[4:18]
As the new year began, we were
[4:19]
deeply saddened to learn that
[4:21]
former Mayor William Franklin
[4:23]
McMurchie had passed away. He
[4:25]
was an iconic figure in our
[4:27]
community and leaves an
[4:28]
inspiring legacy of public
[4:29]
service. We will be paying our
[4:31]
first tribute to him during this
[4:33]
meeting. Once again, this year,

Former colleagues and citizens

most important part of this
[6:52]
meeting Le conseil municipal
[6:53]
rend hommage à monsieur William
[6:55]
Franklin McMurchie, décédé le
[6:56]
1er janvier 2025 avant, en
[7:01]
Ontario. Ancien maire et figure
[7:04]
emblématique de notre
[7:05]
communauté, il laisse derrière
[7:08]
lui... un héritage durable et
[7:10]
une empreinte indélébile sur
[7:12]
notre ville. Ce soir, nous
[7:15]
exprimons notre reconnaissance
[7:17]
pour tout ce qu'il a fait pour
[7:18]
notre ville. Didier, travailleur
[7:23]
acharné et passionné, William
[7:26]
Franklin McMurchie a consacré
[7:27]
près de 57 ans de sa vie à
[7:30]
servir Pointe-Claire. Il a servi
[7:33]
comme conseiller municipal de 90
[7:36]
à 98, avant d'être à lui maire
[7:38]
de la ville en 98 à 2001.
[7:44]
(---)
[7:45]
Le 2001 à 2005, lors des fusions
[7:47]
avec la Ville de Montréal et à
[7:50]
nouveau maire de 2005 à 2013,
[7:54]
devenant l'un des élus qui a
[7:56]
servi le plus longtemps dans
[7:58]
l'ouest de l'île de Montréal.
[8:01]
Sous sa direction, la ville a
[8:03]
connu des avancées
[8:05]
significatives dans les domaines
[8:07]
environnementaux, sociaux et
[8:11]
culturels. Mais en Saskatchewan,
[8:13]
monsieur McMurchie a déménagé à
[8:15]
Montréal en 56, où il a commencé
[8:17]
à travailler pour la Ville de
[8:19]
Pointe-Claire comme
[8:20]
(---)
[8:21]
. Ce premier emploi marquera le
[8:24]
début d'une carrière exemplaire
[8:26]
dans l'administration publique
[8:28]
est en politique municipale. En
[8:31]
tant que maire, il a soutenu des
[8:34]
initiatives telles que: la
[8:38]
réduction
[8:39]
(---)
[8:40]
dans la ville, la réglementation
[8:41]
des émissions des foyers à bois,
[8:46]
l'ouverture du premier écocentre
[8:48]
de l'ouest de l'île, elle a
[8:49]
diffusions de points clairs de
[8:51]
la Ville de Pointe-Claire. Il a
[8:54]
également été un fervent
[8:55]
protecteur des berges et du
[8:57]
Bordeleau de Pointe-Claire. En
[9:00]
investissant dans l'acquisition
[9:01]
et la protection de ces
[9:03]
écosystèmes fragiles, il permet
[9:06]
aux citoyens aujourd'hui et les
[9:09]
générations futures de profiter
[9:11]
d'espaces publics donnant sur le
[9:14]
Lac-Saint-Louis. Toutefois, il
[9:16]
est surtout connu pour avoir été
[9:18]
le fer de lance de la diffusion
[9:20]
de Pointe-Claire, de la Ville de
[9:24]
Montréal. En 2001, il a été élu
[9:27]
représentant de Pointe-Claire au
[9:28]
sein du nouveau conseil
[9:30]
municipal de Montréal en tant
[9:32]
que membre
[9:34]
(inaudible)
[9:35]
des citoyens de l'île de
[9:37]
Montréal de Gérald Tremblay. Un
[9:40]
parti politique qui a promis de
[9:42]
décentraliser la nouvelle
[9:43]
mégapole et de permettre aux
[9:45]
membres de son caucus de faire
[9:49]
(inaudible)
[9:50]
la diffusion, si jamais le
[9:51]
gouvernement provincial
[9:53]
autoriser les citoyens à voter
[9:54]
pour cette option lors du
[9:56]
référendum local. Cette province
[10:00]
n'a pas été... cette promesse
[10:03]
n'a pas été tenue. McMurchie a
[10:06]
été le premier conseiller
[10:08]
municipal à quitter le caucus de
[10:10]
Tremblay. Il a pris la tête de
[10:12]
la Compagnie de l'ouest de l'île
[10:13]
en faveur de la diffusion
[10:16]
municipale. Ce faisant, il a
[10:19]
fait preuve d'un véritable jeu
[10:24]
courage politique face à
[10:25]
l'ensemble de la
[10:26]
(---)
[10:27]
structure d'agglomération
[10:30]
injuste et un processus
[10:33]
référendaire tout aussi
[10:34]
inéquitable visant à maintenir
[10:36]
les banlieues fusionner à
[10:39]
l'intérieur de Montréal. Il a
[10:40]
pris cette décision à un moment
[10:43]
où la plupart de ses collègues
[10:46]
des autres banlieues avait soit
[10:48]
changé de position pour soutenir
[10:49]
la nouvelle mégapole, soit
[10:51]
choisi de rester neutre.
[10:54]
Aujourd'hui, le niveau
[10:57]
d'autonomie dont jouit
[10:58]
Pointe-Claire est en grande
[11:00]
partie dû à sa vision et à sa
[11:05]
direction. Au fil des échanges
[11:07]
que j'ai eues avec monsieur
[11:09]
McMurchie, j'ai toujours
[11:12]
apprécié sa sagesse, son sens de
[11:14]
l'humour et la facilité avec
[11:16]
laquelle les citoyens ordinaires
[11:17]
peuvent s'adresser à lui. Je lui
[11:21]
suis particulièrement
[11:23]
reconnaissant d'avoir soutenu
[11:25]
l'idée de donner au YMCA
[11:28]
nouvellement acquis le nom de
[11:30]
Lancet... ancienne mairesse,
[11:33]
Olive-Urquhart. Le rôle qu'il a
[11:36]
joué dans
[11:37]
(---)
[11:38]
l'histoire de notre vie,
[11:39]
j'espérais que nous pourrions
[11:40]
lui faire la distinction
[11:43]
particulière de lui donner un
[11:44]
parcours un bâtiment public en
[11:45]
son honneur de son vivant. Ma
[11:50]
préférence Halle et va toujours
[11:52]
au parc situé à l'angle des rues
[11:55]
Cartier et Lake Shore. Lorsque
[12:00]
j'ai invoqué cette idée avec
[12:01]
lui, il a insisté qu'il
[12:04]
n'accepterait cet honneur que si
[12:05]
le vote était unanime. Cela
[12:09]
témoigne de son caractère et du
[12:11]
niveau d'humilité que l'on
[12:13]
trouve rarement chez les hommes
[12:15]
politiques ou les personnes
[12:17]
politiques. J'espère que nous
[12:18]
pourrons arriver à cette
[12:21]
unanimité quant Pointe-Claire
[12:22]
lui doit littéralement son
[12:25]
existence et lui sera toujours
[12:28]
redevable. La Ville de
[12:30]
Pointe-Claire présente ses plus
[12:31]
sincères condoléances à la
[12:33]
famille et aux proches de
[12:34]
monsieur McMurchie. Nous sommes
[12:36]
reconnaissants pour tout ce
[12:38]
qu'il a accompli et nous nous
[12:40]
souviendrons toujours de son
[12:42]
dévouement envers notre
[12:44]
communauté. Municipal council
[12:47]
pays tribute to Mr. William
[12:50]
Franklin McMurchie who passed
[12:51]
away on January 1st, 2025 in
[12:54]
von, Ontario. Former mayor and a
[12:57]
cherished figure in our
[12:58]
community, leave behind a
[12:59]
lasting legacy and mark in our
[13:02]
city. Tonight we honour him for
[13:04]
all he has done for our city.
[13:07]
Dedicated, hardworking and
[13:10]
passionate, William McMurchie
[13:13]
devoted 26 years of his life to
[13:14]
serving Pointe-Claire. He served
[13:15]
as a city council from 1990 to
[13:18]
1998 before being elected mayor
[13:20]
and serving from 1998 to 2001.
[13:24]
He would become borough mayor
[13:25]
from 2001 to 2005 during the
[13:28]
municipal mergers with the City
[13:29]
of Montréal and before regaining
[13:32]
his post as mayor of
[13:34]
Pointe-Claire from 2005 to 2013.
[13:37]
His tenure in office would make
[13:39]
him one of the longest serving
[13:40]
elected officials in the West
[13:42]
Island of Montréal. Under his
[13:44]
leadership, the City achieve
[13:46]
significant progress in
[13:48]
environmental, social and
[13:49]
cultural sectors. Born in
[13:52]
Saskatchewan, Mr. McMurchie
[13:53]
moved to Montréal the 1956 where
[13:55]
he began working for the City of
[13:57]
Pointe-Claire as a student with,
[14:00]
actually, all over. This first
[14:03]
job marked the start of an
[14:04]
exemplary career in public
[14:07]
administration and municipal
[14:09]
politics. As mayor, he led
[14:10]
initiatives such as reducing
[14:12]
speed limits in the city,
[14:14]
regulating wood burning
[14:15]
fireplace emissions, opening the
[14:17]
West Island's first ecocentre
[14:21]
and, of course, spearheading
[14:23]
Pointe-Claire is the merger from
[14:24]
the City of Montréal. He was
[14:25]
also devoted protector of the
[14:28]
shoreline and waterfronts of
[14:30]
Pointe-Claire by investing in
[14:31]
the acquisition and protection
[14:33]
of these delicate ecosystems, he
[14:35]
has ensured that today citizens
[14:37]
and future generations can enjoy
[14:39]
public spaces overlooking
[14:43]
Lac-Saint-Louis. Bill would be
[14:44]
best known for spearheading
[14:45]
Point cleanse the merger from
[14:47]
the City of Montréal. In 2001,
[14:49]
he was elected to represent
[14:51]
Pointe-Claire on the newly merge
[14:52]
Montréal City Council as a
[14:54]
member of Gerard Tremblay's
[14:56]
Montréal Island citizens unit. A
[14:58]
party which promised to
[15:00]
decentralize the new major city
[15:02]
and allow its caucus members to
[15:04]
campaign for the merger if ever
[15:06]
the provincial government
[15:07]
allowed citizens to vote for
[15:08]
that option in local
[15:11]
referendums. When that promise
[15:12]
was broken, Bill McMurchie was
[15:15]
the first City Council to lead
[15:17]
Trump's caucus and become a
[15:18]
leader of the West Island
[15:19]
campaign for the merger. In
[15:21]
doing so, he demonstrated
[15:23]
genuine political courage in the
[15:25]
face of the entire political or
[15:27]
provincial political
[15:29]
establishment, which created
[15:30]
both the unfair conglomeration
[15:32]
structure and an equally unfair
[15:34]
referendum process into keeping
[15:35]
merged suburbs within Montréal.
[15:38]
He also did this at a time when
[15:39]
most of his colleagues among the
[15:41]
former suburban mayors have
[15:42]
either changed positions to
[15:44]
support the new major city or
[15:45]
had chosen to remain neutral.
[15:48]
The level of autonomy that
[15:50]
Pointe-Claire enjoys today is in
[15:52]
large part due to Bill
[15:55]
McMurchie's vision and
[15:56]
leadership. In exchange as I had
[15:57]
with bill over the years, I
[15:58]
always appreciated his wisdom,
[16:00]
his sense of humour and how
[16:02]
easily approachable he was
[16:04]
toward ordinary citizens. I was
[16:06]
particularly grateful for his
[16:08]
support for naming the newly
[16:09]
acquired YMCA after former mayor
[16:13]
Olive-Urquhart. He actually
[16:14]
teared up when I spoke to him
[16:15]
about it, it was quite touching.
[16:17]
Given the important role he
[16:18]
played in our city's history, my
[16:20]
hope was that we could do have a
[16:22]
special honour of naming a
[16:23]
public park or building after
[16:25]
him during his lifetime. My
[16:27]
preference wasn't remain the
[16:29]
unnamed park at the corn of car
[16:31]
chain lakeshore. I think it
[16:32]
spoke to his character and a
[16:35]
level of humidity really found
[16:38]
among politicians. When I raised
[16:39]
the idea with, and he insisted
[16:40]
that he would only accept the
[16:42]
honour if the vote were
[16:44]
unanimous. I hope we can find
[16:45]
that unanimity. Pointe-Claire
[16:48]
may literally owe him its
[16:50]
existence and will always be in
[16:52]
his debt. The City of
[16:53]
Pointe-Claire extends its
[16:55]
deepest condolences to Mr.
[16:57]
McMurchie's family and loved
[16:58]
ones. We are profoundly grateful
[17:00]
for all he has accomplished and
[17:01]
will always remember his
[17:03]
unwavering dedication to our
[17:05]
community. Thank you.

de demeurer à vos places jusqu'à
[17:45]
l'appel de votre nom. Nous
[17:46]
garderons 90 minutes pour la
[17:48]
période des questions. Une
[17:50]
personne à la fois au micro.
[17:52]
Nous vous remercions d'attendre
[17:54]
que le citoyen ait terminé de
[17:56]
poser sa question et que vous
[17:58]
soyez appelés avant de vous
[18:00]
lever pour poser votre question.
[18:03]
Nous accordons la priorité aux
[18:05]
résidents et aux résidentes de
[18:08]
Pointe-Claire. Les non-résidents
[18:09]
pourront poser leurs questions
[18:10]
par la suite, si le temps n'est
[18:12]
pas écouler. For question
[18:16]
period, you are greeted for the
[18:18]
period so you can remain seated
[18:20]
until your name is called. We
[18:22]
shall stick to the 90 minute
[18:23]
time limit for question period.
[18:25]
One person at a time at the
[18:27]
microphone. Thank you for
[18:28]
waiting for a citizen to finish
[18:30]
asking their question to be
[18:31]
called before you get up to ask
[18:33]
yours. We will give priority to
[18:36]
Pointe-Claire residents and
[18:39]
nonresidents can ask darkness
[18:40]
afterward if time has run out.
[18:44]
First person up
[18:51]
.
[18:54]
>> Hi, everyone. I would just
[18:55]
like to start off by saying
[18:57]
thank you to the City Council,
[18:58]
the mayor and the administration
[19:00]
for approving Athens Park last
[19:03]
year. I also saw that it has
[19:04]
been approved by the commission
[19:07]
of Québec. So I'm very happy
[19:08]
with that. My question is just,
[19:11]
is there an estimated timeline
[19:13]
for the next steps like the
[19:16]
public consultation process for
[19:19]
the land use an inauguration of
[19:21]
the park?
[19:22]
>> Very good questions. All of
[19:24]
them.
[19:26]
- Madame Verdun, est-ce qu'on a
[19:27]
un horaire pour le parc?
[19:31]
>> Estimated.
[19:32]
À peu près? >> We do not, you
[19:34]
have to do the signage so it
[19:35]
would probably be during the
[19:37]
[Inaudible]
[19:38]
>> With the integration of the
[19:39]
park be done before the
[19:42]
consultation process to decide
[19:43]
if there's going to be a
[19:44]
playground or anything else
[19:45]
added like that?
[19:46]
>> That is what we have to
[19:47]
decide with the City Council
[19:48]
but, yes we can do the
[19:50]
inauguration of the name of the
[19:53]
park.
[19:54]
>> Perfect.
[19:55]
>> The name is solid.
[19:56]
>> Thank you. Just a second
[19:58]
question, I was also reading the
[20:01]
2023 parks and green spaces
[20:03]
report that Pointe-Claire
[20:04]
produced last year. I saw the
[20:08]
park at the entrance of the
[20:09]
village was referred to as class
[20:13]
Cartier.
[20:14]
>> That is the name we all call
[20:15]
it.
[20:16]
>> I did not see an official
[20:17]
name published.
[20:18]
>> It's not.
[20:19]
>> Is there a reason for that?
[20:20]
>> It has not been named yet.
[20:21]
The park has not been named yet,
[20:23]
officially. Which is what I was
[20:25]
proposing. One of my proposed --
[20:28]
propositions for my speech in
[20:29]
Mr. McMurchie.
[20:30]
>> Thank you.
[20:31]
>> Thank you. I am.
[20:42]
Ryan Derek.
[20:43]
>> Good evening. I did not know
[20:45]
how this process works. I am 6.1
[20:48]
on the agenda. It's hard to ask
[20:49]
a question about something that
[20:51]
we have not talked about yet.
[20:53]
>> I believe Mr. Derek gets an
[21:00]
opportunity 6.1? No? Go ahead.
[21:04]
>> 6.1. I am 191 Lakeshore, of
[21:05]
easy I'm here to see if there is
[21:07]
a decision on my house but I
[21:08]
guess we are going to have to
[21:09]
sit and wait until we hear about
[21:11]
6.1. It's hard to ask questions
[21:13]
about something that we cannot
[21:14]
--
[21:15]
>> We have not yet voted on it.
[21:16]
That is correct.
[21:20]
>> It's hard to argue it because
[21:21]
I have contested the original
[21:24]
demolition decision so we do not
[21:25]
know where we are at so I do not
[21:27]
know what to argue about.
[21:28]
>> Do you want to make an
[21:29]
impassioned plea?
[21:30]
[Laughter]
[21:32]
>> Sure. I live in that house, I
[21:34]
know the first demolition
[21:36]
committee that they felt that
[21:37]
the house was not deemed in that
[21:40]
enough shape to be demolished
[21:42]
but I believe the report was
[21:45]
done -- was not done properly.
[21:46]
They did not take into the
[21:48]
proper consideration. They also
[21:49]
inspected the house for 1963 in
[21:51]
the middle of summer where the
[21:52]
whole conditions in the winter
[21:54]
changed. I can tell you my
[21:55]
bedroom is minus five and this
[21:58]
house is 63 years old. For me to
[22:00]
take a house and unfortunately
[22:05]
tearing down to build a new one,
[22:06]
which is almost the same look as
[22:07]
the new neighbourhood we have
[22:09]
proposed. The cost of that to
[22:12]
doing the renovations to bring
[22:13]
the same thing that is going to
[22:14]
cost me double. I can give you
[22:17]
one estimation. On the general
[22:19]
contractor, I know the
[22:20]
estimation to do my house. If I
[22:21]
build a house into a new house
[22:22]
is gonna be 1 million dollars.
[22:24]
To renovate its gonna cost me $2
[22:26]
million and going to take me
[22:28]
twice, if not three years,
[22:29]
because I do not have to fight
[22:30]
all. Have 1 million dollars to
[22:31]
the house. I'm going to disturb
[22:33]
the whole neighbourhood because
[22:34]
it takes three years in my
[22:36]
current house is in poaching on
[22:38]
the property lines and stuff
[22:39]
like that. I do not think there
[22:42]
is a lot of things to consider
[22:44]
besides walking around my house
[22:45]
and saying that it's in good
[22:48]
condition. When I moved into the
[22:49]
house, it was from 1963 inside
[22:51]
and a half or a young children
[22:53]
and it was not safe to live in
[22:55]
that style house. Since I'm a
[22:57]
contractor, I spend my weekends
[22:58]
and stuff renovating the
[23:00]
bathroom and stuff like that to
[23:01]
bring it up to standard some in
[23:02]
my children get hurt. The fact
[23:04]
that, yes, the house kind of
[23:06]
looks in good shape cosmetics,
[23:07]
there's tons of structural
[23:08]
problems and electrical problems
[23:09]
that you cannot see unless you
[23:11]
have ex revision or you open up
[23:12]
the walls like I did. It's
[23:15]
really hard to fight something
[23:17]
that you cannot talk about.
[23:18]
>> Well spoken, Mr. Derek. Thank
[23:21]
you.
[23:22]
>> This is my attorney that is
[23:23]
with me.
[23:25]
>> You could sit down and she
[23:27]
can take over, if you'd like.
[23:29]
>> Hi, sorry. Thank you, I did
[23:31]
not mean to interrupt him but I
[23:32]
just feel like he forgot to
[23:34]
mention an important point is
[23:36]
that the previous decision from
[23:38]
-- I read the decision of the
[23:42]
committee. It seems it has been
[23:44]
based solely on a report that
[23:46]
asked the complete cost of the
[23:49]
renovation $64,000. With all due
[23:51]
respect, that is completely
[23:53]
unrealistic. We have reports
[23:54]
that say otherwise. Even the
[23:59]
inspection before numbers, a
[24:01]
very expensive list of things
[24:02]
that need to do and it seems to
[24:05]
me that the decision was fully
[24:07]
based on that, on the 64,000
[24:09]
dollar cost of reconstruction
[24:11]
and considering the reports
[24:14]
contradict that report, I think
[24:15]
the committees could take that
[24:16]
into consideration as well. At
[24:18]
the end of the day, all the
[24:21]
other requirements that we find
[24:23]
in the bylaw, respect to the
[24:28]
demolition of the movable, have
[24:30]
been met. I think that is the
[24:32]
only point that we need to take
[24:34]
into consideration right now. In
[24:36]
the report that says that the
[24:38]
cost of demolition is only
[24:41]
$64,000. He says, and I
[24:43]
mentioned that in the appeal
[24:44]
that we filed and I do not know
[24:47]
if anyone had a chance to review
[24:49]
it but we do mention that he
[24:51]
mentioned several times that
[24:53]
supplemental reports and
[24:55]
analysis should be done in order
[24:56]
to compliment this report
[24:58]
because it is not complete so I
[24:59]
would like for the committee to
[25:02]
take that into consideration as
[25:03]
well.
[25:04]
>> Thank you.
[25:11]
Philippe Pare.
[25:14]
>> Good afternoon. My question
[25:16]
is as follows, we are currently
[25:18]
in 2025 and we are getting our
[25:21]
to run your Mitchell stations
[25:22]
later this year and our new bus
[25:28]
system. Light metro, light rail,
[25:31]
something. My question is as
[25:33]
follows, both the Saint-Jean
[25:35]
Industry Highway 40 crossings
[25:37]
are still kind of extremely
[25:39]
dangerous for pedestrians and
[25:41]
cyclists to cross due to the
[25:43]
sidewalks and all the car
[25:45]
traffic. Can we please get
[25:47]
somewhat of an update for the
[25:50]
plan pedestrian crossing at St.
[25:52]
John's and the restructuring
[25:53]
that is going to be happening on
[25:58]
Des Sources four be able to
[25:59]
cross Highway 40 safely?
[26:03]
>> Madame Vendôme do we have
[26:05]
plans for improvement of the
[26:10]
crossings?
[26:11]
En avant des stations de renom?
[26:13]
>> That we have in the CIP, we
[26:15]
have a project with the and PQ.
[26:18]
I do not have the timeline,
[26:21]
unfortunately, but it's supposed
[26:22]
to be a little bit after that
[26:25]
the REM station is open but we
[26:26]
are working on it.
[26:28]
>> Thank you. For my sub
[26:29]
question, if it's possible, --
[26:33]
>> Just intervene, I do not mean
[26:34]
to interrupt, there is a
[26:35]
potential overpass.
[26:37]
>> I know there is some --
[26:39]
>> A pedestrian bicycle
[26:41]
overpass, potentially. If all
[26:43]
goes well, knock on wood, there
[26:44]
is potential.
[26:46]
>> For my second question, can
[26:49]
we please ask you as you are a
[26:51]
member of the Anglo council
[26:53]
meeting in Montréal, to please
[26:56]
ask the STM to get the ball
[26:59]
rolling so we actually know how
[27:01]
our bus network will be
[27:02]
affected. They have been silent
[27:03]
and silent and silent and
[27:06]
nothing.
[27:07]
>> They have actually got their
[27:08]
plans ready and they have
[27:09]
actually started proposing them
[27:11]
to us. We are meeting with that
[27:13]
as we speak.
[27:15]
>> Thank you very much.
[27:16]
>> And they are interesting
[27:18]
Claude. Pat McGee.
[27:26]
>> Hello, I'm Patrick McGee the
[27:29]
architect filed for 191. I don't
[27:33]
have a whole lot but to make
[27:34]
sure that the demolition
[27:36]
committee read the engineers
[27:38]
report, my report as well as the
[27:41]
independent contractors report
[27:42]
on the costing analysis of
[27:44]
bringing the home up to current
[27:47]
standards. I do not believe they
[27:48]
have read all the doctors prior
[27:50]
to the last meeting. I want to
[27:52]
know if they have prior to the
[27:53]
decision that has been made
[27:56]
first.
[27:57]
>> I cannot answer that. Anybody
[27:59]
on the demolition committee
[28:00]
choose to answer that?
[28:03]
>> Yes, yes and yes?
[28:06]
>> Thank you Mr. McGee. Linda
[28:13]
Dumas.
[28:17]
[Inaudible]
[28:30]
We had it once and
[28:32]
[Inaudible]
[28:38]
>> I personally love podiums
[28:42]
myself.
[28:43]
>> When your legs are wobbly.
[28:45]
Good evening. Once again, I am
[28:53]
here always regarding --
[28:56]
>> Madam Dumas, if I can just
[28:59]
ask you speaking to the
[29:00]
microphone.
[29:01]
>> I'm sorry. Is it working?
[29:02]
>> Yes.
[29:03]
>> Regarding the forest, the
[29:05]
force being the Fairview forest,
[29:07]
but when one is here for the
[29:10]
Fairview forest, we are here for
[29:13]
biodiversity, we are here for to
[29:19]
try to make sure that the lack
[29:23]
of this biodiversity does not
[29:25]
become less. My preamble but I
[29:32]
will be asking Mr. Eric Stork
[29:36]
and Mr. Brent Cowan a question.
[29:39]
I, in 2018, I moved here, there
[29:41]
was the election when I found
[29:44]
out about the forest. I have had
[29:47]
a sign saved the first ever
[29:50]
since but it was only two years
[29:53]
ago, exactly, January 2023, that
[29:55]
I first came to a council
[29:57]
meeting ever in my life and I
[29:59]
have since found out that a few
[30:01]
other people are not necessarily
[30:05]
long council meeting goers or
[30:12]
speakers. This entity, this
[30:18]
longer, I am now calling it a
[30:21]
hospital, the forest is a
[30:24]
hospital. Recently there has
[30:25]
been doctors who have been
[30:28]
prescribing that people --
[30:31]
giving them a prescription to
[30:33]
visit a forced. It's new in the
[30:35]
news. I think it was from
[30:37]
Ontario in the last number of
[30:38]
weeks. When I first came in 2023
[30:42]
to a special council meeting
[30:45]
this was to get Madam Verdon to
[30:51]
get to be able to speak to
[30:53]
Cadillac Fairview. Cadillac
[30:58]
Fairview I certainly want to say
[31:00]
is being -- has been a
[31:04]
decades-long contributor to our
[31:07]
society. The corporation would
[31:08]
not be here if not profitable.
[31:13]
One, almost never mentions the
[31:14]
name Cadillac Fairview and even
[31:17]
less the Ontario teachers
[31:19]
pension plan. With that
[31:24]
preamble, I wish to talk a lot
[31:26]
more about buying this. I have
[31:31]
sent letters a year and a half
[31:33]
ago to the OTTP saying let's
[31:39]
negotiate this. You are
[31:41]
educators, you are informed
[31:42]
people, why on earth in the 24
[31:45]
century something so sustainable
[31:50]
for the human species. I have
[31:53]
recently come to judge that we
[31:55]
are not in a -- the planet is
[32:01]
not in crisis, the climate is
[32:03]
not in crisis, it's the human
[32:05]
species, the plant species, the
[32:07]
animal species. We are in
[32:09]
crisis. Of course, most of us
[32:12]
know that the abundance of what
[32:18]
mankind, remnants of mankind did
[32:19]
for over century has accelerated
[32:22]
the situation that we are all in
[32:25]
and even those who don't read
[32:28]
about it certainly, if they put
[32:30]
on the television or a friend or
[32:34]
someone, an acquaintance, will
[32:35]
say oh my goodness have you
[32:37]
heard about the latest disaster?
[32:41]
Disasters will always happen.
[32:42]
They always have through the
[32:46]
ages but it is over 40 years
[32:50]
more well documented, worldwide
[32:53]
by collaboration of scientists
[32:57]
who forward their data that
[33:02]
mankind and plants and animals
[33:06]
are in a very, very tenacious
[33:11]
situation. In the October 9th
[33:18]
1510 west, Mr. Eric Stork, you
[33:20]
were quoted and you are asking
[33:23]
and I heard maybe in December
[33:26]
that you wish to have a formal
[33:29]
evaluation of this forest. With
[33:36]
all the information that is so
[33:43]
apparent, more than a parent, it
[33:45]
is logical, it is objective.
[33:49]
Those people who are passionate
[33:51]
about this, they bring their
[33:52]
passion because of the logic and
[33:54]
the objectivity of this
[33:59]
existential crisis that we are
[34:01]
faced with. I would like to
[34:04]
know, Mr. Stork, why your
[34:07]
interest has come about only
[34:09]
three years in to this four-year
[34:16]
mandate? Why you have come up
[34:20]
with this now so late and never
[34:26]
having spoken about really
[34:29]
coming up ideas to keep this
[34:33]
forest alive.
[34:36]
>> I will answer. First, it
[34:39]
sounds like a very politically
[34:41]
motivated question.
[34:42]
>> It is not. It is absolutely
[34:45]
not.
[34:46]
>> May I speak?
[34:47]
>> Well, yes, first of all, it's
[34:48]
not political.
[34:49]
>> Perfect. My position on the
[34:50]
Fairview force has not changed
[34:51]
since day one. Not since day
[34:54]
one. Anybody who lives in my
[34:55]
district, who I've spoken to, my
[34:57]
position has not changed. It
[34:59]
came about because at 1.7
[35:01]
citizens reached out to me.
[35:03]
She's not in the room today. We
[35:05]
were working an email so I had
[35:06]
to address it. I came out with
[35:08]
somewhat of a formal position on
[35:10]
this and that was my position.
[35:11]
My position has not changed from
[35:12]
day one. It is a citizen's
[35:17]
decision. We have to have the
[35:18]
facts and we have to make this
[35:20]
decision together as a city. My
[35:23]
position has not changed and it
[35:24]
came out of necessity to finally
[35:27]
take the elephant out of the
[35:28]
room in terms of cost,
[35:31]
environment, impact, all those
[35:33]
variables have to be put
[35:35]
together, digested, something
[35:38]
said in a decision made because
[35:39]
it was going on for too long and
[35:40]
I took the courage to come out
[35:42]
and actually take that position.
[35:45]
>> Am I able to speak?
[35:49]
>> It's not a debate. Do you
[35:51]
have a subsequent question for
[35:54]
Council Brent Cowan? Madame
[35:56]
Dumas, you are allowed to
[35:58]
question.
[35:59]
>> Can I reply? I cannot reply?
[36:01]
>> You can simply reply but not
[36:03]
address your subsequent question
[36:05]
would have to be if you have a
[36:07]
follow-up question. You
[36:10]
suggested one to Senator count
[36:12]
as well. If you use the
[36:13]
subsequent question it could be
[36:14]
to Councillor Stork but you lose
[36:16]
the opportunity to question
[36:18]
Councillor Cowan.
[36:19]
>> It's not a subsequent
[36:21]
question. You are deeming that
[36:22]
I'm up here politically. I am
[36:25]
not. You wonder if you are still
[36:29]
wondering in the 21st century
[36:30]
where have you been? Do you
[36:31]
read? Do you study? Do you
[36:34]
listen?
[36:35]
>> Madame Dumas, these are all
[36:37]
questions.
[36:38]
>> Fine. I find it very, very
[36:39]
weak. That is not a question.
[36:40]
Extremely weak.
[36:41]
>> You have a subsequent
[36:43]
question?
[36:44]
>> Yes. A bit of a preamble. The
[36:49]
force needs to be paid for.
[36:53]
Perhaps we have to convince
[36:54]
Cadillac Fairview that it is --
[37:00]
it is in their best interest in
[37:03]
their own families interest and
[37:05]
their progeny, et cetera, et
[37:07]
cetera and our progeny to save
[37:10]
what we have around us
[37:13]
especially it's not the golf
[37:17]
course and the golf course will
[37:21]
probably or Beaconsfield golf
[37:22]
course will probably come up one
[37:25]
day but it is a much larger
[37:26]
green space and it is not
[37:30]
surrounded by a stranglehold of
[37:34]
the island in pyramid billet-y.
[37:37]
Mr. Cowan, in that October 9th
[37:43]
1510 west, you actually had an
[37:45]
entire letter to the editor. I
[37:48]
believe you ended it with «
[37:51]
let's sum up the courage and the
[37:54]
content of it » was paying for
[37:58]
the forest. 20 million here, 10
[38:01]
million there, et cetera, et
[38:03]
cetera. I am wondering why,
[38:08]
talking about elephants in the
[38:09]
room, Cadillac Fairview being
[38:12]
one, paying for this forest. In
[38:14]
needs to be paid for, it is
[38:15]
owned by somebody but there are
[38:20]
ways of achieving it and
[38:23]
certainly not dialoguing with
[38:24]
the opponent. Cadillac Fairview
[38:27]
is not the enemy, it is provided
[38:30]
so much to this community over
[38:32]
so many decades and some people
[38:36]
call it Mecca I'm wondering why
[38:42]
instead of only question or
[38:45]
statements, Mr. Cowan, why don't
[38:48]
you have some ideas, as I do,
[38:52]
and I believe Madam Tara
[38:56]
Stainforth has mentioned to me
[38:58]
just in passing that she has had
[39:00]
ideas. Why is that never
[39:02]
discussed and could you -- I
[39:05]
have ideas. What are your ideas
[39:08]
for raising this money given
[39:11]
that entire hospital complex all
[39:14]
raised by fundraising? I will
[39:17]
just and, I realize, the forest
[39:21]
is a hospital. It is already
[39:23]
built. We do not have to wait
[39:24]
five or ten years for it. We
[39:27]
just have to pay for it. Thank
[39:30]
you.
[39:31]
>> Thank you for the question. I
[39:32]
think in that same letter that I
[39:35]
did actually make a proposition
[39:38]
and where I could see money come
[39:40]
from. I said I thought
[39:41]
Pointe-Claire could afford $10
[39:43]
million. I said I believe there
[39:45]
was a federal government program
[39:47]
to support this kind of
[39:49]
initiative. I cannot remember if
[39:50]
it was ten or $20 million or
[39:52]
something. I figured that the
[39:54]
Agglo could match that will
[39:56]
Pointe-Claire was putting in and
[39:57]
I figured that the province of
[39:59]
Québec could put in the balance.
[40:00]
I wrote that on the letter.
[40:02]
There is a concept of where the
[40:05]
money could possibly come from.
[40:07]
The challenge would be to try to
[40:10]
convince them and those
[40:12]
challenges are not in
[40:15]
significant. That does not mean
[40:16]
that they are insurmountable.
[40:18]
One of the letter was to
[40:21]
actually say two things. One,
[40:23]
you have to pay for it. I do not
[40:25]
see any alternative to preserve
[40:27]
the land in the entirety and
[40:29]
number two, I came up with what
[40:31]
I could see is a way to fairly
[40:34]
share the cost and then we could
[40:37]
-- the city could possibly
[40:39]
organize, the mayor could
[40:40]
possibly organize then to
[40:42]
approach these levels of
[40:43]
government and build up the
[40:44]
support. As far as I know. We
[40:46]
have done very little, the city
[40:48]
has done very little. That is
[40:51]
the Mayor's responsibility to
[40:52]
follow up on that and what I
[40:55]
know that we have done is we
[40:57]
sent a letter to Valérie Plante.
[40:59]
I do not think she responded to
[41:00]
it. I know that there was a
[41:02]
meeting with the metropolitan
[41:06]
community of Montréal and they
[41:07]
were very not warm to the idea
[41:08]
of doing anything with the
[41:10]
force. These are the challenges.
[41:15]
I acknowledge them.
[41:16]
>> If we start the process, we
[41:18]
can get there. Thank you.
[41:21]
>> Just to clarify, I did speak
[41:25]
to the CMM and the response was
[41:30]
negative. CMM is the
[41:32]
organization in the Montréal
[41:33]
administration that is
[41:34]
responsible for the acquisition.
[41:35]
The question was asked to the
[41:36]
right authorities and was
[41:38]
actually done.
[41:39]
>> When was that done?
[41:42]
>> Two years ago. A year and a
[41:45]
half, two years ago.
[41:46]
>> I understand they have spent
[41:47]
--
[41:48]
>> One of the first things I did
[41:49]
it was probably six months in,
[41:51]
nine months in. Some around
[41:52]
there that we got an answer. I
[41:54]
was quite disappointed. I remain
[41:57]
quite disappointed with the
[41:59]
administration and it has some
[42:00]
bearing on how I perceive them
[42:03]
because they have uttered a
[42:06]
program that I felt they did not
[42:08]
substantiate in that response.
[42:10]
That is my feeling on that. I
[42:11]
was not pleased with that
[42:12]
decision.
[42:13]
>> I think they have run very
[42:17]
low saving Hypertec and
[42:19]
extremely other important and we
[42:20]
are just as important because we
[42:22]
are all part of that
[42:25]
biodiversity.
[42:26]
>> To speak to the elephant in
[42:27]
the room, it's hard to put a
[42:29]
price on survival. For me, we
[42:31]
have spent more than 10 million
[42:33]
on the Olive-Urquhart Sports
[42:37]
facility. We have spent $21 on
[42:39]
our public works. All of which I
[42:40]
agree with. 10 million seems to
[42:43]
be a pittance for our survival.
[42:46]
I'm just putting in the grand
[42:48]
scheme of things. That is the
[42:49]
Mayor's interpretation of it.
[42:54]
Ralph?
[43:00]
Would you like to speak to some
[43:01]
of the questions?
[43:03]
>> I just wanted to say that the
[43:06]
elephant is not in the room,
[43:08]
it's in the parking. It's a very
[43:10]
big elephant -- come closer.
[43:20]
It's in court. You can do any
[43:24]
kind of gestures.
[43:27]
>> We are not going to have an
[43:28]
exchange from the audience. We
[43:30]
do not have exchanges from the
[43:33]
audience.
[43:34]
>> It's in court. Yesterday it
[43:36]
was going to the court of
[43:39]
Québec. It has been delayed
[43:44]
again. We are in this situation,
[43:48]
both sides of this conundrum, I
[43:53]
will say it in French Les deux
[43:56]
côtés sont à la merci de la
[43:59]
Cour. Vous avez choisi de donner
[44:04]
la décision à un autre parti.
[44:09]
Alors, on peut spéculer. Mais
[44:13]
c'est un jeu, un troisième parti
[44:15]
qui va décider, regrettablement.
[44:19]
Vous pouvez faire tous les
[44:21]
signes de noms que vous voulez,
[44:24]
c'est ça. Merci.
[44:27]
>> Just as a preface, Mr. Claude
[44:30]
Cousineau, I think you have a
[44:31]
look at Bill 39 and what St.
[44:34]
Bruno did, you will see there is
[44:35]
actually very easy way out of
[44:36]
that. It's not easy, it still
[44:37]
takes time, of course but there
[44:38]
is a method out of that and you
[44:40]
have forgotten to consider that.
[44:44]
Good evening.
[44:46]
>> Please, and light me.
[44:49]
>> It's been in the press. I am
[44:52]
sure the city officials can tell
[44:53]
you about Bill 39 allows you to,
[44:57]
regardless of previous ownership
[44:59]
or other cases, legal cases
[45:01]
allows you to circumvent that
[45:03]
and rate new bylaws for
[45:06]
ecologically sensitive areas.
[45:07]
>> Again, last comment on this,
[45:10]
a judge is going to tell us what
[45:11]
to do.
[45:12]
>> The judge already has. Good
[45:17]
evening, folks, tonight I want
[45:18]
to ask you again about Fairview
[45:21]
forest but I want to focus on
[45:23]
the new PMAD. The revised one of
[45:32]
the CMM. I'm curious to see what
[45:34]
the City appreciates the greater
[45:36]
obligation under the new PMAD
[45:42]
and considering its usage in
[45:43]
obligations under it. The
[45:46]
organization I am a member of,
[45:48]
say Fairview forest, and also
[45:49]
Cadillac Fairview, both made
[45:52]
submissions to the CMM and
[45:55]
participated in its recent
[45:57]
consultation on the PMAD
[45:59]
revised. I want to first say I
[46:02]
am very, very thankful to the
[46:05]
Pointe-Claire City Councillors
[46:07]
who wrote favourable comments on
[46:11]
the CMM website advocating
[46:13]
saving Fairview forest and
[46:16]
supporting our submission. Was
[46:17]
profoundly appreciated. I want
[46:19]
to address the revised PMAD and
[46:22]
it's greater assertion of that
[46:25]
bylaw. The agglomerations, the
[46:27]
regions and the municipalities
[46:31]
must, must and here to the PMAD.
[46:35]
And implemented faithfully. It
[46:38]
is not a fuzzy guideline anymore
[46:41]
but it's an explicit requirement
[46:43]
of Pointe-Claire just like every
[46:46]
other member of the CMM. The
[46:51]
guidelines, objectives and
[46:54]
criteria of the PMAD revised are
[46:58]
inscribed as being required by
[47:01]
law in the perspective of
[47:03]
sustainable development and also
[47:06]
aim, overall, to contribute to
[47:07]
the fight against an adaptation
[47:09]
of climate change and the
[47:11]
protection of biodiversity. All
[47:13]
things, of course, that Fairview
[47:15]
forest does. I want to quote the
[47:20]
PMAD revised exactly. Sorry,
[47:24]
it's not exactly because I did a
[47:26]
Google translation.
[47:29]
[Laughter]
[47:30]
A quote, « the compliance
[47:32]
process provided for by the and
[47:38]
shows that metropolitan planning
[47:40]
is implemented in regional
[47:41]
planning tools and a local
[47:45]
example municipal planning
[47:47]
tools. The SAD's or the RCM's
[47:56]
must comply with the PMAD. They
[48:02]
provide this metropolitan plan
[48:04]
must be reviewed periodically
[48:07]
». And I quote. The PMAD goes
[48:09]
on to say, in terms of the
[48:11]
environment, the revised PMAD
[48:13]
retains the choices of the first
[48:15]
PMAD and reinforces them
[48:18]
particularly with regard to the
[48:19]
number one issue that it's in
[48:23]
particularly in regard to his
[48:24]
number one, increasing the
[48:26]
target for the protection and
[48:28]
conservation of woods of
[48:31]
metropolitan interest. Forest,
[48:34]
corridors and natural
[48:37]
environments to 30% of the
[48:38]
metropolitan territory by 2046
[48:42]
in line with the commitments
[48:43]
made that the 15th Congress of
[48:45]
the party, example, COP15. It
[48:51]
has been explicitly covered all
[48:53]
the criteria Fairview forest
[48:55]
meets. I know that of course
[48:57]
Fairview forest issues are under
[48:59]
study. I am thankful for that.
[49:00]
That is great. However, this
[49:04]
PMAD now is very clear. It
[49:08]
demands compliance. And now
[49:12]
supersedes many of the concerns
[49:13]
and details that we get muddled
[49:15]
up in and struggle with. My
[49:20]
question for Pointe-Claire City
[49:22]
Council is very simply, will the
[49:24]
city comply with its obligations
[49:27]
and then the newly revised PMAD?
[49:29]
We'll use the tools in
[49:31]
advantages given by the
[49:32]
government of Québec, la 39, and
[49:36]
the CMM with its freeze on
[49:38]
Fairview for specifically and
[49:40]
the revised PMAD and save the
[49:43]
Fairview forest because it's
[49:45]
actually obliged to? That's it.
[49:50]
>> My answer is, I hope so. I
[49:52]
certainly -- I certainly would
[49:54]
like to. Yes?
[50:00]
>> By the way, your analysis is
[50:02]
very good. It's basically what
[50:04]
the challenges are. If you look
[50:05]
at the PMAD I think it's trying
[50:09]
to blow and stop at the same
[50:11]
time. If you look at the tree
[50:13]
canopy, the 30%, listen I'm
[50:15]
offer tree canopy all across
[50:17]
Montréal. You talk about
[50:18]
different areas that can be
[50:20]
affected but I've actually sent
[50:21]
an email and I still have not
[50:22]
gotten a reply to what that 30%
[50:24]
is because based upon what they
[50:26]
want to do in terms of
[50:28]
densification, in terms of
[50:30]
housing and put that 30% on top
[50:32]
of it, mathematically, when I
[50:35]
look at it, how it can be
[50:38]
achieved it's counter intuitive.
[50:41]
It knocks its own head together.
[50:43]
I ask a question, what is the
[50:45]
30% mean? I have not got an
[50:47]
answer yet. If you digging
[50:48]
deeper, you will see certain
[50:49]
elements or it says they do not
[50:52]
know where it's deemed as
[50:53]
private, public. Could be
[50:55]
parking lots and shopping
[50:58]
centres. It could be a backyard.
[50:59]
They have not given a pure
[51:01]
definition of what that 30% is.
[51:02]
That is what I'm really trying
[51:03]
to find out because yes, we
[51:05]
should comply and we can to
[51:07]
comply but it's going to be --
[51:09]
first of all they have to give
[51:10]
that definition. It's going to
[51:11]
be one of a challenge to balance
[51:13]
that I think the PMAD revised,
[51:17]
if you try to get everything
[51:18]
done on their, something is
[51:19]
going to fall through the
[51:22]
cracks. I really do not
[51:23]
appreciate them doing that.
[51:27]
That's a law, they are not going
[51:28]
fuzzy on that. There is no base
[51:29]
in terms, of all, you can maybe
[51:30]
do this, maybe do that.
[51:34]
Densification the parking lot at
[51:36]
Cadillac Fairview was a minimum
[51:38]
of 60. Now they are going to
[51:39]
blow in and come in and say it's
[51:41]
going to be -- it has to be at
[51:43]
least what? 20 to 50. They are
[51:45]
putting the hard line in the
[51:47]
sand now and I think what
[51:48]
they're asking us to do, without
[51:50]
giving us a proper definitions
[51:51]
to give it a feasibility
[51:53]
opportunity to see if it's
[51:54]
actually feasible is unfair.
[51:57]
It's unfair.
[51:58]
>> They do mention other aspects
[52:02]
besides canopy such as
[52:04]
biodiversity, Browns, expats,
[52:05]
all the different species, the
[52:07]
35 endangered species that are
[52:09]
in Fairview forest. There are
[52:12]
also criteria's beyond canopy.
[52:13]
The canopy is one reference but
[52:14]
they specifically refer to
[52:16]
biodiversity and other issues as
[52:19]
well.
[52:21]
>> Thanks.
[52:22]
>> If I could just give my own
[52:25]
take on the 30% number. We are
[52:29]
below 30% in Pointe-Claire so
[52:31]
what that effectively tells me
[52:33]
is we cannot build on green. We
[52:35]
can build somewhere else but we
[52:36]
cannot build on green. That is
[52:38]
my take.
[52:41]
>> The PMAD explicitly denied
[52:43]
that especially for the areas
[52:44]
that they froze. There are other
[52:47]
legislations like 39 and other
[52:49]
things that they have put in
[52:50]
place for the city to take
[52:51]
advantage of.
[52:54]
>> Point taken. Point taken.
[52:57]
Very well taken. Thank you very
[52:59]
much. Councillor Tremblay?
[53:01]
>> Thank you for your question.
[53:03]
I think the important thing
[53:05]
behind this issue is we do not
[53:06]
want to get lost in quibbling
[53:11]
overinterpretation and confusion
[53:12]
over whether or not a and B
[53:14]
means B. The ultimate problem
[53:16]
that we have today is we are
[53:18]
witnessing again another
[53:20]
disaster in California is these
[53:22]
kinds of issues are pervasive
[53:24]
now throughout the world. I
[53:26]
think the important thing we
[53:28]
need to do, regardless of
[53:29]
whether 30% or not, the
[53:32]
important thing for this council
[53:33]
to do is to be thinking of the
[53:35]
future and its citizens, its
[53:37]
health and safety. Ultimately,
[53:39]
we need to be working towards,
[53:41]
as I have said many, many times
[53:42]
with the intention of aiming to
[53:46]
solve this problem rather than
[53:49]
whether we are complying or not
[53:51]
an outing confusion to the whole
[53:52]
picture. I think if these
[53:54]
constructs the issue at hand and
[53:56]
I think it's important to
[53:57]
underline the fact that what we
[53:59]
need today is a mental and
[54:02]
economic, social paradigm shift
[54:04]
in these areas. In order to be
[54:08]
able to obtain those things, we
[54:10]
need to start getting creative
[54:12]
in every level. Political,
[54:14]
business and social as well. I
[54:19]
appreciate the question. I would
[54:20]
not want to get to lost in those
[54:23]
technicalities in that they are
[54:26]
important in that they are not
[54:28]
negligible aspects and what we
[54:29]
are going through. The rule of
[54:30]
law and all the qualifications
[54:32]
that behind that is obviously
[54:34]
important. Nothing's proceeds
[54:36]
natural law. Until we learn to
[54:38]
be able to work within those
[54:40]
constraints, we are going to
[54:41]
contingency difficulties that we
[54:42]
have in the world today. Thanks.
[54:45]
>> Thank you for the replies.
[54:49]
>> Susan Weaver?
[55:00]
>> It's about Council meetings.
[55:03]
I'm not going to ask you again
[55:05]
about cost and current City
[55:08]
lease car so I will submit seven
[55:10]
pages with that. I was
[55:14]
concerning last November's -- I
[55:18]
will go like that -- concerning
[55:20]
last November's council meeting,
[55:22]
I was curious as to why you made
[55:25]
up a story during that meeting.
[55:28]
It was a sort of a cocking-able
[55:31]
story. It had said nothing it
[55:33]
would've been the end of it.
[55:35]
Actions and words are important.
[55:36]
Your storyline was different
[55:38]
from the insurance report. I
[55:40]
decided to look at your Facebook
[55:42]
page to check out digs. April
[55:45]
6th, you are on a cocktail and
[55:48]
dinner gala in the evening. Then
[55:49]
you went up north but after that
[55:55]
the accident reported only next
[55:59]
day. That is it. I am just going
[56:01]
to hand in my seven page.
[56:04]
>> Okay. I do not know what was
[56:07]
met by caulk in bull. Miss
[56:11]
Weaver, we do not yammer from
[56:12]
the audience, we speak politely
[56:14]
from the microphone. The
[56:19]
accident happened with a car was
[56:21]
recorded by the police and
[56:24]
documented. I will go with
[56:25]
whatever written documentation
[56:27]
they submitted because that
[56:28]
obviously is the truth. I never
[56:30]
said anything other than the
[56:32]
date I was -- it was a morning
[56:34]
and I drove, I hit a deer, the
[56:36]
police recorded the accident and
[56:38]
that was the end of it. There is
[56:41]
no conflict and there is no
[56:42]
problem at all. It was in the
[56:44]
morning on my way up to my
[56:46]
mother in the hospital in the
[56:48]
morning. Thank you, Miss Weaver.
[57:01]
- Bonjour, Conseil. L'année
[57:07]
passée, je me suis présenté à la
[57:09]
consultation publique pour
[57:12]
l'agglomération de Montréal.
[57:13]
J'ai présenté quelque chose
[57:16]
concernant les milieux vides. Et
[57:18]
pour le village de
[57:19]
Pointe-Claire. Après, ça on m'a
[57:21]
invité pour représenter...
[57:24]
- Parler un peu plus fort.
[57:26]
- Vous m'entendez mieux?
[57:29]
- Merci.
[57:33]
- Après ça, ils m'ont invité à
[57:35]
venir me présenter aux CMM pour
[57:37]
la consultation publique au mois
[57:38]
de décembre. J'ai présenté deux
[57:41]
mémoire, un pour la forêt
[57:45]
Fairview et pour les lieux
[57:47]
humides, et un pour le village
[57:48]
de Pointe-Claire, pour le
[57:51]
patrimoine, qui n'est pas
[57:52]
reconnu dans le C.A. Même à
[57:55]
Montréal. J'ai répondu à madame
[58:02]
Stainforth, elle avait commenté
[58:05]
sur les mémoires. Madame
[58:07]
Saint-force, je vous remercie
[58:08]
pour ça.
[58:17]
In the 1970s which was from two
[58:20]
high schools, Saint-Jean, Thomas
[58:24]
the city of Pointe-Claire to buy
[58:26]
the great park that if a
[58:28]
terracotta. Today, our planet is
[58:30]
facing a bigger challenge,
[58:32]
climate change. The effect are
[58:36]
present all over the world in
[58:37]
and around us and catastrophic
[58:41]
events are present everywhere.
[58:42]
We, as a society, we cannot be
[58:45]
like ostriches and put our head
[58:46]
in the sand. We must stand up
[58:49]
against the society who wants to
[58:53]
destroy ecological system and go
[58:55]
against the climate change for
[58:57]
profit only and make pressure
[59:00]
with a lobbyist to different
[59:02]
environment for their district.
[59:05]
Like you mentioned in your
[59:08]
comment, I quote, you force are
[59:11]
the official role in mitigation
[59:13]
and air pollution and producing
[59:18]
oxygen. While the canopy cover
[59:20]
helped regulate urban
[59:22]
temperature by reducing the
[59:25]
effect. The natural space are in
[59:28]
disposable -- responsible for
[59:30]
foreseeing and creating the
[59:33]
city. And comment. The
[59:35]
protection of the forest is
[59:38]
supporting ecological balance
[59:41]
and the use as a sanctuary for
[59:46]
[Inaudible]
[59:47]
Diversified species that may
[59:49]
otherwise be displacement by
[59:53]
urbanizing like the brown snake
[59:55]
when the REM station erected on
[59:58]
the southeast section of the
[1:00:00]
force. We are asking to please
[1:00:04]
support to save the Fairview
[1:00:05]
forest like we did in 1970 with
[1:00:07]
the City to protect the forest
[1:00:12]
and for the one who cannot talk
[1:00:14]
and for our children and future
[1:00:16]
generation. My question is
[1:00:19]
Est-ce que le Conseil des
[1:00:20]
membres du conseil vont
[1:00:22]
supporter la protection de la
[1:00:23]
forêt Fairview comme leurs
[1:00:26]
confrères ont fait dans les
[1:00:28]
années 1970? Pour leur
[1:00:32]
protection? In person Une
[1:00:34]
réponse de tout le monde.
[1:00:35]
- C'est à tout le monde, merci,
[1:00:37]
Monsieur Lapointe. Pour
[1:00:39]
moi-même, je trouve que la
[1:00:41]
meilleure solution pour débuter
[1:00:43]
et de faire des consultations.
[1:00:47]
To speak to the people which we
[1:00:48]
were supposed to do regarding
[1:00:49]
the future the forest and what
[1:00:50]
they thought and listen to their
[1:00:52]
ideas and that would be a good
[1:00:53]
way to get the ball rolling. As
[1:00:55]
a Council, that would be a good
[1:00:56]
way for us to show our
[1:00:59]
willingness and to get the ball
[1:01:00]
rolling in these regards. That
[1:01:01]
is my answer to your question,
[1:01:03]
sir. Hopefully it's a sufficient
[1:01:07]
one.
[1:01:08]
- La Ville de Pointe-Claire a
[1:01:09]
fait le plan stratégique de 2023
[1:01:12]
à 2030. Les réponses, les
[1:01:15]
sondages des citoyens.
[1:01:17]
Protection et restauration de la
[1:01:18]
nature des environnements
[1:01:20]
naturels. 23% ont répondu pour
[1:01:24]
ça. Habitation, 14%.
[1:01:26]
Infrastructures et mobilité
[1:01:28]
active, 13%. La réponse des
[1:01:33]
employés, les personnes... 18%
[1:01:36]
ont répondu augmenter le
[1:01:39]
verdissement dans les zones
[1:01:41]
urbaines. Adopter une politique
[1:01:43]
environnementale audacieuse.
[1:01:45]
Appuyé des mesures d'efficacité
[1:01:50]
(---)
[1:01:51]
dans les bâtiments. Alors ça,
[1:01:53]
c'est déjà défait, les
[1:01:56]
questionnaires qui ont été
[1:01:57]
faites par la Ville. Et on voit
[1:02:00]
que les gens veulent la
[1:02:04]
protection, la protection des
[1:02:07]
changements climatiques. Est-ce
[1:02:10]
que quelqu'un d'autre veut
[1:02:12]
répondre?
[1:02:13]
- Moi, je veux bien.
[1:02:15]
- Allez-y.
[1:02:18]
- Pour répondre à votre
[1:02:21]
question, c'est sûr que la Ville
[1:02:23]
va suivre la loi. Quoiqu'en dise
[1:02:28]
monsieur Stokes avec, c'est vrai
[1:02:32]
que c'est clair ici, il y a un
[1:02:36]
juge qui a un ou plusieurs juges
[1:02:38]
qui a décidé c'est quoi les
[1:02:41]
responsabilités des villes, la
[1:02:43]
possibilité d'exproprier ou quoi
[1:02:44]
que ce soit. Là, à savoir en si
[1:02:50]
l'interprétation de Fairview est
[1:02:52]
correcte ou interprétation de
[1:02:57]
Fairview Forrest est correcte.
[1:02:59]
On va suivre les règles. Merci.
[1:03:04]
- C'est les citoyens qui
[1:03:05]
décident, c'est pas un... ils
[1:03:07]
ont un vote comme nous autres.
[1:03:08]
On a chacun un vote, comme une
[1:03:11]
élection.
[1:03:12]
- Je parle pas d'un vote. Je
[1:03:13]
parle du juge de la Cour
[1:03:15]
supérieure qui va décider
[1:03:20]
d'interpréter qui a raison.
[1:03:22]
- Mais il a déjà jugé...
[1:03:25]
- Merci. There has already been
[1:03:28]
a judgment on Bill 39? Hasn't
[1:03:31]
there? It's already been
[1:03:32]
president and it was favourable
[1:03:33]
to the protection. There has
[1:03:35]
already been -- I do not know
[1:03:36]
how many cases -- at least one.
[1:03:37]
Has there not?
[1:03:41]
>> They were supposed to go be
[1:03:44]
in court yesterday. It was
[1:03:49]
delayed. I don't know who
[1:03:51]
demanded but it was accepted by
[1:03:53]
the judge to put it back. We
[1:03:57]
will find a date soon. Who made
[1:04:02]
the request, maybe it's
[1:04:03]
Fairview, maybe it's the CMM. I
[1:04:06]
do not know.
[1:04:08]
>> It was Cadillac Fairview.
[1:04:10]
There was an appeal, I am
[1:04:12]
presuming, and there has been a
[1:04:14]
judgment and there has been an
[1:04:15]
appeal from what I understand.
[1:04:21]
Was there not a judgment? And
[1:04:23]
St. Bruno. Absolutely. There is
[1:04:24]
precedent already. I know, that
[1:04:27]
is my interpretation.
[1:04:30]
>> I will actually write
[1:04:31]
something. I think there is one
[1:04:32]
little thing. The definition of
[1:04:37]
a high ecological value and that
[1:04:39]
is a definition that has to be
[1:04:40]
determined. It was determined
[1:04:42]
St. Bruno, but it has not been
[1:04:44]
determined in St. Bruno -- St.
[1:04:46]
play where. That's exactly what
[1:04:48]
we have to, to investigate, to
[1:04:49]
get our facts and then we can
[1:04:52]
move forward. That is the crux
[1:04:53]
of the argument. It has to be
[1:04:56]
deemed environment of high
[1:04:57]
ecological value. I think your
[1:04:58]
legal department would support
[1:05:00]
me on that.
[1:05:02]
- Vous n'avez pas répondu à ma
[1:05:04]
question.
[1:05:05]
- Une autre question?
[1:05:06]
- Ma question: est-ce qu'il va
[1:05:08]
supporter de sauver la forêt
[1:05:10]
Fairview?
[1:05:11]
- Je vais supporter la décision
[1:05:13]
du juge.
[1:05:15]
- Mais je pense que monsieur
[1:05:16]
Lapointe demandait à nous de
[1:05:19]
répondre, pas le juge.
[1:05:24]
- Monsieur Lapointe, bien, il y
[1:05:26]
a quelques minutes, je m'exprime
[1:05:28]
sur le sujet. Donc, vous
[1:05:30]
comprenez un peu ma position
[1:05:31]
là-dessus.
[1:05:33]
- Je crois que vous connaissez
[1:05:34]
ma position aussi. Depuis cinq
[1:05:38]
ou 6 ans, j'ai toujours
[1:05:43]
supporté... j'est toujours
[1:05:44]
supporté qu'on conserve cette
[1:05:48]
forêt-là. C'est plus une
[1:05:49]
question de trouver comment le
[1:05:51]
faire avec les sous, au lieu de:
[1:05:55]
est-ce qu'on devrait le faire?
[1:05:59]
>> My answer, Mr. Lapointe, is I
[1:06:01]
would like to hear from people
[1:06:03]
as much as anything because I
[1:06:06]
believe they deserve to speak on
[1:06:07]
this and I think there is an
[1:06:10]
immense amount of talent in our
[1:06:13]
population that is knowledgeable
[1:06:14]
and that can bring enhanced
[1:06:17]
ideas and enhance our decisions
[1:06:19]
and make a stink better and
[1:06:22]
perform at a higher level. I
[1:06:24]
think we owe to the population
[1:06:25]
to allow that to happen which is
[1:06:26]
why I would like us to have a
[1:06:29]
consultation with the
[1:06:30]
participation process to hear
[1:06:31]
from the people on this matter.
[1:06:33]
That is my answer.
[1:06:36]
- Est-ce qu'il y a d'autres
[1:06:38]
réponses?
[1:06:42]
>> I think I made my position
[1:06:44]
pretty clear.
[1:06:46]
- Monsieur Bissonnette? >> I
[1:06:48]
have written my position, many,
[1:06:50]
many times in many different
[1:06:53]
forms and many different
[1:06:54]
locations, rather.
[1:07:00]
- Merci.
[1:07:02]
- Je pense que c'est tout.
[1:07:03]
Merci, Monsieur Lapointe.
[1:07:13]
>> Good evening. I have not been
[1:07:17]
able to come to every council
[1:07:19]
meeting and so maybe some things
[1:07:22]
have passed me by when I
[1:07:24]
could've been here listening
[1:07:25]
more intently but I have been
[1:07:30]
passionate about the environment
[1:07:33]
and saving the environment for
[1:07:35]
as long as I can remember. Even
[1:07:38]
though my memory is getting
[1:07:40]
shorter, it goes back a long
[1:07:42]
way. It is partly why I chose to
[1:07:45]
come to live in Pointe-Claire,
[1:07:47]
to stay in Pointe-Claire, even
[1:07:49]
after my family all moved away
[1:07:51]
was because of the protection of
[1:07:53]
green spaces, the nature and why
[1:07:57]
I chose to move to a town house
[1:08:00]
where I get terracotta in my
[1:08:02]
backyard, which is a very, very
[1:08:04]
special gift. I am certainly one
[1:08:07]
of the people who is passionate
[1:08:09]
about saving Fairview forest,
[1:08:11]
you know that already and I have
[1:08:17]
participated in most of the --
[1:08:19]
fourth of the five public
[1:08:21]
consultation sessions that the
[1:08:23]
city organized through a
[1:08:25]
consulting firm and somebody
[1:08:28]
along the way decided that we
[1:08:29]
could not speak about Fairview
[1:08:32]
forest during those public
[1:08:34]
consultation sessions, even ones
[1:08:37]
that were about private green
[1:08:39]
space, for heaven's sake.
[1:08:41]
Anyway, we did. We did anyway.
[1:08:43]
The hundred or so people that
[1:08:45]
were in the room talks about
[1:08:47]
saving Fairview forest in spite
[1:08:50]
of what we were told what we
[1:08:53]
could not say. While it was not
[1:08:54]
going to be recorded, it was
[1:08:56]
certainly loudly heard. Frankly,
[1:08:59]
I do not think we need another
[1:09:01]
consultation. I think the
[1:09:03]
dedication of people for the
[1:09:05]
last, what, three years, four
[1:09:08]
years of standing outside on a
[1:09:11]
Saturday and whatever the
[1:09:14]
weather, every single Saturday.
[1:09:17]
I am not one of the most devoted
[1:09:18]
ones, but I admire those who
[1:09:20]
are. That says a lot. The people
[1:09:22]
who honk their horns and give us
[1:09:25]
a thumbs up. The people that
[1:09:27]
have signed petitions. I think
[1:09:29]
we have heard from Pointe-Claire
[1:09:31]
people. The green spaces are
[1:09:34]
special and important to us and
[1:09:35]
we need to save it. I was quite
[1:09:40]
surprised when I learned tonight
[1:09:42]
that one of the points on the
[1:09:45]
agenda, point number just a
[1:09:49]
minute, let me get it here, 11.1
[1:09:54]
approved of sale to be entered
[1:09:57]
into with the five regarding
[1:10:02]
lots of the catastrophe Québec.
[1:10:03]
De la Faune et des parcs.
[1:10:12]
It was pointed out to me that
[1:10:14]
that specific area is the green
[1:10:19]
space between the canoe and
[1:10:21]
kayak in club and the -- which
[1:10:27]
I've actually traverse not long
[1:10:29]
ago when I have to park at the
[1:10:30]
canoe club to get into an event.
[1:10:35]
I know it's a lovely part. I
[1:10:37]
know it's waterfront. It is
[1:10:39]
green space. I have questions
[1:10:43]
and I will put them into one.
[1:10:45]
First of all, I'd like to know
[1:10:47]
what this is about. It is coming
[1:10:50]
up as approving a deed of sales
[1:10:54]
so I'd like to know what is
[1:10:57]
this, why is this, who is this,
[1:11:01]
what does this mean, how did
[1:11:03]
this come about? I just missed
[1:11:07]
December. I do not remember this
[1:11:10]
being mentioned in November
[1:11:12]
December, whenever I was here,
[1:11:13]
how did this come about without
[1:11:14]
citizens knowing and what is
[1:11:15]
this about? I would like that
[1:11:18]
answer.
[1:11:19]
>> From what I know on the
[1:11:22]
matter, it's an administrative
[1:11:26]
exchange. I think it has been
[1:11:29]
given to the City of
[1:11:30]
Pointe-Claire. We are taking
[1:11:31]
over our own land from the
[1:11:33]
provincial --'s at the
[1:11:34]
provincial government or the
[1:11:36]
federal? Provincial. It is an
[1:11:38]
administrative manoeuvre nothing
[1:11:39]
really has changed except we are
[1:11:41]
now more responsible for its
[1:11:43]
management. That's what I
[1:11:45]
understand. Does anybody want to
[1:11:46]
elaborate on that?
[1:11:48]
>> Basically part of the part
[1:11:50]
was still owned by the
[1:11:54]
environment ministry, it just
[1:11:56]
transferred to the city but we
[1:11:57]
recognize at the same time that
[1:11:59]
they use it for more than 50
[1:12:02]
years.
[1:12:03]
>> Okay. It would've been clear
[1:12:05]
if it said it was indeed a
[1:12:08]
purchase. It means we are
[1:12:10]
getting it, is that what you are
[1:12:12]
meeting? They are selling, we
[1:12:13]
are buying, it is going to be
[1:12:15]
Pointe-Claire and it will come
[1:12:17]
under our environment rules and
[1:12:21]
caring for keeping our
[1:12:22]
environment? Is that correct?
[1:12:23]
>> It will still be a park. It's
[1:12:25]
the same thing. It's a transfer
[1:12:27]
between us and the Environment
[1:12:30]
minister.
[1:12:31]
>> What I understand, the rules
[1:12:33]
of waterfront still or other
[1:12:35]
levels of government. The water
[1:12:37]
is overlooked by other levels of
[1:12:41]
government.
[1:12:42]
>> I know, usually, the border
[1:12:43]
is also to be naturally
[1:12:45]
protected so we do not have the
[1:12:46]
erosion in that kind of thing.
[1:12:48]
>> You got it.
[1:12:49]
>> That makes it a little clear
[1:12:51]
Simpson on the environment
[1:12:52]
committee to not, I thought I
[1:12:54]
should've known something about
[1:12:56]
this because the way I read it,
[1:12:58]
it sounded like it could've been
[1:13:00]
us getting rid of the land and
[1:13:01]
I'm glad to hear we have not.
[1:13:03]
Thank you.
[1:13:09]
- Geneviève Lussier?
[1:13:16]
- Bonjour, tout le monde. Thank
[1:13:19]
you everybody. I was about to
[1:13:21]
ask about 11.1. Mr. Stork
[1:13:23]
answered outside and that's good
[1:13:24]
and it's good to get
[1:13:25]
clarification about that point.
[1:13:26]
I also want to ask about a
[1:13:29]
follow-up about Mr. Stork had
[1:13:32]
said about the PMAD provision.
[1:13:36]
Right now, Fairview forest
[1:13:39]
appears into the if it gets
[1:13:44]
passed in the spring, was there
[1:13:45]
planning to do, Je ne sais pas
[1:13:48]
si c'est madame Verdun ou
[1:13:49]
monsieur Thomas qui peut me
[1:13:50]
répondre, mais c'est quoi le
[1:13:52]
processus légal? What is a legal
[1:13:54]
process going forward at the
[1:13:56]
municipal level? If the City is
[1:13:58]
to comply to that one is a legal
[1:14:03]
process going forward after that
[1:14:05]
gets passed in the spring? I
[1:14:07]
guess, what is a timeline for
[1:14:09]
that?
[1:14:10]
>> Very good question. Madame
[1:14:12]
Verdon, avez-vous une réponse?
[1:14:13]
Madame Verdon?
[1:14:17]
>> Can I answer in French? -
[1:14:18]
Oui, pas de problème.
[1:14:19]
- Dans le fond, le processus,
[1:14:21]
présentement, on ne se conforme
[1:14:23]
pas. On se conforme au schéma
[1:14:25]
d'aménagement de l'agglomération
[1:14:26]
de Montréal. Donc, le chez
[1:14:28]
madame May d'agglomération de
[1:14:30]
Montréal doit se conformer au
[1:14:31]
pénal qui doit se conformer aux
[1:14:32]
(---)
[1:14:33]
environnementales. Nous, on doit
[1:14:35]
attendre que le schéma de la
[1:14:36]
main l'agglomération soit
[1:14:39]
changée pour conformer aux PMAD
[1:14:40]
et ensuite la ville doit faire
[1:14:43]
ses règlements de conformité au
[1:14:45]
schéma.
[1:14:46]
- O.K., Le schéma d'aménagement
[1:14:48]
récemment a été changé par
[1:14:49]
rapport à la forêt Fairview et
[1:14:50]
aussi. Ils ont fait un
[1:14:51]
changement qui est un projet de
[1:14:52]
règlement, je pense. Mais c'est
[1:14:53]
à 50% de la forêt au moins.
[1:14:56]
C'est le milieu humide est plus
[1:14:58]
une bordure de bottés de 30
[1:15:00]
mètres. Ça va faire partie de ça
[1:15:03]
aussi?
[1:15:04]
- Oui, ça va être ça. Dans le
[1:15:06]
fond, le schéma qui a été changé
[1:15:09]
et avec les plans de milieux
[1:15:11]
humides, ils ont des plans... je
[1:15:13]
sais de raccourcir les
[1:15:14]
raccourcis. Dans les milieux
[1:15:16]
humides. Ils doivent aussi, tous
[1:15:17]
les MRC, dont la l'agglomération
[1:15:19]
de Montréal doit avoir la
[1:15:20]
gestion des milieux humides. La
[1:15:22]
Ville doit pouvoir se conformer
[1:15:24]
aussi à cette disposition-là du
[1:15:26]
schéma.
[1:15:27]
- O.K., Donc, au moins 50% de la
[1:15:30]
forêt
[1:15:31]
(---)
[1:15:32]
qu'on ne va pas toucher?
[1:15:33]
- J'ai pas exactement les
[1:15:35]
chiffres avec moi, mais oui,
[1:15:37]
dans le fond, on va devoir se
[1:15:39]
conformer aux plans des milieux
[1:15:42]
humides de la région.
[1:15:44]
- O.K., On commence avec ça.
[1:15:45]
Parfait, merci beaucoup.
[1:15:52]
- Ils auraient Home?
[1:15:58]
- Bonsoir. Alors, moi, je
[1:16:01]
voulais remercier le conseil.
[1:16:04]
Monsieur Cohen et la direction
[1:16:06]
de la ville d'avoir embarqué
[1:16:10]
dans le projet des jardins
[1:16:12]
communautaires dans le quartier
[1:16:14]
en Haïda. Je suis très
[1:16:16]
reconnaissante. Je veux faire de
[1:16:18]
ce jardin-là quelque chose qui
[1:16:19]
va être porteurs pour notre
[1:16:22]
quartier. Et je veux impliquer
[1:16:23]
le plus de gens possible
[1:16:24]
là-dedans. Et je voulais vous
[1:16:26]
remercier.
[1:16:28]
- Merci beaucoup. Robert Peck.
[1:16:39]
>> Thank you City Councillors, I
[1:16:41]
am a former resident of
[1:16:44]
Pointe-Claire. My father was a
[1:16:45]
World War II veteran who settled
[1:16:46]
in Lakeside Heights and I grew
[1:16:47]
up on circle Road so it's my
[1:16:49]
first time back in about 40
[1:16:53]
years. I was a 35-year Canadian
[1:16:55]
diplomat. My last assignment was
[1:16:57]
ambassador to Greece. I am to
[1:16:59]
lean a long-standing and I'm
[1:17:01]
here basically to add my voice
[1:17:03]
of support for the Athens park
[1:17:05]
initiative. If I could just very
[1:17:07]
briefly say why. I went to
[1:17:11]
Northview elementary school and
[1:17:13]
then Lindsey Place high school.
[1:17:15]
Athens pizza was very much a
[1:17:17]
part of our lives. It followed
[1:17:19]
for subsequent generations in my
[1:17:21]
own family and I am sure it's
[1:17:23]
true for many other families in
[1:17:26]
Pointe-Claire. For thousands of
[1:17:27]
Pointe-Claire residents in those
[1:17:28]
in the surrounding area, Athens
[1:17:31]
pizza headed Greek Canadian
[1:17:33]
employees represented the
[1:17:34]
generosity and kindness of
[1:17:36]
Greece known. Athens pizza was
[1:17:40]
also emblematic of the hard work
[1:17:41]
and sacrifice of the ways of
[1:17:43]
Greek in immigrants in the post
[1:17:44]
war period who came to Canada to
[1:17:46]
start a new life and the
[1:17:47]
proposed plan for Athens Park
[1:17:49]
with on only honour the founder
[1:17:51]
of Athens peas -- pizza but the
[1:17:55]
important contribution of
[1:17:56]
persons of Greek heritage so
[1:17:57]
that the community of Québec and
[1:18:00]
Canada. My question is very
[1:18:01]
simple, how can individual such
[1:18:03]
as myself practically support
[1:18:05]
efforts to move this initiative
[1:18:07]
along leading to an early
[1:18:09]
integration of Athens Park in
[1:18:10]
the celebration? The park, in my
[1:18:12]
mind, symbolically has
[1:18:14]
importance that transcends the
[1:18:15]
borders of Pointe-Claire. There
[1:18:17]
is my question. I have a second
[1:18:20]
question on something totally
[1:18:21]
different with the national
[1:18:22]
focus of the night but I'd be
[1:18:25]
interested in any comments.
[1:18:27]
>> You are a subsequent
[1:18:29]
question. All I can say is, we
[1:18:31]
are all on board. I mean it's a
[1:18:34]
good initiative. What I could
[1:18:36]
encourage you to do is to come
[1:18:39]
back and keep doing this every
[1:18:40]
month. Come back we month and
[1:18:41]
remind us. I think it's well in
[1:18:43]
the minds and everybody is
[1:18:48]
pleased. It's pretty much a
[1:18:50]
unanimous thing. I do not see
[1:18:51]
any problems. You are, right
[1:18:54]
bureaucracy can only slow things
[1:18:55]
up. You putting it in our faces,
[1:18:59]
it's never a bad thing.
[1:19:00]
>> Thank you.
[1:19:01]
>> Now your subsequent national
[1:19:03]
question.
[1:19:04]
>> Could everybody pay attention
[1:19:06]
to this kind of presentation or
[1:19:10]
discourse because a matter of
[1:19:11]
heritage is coming up and as a
[1:19:14]
current concern in this is exact
[1:19:17]
point of heritage. The
[1:19:20]
ambassador was talking about was
[1:19:21]
the definition of heritage or an
[1:19:24]
aspect of heritage of the city
[1:19:26]
is an important memory in that
[1:19:28]
important memory is being
[1:19:31]
conserved in this way. I just
[1:19:33]
wanted to mention this is
[1:19:34]
exactly the kind of thing we are
[1:19:36]
thinking about now in trying to
[1:19:37]
define heritage in
[1:19:40]
Pointe-Claire, in operational
[1:19:42]
way, in other words, how would
[1:19:44]
help proper decisions going
[1:19:46]
forward. This is an example.
[1:19:48]
>> Thank you. My second
[1:19:50]
question, I am here basically to
[1:19:52]
make a pitch about something I'm
[1:19:53]
very, very passionate about. I
[1:19:55]
have been leading a national
[1:19:57]
campaign regarding the national
[1:19:59]
field of honour, which as you
[1:20:00]
know, is a national historic
[1:20:01]
site located in Pointe-Claire.
[1:20:04]
It is the largest Canadian and
[1:20:06]
allied veterans cemetery in
[1:20:08]
Canada with veterans from 23
[1:20:12]
countries and it's on our
[1:20:13]
backdoor here in Pointe-Claire.
[1:20:15]
As a former Canadian ambassador,
[1:20:16]
I have visited the graves of
[1:20:18]
Canadian soldiers around the
[1:20:20]
world meticulously maintained in
[1:20:22]
perpetuity by the Commonwealth
[1:20:24]
work race Commission. The last
[1:20:25]
post fund, with two I have been
[1:20:27]
working with for quite some
[1:20:29]
years now, a nonprofit
[1:20:30]
organization that is when the
[1:20:31]
cemetery for Décarie basically
[1:20:33]
is running out of money. They
[1:20:35]
have four years in which has
[1:20:36]
long. Their endowment would be
[1:20:37]
completed in a few short years,
[1:20:39]
largely because of rising
[1:20:41]
overhead costs and declining
[1:20:43]
revenues for burials, which is
[1:20:44]
one of their major revenue
[1:20:46]
streams. With the recent federal
[1:20:47]
cabinet shuffle in Ottawa, we
[1:20:49]
now have the third minister of
[1:20:51]
veterans of here that we have
[1:20:52]
been working with. The new MP,
[1:20:55]
who is now the minister, is
[1:20:57]
Darren Fisher, he's an MP for
[1:20:58]
Nova Scotia. Two Montréal area
[1:21:01]
liberal parliamentarians, you
[1:21:03]
all know Francis the local MP
[1:21:07]
and
[1:21:12]
[Inaudible]
[1:21:13]
Have been champions. I also lead
[1:21:14]
with another former ambassador,
[1:21:15]
petition to the House of Commons
[1:21:16]
last September where we had
[1:21:18]
nearly 1500 signatory which
[1:21:21]
included two former ministers of
[1:21:23]
former affairs, a former
[1:21:24]
Governor General who all said
[1:21:26]
let's get this done. In the
[1:21:27]
scheme of things, it is peanuts.
[1:21:29]
This is not big money we are
[1:21:30]
talking about. The last veterans
[1:21:34]
affairs minister made a private
[1:21:37]
visit last November to the field
[1:21:40]
of honour and we thought
[1:21:43]
something was in the offing.
[1:21:44]
Alas, in the government
[1:21:46]
following economic statement, we
[1:21:48]
guide a statement saying as we
[1:21:50]
have been told before, we will
[1:21:51]
continue to work with the
[1:21:52]
national field of honour to find
[1:21:55]
a way to preserve the legacy of
[1:21:58]
veterans but there was no money
[1:22:01]
attached like there were four
[1:22:02]
other initiatives so it fell
[1:22:06]
flat. As we all know, the 80th
[1:22:09]
anniversary of the Second World
[1:22:10]
War in 2025. My appeal to you
[1:22:13]
all tonight is what better
[1:22:14]
occasion for Canada to honour
[1:22:15]
the sacrifice and legacy of
[1:22:17]
veterans who rest in the
[1:22:19]
national field of honour by to
[1:22:21]
announce the federal government
[1:22:22]
will ensure that the cemetery
[1:22:25]
will be maintained and taken
[1:22:26]
over by the government of
[1:22:28]
Canada. I should add that the
[1:22:29]
National Post Fund has offered
[1:22:31]
to transfer gratuitously the
[1:22:35]
properties, the federal
[1:22:36]
government, as well as a 900,000
[1:22:38]
dollar in the trust fund. It's a
[1:22:41]
gift to the federal government.
[1:22:43]
My request to all of you is, we
[1:22:46]
are pushing the new ministers
[1:22:48]
veteran affairs and what remains
[1:22:50]
of the government. We all know
[1:22:51]
that there is going to be an
[1:22:52]
election in the fall but that
[1:22:53]
will not be probably until the
[1:22:55]
spring. We are urge, urging
[1:22:58]
minister Fischer to get it done.
[1:23:00]
My question is, could I request,
[1:23:04]
respectfully, that the City
[1:23:07]
Council pass a resolution urging
[1:23:10]
minister Fisher, the Middle East
[1:23:12]
are a veteran affairs, to take
[1:23:14]
the necessary steps to ensure
[1:23:16]
perpetuity the viability and
[1:23:17]
sustainability of the field of
[1:23:19]
honour, a national historic
[1:23:20]
site, in the boundaries of
[1:23:22]
Pointe-Claire? That is my
[1:23:23]
request, that is my question.
[1:23:24]
Thank you.
[1:23:25]
>> It sounds like a reasonable
[1:23:27]
one and I cannot speak for the
[1:23:28]
rest of Council but I thank you
[1:23:30]
for your encouragement.
[1:23:33]
>> Thank you. Thank you very
[1:23:34]
much.
[1:23:39]
- Louise arrêt? C'est la fin de
[1:23:44]
la période de questions.
[1:23:49]
>> Sorry, may I just add
[1:23:51]
something?
[1:23:52]
>> Absolutely.
[1:23:53]
>> Just so it does not fall
[1:23:54]
through the cracks, would you
[1:23:56]
mind emailing madame Verdon your
[1:24:00]
request? Like I said, there's a
[1:24:01]
lot of things that come across a
[1:24:02]
table in that way we can ensure
[1:24:03]
that we get it done.

[1:26:35]
un avis sera publié pour donner
[1:26:37]
les détails de cette
[1:26:39]
consultation. Après l'adoption
[1:26:41]
du second projet, un avis sera
[1:26:42]
publié qui s'adressera, elle,
[1:26:44]
aux personnes habiles à voter du
[1:26:46]
secteur. Enfin, une version
[1:26:48]
finale sera présentée au Conseil

pour une adoption finale.
[1:26:58]
>> 5.8 Adoption of a first draft
[1:26:59]
by-law amending the Construction
[1:27:00]
By-law PC-2786 regarding the
[1:27:02]
calculation of occupancy
[1:27:03]
capacity as well as the rules
[1:27:04]
related to the construction of a
[1:27:05]
structure above a commercial
[1:27:06]
terrace. The purpose of such an
[1:27:08]
amendment to establish the rules
[1:27:09]
to ensure the quality and safety
[1:27:10]
of people on commercial
[1:27:12]
terraces.
[1:27:14]
- 5.9, Adoption d'un premier
[1:27:15]
projet de règlement modifiant le
[1:27:16]
Règlement sur les plans
[1:27:17]
d'implantation et d'intégration
[1:27:21]
architecturale PC-2787 afin
[1:27:22]
d'encadrer les terrasses
[1:27:23]
commerciales. Dans le but de
[1:27:24]
mener une équité, un équilibre,
[1:27:25]
une saine cohabitation et une
[1:27:27]
cohésion dans le développement
[1:27:28]
ou le développement du
[1:27:29]
territoire. Il est important de
[1:27:30]
définir les objectifs et des
[1:27:32]
critères pour encadrer
[1:27:33]
l'aménagement et l'exploitation
[1:27:34]
des terrasses commerciales, et
[1:27:36]
ce peu importe la localisation
[1:27:37]
de ses dernières à l'intérieur
[1:27:38]
du territoire de paix
[1:27:40]
Pointe-Claire.
[1:27:43]
>> 5.10 Adoption of a first
[1:27:44]
draft By-law amending the
[1:27:45]
Village Code, by-law PC-2880 of
[1:27:46]
the city of Pointe-Claire, in
[1:27:47]
order to clarify that commercial
[1:27:49]
terraces are not governed by the
[1:27:50]
Village Code. The purpose of
[1:27:52]
this amendment to clarifying
[1:27:53]
harbour new harmonized to rule
[1:27:55]
applicable to commercial
[1:27:57]
tariffs.
[1:27:58]
- Pour 5,7 à 5,10? Do I have a
[1:28:02]
mover?
[1:28:03]
>> Prepare to move this motion
[1:28:05]
or like to explain to everybody
[1:28:06]
this is a first draft bylaw.
[1:28:09]
There is the plan to have a
[1:28:10]
public consultation going
[1:28:12]
forward to get everybody to
[1:28:14]
weigh in on this first draft
[1:28:18]
does not mean it's the final
[1:28:19]
version. It gives the
[1:28:20]
opportunity for those, that kind
[1:28:22]
of feedback. The -- putting in a
[1:28:25]
commercial terrasse operation,
[1:28:26]
there is always going to be the
[1:28:28]
issue of promoting business
[1:28:30]
versus the nuisance to
[1:28:32]
potentially to businesses on the
[1:28:34]
side and residents that might
[1:28:35]
live nearby. This is a difficult
[1:28:40]
balance to effect and that is
[1:28:42]
why it's important to have the
[1:28:43]
feedback of the people that will
[1:28:44]
be involved in that opportunity
[1:28:46]
will be there. With that said, I
[1:28:48]
move the adoption of the first
[1:28:50]
draft bylaw identified at 5.7
[1:28:54]
through 5.10. Brent Cowan.
[1:28:57]
District 8.
[1:28:58]
>> And seconder?
[1:29:01]
>> Eric Stork. District 7.
[1:29:02]
>> I would like to speak to 5.7
[1:29:04]
and 5.10. Pour moi, je votre
[1:29:09]
contre les
[1:29:11]
(---)
[1:29:12]
cinq points sept à cinq points
[1:29:13]
dix, parce qu'ils appliquent
[1:29:14]
l'adoption d'un nouveau projet
[1:29:15]
de règlement avec lequel je suis
[1:29:16]
en désaccord. Ils contraindra
[1:29:20]
excessivement les commerçants de
[1:29:22]
Pointe-Claire avec la
[1:29:24]
bureaucratie et limitera leur
[1:29:25]
capacité à s'engager dans des
[1:29:28]
activités commerciales à
[1:29:29]
l'extérieur de leur
[1:29:31]
établissement, comme les
[1:29:32]
terrasses, les cours, etc.. Plus
[1:29:36]
important encore, ce règlement
[1:29:38]
perpétuera une tendance en cours
[1:29:41]
depuis des années, voire des
[1:29:44]
décennies, en limitant la
[1:29:45]
capacité des citoyens de
[1:29:47]
Pointe-Claire à s'amuser sans
[1:29:49]
problème à l'extérieur et à
[1:29:52]
l'intérieur des établissements
[1:29:53]
commerciaux. Les clauses du
[1:29:55]
règlement que je trouve
[1:29:57]
excessive sont les suivantes:
[1:30:00]
sur les terrasses commerciales,
[1:30:02]
les activités telles que la
[1:30:05]
danse, les représentations
[1:30:07]
théâtrales ou cinématographique
[1:30:10]
ou les spectacles utilisant des
[1:30:13]
haut-parleurs ou tout autre
[1:30:15]
appareil d'amplification du sont
[1:30:17]
sont interdits. Donc, la danse,
[1:30:22]
les haut-parleurs et
[1:30:23]
l'amplification du sont sont
[1:30:25]
interdits. Sérieusement. La
[1:30:28]
capacité... deuxième: la
[1:30:30]
capacité maximale de la terrasse
[1:30:31]
et le nombre de places
[1:30:34]
correspondant à la moitié des
[1:30:36]
places intérieures de
[1:30:38]
l'établissement, ou 25 places.
[1:30:40]
Dans le cadre du studio 77, cela
[1:30:44]
signifie 27 personnes au total
[1:30:46]
et nous savons tous qu'il y a
[1:30:48]
toujours eu beaucoup plus que
[1:30:50]
cela et que le nombre de
[1:30:52]
personnes n'est jamais
[1:30:54]
(---)
[1:30:55]
dangereux ou problématique.
[1:30:57]
Comme nous le savons tous, les
[1:30:58]
lieux de spectacle ont été
[1:31:00]
traités avec
[1:31:02]
(---)
[1:31:03]
pendant de nombreuses années,
[1:31:05]
voire des décennies. Et
[1:31:06]
j'aimerais que cela change. Je
[1:31:09]
conviens que les établissements
[1:31:11]
commerciaux ne devraient pas
[1:31:13]
être autorisés à perturber ou à
[1:31:17]
nuire à la qualité de vie de
[1:31:19]
leurs voisins et que le volume
[1:31:21]
sonore devrait toujours être
[1:31:24]
contrôlé. Mais j'ai l'impression
[1:31:25]
que la Ville peut faire
[1:31:27]
davantage de compromis afin de
[1:31:29]
s'assurer que les citoyens de
[1:31:31]
Pointe-Claire ne perde pas la
[1:31:32]
possibilité de célébrer et de
[1:31:34]
profiter de la vie de manière
[1:31:37]
raisonnable, en particulier dans
[1:31:38]
leurs villages commerciaux. I
[1:31:44]
debated because Councillor Cohen
[1:31:46]
was indeed correct, will be a
[1:31:48]
consultation process, but I
[1:31:49]
quite simply do not like the
[1:31:51]
first draft for the reasons that
[1:31:53]
I have just specified in French
[1:31:54]
but I will elaborate in English.
[1:31:58]
I am against 5.7 and 5.10
[1:32:01]
because they involve the
[1:32:02]
adoption of a new draft bylaw
[1:32:03]
that I disagree with because I
[1:32:06]
feel little overly constraint
[1:32:08]
Pointe-Claire merchant with
[1:32:09]
bureaucracy and limit their
[1:32:10]
ability to engage in commercial
[1:32:12]
activities on the outside of
[1:32:13]
their establishments example,
[1:32:15]
terraces, courtyards, et cetera.
[1:32:17]
More importantly, this bylaw
[1:32:19]
will perpetuate an ongoing trend
[1:32:21]
for years even decades limiting
[1:32:23]
the ability of Pointe-Claire
[1:32:25]
citizens to have harmless finds
[1:32:27]
both inside and outside of
[1:32:28]
commercial establishment. The
[1:32:31]
clauses of the bylaw that I find
[1:32:33]
excessive are, number one, a
[1:32:35]
commercial terraces activities
[1:32:37]
such as dancing, theatrical or
[1:32:41]
cinematography performances or
[1:32:42]
shows using loudspeakers or any
[1:32:44]
other sound amplification
[1:32:46]
devices are prohibited. So
[1:32:48]
dancing, speakers and
[1:32:52]
amplification interests are
[1:32:53]
prohibited. Seriously? For me,
[1:32:55]
that is a little harsh. Number
[1:32:57]
two, the maximum terrasse
[1:32:59]
capacity shall be the number of
[1:33:00]
seats corresponding to half the
[1:33:02]
establishment indoor seating or
[1:33:04]
25 seats. In the case of studio
[1:33:07]
77, which is big for
[1:33:08]
Pointe-Claire Village, this
[1:33:09]
would mean 27 people total. We
[1:33:12]
all know that there are many
[1:33:13]
more than that and that the
[1:33:15]
volume of people never seem
[1:33:17]
cramped, dangerous or a problem
[1:33:18]
in the events that occurred
[1:33:21]
there. As we all know, live
[1:33:24]
entertainment have been treated
[1:33:25]
to this day for many years and
[1:33:27]
decades now and I like this to
[1:33:28]
change. I agree that commercial
[1:33:30]
establishment should not be
[1:33:31]
permitted to disrupt or
[1:33:32]
adversely affect the quality of
[1:33:34]
life with their neighbours and
[1:33:35]
sound volume should always be
[1:33:37]
controlled but somehow I feel
[1:33:39]
that more compromise can be made
[1:33:40]
on the part of this city in
[1:33:42]
order to also ensure that
[1:33:43]
Pointe-Claire citizens do not
[1:33:45]
lose out on the ability to
[1:33:46]
celebrate and enjoy life in a
[1:33:49]
reasonable matter especially in
[1:33:51]
their commercial villages. That
[1:33:53]
is my take on that. We have a
[1:34:00]
mover. I had a mover. Did we
[1:34:01]
have a seconder? Non?.
[1:34:05]
>> Now.
[1:34:06]
>> Do I have a seconder?
[1:34:09]
Councillor Brent Cowan moved.
[1:34:12]
5.7 to 5.10.
[1:34:14]
>> Eric Stork. District 7. I
[1:34:15]
liked as a speak to the matter
[1:34:16]
as well.
[1:34:17]
>> Absolutely.
[1:34:18]
>> Just for clarification, this
[1:34:19]
bylaw is the general bylaw in
[1:34:21]
terms of outdoor music and
[1:34:23]
outdoor speakers. You can still
[1:34:25]
do such events through a special
[1:34:27]
permit process. We do not want
[1:34:29]
to be something general across
[1:34:30]
the board. One guy is playing
[1:34:32]
rap music, the other guys
[1:34:33]
playing classic next pre-show.
[1:34:34]
That we want to have some sort
[1:34:35]
of control element so you can
[1:34:36]
still do outdoor shows in terms
[1:34:40]
of the special process which is
[1:34:42]
standard. Another thing, just to
[1:34:44]
clarify, is the 50% rule is
[1:34:47]
actually a bylaw that exists and
[1:34:50]
if we aren't happy with, it then
[1:34:51]
we should potentially change it
[1:34:53]
but we have to follow the rules
[1:34:55]
that governs us this moment.
[1:34:57]
Thank you.
[1:34:59]

in cases where maintaining the

[1:40:41]
decision for Council? From
[1:40:43]
Council, please? Is it possible
[1:40:45]
to do the vote for 6.1. I would
[1:40:48]
also need to know what is the
[1:40:49]
decision from Council.
[1:40:50]
>> Myself as well because I was
[1:40:52]
clear on a subsequent one but
[1:40:56]
6.1 is. We are voting to support
[1:40:58]
the decision by either support
[1:41:02]
or uphold the decision of the
[1:41:04]
demolition committee.
[1:41:05]
>> Does Council uphold the
[1:41:08]
decision of the motion committee
[1:41:12]
or overturn the decision?
[1:41:15]
>> For 6.1, we are voting yay to
[1:41:17]
uphold and nay --
[1:41:20]
>> We can just ask it in one
[1:41:22]
version.
[1:41:23]
>> Who is in favour.
[1:41:24]
>> All in favour of upholding
[1:41:26]
the decision of the demolition
[1:41:27]
committee?
[1:41:28]
>> Do I address Council before
[1:41:29]
we go to vote? Not Council. I
[1:41:35]
will object to that decision
[1:41:38]
even though I voted for not
[1:41:41]
demolish sheen previously. 5.11
[1:41:47]
was not considered back then and
[1:41:50]
other reasons why I voted
[1:41:56]
against the demolition,
[1:41:58]
originally, was trying to save
[1:42:01]
some material. The debate was on
[1:42:04]
another level so I will be
[1:42:07]
voting against.
[1:42:10]
>> We are about to vote.
[1:42:12]
>> You know what I mean.
[1:42:16]
>> Maybe we do not know what you
[1:42:18]
mean, Claude Cousineau. Could
[1:42:19]
you be more specific?
[1:42:21]
>> I will be voting against the
[1:42:27]
committee's decision.
[1:42:30]
>> So you want to overturn the
[1:42:33]
motion committee decision?
[1:42:34]
>> Yes.
[1:42:35]
>> Thanks.
[1:42:36]
>> We are going to have the vote
[1:42:38]
right, now are we? Pour 6,1...
[1:42:40]
All in favour of supporting the
[1:42:42]
--
[1:42:43]
>> I could just. I want to make
[1:42:46]
something clear. Legally, the
[1:42:48]
decision that we are making
[1:42:50]
today is to uphold the decision
[1:42:54]
by demolition committee with the
[1:42:56]
information provided at the
[1:42:59]
time. Obviously the gentleman
[1:43:01]
who introduce himself earlier is
[1:43:04]
questioning some reports and
[1:43:07]
such. We are bound by the fact
[1:43:09]
to make the decision based upon
[1:43:11]
that information even though you
[1:43:12]
disagree with it. The important
[1:43:14]
thing here is if you want to put
[1:43:16]
into question the information,
[1:43:19]
you can do so. From us, we
[1:43:21]
cannot make a decision based on
[1:43:23]
other factors. We have to look
[1:43:24]
at the information that is
[1:43:27]
provided. Hopefully that makes
[1:43:30]
sense but I'd be more than happy
[1:43:32]
to explain it to you after. What
[1:43:33]
I'm trying to say is that
[1:43:36]
whatever information is provided
[1:43:38]
by the demolition committees
[1:43:39]
what we have to base it on. An
[1:43:41]
opinion, second thought, I did
[1:43:42]
this, way I did, that we have to
[1:43:43]
go off of the information that
[1:43:45]
is provided. If you question
[1:43:47]
that information provided, that
[1:43:48]
is something that should be done
[1:43:50]
further down the line. Hopefully
[1:43:53]
that makes sense.
[1:43:55]
>> Can I add just a very short
[1:44:00]
thing? This is not my first
[1:44:02]
rodeo. I can bring up some
[1:44:05]
addresses and it's so, so
[1:44:08]
arbitrary that it's not fair for
[1:44:10]
the citizens, for the owner.
[1:44:13]
That is why I am voting against.
[1:44:20]
To overturn the decision,
[1:44:23]
whatever the vote is.
[1:44:29]
>> All in favour of supporting
[1:44:31]
the decision of the demolition
[1:44:34]
committee?
[1:44:39]
