[4:29] service. We will be paying our
[4:31] first tribute to him during this
[4:33] meeting. Once again, this year,
[4:36] the city is offering the youth
[4:39] of March break camp from March
[4:41] 3rd to March 7th. Registrations

[4:52] very sorry to learn about the
[4:54] passing of Mrs. Jocelyne Déziel

[8:01] Sous sa direction, la ville a
[8:03] connu des avancées

[8:13] monsieur McMurchie a déménagé à
[8:15] Montréal en 56, où il a commencé
[8:17] à travailler pour la Ville de

[9:20] de Pointe-Claire, de la Ville de

[9:27] représentant de Pointe-Claire au
[9:28] sein du nouveau conseil
[9:30] municipal de Montréal en tant

[10:13] en faveur de la diffusion
[10:16] municipale. Ce faisant, il a
[10:19] fait preuve d'un véritable jeu
[10:24] courage politique face à
[10:25] l'ensemble de la
[10:26] (---)
[10:27] structure d'agglomération
[10:30] injuste et un processus
[10:33] référendaire tout aussi
[10:34] inéquitable visant à maintenir
[10:36] les banlieues fusionner à
[10:39] l'intérieur de Montréal. Il a
[10:40] pris cette décision à un moment
[10:43] où la plupart de ses collègues
[10:46] des autres banlieues avait soit
[10:48] changé de position pour soutenir
[10:49] la nouvelle mégapole, soit
[10:51] choisi de rester neutre.
[10:54] Aujourd'hui, le niveau
[10:57] d'autonomie dont jouit
[10:58] Pointe-Claire est en grande
[11:00] partie dû à sa vision et à sa
[11:05] direction. Au fil des échanges
[11:07] que j'ai eues avec monsieur
[11:09] McMurchie, j'ai toujours
[11:12] apprécié sa sagesse, son sens de
[11:14] l'humour et la facilité avec
[11:16] laquelle les citoyens ordinaires
[11:17] peuvent s'adresser à lui. Je lui
[11:21] suis particulièrement
[11:23] reconnaissant d'avoir soutenu
[11:25] l'idée de donner au YMCA
[11:28] nouvellement acquis le nom de
[11:30] Lancet... ancienne mairesse,
[11:33] Olive-Urquhart. Le rôle qu'il a
[11:36] joué dans
[11:37] (---)
[11:38] l'histoire de notre vie,
[11:39] j'espérais que nous pourrions
[11:40] lui faire la distinction
[11:43] particulière de lui donner un
[11:44] parcours un bâtiment public en
[11:45] son honneur de son vivant. Ma
[11:50] préférence Halle et va toujours
[11:52] au parc situé à l'angle des rues
[11:55] Cartier et Lake Shore. Lorsque
[12:00] j'ai invoqué cette idée avec
[12:01] lui, il a insisté qu'il
[12:04] n'accepterait cet honneur que si
[12:05] le vote était unanime. Cela
[12:09] témoigne de son caractère et du
[12:11] niveau d'humilité que l'on
[12:13] trouve rarement chez les hommes
[12:15] politiques ou les personnes
[12:17] politiques. J'espère que nous
[12:18] pourrons arriver à cette
[12:21] unanimité quant Pointe-Claire
[12:22] lui doit littéralement son
[12:25] existence et lui sera toujours
[12:28] redevable. La Ville de
[12:30] Pointe-Claire présente ses plus
[12:31] sincères condoléances à la
[12:33] famille et aux proches de
[12:34] monsieur McMurchie. Nous sommes
[12:36] reconnaissants pour tout ce
[12:38] qu'il a accompli et nous nous
[12:40] souviendrons toujours de son
[12:42] dévouement envers notre
[12:44] communauté. Municipal council
[12:47] pays tribute to Mr. William
[12:50] Franklin McMurchie who passed
[12:51] away on January 1st, 2025 in
[12:54] von, Ontario. Former mayor and a
[12:57] cherished figure in our
[12:58] community, leave behind a
[12:59] lasting legacy and mark in our
[13:02] city. Tonight we honour him for
[13:04] all he has done for our city.
[13:07] Dedicated, hardworking and
[13:10] passionate, William McMurchie
[13:13] devoted 26 years of his life to
[13:14] serving Pointe-Claire. He served
[13:15] as a city council from 1990 to
[13:18] 1998 before being elected mayor
[13:20] and serving from 1998 to 2001.
[13:24] He would become borough mayor
[13:25] from 2001 to 2005 during the
[13:28] municipal mergers with the City
[13:29] of Montréal and before regaining
[13:32] his post as mayor of
[13:34] Pointe-Claire from 2005 to 2013.
[13:37] His tenure in office would make
[13:39] him one of the longest serving
[13:40] elected officials in the West
[13:42] Island of Montréal. Under his
[13:44] leadership, the City achieve
[13:46] significant progress in
[13:48] environmental, social and
[13:49] cultural sectors. Born in
[13:52] Saskatchewan, Mr. McMurchie
[13:53] moved to Montréal the 1956 where
[13:55] he began working for the City of
[13:57] Pointe-Claire as a student with,
[14:00] actually, all over. This first
[14:03] job marked the start of an
[14:04] exemplary career in public
[14:07] administration and municipal
[14:09] politics. As mayor, he led
[14:10] initiatives such as reducing
[14:12] speed limits in the city,
[14:14] regulating wood burning
[14:15] fireplace emissions, opening the
[14:17] West Island's first ecocentre
[14:21] and, of course, spearheading
[14:23] Pointe-Claire is the merger from
[14:24] the City of Montréal. He was
[14:25] also devoted protector of the
[14:28] shoreline and waterfronts of
[14:30] Pointe-Claire by investing in
[14:31] the acquisition and protection
[14:33] of these delicate ecosystems, he
[14:35] has ensured that today citizens
[14:37] and future generations can enjoy
[14:39] public spaces overlooking
[14:43] Lac-Saint-Louis. Bill would be
[14:44] best known for spearheading
[14:45] Point cleanse the merger from
[14:47] the City of Montréal. In 2001,
[14:49] he was elected to represent
[14:51] Pointe-Claire on the newly merge
[14:52] Montréal City Council as a
[14:54] member of Gerard Tremblay's
[14:56] Montréal Island citizens unit. A
[14:58] party which promised to
[15:00] decentralize the new major city
[15:02] and allow its caucus members to
[15:04] campaign for the merger if ever
[15:06] the provincial government
[15:07] allowed citizens to vote for
[15:08] that option in local
[15:11] referendums. When that promise
[15:12] was broken, Bill McMurchie was
[15:15] the first City Council to lead
[15:17] Trump's caucus and become a
[15:18] leader of the West Island
[15:19] campaign for the merger. In
[15:21] doing so, he demonstrated
[15:23] genuine political courage in the
[15:25] face of the entire political or
[15:27] provincial political
[15:29] establishment, which created
[15:30] both the unfair conglomeration
[15:32] structure and an equally unfair
[15:34] referendum process into keeping
[15:35] merged suburbs within Montréal.
[15:38] He also did this at a time when
[15:39] most of his colleagues among the
[15:41] former suburban mayors have
[15:42] either changed positions to
[15:44] support the new major city or
[15:45] had chosen to remain neutral.
[15:48] The level of autonomy that
[15:50] Pointe-Claire enjoys today is in
[15:52] large part due to Bill
[15:55] McMurchie's vision and
[15:56] leadership. In exchange as I had
[15:57] with bill over the years, I
[15:58] always appreciated his wisdom,
[16:00] his sense of humour and how
[16:02] easily approachable he was
[16:04] toward ordinary citizens. I was
[16:06] particularly grateful for his
[16:08] support for naming the newly
[16:09] acquired YMCA after former mayor
[16:13] Olive-Urquhart. He actually
[16:14] teared up when I spoke to him
[16:15] about it, it was quite touching.
[16:17] Given the important role he
[16:18] played in our city's history, my
[16:20] hope was that we could do have a
[16:22] special honour of naming a
[16:23] public park or building after
[16:25] him during his lifetime. My
[16:27] preference wasn't remain the
[16:29] unnamed park at the corn of car
[16:31] chain lakeshore. I think it
[16:32] spoke to his character and a
[16:35] level of humidity really found
[16:38] among politicians. When I raised
[16:39] the idea with, and he insisted
[16:40] that he would only accept the
[16:42] honour if the vote were
[16:44] unanimous. I hope we can find
[16:45] that unanimity. Pointe-Claire
[16:48] may literally owe him its
[16:50] existence and will always be in
[16:52] his debt. The City of
[16:53] Pointe-Claire extends its
[16:55] deepest condolences to Mr.
[16:57] McMurchie's family and loved
[16:58] ones. We are profoundly grateful
[17:00] for all he has accomplished and
[17:01] will always remember his
[17:03] unwavering dedication to our
[17:05] community. Thank you.

[22:12] doing the renovations to bring
[22:13] the same thing that is going to
[22:14] cost me double. I can give you
[22:17] one estimation. On the general
[22:19] contractor, I know the
[22:20] estimation to do my house. If I
[22:21] build a house into a new house
[22:22] is gonna be 1 million dollars.
[22:24] To renovate its gonna cost me $2
[22:26] million and going to take me
[22:28] twice, if not three years,
[22:29] because I do not have to fight

[31:04] decades-long contributor to our

[46:27] regions and the municipalities
[46:31] must, must and here to the PMAD.

[46:38] is not a fuzzy guideline anymore
[46:41] but it's an explicit requirement
[46:43] of Pointe-Claire just like every
[46:46] other member of the CMM. The
[46:51] guidelines, objectives and
[46:54] criteria of the PMAD revised are
[46:58] inscribed as being required by
[47:01] law in the perspective of
[47:03] sustainable development and also
[47:06] aim, overall, to contribute to
[47:07] the fight against an adaptation
[47:09] of climate change and the
[47:11] protection of biodiversity. All

[48:43] made that the 15th Congress of

[48:53] the criteria Fairview forest

[1:08:02] backyard, which is a very, very
[1:08:04] special gift. I am certainly one
[1:08:07] of the people who is passionate
[1:08:09] about saving Fairview forest,
[1:08:11] you know that already and I have
[1:08:17] participated in most of the --
[1:08:19] fourth of the five public
[1:08:21] consultation sessions that the
[1:08:23] city organized through a
[1:08:25] consulting firm and somebody
[1:08:28] along the way decided that we
[1:08:29] could not speak about Fairview
[1:08:32] forest during those public
[1:08:34] consultation sessions, even ones
[1:08:37] that were about private green
[1:08:39] space, for heaven's sake.
[1:08:41] Anyway, we did. We did anyway.
[1:08:43] The hundred or so people that
[1:08:45] were in the room talks about
[1:08:47] saving Fairview forest in spite
[1:08:50] of what we were told what we
[1:08:53] could not say. While it was not
[1:08:54] going to be recorded, it was
[1:08:56] certainly loudly heard. Frankly,
[1:08:59] I do not think we need another
[1:09:01] consultation. I think the
[1:09:03] dedication of people for the
[1:09:05] last, what, three years, four
[1:09:08] years of standing outside on a

[1:09:14] weather, every single Saturday.

[1:16:45] World War II veteran who settled
[1:16:46] in Lakeside Heights and I grew
[1:16:47] up on circle Road so it's my
[1:16:49] first time back in about 40
[1:16:53] years. I was a 35-year Canadian
[1:16:55] diplomat. My last assignment was
[1:16:57] ambassador to Greece. I am to
[1:16:59] lean a long-standing and I'm
[1:17:01] here basically to add my voice
[1:17:03] of support for the Athens park
[1:17:05] initiative. If I could just very
[1:17:07] briefly say why. I went to
[1:17:11] Northview elementary school and
[1:17:13] then Lindsey Place high school.
[1:17:15] Athens pizza was very much a
[1:17:17] part of our lives. It followed
[1:17:19] for subsequent generations in my
[1:17:21] own family and I am sure it's
[1:17:23] true for many other families in
[1:17:26] Pointe-Claire. For thousands of
[1:17:27] Pointe-Claire residents in those
[1:17:28] in the surrounding area, Athens
[1:17:31] pizza headed Greek Canadian
[1:17:33] employees represented the
[1:17:34] generosity and kindness of
[1:17:36] Greece known. Athens pizza was
[1:17:40] also emblematic of the hard work
[1:17:41] and sacrifice of the ways of
[1:17:43] Greek in immigrants in the post
[1:17:44] war period who came to Canada to
[1:17:46] start a new life and the
[1:17:47] proposed plan for Athens Park
[1:17:49] with on only honour the founder
[1:17:51] of Athens peas -- pizza but the
[1:17:55] important contribution of
[1:17:56] persons of Greek heritage so
[1:17:57] that the community of Québec and
[1:18:00] Canada. My question is very
[1:18:01] simple, how can individual such
[1:18:03] as myself practically support
[1:18:05] efforts to move this initiative
[1:18:07] along leading to an early
[1:18:09] integration of Athens Park in
[1:18:10] the celebration? The park, in my
[1:18:12] mind, symbolically has
[1:18:14] importance that transcends the
[1:18:15] borders of Pointe-Claire. There
[1:18:17] is my question. I have a second
[1:18:20] question on something totally
[1:18:21] different with the national
[1:18:22] focus of the night but I'd be
[1:18:25] interested in any comments.
[1:18:27] >> You are a subsequent
[1:18:29] question. All I can say is, we
[1:18:31] are all on board. I mean it's a
[1:18:34] good initiative. What I could
[1:18:36] encourage you to do is to come
[1:18:39] back and keep doing this every

[1:18:43] the minds and everybody is
[1:18:48] pleased. It's pretty much a
[1:18:50] unanimous thing. I do not see
[1:18:51] any problems. You are, right
[1:18:54] bureaucracy can only slow things
[1:18:55] up. You putting it in our faces,
[1:18:59] it's never a bad thing.

[1:19:11] heritage is coming up and as a

[1:19:20] ambassador was talking about was
[1:19:21] the definition of heritage or an
[1:19:24] aspect of heritage of the city
[1:19:26] is an important memory in that
[1:19:28] important memory is being
[1:19:31] conserved in this way. I just
[1:19:33] wanted to mention this is
[1:19:34] exactly the kind of thing we are
[1:19:36] thinking about now in trying to
[1:19:37] define heritage in
[1:19:40] Pointe-Claire, in operational
[1:19:42] way, in other words, how would
[1:19:44] help proper decisions going
[1:19:46] forward. This is an example.
[1:19:48] >> Thank you. My second
[1:19:50] question, I am here basically to
[1:19:52] make a pitch about something I'm
[1:19:53] very, very passionate about. I
[1:19:55] have been leading a national
[1:19:57] campaign regarding the national
[1:19:59] field of honour, which as you
[1:20:00] know, is a national historic
[1:20:01] site located in Pointe-Claire.
[1:20:04] It is the largest Canadian and
[1:20:06] allied veterans cemetery in
[1:20:08] Canada with veterans from 23
[1:20:12] countries and it's on our
[1:20:13] backdoor here in Pointe-Claire.
[1:20:15] As a former Canadian ambassador,
[1:20:16] I have visited the graves of
[1:20:18] Canadian soldiers around the
[1:20:20] world meticulously maintained in
[1:20:22] perpetuity by the Commonwealth
[1:20:24] work race Commission. The last
[1:20:25] post fund, with two I have been
[1:20:27] working with for quite some
[1:20:29] years now, a nonprofit
[1:20:30] organization that is when the
[1:20:31] cemetery for Décarie basically
[1:20:33] is running out of money. They
[1:20:35] have four years in which has
[1:20:36] long. Their endowment would be
[1:20:37] completed in a few short years,
[1:20:39] largely because of rising
[1:20:41] overhead costs and declining
[1:20:43] revenues for burials, which is
[1:20:44] one of their major revenue
[1:20:46] streams. With the recent federal
[1:20:47] cabinet shuffle in Ottawa, we
[1:20:49] now have the third minister of
[1:20:51] veterans of here that we have
[1:20:52] been working with. The new MP,
[1:20:55] who is now the minister, is
[1:20:57] Darren Fisher, he's an MP for
[1:20:58] Nova Scotia. Two Montréal area
[1:21:01] liberal parliamentarians, you
[1:21:03] all know Francis the local MP
[1:21:07] and
[1:21:12] [Inaudible]
[1:21:13] Have been champions. I also lead
[1:21:14] with another former ambassador,
[1:21:15] petition to the House of Commons
[1:21:16] last September where we had
[1:21:18] nearly 1500 signatory which
[1:21:21] included two former ministers of
[1:21:23] former affairs, a former
[1:21:24] Governor General who all said
[1:21:26] let's get this done. In the
[1:21:27] scheme of things, it is peanuts.
[1:21:29] This is not big money we are
[1:21:30] talking about. The last veterans
[1:21:34] affairs minister made a private
[1:21:37] visit last November to the field
[1:21:40] of honour and we thought
[1:21:43] something was in the offing.
[1:21:44] Alas, in the government
[1:21:46] following economic statement, we
[1:21:48] guide a statement saying as we
[1:21:50] have been told before, we will
[1:21:51] continue to work with the
[1:21:52] national field of honour to find
[1:21:55] a way to preserve the legacy of
[1:21:58] veterans but there was no money
[1:22:01] attached like there were four
[1:22:02] other initiatives so it fell
[1:22:06] flat. As we all know, the 80th
[1:22:09] anniversary of the Second World
[1:22:10] War in 2025. My appeal to you
[1:22:13] all tonight is what better
[1:22:14] occasion for Canada to honour
[1:22:15] the sacrifice and legacy of
[1:22:17] veterans who rest in the
[1:22:19] national field of honour by to
[1:22:21] announce the federal government
[1:22:22] will ensure that the cemetery
[1:22:25] will be maintained and taken
[1:22:26] over by the government of
[1:22:28] Canada. I should add that the
[1:22:29] National Post Fund has offered
[1:22:31] to transfer gratuitously the
[1:22:35] properties, the federal
[1:22:36] government, as well as a 900,000
[1:22:38] dollar in the trust fund. It's a
[1:22:41] gift to the federal government.
[1:22:43] My request to all of you is, we
[1:22:46] are pushing the new ministers
[1:22:48] veteran affairs and what remains
[1:22:50] of the government. We all know
[1:22:51] that there is going to be an
[1:22:52] election in the fall but that
[1:22:53] will not be probably until the
[1:22:55] spring. We are urge, urging
[1:22:58] minister Fischer to get it done.
[1:23:00] My question is, could I request,
[1:23:04] respectfully, that the City
[1:23:07] Council pass a resolution urging
[1:23:10] minister Fisher, the Middle East
[1:23:12] are a veteran affairs, to take
[1:23:14] the necessary steps to ensure
[1:23:16] perpetuity the viability and
[1:23:17] sustainability of the field of
[1:23:19] honour, a national historic
[1:23:20] site, in the boundaries of
[1:23:22] Pointe-Claire? That is my

[1:28:43] feedback of the people that will
[1:28:44] be involved in that opportunity
[1:28:46] will be there. With that said, I
[1:28:48] move the adoption of the first
[1:28:50] draft bylaw identified at 5.7

[1:30:10] ou les spectacles utilisant des
[1:30:13] haut-parleurs ou tout autre

[1:30:23] l'amplification du sont sont

[1:31:06] j'aimerais que cela change. Je
[1:31:09] conviens que les établissements
[1:31:11] commerciaux ne devraient pas
[1:31:13] être autorisés à perturber ou à
[1:31:17] nuire à la qualité de vie de
[1:31:19] leurs voisins et que le volume
[1:31:21] sonore devrait toujours être
[1:31:24] contrôlé. Mais j'ai l'impression
[1:31:25] que la Ville peut faire
[1:31:27] davantage de compromis afin de
[1:31:29] s'assurer que les citoyens de
[1:31:31] Pointe-Claire ne perde pas la
[1:31:32] possibilité de célébrer et de
[1:31:34] profiter de la vie de manière
[1:31:37] raisonnable, en particulier dans
[1:31:38] leurs villages commerciaux. I
[1:31:44] debated because Councillor Cohen
[1:31:46] was indeed correct, will be a
[1:31:48] consultation process, but I
[1:31:49] quite simply do not like the
[1:31:51] first draft for the reasons that
[1:31:53] I have just specified in French
[1:31:54] but I will elaborate in English.
[1:31:58] I am against 5.7 and 5.10
[1:32:01] because they involve the
[1:32:02] adoption of a new draft bylaw
[1:32:03] that I disagree with because I
[1:32:06] feel little overly constraint
[1:32:08] Pointe-Claire merchant with
[1:32:09] bureaucracy and limit their
[1:32:10] ability to engage in commercial
[1:32:12] activities on the outside of
[1:32:13] their establishments example,
[1:32:15] terraces, courtyards, et cetera.
[1:32:17] More importantly, this bylaw
[1:32:19] will perpetuate an ongoing trend
[1:32:21] for years even decades limiting
[1:32:23] the ability of Pointe-Claire
[1:32:25] citizens to have harmless finds
[1:32:27] both inside and outside of
[1:32:28] commercial establishment. The
[1:32:31] clauses of the bylaw that I find
[1:32:33] excessive are, number one, a
[1:32:35] commercial terraces activities
[1:32:37] such as dancing, theatrical or
[1:32:41] cinematography performances or
[1:32:42] shows using loudspeakers or any
[1:32:44] other sound amplification
[1:32:46] devices are prohibited. So
[1:32:48] dancing, speakers and
[1:32:52] amplification interests are
[1:32:53] prohibited. Seriously? For me,
[1:32:55] that is a little harsh. Number
[1:32:57] two, the maximum terrasse
[1:32:59] capacity shall be the number of
[1:33:00] seats corresponding to half the
[1:33:02] establishment indoor seating or
[1:33:04] 25 seats. In the case of studio
[1:33:07] 77, which is big for
[1:33:08] Pointe-Claire Village, this
[1:33:09] would mean 27 people total. We
[1:33:12] all know that there are many
[1:33:13] more than that and that the
[1:33:15] volume of people never seem
[1:33:17] cramped, dangerous or a problem
[1:33:18] in the events that occurred
[1:33:21] there. As we all know, live
[1:33:24] entertainment have been treated
[1:33:25] to this day for many years and
[1:33:27] decades now and I like this to
[1:33:28] change. I agree that commercial
[1:33:30] establishment should not be
[1:33:31] permitted to disrupt or
[1:33:32] adversely affect the quality of
[1:33:34] life with their neighbours and
[1:33:35] sound volume should always be
[1:33:37] controlled but somehow I feel
[1:33:39] that more compromise can be made
[1:33:40] on the part of this city in
[1:33:42] order to also ensure that
[1:33:43] Pointe-Claire citizens do not
[1:33:45] lose out on the ability to
[1:33:46] celebrate and enjoy life in a
[1:33:49] reasonable matter especially in
[1:33:51] their commercial villages. That
[1:33:53] is my take on that. We have a
