qualify as $5,000.

And once you do have that plan, you don't have
to initiate all the work,
[3:24]
but what it might do is give you a roadmap
for the future, because some of the work
[3:28]
might be, you just can't afford to do it, or
it's just unfeasible
[3:30]
to do it right away.
[3:31]
So at least give you a roadmap and help you
out to take maybe baby steps to get to
[3:35]
the point where your house would be less vulnerable.
[3:38]

We started doing our café récente, our meet
and greets in every district with

happening in the area,

so it was very well received.

On Sunday, we did it in North Buena Unita,
so District 7 and District 8.

Again, I think I heard there was a number between
steady 40 people,

but it range between 40 to 80 at the max.
[6:03]
And again, some stuff came to the table.
[6:06]
People were complaining about speeding, people
were complaining about flooding.
[6:10]

We learned from it, and it helps us to plan

I support the city's efforts to improve air
quality and protect public health.
[15:30]
My comments are not intended to oppose these
goals, rather.

I'm asking Council to consider the impact on
homeowners,
[15:38]
such as myself, who have purchased homes containing
fireplaces that complied with
[15:43]

to the most recent standards,

what's it going to cost me?

The recent standards, that's probably going
to be in the bylaw,
[17:25]
says that wood fireplaces cannot emit more
than 2.
[17:29]

Cannot emit a fine particle matter emissions
greater than
[17:34]
2.5 grammes per hour.
[17:35]
That's a general standard.
[17:40]
I got a quote to how much it's going to cost
me to either replace my Vesting

wood fireplace with wood or natural gas.

that existing fireplaces

cannot simply be retrofitted to comply with
modern standards.

That's what I said when I went to him, How
much is it going to cost to retrofit?

I thought maybe they can insert something.

He says, No way.
[18:51]
Now we have emission control and combustion
technologies,
[18:54]
and they're built into the fireplace.
[18:56]
You have to remove what you have, and you have
to install a new unit.

I think this is a question of fairness.
[19:04]
My fireplace was installed legally.
[19:08]
Many residents purchased their homes because
of that fireplace feature.
[19:13]
It seems unfair to impose Renovation costs
of tens of thousands of dollars on
[19:18]
homeowners, decades after they purchased their
home, in compliance with all
[19:22]
norms that were there at that time.
[19:25]
I hope that your proposed bylaw is not too
draconian.
[19:30]
If it is, I respectfully ask council to consider
grandfather fathering existing
[19:35]
fireplaces and apply this to the new homes
that are being built.
[19:40]
Also, I encourage you to look at alternatives.
[19:43]
I understand some people have an issue with
the fireplace smoke.
[19:47]
It's particularly, I believe, bothers them
when we have low cloud cover
[19:51]
and the smoke cannot escape very high up.
[19:55]
Why not consider when we have these smog events
or air quality advisors Maurice,
[20:00]
why not consider something similar to what
you do with the snowstorms?
[20:04]
When it snows, I go on your website at 05:00
PM.

Here today, on behalf of Point Claire Renters,
to

clarifications on bylaw PC 2715, otherwise
known as Règlement sur la
[35:05]
Célébrité des Logements, the bylaw that
is supposed to dictate
[35:09]
minimum sanitaire conditions sanitaires de
la maison et de la rentabilité,
[35:11]

Bailat PC 2715 was passed on December 19, 2005,
and was amended in 2012,

removing several crucial pieces of the bylaw
concerning maintenance.

However, the most important piece of this is
that PC 2715, doesn't appear anywhere
[35:29]

giving concrete solutions

Call us upwards of 10 times about water in
the shower that was so rust-colored that

she was forced to shower in an adjacent apartment
for three months.

These are the pictures of the rust-colored

Chapter 6, section 1.31 of your own bylaw that
is in place, states that
[36:29]
this isn't up to Claire's norms.
[36:31]
The tenant in question, Carole, in this case,
[36:34]
was told in no uncertain terms by the City
Inspection Service that it was a
[36:37]
private residence and to take it up with the
tout.
[36:40]
The City Inspectors who put... The city inspectors...
[36:46]
Excuse me.
[36:47]
City inspectors who inspected this unit were
not even aware of the
[36:49]
bylaw's existence.
[36:50]
In another case, just this week, a tenant in
Point Claire had black mold
[36:53]
from floor to ceiling that the landlord is
refusing to fix.
[36:57]
Again, the city is claiming that it cannot
intervene and apply its own bylaw,
[37:00]
that, again, is in place.
[37:02]
This is no fault to the inspectors who don't
know what the tools they
[37:06]
have at their disposal are.
[37:08]
Rentals in Point Claire want this bylaw applied,
made public on the city's
[37:11]
website, and restored to its original version,
covering maintenance.
[37:14]

We all know it's slow.

It's a provincial body that is completely dysfunctional.

In another city like DDO, I'm going to keep

because they're really the exception in this
case.

They're pretty fantastic with their inspection
service.

This issue would have got resolved within a
week.

Carole would have had to deal with rusty water
and would have been able to shower

in her own apartment, not for three months,
but actually within the day.

First of all, we've all had the flood, and

It's climate change.
[43:24]
And I believe that the council, administration,

and engineering are doing anything and everything
possible to remedy

the situation, should it occur again.

Now, the cleanup after that was very well organized.

On my particular street, there was a garbage
truck must have been
[43:46]
hired by the city, and one driver on it,
[43:49]
he got out of the truck and he backed it up
to where all the garbage was,
[43:53]
loaded it and took it off.
[43:55]
Our street was clean within a week, within
a day, sorry.
[43:58]
And I've seen the throughout Point Claire and
other areas.
[44:02]
So you've done a great job there.

The other thing I'd like to say is that
[44:17]
there's construction going on right now on
Ivanhoe Crescent in Point Claire.
[44:22]
And I must say, I'm on the next Crescent to
it.
[44:25]
It was done in 2017, and it's beautiful.

It's done well, everything else.
[44:31]
This work being done on Ivanhoe Crescent right
now has been very well organized,
[44:36]
very well done, and coming along quite well.
[44:40]
And I think it's a lot to do with the possibility
that the engineer,
[44:44]

organisé et qui est bien passé.

but there are some positives things

that the flood anxiety and the people

seeing the piles of stuff in front of their
homes for days and weeks

would be too much on them.

So again, it's the employees that stepped off
the plate.

It's a new way of doing a street.

We're here because we strongly oppose the request
for a new subdivision of 2
[1:31:22]
Bowling Green, with a access from the end of
Julian.
[1:31:28]
We oppose this request as this will seriously
affect our enjoyment of the
[1:31:33]
property and would negatively impact accessibility,
safety, and drainage,
[1:31:39]
and is not in keeping with proper planning
guidelines.
[1:31:43]
We move to Fort Julian 25 years ago, and fell
in love with the property.
[1:31:49]
It's at the end of a cul-de-sac, beautiful
trees and greenery.
[1:31:55]
It's very private, very quiet.
[1:31:57]
It's a great place to raise our kids.
[1:31:59]
Granting a subdivision, an eventual building
of a house,
[1:32:03]
which is right adjacent to this, at the end
of the lane,
[1:32:05]
would seriously compromise all the attributes
we love of our property.
[1:32:10]
There are also significant safety and accessibility
issues.
[1:32:14]
This section of Julian is more like a lane.
[1:32:18]
It's not really a street, it's an extension,
and it's very narrow.
[1:32:22]
It's about 5 mètres wide.
[1:32:24]
So really, just about half the width of a normal
street.

exclusively through this lane,

And our concern also is that cars passing directly
over this drain to access this

lot would leave debris and mud and could potentially
clog that drain.
[1:33:34]
Another thing I want to mention is this is
specified as a minor variance,
[1:33:41]
but I don't see this at all as a minor variant.
[1:33:43]
So the request is that there's 15 mètres of
frontage
[1:33:48]
on Julian rather than 25 mètres.
[1:33:51]
That's the request.

The reality is this lot is not parallel to
Julian.

It's at the end of Julian.

Let me be clear about what this application
really is.
[1:35:43]
It's not a small adjustment.
[1:35:45]
It creates a brand new building lot where none
exist today, carved out of the back
[1:35:50]
of an established property on Bowling Green,
[1:35:53]
which is a street of recognized heritage character
that your own bylaw singles out
[1:35:58]
for special protection, with a stated objective
that the
[1:36:02]
number of homes will not be increased.
[1:36:04]
It has 15.03 mètres de frontage against the

That's a 33% shortfall on the very dimension

A new house on that lot will look directly
straight down into our yard,
