20:35]
future in the city. Because for
[20:39]
kids, adults, no one is able to
[20:41]
live here in Point clear for the
[20:43]
cost of housing. Why? Because we
[20:46]
don't have enough project for a
[20:48]
single housing. All that is
[20:51]
going on is high-rise buildings.
[20:54]
And I want to make it clear
[20:55]
also, we are not against any
[20:59]
developers, and we don't work
[21:00]
with developers or any -- me in
[21:04]
my family, we support for young
[21:10]
families. We did it already. But
[21:12]
young families and next
[21:14]
generation, that's what they
[21:17]
need, the support. So I don't
[21:18]
see any plane until now. Do you
[21:19]
have any plan for single housing
[21:21]
for young families? I asked this
[21:23]
too many times, and some city
[21:25]
councillors say I am repeating
[21:26]
myself. I repeat myself because
[21:28]
I don't see any plan for young
[21:31]
families to stay in the City of
[21:34]
Pointe-Claire.
[21:36]
>> Well, I mean, I can tell you
[21:38]
what I think are techniques that
[21:40]
can be used to minimize and to
[21:43]
help to assist and affordable
[21:46]
housing shortages of
[21:47]
accommodation for young
[21:49]
families. Of course, it's all
[21:51]
wrapped up in a term called the
[21:52]
missing middle. But it often
[21:53]
gets missed diagnosed or
[21:55]
misinterpreted. The missing
[21:56]
middle doesn't go much above
[21:57]
three storeys, and we see a lot
[22:00]
of densification projects that
[22:03]
admire the plateau Mario which
[22:05]
is three storeys, which is
[22:07]
dense. Duplexes, triplexes, semi
[22:09]
detached, small town houses,
[22:13]
there are -- they may almost be
[22:15]
out of range at the moment, but
[22:16]
these are simple ways of doing
[22:18]
it. I was speaking to a citizen
[22:20]
today in the village who inform
[22:22]
you that a lot of people are
[22:24]
residents who have properties in
[22:25]
Pointe-Claire village would like
[22:26]
to do duplexes so their kids
[22:28]
could live in the same building,
[22:30]
which is for me, it seems to be
[22:32]
one possible solution. Even if
[22:34]
that may or may not be a
[22:36]
portable, who knows. There are
[22:38]
options out there, that we can
[22:40]
do besides -- there are some
[22:43]
small things that as a
[22:45]
municipality we can do. My
[22:46]
feeling is, and a lot of people
[22:49]
concur, that the market -- and
[22:50]
you think that's market driven
[22:52]
makes it very hard for anything
[22:53]
to be affordable. And it's
[22:54]
really difficult. We had the
[22:56]
single highest rent increases in
[22:58]
the country last year. Making
[23:01]
affordability a real tough
[23:02]
challenge, because it's hard to
[23:04]
build in an area where you've
[23:05]
had the highest rent increase in
[23:06]
the country. So it's hard to
[23:08]
build affordably in that area,
[23:09]
unless you get subsidized Asian.
[23:11]
That's my short answer for that.
[23:16]
>> Okay. And also for the
[23:18]
environment and to preserve the
[23:20]
green space, I don't see any
[23:24]
decision from the City Council
[23:26]
to try to do resolutions to
[23:31]
preserve --
[23:33]
>> A resolution to what effect?
[23:36]
>> For the forest.
[23:39]
>> Well, we are still doing our
[23:43]
consultation or public
[23:44]
participation exercise, and it
[23:46]
would be my goal in the future
[23:49]
to have us have citizen speak to
[23:53]
that issue. The larger issue of
[23:56]
privately owned urban forests
[23:58]
and what point there should be
[23:59]
thinking about to do with them
[24:00]
and how they should be handles.
[24:02]
It's something that we should
[24:03]
absolutely deal with going
[24:05]
forward. We should actually --
[24:07]
the idea was to get public
[24:10]
consultation or participation
[24:11]
prior to making that decision.
[24:13]
Unfortunately, we haven't really
[24:14]
had a full feedback on that yet.
[24:16]
But that is the goal. The goal
[24:18]
prior to making or planning as a
[24:20]
city to deal with this, is to
[24:22]
actually hear from the citizens
[24:24]
first. That would be my
[24:25]
preferential strategy on that.
[24:28]
>> Thank you, and I hope for the
[24:33]
infrastructure to be updated,
[24:35]
really, because that's the kind
[24:37]
of -- we don't have all the
[24:38]
time. It's not only the new
[24:41]
Canadian living, less than 5% of
[24:45]
Canadian land. So we need to
[24:47]
build a new city. We're going to
[24:49]
have to all be living over each
[24:51]
other. You know? And all of the
[24:53]
land gets barren. We need a new
[24:56]
city, and some cities they only
[24:57]
have a few hundred or few
[24:59]
thousand. Why you don't go and
[25:01]
populate the city? Instead, we
[25:04]
have in Pointe-Claire or on the
[25:06]
island, we have to build condo
[25:07]
and high-rise buildings. You
[25:09]
know? We need the government --
[25:10]
I'm not talking about you, the
[25:12]
Government of Québec and Canada
[25:13]
to build a new city. If they
[25:16]
keep adding people, adding
[25:18]
people, but they --
[25:19]
>> You want the province to
[25:21]
build cities? Is that --
[25:23]
>> Yes.
[25:24]
>> You have to speak to the
[25:25]
province about that. They
[25:28]
generally available on their
[25:29]
own, and it's where citizens
[25:31]
choose to inhabit. But you
[25:33]
actually have a government
[25:34]
planned city, I guess it's been
[25:35]
done in the past. But it's not
[25:37]
my initial first solution.
[25:39]
>> No, I'm just thinking about
[25:41]
it -- I'm talking about it
[25:43]
because it's very obvious,
[25:44]
really. Not building a new city,
[25:46]
and some cities are having a few
[25:48]
hundred of a few thousand. So
[25:50]
why don't you populate those
[25:53]
cities, and we are adding more
[25:54]
and more and we have the
[25:56]
infrastructure that's not really
[25:57]
for that. That is just mentioned
[26:00]
for them to understand, it's not
[26:02]
really for the 25.
[26:06]
>> I wish you well, all of you.
[26:09]
Thank you.
[26:10]
>> Thank you Mr. al-Dhabi.
[26:16]
Lysanne Rhéaume.
[26:18]
- Bonjour.
[26:19]
- Bonjour.
[26:20]
- Je me suis préparé
[26:22]
différemment. C'est seulement ma
[26:24]
deuxième fois ici, alors
[26:25]
j'espère qui je vais bien faire
[26:27]
ça. Moi, j'habite le quartier
[26:30]
Oneida. Suite aux pluies de
[26:33]
vendredi, il y a six de mes
[26:34]
voisins immédiats qui ont été
[26:37]
immédiats. Ça, c'est sur la rue
[26:38]
Georgia, je suis dans le secteur
[26:40]
de l'École Saint-Louis. Donc,
[26:42]
sur la rue Georgia, Crescent et
[26:45]
captons. Il y a eu une
[26:47]
accumulation d'eau dans les
[26:48]
sous-sols de mes voisins. Par
[26:49]
miracle, pendant le mien. Je ne
[26:52]
viens pas ici pour moi, je viens
[26:54]
pour le futur, disons. Par
[26:56]
miracle, nous, on n'a pas eu
[26:57]
cette inondation-là. Pour être
[26:59]
allé dans les sous-sols des gens
[27:00]
que j'ai aidé, j'en avais jusque
[27:02]
dans le haut des chevilles. J'ai
[27:04]
essayé de me rendre plus loin
[27:05]
pour aider une autre personne,
[27:06]
je ne pouvais pas me rendre en
[27:08]
auto. Ils y avaient des
[27:10]
accumulation d'eau sur le coin
[27:11]
de Bellemare, des canaux. Il y
[27:16]
en avait sur le coin de Georgia,
[27:20]
Wayne Shops, et sur images...
[27:23]
j'ai affronté des vagues! Il y a
[27:25]
des dix roues qui essayait de
[27:27]
passer dans le sens contraire
[27:28]
pour essayer de sortir de cette
[27:31]
impasse-là pendant qu'il y avait
[27:32]
des autos qui avaient de l'eau
[27:34]
jusqu'au milieu dans la
[27:36]
portière. J'ai été très surpris
[27:37]
de s'en, parce que j'étais au
[27:39]
courant, habitant le quartier
[27:40]
depuis 28, ans qu'il y avait des
[27:41]
bassins de rétention qui était
[27:43]
fait. Alors, je suis satisfaite
[27:46]
de ce que la Ville a tenté de
[27:48]
faire, mais je me suis demandé
[27:50]
ce qu'on peut faire de plus.
[27:54]
Donc, ce serait plusieurs années
[27:56]
que je m'intéresse à tous ces
[27:59]
sujets-là. Je suis tombé sur
[28:02]
différents articles qui
[28:03]
stipulait que dans d'autres
[28:04]
villes canadiennes, les
[28:07]
municipalités avaient adopté des
[28:09]
mesures d'écofiscalité pour
[28:11]
tenter de financer les travaux
[28:17]
d'infrastructures justement pour
[28:19]
aider le drainage de l'eau.
[28:21]
Donc, il y a huit villes
[28:23]
ontariennes qui ont fait ça,
[28:24]
dont la ville de Mississauga. Ce
[28:27]
qu'elle fait, ce qu'elle facture
[28:29]
une taxe à chaque propriété en
[28:32]
fonction des surfaces qui sont
[28:33]
considérées comme un perméables,
[28:35]
donc toitures et stationnements.
[28:38]
Avec cette taxe qu'elle prend,
[28:40]
elle peut financer un front pour
[28:42]
les infrastructures et aussi
[28:45]
inciter à faire... le
[28:48]
propriétaire à faire des
[28:49]
verdissement pour que l'eau
[28:50]
percole plus facilement et que
[28:52]
les égouts soient finalement
[28:53]
moins sollicités. Alors, je me
[28:57]
suis dit que c'est beau ce que
[28:58]
la Ville peut faire, je n'aime
[28:59]
pas les taxes, mais jamais
[29:01]
encore moins l'eau dans le
[29:02]
sous-sol. Je me suis demandé ce
[29:03]
qu'on peut faire pour faire
[29:06]
mieux, parce qu'on va sûrement
[29:08]
affronter, encore, ce genre de
[29:10]
citations dans le futur. Donc,
[29:11]
ma question est la suivante:
[29:13]
est-ce que la Ville a déjà
[29:15]
envisagé la possibilité
[29:16]
d'adopter des mesures
[29:19]
d'écofiscalité telle que mise en
[29:22]
place par Mississauga? Voilà,
[29:24]
c'est ma question.
[29:25]
- C'est une bonne question. Non,
[29:28]
pas encore. Peut-être à
[29:30]
l'avenir. J'aime beaucoup ce que
[29:33]
vous avez dit, parce que je
[29:34]
trouve que c'est intéressant.
[29:37]
Peut-être les coups de taxes,
[29:39]
c'est une solution. Si les
[29:43]
citoyens voudraient payer ça...
[29:46]
s'ils voulaient payer ça.
[29:48]
- Je ne pense pas que personne
[29:50]
va vouloir payer plus de taxes,
[29:52]
c'est le défi, ce que pour ne
[29:53]
pas payer de taxes, toi, sur ton
[29:55]
terrain, tu peux faire des
[29:56]
choses pour diminuer tard
[29:58]
devance. C'est ça qui est
[30:00]
l'incitatif. Donc, comment
[30:02]
articuler tout ça? Il y a plein
[30:04]
d'exemples. Je pourrais vous
[30:05]
donner des choses que j'ai
[30:06]
consulté, mais je trouvais ça
[30:09]
innovateur et je voulais juste
[30:11]
vous mettre au courant que ça
[30:13]
existe. C'est tout.
[30:14]
- Merci beaucoup. C'est très
[30:16]
intéressant. On a besoin d'un
[30:22]
stratège pour la population, un
[30:25]
stratège cohérent pour tout le
[30:26]
monde pour l'avenir. Maintenant,
[30:31]
on voit que c'est obligatoire.
[30:33]
Merci beaucoup.
[30:37]
Est-ce que c'est tout? >> I
[30:38]
think that's it for the
[30:40]
question. This is a historic
[30:46]
evening and the mandate of this
[30:47]
administration. Merci Madame.
