[2:20] to help you better understand your property's vulnerability to water
[2:24] infiltration, sewer backup and flooding, and to identify the measures
[2:28] best suited for your situation.

[3:06] If you do qualify for the service, the city will front the money to pay for
[3:11] that service, and it will be deductible from your eligibility because the total
[3:14] amount you're allowed per household if you qualify as $5,000.
[3:18] And once you do have that plan, you don't have to initiate all the work,
[3:24] but what it might do is give you a roadmap for the future, because some of the work
[3:28] might be, you just can't afford to do it, or it's just unfeasible
[3:30] to do it right away.
[3:31] So at least give you a roadmap and help you out to take maybe baby steps to get to
[3:35] the point where your house would be less vulnerable.

[5:55] Again, I think I heard there was a number between steady 40 people,
[6:00] but it range between 40 to 80 at the max.
[6:03] And again, some stuff came to the table.
[6:06] People were complaining about speeding, people were complaining about flooding.

[6:14] We learned from it, and it helps us to plan and be able to get things done.

[15:20] Pradvin, and I thank him for his input.
[15:25] I support the city's efforts to improve air quality and protect public health.
[15:30] My comments are not intended to oppose these goals, rather.
[15:34] I'm asking Council to consider the impact on homeowners,
[15:38] such as myself, who have purchased homes containing fireplaces that complied with
[15:43] all regulations in effect à ce moment-là.

[17:10] On Hymes Boulevard, I went to this company to say, If I have to replace If I were to
[17:15] replace my fireplace because it doesn't conform to the most recent standards,
[17:18] what's it going to cost me?
[17:21] The recent standards, that's probably going to be in the bylaw,
[17:25] says that wood fireplaces cannot emit more than 2.
[17:29] 5...
[17:30] Cannot emit a fine particle matter emissions greater than
[17:34] 2.5 grammes per hour.
[17:35] That's a general standard.
[17:40] I got a quote to how much it's going to cost me to either replace my Vesting
[17:45] wood fireplace with wood or natural gas.

[18:35] here, and I have to trust him, I was advised that existing fireplaces
[18:39] cannot simply be retrofitted to comply with modern standards.
[18:43] That's what I said when I went to him, How much is it going to cost to retrofit?
[18:47] I thought maybe they can insert something.
[18:49] He says, No way.
[18:51] Now we have emission control and combustion technologies,
[18:54] and they're built into the fireplace.
[18:56] You have to remove what you have, and you have to install a new unit.
[19:01] I think this is a question of fairness.
[19:04] My fireplace was installed legally.
[19:08] Many residents purchased their homes because of that fireplace feature.
[19:13] It seems unfair to impose Renovation costs of tens of thousands of dollars on
[19:18] homeowners, decades after they purchased their home, in compliance with all
[19:22] norms that were there at that time.
[19:25] I hope that your proposed bylaw is not too draconian.
[19:30] If it is, I respectfully ask council to consider grandfather fathering existing
[19:35] fireplaces and apply this to the new homes that are being built.
[19:40] Also, I encourage you to look at alternatives.
[19:43] I understand some people have an issue with the fireplace smoke.
[19:47] It's particularly, I believe, bothers them when we have low cloud cover
[19:51] and the smoke cannot escape very high up.
[19:55] Why not consider when we have these smog events or air quality advisors Maurice,
[20:00] why not consider something similar to what you do with the snowstorms?
[20:04] When it snows, I go on your website at 05:00 PM.

[35:00] clarifications on bylaw PC 2715, otherwise known as Règlement sur la
[35:05] Célébrité des Logements, the bylaw that is supposed to dictate
[35:09] minimum sanitaire conditions sanitaires de la maison et de la rentabilité,
[35:11] touchant à des sujets comme le refroidissement, le réglage,
[35:13] le refroidissement, le refroidissement, le refroidissement, le refroidissement,
[35:14] le réglage, le réglage, le réglage.
[35:15] Bailat PC 2715 was passed on December 19, 2005, and was amended in 2012,
[35:21] removing several crucial pieces of the bylaw concerning maintenance.
[35:25] However, the most important piece of this is that PC 2715, doesn't appear anywhere
[35:29] on the city's ni sur le site, ni sur le site, ni sur le site.
[35:31] Un membre de notre organisation, Mario Leclerc, who's here tonight,
[35:35] who's a resident of Point Claire, confirmed this with the city clerk,
[35:39] that this bylaw is in effect through an access to information request.
[35:43] Mr. Mayor, we met avec vous, about this issue, back in February,
[35:46] to speak about the need for PointClair having a sanitation bylaw to
[35:50] protect tenants in PointClair.
[35:51] At that time, no one in the administration, seemed
[35:54] to know about the existence of PC 2715.
[35:56] No was any follow-up nous a donné, malgré nos répétitions,
[36:00] I'm going to us, despite our repeated attempts to email and
[36:00] provide you and the city with documentation, giving concrete solutions
[36:03] in the form of examples of how other cities, like DDO, handle this issue.

[36:13] Call us upwards of 10 times about water in the shower that was so rust-colored that
[36:16] she was forced to shower in an adjacent apartment for three months.

[36:24] Chapter 6, section 1.31 of your own bylaw that is in place, states that
[36:29] this isn't up to Claire's norms.
[36:31] The tenant in question, Carole, in this case,
[36:34] was told in no uncertain terms by the City Inspection Service that it was a
[36:37] private residence and to take it up with the tout.
[36:40] The City Inspectors who put... The city inspectors...

[36:47] City inspectors who inspected this unit were not even aware of the
[36:49] bylaw's existence.
[36:50] In another case, just this week, a tenant in Point Claire had black mold
[36:53] from floor to ceiling that the landlord is refusing to fix.
[36:57] Again, the city is claiming that it cannot intervene and apply its own bylaw,
[37:00] that, again, is in place.
[37:02] This is no fault to the inspectors who don't know what the tools they
[37:06] have at their disposal are.
[37:08] Rentals in Point Claire want this bylaw applied, made public on the city's
[37:11] website, and restored to its original version, covering maintenance.

[1:31:49] It's at the end of a cul-de-sac, beautiful trees and greenery.

[1:31:59] Granting a subdivision, an eventual building of a house,
[1:32:03] which is right adjacent to this, at the end of the lane,
[1:32:05] would seriously compromise all the attributes we love of our property.

[1:32:18] It's not really a street, it's an extension, and it's very narrow.
